    Delaware State Police arrested 22-year-old Robert Coombes of Dover, Delaware, for felony gun charges following a traffic stop on Saturday afternoon in Dover.

    On April 6, 2024, at approximately 5:57 p.m., a trooper on patrol observed a white Volkswagen Jetta traveling at a high rate of speed on West Lebanon Road in the area of South State Street in Dover. A computer inquiry of the Jetta’s Delaware registration revealed it was expired. The trooper conducted a traffic stop, and made contact with the driver, identified as Robert Coombes. Troopers observed two black handgun magazines in plain view inside the Jetta, and a subsequent probable cause search of the car led to the discovery of a green Polymer 80 ghost gun concealed under the driver’s seat, 102 rounds of ammunition, and 3 handgun magazines (pictured below). Coombes was taken into custody without incident. A computer inquiry revealed Coombes does not have a concealed carry permit.

    Coombes was taken to Troop 3, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $10,200 secured bond.

    State Police Asking for Witnesses Following Fatal Crash Near Magnolia

    The Delaware State Police are investigating a fatal crash near Magnolia that left a woman dead.

    On Saturday April 6, 2024, at approximately 11:58 p.m., a Chevrolet Trailblazer SUV was driving southbound on Clapham Road approaching Jury Drive, near the entrance to Barker’s Landing. For reasons still under investigation, the driver lost control of the SUV causing it to leave the road and drive into a retention pond, becoming submerged with her inside. Rescue crews were able the remove the driver from the SUV and begin lifesaving efforts.

    The driver of the Chevrolet, a 46-year-old woman from Magnolia, Delaware was taken to an area hospital with life-threatening injuries. On Sunday April 7, 2024, she died from her injuries. Her name is being withheld until her family is notified.

    The roadway was closed for approximately three hours while the scene was investigated and cleared.

    The Delaware State Police Troop 3 Collision Reconstruction Unit continues to investigate this incident. Troopers are asking anyone who witnessed this crash to contact Master Corporal J.   • FTC Announces Winners of Voice Cloning Challenge

    The Federal Trade Commission has chosen four winning submissions for its Voice Cloning Challenge to promote the development of ideas to protect consumers from the misuse of artificial intelligence-enabled voice cloning for fraud and other harms.

    “Tapping American ingenuity is critical to solving big abuses like deceptive voice cloning,” said Samuel Levine, Director of the FTC’s Bureau of Consumer Protection. “When it comes to AI-driven fraud, the FTC will continue using every tool to deter harmful practices, shut down bad actors, and spur innovative proposals to help protect consumers.”

    “We’re recognizing people who are pushing science forward and proposing different options to ensure a robust landscape of solutions,” said Stephanie T. Nguyen, the FTC’s Chief Technologist. “These exciting solutions show that a multi-disciplinary approach is necessary to prevent the harms posed by voice cloning.”

    The panel of judges—Princeton Computer Science Professor Arvind Narayanan, Britt Paris, assistant professor at Rutgers University’s School of Communication & Information, and Beau Woods, CEO of Stratigos Security and a Cyber Safety Innovation Fellow with the Atlantic Council—chose three top submissions from individuals and small organizations, who will split a total of $35,000 in prize money. They are:

    • AI Detect: The submission from David Przygoda and Dr. Carol Espy-Wilson from the small organization OmniSpeech is aimed at consumer and enterprise apps and devices and would use AI to detect AI. It utilizes AI algorithms to distinguish the subtle differences between genuine and synthetic voice patterns.
    • DeFake: Submitted by Ning Zhang, an Assistant Professor in the Department of Computer Science and Engineering at Washington University in St. Louis, this proposal uses a form of watermarking. Given that voice cloning relies on the use of pre-existing speech samples to clone a voice, which are generally collected from social media and other platforms, the proposal calls for adding carefully crafted distortions to voice samples that are imperceptible to the human ear, but that make it more difficult to accurately clone.
    • OriginStory: Submitted by Dr. Visar Berisha, Drena Kusari, Dr. Daniel W. Bliss, and Dr. Julie M. Liss of the small organization OriginStory, this technology aims to authenticate the human origin of voice recordings at the point of creation. It uses off-the-shelf sensors already integrated into many devices to simultaneously measure speech acoustics and the co-occurring biosignals in the throat and mouth that a person uses when speaking to validate the human origin and embed this authentication as a type of watermark into the audio stream.

    The fourth winning submission is from a large organization, Pindrop Security, which received the Recognition Award. The Pindrop team was comprised of Elie Khoury, Anthony Stankus, Ketuman Sardesai, and Amanda Braun. Pindrop’s Voice Cloning Detection technology detects voice clones and audio deepfakes in real time. The technology evaluates each incoming phone call or digital audio in two-second chunks and flags those that are potential deep fakes. (Large organizations were not eligible for monetary prizes.)

    The four winning submissions demonstrate the potential for cutting edge technology to help mitigate risks of voice cloning in the marketplace. They promote innovative approaches on which key consumer protections can be built. At the same time, the results of the challenge highlight that there is no single solution to this problem. Given this, in addition to the Voice Cloning Challenge, the FTC also has proposed a comprehensive ban on impersonation fraud, and has affirmed that the Telemarketing Sales Rule applies to AI-enabled scam calls. 

    This is the sixth challenge the FTC has launched under the America COMPETES Act aimed at spurring the development of innovative solutions to complex consumer protection issues. Voice cloning technology offers potential benefits by, for example, providing new ways for those who have impaired speech to communicate in their own voice with the help of technology. But it also poses significant risks to consumers and has been utilized by scammers to impersonate others. For example, scammers have used voice cloning technology to impersonate business executives in order to fraudulently obtain money or valuable information.

    The lead FTC staffers on this matter are James Evans and Christine Barker from the FTC’s Bureau of Consumer Protection and Amritha Jayanti and Ben Swartz from the FTC’s Office of Technology.

    Detectives Investigating Home Invasion in Laurel

    The Delaware State Police are investigating a home invasion that occurred early yesterday morning in Laurel.

    On April 6, 2024, at approximately 12:32 a.m., troopers responded to a residence on the 6900 block of Sharptown Road in Laurel for a report of a home invasion. The preliminary investigation revealed approximately five male suspects broke into the home, which was occupied by two teenagers. The suspects ransacked the home and fled with an undisclosed amount of property.

    No one in the home was injured. The suspects are described as approximately five masked and armed black males. Surveillance images and video are not yet available.

    The Troop 4 Major Crimes Unit is investigating this incident. Detectives are asking for anyone with information regarding this case to contact Detective D. Hickman by calling 302-752-3856.     Detectives Investigating Shots Fired at a Harrington Residence

    The Delaware State Police are investigating a shooting that occurred on Farmington Road in Harrington on Friday night.

    On April 5, 2024, at approximately 9:43 p.m., troopers responded to a residence on Farmington Road in Harrington for a report of shots fired. The preliminary investigation revealed the home and an unoccupied sedan in the driveway were struck by gunfire. There was one adult in the home at the time of the shooting, and he was not injured. Troopers recovered numerous shell casings at the scene.

    Suspect or suspect vehicle descriptions are unknown at this time. Surveillance video and images are not yet available.

    Troopers Arrest Man for Drug Offenses and Resisting Arrest Following Traffic Stop in Dover

    Delaware State Police arrested 34-year-old George Brinkley of Dover, Delaware, for multiple drug offenses and resisting arrest following a traffic stop in Dover early this morning.

    On April 6, 2024, at approximately 1:51 a.m., a trooper on patrol observed a white 2022 Chrysler Pacifica with Oklahoma registration traveling on President Drive in the area of Bay Road, Dover, at a high rate of speed. As the trooper traveled behind the Pacifica, he observed it fail to maintain its lane as it continued to travel at a high rate of speed. The trooper initiated a traffic stop as the Pacifica came to a stop in a residential driveway on President Drive. A black male driver and a black male passenger exited the van and began walking into the residence. The driver, later identified as George Brinkley, disregarded the trooper’s verbal commands to stop and attempted to close the residence’s door on the trooper. Brinkley then ran out of the residence and fled on foot eastbound on President Drive. After a brief foot pursuit, Brinkley was taken into custody without incident. A search of Brinkley’s person led to the discovery of $2,570 in his back pocket. Troopers subsequently conducted a search of the Pacifica, and discovered approximately 0.714 grams of heroin packaged in 102 baggies, approximately 17.9 grams of marijuana in a clear baggie, two MDMA pills, and one cyclobenzaprine hydrochloride pill.

    A computer inquiry of Brinkley revealed his license is suspended. Brinkley was taken to Troop 3, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and released on a $12,552 unsecured bond.

    Detectives Arrest Pair for Apple Product Thefts from Vehicles in New Castle County

    Delaware State Police arrested Cesar Alzate-Valencia, 37, of Elmhurst, New York, and Lina Martinez-Aristizabal, 31, of Corona, New York, for multiple Apple product thefts from vehicles that occurred in New Castle County.

    Earlier this year, troopers investigated a theft from a vehicle at various locations throughout New Castle County on the following dates: January 17, 2024, January 27, 2024, and February 26, 2024. In each incident, the victims had just purchased Apple electronic products from the Apple store located inside the Christiana Mall at 125 Christiana Mall, Newark. The victims were then followed by the unknown suspects as they drove from the Christiana Mall to their next destination. Once the victims’ vehicle was unoccupied at the new destination, an unknown Hispanic male suspect gained access into the victims’ vehicle by using a pry bar-like tool to shatter one of the vehicle’s windows. After gaining access, the suspect stole the Apple products and fled in a different suspect vehicle for each incident.

