Narrative: The Dover Police Department has arrested a 15-year-old male of Clayton, for gun charges, following an investigation that began Tuesday night. The investigation began at 8:25 p.m. Tuesday, when a Capital School District staff member was contacted by an individual who advised that the 15-year-old male student had brought a firearm to Dover High School the day prior. High School Staff and the School Resource Officer immediately began investigating this incident. On Wednesday morning, High School Staff and the School Resource Officer immediately took the 15-year-old in custody without incident when he arrived at school. The 15-year-old was not in possession of a firearm when taken into custody but substantial evidence existed that the original report was indeed accurate. The Dover Police Department’s Drugs, Vice and Organized Crime Unit assisted with this investigation, and as a result, two handguns associated with the reported incident were recovered from the residence of the 15-year-old.
The 15-year-old was committed to Stevenson House Youth Detention Facility on $36,001 secured bail on the following charges: -Possession of a Firearm by a Person Prohibited (2x) -Possession of a Deadly Weapon in a Safe School Zone (2x) -Possession of a Large Capacity Magazine -Carrying a Concealed Deadly Weapon (2x)

Narrative: The Dover Police Department has arrested Anthony Simpson, 36, of Dover, following a shots fired complaint that occurred early Sunday morning. The investigation began at 1:17 a.m., when Dover Police responded to a shots-fired complaint in the 100 block of West Loockerman Street Dover. Officers responded and were able to determine that Simpson discharged a firearm in front of a crowd and left the area in a vehicle. Officers determined that Simpson fled to an apartment in the 400 block of South New Street. Officers were able to take Simpson into custody without incident, and recovered a firearm, believed to be used in this incident. It was also determined that the firearm was reported stolen.
Simpson was transported to the Dover Police Department where he was processed and arraigned.

Narrative: The Dover Police Department has arrested Kenneth Collins, 48, of Dover, following a shooting that resulted in the death of a 59-year-old male of Dover. The investigation began at 5:11 p.m. Thursday, when Dover Police were called to an apartment in the unit block of Courtside Drive for the report of a shooting. Upon arrival, Officers located the 59-year-old male who had sustained a gun shot wound to his upper body. Officer and EMS provided life saving measures and the victim was transported to Bayhealth Kent Campus. Sadly, the victim died as a result of his injuries at the hospital. The victims name is being withheld pending the notification of next of kin.
The ensuing investigation revealed that Collins and the victim were inside of the apartment and Collins was handling a gun in a negligent manner, which caused the gun to discharge, striking the victim. Collins was arrested on scene without incident and transported to the Dover Police Department. Officers conducted a search warrant at the residence and located a 9mm handgun and a .380 handgun. Collins is prohibited from possessing any firearms as a result of a previous felony conviction.

Narrative: The Dover Police Department has arrested two 16-year-old males, both of Dover, on firearm charges following a traffic stop on Wednesday evening. The investigation began at 5:18 p.m., when Dover Police Department’s Street Crimes Unit and Delaware Probation and Parole conducted a traffic stop on a vehicle in the area of North DuPont Highway and Townsend Boulevard for traffic offenses. As a result of the stop, two 16-year-old males were taken into custody, and each juvenile was found in possession of a handgun.
As a result of the stop, Detectives obtained a search warrant for a residence in the 300 block of Paradee Drive Dover, DE where an additional handgun was located.
Both Defendants were transported to the Dover Police Department, where they were processed and arraigned.
The first 16-year-old male was committed to Stevenson House Detention Facility on $15,100 secured bail on the following charges: -Possession of a Firearm by a Person Prohibited (2x) -Carrying a Concealed Deadly Weapon -Possession of Marijuana (Under 18)

While enroute to the scene, it was reported that an independent security company, RPS security, had detained the suspect following the incident. The temperatures are dropping, days are shorter, and the leaves are changing which also means the holiday season is quickly approaching. While this time of year is certainly joyous for most, there are many families that struggle to provide for their children during the holidays.
The Holiday Heroes program by the Dover Police Department is here to help for the 13th consecutive year, but will need the community’s help to raise funds.
Holiday Heroes allows children from the Dover area to pair up with a Dover Police Officer to go shopping for Christmas gifts at the Dover Target store. This event not only helps to provide necessities to families such as warm winter clothing, but also gifts for Christmas, and the opportunity for children to connect with an officer one-on-one.

