Narrative: The Dover Police Department has arrested John Lassiter, 23, of Dover, following an incident Wednesday evening. The investigation began at 8:31 p.m., when members of the Drugs, Vice and Organized Crime Unit, Street Crimes, and Delaware Probation and Parole, were in the 400 Block of Barrister Place assisting with a shooting complaint that had occurred earlier in the evening. While on scene, Officers attempted to detain Lassiter at which point he ran away from them. After a brief foot chase, he was taken into custody in the 500 block of Roberta Avenue. Delaware Probation and Parole Officers conducted an administrative search of Lassiter’s vehicle and located a loaded Berretta Pico .380 handgun, concealed under the driver’s seat. Initial investigation indicates that this firearm is not related to the earlier shooting that occurred on Barrister Place.
Lassiter was transported to Dover Police Department where he was processed and arraigned.
Lassiter was committed to SCI on a Violation of Probation and released on $15,500 unsecured bail on the following charges: -Possession of a Firearm/Ammunition by Person Prohibited (2x) -Carrying a Concealed Deadly Weapon -Resisting Arrest

Narrative: The Dover Police Department is investigating a shooting that resulted in several homes and a vehicle being damaged by gunfire. The investigation began at 7:42 p.m., when Dover Police received a call for shots fired in the 400 block of Barrister Please. Officers responded and located two homes, and a vehicle that had been damaged by gunfire. Both homes were occupied at the time of the shooting and no injuries were reported.
The ensuing investigation revealed that two black males wearing black clothing and masks were responsible for the shooting, but fled prior to police arrival.
There are no additional leads at this time.

The Dover Police Department participated in a multi agency warrant round up on Tuesday, which led to multiple arrests. Beginning in the early morning hours of Tuesday, August 27th, officers from the Dover Police Department, Delaware Probation and Parole, and Delaware Department of Corrections, worked together to apprehend persons with outstanding warrants for their arrest. The operation was a success, with 15 persons being arrested on numerous criminal charges as well as several capias’ issued by courts across the state.
As part of this operation, Jakeel Young, 28, and Hakeem Gibson, 28, both of Dover, were taken into custody at a residence in the 400 block of Court Street Dover, DE for outstanding warrants. While at the residence, officers located a loaded stolen Sentry Arms 9mm Draco pistol, a loaded Smith and Wesson 9mm handgun, 61 doses of oxycodone, 7 doses of doxycycline, 3 doses of buprenorphine, and 208.9 grams of promethazine.
Both men were transported to Dover Police Department where they were processed and arraigned.
Young was committed to SCI on $16,000 cash bail on the following charges: -Possession of a Large Capacity Magazine -Possession of a Firearm/ammunition by a Person Prohibited (3x) -Receiving a Stolen Firearm
Gibson was committed to SCI on $14,000 secured bail on the following charges: -Possession of a Large Capacity Magazine -Possession with Intent to Deliver a Controlled Substance (5x) -Possession of a Controlled Substance -Possession of Drug Paraphernalia
Both suspects are presumed innocent until proven guilty.

Narrative: The Dover Police Department has been collaborating with the Delaware Department of Justice to find ways to deter prostitution in the City of Dover. In July, the team conducted an operation aimed at identifying and arresting patrons of prostitution. This operation resulted in the arrest of four individuals.
On August 22, 2024, the Dover Police Department teamed up with the Delaware Department of Justice’s Human Trafficking Unit to conduct an operation focused on identifying individuals who were engaged in prostitution. The goal was to identify and then contact these individuals and in an effort to offer them resources such as food, housing, and hygiene products. Education and resources to assist with substance abuse and mental health were also provided.
During this operation, Officers were able to locate 6 females engaged in prostitution. They were introduced to a multi-disciplinary team of outreach professionals who attempted to connect the women with services suitable to their needs. At this time, it is still unclear how many of them will follow up and take advantage of the available resources.