    Through investigative means, Troop 2 Criminal Investigations Detectives identified one of the suspect vehicles as a 2010 black Nissan Rogue with Mississippi registration. On April 1, 2024, detectives were notified the Nissan was parked at the Christiana Mall and conducted a traffic stop on the SUV. Troopers made contact with the driver, identified as Cesar Alzate-Valencia, and the passenger, identified as Lina Martinez-Aristizabal. Detectives further identified Alzate-Valencia as the unknown Hispanic male suspect involved in all three theft incidents, and Martinez-Aristizabal as the unknown Hispanic female suspect involved in the theft on February 26, 2024.

    Both were taken into custody without incident and transported to Troop 2, where they were charged with multiple crimes.


    Alzate-Valencia was charged with the offenses listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $16,500 secured bond.

    Troopers Arrest Teen Found in Stolen Durango for Multiple Felony Gun Charges

    Delaware State Police arrested a 17-year-old male of Middletown, Delaware, for multiple felony gun charges following a foot pursuit after he was found in a stolen Dodge Durango yesterday morning in Middletown.

    On April 4, 2024, at approximately 9:49 a.m., troopers responded to the Wawa located at 2398 Dupont Parkway, Middletown, for a report of a stolen 2023 black Dodge Durango with Florida registration in the parking lot. Upon arriving, troopers located the Durango in the parking lot, and observed two unknown black male suspects exit the stolen SUV and flee on foot. The driver fled through a field towards the back of the Wawa and the passenger attempted to return to the stolen SUV before he ran west across US Route 13 northbound towards a wood line. Delaware State Police Aviation Trooper 4 conducted a search of the area for the suspects, and successfully located the passenger (pictured above) hiding near a wood line in a backyard on Jane Court. As ground troopers approached, the suspect jumped over a fence into another backyard, where he was ultimately taken into custody after a brief pursuit. The suspect was identified as a 17-year-old male.

    The driver of the stolen SUV was last seen jumping over a barbed wire fence. He has not been identified and remains at large. He is described as a black male wearing all black. The suspect is possibly armed. During the foot pursuit with the driver, a trooper sustained a serious injury to his upper extremity. The trooper was taken to area hospital, where he was treated and released.

    A computer inquiry of the Durango’s registration confirmed it was reported as stolen within the jurisdiction of West Manchester Township Police Department (Pennsylvania). A search of the Durango led to the discovery of a Polymer 80 ghost gun loaded with 17 rounds of ammunition, an extended magazine containing an additional 18 rounds of ammunition, 19 Oxycodone pills, and approximately 2.57 grams of marijuana.

    The 17-year-old suspect was taken to Troop 9, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and committed to the New Castle County Detention Center on a $28,100 secured bond.

    • Possession of a Deadly Weapon by Person Prohibited who also Possesses Controlled Substance (Felony) – 2 counts
    • Possession of a Deadly Weapon by Person Under 18 (Felony)

    *Update- Suspect Arrested* Detectives Investigating Wilmington Area Family Dollar Shoplifting Turned Robbery

    Delaware State Police arrested 54-year-old Mark Coney of Wilmington, Delaware, for a shoplifting turned robbery that occurred Tuesday afternoon at a Wilmington area Family Dollar.

    On April 2, 2024, at approximately 12:45 p.m., troopers responded to the Family Dollar located at 1311 Newport Gap Pike, Wilmington, for a report of a robbery. The preliminary investigation revealed an unknown black male suspect was confronted by Family Dollar employees for concealing items in his jacket. The suspect became aggressive, and a physical altercation ensued before the suspect fled from the store. Once outside, the suspect retrieved a baseball bat from his black four-door sedan and reapproached the store. He then threatened employees with the bat and placed it between the front doors to prevent employees from closing them. After the employees were able to close and lock the front doors, the suspect fled in his sedan in an unknown direction.

    Through investigative means, Delaware State Police Troop 2 Robbery Detectives developed Mark Coney as the suspect involved in the robbery and identified the suspect vehicle as a black Chevrolet four-door sedan. On April 4, 2024, detectives observed Coney operating the Chevrolet in Wilmington, and conducted a traffic stop. Coney was subsequently taken into custody without incident and transported to Troop 2. Coney was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $32,000 cash bond.

    Detectives Seek Public’s Assistance with Road Rage Assault Investigation in Middletown

    The Delaware State Police are investigating and seeking witnesses for an assault stemming from a road rage incident that occurred Sunday morning on Route 13 in Middletown.

    On March 31, 2024, at approximately 9:31 a.m., troopers responded to an area hospital and made contact with an injured 19-year-old victim from a road rage incident that occurred on Route 13 northbound at Port Penn Road. The preliminary investigation revealed the victim was traveling in an orange Kia Forte on Route 13 in the area of Boyds Corner Road in Middletown, when she was involved in a road rage incident with a silver Jeep Cherokee. After both vehicles came to a stop on Route 13’s left turn lane for Route 1 northbound at Port Penn Road, an unknown male suspect exited the Jeep and approached the victim’s vehicle. The victim’s friend, who was stopped in a blue Nissan Rogue also in the left turn lane a few cars ahead, exited her vehicle as she saw the suspect approaching. The victim exited her vehicle, and a physical altercation ensued between the victim, the victim’s friend, and the suspect. The altercation ended after the victim pushed the suspect while he choked her, which led to the suspect falling into the guardrail. The victim then fled in her vehicle, at which point she noticed she was bleeding, but does not recall how or when she sustained the cut to her upper arm.

    The suspect is described as an older white male, approximately 5’9″, with a slender build and a long gray beard that reached the top of his chest. The suspect is possibly armed with a black, flip-open style pocketknife. The suspect was wearing a red/white trucker style hat, a red/black long sleeve flannel shirt over a white t-shirt, blue jeans, and black cowboy boots. The suspect’s vehicle (stock image pictured below) is a silver Jeep Cherokee with a hard white registration plate.

    State Police Investigating Fatal Motorcycle Crash in New Castle

    The Delaware State Police are investigating a fatal motorcycle crash that occurred last night in New Castle that left one man dead.

    On April 4, 2024, at approximately 8:03 p.m., a black Harley Davidson motorcycle was traveling southbound on South Dupont Highway from Frenchtown Road in the middle right lane at an apparent high rate of speed with no lights on. At the same time, a gray 2018 Mazda 3 was turning from the northbound lanes of S. Dupont Highway into the private parking lot of the Wawa located at 117 S. Dupont Highway. As the Mazda was crossing the 4 southbound lanes of travel for S. Dupont Highway, it was struck on the right side by the Harley Davidson. As a result, the motorcyclist was ejected from the motorcycle and came to rest in the right lane.

    The motorcyclist, a 33-year-old man from New Castle, Delaware, was transported to an area hospital, where he died. His name is being withheld until his family and relatives are notified.

    The operator of the Mazda, a 16-year-old female from New Castle, Delaware, was not injured.

    The roadway was closed for approximately 3.5 hours while the investigators examined the scene and cleared the roadway.

    State Police Arrest Fugitive for Several Felonies throughout New Castle County

    Delaware State Police arrested 33-year-old Moses Warren of Newark, Delaware, for multiple felonies, including attempted robbery, burglary, and theft from several businesses throughout New Castle County.

    On January 22, 2024, troopers responded to the Royal Farms located at 865 Old Baltimore Pike, Newark, for a report of an attempted shoplifting of cigarettes. Through investigative means, troopers identified the suspect as Moses Warren and obtained a warrant for his arrest. However, troopers were unable to locate Warren. Between March 14, 2024, and March 20, 2024, troopers investigated five incidents involving Warren as the suspect who stole from Rite Aid, Walgreens, Royal Farms, and Wawa. After each incident, troopers obtained a warrant for Warren’s arrest and attempted to locate him. On March 25, 2024, troopers investigated a report of a burglary at the BP gas station located at 1 Jay Drive, New Castle. During the investigation, troopers learned a black male suspect and a white male suspect broke into the BP gas station during the overnight hours and stole nearly $2,000 worth of tobacco products. Troopers recognized the black male suspect as Warren and obtained a warrant for his arrest. Troopers continued their attempts to locate Warren. On March 27, 2024, Warren committed two additional shopliftings from two separate Wawa locations in New Castle County. On March 31, 2024, troopers investigated a report of an attempted robbery at the Royal Farms located at 865 Old Baltimore Pike, Newark, in which Warren engaged in a physical altercation with a Royal Farms employee while attempting to steal cigarettes. Additionally, on April 1, 2024, Warren shoplifted from the Rite Aid located at 2034 New Castle Avenue, New Castle.

    Warren had warrants for his arrest for the crimes above and for two capiases issued by the New Castle County Court of Common Pleas. On April 2, 2024, the Troop 2 Criminal Investigations Unit with the assistance of Troop 2 Patrol, New Castle County Governor’s Task Force, and the Troop 2 Drug Unit, located Warren in an abandoned building in Wilmington and took him into custody without incident.

    Warren was taken to Troop 2, where he was charged with the below crimes, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $21,000 secured bond.

    State Police Apprehend 63-Year-Old Greenwood Resident for Felony DUI

    Delaware State Police have arrested 63-year-old Ralph Cahall, of Greenwood, Delaware, for felony DUI following a pursuit Tuesday evening.

