The Delaware State Police have arrested two people for breaking into a Lewes home after troopers responded to a burglary in progress on Sunday night.
On January 29, 2023, at approximately 10:12 p.m., troopers responded to a home on Pecan Court in Lewes regarding subjects who were attempting to break into a residence. The homeowner was not present at the time, but on his security camera he saw a male holding a large knife and walking around the screened-in porch area. Troopers arrived and saw that a screen door and screen window had been cut and a glass window had been shattered. Once troopers and State Police Aviation established a perimeter, the homeowner reported that he could see two suspects inside of his garage. A short time later, two males walked out of the front door wearing face coverings. Troopers attempted to detain one of the suspects at the scene, but he physically resisted arrest. The 17-year-old was taken into custody after a brief struggle, and troopers recovered a large knife that had been concealed in his pocket. The second suspect, identified as 18-year-old Nathan Lagimoniere, was taken into custody without incident.

The Delaware State Police are investigating a report of shots being fired in Seaford where an occupied home was damaged early this morning.
On January 27, 2023, at approximately 12:20 a.m., troopers responded to the 8000 block of Nylon Avenue after receiving a report of shots being fired in the area. When they arrived at the scene, troopers contacted a 19-year-old woman who said that her home had been struck by gunfire. The house was also occupied by two 21-year-old men at the time. No one inside of the residence was injured. Troopers recovered numerous shell casings from the roadway, but there is no suspect information available, and the circumstances and motive surrounding the shooting remain under investigation.

The Delaware State Police have arrested two men on felony drug charges following a traffic stop that occurred in Dagsboro yesterday morning.
On January 24, 2023, at approximately 8:10 a.m., troopers were on patrol on Nine Foot Road west of Blackberry Road when they observed a black 2012 Chrysler 300 with dark window tinting traveling eastbound on Nine Foot Road at a high rate of speed. Troopers conducted a traffic stop on the sedan and contacted the two occupants, identified as driver Tevin Smith and passenger Brian Bell. Troopers detected the odor of marijuana coming from the car, and both Smith and Bell were asked to exit the vehicle at the scene. A search of the Chrysler led to the discovery of approximately 6.37 grams of packaged suspected heroin and approximately 2.38 grams of marijuana. Smith and Bell were subsequently taken into custody without incident.

The Delaware State Police are investigating a fatal crash that occurred yesterday afternoon in Laurel where a school bus collided with a passenger car.
On January 23, 2023, at approximately 3:46 p.m., a gray 2013 Honda Civic was traveling southbound on East Trap Pond Road approaching the intersection at Hardscrabble Road, where there is a posted stop sign. At the same time, a yellow 2009 Bluebird school bus was traveling eastbound on Hardscrabble Road approaching the same intersection. At this juncture, there is no stop sign for traffic on Hardscrabble Road. For unknown reasons, the driver of the Civic failed to stop at the posted stop sign, continued through the intersection, and proceeded directly into the path of the school bus. The school bus driver tried to swerve to avoid striking the Civic but was unable to do so. As a result, the front of the bus struck the passenger side of the Civic, causing the Civic to overturn and exit the roadway. The school bus also exited the roadway and overturned onto its left side.
The school bus driver, a 34-year-old woman from Bridgeville, Delaware, was wearing her seatbelt. She was taken to an area hospital for non-life-threatening injuries and was later released. There were thirteen students from Sussex Montessori Charter School on the bus. Twelve students were taken to a local hospital for non-life-threatening injuries and were later released. One student was airlifted and admitted to an area hospital for serious injuries.
The driver of the Honda Civic, a 21-year-old man from Millsboro, Delaware, was not wearing his seatbelt and was pronounced dead at the scene. Identification of the victim is pending notification to his family and relatives.
No other vehicles were involved in this collision. The roadways were closed for approximately five hours while the scene was investigated and cleared.

The Delaware State Police have arrested 28-year-old Tiffany Webb of Bridgeville, Delaware after she resisted arrest and assaulted a trooper on Saturday afternoon.
On January 21, 2023, at approximately 1:34 p.m., troopers responded to the area of Abbys Way and Valene Drive in Bridgeville after receiving a call of a dark colored Honda Civic being driven recklessly in the neighborhood. Troopers found the car parked in the driveway at a residence on the 11000 block of Valene Drive spoke with the vehicle owner, identified as Tiffany Webb, at the front door. Webb had two active warrants for her arrest and tried to close the door while a trooper was speaking with her. The trooper attempted to take Webb into custody, but she physically resisted until a second trooper arrived at the home. While Webb was being handcuffed, she scratched, grabbed, and twisted the trooper’s hand, causing minor injury.
Webb was taken to Troop 5, where she was charged with the following crimes:

The Delaware State Police are investigating a fatal accident involving a bicyclist that occurred yesterday evening in Rehoboth Beach.
On January 22, 2023, at approximately 7:23 p.m., a white 2013 Nissan Altima was traveling southbound on Coastal Highway approaching the intersection at Rehoboth Avenue Extension. At the same time, a bicyclist was traveling eastbound from the southbound shoulder of Coastal Highway into the southbound lanes of the road (from the right side of the road to the left side). For unknown reasons, the bicyclist entered the Nissan’s lane and the front of the Altima struck the left side of the bicyclist, causing the victim to leave his bicycle and land in the median. The driver of the Nissan fled the scene, but he and his car were located by responding troopers very shortly afterwards on nearby Martin Street.
The driver of the Altima, a 40-year-old man from Rehoboth Beach, Delaware, was not injured. The bicyclist, a 54-year-old man from Rehoboth Beach, Delaware, was taken to an area hospital, where he was later pronounced dead. Identification of the victim is pending notification to his family and relatives.
No other vehicles were involved in this collision. Possible charges against the Nissan driver are pending the results of the investigation. Coastal Highway was closed for approximately three hours while the scene was investigated and cleared.

The Dover Police Department has arrested Roderick Dixon, 38, Janita Sullivan, 40, Larry Harris, 23, Khareim Hanzer, 24, a 17-year-old black male, all of dover, and a 13-year-old black male from Camden, on drug dealing and weapons charges following a search warrant Wednesday afternoon. Detectives had been conducting a drug investigation into an apartment in the 200 block of West Reed Street Dover. On 01/18/23 at 1200 hours, members of the Dover Police Department’s Special Operations Response Team, in conjunction with Drugs, Vice, and Organized Crime Unit, Criminal Investigation Unit, and Delaware Probation and Parole, executed a search warrant on the apartment. Prior to the execution of the search warrant, Dixon was observed conducting drug transactions in the area of the apartment and would make contact with Sullivan in a vehicle after the transactions. Upon execution of the search warrant Dixon and Sullivan were taken into custody without incident outside of the residence. Harris was taken into custody inside of the residence without incident, and Hanzer, along with two juveniles, ran from the residence. Hanzer and the two juveniles were taken into custody after a foot pursuit.
During the execution of the search warrant, officers located 1,304.3 grams of marijuana, 926 bags of heroin, and a loaded Walther CCP 9mm handgun. When the 17-year-old male was taken into custody, he was found in possession of 54.8 grams of marijuana and a Polymer 80 9mm handgun. A search of the vehicle occupied by Sullivan revealed 12.3 grams of crack cocaine, 3.3 grams of marijuana, 64 bags of heroin, glass jar containing suspected cocaine residue inside, two digital scales, and $494.
All of the above individuals were transported to Dover Police where they were processed and arraigned.

The Delaware State Police are investigating a fatal accident that occurred in Laurel late yesterday afternoon that resulted in the deaths of two people.
On January 17, 2023, at approximately 5:09 p.m., a 2019 Chevrolet Silverado 1500 was traveling westbound on Laurel Road just west of Goose Nest Road. At the same time, a 2016 Chevrolet Silverado 2500 was traveling eastbound on Laurel Road in the same vicinity. For unknown reasons, the driver of the Silverado 1500 pickup truck failed to remain in her lane, crossed the center line, and entered the eastbound lane of Laurel Road, directly into the path of the Silverado 2500. This resulted in a head-on collision between the two pickup trucks in the eastbound lane.
The driver of the Silverado 1500, identified as 27-year-old Lillyanne Ternahan of Frankford, Delaware, was wearing her seatbelt. The driver of the Silverado 2500, identified as 38-year-old Jamin Pugh of Laurel, Delaware, was not wearing his seatbelt. Both drivers were pronounced dead at the scene. The two passengers in Pugh’s pickup truck, identified as his 12-year-old daughter and 9-year-old daughter, were both properly restrained. Both girls were taken by ambulance to an area hospital and were admitted in critical condition.
Alcohol involvement in this crash is unknown. No other vehicles were involved in this collision. The roadway was closed for approximately four hours while the scene was investigated and cleared.

The Dover Police Department has arrested a 14-year-old black male, from Dover, following a shooting incident that occurred Monday afternoon. The investigation began on Monday, January 16 at 3:00 p.m., when Dover Police took the report of of a shooting in the unit block of South New Street. Upon arrival officers located shell casings confirming there had been a shooting in the area. The ensuing investigation revealed that a the 14-year-old black male from Dover and another black male juvenile fired handguns at a residence in the unit block of South New Street and the residence was occupied at the time.
On 01/17/23 the Dover Police Department executed a search warrant on a residence in the unit block of South Governors Avenue and the 14-year-old male was taken into custody without incident. He was transported to Dover Police Department where he was processed and arraigned.
He was committed to Stevenson House Detention Center on $26,000 cash bail on the following charges: -Possession of a Firearm By a Person Prohibited(2x) -Reckless Endangering First Degree(10x) -Conspiracy Second Degree -Criminal Mischief The second suspect is still wanted for this incident and investigators are working to locate him.
The Delaware State Police are investigating a fatal accident that occurred in Harrington last night where a bicyclist was struck and killed.
On January 16, 2023, at approximately 5:42 p.m., a 2009 white Honda Element was stopped at the stop sign on westbound Corn Crib Road at the intersection with northbound South Dupont Highway (US Route 13). At the same time, a 65-year-old man was riding his bicycle southbound in the northbound shoulder of South Dupont Highway at this intersection. The driver of the Element pulled away from the stop sign to cross the northbound lanes of South Dupont Highway, and in doing so he struck the bicyclist in the shoulder of the roadway. The man on the bicycle was propelled into the right northbound lane of South Dupont Highway, and the Element stopped in the median. Very shortly afterwards, the bicyclist was struck a second time by a 2017 Ford F-250 that was traveling northbound on South Dupont Highway in the right lane. The pickup truck dragged the victim a short distance before coming to a stop on the shoulder.
The bicyclist, a 65-year-old man from Harrington, Delaware, was pronounced dead at the scene. Identification of the victim is pending notification to his family and relatives. The driver of the Honda Element, a 30-year-old man from Houston, Delaware, was wearing his seatbelt and was not injured. The driver of the Ford F-250, a 65-year-old man from Dover, Delaware, was also wearing his seatbelt and was not injured.
No other vehicles were involved in this collision. The roadway was closed for approximately 3.5 hours while the scene was investigated and cleared.

Delaware State Police have arrested 22 suspects involved in marijuana sales from a residence in the Wilmington area.
The Delaware State Police New Castle County Governor’s Task Force and Northern Drug Unit have concluded a six-month investigation into illegal “Pop-Up” marijuana sale events occurring throughout New Castle County. On January 12, 2023, detectives, with the assistance of the Delaware State Police Special Operations Response Team, FBI Violent Crimes Task Force, and Probation and Parole, executed a search warrant in the 2200 block of Kirkwood Highway, Wilmington. During the execution of the search warrant, 22 defendants were located within the establishment and taken into custody without incident. Also located during the execution of the search warrant was approximately 86.1 pounds of marijuana, edibles, and THC related items, 1.6 pounds of Psilocybin Mushrooms, 60 Oxycodone and Alprazolam prescription pills, $9,200 in suspected drug proceeds, 3 firearms one of which was reported stolen out of Pennsylvania State Police, and 1 bullet proof vest.

The Dover Police Department has arrested Charles Scott, 63, of Magnolia, for 6th offense DUI, following an accident Saturday afternoon. The investigation began when Dover Police were called to the intersection of Mckee Road and Taylor Drive at 1:44 p.m. for the report of a single vehicle accident with the driver passed out behind the wheel. Officers responded and noted that the driver, Scott, was displaying signs of an overdose, so the officers began life saving efforts. Scott was transported to an area hospital for additional treatment. Further investigation revealed Scott had 5 previous driving under the influence convictions. Scott was released from the hospital and transported to Dover Police where he was processed and arraigned.

Delaware State Police arrested 18-year-old Axl Vangorder of Townsend, DE for assault first-degree and related charges following a shooting incident.
On January 14, 2023, at approximately 7:35 p.m., troopers responded to the 600 block of Cannery Lane, Townsend, for a reported shooting. Upon arrival, troopers learned Vangorder engaged in a verbal argument with a 28-year-old male acquaintance at the residence. During the argument, Vangorder shot the victim once in the upper torso. The victim was transported to an area hospital and treated for non-life-threatening injuries. Vangorder was taken into custody at the scene without incident. Troopers recovered the 9mm handgun used in the incident at the residence.

Delaware State Police have arrested two juvenile males, a 12-year-old, and a 13-year-old both of Wilmington, DE for robbery and related charges following an incident Saturday afternoon.
On January 14, 2023, at approximately 3:43 p.m., troopers responded to Centerville Road in the area of Kirkwood Highway in Wilmington, for a robbery. Upon arrival, it was determined a 55-year-old female victim was walking on Centerville Road when she was approached by two suspects. One of the suspects displayed a black handgun and removed items from her possession. The suspects then fled the area on foot. Troopers searched the area and located two subjects matching the suspects’ description. The two juveniles were taken into custody, and one was located with a BB gun in his possession. It was learned the 12-year-old juvenile is currently on pre-trial supervision for a prior violent felony.