Frequently Asked Questions: -How can I sign my child up for this program? The Dover Police Department does not take sign-ups or nominations from the public. In order to identify children most in need and ensure that the selection process is fair, we partner with local school districts. Teachers, counselors, and other school employees will submit families for the program and they are then contacted by officers managing the program based on the amount of money we are able to raise. Please do not call the police department or your child’s school asking to be nominated.
-Will you take donations of physical items (blankets/coats/toys/etc.)? Unfortunately we do not take donations other than checks, cash, and Target gift cards.
-Can we watch/participate in the shopping event? While the shopping event does occur during regular store hours, we do not announce it in advance and do not use volunteers from outside of the Dover Police Department.
-Why do you only shop at Target? Target is not only one of the few department stores in Dover with a wide selection to fit our families needs, but they have been an incredible partner over the last ten years. Target has donated thousands of dollars in donations and provided team member volunteers for our shopping trips since we launched Holiday Heroes in 2012. Target has also been a major contributor to our National Night Out events as well.
-How much money does the department need for Holiday Heroes? No donation is too large or too small, every bit helps! We don’t set a goal because we want to help as many children as we can. In our highest fundraising years, we’ve helped over 100 LOCAL children.
-Can businesses donate/sponsor? YES! We accept corporate donations for our program and are happy to e-mail you a letter/receipt for your donation upon request. You may also request a photo-op and social media shoutout for your business.

Narrative: The Dover Police Department is investigating a burglary that occurred at Lee Nails early Sunday morning. The investigation began at 6:47 p.m., when Dover Police responded to the business for the report of a burglary. Officers responded and contacted the business owner. The investigation revealed that sometime between 4:00 a.m. and 6:00 a.m. on Sunday, a suspect forced entry into the business and stole money. The suspect then left.

The investigation began at 11:45 a.m., when Dover Police were called to a parking lot in the 600 Block of Bay Road for the report of a shooting. Upon arrival, Officers contacted the victims. The ensuing investigation revealed that Bryant and the victims had gotten into an argument over property. During this argument, Bryant fired a handgun at the victims and fled in a 2022 Jeep Wagoneer. Thankfully, no injuries occurred during this incident.
Officers learned that Bryant was possibly headed to Georgia. On 10/02/2025 at 4:45 p.m.. Bryant was stopped by the Virginia State Police on I-95 near Richmond, Virginia, in the 2022 Jeep Wagoneer and was taken into custody without incident.
Bryant is being held in Virginia pending extradition on the following charges: -Possession of a Firearm During the Commission of a Felony -Reckless Endangering First Degree(2x)

Narrative: The Dover Police Department has arrested Thomas Kennedy, 56, of Dover, again, following the continued investigation into the sexual abuse of children. On July 30th, Kennedy was arrested for Sexual Abuse of a Child by a person of trust. At the time of his arrest, Detectives had information that there may have been more victims affected by Kennedy. Through this investigation, Detectives identified three additional victims and obtained a warrant for his arrest. The Dover Police Department recognizes the strength and bravery of the victims who came forward, knowing how difficult it is to speak out about such painful experiences. We urge anyone else who has been affected to come forward, so their voice can be heard and justice can be pursued.
On Thursday, September 25th, 2025, Kennedy turned himself in to the Dover Police Department.

Narrative: The Dover Police Department has arrested Terrell Boyce, 29, of Greenwood, following a knife-point robbery that occurred Saturday evening. The investigation began at 7:26 p.m. Saturday, when Dover Police responded to the business for a theft. Upon arrival, Officers made contact with the victim. The ensuing investigation revealed that the suspect entered the store, displayed a knife, and demanded that the victim open the cash register. The victim complied, and the suspect stole money and then left.
With the assistance of the Delaware State Police, the suspect was identified as Terrell Boyce.
On Sunday, September 21st, 2025, Officers from the Dover Police Department took Boyce into custody operating a vehicle in the 300 block of Bluecoat Street, Dover, DE. Boyce was transported to Delaware State Police Troop 3 for further investigation.
Boyce was committed to SCI on $30,000 cash bail on the charges from the Dover Police Department, which are as follows: -Robbery First Degree -Wearing a Disguise During the Commission of a Felony

