The Dover Police Department has issued a Gold Alert for Courtney Dean, 42, of Hartly. Dean was last seen at approximately 4:00 a.m in the 800 block of McKee Road and there is a concern for her safety. Attempts to contact her have been unsuccessful. Dean is described as a white female, 5’10”, 145 pounds. It is unknown what she was wearing at the time. She was last seen operating a 2016 Gray Chevrolet Traverse Delaware Registration PC237051.

Narrative: The Dover Police Department is investigating a serious motor vehicle crash that left a 68-year-old Dover man seriously injured. The investigation began at 6:52 p.m., when Dover Police took a call for a crash in the area of Forrest Avenue and Marsh Creek Lane. Upon arrival Officers found a 68-year-old male with serious injuries. The 68-year-old was initially transported to Bayhealth Kent Campus but later airlifted to a New Castle County Hospital with life-threatening injuries.
The ensuing investigation revealed the 68-year-old male was operating a 2024 Harley Davidson westbound on Forrest Avenue approaching Marsh Creek Lane. At the same time, a 22-year-old was operating a 2019 Ram Promaster and was stopped on Marsh Creek Lane. For reasons currently unknown, the Promaster entered the intersection, causing the collision with the Harley Davidson.

The Dover Police Department has arrested Jimmy Barlow, 34, and Dwayne Brinkley, 46, both of Dover, on robbery charges following an investigation that began Saturday, July 26th. (See below for original release) Through the investigation into the robbery, Brinkley and Barlow were identified as the suspects and warrants were obtained for their arrest.
Barlow was arrested on July 31st, 2025, and committed to SCI on $31,000 cash bail on the following charges: -Robbery First Degree -Assault Second Degree -Conspiracy Second Degree

The investigation began at 3:44 a.m. when an Officer from the Dover Police Department was contacted by a victim who had obvious injuries to his upper body. The victim was transported to Bayhealth Kent Campus for treatment. The ensuing investigation revealed that the victim was walking near the parking lot near Minor Street and South Governors Avenue when he was approached by two suspects who asked him for money. When the victim did not comply, the suspects assaulted him and stole property belonging to him. The suspects are described as black males.

During the month of July 2025, the victim reported to the Dover Police Department that they were inappropriately touched by Thomas Kennedy. Through the investigation, it was determined that Kennedy was known to the victim, who is a juvenile. The date/location, along with the age of the victim, are being withheld in an attempt to protect their identity.
Warrants were obtained for Kennedy, and he was arrested on July 30th, 2025, by the Dover Police Department.

The Dover Police Department is currently accepting applications for the 2025 Citizen’s Police Academy. The Citizen’s Police Academy (CPA) is a program that meets once a week on Wednesday evenings from 6:00p.m-9:00pm. The academy will begin on September 10th and end on November 5th, 2025. This program is designed to provide members of the Dover community with additional knowledge about their police department. It allows citizens of Dover to become more educated on Dover Police Department procedure and the pressures associated within law enforcement. We seek and invite a diverse group of people who either live in or work in the City of Dover to apply. You do not have to be a Dover citizen to attend. There is no cost to attend the Citizen Police Academy.

Narrative: The Dover Police Department has arrested Josiah Watson, 18, of Wilmington, and Vakendre Taylor, 20, of Dover, on gun charges following an incident at Barrister Place early Sunday morning. The investigation began at 1:36 a.m., when Dover Police received a 911 call in the area of Barrister Place, Dover, DE. Dispatch advised the responding officers that there was screaming on an open line and no one was answering questions. Dispatchers began to review cameras from Barrister Place and observed what appeared to be a large fight and a black SUV leaving the area that appeared to be involved in the fight.
Officers responded to the area and observed a black Range Rover westbound on South Little Creek Road turning onto John Hunn Brown Road. Given the time and location of the vehicle, Officers determined that this was the vehicle fleeing Barrister Place and conducted a traffic stop following a traffic violation. Officers contacted the occupants and identified the rear passengers as defendants Taylor and Watson. Taylor was asked to exit the vehicle, and a firearm was observed under the driver’s seat, at his feet. The firearm was determined to be a 9mm polymer 80. When Watson was asked to exit the vehicle, he ran away, but was caught after a brief foot pursuit. A search of the vehicle led officers to find a second firearm, a 9mm Ruger, under the passenger seat.
Both defendants were transported to the Dover Police Department to be processed and arraigned.
Watson was committed to SCI on $8,500 cash bail on the following charges: -Carrying a Concealed Deadly Weapon -Possession of a Firearm or Ammunition by a Person Prohibited (2x) -Resisting Arrest