The 59-foot-tall Electron rocket will lift off from Launch Complex 2 at Virginia Space’s Mid-Atlantic Regional Spaceport on Wallops Island. The mission, named “Virginia is for Launch Lovers,” will deploy radio frequency monitoring satellites for HawkEye 360.
The launch window for the mission is 6-8 p.m. with subsequent back-up launch days.
With this mission, NASA is helping foster a growing low-Earth space economy and continues Wallops’ 35-year history of support to the commercial launch industry.
The launch may be visible, weather permitting, to residents throughout much of the east coast of the United States.
Viewing locations on Chincoteague Island include Robert Reed Park on Main Street or Beach Road spanning the area between Chincoteague and Assateague Islands. The Virginia, Maryland and Delaware Atlantic beaches also provide good viewing locations. The NASA Visitor Center at Wallops will be open for this launch, and will open at 4 p.m. on Monday, Jan. 23.
Delaware State Police are investigating a gunshot fired inside William Penn High School located at 713 E. Basin Road, New Castle, DE. No injuries were reported, and there is no active threat to the school. While conducting the investigation, troopers searched the exterior of the school and discovered a handgun on the property. The investigation remains active and ongoing, and updates will be provided when made available.

Delaware State Police arrested Raekwon Jackson, 22, of Dover, DE on drug and weapon charges following a traffic stop on Monday night.
On January 9, 2022, at approximately 8:36 p.m., a trooper on patrol in the area of Route 13 and Main Street in Cheswold, observed a silver Nissan Altima traveling southbound on Route 13 with a headlight out. A traffic stop was initiated, and contact was made with the operator and sole occupant, identified as Raekwon Jackson. Immediately upon contact, the trooper detected an odor of marijuana emitting from inside of the vehicle. Jackson was detained without incident and a probable cause search was conducted. A search of the vehicle led to the discovery of approximately 15.19 grams of marijuana, and a loaded Diamond Back 9mm handgun.
Jackson was transported to Troop 9 and charged with the following crimes:

Failure to Have Insurance Identification in Possession

The Delaware State Police have arrested 47-year-old Stacy Collins of Dover, Delaware for felony DUI and other charges following a traffic stop that occurred yesterday in Magnolia.
On January 7, 2023, at approximately 3:32 p.m., a trooper patrolling the Magnolia area observed a 2006 blue Hyundai Sonata stopped at the stop sign on Millchop Lane at Walnut Shade Road. The trooper noticed that the car’s registration had expired, and a traffic stop was conducted on Walnut Shade Road. The trooper contacted the driver of the Sonata, identified as Stacy Collins, and noticed signs of impairment. The trooper conducted a DUI investigation and Collins was subsequently taken into custody without incident. A search of Collins and the vehicle led to the discovery of approximately 0.40 grams of crack cocaine and approximately 1.82 grams of marijuana. Computer checks of Collins also showed that she had four prior convictions for DUI.
Collins was taken to Troop 3 and charged with the following offenses:

Collins was arraigned by Justice of the Peace Court 7 and released on $6,553 unsecured bond.
The Dover Police Department has arrested Luis Nieves, 30, of Dover, following several firearms complaints. The investigation began on 1/4/23 at 9:27 p.m. when Dover Police received the report of a Hispanic male, with a beard, carrying a firearm and walking around the 100 block of North Halsey Road, attempting to locate someone. Officers responded to the area and were advised that the suspect left in a gold Honda with dark tinted windows. The suspect was not located at this time. At 11:32 p.m., Dover Police received another report of the same suspect in the gold Honda shooting a gun out of the vehicle in the 100 block of North Halsey Road. Officers responded to the area and located the vehicle pulling into a driveway in the 100 block of North Halsey Road. Officers conducted a traffic stop on the vehicle and contacted the driver, an adult male, Nieves, who was the front right passenger, and an adult female who was the rear passenger. When Nieves was taken into custody officers noticed signs that he was impaired by alcohol.
During a search of the vehicle officers located a black Glock 19 9mm handgun concealed under the front passenger seat along with several alcohol bottles in the vehicle. The ensuing investigation determined that Nieves was the suspect from the earlier complaints and was intoxicated. It was also determined that the other two occupants in the vehicle had no involvement with this incident or the firearm.
Nieves was committed to SCI on $23, 601 cash bail on the following charges: -Possession of a Firearm During the Commission of a Felony -Carrying a Concealed Deadly Weapon -Possession of a Firearm While Intoxicated -Disorderly Conduct -Dover City Ordinance for Discharging a Firearm within the City.
Delaware State Police are seeking the public’s assistance with locating Brian Richardson, who is wanted on felony home improvement fraud charges.
A substantial amount of time has passed since Richardson received payments to install several inground pools. However, he has not completed the work, returned the payments, or returned any of the victims’ phone calls. He operates under the business name “Advanced Pool Systems.”
Richardson is known to frequent the Bridgeville and Federalsburg, Maryland, areas. He is described as a white male, approximately 6′ tall, weighing approximately 255 pounds, with brown hair and blue eyes.

The Dover Police Department has arrested Tailah Smith, 21, of Dover, after she resisted arrest and assaulted an officer during a traffic stop Tuesday evening. The incident began when a patrol officer observed Smith commit a traffic violation while she was operating a vehicle. The officer conducted a traffic stop and Smith immediately exited her vehicle and became confrontational with the officer. The officer attempted to detain Smith, at which time she punched the officer in the face and upper body. After a struggle with several officers, Smith was taken into custody without further incident. The officer punched by Smith sustained a minor injury to his lip and his left hand however he refused medical treatment. His watch was also broken during the struggle with Smith. Smith was transported to Dover Police where she was processed and arraigned.

Delaware State Police have arrested four juveniles after a shooting that occurred yesterday afternoon.
On January 2, 2023, at approximately 12:03 p.m., troopers responded to Cherry Drive in Magnolia for a reported shooting. When troopers arrived on the scene, they discovered that two occupied residences and a vehicle occupied by a 19-year-old man from Magnolia had been struck by gunfire. Troopers obtained a suspect vehicle description and began patrolling the area. A short time later, the suspect vehicle was observed in the parking lot of a grocery store. Troopers attempted to contact the occupants of the suspect vehicle, but the occupants resisted and fled on foot. A short foot pursuit ensued, and all four suspects were apprehended without further incident. Two firearms, along with ammunition, were recovered. The suspect vehicle was later determined to be a previously reported stolen vehicle out of Dover Police Department’s jurisdiction. No one was injured during the shooting. The juvenile suspects were transported to Troop # 3, where they were charged with the following crimes:

The Delaware State Police are investigating a fatal accident that occurred in Lewes last night that involved a pedestrian.
On December 30, 2022, at approximately 9:53 p.m., a 2004 red Chevrolet Silverado was traveling southbound on Coastal Highway south of Postal Lane. At the same time, a male subject was walking eastbound across the highway in the right lane of the roadway, directly in the path of the pickup truck. The man was not using a crosswalk, carrying a light, or wearing reflective clothing. As a result, the front of the Silverado struck the man, causing him to become trapped underneath the truck. The Silverado came to a stop in the shoulder a short distance later.
The driver of the Silverado, a 34-year-old man from Lewes, Delaware, was not injured. The pedestrian, a 62-year-old man from Glen Mills, Pennsylvania, was pronounced dead at the scene. Identification of the victim is pending notification to his family and relatives.
No other vehicles were involved in this collision. The southbound lanes of Coastal Highway were closed for approximately 2.5 hours as the scene was investigated and cleared.

The Delaware State Police have arrested 65-year-old E. Keith Hudson of Milford, Delaware on numerous felony charges following a shooting incident that occurred Wednesday evening in Milford.
On December 28, 2022, at approximately 6:38 p.m., troopers responded to the area of Knollac Drive and Surrey Court regarding a subject shooting a gun several times in the Knollac Acres neighborhood. Troopers learned that this subject, identified as E. Keith Hudson, had walked away from his home while carrying a firearm in a bag. Hudson then called a relative and told him that he was going to shoot somebody. When Hudson was approached by two family members, he pointed a gun at their vehicle and threatened to shoot them. Hudson then shot at three different cars that were being driven by a 50-year-old woman, a 30-year-old woman, and a 51-year-old woman, respectively. No one was struck by gunfire and no one was injured.
Troopers and officers from the Milford Police Department arrived and took Hudson into custody without incident. The firearm was recovered, and Hudson was found to be intoxicated. Hudson was taken to an area hospital for treatment. While at the hospital, Hudson threatened to shoot and kill three troopers. After Hudson was medically cleared, he was transported to Troop 7 and charged with the following crimes:

Delaware State Police have arrested Markice Lincoln, 30, of Wilmington, DE following a traffic stop that occurred on Wednesday night.
On December 28, 2022, at approximately 8:39 p.m., New Castle County Governor’s Task Force (GTF) was on patrol in the area of the Wawa, located at 4651 Ogletown-Stanton Road. During this time, members observed a black Ford Expedition, pull into a handicapped parking space without a handicap placard displayed. A traffic stop was initiated, and contact was made with two occupants, identified as Markice Lincoln and a 28-year-old male from Wilmington. Upon contact with the occupants, a strong odor of marijuana was detected. A subsequent probable cause search led to the discovery of 6 firearms, approximately 1 gram of marijuana, and 5.5 Oxycodone pills. A computer search of the firearms revealed they were all reported stolen in a criminal investigation by the Wilmington Police Department.
Lincoln and the 28-year-old male occupant were taken into custody without incident and transported back to Troop 2 where they were charged with the following crimes:

The Delaware State Police continually investigate theft from motor vehicle complaints. Many of these thefts have occurred from unlocked cars that were left running to warm up during the chilly morning hours. These crimes have resulted in the loss of money, electronics, personal belongings of value, personal identification, and other items. These types of thefts are avoidable by simply taking the extra time to ensure that your car is lockedwhile parked at work, gas stations, shopping centers, and your residence, especially while it is unattended and running. Delaware State Police want to share the importance of locking your car each and every time to combat this preventable trend.
The Delaware State Police are offering the following prevention and awareness tips:
Always keep the doors of your unattended vehicles locked and the windows shut.
Do not leave items of value in your vehicle. These items include purses, wallets, credit cards, electronics, checkbooks, money, Social Security cards, loose change, documents, and paperwork with your printed personal information.
Store valuable tools inside your residence. If needed daily for work, create an easy system to load and unload, such as using storage containers to transport.
Lock your glove box, which should only store your registration and insurance cards. Do not store your vehicle title in the glove box. Store it in a safe place in your residence.
Clear the vehicle of all clutter and personal items. This can give the general impression that other property of value may be kept within the vehicle.
Do not keep a spare vehicle key hidden in the same vehicle. Do not store house keys or other keys in your vehicle.
If possible, keep your vehicle parked under a lighted area that you can check from your residence.
If you have a surveillance security system at home, include your vehicle in the angle of your camera. If you locate a suspicious subject on your property or around your vehicle, do not confront them. Instead, call 9-1-1 immediately.
And finally, be a good witness for your neighbors, co-workers, and fellow citizens. Pay attention and be aware of what is going on in your neighborhood and other places that you frequent throughout the course of your day.
Avoid taking a false security mindset. These crimes happen in all communities across the region. Your address will not safeguard your property.

Additional firearm deer hunting seasons opening in January and the continuing archery deer hunting seasons provide the last chance for hunters to harvest deer during the 2022/23 hunting season, the Delaware Department of Natural Resources and Environmental Control announced today. Successful deer hunters who wish to donate venison to those in need are encouraged to participate in Delaware’s Hunters Against Hunger Program administered by the DNREC Division of Fish and Wildlife. Field-dressed deer may be donated at participating private butchers or division self-serve, walk-in coolers, with additional information and participating butcher and cooler locations found at de.gov/DHAH. All donated deer will be processed free of charge to the hunter, and the meat will be distributed to participating charitable organizations serving those in need. Last year, hunters donated over 24,000 pounds of venison that provided over 96,000 meals to Delawareans in need.
The DNREC Division of Fish and Wildlife offers many hunting opportunities on state wildlife areas. The Delaware State Police Aviation Section is proud to announce its first-ever “Women in Aviation and Law Enforcement Seminar.” This program, which will last seven weeks, will strive to inspire others to seek careers in these noble and exciting professions. Participants will primarily meet at the DSP Hanger located at the Summit Airport in Middletown on Thursday evenings from 7 p.m. to 8:30 p.m. starting March 2nd, 2023. Two off-site visits are scheduled, however, are contingent on the weather.
Master Corporal Carol Parton, DSP’s first-ever female pilot explains, “Before joining DSP, I actually worked as a civilian at Summit Airport. One day I watched the State Police Helicopter return to the airport and land after completing a mission. I remember feeling in awe of the aircraft and had an opportunity to speak to the pilot. He was so kind and interesting, ultimately inspiring me to want to become a Trooper and fly a helicopter for DSP. I hope to be as inspiring to someone else and just maybe they will consider a career in police work and aviation.”
Attendees will experience a variety of presentations over the course of the seven weeks, learn about the history of women in aviation, and hear from aviation industry experts. Aviation Unit Commander Captain Jeff Whitmarsh says, “Our goal is to also showcase many of the interesting aspects of the State Police and how we work to positively impact public safety. Participants in this seminar will speak with leaders of several of our special units and learn how the Aviation Unit supports them.”