Narrative: The Dover Police Department is investigating a burglary that occurred at Little Caesars Pizza early Tuesday morning. The investigation began at 2:32 p.m., when Dover Police responded to the business for a late report of a burglary. Officers responded and contacted the business. The ensuing investigation revealed that at 4:30 a.m. Tuesday, a delivery crew was at the business making a scheduled drop off. During this time, an exterior door was left unsecured and a black male entered the store, gained entry into the cash register, and removed an undisclosed amount of money then left.
The suspect is described as a black male wearing a black shirt and overalls.

Dover, DE – The Dover Police Department would like to thank every agency and all associated personnel who played a crucial role in ensuring the safety and success of the PHISH Mondegreen Festival, which took place in Dover from August 15th to August 18th.
First, we would like to thank the Kent County Department of Public Safety and assisting Emergency Medical Personnel from all over the State of Delaware for their unwavering dedication and exceptional service throughout the event. The Paramedics and EMTs faced significant challenges during the festival. They managed dozens of overdoses, medical emergencies, and other situations (such as combative patients) which often stretched their resources to the limit. Their professionalism and swift responses were instrumental in safeguarding the health and well-being of both festival attendees and the residents of Dover. Their efforts are highly valued and deeply appreciated.
Portable medical treatment centers, staffed by Doctors and Nurses from the Bayhealth medical center, worked endless hours alongside the EMS teams to assist patients that were suitable for treatment at the venue, rather than being transported to, and potentially overwhelming an area hospital. In this sense, the healthcare workers were the stars of the show.

Undercover Officers purchased an amount of MDMA from Hodgkinson and he was taken into custody without incident. He was found in possession of MDMA, LSD and Ketamine. Detectives searched his hotel room and located more drugs. In total, the following items were located: 65.0 grams of ketamine, 130.4 grams of MDMA, 97 doses of LSD, and over $1,000 in suspected drug proceeds.
Hodgkinson was transported to Dover Police Department where he was processed and arraigned.

Hey Dover, Tom Johnson, I’m the Chief of Police, City of Dover Police Department. I want to talk to you today about off road vehicles, dirt bikes, quads, and the dangers that they present to the community when they’re out in traffic. It’s a constant problem all over America. Dover is no different, and we’re trying to make things safer. We’re trying to make things better for everybody’s quality of life. Dover City Council just recently passed an ordinance outlawing these vehicles on City streets and on public property. This is a heads up to anybody that might enjoy their motorcycle, enjoy their four-wheeler, they have an off-road vehicle. You can’t have it on city streets. It’s too dangerous, too many bad things can happen; people get hurt. An ordinance was passed that has very heavy fines for anybody caught riding one of these things, moving through the city on one of these things, letting your friend, letting your child, whatever the case may be, 1000s of dollars will be coming your way in fines and court costs if the Dover Police catch you on the streets or on public property in an off-highway vehicle. This is a warning. This is a heads up. We don’t want to be confiscating people’s private property. We don’t want to be enforcing this ordinance unless we have to. So please confine your activities to the places that are designed for dirt bikes, that are designed for four-wheelers, and not on city streets where, inevitably there’s a tragedy, somebody gets hurt. We want to give you the heads up. Enforcement is coming soon. Stay safe, enjoy your recreation, but we need to do it responsibly. Thanks for listening.”
On July 8, 2024, Dover City Council revised Chapter 106 – Traffic and Vehicles, Article 1 – In General, Section 106-14. This local law relates to “off-road or off-highway” motor vehicle regulations. In short, it is a ban on dirt bikes, ATVs, Quads, and other motorized vehicles that are not “street” legal or compliant to the vehicle code for use on public traffic ways. This written release and video announcement is designed to offer reasonable notice to owners of such vehicles so they might avoid fines and confiscation of their OHV/ORV. The community can expect investigations and enforcement to begin with the arrival of Labor Day weekend and the end of the summer travel season. Confiscated OHV/ORV’s will be converted to revenues reserved for use in support of victims of violent crime or tragic events. There is no connection between the Police Department Budget and any enforcement decision or action. Narrative: The Dover Police Department is investigating a burglary that occurred at Dragonland Smoke Shop early Wednesday morning. The investigation began at 2:13 a.m. Wednesday, when Officers were dispatched to the business for the report of a glass break alarm. Officers responded and located the front glass doors of the business shattered. The ensuing investigation revealed that two suspects broke into the business by shattering the glass doors. Once inside, the suspects removed various products and left.