    On April 2, 2024, at approximately 5:32 p.m., a trooper noticed a black Chevrolet Silverado with a fictitious registration plate traveling southbound on Deep Grass Lane. The trooper attempted to initiate a traffic stop, but the vehicle began traveling at a high rate of speed. The vehicle was then observed running a stop sign at the Staytonville Road intersection, at which time the trooper discontinued the pursuit while maintaining a safe distance. A short time later, the vehicle was observed crashing into a tree as it pulled onto a private lane on the 14000 block of Staytonville Road. The driver, identified as Ralph Cahall, fled the scene. After a brief search, Cahall was apprehended in a nearby wooded area.

    Upon contact with Cahall, the trooper noticed signs of impairment. He was taken to Troop 3, where he displayed additional signs of impairment during Standardized Field Sobriety Testing. A computer check revealed Cahall had five previous DUI-related convictions. He was subsequently charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $9700 secured bond.

    Narrative: The Dover Police Department has arrested a 15-year-old black male of Dover following a glass break alarm at First State Vape early Thursday morning. The investigation began at 2:07 a.m., when Dover Police Department was notified of an alarm at First State Vape. Patrol Officers quickly responded and observed two black males running from the business on foot. Officers chased the suspects and were able to take the 15-year-old male into custody. Officers checked the area for the second suspect and could not locate them. The ensuing investigation revealed that the suspects shattered the front glass of the business in an attempt to enter to store and steal items. The suspects were unsuccessful in making entry and did not take anything from the store. The 15-year-old was transported to Dover Police Department where he was processed.

    The 15-year-old was turned over to his guardian after being charged with the following offenses:

    Narrative: The Dover Police Department is investigating an attempted burglary that occurred at Cosmic Smoke, 515 South DuPont Highway Dover, DE, early Thursday morning. The investigation began when Dover Police Department was called to the business for an alarm activation. Officers responded to the store and determined that a front window to the business was damaged by a rock. The investigation revealed that an unknown suspect threw a rock at the window causing damage, in an attempt to gain entry into the business however they were unsuccessful. The suspect fled in an unknown direction.

    The only description available at this time is a male wearing a surgical face mask on a bicycle.

    Detectives Investigating Wilmington Area Family Dollar Shoplifting Turned Robbery

    The Delaware State Police are investigating a shoplifting turned robbery that occurred yesterday afternoon at a Family Dollar in Wilmington.

    On April 2, 2024, at approximately 12:45 p.m., troopers responded to the Family Dollar located at 1311 Newport Gap Pike, Wilmington, for a report of a robbery. The preliminary investigation revealed an unknown black male suspect was confronted by Family Dollar employees for concealing items in his jacket. The suspect became aggressive, and a physical altercation ensued before the suspect fled from the store. Once outside, the suspect retrieved a baseball bat from his black four-door sedan and reapproached the store. He then threatened employees with the bat and placed it between the front doors to prevent employees from closing them. After the employees were able to close and lock the front doors, the suspect fled in his sedan in an unknown direction.

    The suspect is described as a black male wearing dark colored clothing. Surveillance images and video are not yet available.

    16-Year-Old Arrested for Felony Charges After Using Taser During Fight at Glasgow High School

    Delaware State Police arrested a 16-year-old student from Newark, Delaware, for multiple felony charges after using a taser during a fight that occurred at Glasgow High School last week.

    On March 26, 2024, the Delaware State Police School Resource Officer assigned to Glasgow High School located at 1901 S. College Avenue, Newark, was notified of a fight that occurred on the morning of March 25, 2024. The investigation revealed a 16-year-old student and two 15-year-old students were involved in a verbal altercation. The altercation escalated to a physical fight after the 16-year-old student removed a black taser from his pocket and walked toward the two 15-year-olds with the device activated. During the fight, the 16-year-old student used the taser on both of the 15-year-old students. School staff separated the students and the constable secured the taser.

    The School Resource Officer obtained a warrant for the 16-year-old student. On March 28, 2024, the 16-year-old turned himself in at Troop 2, where he was charged with multiple crimes. Troopers continue to investigate this incident and charges are pending for the two 15-year-olds.


    The 16-year-old was charged with the offenses listed below, arraigned by New Castle County Family Court and released to a guardian on a $13,250 unsecured bond.

    Delaware State Police Troop 2 has issued a Gold Alert for 50-year-old Kerney Howell of Mobile, Alabama. On March 29, 2024, at approximately 12 p.m., Kerney dropped his work truck off on the 1500 block of Matassino Road in New Castle. From there, he was supposed to visit his family but never showed up. He has not been seen or heard from since. Attempts to contact or locate him have been unsuccessful, and there is a concern for his safety and well-being.

    He is described as a black male, approximately 6’1” tall, weighing approximately 210 pounds, with brown eyes, a bald head, and a beard. His clothing description is unknown at this time.

  • FTC Issues Third Report on E-Cigarette Advertising and Sales in the U.S.

    The Federal Trade Commission today issued its third report on e-cigarette sales and advertising nationwide, which shows that the combined sales of cartridge-based and disposable e-cigarette products to U.S. consumers by nine leading manufacturers increased by approximately $370 million between 2020 and 2021, while the total topped $2.67 billion. E-cigarette companies also spent $90.6 million more advertising and promoting their products in 2021 than in 2020.

    It examines two main types of e-cigarettes. Some have rechargeable batteries and changeable prefilled cartridges; others are disposable after running out of charge or e-liquid. Reported sales of cartridge products increased from $2.133 billion in 2020 to $2.496 billion in 2021; sales of disposable, non-refillable e-cigarette products increased from $261.9 million in 2020 to $267.1 million in 2021.

    The 2021 report also provides details on some characteristics of e-cigarette products, including flavors and nicotine concentration, as well as the bundling of the components in cartridge systems. The data shows that in 2021, 69.2 percent of e-cigarette cartridges either sold or given away contained menthol-flavored e-liquids, and the rest were tobacco-flavored.

    Disposable e-cigarettes are not covered by the flavor restrictions imposed by the Food and Drug Administration. In 2021 “other” flavored devices made up 71 percent of all disposable devices sold or given away, with the most-popular subcategories being fruit-flavored and fruit & menthol/mint flavored products. These two subcategories alone made up more than half of all disposable e-cigarette devices sold or given away in 2021.

    According to the report, expenditures for the advertising and promotion of e-cigarettes increased from $768.8 million in 2020 to $859.4 million in 2021, with the three largest spending categories being price discounts, promotional allowances paid to wholesalers, and point-of-sale advertising. Together, these three categories accounted for almost two thirds of expenditures in 2021.

    Finally, the report discusses steps that e-cigarette companies took in 2021 to deter or prevent underage consumers from visiting their websites, signing up for mailing lists and loyalty programs, or buying e-cigarette products online. These steps include the use of online self-certification to verify users were at least 21 years old and following state laws requiring an adult signature upon delivery of e-cigarette products.

    The Commission vote approving the FTC’s E-Cigarette Report and related data tables for 2021 was 3-0.

  • FTC Sends Nearly $62 Million in Refunds to Sellers Deceived by Online Real Estate Listing Service Opendoor Labs

    The Federal Trade Commission is sending nearly $62 million in refunds to sellers deceived by advertising and marketing claims made by online real estate business Opendoor Labs, Inc.

    According to the FTC’s August 2022 complaint, Opendoor cheated home sellers by tricking them into thinking that they could make more money selling their home to Opendoor than on the open market using the traditional sales process while saving them money on costs.

    The FTC alleged that Opendoor pitched potential sellers using misleading and deceptive information. In reality, most people who sold to Opendoor made thousands of dollars less than they would have made selling their homes using the traditional process and many paid more in costs than what sellers typically pay. Under a final administrative order, Opendoor agreed to pay monetary relief and stop its deceptive tactics.

    The FTC is sending checks to 54,689 consumers. Recipients should cash their checks within 90 days, as indicated on the check. Consumers who have questions about their payment should contact the refund administrator, Epiq Systems, at 1-888-546-2054 or visit the FTC website to view frequently asked questions about the refund process. The Commission never requires people to pay money or provide account information to get a refund.

    The Commission’s interactive dashboards for refund data provide a state-by-state breakdown of refunds in FTC cases. In 2023, FTC actions led to more than $324 million in refunds to consumers across the country.

    Delaware State Police Troop 6 has issued a Gold Alert for 71-year-old Kevin Nadir of Wilmington, Delaware. He was last seen leaving Christiana Hospital on foot around 1:30 p.m. today and has not been seen since. Attempts to contact or locate him have been unsuccessful, and his medical condition raises concerns for his safety and well-being.

    He is described as a black male, approximately 6’1” tall, weighing approximately 175 pounds, with brown eyes and black and gray hair. He was last seen wearing a gray hospital top, burgundy pants, and hospital socks. He left the hospital on foot, but he may now be driving a black Chevrolet Impala with Delaware registration 416704.

    Detectives Arrest Maryland Man for Residential Burglary

    The Delaware State Police arrested 28-year-old Daniel Rholetter of Marydel, Maryland, for the burglary of a Leipsic home last month.

    On March 19, 2024, troopers were called to a home in the 200 block of Main Street in Leipsic for a burglary. When troopers arrived, they found an unknown suspect had entered the occupied home sometime overnight by pushing in a window on a screen door. Once inside, the suspect took the keys to a Dodge Ram truck. The suspect left the house and stole the truck, which has since been recovered. The investigation led detectives to Daniel Rholetter and Jennifer Barnes as the suspects in the burglary, and warrants were obtained for their arrest.

    Detectives are working to locate Barnes. On April 1, 2024, Rholetter was arrested and taken to Troop 3, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $24,100 secured bond.