The Delaware State Police Homicide Unit is currently conducting a criminal investigation in the Newark area that began on Sunday night.
On December 25, 2022, at approximately 9:48 p.m., troopers were dispatched to the report of a possible fatal motor vehicle collision on southbound Route 896 south of Route 40. Upon arrival, troopers located a single vehicle in a wooded area west of the roadway. Inside the vehicle, a 24-year-old male victim was located as the driver and sole occupant of the vehicle. Emergency Medical Services attempted to revive the victim, but he was pronounced deceased at the scene. During an examination of the victim’s body, a gunshot wound was located in the victim. Identification of the victim is pending notification to the next of kin.
The Homicide Unit responded to the scene and assumed the investigation. Detectives are actively investigating the location of the incident and potential suspects.
Southbound Route 896 was closed for approximately 10 hours while the incident was investigated.

On December 24, 2022, at approximately 7:59 p.m., a car accident occurred at the intersection of Lewes Georgetown Highway and Minos Conaway Road that resulted in the deaths of three people. The driver of one of the vehicles involved, a 2016 black Land Rover, fled the scene prior to police arrival. Through investigative means, it was determined that Jason Wilcox had been the driver of the Land Rover at the time of the crash. On December 25, 2022, at approximately 4:48 p.m., Wilcox was located at a residence in Millsboro and taken into custody without incident.

Delaware State Police are investigating a fatal motor vehicle collision that claimed the lives of three individuals last night in the Lewes area.
The collision occurred on December 24, 2022, at approximately 7:59 p.m., when a 2016 Land Rover operated by an unknown subject, was traveling westbound on Lewes-Georgetown Highway (Route 9) approaching Minos Conaway Road. At the time, a 2008 Honda Odyssey operated by a 42-year-old male from Temple, PA, was stopped southbound on Minos Conaway Road for a stop sign at the intersection of Lewes-Georgetown Highway. The Honda attempted to turn left at the intersection and pulled into the path of the Land Rover. As a result, the front of the Land Rover struck the driver’s side of the Honda for impact in the westbound lane, within the intersection. After impact, the Land Rover continued westbound as it rotated in a counterclockwise direction coming to rest in the westbound lane. The impact caused the Honda to spin in a counterclockwise direction where it came to a rest in the eastbound lane.
The 42-year-old male operator of the Honda was transported to an area hospital where he was treated for minor injuries. There were six other occupants inside the Honda, three of whom were ejected during the collision. A 35-year-old female from Temple, PA, a 9-year-old female from Temple, PA, and a 74-year-old male from Lewes, DE were all ejected and pronounced deceased at the scene. The identifications of the victims are pending notifications to the next of kin. The other three passengers, a 12-year-old male, a 4-year-old male, and a 67-year-old female were all transported to an area hospital with non-life-threatening injuries.
The operator of the Land Rover fled from the collision scene on foot and has not been identified at this time.
Lewes-Georgetown Highway at Minos Conaway Road was closed for approximately 4 hours while the crash was investigated, and the roadway cleared.

Delaware State Police have arrested 40-year-old Phillip Plummer of Dover, Delaware for felony shoplifting and other charges following an investigation that began in Dover last week.
On December 15, 2022, troopers responded to the Walmart located at 36 Jerome Drive regarding a shoplifting that had occurred earlier in the day. Troopers learned that a male suspect, later identified as Phillip Plummer, had left the store through an emergency exit without paying for a cart full of merchandise. A similar incident had also occurred on December 12, 2022, where the same suspect had left the store with a cart full of unpaid items. This time, the suspect was accompanied by a female, who was later identified as 41-year-old Angela Hoffman of Dover, Delaware.
On December 19, 2022, troopers again responded to Walmart for a report of a shoplifting. It was discovered that Plummer had attempted to push a full cart out of the store’s emergency exit but was apprehended by loss prevention. Plummer was taken into custody by troopers and was found to be in possession of drug paraphernalia. Hoffman had been accompanying Plummer this time as well, but she fled the scene prior to police arrival.
Plummer was transported to Troop 9, where he was charged with the following crimes:
Shoplifting Over $1,500 (Felony)
Conspiracy Second Degree (Felony)
Possession of Drug Paraphernalia
Criminal Trespass Third Degree
Plummer was arraigned by Justice of the Peace Court # 2 and was released on his own recognizance.

Angela Hoffman is currently wanted on felony charges of Shoplifting Over $1,500 and Conspiracy Second Degree. The Delaware State Police have arrested 57-year-old George Elliott of Ocean View, Delaware for sixth-offense DUI following a traffic stop that occurred in Lincoln last night.
On December 20, 2022, at approximately 9:05 p.m., a trooper on patrol observed a 2018 black Ford pickup truck traveling northbound on Dupont Boulevard in the area of East Hudson Pond Road. The trooper observed as the truck driver failed to maintain travel within a single lane, and a traffic stop was conducted. The trooper contacted the driver, identified as George Elliott, and detected signs of impairment. A DUI investigation ensued, and Elliott was subsequently taken into custody without incident. A computer check of Elliott revealed that he had five prior DUI convictions.
Elliott was transported to Troop 5 and charged with 6th Offense DUI and other traffic offenses. Elliott was arraigned by Justice of the Peace Court # 3 and committed to Sussex Correctional Institution on $5,101 cash bond.
The Delaware State Police have arrested 27-year-old Gadiel Haro of Magnolia, Delaware for murder and other charges following an investigation that began early Tuesday morning.
On December 20, 2022, at approximately 12:26 a.m., troopers responded to the 400 block of Stevenson Drive in Magnolia regarding a physical altercation. Upon their arrival, troopers discovered that Gadiel Haro had been involved in a dispute with his girlfriend, a 26-year-old woman from Magnolia, Delaware. During the dispute, Haro assaulted his girlfriend while in the presence of a 3-year-old juvenile and 6-year-old juvenile. The children ran from the house and asked for help from their neighbor, a 42-year-old man from Magnolia, Delaware. The neighbor responded to Haro’s home, and Haro began intentionally choking the victim, causing him to fall unconscious.
The victim was pronounced deceased at the scene. Troopers took Haro into custody without incident and transported him to Troop 3, where he was charged with the following crimes:
Murder Second Degree (Felony)
Strangulation (Felony)
Endangering the Welfare of a Child (2 counts)
Offensive Touching
Haro was arraigned by Justice of the Peace Court # 2 and committed to Sussex Correctional Institution on $1,007,500 cash bond.
The Delaware State Police have arrested a Felton man for murder following a homicide investigation that began in March 2021 in the Harrington area.
On March 31, 2021, at approximately 3:13 p.m., troopers responded to Milford Harrington Highway west of Sandbox Road regarding a shooting. The ensuing investigation revealed that the victim, identified as 20-year-old Maricruz Sanchez of Milford, Delaware, had been driving westbound on Milford Harrington Highway in a 1998 Honda Accord when a dark-colored SUV pulled alongside her car. A suspect fired a handgun at Sanchez’s Accord, and she was shot multiple times. Sanchez was taken to an area hospital and was later pronounced deceased.
Detectives from the Delaware State Police Homicide Unit assumed the investigation and developed 20-year-old Adryan Jean-Baptiste of Felton, Delaware as a suspect. On December 19, 2022, Jean-Baptiste was taken into custody without incident at Dover Probation & Parole when he reported to his probation officer. Jean-Baptiste was transported to Troop 3 and charged with Murder First Degree and Conspiracy First Degree. Jean-Baptiste was arraigned by Justice of the Peace Court # 2 and committed to Sussex Correctional Institution on $1,002,000 cash bond.
The Dover Police Department is investigating the shooting death of Jeff Tolson, 28, of Dover, DE, that occurred early Sunday morning. The investigation began at approximately 2:48 a.m., when Dover Police received the call for shots fired in the 900 block of Woodcrest Drive. Officers responded and located Tolson laying on the ground with gunshot wounds. Officers began life saving efforts until Tolson was transported to an area hospital, where he later died. No suspect description is available at this time.

The Dover Police Department is investigating a stabbing incident that left a 30-year-old Milford man injured. The investigation began at approximately 03:01 a.m., when Dover Police received a report that the victim was at a hospital in Milford, DE advising he was shot. The ensuing investigation revealed that the victim was at a party at St. Andrews Lutheran Church in Dover when he got into an altercation with a black male with long hair, during which time he was stabbed. The victim was transported to the Milford area hospital in a private vehicle and dropped off. The victim was treated at the Milford area hospital and listed as “non critical” condition.
No further suspect description was provided.

The Dover Police Department is investigating a fatal motor vehicle crash that left a 36-year-old Dover man dead and a 37-year-old Dover man injured Tuesday evening. At approximately 6:45 p.m., Dover Police received a call for a crash involving two bicyclists and a vehicle at the intersection of South DuPont Highway and Webbs Lane. Officers responded to the area and located the 36-year-old victim in the roadway suffering injuries from the collision. Officers attempted to render aid, however he was later pronounced dead at the scene.
The ensuing investigation revealed that a 2013 Toyota Camry being operated by a 22-year-old male from Maryland was traveling southbound on South DuPont Highway approaching the intersection of Webbs Lane. The traffic light at this intersection had turned red and the vehicle failed to stop for the red light. At the same time, for unknown reasons, the 36-year-old victim was falling off of his bicycle in the middle of South DuPont Highway south of the intersection. The vehicle swerved in an attempt to avoid striking the victim however he could not stop in time to avoid the collision. The vehicle began to slow down and pull to the left side of the roadway, where the 37-year-old man was standing on his bicycle in the median, and struck him in the rear tire, ejecting him from the bike. The 37-year-old man was transported to an area hospital for treatment of non-life threatening inquires.

Delaware State Police are investigating a robbery that occurred Sunday evening at a Rehoboth Beach grocery store.
On November 27, 2022, at approximately 7:35 p.m., troopers responded to the Safeway located at 19283 Coastal Highway regarding a robbery that had just occurred. Troopers learned that an unknown woman had attempted to leave the store without paying for a cart full of personal care items. When the woman was confronted by a store employee, she pushed the cart into the employee and retrieved pepper spray from her shirt. The suspect then sprayed the employee before fleeing from the store with most of the items in the cart. The suspect was last seen traveling westbound on Miller Road in a large older-model black SUV. Responding troopers were unable to locate her or her vehicle following the incident.
The suspect is described as a white female with blonde hair and was last seen wearing dark jeans, a turquoise long-sleeve shirt, black gloves, and a facemask. Photographs of the suspect have been provided for reference.

The Dover Police Department is investigating the shooting death of Walter Pereira, 29, of Dover, DE, that occurred early Thursday morning. The investigation began at approximately 3:42 a.m., when Dover Police received the call for a shooting at a residence in the unit block of Forest Creek Drive. Officers responded and located Pereira laying on the ground with gun shot wounds. Officers and Paramedics began life saving efforts until Pereira was transported to an area hospital, where he later died. Rayvaughn Jones, 29, of Dover, DE, was arrested leaving the residence where this shooting occurred. Through the ensuing investigation, it was determined that Jones lives at the residence with Pereira. The suspects are described as being two black males. No further description is available at this time.
As part of the investigation, Detectives obtained a search warrant for the residence and located the following evidence; AK47 rifle, AR-15 rifle, 12 gauge shotgun, Smith and Wesson 9mm handgun, KBI Inc handgun, Springfield Armory 9mm handgun, Freedom Arms .22 Caliber handgun, 2,130.4 grams of marijuana, 914 doses of M/30 oxycodone pills, 27 grams of methamphetamine, 6.38 grams of cocaine, 30 doses of LSD, $7,186, and several pieces of drug paraphernalia.

Delaware State Police have arrested Evan Briscoe, 22, and Joshua Baull, 25, both of Millsboro, DE, for weapon charges following a collision investigation that occurred on John J. Williams Highway (Route 24) in the Millsboro area last night.
On November 21, 2022, at approximately 8:59 p.m., troopers responded to the area of John J. Williams Highway east of Long Neck Road for a motor vehicle collision. The ensuing investigation revealed a 2016 Hyundai Accent, operated by Evan Briscoe, was traveling eastbound on John J. Williams Highway east of Long Neck Road at a reportedly high rate of speed. At the time, a 2022 Lexus RX, operated by a 35-year-old male of Lewes, DE, was also traveling eastbound on John J. Williams Highway in front of the Hyundai. As the Hyundai quickly approached the Lexus, Briscoe attempted to avoid striking the rear of the Lexus by swerving to the left, but ultimately the front right of his vehicle struck the left rear of the Lexus. This impact caused the Lexus to rotate clockwise until it struck a guardrail along the south edge of John J Williams Highway. After striking the guardrail, the Lexus was redirected into the path of the Hyundai, where the vehicles had a second collision.
When troopers arrived at the collision scene, they located two occupants of the Hyundai, Evan Briscoe (driver) and Joshua Baull (passenger), who both displayed obvious signs of impairment. Troopers discovered a handgun with an obliterated serial number inside of the vehicle. Troopers were able to determine the serial number, and a computer inquiry on the firearm revealed it was reported stolen by the Georgetown Police Department in February. Additionally, Baull was located with a gunshot wound to the lower extremity. Baull and Briscoe were transported to an area hospital for medical treatment for non-life-threatening injuries.
The operator of the Lexus and a 28-year-old female passenger were transported to an area hospital for minor injuries sustained from the collision.
After being released from the hospital, Briscoe and Baull were transported back to Troop 7, where they were charged with the following crimes:

The Dover Police Department has arrested Darnell Griffin,36, and Tiffany Lassiter, 35, both of Dover, DE, on weapons and related charges following an incident at the Golden Fleece Tavern Friday evening. At 11:55 p.m. Friday, Dover Police were called to the Golden Fleece for the report of a man who pointed a gun at an employee of the business. Officers responded and contacted the victim who told Officers that he was trying to remove Griffin from the bar because he was being disorderly. The victim told officers that when he was confronted, Griffin pulled two handguns from his jacket, and pointed them at the victim. Lassiter took Griffin from the bar and both left in a Chevrolet Malibu with a Temporary Delaware registration.
Officers were able to find that the suspects went toward North DuPont Highway after this incident inside of the Chevrolet Malibu. An Officer on patrol located the vehicle in the parking lot of the Days Inn, 272 North DuPont Highway Dover, DE and conducted a traffic stop on the vehicle. Lassiter and Griffin were taken into custody without incident and officers located a loaded Springfield 9mm handgun in Griffin’s jacket pocket and a loaded SCCY 9mm handgun on the ground next to the front left tire, near the driver door, where Lassiter had previously been seated. When taken into custody Griffin provided a fake name, however officers were able to determine his true identity. Both suspects were transported to Dover Police for processing. A wanted check revealed Griffin was wanted in Pennsylvania on Weapons charges. It was also found that Lassiter had a capias for her arrest.