Narrative: The Dover Police Department has arrested Robert Young, 36, of Dover, following a burglary that occurred at Driftwood Spirits early Thursday morning. The investigation began a 2:54 a.m., when Dover Police responded to the business for a burlgary alarm. Upon arrival, Officers found the front glass door to be shattered. The ensuing investigation revealed that the suspects broke the front glass and entered the store. Once inside, they removed several products and left.
Through this investigation, Robert Young was identified as a suspect and taken into custody without incident in the area of South Governors Avenue and West Reed Street on September 18th.

The Dover Police Department has arrested a 17-year-old male, and Rshawn Chappell, 18, both of Dover, on robbery charges following an investigation that began on September 1st. (see the original release below) Through the investigation into the robbery, both suspects were identified and warrants were obtained for their arrest.
The 17-year-old male was arrested on September 17th, 2025, by the Street Crimes Unit in the 800 block of West North Street, Dover, DE. He was also found to have a handgun with an obliterated serial number.
Chappell was arrested on September 18th, 2025, in the area of West Division Street and Kent Ave, Dover, DE.
The 17-year-old was committed to Stevenson House on $25,000 secured bail on the following charges: -Robbery First Degree -Possession of a Firearm During the Commission of a Felony -Aggravated Menacing -Wearing a Disguise During the Commission of a Felony -Conspiracy Second Degree -Assault Third Degree -Possession of a Firearm By a Person Prohibited -Possession of a Firearm with an Obliterated Serial Number

Narrative: The Dover Police Department has arrested Rashad Grace-Scott, 24, of Dover, following a burglary that occurred at Auto For You early Wednesday morning. The investigation began at 9:16 a.m., when Dover Police received a call for a burglary at the business. Officers responded and spoke with the manager. The ensuing investigation revealed that between 1:00 and 1:25 a.m., a suspect broke into the business by shattering a window and stole the keys to two vehicles, one being a 2013 black BMW 733. The suspect stole the BMW and left.
On 9/11/25 at approximately 9:28 a.m., Officers located the BMW traveling on South Bay Road. Officers attempted to stop the vehicle, and it fled into a neighborhood. The vehicle eventually went to a dead end in the 100 block of Nixon Lane. The driver, Grace-Scott, was taken into custody without incident and transported to the Dover Police Department to be processed and arraigned.

On September 10th, 2025 the Dover Police Department investigated the burglary of Dunkin Donuts on North DuPont Highway. The ensuing investigation revealed Dominguez-Morales was also responsible for the following burglaries.
He was also found to be responsible for an attempted burglary at Ace Hardware on Independance Boulevard.
On September 10th, 2025, a Patrol Officer took Dominguez-Morales into custody without incident. He was transported to the Dover Police Department where he was processed and arraigned.

Narrative: The Dover Police Department has arrested a 15-year-old from Dover following a shooting that occurred on Wednesday morning. The investigation began at 10:10 a.m., when Dover Police responded to the 200 block of Trafalgar Drive for the report of shots fired in the area. Multiple Officers responded and located a home that was shot on Trafalgar Drive. The home was occupied at the time of the shooting. Thankfully, no one was injured.
Officers were able to obtain a description of the suspect and began to check the area where they fled. Officers located a 15-year-old of Dover, and an additional juvenile walking on Mifflin Road. The 15-year-old matched the description of the suspect and was found in possession of a 9mm handgun concealed in his waistband.
The ensuing investigation determined that the 15-year-old was responsible for the shooting on Trafalgar. He was transported to Dover Police Department and later to Kent County Family Court for arraignment.