The Dover Police Department has arrested Eugene Johnson, 18, and a 17-year-old male, both of Dover, for the shooting that occurred on July 28th.(see full release below) Through the investigation, Detectives identified Johnson and the 17-year-old male as the suspects responsible for the shooting and obtained warrants for them. On 08/12/2024 at 8:40 a.m., the 17-year-old was taken into custody without incident. He was transported to Dover Police Department where he was arraigned. Johnson was being held at SCI on separate charges and was arraigned at the facility.

At 11:13 p.m., members of the Dover Polcie Department’s Street Crimes Unit, in collaboration with Delaware Probation and Parole, contacted Brown in the area of South New Street and West Reed Street, as part of an illegal drug and firearm investigation. Brown was taken into custody without incident and found in possession of a loaded 9mm handgun with an extended magazine that had an obliterated serial number, 49 bags of heroin and 5 Levorphanol pills. Brown was transported to Dover Police Department where he was processed and arraigned.

Narrative:
The Dover Police Department is investigating an Officer-involved firearms discharge that occurred Monday afternoon during an arrest. The investigation began on Monday, July 22nd, 2024, at 2:21 p.m., when members of the Dover Police Department’s Special Operations Response Team were attempting to contact Millard Richardson, 22, of Smyrna, inside of a vehicle in the parking lot of the Sleep Inn Hotel. Officers were attempting to arrest Richardson as the result of a firearm and gang investigation and had information that he currently had a firearm, which he is prohibited from possessing.
When Officers contacted him, he attempted to drive away, causing his vehicle to hit a Dover Police vehicle. After causing the collision, Richardson continued to refuse to exit his vehicle. Officers broke the driver-side window to gain access to the car and due to the vehicle having dark window tint. During this time, a departmentally issued rifle discharged. Richardson and an Officer both sustained injuries to their hands during this incident. Richardson was taken into custody without further incident and transported to Bayhealth Kent Campus for treatment. The Officer involved was also transported to Bayhealth Kent Campus and was treated and released.
The exact cause of the injury to Richardson and the cause of the firearms discharge is currently under investigation by the Dover Police Criminal Investigations Unit and the Delaware Department of Justice – Division of Civil Rights and Public Trust.
There were two other individuals in the vehicle at the time of this incident; a 24-year-old male from Dover and a 21-year-old male of Smyrna. Both were uninjured.
Detectives obtained and executed a search warrant on the vehicle that Richardson was operating. Detectives located the following items as a result of the search:
-A loaded Black Polymer 80 .40 caliber handgun which was concealed between the driver’s seat and center console of the vehicle -Over $1,000 -219.6 grams of marijuana -56.7 grams of THC Wax -7 Grams of marijuana edibles and oils -A digital scale and other drug paraphernalia -15.5 doses of Xanax
Once Richardson is released from Bayhealth Kent Campus he will be charged with the following: -Possession of a Firearm During the Commission of a Felony -Possession of a Firearm or Ammunition by a Person Prohibited (3x) -Possession with Intent to Deliver a Controlled Substance -Carrying a Concealed Deadly Weapon -Criminal Mischief Over $1,000 but Less than $5,000 -Resisting Arrest -Possession of a Controlled Substance -Possession of Drug Paraphernalia
The Officer involved in the incident is a 2 ½ year veteran of the Dover Police Department and is a member of the Patrol Division. Consistent with standard policy, the Officer has been placed on administrative leave, with pay, pending the outcome of the investigation. As previously stated, the Dover Police Department will continue to investigate this incident in coordination with the Delaware Department of Justice – Division of Civil Rights and Public Trust and will provide additional details as they become available.

The Dover Police Department is currently accepting applications for the 2024 Citizen’s Police Academy. The Citizen’s Police Academy (CPA) is a program that meets once a week on Wednesday evenings from 6:00p.m-9:00pm. The academy will begin on September 11th and ends on November 13th, 2024. This program is designed to provide members of the Dover community with additional knowledge about their police department. It allows citizens of Dover to become more educated on Dover Police Department procedure and the pressures associated within law enforcement. We seek and invite a diverse group of people who either live in or work in the City of Dover to apply. You do not have to be a Dover citizen to attend. There is no cost to attend the Citizen Police Academy.