Delaware State Police are investigating a shooting that occurred in the Millsboro area on Monday night.
On November 21, 2022, at approximately 8:43 p.m., troopers responded to the 30000 block of Ayers Lane regarding a shooting. When troopers arrived, they discovered that the residence had been shot numerous times with an unknown firearm. The homeowner sustained a gunshot wound to the upper torso and was transported to an area hospital for non-life-threatening injuries. No one else was harmed during this incident. The circumstances and motive surrounding the shooting remain under investigation.

The Dover Police Department is investigating a shooting that occurred at The Depot Thursday afternoon, leaving a 23-year-old Dover man injured. At approximately 4:06 p.m., Dover Police responded Bayhealth Kent Campus for the report of a man with a gunshot wound to his hand. Officers went to the hospital and contacted the victim who told them that he was at the Depot earlier in the day and was shot by a black male wearing a black puffy coat. No further description of the suspect is available at this time. No other injuries were reported as a result of this shooting.

On November 16, 2022, at approximately 3:00 a.m., the pictured suspect burglarized the Oaks Outdoors at the Williamsville Country Store, located at 3544 Williamsville Road in Houston. The suspect has yet to be contacted or identified.

Delaware State Police arrested Dawune Boardley, 31, of New Castle, DE, on felony drug charges following a traffic stop Tuesday night.
On November 15, 2022, at approximately 10:45 p.m., Delaware State Police New Castle County Governor’s Task Force (GTF) members were on patrol in the area of North Market Street, Wilmington. A unit member observed a gold Chevrolet minivan traveling southbound on Market Street in the area of 26th Street failing to signal properly while turning. A traffic stop was initiated and after the suspect vehicle initially stopped, it then reversed into the state police vehicle. Troopers gave commands for the operator identified as Dawune Boardley to exit the vehicle, but he refused. Troopers attempted to take Boardley into custody, but he resisted arrest and attempted to flee on foot. Boardley was ultimately taken into custody. Subsequently, a search of the vehicle led to the discovery of approximately 15 grams of marijuana, 2 Ecstasy pills, and drug paraphernalia. Additionally, troopers discovered Boardley was in possession of approximately 19.18 grams of crack cocaine and over $1,800 of suspected drug proceeds on his person.
Boardley was transported to Troop 2 where he was charged with the following crimes:

Delaware State Police are investigating a fatal motor vehicle collision that occurred on South DuPont Boulevard (Route 13) in the Smyrna area yesterday afternoon.
On November 15, 2022, at approximately 2:17 p.m., a 2002 Ford Ranger, was traveling northbound on South DuPont Boulevard (Route 13) approaching Twin Willows Road. As the Ford proceeded northbound, it began to drift off the east edge of the roadway. The Ford left the roadway just north of the intersection with Twin Willows Road and its front right struck a tree. After impact, the Ford rotated clockwise, sliding a short distance before overturning.
The 59-year-old operator of the Ford from Dover, DE was pronounced deceased at the scene. Identification of the victim is pending notification to the next of kin.
The 22-year-old passenger of the Ford from Dover, DE was flown to an area hospital for medical treatment.
Route 13 northbound was closed for approximately three hours while the collision was investigated, and the roadway was cleared.

Delaware State Police are investigating a shooting incident that occurred in the Ellendale area on Monday afternoon.
On Monday, November 14, 2022, at approximately 4:43 p.m., troopers responded to the 22000 block of Reynolds Pond Road, Ellendale regarding a reported shooting. A 74-year-old male victim present at the residence heard a single gunshot and contacted the police. The ensuing investigation revealed that the residence had been struck by one round. The victim was not injured during this incident.
At this time there is no suspect information or surveillance images available.

The Delaware State Police is investigating a shooting that occurred in the Frankford area on Sunday night.
On November 13, 2022, at approximately 10:15 p.m., troopers responded to the 30000 block of Gum Road for a reported shooting. As troopers arrived on the scene, they learned that a 10-year-old juvenile had sustained a gunshot wound to the upper torso area. The victim was transported to an area hospital where they are being treated for serious injuries. The circumstances and motive surrounding this incident are actively being investigated at this time.

Delaware State Police have identified the victim who died in a fatal motor vehicle collision that occurred on November 11, 2022, in the Frankford area as Phillip Bratton, 28, of Frankford, Delaware.
Delaware State Police are investigating a fatal motor vehicle collision that occurred during a police pursuit in the Frankford area last night.
On November 11, 2022, at approximately 8:43 p.m., a trooper on patrol in the Clarksville area observed a green 2000 Acura TL commit several moving traffic violations as it traveled westbound on Vines Creek Road west of Powell Farm Road. The trooper attempted to conduct a traffic stop on the vehicle, but the operator drove through the front yard of a residence, conducted a U-turn, and began fleeing eastbound on Vines Creek Road. The trooper began pursuing the vehicle as it turned onto westbound Roxana Road. The operator disregarded the trooper’s emergency lights and sirens and committed numerous moving violations as it traveled westbound at a high rate of speed. When the Acura reached the intersection of Roxana Road and Pyle Center Road, the operator disregarded the red traffic signal light and attempted to continue westbound. At this time, a 2020 Volvo tractor trailer was traveling northbound on Pyle Center Road through the intersection, where it had a green light. The Acura subsequently struck the rear wheels of the trailer and became lodged underneath as it was dragged northbound. Both vehicles came to a stop just off the roadway north of the intersection.
The operator and sole occupant of the Acura, a 28-year-old man from Frankford, Delaware, was not properly restrained. He was pronounced deceased at the scene. The driver of the Volvo tractor trailer, a 37-year-old man from Waynesboro, Pennsylvania, was properly restrained and was not injured.
No other vehicles were involved in this incident. The intersection was closed for approximately five hours while the collision was investigated and cleared.
The Dover Police Department is investigating a burglary that occurred at Armiger’s early Saturday morning. At approximately 1:20 a.m., Dover Police responded to the business for a burglary alarm. Upon arrival, officers determined that a garage door window had been broken by a black male suspect. Once the window was broken, the suspect entered the business, removed property, and fled the area on foot. The Dover Police Department has arrested a 15-year-old male from Dover, DE on weapons charges following a trespassing complaint early Saturday morning. The investigation began at approximately 1:50 a.m. when Dover Police received a call for a suspect going through a vehicle in the 400 block of Worchester Drive. Officers responded and located the suspect in the area of Thames Drive and Trafalgar Drive and attempted to contact him. The suspect ran from the officer and while running, threw a handgun from his jacket pocket, and continued running. The suspect was eventually taken into custody without further incident and officers recovered a loaded polymer 80 9mm handgun in the area he was observed throwing the firearm. The suspect was identified as a 15-year-old male from Dover, and he was found in possession of screwdriver and wrench. Further investigation revealed the suspect was attempting to steal vehicles however he was unsuccessful.
The 15-year-old male was transported to Dover Police and arraigned through JP7.
He was committed to Stevenson House on $12,600 cash bail on the following charges: -Possession of a Firearm by a Prohibited Person (2x) -Possession of Burglars Tools -Tampering with Physical Evidence -Possession of marijuana -Resisting Arrest -Trespassing Second Degree
The Dover Police Department has arrested a 16-year-old male and 17-year-old male, both of Felton, DE, following a stolen vehicle investigation. The investigation began early Friday when the victim, who resides in the unit block of Liberty Drive, reported her vehicle stolen. The vehicle was a 2017 Hyundai Elantra. At approximately 12:50 p.m. on Friday, the victim contacted Dover Police again and advised that her vehicle was in the area of Stevenson Drive. Officers responded to the area and located the vehicle on Fair Wind Place Dover, DE.
Officers attempted to stop the vehicle at which time it accelerated over a grassy area and fled. The vehicle continued to flee, striking a City of Dover fire hydrant and eventually caused an accident at the intersection of White Oak Road and Bay Tree Drive when it failed to yield the right of way to 2015 Honda Civic. Police were able to take the 16-year-old-male driver and 17-year-old-male passenger into custody. As a result of the collision, both defendants and three other individuals were taken to Bayhealth Medical Center for treatment. Once the juveniles were released from the hospital, they were transported to Dover Police where they were processed and arraigned through JP7.

Delaware State Police are investigating a fatal collision involving a pedestrian that occurred in a parking lot in Millsboro on Tuesday afternoon.
On November 8, 2022, at approximately 2:33 p.m., an 82-year-old Lewes man was pushing a shopping cart in a southbound direction through the parking lot of the Weis grocery store, located at 24832 John J. Williams Highway. At the same time, a red 2016 Toyota Corolla was traveling through the same lot in a westerly direction towards the victim. The driver of the Corolla, an 85-year-old man from Millsboro, failed to observe the pedestrian and struck him, causing him to fall to the ground.
The victim was transported via ambulance to an area hospital, where he was later pronounced deceased. Identification of the victim is pending notification to the next of kin. The driver of the Toyota was not injured, and no other vehicles were involved in this incident.

Delaware State Police are investigating an armed robbery that occurred earlier this morning in Lewes.
On November 7, 2022, at approximately 6:24 a.m., troopers responded to the BP gas station located at 17580 Coastal Highway regarding a robbery. The ensuing investigation revealed that an unknown white male suspect had entered the convenience store and demanded money from the cash register. The suspect displayed a sharp object and threatened to harm the cashier if he did not comply. When the cashier refused to comply, the suspect lunged at the victim inside of the store. The cashier defended himself with his own knife, and the suspect fled from the area in a vehicle. The 68-year-old cashier suffered a small cut to his finger in the altercation.

Rise and shine early to catch the next launch of Northrop Grumman’s Antares rocket from NASA’s Wallops Flight Facility on the Eastern Shore of Virginia.
The next Antares launch is scheduled for 5:50 a.m. EST, Sunday, Nov. 6, from the Mid-Atlantic Regional Spaceport’s Pad 0A on Wallops Island.
The launch just before sunrise may be visible, weather permitting, to residents throughout the mid-Atlantic region and possibly the East Coast of the United States.
This will be Northrop Grumman’s 18th commercial resupply services mission for NASA, delivering science investigations, supplies and equipment to the International Space Station.
The time changes from Eastern Daylight Time (EDT) to Eastern Standard Time (EST) at 2 a.m., Nov. 6. Take the change into account when making your plans and remember to turn your clock back one-hour when going to bed the night of Nov. 5.
Viewing locations on Chincoteague Island include Robert Reed Park on Main Street or Beach Road spanning the area between Chincoteague and Assateague Islands. The Virginia, Maryland and Delaware Atlantic beaches also provide good viewing locations.

The last total lunar eclipse for three years will occur on November 8, 2022, with the next occurring on March 14, 2025 — though we will continue to see partial and penumbral lunar eclipses during that time.
A lunar eclipse occurs when the Sun, Earth, and Moon align so that the Moon passes into Earth’s shadow. In a total lunar eclipse, the entire Moon falls within the darkest part of Earth’s shadow, called the umbra. When the Moon is within the umbra, it will turn a reddish hue. Lunar eclipses are sometimes called “Blood Moons” because of this phenomenon.
How can I observe the eclipse?
You don’t need any special equipment to observe a lunar eclipse, although binoculars or a telescope will enhance the view and the red color. A dark environment away from bright lights makes for the best viewing conditions.
Totality ― the stage of the eclipse where the Moon is entirely in Earth’s shadow ― will be visible across North and Central America and in Ecuador, Colombia, and western portions of Venezuela and Peru. In Puerto Rico, the Moon sets just after totality begins. The eclipse is also visible in Asia, Australia, and New Zealand. Viewers in Alaska and Hawaii will have the opportunity to see every stage of the eclipse.