Narrative: The Dover Police Department is investigating a burglary that occurred at Walgreens early Sunday morning. The investigation began at 4:12 a.m., when Dover Police received that there had been a break-in at Walgreens, 1001 Forrest Ave Dover, DE. Officers responded and found that the front door glass had been shattered. The ensuing investigation revealed that the suspect broke into the business by shattering glass on the front door. Once inside, the suspect removed several packs of cigarettes and left the store.

The investigation began at 11:07 p.m. Saturday, when a Dover Police Officer was flagged down in the area of Division Street and Bradford Street. The victim advised that he was beat up and robbed. The victim was transported to Bayhealth Kent Campus for treatment for injuries he sustained related to this incident. The ensuing investigation revealed that Ridgeway assaulted the victim then stole property belonging to him.
Ridgeway was located by Officers in the unit block of South Governors Avenue and taken into custody without incident.
Ridgeway was transported to the Dover Police Department, where he was processed and arraigned.

Narrative: The Dover Police Department has arrested Jamal Jones, 26, of Felton, following an investigation into a shooting that was not reported to the Police. The investigation began on July 21st, when Detectives were made aware that a shooting had occurred on Friday night in the area of South New Street and West Reed Street but had not been reported. Detectives with the Drugs, Vice, and Organized Crime unit began to review surveillance cameras in the area and found that on Friday, July 18th, at 10:53 p.m., a black male fired a handgun at three victims and fled the area. The black male suspect was identified as Jamal Jones, and warrants were obtained for his arrest. There were no calls for this shooting or shots fired at the time of the incident, and no injuries have been reported.
On July 21st at 12:25 p.m., Jones was taken into custody by the Dover Police Department’s Drug Unit with the assistance of Delaware Probation and Parole.
Jones was transported to the Dover Police Department, where he was processed and arraigned.

Narrative: The Dover Police Department is investigating a burglary that occurred at Speedway Gas early Sunday morning. The investigation began at 4:04 a.m., when Dover Police received a call for a glass break alarm at the business. Officers responded and found that the glass door had been shattered. The ensuing investigation revealed that a suspect broke into the business by breaking the door glass and once inside, stole cigarettes then left. The suspect is described as a black male wearing a mask, white gloves, blue shirt and and tan pants.

The Dover Police Department has arrested 20-year-old Makhai Miller, for his participation in the shooting linked to the homicide that occurred on Barrister Place on June 14th. During the investigation into the shooting death of Daniel Guzman Jr., it was learned that at least three groups of individuals were shooting at each other during this incident. Miller was identified as shooting a handgun during this incident as a participant in one of the groups.
While Miller was involved in the shooting incident, Detectives are continuing to gather and evaluate evidence and are working closely with the Delaware Department of Justice to identify the individual responsible for the homicide and bring justice for Daniel’s family.
On July 2nd, 2025, Miller was taken into custody and transported to the Dover Police Department to be processed and arraigned.
He was committed to SCI on $66,000 cash bail on the following charges: -Possession of a Firearm During the Commission of a Felony -Reckless Endangering First Degree
He is presumed innocent until proven guilty.

The investigation began at 12:42 a.m. when Dover Police received a call for shots fired in the 400 block of Barrister Place. Officers responded and located the victim, a 22-year-old Dover man, who had sustained gunshot wounds to the upper body. Officers rendered aid and he was transported to Bayhealth Kent Campus for treatment. Sadly, he later died as a result of his injuries. Four other victims arrived at Bayhealth Kent Campus by Ambulance or by privately-owned vehicle with injuries sustained during this incident. The additional victims are as follows:

Narrative: The Dover Police Department has arrested a 14-year-old male and a 17-year-old male, both of Dover, following a vehicle pursuit early Thursday morning. The investigation began at 6:28 a.m., when Dover Police received a call from the Delaware State Police regarding a robbery that had occurred in their jurisdiction. It was relayed that two black male suspects fled from that incident in a Mazda CX-5 with a Delaware registration. Dispatchers from the Dover Police Department located the vehicle in the area of River Road and Court Street through the City of Dover camera systems. Officers were notified of the vehicle’s location and went to the area.
While checking the area, Officers observed the suspect vehicle parked on Sussex Avenue. Officers attempted to stop the vehicle; however, the driver accelerated and led them on a pursuit. Officers also observed the passenger throw something from the vehicle on Sussex Ave when the vehicle was contacted by Police. The pursuit went through the City of Dover, out Route 8 to Barclay, MD, and ended in the 2600 block of Wheatleys Pond Road Smyrna, DE when the vehicle crashed into a residence. The driver, the 14-year-old, ran from the car after the collision however, he was found hiding in a tree line in the area and arrested shortly after. The 17-year-old passenger surrendered when the car came to a stop.
Officers recovered a loaded Tokarev 7.62 25mm semi-automatic handgun in the area where the 17-year-old was observed throwing it at the beginning of this incident.
Both suspects were turned over to the Delaware State Police, and warrants were obtained for their arrest.
The 14-year-old was committed to a Stevenson House Detention Facility on $2,000 secured bail on the following charges from the Dover Police Department: -Disregarding a Police Signal -Resisting Arrest -Various Traffic Charges
The 17-year-old was committed to Stevenson House Detention Facility on $2,500 cash bail on the following charges from the Dover Police Department: -Possession of a Firearm by a Person Prohibited -Tampering with Physical Evidence

Narrative: The Dover Police Department is investigating a shooting that left a 42-year-old Magnolia woman injured early Sunday morning. The investigation began at 1:37 a.m., when Officers from Dover Police Department were patrolling the downtown area in reference to the bar let out. While patrolling, Officers heard several shots fired in the area of the Minor Street Alley. Officers checked the area and located the victim, who had sustained multiple gunshot wounds. The victim was transported to an area hospital, where she received treatment and was in stable condition.
The ensuing investigation revealed that a black male suspect began shooting for currently undetermined reasons. The black male left in a 2024 Kia Forte that was reported stolen. Officers located the suspect vehicle traveling at a high rate of speed eastbound on Leipsic Road and attempted to stop it. The vehicle crashed into a farm field and the suspect fled. Officers were unable to locate the suspect after he fled, however a firearm was located in the area of the crash.

The investigation began at 9:31 p.m. when Dover Police received a call for shots fired at Liberty Court Apartments. Officers responded and located several shell casings in the area. The ensuing investigation revealed that several unoccupied vehicles and an occupied apartment had been shot. Grimes was determined to be the suspect for this incident, and he was located on the scene in possession of a .380 handgun. Narrative: The Dover Police Department has arrested Justin Thomas, 26, for a shooting that injured a 50-year-old Dover man late Friday night. The investigation began at 11:40 p.m. when the Dover Police Department received a call for a shooting in the unit block of Stevenson Drive. Officers responded and located the victim, a 50-year-old male of Dover, who had sustained a gunshot wound to his shoulder. The victim was transported to Bayhealth Kent Campus for treatment. Multiple occupied homes and unoccupied vehicles were shot during this incident as well. Through the ensuing investigation, Thomas was identified as the suspect, and a warrant was obtained for his arrest.
On Saturday, June 14th at 4:12 p.m., Patrol Officers observed Thomas in the parking lot of a business in the 200 block of South DuPont Highway and he was taken into custody without incident. Thomas was found in possession of a handgun when he was taken into custody.
Thomas was transported to the Dover Police Department to be processed and arraigned.

Narrative: The Dover Police Department has arrested Kristina Forestieri, 38, of Dover, on burglary charges following an incident that occurred over the weekend. The investigation began on Wednesday, June 11th, when Dover Police Department was notified on an ongoing trespassing complaint at Conaty Law Offices located at 33 South State Street. The ensuing investigation revealed that a white female and black male had been trespassing at the property and on Sunday, June 8th, had forced entry into the building, and once inside, damaged/removed property belonging to the business.
Through this investigation, Detectives identified Kristina Forestieri and Oscar Peterson, 67, of Dover, as the suspects involved in this incident and obtained warrants for their arrest. On June 12th, Forestieri was taken into custody without incident by Patrol Officers while walking in the downtown area.
She was transported to the Dover Police Department, where she was processed and arraigned.
Forestieri was committed to BWCI on $4,000 secured bail on the following charges: -Burglary Third Degree -Conspiracy Second Degree -Theft Under $1,500 -Criminal Mischief Under $1,000
Peterson is still wanted.