    State Police Arrest Pair for Series of Parcel Thefts in New Castle County

    Delaware State Police arrested 34-year-old Kevin Grove and 31-year-old Kimberly King, both from Elkton, Maryland, on Sunday night for a series of parcel thefts that occurred between January and March in New Castle County.

    Between January 2, 2024, and March 25, 2024, troopers investigated 18 thefts in which a white male suspect and a white female suspect stole parcels from several businesses throughout New Castle County. The investigation revealed the suspects alternated between a Chevrolet Equinox and a GMC Yukon, both with fictitious registrations, for the thefts. Through investigative means, the suspects involved in the thefts were identified as Kevin Grove and Kimberly King.

    On March 31, 2024, at approximately 10:50 p.m., a trooper observed a GMC Yukon with Delaware registration pulling into the parking lot of Delaware Park located at 777 Delaware Park Boulevard in Wilmington. The trooper noted the SUV matched the description of one of the suspect vehicles involved in several parcel thefts in New Castle County over the last three months. The trooper observed a white male and a white female exit the SUV and enter the casino. The trooper conducted a computer inquiry of the Yukon and discovered the registration was fictitious. Shortly after the pair entered the casino, Delaware Park Security notified the trooper that the pair were observed exiting the casino towards a different parking lot and last seen running into a wooded area. The trooper and his K9 partner conducted a track into the wooded area, and the pair, identified as Grove and King, were taken into custody without incident.

    Grove and King were taken to Troop 2, where they were charged with multiple crimes.


    Grove was charged with the offenses listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $49,328.28 secured bond.

    State Police Arrest Two Men for Drugs and Gun Charges at New Castle Area Motel

    The Delaware State Police arrested John Gladden, 52, of Philadelphia, Pennsylvania, and an 18-year-old male, of Newark, Delaware, for drugs and gun charges at a New Castle area motel on Saturday evening.

    On March 30, 2024, at approximately 9:07 p.m., troopers were called to the Best Nights Inn, located at 1200 West Avenue, New Castle, Delaware for a report of a domestic dispute. During the investigation, troopers entered the motel room to make contact with the 18-year-old suspect, and observed drugs and drug paraphernalia in plain view throughout the room. Subsequently, the room’s occupants, the 18-year-old suspect and a second male, identified as John Gladden, were taken into custody without incident. A search of Gladden’s person led to the discovery of a loaded handgun, approximately 11.8 grams of crack cocaine, approximately 0.63 grams of heroin, and approximately 5.2 grams of crystal methamphetamine. A search of the 18-year-old’s person led to the discovery of approximately 0.9 grams of crack cocaine, and approximately 0.063 grams of heroin.

    Gladden and the 18-year-old were taken to Troop 2, where they were both charged with multiple crimes.


    Gladden was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and committed to the Howard R. Young Correctional Institution on a $80,800 cash bond.

    Troopers Arrest Smyrna Woman for 5th DUI Offense

    Delaware State Police arrested 55-year-old Victoria Parker of Smyrna, Delaware, for a 5th offense felony DUI last night.

    On April 1, 2024, at approximately 8:10 p.m., troopers on patrol saw the driver of a black Acura MDX driving erratically northbound on North Dupont Highway near Messina Hill Road in Dover. The troopers saw the driver of the Acura make additional traffic violations and pulled them over. The driver, identified as Victoria Parker, showed signs of impairment. Troopers also saw there was a child in the SUV. The troopers administered Standardized Field Sobriety Tests. After the tests, Parker was taken into custody for driving under the influence.

    A computer check showed that Parker had four prior DUI-related convictions. Parker was taken to Troop 3, where she was charged with the below crimes, arraigned by Justice of the Peace Court 7, and released on a $3,850 unsecured bond.

    Delaware State Police arrested 36-year-old Adam Prettyman, of Georgetown, Delaware yesterday for felony theft that occurred in March.

    On March 29, 2024, troopers were called to a home in the 800 block of West Evens Road in Felton, for a theft. When troopers arrived, they spoke with a 62-year-old victim and the owner of another construction company, who said that several construction tools had been stolen from the house while it was being renovated earlier in March. The investigation led troopers to an employee of the victim, Adam Prettyman, as the suspect involved in the theft. Troopers learned that Prettyman had pawned the stolen tools and obtained a warrant for his arrest.

    On March 31, 2024, Prettyman was arrested and taken to Troop 3, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 7, and released on a $3,500 unsecured bond.

  • FTC Announces Impersonation Rule Goes into Effect Today

    As the Federal Trade Commission’s new rule on government and business impersonation goes into effect today, the agency is highlighting new data on the most common ways consumers are targeted by these treacherous scams. Combined, reported losses to these impersonation scams topped $1.1 billion for the year, more than three times what consumers reported in 2020.

    The new data spotlight reveals the five most commonly reported ways that government and business impersonators convince consumers to turn over their hard-earned money: copycat account security alerts; phony subscription renewals; fake giveaways, discounts, or money to claim; bogus problems with the law; and made-up package delivery issues.

    In addition, the spotlight highlights two key trends since 2020 when it comes to government and business impersonation scams: how consumers are contacted by scammers and how they pay scammers. Reports of text messages and email are trending up as phone calls decline. When it comes to payment methods, reported losses by bank transfers and cryptocurrency outrank every other payment method used to pay these scammers. Bank transfers account for about 40 percent of reported losses to government and business impersonators in 2023, followed by cryptocurrency at 21 percent of reported losses. Reported losses using both payment methods have increased many times over since 2020.

    Today marks the effective date of the FTC’s new rule on government and business impersonation, which was finalized last month. The rule gives the agency stronger tools to combat and deter scammers who impersonate government agencies and businesses, enabling the FTC to file federal court cases seeking to get money back to injured consumers and civil penalties against rule violators.

    The FTC is also accepting public comments until April 30, 2024, on a supplemental notice of proposed rulemaking that would prohibit the impersonation of individuals and prohibit providing scammers with the means and instruments to execute such scams.

The ensuing investigation revealed that at 12:30 a.m., a white male wearing a purple shirt, jeans and gray sneakers, forced his way into the store by prying the rear gate, and once inside, stole lottery tickets and Newport cigarettes. The suspect fled in an unknown direction

    Narrative: The Dover Police Department is investigating a robbery that occurred Saturday evening. The investigation began at 7:53 p.m., when Dover Police Department was notified of an assault in the parking lot of Cosmic Smoke. Officers responded and contacted the victim, a 33-year-old male, who had sustained injuries from the assault. The victim refused medical treatment. The ensuing investigation revealed that as the victim exited his vehicle he was confronted by a group of 15-20 people, aged approximately 10-years-old to 19 years-old. During the confrontation, several subjects in this group began physically assaulting the victim, and during the assault, they demanded the he turn over property. The suspects stole a key fob belonging to the victim and fled.

    The only description available at this time is the suspects were black males.

Officers responded to the area and upon arrival, Officers heard gunshots. Officers checked the area and located the victim who had sustained a gun shot wound to his lower body. He was transported to an area hospital for treatment and listed in stable condition.  There are no leads at this time.

    State Police Arrest Man for Georgetown Residential Burglary

    The Delaware State Police arrested 24-year-old Lester Alcantara of Bridgeville, Delaware, for the burglary of a Georgetown residence that occurred in early March.

    On March 1, 2024, at approximately 7:21 p.m., troopers were called to a residence on Widgeon Road, Georgetown, for a report of a burglary. Upon arriving, troopers discovered an unknown subject had entered the residence through the bedroom window. While inside, the suspect knocked over items and stole money before fleeing. Troopers examined and recovered latent fingerprints at the scene. Through additional investigative means, detectives identified Lester Alcantara as the suspect in the burglary and obtained an arrest warrant on March 29, 2024.

    On the same day, Alcantara was taken into custody by the Seaford Police Department and turned over to Troop 4. While in custody at Troop 4, Alcantara was found to have approximately thirty one Oxycodone pills hidden inside his belt line. Alcantara was charged with the below crimes, arraigned by Justice of the Peace Court 3, and committed to the Sussex Correctional Institution on a $5,000 secured bond.

    Delaware State Police arrested 53-year-old Philip Swetz of Seaford, Delaware, for 5th offense felony DUI Thursday morning.

    On March 28, 2024, at approximately 4:51 a.m., troopers responded to a Ford Ranger that had crashed in a ditch on Kaye Road south of Concord Road near Seaford. The troopers spoke to the driver, identified as Philip Swetz and he showed signs of impairment. Swetz was taken to an area hospital for an unrelated medical issue. At the hospital, the trooper administered Standardized Field Sobriety Tests. After he was discharged from the hospital, Swetz was taken into custody for driving under the influence.

    A computer check showed that Swetz had four prior DUI-related convictions. Swetz was taken to Troop 5, where he was charged with the below crimes, arraigned by Justice of the Peace Court 3, and committed to Sussex Correctional Institution on a $10,150 secured bond.

    Detectives Investigating Ulta Beauty Shoplifting Turned Robbery in Newark

    The Delaware State Police are investigating a robbery stemming from a shoplifting that occurred yesterday afternoon at Ulta Beauty in Newark.

    On March 28, 2024, at approximately 5:53 p.m., troopers responded to a report of a robbery at the Ulta Beauty located at 2130 Fashion Center Boulevard in Newark. The preliminary investigation revealed two females requested assistance from an Ulta Beauty employee with products in a locked display case. After the employee unlocked the case, one of the suspects pushed the employee and hit her in the face with her arm. The suspects then placed several products in a bag and fled on foot with the unpaid merchandise. Responding troopers searched the area for the suspects, but were unable to locate them. The employee sustained a minor injury.