The Delaware Department of Natural Resources and Environmental Control announced today changes are to be piloted for the 2023 surf fishing permit program after record interest in the program in 2022. One of the biggest changes will be the elimination of a cap in effect since 2019 on the number of permits sold annually. The DNREC Division of Parks and Recreation will replace the cap for 2023 with a technology-based reservation system for managing capacity on summer weekends, when the state’s surf fishing beaches are in highest demand.
Last spring, the Division of Parks and Recreation initiated a comprehensive review of the program in response to unprecedented permit sales for the 2022 season – including the opening day for sales, when the online permitting system was temporarily overwhelmed and surf fishing permits sold out in just a few hours. The historic sales volume peaked at 742 permits being issued per minute, with the sales cap of 17,000 permits reached in under four hours. DNREC’s review of the program looked nationally at best practices and other states’ models for viable solutions to improve the sales process, delivery of permits, compliance with surf fishing regulations, enforcement and public safety – all with a goal of providing access to surf fishing on state park multi-use beaches while protecting the natural resource.
“Over the last few years, we have implemented changes such as single-stack parking and increased surf fishing check points at the beach crossings, which have improved public safety and the visitor experience. Piloting the changes of dropping the cap requirement, implementing a reservation system for summer weekends, and adding an educational component was the next logical step to better manage the program for the future,” said DNREC Secretary Shawn M. Garvin.
DNREC’s surf fishing permit program review and evaluation also included gathering data and information about the existing surf fishing program from staff and permit-holders, and researching best practices to identify potential strategies. The Division of Parks and Recreation sent surveys to more than 30,000 current and previous surf fishing permit holders, and received more than 7,000 responses.
A stakeholder workgroup was formed in May to evaluate the data and provide feedback on potential solutions. The workgroup comprised members from various backgrounds including four members of the Delaware General Assembly, leadership of a homeowner’s association for a neighborhood bordering state park land, Department of Transportation, Delaware Volunteer Firefighters Association, the Delaware Parks and Recreation Advisory Council, Delaware Mobile Surf Fishermen, a bait and tackle shop owner and experts in environmental science from Delaware universities.
The recommendations were presented and endorsed by the Parks and Recreation Council in August 2022. The Council was formed in 1968 with the purpose of advising the Director of Parks and Recreation concerning matters related to the planning, acquisition, development, management, conservation, and programming of lands and services under the jurisdiction of the Division.
DNREC will implement the following recommendations for the 2023 Surf Fishing Program:
• Remove the existing 17,000-permit sales cap.
“The stakeholder committee did a thorough job of evaluating potential solutions and I am pleased that the existing 17,000 sales cap is being removed,” said State Representative Ron Gray.
“Removal of the cap will eliminate the rush that has occurred in recent years while allowing everyone equal access to purchase a surf fishing permit over a prolonged period,” said State Senator Gerald Hocker.
•Pilot the new surf fishing permit reservation system.
•Reservations will be required Saturdays, Sundays and holidays starting the third weekend in May through Labor Day weekend, from 8 a.m. to 4 p.m. Peak holidays are: Memorial Day, Juneteenth, 4th of July and Labor Day.
• Reservations will be $4 per day and will reserve access from 8 a.m. to 4 p.m.
• Reservations will not be available for Off-Peak surf tag permit holders.
• Reservations will be for a specific beach location and can be made for one of seven different locations.
• Reservations can be made conveniently online (desktop and mobile) or through the Division of Parks and Recreation’s call center. Reservations cannot be made in-person at the state parks or at the DNREC central office in Dover.
• Reservations must be printed and displayed in the vehicle for enforcement verification. Mobile verification may be used as a backup.
• Weekend reservations will be made available weekly. Reservations will be first-come, first-served and will open the same week for the coming weekend, including holidays. Reservations will be accepted starting on the same weekday throughout the peak surf fishing season. The day of the week will be announced by DNREC before the reservation system is launched in May.
• Reservations will continue to be taken through 4 p.m. on the day-of if space allows to accommodate same-day reservations.
• One reservation will be allowed per surf tag permit holder per day, and reservations are non-refundable and non-transferable.
• Even after a park reaches capacity, anglers with surf fishing reservations will be allowed into the park,
• Annual surf fishing permit holders can access the beach without a reservation on weekends and holidays after 4 p.m., but must be off the beach by 8 a.m. the next morning.
• Anglers who previously purchased a two-year permit (2022-23) will be subject to the new reservation system. A full refund of the second year will be available to permit holders upon request no later than March 31, 2023.
“The reservation system will eliminate delays and access issues when state park day-use lots reach capacity by still allowing surf fishing permit reservation holders to access the drive-on beaches. It also allows someone with a reservation to leave and return later if they choose. Reservation systems are being utilized by many state and national park systems as a means to manage overcrowding or capacity concerns,” said Joseph Smack, chair of the state’s Park and Recreation Council.
•Require viewing an instructional surf fishing video for permit holders.
Anyone purchasing a surf fishing permit will be required to acknowledge they have watched an instructional video with beach driving tips, including requisite understanding of airing down vehicle tires, in-vehicle mandatory equipment, and safety requirements for surf fishing on state park beaches.
The surf fishing permit fee remains unchanged for 2023 and sales are anticipated to start in December.

Delaware State Police have arrested 43-year-old Naquan Bumbrey of Dover, Delaware for felony DUI following a traffic stop that occurred in the Dover area on Saturday evening.
On October 29, 2022, at approximately 7:06 p.m., a trooper on patrol observed a black 1998 Toyota Corolla traveling eastbound at a high rate of speed on Forest Avenue in the area of Rose Valley School Road. The trooper conducted a traffic stop on the vehicle and made contact with the driver, identified as Naquan Bumbrey. The trooper detected the odor of an alcoholic beverage and observed signs of impairment with Bumbrey. A DUI investigation ensued and Bumbrey was subsequently taken into custody without incident. A computer check of Bumbrey revealed that he had six prior convictions for DUI.
Bumbrey was transported to Troop 3, where he was charged with 7th Offense DUI (felony) and numerous other traffic offenses. He was arraigned by Justice of the Peace Court # 7 and committed to Sussex Correctional Institution on $20,400 cash bond.
Delmar, DE– The Delaware State Police have arrested 27-year-old William Tulowitzky of Maryland in connection with a domestic incident, which led to him barricading himself at his residence on the morning of Monday, October 31st.
On October 31, 2022, at approximately 9:15 am, Delmar Police Department responded to the 600 block of East Grove Street in reference to a physical domestic-related incident that occurred outside of a residence. The female victim was assisted to safety by a nearby resident while the male suspect, William Tulowitzky, returned inside of the residence where a 2-year-old child was located. Tulowitzky refused to exit the residence when requested to do so by law enforcement and he made threats to the officers if they attempted to enter the residence. Shortly afterward, Tulowitzky began firing shots towards the outside of the residence, where numerous officers were positioned. At that time, a trooper returned fire. There were no injuries resulting from the gunfire. Tulowitzky was barricaded inside the residence for approximately two hours while speaking on the telephone with a member of the Delaware State Police Conflict Management Team. At approximately 1 pm, the Delaware State Police Special Operations Response Team entered the residence and took the suspect into custody without incident.
The female victim and child were transported to an area hospital as a precautionary measure. Additionally, nearby schools were released early for preventive measures. Tulowitzky was transported back to Delaware State Police Troop 5, where he was charged with the following crimes:
Possession of a Firearm During the Commission of a Felon (Felony)
7 counts of Aggravated Menacing (Felony)
Numerous domestic-related charges
Tulowitzky was arraigned at the Justice of the Peace Court # 3 and committed to the Sussex Correctional Institution on a $330,000 cash bond.
Delaware State Police have arrested 32-year-old Michael Waller of Georgetown, Delaware for home improvement fraud following investigations that began earlier this summer.
In June and July of 2022, State Police detectives began investigating Michael Waller, owner of “Waller Precision” company, after they had received complaints of residential construction that was not completed. Detectives discovered that Waller had failed to fulfill contract agreements on two construction projects in Selbyville and Millsboro. The victims had paid Waller a significant amount of money for these projects to be completed earlier in 2022. However, Waller had stopped communicating with the victims and did not reimburse any funds.
On October 25, 2022, Waller turned himself in to Troop 4, where he was charged with the following crimes:

Delaware State Police are investigating a shooting that occurred in the Coverdale area of Bridgeville on Monday night.
On the morning of October 25, 2022, troopers responded to the 21000 block of Mill Park Drive regarding a late-reported shooting. The ensuing investigation revealed that on the evening of October 24, 2022, sometime between the hours of 11:00 p.m. and 11:30 p.m., an unknown suspect had fired numerous shots in the nearby area. This led to a residence and an unoccupied vehicle being struck and damaged by gunfire. The home was occupied by a 25-year-old female and 5-year-old juvenile at the time of the shooting. No one was injured in this incident.

The Delaware State Police have arrested a 12-year-old female juvenile after it was discovered that she made a threatening comment towards a Newark area elementary school.
On Monday, October 24, 2022, at approximately 3:25 p.m., Academia Antonia Alonso Charter School located at 300 N. Wakefield Drive, Newark, DE received a telephone call from an anonymous subject who made a threat against students and an administrator of the school. Troopers responded to the school and secured the scene.
Through investigative means, troopers were able to identify the suspect. On October 25, 2022, the 12-year-old female suspect turned herself in at Troop 1, where she was charged with Terroristic Threatening. The suspect will appear at the New Castle Family Court at later date and was released to a guardian.

State Has Committed $4 Million to Maryland Mesonet
ANNAPOLIS, MD—Governor Larry Hogan today announced a groundbreaking partnership between the State of Maryland and the University of Maryland to build and operate the Maryland Mesonet, a state-of-the-art network of 75 weather-observing towers across the state that will provide real-time community-level monitoring and improve situational awareness during rapidly changing weather conditions.
“The Maryland Mesonet partnership we are announcing today, through a new memorandum of understanding between the State of Maryland and the University of Maryland, will build a world-class network of state-of-the-art environmental monitoring stations to provide real-time data 24 hours a day, 7 days a week, 365 days a year,” said Governor Hogan. “I am pleased to announce that we have committed $4 million dollars to this ambitious project, which will give our emergency managers even faster and more accurate satellite data to make critical decisions about preparedness and deploying resources.”
The state has committed $4 million to the Maryland Mesonet, which will provide state and local emergency management officials with data and analysis to enhance public safety, reduce community risk, and apply for disaster relief programs. It will also provide high-resolution meteorological observations to the National Oceanic and Atmospheric Administration, helping improve the regional weather forecast and better protect residents and businesses.
“We are proud that the Maryland Mesonet expands the University of Maryland’s deep commitment to service for our state,” said UMD President Darryll J. Pines. “Weather has been increasingly challenging to predict, and our scientists will play a leading role in providing high-resolution atmospheric data to NOAA to improve regional weather forecasts. We will also work to inform local decision-makers who can better protect Marylanders and their businesses.”
The project will also support the development of mesonet-data-based applications for state and local agencies, the NWS, Maryland school systems, farmers, fishermen, water managers, air-quality monitors, wind and solar energy producers, transportation professionals, and the media.
“This partnership means that Maryland residents and visitors will receive better forecasts and earlier lead time for severe weather warnings, like severe thunderstorm, tornado, and flash flood,” said Maryland Department of Emergency Management Secretary Russ Strickland. “Through continued monitoring, threshold alerting, instant verification, and post-event analysis, the Maryland Mesonet will provide more data to our emergency management team to continually improve planning and processes, and will set a roadmap for a more weather-resilient Maryland.”
Maryland is one of only five states where emergency management is a department led by a Cabinet-level secretary. Earlier this year, the governor signed legislation that established the Maryland Office of Resilience within the Maryland Department of Emergency Management.
Delaware State Police have arrested Angelo Fields-Sanchez, 31, of Wilmington, DE on firearm and drug charges following an investigation that began early Monday morning in the Claymont area.
On October 24, 2022, at approximately 1:15 a.m., troopers responded to the Tri State Mall located at 333 Naamans Road, Claymont regarding a subject trespassing. The ensuing investigation revealed that security contacted police in reference to a blue sedan that did not belong on the property. Upon troopers’ arrival, the suspect vehicle was located, and contact was made with the operator and sole occupant, identified as Angelo Fields Sanchez. Located in plain view was suspected marijuana on the passenger seat and a round of ammunition on the floorboard. Angelo was removed from the vehicle and taken into custody without incident. A subsequent search of the vehicle led to the discovery of a 9mm handgun and approximately 7.4 grams of marijuana.
Angelo was transported to Troop 1, where he was charged with the following crimes:

Delaware State Police have arrested 58-year-old Robert Cooper of Laurel, Delaware for felony DUI following an investigation that occurred yesterday afternoon.
On October 23, 2022, at approximately 12:17 p.m., troopers responded to the parking lot of the Nylon Capital Shopping Center, located at 1023 West Stein Highway in Seaford, regarding a subject who had been reportedly drinking and driving. Troopers located a red 2014 Chevrolet Cruze in the parking lot, which was occupied by Robert Cooper. A DUI investigation ensued after troopers contacted Cooper and noticed signs of impairment. Cooper was subsequently taken into custody at the scene without incident. Computer checks of Cooper showed that he had five prior convictions for DUI.
Cooper was transported to the nearby Seaford Police Department, where he was charged with Sixth Offense DUI. Cooper was arraigned by Justice of the Peace Court # 3 and committed to Sussex Correctional Institution on $50,000 cash bond.
The Dover Police Department has arrested John Cook(41), of Dover, DE, for drug dealing following a home invasion that left a 46-year-old male from California critically injured. The investigation began on October 18, 2022 at 11:33 p.m. when the Delaware State Police responded to a call for shots fired in the 2400 block of Whiteoak Road and learned there was a person that had been shot several times in his upper torso in the 2700 block of Whiteoak Road. State Police Units responded and the 46-year-old male was located and transported to an area hospital for his injuries. He was later flown to a New Castle County Hospital for further treatment and was listed in critical condition.
State Police units canvassed the area for a crime scene which led them to an unoccupied residence in the 2400 block of Whiteoak Road. At the residence, they observed several shell casings and it appeared there was some type of struggle inside of the residence. At this time, Dover Police was contacted because this house is inside the City of Dover and falls within our jurisdiction.
Detectives obtained and executed a search warrant on the residence. As a result of surveillance video in the home, it was learned that the homeowner, Cook, met with the 46-year-old male from California and another male on the porch of his residence. The two men began to attack Cook who fled inside of his residence. The two men forced entry into the home, one being armed with a firearm and Cook fired a handgun several times, striking the 46-year-old California man, who then fled the scene and was later located by Delaware State Police.
As a result of the search warrant Detectives located the following items: -Approximately 61.6 grams on fentanyl -Approximately 3.1 grams of heroin -5.7 Caliber ammunition -11 illegal M class explosive devices -various drug packaging material
Cook was located in Middletown, Delaware on the 19th and arrested. He was transported to Dover Police where he was arraigned and committed to SCI on $146,200 cash bail on the following charges: -Possession with Intent to Deliver a Controlled Substance Tier 3 Quantity -Possession of Controlled Substance Tier 3 Quatity -Possession of Ammunition by a Prohibited Person -Possessino with Intent to Deliver a Controlled Substance -Possesson of Destructive Weapon -Possession of Drug Paraphernalia

The Delaware State Police are investigating a robbery that occurred at a Dollar General located in Lincoln, DE.
The incident occurred on Monday, October 17, 2022, at approximately 9:55 p.m., when troopers were dispatched to the Dollar General located at 18380 Johnson Road, Lincoln, for a report of a robbery. Upon arrival, it was learned that two male suspects both displaying handguns approached a male and a female employee and escorted them towards the cash register while demanding money. The employees complied and the suspects fled the store with an undisclosed amount of cash. The suspects were last seen entering a white sedan and fleeing the scene.
The victims were not injured during the incident.
The first suspect was described as black male 5’10” approximately 150 lbs., wearing all dark clothing and a mask.