Narrative: In recent months, the Dover Police Department has received several complaints regarding quality-of-life concerns in the downtown area, including prostitution. The Dover Police Department has been actively exploring strategies that will help address all of the concerns, including measure to deter patronage. Patronizing or soliciting the services of a prostitute is a crime punishable by law, and both the police and the Delaware Department of Justice are cracking down on offenders in Dover and throughout the State.

“To those who solicit prostitution, you have been put on notice,” said Attorney General Kathy Jennings. “I am grateful to our team and the Dover Police Department for this great work. We will continue to do everything in our power to protect the quality-of-life of citizens and businesses in Dover and across Delaware”
Chief Johnson echoed his appreciation to the team that conducted the operation and also offered: “This operation is a small but significant step towards enhancing the safety of our downtown area. The suspect handed the message to the teller and the teller gave the suspect an undisclosed amount of cash. The suspect then fled in a westbound direction on foot, taking the note with him.

Narrative: The Dover Police Department is investigating a serious motor vehicle crash that left two boys (15 and 14 years old) with serious injuries. The 15-year-old male was operating a stolen motorcycle (Honda Grom) with the 14-year-old as a passenger. The 15-year-old operator rode recklessly, running several red lights, and disobeying multiple traffic laws prior to the collision. The motorcycle was later determined to be stolen out of Philadelphia.
While traveling south on North DuPont Highway, approaching Lepore Drive, the 15-year-old operator of the stolen motorcycle ran a red light at a high rate of speed and collided with the side of a Honda CRV that was legally making a U-turn. Both the operator and passenger of the motorcycle suffered serious injuries and were transported to Bayhealth Kent Campus for treatment. Further investigation revealed that the 15-year-old operator was under the influence of alcohol as well.Both teens remain hospitalized in stable condition.Once released from medical care, the 15-year-old operator will be charged with the following offenses:-DUI-Vehicular Assault 2nd Degree (x2)-Receiving Stolen Property-Multiple Traffic Offenses

Narrative:
The Dover Police Department has arrested Agmere Matthews, 32, of Dover, on drug and firearm charges following a shots fired complaint early Wednesday morning. The investigation began at 4:04 a.m., when Dover Police was called to the unit block of South New Street for the report of shots fired. Officers were able to review downtown surveillance and observe a suspect in the area holding a firearm. Officers responded to the area and took the suspect, identified as Matthews, into custody without incident. Officers located 23 grams of crack cocaine, and an undisclosed amount of money on Matthews when he was taken into custody. Officers also located a Walther .38 caliber firearm after canvassing the area that Matthews had come from prior to being taken into custody.
Matthews was transported to Dover Police Department where he was processed and arraigned.

The investigation began at 9:34 a.m., when Dover Police received a call for a burglary that had occurred at Laundry Lagoon. Officers responded and the ensuing investigation revealed that at approximately 1:00 a.m., a suspect entered an unsecured door at the business and, once inside, damaged a vending machine and stole merchandise before leaving. Keenan was identified as the suspect in this incident and he was taken into custody without incident at a nearby business.
Keenan was transported to Dover Police Department to be processed and arraigned.

The Dover Police Department will once again bring the National Night Out to the Dover community on Tuesday, August 6th from 6-8pm. The event brings the Dover Police Department, along with several emergency agencies and military personnel to one place where the public can bring their families to meet and greet local heroes and see the equipment used in their jobs while forming a positive relationship with the community. In addition to appearances and demonstrations by these agencies, Night Out will feature fun activities for all ages along with food and beverages for all while supplies last. The Dover Police Department has arrested Fred Williamson IV, 30, of Dover, on robbery charges following an incident late Saturday night. The investigation began at 10:52 p.m., when Dover Police were called to the area of West Division Street and South Bradford Street for a report of a robbery. Officers responded and contacted the victim. The ensuing investigation revealed that the victim was sitting in a vehicle when he was approached by a female and a group of males. One of the males, Williamson, demanded that he turn over money and property. The victim did not initially comply, and Williamson punched the victim and began assaulting him, causing minor injuries. The victim refused all medical treatment. Williamson took an undisclosed amount of money and property from the victim and left the area.
While on the scene speaking with the victim, Williamson was observed walking in the area. Officers attempted to contact him; however, he ran away on foot. After a brief foot chase, Williamson was taken into custody without incident. He was transported to the Dover Police Department to be processed and arraigned.