Narrative: The Dover Police Department has arrested Joseph Skowronski, 42, of Dover, on burglary charges following an incident at Holy Cross Church. The investigation began at 2:13 p.m. Tuesday, when Dover Police received a call for a burglary at the church. Officers responded, and the ensuing investigation revealed that a white male entered the church by unknown means, and once inside, the suspect attempted to take money from the collection boxes. The suspect left the church at this time. The suspect was positively identified as Skowronski, who had a no-contact order in place from a separate incident at Holy Cross. Warrants were obtained for Skowronski.
On June 11th, 2025 at 2:03 a.m., Patrol Officers conducted a proactive property check at Holy Cross Church, given the burglary on the previous night. Upon arrival, Officers found an open door and began to check the building. Officers located Skowronski inside and he was taken into custody without incident.
Skowronski was transported to the Dover Police Department, where he was processed and arraigned.

Narrative: The Dover Police Department has arrested Charles Johnson, 57, of Dover, on burglary charges following an incident that occurred Sunday evening. The investigation began at 6:04 p.m. when Dover Police received a complaint for a burglary at Spence’s Bazaar. Officers were advised that around 4:45 p.m., a black male forced his way into the business and removed several items, then left the area. Shorly after this complaint, Dover Police was advised that the suspect who forced entry into Spence’s Bazaar was at a business in the 400 block of South New Street attempting to sell items. Officers responded and arrested Charles Johnson, who matched the description of the suspect from the initial complaint. Johnson was also in possession of property that had been taken from the business.
Johnson was transported to the Dover Police Department, where he was processed and arraigned.

Narrative: The Dover Police Department is investigating a fatal crash that resulted in the death of a 22-year-old Dover man. The investigation began at 10:54 p.m. when Dover Police received a call that a car had struck a utility pole/transformer in the 600 block of North DuPont Highway. Officers responded and located a 2003 Toyota Camry that had struck the pole and had caught fire. Dover Fire Department responded and was able to extinguish the fire and eventually extricate the victim. Sadly, the victim died as a result of his injuries sustained during this collision.
The ensuing investigation revealed the Camry was driving southbound on North DuPont Highway and for reasons currently unknown, left the roadway and struck the utility pole.
Whether alcohol or drugs contributed to the collision remains under investigation. The victim was turned over to the Medical Examiner’s Office for further examination. The victim’s identity is being withheld pending family notifications.

Narrative: The Dover Police Department has arrested Austinio Brown, 29, of Dover, on burglary charges following an incident Sunday evening. The investigation began at 6:02 p.m., when Officers responded to an apartment in the 300 block of Tollhouse Place in reference to a burglary. It was reported that a black male wearing blue clothing entered the victim’s apartment and the victim did not know the suspect. Upon arrival, Officers took Brown, who matched the suspect’s description, into custody without incident. The ensuing investigation revealed that Brown entered the victim’s apartment several times on Sunday and, while inside, removed property belonging to the victim. It was further revealed that Brown had attempted to enter the victim’s apartment several times throughout May before this incident but was unsuccessful.
Brown was transported to the Dover Police Department, where he was processed and arraigned.

Narrative: The Dover Police Department is investigating a fatal motorcycle crash that resulted in the death of a 58-year-old Dover man. At approximately 4:14 a.m., Dover Police received a call for a serious crash involving a Kawasaki motorcycle in the area of White Oak Road and Garrison Oak Drive. Officers responded to the area and located the 58-year-old victim, who had been ejected from the motorcycle, laying in the field off the roadway. Officers attempted life-saving measures, but he was pronounced dead at the scene. The victim’s identity is being withheld pending family notification.
The ensuing investigation revealed that the motorcycle was traveling westbound on White Oak Road, west of Garrison Oak Drive, at a currently undetermined speed when it left the roadway, struck the ditch, and ejected the victim. It is currently unknown what caused the motorcycle to leave the roadway.