Delaware State Police have arrested Francisco Martinez, 19 of Millsboro, DE, and Kyle Kilgo, 19, of Rehoboth Beach, DE, for robbery and related charges following an incident that occurred last night.
On October 15, 2022, at approximately 10:34 p.m., troopers responded to Wawa, located at 31055 Veterans Way, Rehoboth Beach for a report of a robbery. Investigation determined a 39-year-old male victim was exiting the Wawa parking lot on his scooter when he was stopped by two subjects. One of the two suspects grabbed the victim by his jacket and threatened to kill him if he did not give him his wallet, scooter, and other personal belongings. The same suspect began to physically assault the victim and displayed a knife towards him. At the time, the second suspect displayed a handgun towards the victim. The victim complied and gave up his personal belongings and sat on the ground as instructed. The first suspect attempted to flee the scene on the stolen scooter but was unable to operate it. Both suspects then fled the scene on foot.
Troopers responded to the area and located the suspects. After a foot pursuit, with the assistance of the Delaware State Police Aviation Unit, troopers apprehended both suspects, identified as Francisco Martinez and Kyle Kilgo.

Delaware State Police are investigating a fatal motor vehicle collision involving a tractor trailer that occurred in the Ellendale area last night.
On October 13, 2022, at approximately 7:41 p.m., a white 2015 Freightliner Cascadia pulling a Dorsey flatbed trailer was traveling southbound in the right lane of Dupont Boulevard south of VFW Road. At the same time, a blue 2018 Kia Sportage was also traveling southbound on Dupont Boulevard south of VFW Road, approaching the tractor trailer. The Freightliner had begun to slow down and was turning right onto a private drive. For unknown reasons, the operator of the Kia swerved to his right into the shoulder of Dupont Boulevard to try to avoid striking the trailer, but as he did so the front left of the Kia collided with the rear right axle of the trailer.
Both vehicles came to a stop at the scene. The driver of the Sportage, a 75-year-old man from Hamburg, Pennsylvania, was properly restrained and was transported to an area hospital, where he was later pronounced deceased. Identification of the victim is pending notification to the next of kin. The driver of the Freightliner tractor trailer, a 38-year-old woman from Laurel, Delaware, was also properly restrained and did not report any injuries.
No other vehicles were involved in this incident. The roadway was closed for approximately five hours while the collision was investigated and cleared.
The Delaware Department of Natural Resources and Environmental Control is set to continue beach nourishment along the Delaware Bay when the DNREC Shoreline and Waterway Management Section begins a month-long project Monday, Oct. 17 at Pickering Beach in Kent County that will bring some 3,500 cubic yards of sand trucked in from local sources to cover 2,500 feet of community beachfront.
The Pickering Beach nourishment project and others in Delaware Bay communities to be undertaken this year by DNREC are funded in large part by the American Rescue Plan. Funds totaling $1.3 million will be used by the Shoreline and Waterway Management Section for deploying small nourishment projects along the Bay beaches to include Pickering Beach, Kitts Hummock, and Cape Shores, in addition to Atlantic Ocean nourishment work at Delaware Seashore State Park’s North Inlet Day Use Area. Work this fall and into winter is expected to lengthen the beach and dune life of a DNREC nourishment project that spanned five Bay beach communities and was completed last winter.
“Money from the American Rescue Plan enables us to continue performing these small-scale nourishment efforts both to further fortify some of the more vulnerable sections of Bay beach shoreline and to reinforce the work we’ve recently done in these communities,” said Jesse Hayden, DNREC Shoreline and Waterway Section administrator.
While DNREC’s beach nourishment projects introduce sand into the shoreline system to offset the effects of erosion, the Pickering Beach and Kitts Hummock projects aim more to strengthen – and lengthen the life of – the projects completed last winter in the same communities.
“Coastal storms will continue to impact our coast, so having the opportunity to supplement some of the most vulnerable areas even after all of the work we did last year means we will be better prepared for the next storm,” said Hayden.
Because both the Delaware Bay and Atlantic beaches and dunes also provide crucial habitat for migrating shorebirds, including several threatened species, and other wildlife such as spawning horseshoe crabs, DNREC beach nourishment projects ordinarily are not permitted to begin until Oct. 1 each year, and must be completed by April 15 at most beaches, or by March 1 at others. The Bay beach nourishment projects beginning this month are expected to be completed far ahead of those 2023 deadlines.
Delivery of material by DNREC’s sand vendor Pennsy Supply will begin in Pickering Beach on the project start date listed above, while delivery from ML Joseph Sand and Gravel to the Delaware Seashore State Park project site is expected to begin by early November. Construction at Pickering Beach is planned for four weeks, weather-dependent, and with work occurring during DNREC standard business hours Monday through Thursday. The beach will be closed during construction activity but will be open Friday through Sunday for the duration of the project. Visitors should anticipate partial closures of the beach at Delaware Seashore State Park’s North Inlet Day Use Area while heavy equipment is on site during standard business hours Monday through Thursday.

The Dover Police Department is requesting the public’s assistance in locating Tyree Stevens, 30, of Dover, DE following a vehicle pursuit that ended in a collision, injuring one person. The incident began Tuesday when the Dover Police Department’s Street Crimes Unit was conducting a firearms investigation, which lead them to Stevens. Officers from the Street Crimes Unit contacted members of the Delaware State Police Kent Governors Task Force (GTF) to assist with this investigation. Stevens was located in the 200 block of Presidents Drive Dover, DE inside of a vehicle at approximately 11:44 p.m.. Officers from the Street Crimes Unit conducted a traffic stop on Stevens at which time he fled in the vehicle. Stevens struck a light pole at the north east corner of Bay Road and Presidents Drive and continued northbound on Bay Road, leading Street Crimes Officers and officers with GTF on a vehicle pursuit.
The pursuit ended at Whiteoak Road and North Dupont Highway when Stevens failed to negotiate a right turn, striking another vehicle that was stopped on Whiteoak Road waiting for the light. After the collision, Stevens fled on foot. A perimeter was set up and K-9 track was conducted, however Stevens was not located at this time.
As a result of the collision, a 31-year-old female of Dover, DE was transported to an area hospital with non-life threatening injuries. No other injuries were reported.
A search of Stevens’ vehicle yielded a purple and silver Smith & Wesson .380 Caliber handgun.

The Delaware State Police Homicide Unit is currently conducting a criminal investigation in the Seaford area that began on Tuesday night.
On October 11, 2022, at approximately 11:53 p.m., troopers responded to a residence located in the 2800 block of West Stein Highway, Seaford, for a reported home invasion with a shooting where two residents were located struck by gunfire. The male victim, a 19-year-old of Seaford, was shot multiple times in the torso. He was transported to an area hospital where he was pronounced deceased. Identification of the victim is pending notification to the next of kin. The second victim, a 19-year-old female of Seaford, was also struck once in her lower extremity. She was transported to an area hospital where she was treated and released.
Investigation determined five suspects made forced entry through the rear door of the residence. Once inside, the suspects brandished handguns and went directly to the victim’s bedroom where he and the female victim were located and demanded an unknown item. The male victim was shot inside his bedroom and the female victim was shot seated on a chair in the same room. Also, inside the residence at the time of this incident was an infant child and two other adults that also reside at this address. They were not injured during the incident.

Delaware State Police are investigating a fatal motor vehicle collision involving a pedestrian that occurred in the Laurel area on Tuesday night.
On October 11, 2022, at approximately 9:45 p.m., a 2011 Chevrolet Malibu, operated by a 17-year-old female was traveling northbound in the left lane of Sussex Highway (Route 13) just south of Chipmans Lane. At the time, a 36-year-old male pedestrian of Laurel, DE was also in the northbound left lane of Sussex Highway. The operator of the Malibu did not observe the pedestrian in the roadway, and the front left of the Malibu struck the pedestrian within the lane of travel.
The pedestrian who did not have a light or any reflective gear, was pronounced deceased at the scene. Identification of the victim is pending notification to the next of kin.
No other vehicles were involved in this incident, and no other injuries were reported. Sussex Highway was closed in both directions for approximately four hours while the collision was investigated, and the roadway cleared.

On October 11, 2022, at approximately 1:47 a.m., troopers responded to the Canterbury Shore Stop located at 8953 South Dupont Highway regarding an armed robbery. The ensuing investigation revealed that an unknown black male suspect armed with a weapon approached the 36-year-old cashier and demanded money. The victim complied and the suspect fled from the scene on foot. The victim was not injured, and the unidentified suspect remains at-large.

Delaware State Police have arrested one adult and five juveniles following a felony shoplifting investigation that began yesterday afternoon and ended with a vehicle pursuit.
On October 10, 2022, at approximately 3:45 p.m., troopers were alerted to a shoplifting that had just occurred at the Under Armour outlet in Rehoboth Beach, located at 36698 Bayside Outlet Drive. Dispatchers advised troopers that the suspects had fled from the area in a blue 2013 Chevrolet Equinox that had been seen traveling northbound on Coastal Highway. Troopers located the Equinox on Coastal Highway in the area of Broadkill Road and attempted to conduct a traffic stop on the vehicle. However, the operator of the Equinox failed to stop and a vehicle pursuit ensued. During the pursuit, troopers successfully deployed a tire deflation device near the intersection of Coastal Highway and Bakersfield Road. The Equinox subsequently became disabled and came to a stop in the 10000 block of Coastal Highway. All six occupants then fled from the vehicle on foot. With the assistance of the Delaware State Police Aviation Unit, troopers were able to locate and take all six individuals into custody.
The Chevrolet Equinox was found to have been reported as stolen on October 7, 2022, by Delaware State Police Troop 9. A search of the vehicle led to the discovery of over $2,000 worth of merchandise shoplifted from Under Armour and approximately .019 grams of marijuana. No injuries were reported in this incident, and the stolen vehicle was successfully recovered by the Delaware State Police.

The 17-year-old male juvenile was arraigned by Justice of the Peace Court # 3 and released on his own recognizance.
The Dover Police Department is investigating a shooting at Roma’s Pizza that left a Dover man injured Sunday evening. At approximately 4:41 p.m., the Dover Police Department received a call for a shooting at Roma’s Pizza. Officers responded and located an adult male victim, of Dover, DE, who had been shot in his upper torso. The victim was transported to an area hospital where he received treatment and was listed in stable condition. Detectives arrived on scene and located one .22 caliber shell casing inside of the restaurant and five 9mm casings outside of the restaurant. Through the investigation, it was determined that someone fired the .22 caliber gun inside of the store striking the victim. After this shot was fired, several people ran from the store. After the .22 caliber was fired inside and people began to run, another individual fired the five shots from the 9mm outside of the store. No other victims were located and the identity of the suspects is currently unknown an. No suspect description is available at this time.

Delaware State Police are investigating a shooting that occurred outside of a New Castle bar on early Friday morning.
On October 7, 2022, at approximately 1:31 a.m., troopers responded to the Paradigm Sports Bar, located at 3800 North Dupont Highway, regarding a shooting that had occurred. The ensuing investigation revealed that a 41-year-old male from Wilmington, Delaware had been shot in his right leg while he was standing in the parking lot of the bar. The victim was driven to an area hospital by an acquaintance for emergency medical treatment. No other individuals were injured.
There is currently no description of the suspect and no surveillance images are available.