Narrative: The Dover Police Department has arrested Brittney Wharton, 32, and Nathaniel Cooper, 42, both of Dover, on firearm and drug charges following an investigation into the illegal purchasing of firearms. The investigation began when members of the Dover Police Departments Drugs, Vice and Organized Crime Unit, in collaboration with the ATF, learned that Wharton had purchased several firearms, high-capacity magazines, and ammunition for Cooper, who is prohibited from possessing firearms or ammunition. Based on their investigation, Detectives obtained warrants for Wharton and Cooper.
On June 13th, 2024 Detectives executed a search warrant on a residence in the unit block of Fair Wind Place associated with Wharton an Cooper. During the search, officers located high capacity firearm magazines, ammunition, Psilocybin mushrooms and drug paraphernalia. Wharton and Cooper were taken into custody without incident at the residence and transported to Dover Police Department to be processed and arraigned.
Wharton was released on unsecured bail on the following charges: -Giving a Firearm to a Person Prohibited (5x) -Engaging in a Firearms Transaction on behalf of Another (7x) -Intentionally Makes False Oral or Written Statements intended or Likely to Deceive a Firearm Dealer (6x) -Providing a False Statement to Law Enforcement -Conspiracy Second Degree

Narrative: The Dover Police Department has arrested a 16-year-old male, and a 17-year-old male, both of Dover, on robbery and related charges following an incident Sunday evening. The investigation began at 6:12 p.m., when Dover Police Department received a call for a robbery that had occurred on a walking path off of Mifflin Road, south of Forrest Avenue. Officers responded and contacted the victim who advised that as he was walking on the path, he was approached by two suspects and one displayed a handgun. The suspects demanded the victim turn over several items and he complied. The suspects then left the area.
While canvasing the area, officers located both suspects walking in the Village of Westover park area. Officers contacted them, however they both ran on foot, and were eventually taken into custody. Officers located a loaded Glock 19 handgun in the path where the suspects ran. Both suspects were transported to Dover Police Department where they were processed and arraigned.
Both suspects were committed to Stevenson House Detention Facility on $56,000 cash bail on the following charges: -Robbery First Degree -Possession of a Firearm During the Commission of a Felony -Possession of a Firearm/Ammo by a Person Prohibited (2x) -Conspiracy Second Degree -Resisting Arrest

Narrative: The Dover Police Department has arrested Djerryson Charles, 26, of Milford, on various charges following a major vehicle collision Tuesday afternoon. The investigation began at approximately 3:50 p.m. when the Dover Police Department received a call to assist the Capital Police Department with an erratic driver at the Dover Department of Motor Vehicles. Capital Police attempted to stop the vehicle, operated by Charles; however, the vehicle reversed and intentionally rammed the occupied police vehicle, causing the officer to sustain injuries. The officer was transported to Bayhealth Kent Campus for injuries sustained during this accident. The officer is identified as a 2-year veteran of the Capital Police Department and is assigned to Patrol.
The vehicle left the parking lot and drove northbound on North DuPont Highway. At some point during this incident, the vehicle crossed over the median and was traveling northbound in the southbound lanes and struck multiple vehicles in the area of East Loockerman Street, causing the vehicle to become disabled. Charles ran from the scene on foot after this collision; however, he was taken into custody without incident by Dover Police Officers responding to the scene.
As a result of the collision, a 48-year-old male and a 22-year-old male were transported to Bayhealth Kent Campus for injuries related to the collision.
Upon taking Charles into custody, Officers noticed that he was exhibiting signs of impairment and proceeded with a DUI investigation. After the investigation, Charles was arrested to DUI and related charges.
He was transported to Dover Police Department where he was processed and arraigned.