    The suspects are described as black females. As of now, surveillance video and images of the suspects are not available.

    The Delaware State Police Troop 2 Criminal Investigations Unit is still investigating this. Detectives are asking anyone with information about this case to contact Detective R.     Delaware State Police arrested 37-year-old John Ottolini of Lewes, Delaware, for Rehoboth Beach restaurant burglary on Wednesday.

    On February 15, 2024, troopers responded to Agave Mexican Restaurant, located at 19178 Coastal Highway in Rehoboth Beach, for a report of a burglary that occurred in the early hours of February 14, 2024. When troopers arrived, they learned that the suspect gained entry through an unlocked door. Once inside, the suspect removed money, alcohol, and keys to a Ford Transit van from the restaurant. The suspect left the restaurant and stole the van. Troopers recovered the van the next day. The investigation led detectives to John Ottolini as the suspect in the burglary, and they obtained a warrant for his arrest.

    On March 27, 2024, Ottolini was arrested and taken to Troop 4, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and released on his own recognizance.

    State Police Investigating Fatal Pedestrian Crash in New Castle

    The Delaware State Police are investigating a fatal pedestrian crash that occurred last night in New Castle that left one woman dead.

    On March 28, 2024, at approximately 7:45 p.m., two pedestrians began walking across the northbound lanes of New Castle Avenue from the Super Fuel located at 3006 New Castle Avenue. The male pedestrian continued in a westerly direction as the female pedestrian began walking in a northwesterly direction. At the same time, a silver 2012 Nissan Altima was traveling in the left northbound lane of New Castle Avenue, north of West Avenue. For unknown reasons, the female pedestrian stops in the roadway as the Nissan approaches while the male pedestrian jogs to the median. As a result, the front of the Nissan struck the female pedestrian in the left lane.

    The pedestrian, a 56-year-old woman from New Castle, Delaware, was transported to an area hospital, where she died. Her name is being withheld until her family and relatives are notified.

    The driver of the Nissan, a 56-year-old man from Wilmington, Delaware, was not injured.

    The roadway was closed for approximately 2.5 hours while the investigators examined the scene and cleared the roadway.

  • FTC Denies Application for New Parental Consent Mechanism Under COPPA

    The Federal Trade Commission has denied an application, without prejudice, by the Entertainment Software Rating Board, Yoti, and SuperAwesome for Commission approval of a new mechanism for obtaining parental consent under the Children’s Online Privacy Protection Rule (COPPA Rule).

    The applicants in 2023 requested approval for the use of “Privacy-Protective Facial Age Estimation” technology, which analyzes the geometry of a user’s face to confirm that they are an adult.

    Under the COPPA Rule, online sites and services directed to children under 13, and those that have actual knowledge they are collecting personal information from children under 13, must obtain parental consent before collecting, using, or disclosing personal information from a child. The rule lays out a number of acceptable methods for gaining parental consent but also includes a provision allowing interested parties to submit new verifiable parental consent methods to the Commission for approval.

    Delaware State Police Arrest Two New Yorkers for Identity Theft

    Delaware State Police have arrested 31-year-old Richard Morgan of Jamaica, New York, and 31-year-old Trevin Griffith of Rosedale, New York, for identity theft and other felony charges.

    On March 26, 2024, at approximately 1:00 p.m., troopers responded to Music and Arts Specialty Store, located at 3443 South Dupont Highway in Camden, for a report of two men trying to purchase items using stolen ID’s and fake credit cards. When troopers arrived, they saw the suspects, later identified as Richard Morgan and Trevin Griffith, leaving the store. While troopers were detaining the suspects, Griffith ran from the store across Dupont Highway and the trooper saw he was getting rid of something from his pocket. He was arrested a short time later. Troopers searched the area where Griffith was getting rid of something and found a fake credit card. After searching around the store and reviewing video surveillance, troopers located another fake credit card and ID in a trash dumpster and underneath a vehicle, that Morgan tried to get rid of.

    Morgan was taken to Troop 3, charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $38,000 secured bond.

    Narrative: The Dover Police Department is investigating a robbery that occurred in the parking lot of the Capital Inn early Wednesday morning. The investigation began at 2:03 a.m., when Dover Police was called the area of the Capital Inn for the report of a robbery. Officers responded and made contact with the victim, a 53 year-old male of Dover. The ensuing investigation revealed that the victim was in the parking lot of the Capital Inn when he was approached by four black males. One of the suspects punched the victim and another suspect displayed a firearm. The suspects then took an undisclosed amount of money from the victim and left.

    *Update- Suspect Arrested* State Police Detectives Investigating 7-Eleven Robbery in Wilmington

    Delaware State Police arrested 38-year-old Marvin Hill of Wilmington, Delaware, for an armed robbery that occurred on Saturday night at a Wilmington area 7-11.

    On March 23, 2024, at approximately 6:58 p.m., troopers responded to a report of an armed robbery at the 7-Eleven located at 298 South Maryland Avenue in Wilmington. A preliminary investigation revealed a masked black male suspect walked behind the front counter and pointed a handgun at employees while demanding money from the cash registers. The employees complied and the suspect fled on foot with an undisclosed amount of cash.

    Through investigative means, Delaware State Police Troop 2 Robbery Detectives developed Marvin Hill as the suspect involved in the robbery. On March 27, 2024, Hill was taken into custody at his residence without incident. He was transported to Troop 2, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $186,000 cash bond.

  • FTC Releases 2023 Privacy and Data Security Update

    The Federal Trade Commission released its Privacy and Data Security Update for 2023 that highlights the FTC’s work to protect consumer privacy and respond to the evolving ways that companies use consumer data such as in the development of artificial intelligence models and misuse of health data.

    “The FTC is taking bold actions to challenge the indiscriminate collection and monetization of consumers’ data,” said Samuel Levine, Director of the FTC’s Bureau of Consumer Protection. “We are securing meaningful remedies to protect consumers’ information, rather than placing the burden on consumers to protect themselves.”

    The publication highlights the FTC’s privacy and data security work in the last few years. Through 2023, the FTC has brought 97 privacy cases and 169 Telemarketing Sales Rule and CAN-SPAM cases since 1999, as well as 89 data security cases. In addition to its law enforcement work, the agency also has engaged in rulemaking and policy work to push companies to bolster privacy protections for consumers and implement safeguards to secure consumer data.

    Between 2021 and 2023, the FTC has taken action to address privacy and security threats in several key areas including:

    • Artificial Intelligence: The FTC has brought a number of enforcement actions related to the collection, retention, or use of consumers’ personal information to develop or deploy machine learning or similar algorithms. For example, the FTC alleged that Amazon Alexa violated the Children’s Online Privacy Protection Act (COPPA) by indefinitely retaining children’s voice recordings, which it used to improve its speech recognition algorithm. Last year, the agency also brought a case against Rite Aid over charges it failed to take reasonable steps to ensure that the AI facial recognition technology it deployed in its retail stores did not erroneously flag people as shoplifters or other wrongdoers.
    • Health Privacy: Protecting the privacy and security of consumers’ sensitive health information has long been a top FTC priority. Last year, the FTC gave final approval to an order banning BetterHelp, an online counseling service, from sharing sensitive health data for advertising with Facebook and other third parties and requiring it to pay $7.8 million to provide partial refunds to consumers. Also in 2023, the FTC banned GoodRx from sharing sensitive health data with applicable third parties for advertising and also required the company to pay a civil penalty for violating the Health Breach Notification Rule, the agency’s first action under the rule.
    • Children’s privacy: The FTC also has worked vigorously to protect children’s privacy through its enforcement of COPPA. In addition to the FTC’s action against Amazon, the agency has brought several other COPPA-related actions including cases involving major gaming companies and education technology providers. For example, the FTC obtained a record $275 million penalty against Fortnite maker Epic Games, which also was required to adopt strong privacy default settings for both children and teens and other protections, and brought an action against ed tech provider Edmodo for using children’s personal information for advertising in violation of COPPA and outsourcing its responsibilities under COPPA to schools. In late 2023, the FTC also proposed key changes to strengthen and update the COPPA Rule that would further limit the ability of companies to condition access to services on monetizing children’s data.
    • Geolocation Data: As with health data, location data can reveal highly sensitive information about people by tracking their visits to such places as reproductive health clinics, houses of worship, and domestic violence shelters. Given this, the FTC has taken action to protect such data. In 2022, the FTC sued data broker Kochava Inc. for selling geolocation data from hundreds of millions of mobile devices that can be used to trace the movements of individuals to and from sensitive locations.

    The FTC also has remained active in targeting companies that fail to implement reasonable data security measures to protect consumer data. In 2022 and 2023 alone, the FTC announced or finalized enforcement actions against Global Tel*Link, DrizlyChegg, and CafePress for data security failures.

    The agency also has worked to ensure companies comply with the Fair Credit Reporting Act, which sets out requirements for companies that use data to determine creditworthiness, insurance eligibility, suitability for employment, and to screen tenants. The FTC has brought 117 FCRA cases and obtained more than $137 million in civil penalties. This includes a 2023 action that the FTC and Consumer Financial Protection Bureau brought against Trans Union LLC and a subsidiary for failing to ensure the accuracy of tenant screening reports by including inaccurate and incomplete eviction records about consumers, hampering their ability to obtain housing.