Narrative: The Dover Police Department has arrested Desroy Phillips, 37, of Dover, on robbery charges following an incident Sunday night. The investigation began at 7:59 p.m., when Dover Police received a 911 call where a struggle could be heard on an open line. Officers responded to the area of South Bradford Street and Minor Street, where the call originated, and located the victim, who had sustained injuries from an assault.
The ensuing investigation revealed that Phillips approached the victim, assaulted him, and took his bicycle before leaving the area. Phillips was located nearby by Officers and taken into custody without incident.
Phillips was transported to the Dover Police Department, where he was processed and arraigned.
Ridgeway was committed to SCI on $27,000 cash bail on the following charges: -Robbery First Degree -Assault Third Degree -Theft Less than $1,500
Phillips is presumed innocent until proven guilty.
The Dover Police Department has arrested Aaliyah Graves, 24, of Chestertown, MD following the investigation into a fatal crash on North DuPont Highway early Sunday morning.
Graves turned herself in to Dover Police Department on September 1st, 2025. She was processed and arraigned at Dover Police Department.

Narrative: The Dover Police Department is investigating a fatal crash that resulted in the death 62-year-old Barbara Benson and are currently searching for the suspect, Aaliyah Graves, 24, of Chestertown, MD. The investigation began at 2:48 a.m. Sunday, when Dover Police received a call that a vehicle had struck a pedestrian in the 200 block of North DuPont Highway. Officers responded and located the victim, Ms. Benson. Sadly, Ms. Benson died on the scene as a result of her injuries sustained during the collision. The vehicle and driver that struck Ms. Benson were not on scene when Police arrived.
The ensuing investigation revealed that a black 2001 Toyota Avalon was traveling southbound on North DuPont Highway in the right lane and hit Ms. Benson. The vehicle did not stop and continued traveling. This occurred at approximately 2:20 a.m., 28 minutes before Police were notified of this incident.

Narrative: The Dover Police Department has arrested Angel Sanabria, 18, and a 15-year-old male, both of Dover, following a firearm investigation on Wednesday afternoon. The investigation began at 12:16 p.m., when members of the Dover Police Department’s Street Crimes Unit, along with Delaware Probation and Parole, contacted Sanabria in the area of Presidents Drive and Bay Road during a traffic stop. Sanabria was taken into custody and found in possession of a handgun. Sanabria is prohibited from possessing a handgun. Sanabria was transported to the Dover Police Department at this time.
The ensuing investigation led the Drugs, Vice, and Organized Crime Unit to obtain a search warrant for a residence in the 400 block of Barrister Place related to the firearm investigation.
At approximately 2:53 p.m., the Dover Police Department’s Special Operations Response Team executed the search warrant on the home in the 400 block of Barrister Place. During the execution of the search warrant, a Dover Police Officer was injured and transported to an area hospital by Dover Police Officers for treatment. While the officer’s injury occurred during the incident, it was not the result of any actions taken by the suspects.
During the search warrant, a 15-year-old male was taken into custody without incident. Detectives located a gray duffel bag with a glock model 23, an Eagle Arms semi-automatic rifle, and an AR-style rifle broken down into two pieces to fit into the bag. The investigation revealed that the 15-year-old had possessed this bag before the officers’ arrival on the scene and had placed it inside a vehicle located on the property. A fourth firearm was located inside the home. In total, 5 firearms were recovered during this investigation.
The 15-year-old male and all firearms were transported to the Dover Police Department.

Narrative: The Dover Police Department has arrested Marquis Boyer-Smith, 30, of Dover, following a robbery Tuesday night. The investigation began at 8:46 p.m. Tuesday, when Dover Police received a call for a robbery in the 100 Block of West Loockerman Street. Officers responded and contacted the victim. The ensuing investigation revealed that the victim was in the 100 block of West Loockerman Street and was approached by Boyer-Smith. Boyer-Smith assaulted the victim, and stole property belonging to him and left the area in a vehicle.
Patrol Officers located the vehicle and took Boyer-Smith into custody without incident.
Boyer-Smith was transported to the Dover Police Department, where he was processed and arraigned.