Narrative: The Dover Police Department has arrested Gabriel Santiago, 25, of Dover, on burglary charges, following an incident Monday afternoon. The investigation began at 3:53 p.m., when the victim contacted Dover Police and advised that two unknown suspects were unlawfully entering the victim’s apartment in the 200 block of Isabelle Isle. Narrative: The Dover Police Department has arrested Lawrence Horsey, 22, of Worton, DE and Brett Shelton-Hoskins, 19, of Dover, on firearm charges following an investigation Monday morning. The investigation began on Monday at 11:29 a.m., when members from the Street Crimes Unit, Drugs, Vice and Organized Crime, along with Delaware Probation and Parole, were conducting a firearms investigation in the area of River Road in Capital Green.
During this investigation, Officers made contact with Horsey and Shelton-Hoskins, at which time Horsey ran away into an occupied residence. Officers were able to take Horsey into custody after a foot pursuit and located a 9mm SCCY handgun in the area where he was hiding in the house. The firearm was reported stolen. Shelton-Hoskins initially refused to be taken into custody and would not place his hands behind his back, however, he was taken into custody and found in possession of a privately manufactured 9mm handgun and 2.6 grams of marijuana.
Both defendants were taken to the Dover Police Department, where they were processed and arraigned.
Horsey was committed to SCI on $116,000 cash bail on the following charges: -Possession of a Firearm During the Commission of a Felony -Burglary First Degree -Possession of a Firearm by a Person Prohibited (2x) -Receiving a Stolen Firearm -Tampering with Physical Evidence -Resisting Arrest

The investigation began at 2:22 p.m. when an Officer of the Wyoming Police Department was in the area of Simon Circle and heard shots being fired. Narrative: The Dover Police Department is investigating a shooting that resulted in the death of a 22-year-old Dover man and injured a 21-year-old male, also of Dover. The investigation began at 1:11 a.m. when Dover Police received a call for shots fired in the parking lot of McGlynn’s. Officers responded and located a 22-year-old male and a 21-year-old male with with multiple gun shot wounds to their upper body. Both of the victims were transported to Bayhealth Kent Campus for treatment. Sadly, the 22-yeard-old died at the hospital as a result of the injuries sustained during this incident. Narrative: The Dover Police Department has arrested Williams Friends, 21, of Felton, and a 17-year-old male, of Dover, on gun charges following an incident Monday afternoon. The investigation began at 1:27 p.m. when Detectives from the Drugs, Vice and Organized Crime Unit along with members of the Street Crimes Unit contacted Friends, and the 17-year-old male in the area of Barrister Place in reference to a firearm investigation. Both suspects initially ran but were taken into custody after a foot pursuit. While running, the 17-year-old dropped a 9mm SCCY handgun that had been concealed in his waistband. Friends was found in possession of a backpack which included a 9mm Smith and Wesson Handgun, a 9mm SCCY Handgun, and a 9mm Glock 17. The ensuing investigation revealed that the 9mm SCCY handgun that Friends was in possession of was reported stolen.

Narrative: The Dover Police Department continues to investigate Isiah Worthy, 28, of Dover, following his initial arrest on Sunday, April 13, 2025 in relation to graffiti vandalism throughout the City of Dover. For details of this incident, Click here. Following his initial arrest, Patrol Officers worked with Detectives to determine if there were any more instances of graffiti making reference to the “KKK” in the City and if there could be a connection to Worthy. The investigation revealed 6 additional instances where Worthy had used a permanent marker to deface public and/or private property. The most concerning case was the defacing of a sign in front of the Holy Trinity Church, 101 South New Street. Detectives obtained a warrant for Worthy, and on April 25th, 2025, he turned himself in to the Dover Police Department. He was processed and arraigned, and ultimately released on OR bond on the following charges:
Graffiti (6x) Possession of Graffiti Instrument (6x)
He is presumed innocent until proven guilty.
Based on the nature of the graffiti and the messaging used during each incident, the Dover Police Department contacted the Delaware Department of Justice Division of Civil Rights and Public Trust. Under existing Delaware DOJ guidelines, all “hate crime” determinations are made by a Deputy Attorney General assigned to the Division of Civil Rights and Public Trust. In this particular case, the investigation has not yet established all of the elements needed for a successful “hate crime” prosecution.
Chief Thomas Johnson Jr. provided the following comments related to this case: “There is considerable and understandable community concern related to the vandalism of a predominantly black house of worship that includes a reference to the KKK. Hate Crimes are some of the most despicable moments in the life cycle of a community. In addition to the Dover Police Department, all of the City’s Administration, led by our elected officials, stands in solidarity with our residents to state, “there is no place for hate in Dover.” The Dover Police Department remains in close contact with the DOJ Division of Civil Rights and Public Trust as this investigation continues.
Mayor Robin R. Christiansen has been kept abreast of this case since the beginning and has offered the following message. “Hate of any kind, whether it be speech or violence by anyone or any group will not, I repeat, will NOT be tolerated. I personally will use all my authority to see that any individual, or group of individuals, no matter who they are, when possible, are prosecuted to the fullest extent of the law in either State or Federal Court. HATE WILL NOT BE TOLERATED IN THE CITY OF DOVER.”
On behalf of the Dover Police Department, Chief Thomas Johnson had the following comment. “The Dover Police Department is in alignment with the strong message of Mayor Christiansen that all potential hate crimes will be aggressively investigated and prosecuted as far as the law will allow. The Department also respects the role of the DOJ when the facts are evaluated and prosecutorial decisions are made in alignment with State Statutes and existing case law. It is noteworthy that Delaware has more protected classes codified in its hate crimes statute than those listed in Federal Law. This case presents another opportunity to reaffirm our stance against hate crimes while we wait and see what our system determines is the best assessment of the facts before us.”