    In addition to vigorous enforcement, the FTC has engaged in rulemaking and other policy work to establish baseline standards that protect consumers’ privacy. In the past few years, the Commission has proposed rules to clarify the applicability of the Health Breach Notification Rule to health apps, and strengthen COPPA. It has also issued an advanced notice of proposed rulemaking to explore rules that would crack down on harmful surveillance and lax data security, and published a policy statement that makes clear that is against the law for companies to force parents and schools to surrender their children’s privacy rights to be able to learn remotely.

    The Federal Trade Commission is sending $2.8 million in refunds to consumers who were harmed by DK Automation and its owners, Kevin David Hulse and David Shawn Arnett, who used unfounded claims of big returns to entice consumers into moneymaking schemes involving Amazon and Walmart business packages, business coaching, and cryptocurrency.

    According to the FTC’s November 2022 complaint, the company and its owners promised consumers that they could “generate passive income on autopilot” when the truth was that few consumers ever made money from these schemes. They sold their programs under a number of different names, including AMZDFY, Amazon Done For You, and Amazon Done With You. They also pitched supposed cryptocurrency investment services that included their “#1 secret passive income crypto trading bot,” which they claimed could “generate profits for you even while you sleep.” Their marketing and sales pitches were filled with fake consumer reviews touting huge profits.

    The company and its owners agreed to a settlement that required them to turn over the funds to be used to refund consumers harmed by their deception, as well as requiring them to stop their deceptive earnings pitches.

    The FTC is sending payments via PayPal to 890 consumers. Recipients should redeem their payments within 30 days. Consumers who have questions about their payment should contact the refund administrator, Rust Consulting, Inc., at 1-833-637-3833 or visit the FTC website to view frequently asked questions about the refund process. The Commission never requires people to pay money or provide account information to get a refund.

    The Commission’s interactive dashboards for refund data provide a state-by-state breakdown of refunds in FTC cases. In 2023, FTC actions led to $324 million in refunds to consumers across the country.

    Riquan is described as a slim black male, approximately 6’01” tall, weighing approximately 175 pounds. His left hand is permanently closed in a fist due to an accident. He has a flame tattooed on his neck and “Quan” on his right forearm. He was last seen wearing a blue coat, blue sweatpants, black sneakers, and a black zip up hoodie. He is known to frequent the area of Canby Park Shopping Center on Maryland Avenue.

    State Police Asking for Witnesses Following Deadly Crash Near Houston

    The Delaware State Police are investigating a two-vehicle fatal crash near Houston that left a woman dead last night.

    On March 26, 2024, at approximately 9:24 p.m., a 2019 Kia Sportage was traveling northbound on Broad Street approaching the stop sign at Milford-Harrington Highway. At the same time, a 2006 Kenworth dump truck was traveling eastbound on Milford-Harrington Highway approaching Broad Street, which is a throughway. For reasons under investigation, the driver of the Kia didn’t remain stopped at the stop sign and entered the intersection directly into the path of the dump truck. As a result, the front of the dump truck struck the left side of the Kia.

    The driver of the dump truck, a 59-year-old man from Harrington, Delaware, was not injured. The driver of the Kia, an 85-year-old woman from Magnolia, Delaware, was pronounced dead at the scene. Her name is being withheld until her family is notified.

    The roadway was closed for approximately four and a half hours while the scene was investigated and cleared.

  • 24 International Competition Network Participants Issue Joint Statement on Increasing Tech Capacity to Keep Pace with Increasing Digitization of the Economy

    The Federal Trade Commission and other member agencies of the International Competition Network (ICN) jointly issued a statement about how regulatory agencies can increase their tech capacity to keep pace with the increasing use of technology across industries.

    The joint statement grew out of a first-ever Technology Forum convened March 25-26 in Washington DC by competition and consumer protection authorities who participate in the ICN and hosted by the FTC.

    Separately, a number of U.S. federal and state agencies, including the FTC, also released agency-specific action statements today on tech capacity. These statements reflect concrete actions to increase tech capacity, including actively hiring technologists, which will help the agencies enforce existing laws and design remedies that work for consumers, workers, small businesses, and others.

    The FTC also released a new staff report today that details the evolution of the agency’s work to expand its technological expertise and how the agency’s Office of Technology, created in early 2023, applies its subject matter expertise to assisting the agency’s enforcement and regulatory work.

    A Joint Statement on Increasing Tech Capacity in Law Enforcement Agencies Around the World

    The joint statement recognizes that the increasing digitization of economies around the world require a greater level of expertise in order to assess the behavior of companies and the ability to weigh potential benefits and risks of technology. The statement notes that integrating technological expertise in competition and consumer protection enforcement work can help ensure timely intervention to tackle problems at their inception. This includes detecting consumer harms or anticompetitive conduct, targeting unlawful practices before they are widely adopted, or assessing market conditions that could lead markets to tip. This can help limit harms, promote greater competition and innovation, and save time and resources over the long term.

    The joint statement also calls for building interdisciplinary technological expertise by hiring roles across software and hardware engineering, product design and user experience, data science, investigative and user research, expertise in machine learning and artificial intelligence, ad tech and others. Lastly, the participants called for building on this year’s ICN Technology Forum through continued engagement and cross fertilization of ideas and best practices.

    The lead staffers on these matters include Noam Kantor, Amritha Jayanti, and Stephanie Nguyen in the Office of Technology and Paul O’Brien and Maria Coppola in the Office of International Affairs.

    Search Warrant in Seaford Leads to Arrest of Three Suspects for Drug Offenses

    The Delaware State Police arrested Jaylyn Faison, 22, of Seaford, Delaware, Shantae Cannon, 38, of Seaford, Delaware, and Tayeanna Hughes, 19, of Bridgeville, Delaware for multiple drug charges following the execution of a search warrant at a Seaford home last week.

    On March 21, 2024, members of the Sussex County Drug Unit, Sussex County Governor’s Task Force, Kent County Governor’s Task Force and the Delaware State Police Special Operations Response Team, executed a search warrant at a house in the 25000 block of Haven Drive in Seaford. The search warrant was obtained following an investigation into the distribution of illegal drugs from the property. Detectives arrested Faison, Cannon, and Hughes, who were inside the house. Detectives found the following during a search of the property and a vehicle:

    • Approximately 1.057 grams of heroin
    • Approximately 4.6 grams of crack cocaine
    • Approximately 15.31 grams of cocaine
    • Loaded Smith and Wesson .40 caliber handgun
    • 40 .40 caliber rounds of ammunition
    • 5 12-gauge shotgun shells
    • Drug paraphernalia

    After completing the search, Faison, Cannon, and Hughes were taken to Troop 4, where they were charged with multiple felonies.

    State Police Detectives Investigating 7-Eleven Robbery in Wilmington

    The Delaware State Police are investigating an armed robbery that occurred at a Wilmington 7-Eleven last night.

    On March 23, 2024, at approximately 6:58 p.m., troopers responded to a robbery at 7-Eleven, located at 298 South Maryland Avenue in Wilmington. During the investigation, troopers learned that an unknown male suspect approached employees in the store with a handgun and demanded money. The employees complied and the suspect ran eastbound from the store on Maryland Avenue. Troopers searched the area but were unable to locate the suspect.

    The suspect is described as a black male wearing dark clothing and a mask. Surveillance video and images are not available at this time.

    Delaware State Police Troop 2 Robbery Unit is currently investigating this incident. Detectives are asking anyone with information regarding this case to contact Detective J.     Troopers Arrest Ellendale Man for 5th DUI Offense in Farmington

    Delaware State Police arrested 31-year-old Wilson Vazquez-Lopez of Ellendale, Delaware, for a 5th offense felony DUI last night.

    On March 21, 2024, at approximately 10:30 p.m., a trooper on patrol saw a green GMC Sierra weaving left and right while driving southbound on South Dupont Highway in the area of Farmington. The trooper saw the driver of the GMC make additional traffic violations and pulled the truck over. The driver, identified as Wilson Vazquez-Lopez, showed signs of impairment and the trooper administered Standardized Field Sobriety Tests. After the tests, Vazquez-Lopez was taken into custody for driving under the influence.

    A computer check showed that Vazquez-Lopez had four prior DUI-related convictions. Vazquez-Lopez was taken to Troop 3, where he was charged with the below crimes, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $6,200 cash bond.

    • Failure to Remain within a Single Lane

  • FTC, Canadian Law Enforcement Agencies Cooperate on Public Outreach to Combat Cross-Border Fraud

    As it celebrates Fraud Prevention Month, the Federal Trade Commission is joining with consumer protection and law enforcement agencies from the United States and Canada to engage in public outreach aimed at combatting fraud.

    The agencies make up a working group of law enforcement agencies, known as the Quebec Strategic Partnership, who partner to identify and combat cross-border fraud, such as imposter, investment, and prize winnings scams. The partnership’s collaboration includes sharing intelligence, complaints, and other relevant material, and providing investigative assistance.

    Along with the FTC, the partnership also includes the Canada Competition Bureau, the partnership’s current chair, as well as the U.S. Postal Inspection Service, U.S. Secret Service, Canadian Anti-Fraud Centre, Canada Post, Canada Revenue Agency, and several local police departments in Quebec.

    In addition to cooperating on enforcement, the partnership’s participants are coordinating on initiatives and consumer education aimed at preventing consumers from being scammed. This includes boosting outreach to local community groups such as those that serve immigrants and small businesses on how to spot and protect against fraud and using a variety of media platforms to promote ways to avoid investment, tax and package delivery scams.  

    “The Federal Trade Commission values its cross-border partnerships with Canada and welcomes this month’s efforts to help the public avoid scams, protect against identity theft, and report fraud,” said Maria Coppola, Director of the FTC’s Office of International Affairs. “We highlight our guidance for all communities including our new help in multiple languages and resources for new immigrants and refugees.”