On October 6, 2022, at about 1308 hours, Newark Police School Resource Officers (“SRO”) assigned to Newark High School became aware of a disturbance in the building where there were was a report that subjects were trying to enter the school through an entrance other than the main entrance. While investigating that report, the SROs became aware that there may be a subject in the school armed with a firearm. School officials locked down the school while additional Newark Police Officers responded to the school to assist in the investigation.
During the investigation, officers learned the identity of the reportedly armed suspect and determined that he was a student at the school. Further investigation determined that the subject had likely fled the building. School officials were able to dismiss students at normal time in a staggered manner to limit the number of students in the halls at one time.
Newark Police went to the suspect’s Newark residence. Based upon evidence and witness statements at the scene, officers determined that a shooting had just occurred outside that residence. The victim of that shooting left the scene in a private vehicle and abandoned that private vehicle on Possum Park Road, where a passerby picked-up that victim and drove him to an area hospital for treatment. This shooting occurred in an area of Newark within New Castle County Police jurisdiction. The New Castle County Division of Police assumed that investigation and any inquiries as to the shooting should be directed to that agency.
While Newark Police were on scene at the suspect’s residence, they contacted the suspect. He was found to be suffering from a medical incident unrelated to the shooting and was subsequently transported to an area hospital for treatment.
Newark Police Detectives assumed the investigation into the initial report of the suspect with a gun at Newark High School. Detectives determined that a female student approached another student, determined to be the victim in this case. The female student tried to get the victim to exit the building to fight the suspect. The suspect then approached the victim and pulled up his sweatshirt, displaying a handgun in his waistband, while threatening harm to the victim.
Newark Police Detectives executed a search warrant at the suspect’s residence and located a handgun.
Upon his release from the hospital, the suspect, a 16 year-old male from Newark, was transported to Newark Police headquarters where he was charged with:
Possession of a Firearm by a Prohibited Juvenile
Aggravated Menacing
Terroristic Threatening
The suspect appeared before Justice of the Peace Court #11 by video and was ordered to be held in default of $16,000 cash bail. He was turned over to the custody of the New Castle County Detention Center in Wilmington.
Newark Police currently have an increased presence at Newark High School following a report of a possibly armed student in the school. The student has been identified and investigation reveals he has likely left the school. Newark Police and school staff are working to dismiss students in a staggered manner at normal time.
Parents are asked NOT to respond to the school at this time.

Delaware State Police have arrested 61-year-old Jeffrey Cagle of Newark, Delaware following a robbery investigation that began on Saturday evening.
On October 1, 2022, at approximately 9:43 p.m., troopers were dispatched to the Dash In convenience store located at 1148 Christiana Road in Newark regarding a robbery. The ensuing investigation revealed that a male suspect had entered the business and presented a demand note to the clerk. The suspect then approached the clerk and began attacking her. The victim was able to stab the suspect before he fled from the store on foot. The clerk was treated at an area hospital for injuries sustained during the incident.
Through investigative means, it was determined that Jeffrey Cagle was the suspect of the robbery. On October 4, 2022, at approximately 1:00 p.m., Cagle was contacted during a traffic stop in Newark and taken into custody without incident. Cagle was transported to Christiana Hospital for treatment of his stab wounds. While at the hospital, he was charged with the following crimes:

Cagle was arraigned via videophone by Justice of the Peace Court # 11 and committed to Howard R. Young Correctional Institution on $28,000 cash bond.
Delaware State Police are investigating a fatal motor vehicle collision that occurred in the Smyrna area on Sunday evening.
On October 2, 2022, at approximately 7:15 p.m., a black 2010 Harley-Davidson FXD motorcycle was traveling northbound on Dupont Parkway north of Paddock Road approaching the Smyrna Rest Area. For unknown reasons, the operator lost control of the vehicle and the motorcycle began sliding on its side. At this time, the Harley-Davidson was struck by another unknown vehicle, causing the motorcycle to be redirected towards the entrance to the Smyrna Rest Area, where it came to rest in the right northbound lane of Dupont Parkway. The second vehicle subsequently fled the scene.
Both the operator of the motorcycle, identified as 53-year-old Charles Green of Wilmington, Delaware, and the passenger, identified as 53-year-old Michele Baxendale of Wilmington, Delaware, were transported to an area hospital with serious injuries. Both individuals were later pronounced deceased. The driver, make, and model of the second vehicle remain unidentified at this time. Dupont Parkway was closed for approximately four hours while the roadway was cleared and the collision was investigated.

The Dover Police Department has arrested Robert Monteagudo-Espinosa, 25, of Milford, DE with a firearm following a fight early Sunday morning. The investigation began when an officer on patrol heard a disturbance in the area of the Golden Fleece Tavern. The officer exited his patrol vehicle and located a fight in a rear parking lot. It was reported by witnesses that someone involved in the fight was in possession of a firearm. The officer was able to successfully break of the fight and take Monteagudo-Espinosa into custody without incident as a result. A black 9mm Taurus handgun was located on the ground in the location where the fight occurred. Through the ensuing investigation, it was determined that Monteagudo-Espinosa possessed the firearm.
Monteagudo-Espinosa was arraigned through JP#7 and committed to SCI on $4,100 secured bail on the following charges: -Carrying a Concealed Deadly Weapon -Aggravated Menacing -Possession of a Firearm While Under the Influence -Disorderly Conduct
Delaware State Police are investigating a shooting incident that occurred in the Dover area on Tuesday evening.
On September 27, 2022, at approximately 11:43 p.m., troopers responded to a report of shots fired on Korean War Veterans Memorial Highway (State Route 1) just north of Exit 95. The ensuing investigation revealed that a truck occupied by three subjects had been traveling southbound on Route 1 when the rear window of the vehicle was struck by gunfire. No vehicles were contacted by the victims, and no suspect was located or identified. None of the three occupants, which included a 22-year-old male from Dover, a 21-year-old female from Dover, and an 18-year-old male from Dover, were injured in this incident.

Well ladies and gentlemen, looks like we finally got our drought busting storm on the table for this upcoming weekend. Dangerous Major Hurricane Ian just passed over Cuba and was completely unphased and it’s full steam ahead toward the west coast of Florida. Ian is expected to make landfall somewhere along the Florida coast as a major hurricane and continue to move towards the northeast. Beyond that point is where things get very cruical.
Forecast Tracks Means Everything Regarding Impacts
Over the last 12 hours, forecast guidance has been taking Ian a bit further east away from the Panhandle of Florida. Even south of Tampa Bay where that has been the biggest threat in the past day or two. Now barreling in through Central Florida. Beyond that is where things get very complicated in the track.

The reason Ian has had a big shift east is because of a large trough over Eastern Canada driving the atmospheric flow further east. But that wont last long. A strong surface high is going to be replacing the trough across the Great Lakes and Northeast USA. This tells Ian, oh no you are not going anywhere and bring the hurricane back towards the northwest due to the blocking high. The real question comes in too, does this go off the coast of Florida enough to gain a little bit of steam before rotating back into the Carolina’s? Very possible. Regardless the storms center will struggle to advance north past the Mid-Atlantic states. So the only place it can go is off our coast! Just like a nor’easter!
Impacts For Delmarva As Of Now
Impacts of Ian should be moving into the area beginning late Friday into Saturday morning with onshore flow and the rain bands. Although winds will be steady from the east, each high tide should be watched since this has the potential for being a long duration event especially for our coastal locations. Seas will be building as the pressure gradient begins to tighten up from the remnants of Ian slamming into the high pressure to the north.
The biggest issue I’m seeing right now is the amount of rain we could be seeing. We have multiple areas of moderate and severe drought here on Delmarva. With some of the model guidance and the latest from the WPC (Weather Prediction Center), we could be looking at some decent rainfall amounts. WPC being very bullish with areas of 5-10 inches over the course of the next several days. GFS/ECMWF showing a range of 4-7 inches by Tuesday. Which would be enough for inland flooding concerns.
Winds will be slowly increasing as the days go on. Nothing major but wind gusts 30-40 mph starting Saturday through Tuesday will be the biggest problems for our coastal regions.
Plenty of more details need to be ironed out as we get closer to the weekend regarding full impact of Ian here on Delmarva.
Delaware State Police are investigating a fatal hit-and-run collision involving a cyclist that occurred in the Lewes area on Saturday evening.
On September 24, 2022, at approximately 6:40 p.m., a male pedalcyclist was traveling westbound on Fisher Road along the edge of the roadway approximately 0.5 miles west of Beaver Dam Road. At the same time, an unknown make and model white truck with a utility body was traveling westbound on Fisher Road approaching the cyclist’s location. For unknown reasons, the right side of the truck struck the cyclist near the edge of the roadway. The victim was propelled into a grassy area off the road, and the truck continued westbound and failed to stop at the scene.
The pedalcyclist, a 62-year-old male from Milton, Delaware, sustained serious injuries. He was transported via ambulance to a nearby hospital, where he was later pronounced deceased. Identification of the victim is pending notification to the next of kin. The operator of the white truck remains unidentified. The suspect vehicle may possibly be a 2004-2008 Ford utility truck, and it should have damage to its right front headlight assembly and passenger-side mirror.
No other vehicles were involved in this incident, and no other injuries were reported. The roadway was closed for approximately three hours while the collision was being investigated and cleared.

On September 15th, 2022 at approximately 1:30pm Laurel Police Department was dispatched to the Laurel Elementary School in reference to a criminal mischief complaint. The investigation determined that a female subject identified as Crystal Brummell, 36, of Laurel, DE, had allegedly slashed tires of two school employee’s vehicles after a school-related disagreement. During the incident, it is also alleged that Brummell threatened a school official. Brummell was later arrested for the incident, and issued a no-contact order with the school. The criminal mischief case is still pending in court, and Brummell is assumed to be innocent until proven guilty. However, a condition of her release was a no-contact order to ensure victim safety.
On September 20th, 2022 at approximately 7:40am, officers on patrol observed Brummell parked on Evergreen Drive near Laurel Elementary School. Evergreen Drive directly borders the school, constituting a violation of the no-contact order from the above incident. At approximately 8:26am, a Laurel Police officer attempted to conduct a traffic stop on Brummell’s vehicle for the observed violation. Brummell failed to stop for police signal, and fled down multiple residential streets in the area of Little Creek Apartments on W 7th Street in Laurel. The vehicle pursuit was discontinued in the interest of public safety. Officers attempted to have Brummell turn herself in on this incident to avoid any further incident however she declined.
Later that same day at approximately 2:56pm, another officer on patrol observed Brummell’s vehicle in the area of Georgetown Road and Sussex Highway, Laurel. The officer attempted to initiate a traffic stop, and Brummell again fled in her vehicle while disregarding police signal. Brummel failed to stop at the red light at Sussex Highway and fled Eastbound on County Seat Highway from officers. Brummel eventually pulled to the right shoulder, where officers attempted to take her into custody. Brummell failed to follow lawful orders given to her to affect an arrest, and again fled Eastbound in her vehicle. Officers successfully deployed stop sticks in front of Brummell’s vehicle, which deflated three of four tires. The vehicle became disabled after almost colliding with a police vehicle while reversing, and officers again attempted to take Brummell safely into custody. Brummell continued to resist arrest, and was taken into custody after a taser deployment by arresting officers. It was determined that during the pursuit, Brummell had multiple children in the vehicle who were not injured during the incident.
Brummell was evaluated by EMS as a precaution due to the taser deployment and declined further treatment or transport to a medical facility. She was transported to the Laurel Police Department and charged with the following:
Disregarding Police Signal x2 (Class G Felony)
Resisting Arrest x2 (Class A Misdemeanor)
Endangering the Welfare of a Child x4 (Class A Misdemeanor)
Reckless Endangering 2nd Degree x4 (Class A Misdemeanor)

Brummell was arraigned by the Justice of the Peace Court 2 and committed to Sussex Correctional Institution in lieu of $15,000 cash only bail for all charges.
At this time, Brummell is charged with the above crimes and believed to be innocent until proven guilty in a court of law.

Some tips to avoid being the victim of a catalytic converter theft include:
Engrave your vehicle’s license plate number or VIN onto your catalytic converter. This could help deter its sale to a scrap dealer and allow for identification of the owner.

CAMDEN WYOMING, Del. – Governor Carney on Thursday launched a new program encouraging students to keep their communities litter free. The program – “Litter Free School Zones” – was launched in coordination with Keep Delaware Beautiful and the Delaware Department of Transportation (DelDOT). This was launched in coordination with the “Keep DE Litter Free” initiative.
The Litter Free School Zone program is designed to encourage students to keep their school grounds litter-free and to raise public awareness regarding litter. Every school in the state is encouraged to join the movement to keep Delaware litter free.
“The Litter Free School Zone program asks children to ‘think globally and act locally,’ something that stuck with me from when I was younger,” said Governor Carney. “We know that children are the conduit to change and that we can help create positive lasting habits in our youth that will carry over past their time at school and into their communities. Picking up litter makes an immediate and noticeable difference. It connects us to each other and makes us feel part of something bigger.”
“Children play an important role in Keeping DE Litter Free. This program will continue to instill pride in our schools. As stewards of their school campuses, our students’ commitment to be litter free spills over to the community and neighborhoods,” said Dr. Christine Alois, Superintendent of the Caesar Rodney School District.
In order to become a Litter Free School Zone, each school is asked to conduct two litter clean ups as a campus. Students are also asked to track the types of litter collected to help determine future messaging about litter. At the culmination of the two campus wide litter clean ups DelDOT will provide a post and sign designating the school as a Litter Free School Zone. Students, clubs, and classes can participate in the Litter Free School Zone program.

