Narrative: The Dover Police Department has arrested Thomas Kennedy, 56, of Dover, following an investigation into the sexual abuse of a child. During the month of July 2025, the victim reported to the Dover Police Department that they were inappropriately touched by Thomas Kennedy. Through the investigation, it was determined that Kennedy was known to the victim, who is a juvenile. The date/location, along with the age of the victim, are being withheld in an attempt to protect their identity.
Warrants were obtained for Kennedy, and he was arrested on July 30th, 2025, by the Dover Police Department.
Kennedy was transported to the Dover Police Department, where he was processed and arraigned.
Kennedy was committed to SCI on $10,000 secured bail on the following charges:
-Sexual Abuse of a Child By a Person of Trust
-Unlawful Sexual Contact Second Degree
Kennedy is presumed innocent until proven guilty.