Shortly after, a 27-year-old male of Dover arrived at Bayhealth Kent Campus with a gunshot wound to his lower body. The ensuing investigation revealed that the victim was standing in the unit block of South New Street when a silver vehicle drove by and the victim was shot. There is no further description of the suspect available at this time.

The Dover Police Department has removed the medication drop box from our lobby at 400 South Queen Street, Dover, DE after there was an assessment done on how to best allocate resources.
While we remain committed to promoting public safety and preventing prescription drug misuse, the medication return box will no longer be available at our facility. The ensuing investigation revealed that a home and a vehicle in the 400 block of Barrister Place were struck by gunfire as a result of this incident. No injuries were reported as a result of this shooting and there are no leads at this time.

Narrative: The Dover Police Department has arrested Leslie McGuire, 18, a 15-year-old male, and a 16-year-old male, all of Dover, on multiple charges following an early morning shooting that led to a vehicle pursuit. The investigation began at 7:51 a.m., when Patrol Officers responded to the area of Barrister Place and South Little Creek Road for the report of a shooting. Upon arrival, they spoke with the 15-year-old and 14-year-old victims. The ensuing investigation revealed that the victims were walking in a parking lot of Country Farms Store when a white Kia Optima pulled in and four black males wearing all black and black masks got out of the car. One of the suspects was armed with a revolver type handgun and pointed it at the victims, ultimately shooting the gun in the direction of the victims. The suspects then left in the white Kia Optima. Thankfully, no injuries were reported as a result of this shooting.
After the shooting, the white Kia Optima used in the incident was located abandoned in a parking lot of a car dealership in Goldsboro, Maryland. It was determined that the Kia had been previously reported stolen from Camden, Delaware. It was determined that while at the dealership, the suspects stole a black Hyundai Elantra.
At 4:26 p.m., Dover Police Officers observed a black Hyundai Elantra without a license plate driving in the area of Capital Green. Officers attempted to stop this vehicle and the suspects failed to stop leading to a vehicle pursuit. The pursuit traveled throughout Dover and Camden, ultimately ending in the area of Willow Grove Road and Mahan Corner Road. McGuire, the 15-year-old, and the 16-year-old were all taken into custody without further incident and a .38 Caliber revolver was located inside.
The three suspects were transported to Dover Police Department where they were processed and arraigned.
It was learned that the suspects were all wanted by Delaware City Police Department for Motor Vehicle Theft. Additionally McGuire and the 16-year-old were wanted by the Delaware State Police on Motor Vehicle Theft charges. McGuire was also wanted by the Dover Police Department for Motor Vehicle Theft.
McGuire was committed to SCI on $47,000 cash bail on the following charges: -Possession of a Firearm During the Commission of a Felony -Possession of a Firearm or Ammunition by a Person Prohibited (2x) -Reckless Endangering First Degree (2x) -Aggravated Menacing -Illegal Gang Participation -Receiving Stolen Property Over $1,500 -Conspiracy Second Degree