For the second year, the National Oceanic and Atmospheric Administration (NOAA) and Saildrone are hurricane chasing with uncrewed wind-powered vehicles. Saildrone Explorer SD 1078 was directed into the midst of Hurricane Fiona, which is currently on a path northward in the Atlantic Ocean and is predicted to impact Bermuda on Thursday night and the Canadian province of Nova Scotia on Friday.
Hurricane Fiona is the first Category 4 storm of the 2022 season. SD 1078 is battling 50-foot waves and winds measured over 100 mph to collect critical scientific data and, in the process, is providing a completely new view of one of Earth’s most destructive forces.
Inside the storm, SD 1078 is sailing at sustained speeds over 9 mph. At one moment, it reached a peak speed of 39.7 mph before surfing down a massive 55-foot wave.
SD 1078 is one of seven “hurricane” saildrones that have been operating in the Atlantic Ocean and Gulf of Mexico during this hurricane season, gathering data around the clock to help understand the physical processes of hurricanes. This knowledge is critical to improving storm forecasting and is expected to reduce the loss of human life by enabling better preparedness in coastal communities.
“Saildrone is once again demonstrating its ability to provide critical ocean data in the most extreme weather conditions. Hurricane Fiona intensified from a tropical storm to a Category 1 hurricane just before hitting Puerto Rico, causing significant damage and loss of life,” said Richard Jenkins, Saildrone founder and CEO. “The data Saildrone vehicles are gathering will help the science community better understand rapid intensification, giving people living in our coastal communities more time to prepare.”
Saildrone provides data directly to NOAA’s Pacific Marine Environmental Laboratory (PMEL) and Atlantic Oceanographic and Meteorological Laboratory (AOML), Saildrone’s partners in this mission.
The seven saildrones are a part of a larger NOAA endeavor to understand hurricane intensification. NOAA also has underwater gliders, surface drifters, profiling floats, and aerial assets to collectively gain deeper insight than ever before into the development of hurricanes. NOAA Hurricane Hunter aircraft and weather buoys gather an array of operational weather observations that are essential to hurricane forecasts.
“Uncrewed systems in the air, on the ocean surface, and underwater have the potential to transform how NOAA meets its mission to better understand the environment,” said Capt. Philip Hall, director of NOAA’s Uncrewed Systems Operations Center, which is providing funding for the Saildrone effort. “These exciting emerging technologies provide NOAA with another valuable tool that can collect data in places we can’t get to with other observing systems.”
SD 1078 is the fourth Saildrone USV to engage with Hurricane Fiona. It was still a tropical storm when it passed over SD 1083, stationed 400 nm east of Montserrat; the vehicle measured wind speeds gusting over 40 mph. The storm continued on a trajectory due west and had strengthened to a Category 1 as it passed over SD 1031, stationed just south of Puerto Rico, where Fiona first made landfall. The vehicle recorded waves up to 46 feet high and wind speeds over 70 mph, which dropped abruptly to as low as 10 mph when SD 1031 was in the eye of the storm. While inside the eye, SD 1031 recorded a minimum central pressure of 986 mb. Stationed north of Puerto Rico, SD 1040 recorded wind speeds over 60 mph and 40-foot waves on the edge of the storm. The data collected by the multiple Saildrone USVs interacting with Hurricane Fiona will provide invaluable information to help better understand the formation of these deadly weather systems.
This is the second video footage Saildrone has released from inside a major hurricane: Last year, SD 1045 spent 24 hours inside Category 4 Hurricane Sam, sending back high-resolution video and images in near real time. SD 1045 made history when it sailed into Hurricane Sam, but in fact, all five vehicles in the 2021 mission contributed important insight into hurricane rapid intensification by sampling near other tropical storms—Fred, Grace, Henri, Mindy, and Peter.

The Dover Police Department arrested Leroy Fleming, a 39-year-old Dover man, on weapons and drug charges Wednesday afternoon following a traffic stop. At approximately 12:47 p.m., a patrol officer observed Fleming operating a vehicle in the area of West Division Street and South New Street while using a cellular device without utilizing handheld equipment. A traffic stop was conducted and upon contacting Fleming, officers detected an odor of marijuana coming from inside of the vehicle. A search of the vehicle was conducted and officers located 200 grams of marijuana and a stolen .357 revolver. Fleming was taken into custody without incident.
Fleming was arraigned at Justice of the Peace Court #2 and committed to SCI on $108,000 cash bail on the following charges:

Delaware State Police have arrested 18-year-old Alexander Boysie of St. Albans, New York; 19-year-old Justin Ramsaran of South Richmond Hill, New York; and 20-year-old Ronnie Bridgelal of Brooklyn, New York, on numerous charges following a shoplifting investigation on Sunday morning.
On September 18, 2022, at approximately 11:37 a.m., troopers were dispatched to Lowes, located at 20364 Plantation Road in Lewes, for a shoplifting complaint. Two Hispanic males were observed exiting the store with a large quantity of stolen copper wire and getting into a Chrysler 300 with Florida registration. The Chrysler, operated by a third male suspect, fled the area and began traveling northbound on Coastal Highway.
Troopers observed the vehicle traveling northbound on Coastal Highway and attempted to initiate a traffic stop. The vehicle then made a U-turn and began traveling southbound at a high rate of speed on Coastal Highway. Troopers initiated a pursuit after the vehicle failed to stop. For the safety of the public and troopers, the pursuit was terminated. A short time later, troopers observed that the Chrysler had collided with a guardrail on Coastal Highway just south of Milton-Ellendale Highway. The impact of the collision caused the Chrysler to catch fire. The three suspects were observed running away from the collision scene. Troopers quickly apprehended the suspects near the Broadkill River.
The investigation later revealed that a Honda Accord, operated by a 34-year-old male of Frederica, was traveling southbound in the left lane of Coastal Highway when the Chrysler’s front bumper struck the rear bumper of the Honda. The Chrysler then lost control and collided with a guardrail. A piece of the guardrail then impaled the windshield of a Ford Explorer traveling northbound on Coastal Highway. A 69-year-old male of Wilmington was operating the Ford Explorer. The operator of the Honda Accord and Ford Explorer were not injured during the collision. The three suspects did sustain minor injuries from the collision. They were transported to an area hospital, where they were treated and released.

On September 16, 2022, at approximately 6:12 a.m., a Ford pickup truck, operated by a 64-year-old male of Delaware, was traveling northbound on Prospect Church Road and had passed the intersection of Hammondtown Road. The vehicle then drifted off the roadway for unknown reasons and struck a private residence, followed by a wooden clothesline post and a tree.
The operator of the vehicle, who was properly restrained, was pronounced deceased at the scene. No alcohol or drug usage is suspected to have been a factor. Identification of the victim is pending notification to the next of kin.

Delaware State Police are currently investigating a fatal motor vehicle collision that occurred in the Millsboro area on Wednesday afternoon.
On September 14, 2022, at approximately 4:48 p.m., a red 2010 Ford F-150 pickup truck was stopped at a stop sign on westbound Beaver Dam Road at the intersection with Indian Mission Road. At the same time, a black Ford F-350 work truck was traveling northbound on Indian Mission Road approaching the intersection with Beaver Dam Road. For unknown reasons, the operator of the red F-150 proceeded into the intersection and into the travel path of the Ford F-350. As a result, the right front of the F-350 struck the left front of the F-150. The F-150 spun in a clockwise direction and came to rest on Indian Mission Road, while the F-350 traveled off the roadway and came to rest in a heavily wooded area.
The operator of the red F-150, an 85-year-old male from Millsboro, Delaware, was transported by ambulance to a nearby hospital, where he was pronounced deceased. Identification of the victim is pending notification to the next of kin. The passenger of the red F-150, an 83-year-old female from Millsboro, Delaware, was transported by ambulance to a nearby hospital, where she was admitted for serious but non-life-threatening injuries. The driver of the black F-350, a 35-year-old male from Lincoln, Delaware, sustained minor injuries but refused medical treatment at the scene.
No other vehicles were involved in this incident. The roadway was closed for approximately three hours while the collision was being investigated and cleared.
Delaware State Police are currently investigating an armed robbery that occurred in the Oak Orchard area of Millsboro on Wednesday evening.
On September 14, 2022, at approximately 6:15 p.m., troopers responded to the River Winds community in Oak Orchard regarding a shooting. The ensuing investigation revealed that two armed suspects had entered a residence in the neighborhood and confronted several victims inside. The suspects demanded money from the victims and threatened to shoot them if they did not comply. While the two suspects were inside of the home, a concerned citizen approached the residence to check on the nature of the disturbance that was occurring. When the man confronted the two suspects, one of them shot several rounds towards him and his vehicle. The victim was not struck by any projectiles, but he suffered minor injuries from shattered windshield glass. The two suspects then fled from the area on foot. It was later discovered that one of the rounds that had been fired had struck a nearby residence that was occupied by two adults and three juveniles. No one in the home was injured.
Troopers and the Delaware State Police Aviation Unit conducted an extensive canvass of the surrounding areas in search of the suspects. One of the suspects, identified as 25-year-old Marquise Bennett of Dover, Delaware, was located and taken into custody without incident. A search of Bennett revealed that he was in possession of approximately 27.67 grams of marijuana. A computer inquiry of Bennett showed that he was a convicted felon prohibited from possessing firearms.
Bennett was transported to Troop 4 and charged with the following crimes:

Possession of a Firearm During the Commission of a Felony (Felony)
Home Invasion Burglary First Degree (Felony)
Aggravated Menacing (Felony) – 3 counts
Reckless Endangering First Degree (Felony) – 6 counts

Possession of a Firearm by a Person Prohibited (Felony)
Conspiracy Second Degree (Felony)
Possession of Marijuana
Terroristic Threatening – 2 counts
Endangering the Welfare of a Child
Bennett was arraigned by Justice of the Peace Court # 3 and committed to Sussex Correctional Institution on $225,100 cash bond.
The second suspect remains unidentified at this time, and is only described as a black male. The Delaware State Police Troop 4 Criminal Investigations Unit continues to investigate this case. Out of shock to many early this morning was a supercell thunderstorm through the hours of 4-6 AM. A storm that was fueled by a very small MCV (Mesoscale Convective Vortex) from Dorchester County Into Sussex County. First started off in the Chesapeake bay around 4am moving fairly rapidly towards the north and east. First Severe Warning popped around 4:08 am for Southwestern Sussex County.
Reports of hail up to the size of half dollars in the Delmar region with some strong gusty winds. As this storm continued to move across Sussex county, it made one last stop at the beaches to deliver the final blow. Rehoboth beach suffered significant tree damage throughout the downtown district with downed power lines, whole trees uprooted landing on vehicles and even some structural damage. Many claimed this damage was caused by a tornado, but that’s not the case.
What happened in Rehoboth Beach this morning was a Microburst. A microburst is a localized column of sinking air (downdraft) within a thunderstorm and is usually less than or equal to 2.5 miles in diameter. Microbursts can cause extensive damage at the surface, and in some instances, can be life-threatening. We can easily see the divergence of winds (winds pulling away from each other on radar) from KDOX right over downtown Rehoboth. Winds estimated from the damage photos provided up to 80 mph.
The Dover Police Department has arrested Tyrese Payne, 31, of Dover, following four armed robberies that occurred within the past week. The investigation began on Saturday, September 3, 2022, when a victim contacted Dover Police and advised that he was robbed at gun point in the parking lot of Burlington Coat Factory, 515 North Dupont Highway, by two black males, one of which was armed with a handgun at approximately 12:09 a.m. The suspects obtained an undisclosed amount of money from the victim and fled on foot.
A second victim contacted Dover Police on the same date and advised that he was robbed at gun point in the parking lot of One Stop, 1102 Whiteoak Road, by two black males, one of which was armed with a handgun at approximately 1:20 a.m. The suspects stole the victim’s vehicle during this incident and fled. The vehicle has since been recovered.
The third victim contacted Dover Police on the same date and advised that he was robbed at gun point in the parking lot of Lake Club Apartments, 400 North Dupont Highway, by two black males, one of which was armed with a handgun at approximately 2:00 a.m. During this incident, the suspects ordered the victim to drive them around and obtained an undisclosed amount of money from him before being dropped off a local hotel.
On Sunday, September 11, 2022 at 1:38 a.m., Dover Police took the report of an armed robbery at Lake Club Apartments, 400 North Dupont Highway. It was reported that two black males approached the victim, displayed a firearm, and demanded his property. The victim turned over an undisclosed amount of money and other property to the suspects. The suspects then fled in an unknown direction. The suspects were described as a black males, wearing all black. The victim also described one of the suspects as wearing a black bag across his chest. At approximately 2:51 a.m., patrol officers observed Payne and a currently unidentified black male, matching the description of the suspects, in the parking lot of St. Andrews Church, 425 North Dupont Highway Dover, DE. Officers were able to take Payne into custody without incident, however the second suspect fled on foot and currently has not been identified. A canvas of the area that the suspect fled was conducted, which resulted in officers locating a bag that contained a silver and black BB gun. Officers also recovered a portion of the victim’s property from Payne.
Payne was transported to Dover Police where he was arraigned and committed to SCI on $110,000 cash bail on the following charges:
-Robbery First Degree (x4) -Possession of a Firearm During the Commission of a Felony (x3) -Wearing a Disguise During the Commission of a Felony (x3) -Conspiracy Second Degree (x4)
The Dover Police Department has arrested Bryan Say, 30, of Dover, DE, following a robbery complaint Saturday morning. At approximately 11:44 a.m., Dover Police received a report of a robbery that occurred at a room at the Kent Budget Inn. Officers responded and contacted the victim who told them that Say came to her room, displayed a firearm, and demanded property from her. The victim turned over her cell phone and an undisclosed amount of money, and Say fled toward Towne Point. Officers checked the area and located Say, at which time he was taken into custody without incident. Additionally, officers checked the area Say fled after this incident and located the firearm used.
Say was committed to SCI on $53,000 secured bail on the following charges: -Robbery 1st -Possession of a Firearm During the Commission of a Felony -Aggravated Menacing