    “Fraud continues to reach unprecedented levels in Canada. With more than a billion dollars in losses reported to the Canadian Anti-Fraud Centre (CAFC) over the past two years, it is safe to say that the social and financial harms caused by these cyber-enabled frauds pose a significant threat to Canadians and the economic integrity of Canada,” said Jeff Thomson, Acting Officer in Charge of the Canadian Anti-Fraud Centre. “As technology advances and new forms of fraud emerge, it is crucial for Canadians to train themselves and exercise fraud safety in order to adopt best practices for protecting themselves against fraud. Throughout the month of March, the CAFC will be promoting awareness on the evolution of fraud and providing support to Canadians to develop good habits so they can Recognize, Reject and Report Fraud.”

    “The U.S. Postal Inspection Service is proud to be a member of the Quebec Strategic Partnership and of all the collaborative work the partnership has done and will accomplish in the future,” said Chief Postal Inspector, Gary Barksdale, United States Postal Inspection Service.

    In 2023, Canadian consumers submitted the second highest number of reports to the FTC from outside the United States about fraud. These include complaints about online shopping, investment scams and business imposters including tech support scams.

    Last year, the FTC announced a new initiative allowing consumers to submit reports via phone about fraud or other consumer problems in multiple languages. The agency also provides consumer advice in about a dozen different languages including French, which along with English are the two official languages of Canada.

    Delaware State Police Arrest Man for Shooting Outside Millsboro Bar

    Delaware State Police detectives have arrested 19-year-old Ja’shawn Moore of Dover, Delaware, for multiple charges following a shooting in Millsboro, but they are also asking for the public’s help identifying additional suspects.

    On June 2, 2023, at approximately 11:06 p.m., troopers responded to Paradise Grill, located at 27344 Bay Road, for a report of shots fired. Troopers arrived and learned that several black men had been fighting with a white man inside the bar. The bouncers escorted the black men outside, but they went back inside and tried to fight the other man again. The white man then left the establishment with two women, and as they drove out of the parking lot the group of black men began running after their car. Gunshots were fired but the car continued driving away and did not stop. Everyone involved left the area.

    When troopers arrived, they collected numerous bullet casings from the surrounding area. No injuries were reported, and no suspects were identified. During the course of the investigation, it was discovered the car that was driving away, with three people inside, was hit by gunfire.

    During the months-long investigation, detectives identified Ja’shawn Moore as one of the suspects involved in the shooting. On March 19, 2024, troopers took Moore into custody. He was taken to Troop 3, charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on $87,000 cash bond.

    State Police Issue Gold Alert for Missing Magnolia Man

    Delaware State Police Troop 3 has issued a Gold Alert for 85-year-old Miguel Salaberrios of Magnolia, Delaware. He was last seen at his residence on March 15, 2024, and has not been seen since. Attempts to contact or locate him have been unsuccessful, and there is a concern for his safety and well-being.

    Miguel is described as a black male, approximately 6’0” tall, weighing approximately 222 pounds, with brown eyes and gray hair. His clothing description is unknown.

    FTC Sends More Than $10 Million in Refunds to Consumers Harmed by Real Estate Investment Training Scheme

    The Federal Trade Commission is sending more than $10 million in refunds to consumers who paid for a real estate investment training program that allegedly made empty promises about earning big profits “flipping” houses.

    The FTC and the Utah Division of Consumer Protection sued Response Marketing Group, LLC in November 2019, alleging that the company, its affiliates Nudge, LLC and BuyPD, LLC, and its principals, used false promises to sell consumers a series of expensive real estate investment training programs. The FTC later named two real estate celebrities as additional defendants – Scott Yancey, who was the star of the home-flipping show Flipping Vegas, and Dean R. Graziosi, the author of Millionaire Success Habits. Yancey and Graziosi promoted the training programs and were involved in efforts to bury online customer complaints that said Response Marketing failed to deliver on its promises or that it was a scam, according to the amended complaint.

    The company and its principals agreed to a settlement that permanently banned them from selling “wealth creation” products and services anywhere in the country and required them to pay $15 million to be used for refunds. Graziosi and Yancey also agreed to settlements requiring them to pay an additional $1.7 million.

    The FTC is sending payments to 4,670 consumers. Most consumers will receive checks by mail. Recipients should cash their checks within 90 days, as indicated on the check. Eligible consumers who did not have an address on file will receive a PayPal payment, which should be redeemed within 30 days. In addition, the FTC is sending claim notices to nearly 400 consumers who previously filed a complaint about Response Marketing. Consumers who paid for the defendant’s real estate investment training programs are eligible to file a claim for payment.

    Consumers who have questions about their payment or the claims process should contact the refund administrator, JND Legal Administration, at 877-871-0474 or visit the FTC website to view frequently asked questions about the refund process. The Commission never requires people to pay money or provide account information to get a refund.

    The Commission’s interactive dashboards for refund data provide a state-by-state breakdown of refunds in FTC cases. In 2023, FTC actions led to $324 million in refunds to consumers across the country.

  • FTC to Hold Virtual Informal Hearing on April 24, 2024 As Part of its Review of the Proposed Rule Prohibiting Junk Fees

    The Federal Trade Commission will hold a virtual informal hearing on April 24, 2024, on its proposed Rule on Unfair or Deceptive Fees, commonly known as junk fees. During the hearing, which will be open to the public and viewable on the FTC’s website, interested organizations will have the opportunity to provide oral statements.

    On October 11, 2023, the Federal Trade Commission announced a proposed rule to prohibit junk fees. The proposed rule would ban businesses from running up the bills with hidden and bogus fees, ensure consumers know exactly how much they are paying and what they are getting, and help spur companies to compete on offering the lowest price. Businesses would have to include all mandatory fees when telling consumers a price, making it easier for consumers to comparison shop for the lowest price.

    In response to the proposed rulemaking, 17 commenters requested to present their positions at an informal hearing. The Federal Register notice states that these entities will be entitled to make oral presentations at the informal hearing on April 24, 2024. Oral statements at the event will be limited to 15 minutes each. These organizations, however, may also submit written documents to the FTC within 14 days after publication of the notice in the Federal Register. Submission instructions are included in the notice. All submissions will be placed on the public record.

    The informal hearing will be conducted virtually, starting at 10 a.m. ET, and Administrative Law Judge Jay L. Himes has been appointed to preside over the event. The link to the hearing webcast will be posted shortly before the date of the event on the FTC’s website.

    The Commission vote approving publication of the notice was 3-0.

    Troopers Arrest Wilmington Man for Felony Drug Offenses Following Traffic Stop on I-95

    Delaware State Police arrested 27-year-old Demetre Dale of Wilmington, Delaware, for felony drug offenses following a traffic stop on I-95 in Newark on Monday afternoon.

    On March 18, 2024, at approximately 12:06 p.m., a trooper on patrol on I-95 northbound in the area of State Route 7 in Newark, observed a dark grey Honda Accord with Delaware registration traveling over 90 MPH in an area with a posted speed limit of 65 MPH. As the trooper traveled behind the Honda, he observed it commit several additional traffic violations as it continued northbound on I-95. The trooper conducted a traffic stop and made contact with the driver of the Honda, identified as Demetre Dale. A computer inquiry of Dale’s license revealed he had a capias for his arrest issued by the Newark Alderman’s Court 40. Dale was subsequently taken into custody without incident. A search of Dale’s person led to the discovery of $655 in suspected drug dealing proceeds, and a plastic bag containing the following:

    • Approximately 0.56 grams of heroin packaged in 80 plastic baggies
    • Approximately 10.8 grams of crack cocaine
    • Approximately 12 doses of suspected MDMA in a clear plastic tube

    The trooper then searched the Honda and recovered a digital scale from the center console. Dale was taken to Troop 2, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $46,650 secured bond.

    Delaware State Police arrested 43-year-old Roslyn Washington of Philadelphia, Pennsylvania, for felony shoplifting charges yesterday morning at Ulta Beauty in Wilmington.

    On March 19, 2024, at approximately 10:43 a.m., a trooper responded to the Ulta Beauty located at 4803 Concord Pike, Wilmington, for a report of a black female suspect wearing black pants and a black puffy jacket shoplifting. Ulta Beauty employees recognized the suspect from previous shopliftings at their location and locations in Maryland, Pennsylvania, and New Jersey. Upon arriving, the trooper observed a black female, whose clothing matched the description for the suspect, exiting the business. The trooper made contact with the woman and observed multiple large bulges under her clothing. The suspect, identified as Roslyn Washington, was questioned about the bulges, which led to her removing over 50 stolen items that were concealed under her clothes. Washington was subsequently taken into custody without incident. The merchandise, which was valued at over $2,000, was returned to Ulta Beauty.

    Washington was taken to Troop 1, where she was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Delores J. Baylor Womens Correctional Institution on a $5,000 secured bond.

    Delaware State Police arrested 33-year-old Nigel Sykes of Wilmington, Delaware, for an armed robbery that occurred earlier this month at Pat’s Pizza in Wilmington.

    On March 10, 2024, at approximately 10:12 p.m., troopers responded to a report of an armed robbery at Pat’s Pizza located at 1815 Philadelphia Pike in Wilmington. A preliminary investigation revealed a black male suspect armed with a handgun approached an employee as he was locking up and demanded the employee provide him with money from the business. As the employee complied, the suspect pulled the landline telephone wire out from the wall and stole the employee’s cell phone. The suspect then fled southbound on Philadelphia Pike with an undisclosed amount of cash and the employee’s cell phone.