The Dover Police Department will be participating in an emergency response exercise at the Delaware State University Health Sciences Building, 300 South New Street Dover, DE on Thursday, April 17, 2025. The exercise is scheduled to begin at approximately 8:00 a.m. and is expected to end by 12:00p.m. Emergency equipment and personnel will be in the area of the facility, but should not affect traffic flow or daily operations.
These exercises are designed to test the capabilities of the Dover Police Department and other participating agencies in the event of a true emergency. The exercise also allows participants to become more educated about the resources that each individual agency and participant can provide in a true emergency and discuss ways to improve responses to such incidents.
This exercise is not expected to disrupt area traffic. There will be a large gathering of emergency vehicles, equipment, and personnel on site but the public should not be alarmed as this is only a training exercise.

Narrative: The Dover Police Department has arrested Isiah Worthy, 28, of Dover, on graffiti charges following an incident that occurred early Sunday morning. The investigation began at 10:13 a.m., when Patrol Officers were checking the area of Simon Circle attempting to locate a suspect of an unrelated complaint. While there, a Patrol Supervisor was approached by a complainant/witness who advised that someone was writing in black permanent marker on City owned poles and signs. The witness provided a description of the suspect and the last known direction of travel. The responding Officer located Worthy, who matched the witness description, walking in the area of Loockerman Street and South Kirkwood Street.
The ensuing investigation revealed that Worthy had defaced a City of Dover Electric Pole and a Stop Sign in the area of Lincoln Street. It was also discovered that Worthy had an outstanding warrant. Worthy was taken into custody and transported to Dover Police Department where he was processed and arraigned. It should be noted that the graffiti included references to the KKK but the context and intent of the reference is still undetermined. After Worthy’s release, additional graffiti reports of similar style began to be received by the Police Department. The most concerning was the defacing of the marquee sign of one of our Downtown places of worship.
The Department believes that there may be more victims related to this graffiti spree, particularly in the Downtown area. The Patrol Unit is scanning for more damage locations and the Dover Police Department Criminal Investigation Unit is continuing this investigation. Additional charges may be forthcoming based on investigative findings and a potential determination by the Department of Justice. Narrative: The Dover Police Department is investigating a shots-fired incident that resulted in two vehicles being damaged Monday afternoon. The investigation began at 3:54 p.m., when Dover Police received a call from a victim advising their car had been struck by gunfire in the 800 block of West North Street. Officers responded and made contact with the victim. The ensuing investigation revealed that while the victim was driving on West North Street, their vehicle was struck by gunfire in the area of Simon Circle. It was determined that a second occupied vehicle was also hit during this incident. No injuries were reported. During the investigation, Officers located two handguns in the area of a residence in the 800 Block of West North Street, Dover, DE.
Detectives are working to determine the number/description of all suspects involved in this incident.

Narrative: The Dover Police Department is continuing their efforts to address quality of life issues in the City of Dover, which include prostitution. The Dover Police Department has been actively exploring strategies that will help address all of the concerns, including measures to deter patronage. Patronizing or soliciting the services of a prostitute is a crime punishable by law, and both the police and the Delaware Department of Justice are cracking down on offenders in Dover and throughout the State.
On March 24th, 2025, the Dover Police Department conducted an operation specifically targeting prostitution at an undisclosed Dover area Hotel. As a result of the operation, the following individuals were arrested and charged:

The Dover Police Department is announcing the graduation of the Dover Municipal Police Academy. On Friday, March 14, 2025, the department hosted a graduation ceremony at the Dover Middle School Campus auditorium to celebrate the end of the 21-week training academy. Nineteen recruits from twelve Delaware police agencies successfully completed the training and graduated.
Speakers at the ceremony included Chief Deputy Attorney General Dan Logan, City of Dover Mayor Robin Christiansen, and City of Dover Police Chief Thomas Johnson Jr.
Several awards were also presented for outstanding performances by academy recruits:
Academic Achievement Award The Academic Achievement Award is awarded to the recruit who continued to demonstrate a high level of academic proficiency throughout academy training. Based on a series of tests to prove their understanding of course content, the recruits all received a final academic GPA. While all of the recruits demonstrated tremendous work in the academic area, this recruit earned the highest average in the class.
The award was presented to Chase Morris of the South Bethany Police Department
Top Shot Award The Top Shot Award is awarded to the recruit who demonstrated the highest level of marksmanship proficiency and firearms safety throughout a series of day and night firearms training and qualification courses.
The Top Shot award was presented to Adam Ur of the Dewey Beach Police Department
Physical Fitness Award The Dover Police Academy Physical Fitness Award is awarded to the police recruit who demonstrated a high level of physical fitness, strength, and endurance throughout the academy. This recruits also continued to push themselves to a higher level throughout the 21 weeks of physical training.
The Physical Fitness Awards was presented to Isaiah Brown of the Lewes Police Department.
Francis T. Schneible Resiliency Award The Francis T. Schneible Resiliency Award is given to the police recruit who showed the most resiliency during the academy. Francis Schneible began his law enforcement career with the Dover Police Department in 1968. Just one year into his tour, Schneible was shot by a shoplifting suspect who was armed with a shotgun. Schneible’s resiliency allowed him to continue to serve for four more years with Dover, later joining the Delaware State Police. Schneible unfortunately lost his life 24 years after the shooting due to difficulties stemming from his injuries he sustained.
The recipient of the Francis T. Schneible Award was Sean Holton of the Lewes Police Department
Corporal Thomas Hannon Top Recruit Award The Corporal Thomas Hannon Top Recruit Award is given to the police recruit who displayed an outstanding effort and demonstrated quality leadership throughout the 19-week academy. This recruit always gave their best effort and went above and beyond to help their classmates throughout the challenges of the academy. Corporal Thomas Hannon began his law enforcement career with the New York City Police Department before joining the Dover Police Department in 2005. Corporal Thomas Hannon was also named the Top Municipal Recruit of his Delaware State Police 76th/64th Academy Class, which made it even more appropriate to name this award in his honor.
In 2012, Corporal Hannon suffered a leg injury during the arrest of a suspect and continued to suffer from complications as a result. On September 1st, 2017, Corporal Hannon lost his life as a result of medical complications stemming from the injury and subsequent surgeries.
The recipient of the Corporal Thomas Hannon Top Recruit Award was Lucas Hudson from the Lewes Police Department.

Narrative:
The Dover Police Department has issued a Gold Alert for Wyatt Aiello, 17, of Dover, DE. Aiello was last seen on January 27th, 2025 at approximately 9:00 a.m. in the 100 block of Derbyshire Ave Dover, DE. Aiello is described as a white male, 5’10”, 117 pounds, with brown hair and brown eyes. At the time, he was wearing a hooded sweatshirt and jeans. Attempts to contact him have been unsuccessful and there is a concern for his safety.

Narrative: The Dover Police Department has arrested Alvin Williams, 30, of Dover, on weapons charges following an incident that occurred late Friday night. The investigation began at 10:39 p.m. when the Dover Police Department began to receive reports of gunshots being fired in the area of the 1200 block of East Division Street. One of the 911 callers reported a male additionally armed with a knife while running and screaming. Responding Officers searched the area and determined the shots were coming from an alleyway off Willis Road, north of North Little Creek Road.
Officers located Williams in this alleyway and observed that he appeared to be under the influence of an unknown substance or possibly experiencing a mental health crisis. He was grunting and would not engage in communication or comply with the direction of Officers. As it was still unclear if Williams was responsible for the gunshots, Patrol Officers prepared several “less than lethal” options before they attempted to secure him.
Once contacted, Williams began to physically resist the Officers and a handgun fell out of his outer clothing onto the ground. At this point, a Police K9 was employed and Williams was secured in handcuffs shortly thereafter. The firearm was determined to be a .45 cal. handgun loaded with an extended magazine. A spent .45 cal. shell casing was later recovered from the alley. The described knife was also recovered from Williams before he was transported to the hospital.
Williams was treated at BayHealth Kent Campus for a leg injury related to the K9, released, and then transported to Dover Police Department to be processed and arraigned.
Williams was committed to SCI on $23,050 secured bail on the following charges:
-Possession of a Firearm or Ammunition by a Person Prohibited (2x) -Carrying a Concealed Deadly Weapon -Resisting Arrest -Discharging a Firearm in City Limits (Civil Citation)
Williams is presumed innocent until proven guilty.