Narrative: The Dover Police Department is investigating a fatal crash that resulted in the death of a 44-year-old Dover man. The investigation began at 8:46 p.m., when Dover Police received a call for a vehicle that had struck a pedestrian on Salisbury Road in the area of Clara Street EXT. Officers responded and located the victim, a 44-year-old Male of Dover. The victim was transported to Bayhealth Kent Campus for treatment. Sadly, he died as a result of the injuries sustained during the crash.
The ensuing investigation revealed that a 2019 Chevrolet Equinox was traveling southbound on Salisbury Road in the area of Clara Street EXT. At the same time, the victim was walking in the roadway, and the collision occurred. A second, currently unknown, vehicle struck the victim and failed to stop.

The Dover Police Department is offering the following information to better prepare the citizens we serve for Back to School week.
Police in Schools: The Dover Police Department has a full-time officer dedicated to the Dover High School, Dover Middle Schools of Excellence and Innovation, William Henry Middle School, Kent County Secondary ILC, and one SRO assigned to charter/private schools in the City of Dover. These officers are otherwise known as SRO’s or School Resource Officers. We encourage parents to tell their children to communicate concerns with those officers as needed. In addition to our five full-time youth officers, the department will increase their presence at schools across the city during the first days of school to ensure a smooth and safe process for all children and school faculty. There will also be increased presence by the Special Enforcement Unit Motorcycle Division in area school zones, cross walks, and bus routes to crack down on vehicle violations. People who speed in school zones, disobey crossing guards, or pass school buses will be cited accordingly.
H.A.W.K. Traffic Signal at Dover High School The Delaware Department of Transportation (DelDot) installed the new High-Intensity Activated CrossWalK system at the Dover High School main entrance/exit prior to the 2014-2015 school year. This system is designed to maximize the flow of traffic in what is expected to be a congested area before and after school. A video showing how the light works can be viewed below.
Tips for Motorists The Dover Police Department will utilize special enforcement units to increase presence in school zones and on bus routes throughout the city to target speed violations, passing of school buses, and other driving violations that threaten the safety of school children. The beginning of school is also a time when children are at increased risk of transportation related injuries from pedestrian, bicycle, school bus, and motor vehicle crashes because there are many more children on the road each morning and afternoon and many drivers’ patterns change. Shorter daylight hours make it especially difficult to see young pedestrians and bicyclists. So as schools open their doors, it’s time for everyone – motorists, parents, educators, and students – to improve their traffic safety practices. The following tips can help make this a safe and happy school year for the whole community. School Bus Safety:
It is against the law to pass a stopped school bus while its lights are flashing and its stop arm is extended.
On undivided roadways, with no physical barrier or median, vehicles must stop on both sides of the roadway.
Yellow flashing lights indicate that the bus is preparing to load or unload children. Motorists should slow down and prepare to stop their vehicles.
Red flashing lights and extended stop arms indicate that the bus has stopped, and children are getting on or off. Motorists approaching from either direction must wait until the red lights stop flashing before proceeding.
Learn and obey the “alternately flashing warning light” system that school bus drivers use to alert motorists.
School Zone/Bus Stop Safety:
When a school bus or children are present slow down and proceed with caution, obeying all traffic laws and speed limits.
Obey School Zone speed limits & watch for flashing yellow lights, crossing guards, etc.
Be alert and ready to stop. Watch for children walking in the street, especially where there are no sidewalks. Watch for children playing and gathering near bus stops. Watch for children arriving late for the bus, who may dart into the street without looking for traffic. When backing out of a driveway or leaving a garage, watch for children walking or biking to school.
When driving in neighborhoods or school zones, watch for young people who may be in a hurry to get to school and may not be thinking about getting there safely.
Walk/Bike to School:
Practice taking the route your child will walk before school.
Always wear a bicycle helmet, no matter how short or long the ride.
Ride on the right, in the same direction as auto traffic.
Use appropriate hand signals.
Respect traffic lights and stop signs.
Wear bright-colored clothing to increase visibility. White or light-colored clothing and reflective gear is especially important after dark.
Know the “rules of the road.”
Make sure your child’s walk to school is a safe route with well-trained adult crossing guards at every intersection.
Identify other children in the neighborhood with whom your child can walk to school. In neighborhoods with higher levels of traffic, consider organizing a “walking school bus,” in which an adult accompanies a group of neighborhood children walking to school.
Be realistic about your child’s pedestrian skills. Because small children are impulsive and less cautious around traffic, carefully consider whether or not your child is ready to walk to school without adult supervision.
If your children are young or are walking to a new school, walk with them the first week or until you are sure they know the route and can do it safely.
Bright-colored clothing will make your child more visible to drivers.