    Through investigative means, Delaware State Police Troop 2 Robbery Detectives developed Nigel Sykes as the suspect involved in the robbery and obtained a warrant for his arrest. On March 19, 2024, Sykes was taken into custody at the Plummer Center located at 38 Todds Lane, Wilmington. Sykes was transported to Troop 2, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $106,000 cash bond.

    Troopers Arrest New Castle Man Following Pursuit in Stolen Ford F-150

    Delaware State Police arrested 25-year-old Najee McNeil of New Castle, Delaware, for multiple offenses following a pursuit in a stolen Ford F-150 on Monday morning in Bear.

    On March 18, 2024, at approximately 11:34 a.m., a trooper on patrol responded to the area of Bear Christiana Road and Newton Road in Bear for a report of a stolen silver Ford F-150 traveling through the area. While canvassing the area, the trooper observed the stolen pickup truck turning onto eastbound Songsmith Drive and traveling towards Bear Christiana Road. The trooper initiated a traffic stop, which the Ford disregarded as it fled at a high rate of speed southbound on Bear Christiana Road towards Pulaski Highway. In the ensuing pursuit, the Ford continued to travel in a reckless manner as it fled westbound on Pulaski Highway. After the Ford turned into a neighborhood, the suspect abandoned the truck on Linn Court and fled on foot. Troopers and New Castle County Police Officers canvassed the area for the suspect and successfully located him in front of a residence on Rawlings Drive. The suspect, identified as Najee McNeil, was taken into custody without incident. A search of McNeil’s person led to the discovery of the stolen Ford’s key, approximately 1.8 grams of marijuana, and drug paraphernalia.

    A computer inquiry was conducted and revealed McNeil does not have a valid drivers license. McNeil was taken to Troop 2, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and released on a $9,500 unsecured bond.

    Delaware State Police arrested 44-year-old Oscar Mosquera from New York, New York, 48-year-old Alex Toro-Londono from Elmhurst, New York, and 28-year-old Dagoberto Vargas-Hernandez from Corona, New York, for organized retail theft following a series of shopliftings from multiple Rehoboth Beach outlets Saturday evening.

    On March 16, 2024, at approximately 6:39 p.m., a trooper on patrol observed a white Honda Odyssey tailgating another vehicle as it was traveling northbound on Coastal Highway in the area of Wilkins Road in Milford. The trooper conducted a traffic stop and made contact with the driver, identified as Oscar Mosquera, the front passenger, identified as Alex Toro-Londono, and the rear passenger, identified as Dagoberto Vargas-Hernandez. During the traffic stop, Mosquera was unable to provide any proof of insurance for the Honda and a computer inquiry of Mosquera revealed he had a warrant for his arrest issued by the Hudson County Sheriff’s Office in New Jersey. Mosquera was subsequently taken into custody without incident. An inventory search of the Honda was conducted, which led to the discovery of several tools commonly used for shoplifting, and over $20,000 worth of stolen merchandise from Victoria’s Secret, Brooks Brothers, Claire’s, Nike, and The Fragrance Outlet.

    No receipts were located in the Honda and none of the men could provide proof of purchase for the merchandise, many of which still had security tags. After Toro-Londono and Vargas-Hernandez were taken into custody, troopers located a counterfeit $100 bill in Vargas-Hernandez’s pocket. All three suspects were taken to Troop 7, where they were charged with multiple crimes.


    Mosquera was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $4,070 cash bond.

    Troopers Arrest Bethel Man for 6th Offense DUI in Laurel

    Delaware State Police arrested 58-year-old Wade Bowersox of Bethel, Delaware, for a 6th offense felony DUI early Friday morning in Laurel.

    On March 15, 2024, at approximately 12:32 a.m., a trooper on patrol observed a red Ford F-250 fail to maintain its lane as it was traveling westbound on County Seat Highway, west of Sussex Highway in Laurel. The trooper observed the Ford commit several additional traffic violations, and conducted a traffic stop. Upon making contact with the driver, identified as Wade Bowersox, the trooper observed multiple signs of impairment. The trooper administered Standardized Field Sobriety Tests and Bowersox was subsequently taken into custody without incident for driving under the influence.

    A computer inquiry revealed Bowersox had five prior DUI-related convictions. Bowersox was transported to Troop 5, where he was charged with the below crimes, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $6,503 cash bond.

    State Police Asking for Witnesses Following Fatal Crash at Concord Pond

    The Delaware State Police are investigating a fatal crash at a boat ramp near Seaford that left a man dead last night.

    On Monday March 18, 2024, at approximately 5:29 p.m., a Nissan Frontier pick-up truck was backing down the Concord Pond boat ramp, preparing to load a canoe. For reasons still under investigation, the driver lost control of the truck causing it to travel backwards into the water, becoming submerged with him inside. Rescue crews were able the remove the driver from the truck and begin lifesaving efforts.

    The driver of the Nissan, a 72-year-old man from Baltimore, Maryland, was taken to an area hospital, where he died. His name is being withheld until his family is notified.

    The Delaware State Police Troop 7 Collision Reconstruction Unit continues to investigate this incident. Troopers are asking anyone who witnessed this crash to contact Senior Corporal J.     Troopers Arrest Dover Man for Multiple Drug Offenses Following Pursuit

    Delaware State Police arrested 46-year-old Devin Glover of Dover, Delaware, for felony drug offenses following a pursuit in Dover on Friday night.

    On March 15, 2024, at approximately 10:28 p.m., a trooper on patrol observed a black Jeep Grand Cherokee with no headlights or taillights illuminated as it was traveling eastbound on President Drive in the area of Capitol Park in Dover. The trooper initiated a traffic stop, at which point the Jeep began speeding. In the ensuing pursuit, the Jeep continued to drive in a reckless manner as it fled on N. Governors Boulevard, where it came to a stop after driving off the roadway and striking the corner of a residence. The driver, later identified as Devin Glover, then fled on foot while disregarding all verbal commands to stop. After a brief foot pursuit, Glover was taken into custody without incident. A search of Glover and the Jeep led to the discovery of approximately 153.02 grams of marijuana, approximately 7.62 grams of crack cocaine, approximately 1.48 grams of psilocybin/”mushrooms,” approximately 0.7 grams of MDMA, and $323 in suspected drug dealing proceeds.

    The home was occupied when it was struck by the Jeep, however the resident was not injured.

    A computer inquiry revealed Glover has a suspended drivers license and a capias for his arrest issued by Justice of the Peace Court 3. Glover was taken to Troop 3, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and released after posting a $1,202 secured bond.

  • Federal Trade Commission Warns of Scammers Pretending to be Agency Staff

    The Federal Trade Commission is warning the public that scammers are pretending to be affiliated with the FTC to steal consumers’ hard-earned money.

    The FTC will never tell consumers to move their money to “protect” it. The FTC will never send consumers to a Bitcoin ATM, tell them to go buy gold bars, or demand they withdraw cash and take it to someone in person. It will also never contact consumers to demand money, threaten to arrest or deport them, or promise a prize. If someone claims to work for the FTC and makes any of these demands or threats, they are a scammer. 

    Staff has received many calls directly from consumers reporting that scammers used the names of real FTC employees to convince them to move, transfer, send or wire money. The median loss to FTC impersonators has increased from $3,000 in 2019 to $7,000 in 2024. The agency has issued guidance on how to spot and avoid these FTC impersonation scams and asks people to report them at ReportFraud.ftc.gov in English or ReporteFraude.ftc.gov in Spanish.

    Government and business impersonation scams have cost consumers billions of dollars in recent years, and both categories saw significant increases in reports to the FTC in 2023. In light of surging complaints around impersonation fraud, the FTC recently announced that it has finalized the Government and Business Impersonation Rule, which gives the agency stronger tools to fight scammers and return money to consumers harmed by impersonators.

    The Dover Police Department has issued a Gold Alert for a mother and her two children. The investigation began at 2:00 p.m. on Monday, when Tiffany Hughes, 38, of Dover was reported missing by a family member after she had not been seen or heard from since March 10th, 2024. Tiffany’s children, Phoenix Hughes, 10, and River Hughes, 3, who live with her, have also not been seen since that date and are believed to be with their mother. Tiffany is a black female, 5’9″, approximately 200 pounds, with brown hair and brown eyes. It is unknown what Tiffany was wearing when she left the home. Tiffany does have a condition that may pose a risk to her health and well-being if not properly monitored and treated.

    Phoenix Hughes is a black female with brown eyes and brown hair.

    It is believed that the Hughes’ were last at their residence on or around March 10th.

    Troopers Arrest Man for Attempted Robbery and Felony Assault in Newark

    The Delaware State Police arrested 35-year-old Andrew Ford, of Bear, Delaware, for an attempted robbery and stabbing Saturday night at an IHOP in Newark.

    On March 16, 2024, at approximately 8:00 p.m., troopers responded to a report of a robbery and stabbing that occurred at IHOP, located at 2644 Kirkwood Highway in Newark. The investigation revealed that a man, identified as Andrew Ford, entered the IHOP wearing a mask and carrying a knife. Ford demanded money and threatened the cashier with the knife. When the cashier refused to hand over money, Ford exited the restaurant but was followed by two patrons. While outside, Ford threatened the two men and cut one of them in the hand with the knife as they tried to subdue him. The two men and other individuals were able to hold Ford on the ground until troopers arrived and took him into custody. The 31-year-old man that was stabbed was taken to an area hospital with non-life-threatening injuries.

    Ford was transported to an area hospital for unrelated medical treatment. He was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on $165,000 secured bond.