If You’re Dropping Off
Schools often have very specific drop-off procedures for the school year. Make sure you know them for the safety of all kids. The following apply to all school zones:
Don’t double park; it blocks visibility for other children and vehicles
Don’t load or unload children across the street from the school
Carpool to reduce the number of vehicles at the school
Sharing the Road with Young Pedestrians
According to research by the National Safety Council, most of the children who lose their lives in bus-related incidents are 4 to 7 years old, and they’re walking. They are hit by the bus, or by a motorist illegally passing a stopped bus. A few precautions go a long way toward keeping children safe:
Don’t block the crosswalk when stopped at a red light or waiting to make a turn, forcing pedestrians to go around you; this could put them in the path of moving traffic
In a school zone when flashers are blinking, stop and yield to pedestrians crossing the crosswalk or intersection
Always stop for a school patrol officer or crossing guard holding up a stop sign
Take extra care to look out for children in school zones, near playgrounds and parks, and in all residential areas
Don’t honk or rev your engine to scare a pedestrian, even if you have the right of way
Never pass a vehicle stopped for pedestrians
Always use extreme caution to avoid striking pedestrians wherever they may be, no matter who has the right of way
Sharing the Road with School Buses
If you’re driving behind a bus, allow a greater following distance than if you were driving behind a car. It will give you more time to stop once the yellow lights start flashing. It is illegal in all 50 states to pass a school bus that is stopped to load or unload children.
Never pass a bus from behind – or from either direction if you’re on an undivided road – if it is stopped to load or unload children
If the yellow or red lights are flashing and the stop arm is extended, traffic must stop
The area 10 feet around a school bus is the most dangerous for children; stop far enough back to allow them space to safely enter and exit the bus
Be alert; children often are unpredictable, and they tend to ignore hazards and take risks
When passing a bicyclist, proceed in the same direction slowly, and leave 3 feet between your car and the cyclist
When turning left and a bicyclist is approaching in the opposite direction, wait for the rider to pass
If you’re turning right and a bicyclists is approaching from behind on the right, let the rider go through the intersection first, and always use your turn signals
Watch for bike riders turning in front of you without looking or signaling; children especially have a tendency to do this
Be extra vigilant in school zones and residential neighborhoods
Watch for bikes coming from driveways or behind parked cars
Check side mirrors before opening your door
By exercising a little extra care and caution, drivers and pedestrians can co-exist safely in school zones.
Bullying:
Bullying or cyberbullying is when one child picks on another child repeatedly. Bullying can be physical, verbal, or social. It can happen at school, on the playground, on the school bus, in the neighborhood, over the Internet, or through mobile devices like cell phones. The Dover Police Department has full-time officers dedicated to the Central Middle School, Dover High School, and Parkway Academy with another officer that spends time in William Henry Middle School and the various elementary schools throughout the city.
When Your Child Is Bullied
Help your child learn how to respond by teaching your child how to: 1. Look the bully in the eye. 2. Stand tall and stay calm in a difficult situation. 3. Walk away.
Teach your child how to say in a firm voice. 1. “I don’t like what you are doing.” 2. “Please do NOT talk to me like that.” 3. “Why would you say that?”
Teach your child when and how to ask a trusted adult for help.
Encourage your child to make friends with other children.
Support activities that interest your child.
Alert school officials to the problems and work with them on solutions.
Make sure an adult who knows about the bullying can watch out for your child’s safety and well-being when you cannot be there.
Monitor your child’s social media or texting interactions so you can identify problems before they get out of hand.
When Your Child Is the Bully
Be sure your child knows that bullying is never OK.
Set firm and consistent limits on your child’s aggressive behavior.
Be a positive role mode. Show children they can get what they want without teasing, threatening or hurting someone.
Use effective, non-physical discipline, such as loss of privileges.
Develop practical solutions with the school principal, teachers, counselors, and parents of the children your child has bullied.
When Your Child Is a Bystander
Tell your child not to cheer on or even quietly watch bullying.
Encourage your child to tell a trusted adult about the bullying.
Help your child support other children who may be bullied. Encourage your child to include these children in activities.
Encourage your child to join with others in telling bullies to stop.

Narrative: The Dover Police Department has arrested Marc Cushman, 44, of Harrington, following a drug investigation. The Dover Police Department’s Drugs, Vice and Organized crime unit had been conducting an investigation into Cushman and the sale of Methamphetamine. On August 12th, Detectives executed a search warrant on a residence in the 400 block of Alder Road in relation to this investigation. During the search warrant, Officers located 142.2 grams of methamphetamine, 20 doses of MDMA, CNS stimulants, and over $8000 in suspected drug proceeds.
The ensuing investigation led the Detectives to search a storage unit associated with Cushman in the 600 block of West Division Street. As a result of the search of the storage unit, Officers located an additional 170.4 grams of methamphetamine.
At the time of these search warrants, Cushman was already committed to SCI on separate charges not related to this Dover Police Department case.
Cushman was arraigned on the new charges on August 13th, 2025, and committed to SCI on $50,000 cash bail on the following charges: -Possession with Intent to Deliver a Controlled Substance in a Tier 3 Quantity -Possession of A Controlled Substance in a Tier 3 Quantity -Possession with Intent to Deliver a Controlled Substance -Possession of a Controlled Substance in a Tier 1 Quantity -Possession of a Controlled Substance (4x) -Possession of Drug Paraphernalia

Narrative: The Dover Police Department is investigating a shooting that left a 20 year old Dover male of Dover injured Friday evening. The investigation began at 6:45 p.m., when Dover Police received a call for a shooting in the area of Simon Circle and West North Street. Officers responded and located the victim in the 300 block of Simon Circle. The victim had sustained gunshot wounds to his upper and lower body. Officers rendered aid and the victim was transported to Bayhealth Kent Campus for treatment. Several residences were also struck as a result of this incident. The victim did not cooperate when questioned by Police.
There are no leads to release at this time.

The investigation began at 6:42 a.m., when Officers located a stolen 2018 Hyundai Tucson in the area of North DuPont Highway and River Road. Officers attempted to stop the vehicle, however, the driver failed to stop. A pursuit ensued and went westbound through Dover to Hartly, ultimately ending on Wheatley’s Pond Road in Smyrna. The pursuit ended when a Clayton Police Officer successfully deployed a tire deflation device. The vehicle came to a stop after hitting a house on Wheatley’s Pond Road. The driver, Carter, ran away; however, he was taken into custody after a foot pursuit. The passengers, identified as Peace and the 15-year-old male, were taken into custody without incident. While searching the vehicle, Officers located tools commonly used to facilitate vehicle theft.
All of the suspects were transported to the Dover Police Department, where they were processed and arraigned.
Carter was committed to SCI on a $9004 secured bail on the following charges:
-Possession of Burglar’s Tools -Receiving Stolen Property Over $1,500 -Disregarding a Police Signal -Conspiracy Second Degree -Criminal Mischief Over $1,000 -Resisting Arrest -Leaving The Scene of a Motor Vehicle Collision -Several Traffic Charges

Narrative: The Dover Police Department is investigating a shooting that occurred on Tollhouse Place late Wednesday night. The investigation began at 10:53 p.m., when Dover Police received the report of a shooting in the 300 block of Tollhouse Place. Officers responded and located shell casings in the area. The ensuing investigation revealed that unknown suspect(s) fired several shots and struck two apartments, causing damage. One of the apartments was occupied at the time of the shooting. Thankfully, no injuries occurred as a result of this incident.

Narrative:
The Dover Police Department has issued a Gold Alert for Courtney Dean, 42, of Hartly. Dean was last seen at approximately 4:00 a.m in the 800 block of McKee Road and there is a concern for her safety. Attempts to contact her have been unsuccessful. Dean is described as a white female, 5’10”, 145 pounds. It is unknown what she was wearing at the time. She was last seen operating a 2016 Gray Chevrolet Traverse Delaware Registration PC237051.