Narrative: The Dover Police Department has arrested a 16-year-old male, and a 15-year-old male, both of Dover, on multiple charges following a burglary early Sunday morning. The incident began when Dover Police received a call for an alarm at Dragon Land Smoke Shop at 2:31 a.m. Officers responded and observed the front glass was broken however the suspects were not successful in making entry into the business. While reviewing surveillance video, officers obtained a description of the suspects and began to check the area. Officers located three suspects and attempted to stop them at which time a they ran from officers. Officers were able to take two of the suspects into custody and identified them as the 16-year-old male and the 15-year-old male. Both suspects were transported to Dover Police Department to be processed.
Through further investigation, it was determined that the 16-year-old male was responsible for a February burglary at Sky Vape Smoke Shop, a February burglary at Cosmic Vape Smoke Shop and an attempted burglary at Cosmic Smoke Vape Shop in April.

**UPDATED** 05/26/2024 – The Dover Police Department has arrested William Mills, 59, of Dover for the murder of Jonair Pollard, 29, of Dover, who died as a result of the shooting yesterday, May 25th, in Capital Green.
Detectives identified Mills as the person responsible for the shooting and on May 26th, members of the Dover Police Department’s Special Operations Response Team executed a search warrant in the 400 East Wind Drive Dover, DE. Mills was taken into custody without incident at the residence and he was transported to Dover Police Department to be processed and arraigned.

Narrative: The Dover Police Department is investigating a shooting that left a home damaged, and a 24-year-old male of Dover injured Monday night. The investigation began at 10:43 p.m., when Dover Police was called for shots fired in the unit block of South New Street. Officers responded to the scene and found a home that was occupied by a 60-year-old male, and a 70-year-old male, both of Dover, damaged by gunfire. The men were not injured as a result of the shooting. While on scene, it was reported that a 24-year-old male of Dover had arrived at Bayhealth Kent Campus with a gun shot wound to his arm. The victim was uncooperative with Detectives and would not provide any additional information or suspect description.
The ensuing investigation revealed the the 24-year-old male was walking with someone on South New Street when a suspect dressed in dark clothing began shooting at them, striking the victim in the arm. The suspect then left the area and the victim went to Bayhealth Kent Campus.

Narrative: The Dover Police Department is investigating a shooting that left two vehicles and an occupied house damaged Sunday afternoon. The investigation began at 3:36 p.m., when Dover Police was called for shots fired on Barrister Place. Officers responded to the scene and located several spent shell casings in the area. The ensuing investigation revealed that a white Honda Accord drove onto Barrister Place and an unknown suspect(s) began firing several shots striking a residence that was occupied by a 68-year-old male of Dover, and two unoccupied vehicles. The vehicle then left the area. No injuries were reported as a result of this incident.

Narrative: The Dover Police Department has arrested a 17-year-old male, of Dover, on murder charges, following a shooting that occurred Wednesday morning. The investigation began at 10:26 a.m., when Dover Police Department was called for shots fired from within a residence located in the 400 block of River Road. Officers responded and located the victim, a 54-year-old male of Seaford, inside of the residence, who had sustained a gun shot wound to his upper body as a result of the shooting. Officers and emergency medical personnel rendered aid to the victim on scene until he was transported to Bayhealth Kent Campus. Tragically, the 54-year-old was pronounced dead at the hospital as a result of his injuries. The victim’s name is being withheld pending family notifications.
The ensuing investigation revealed that the 54-year-old victim and the suspect were involved in a verbal and physical altercation inside of the residence. During this altercation, the 17-year-old obtained a firearm and shot the victim. The suspect left the residence prior to Police arrival.
At approximately 1:30 p.m., the 17-year-old came to Dover Police Department to turn himself in. He was taken into custody without incident.
The 17-year-old was committed to Stevenson House Detention Center on $535,000 cash bail on the following charges: -Murder in the First Degree -Possession of a Firearm During the Commission of a Felony -Possession of a Firearm by a Person Prohibited

Narrative: The Dover Police Department has arrested Angel Lake, 50, of Dover, on firearm charges, following a complaint Wednesday afternoon. The investigation began at approximately 3:00 p.m., when the School Resource Officer assigned to the school was notified that Lake was inside the school with a firearm. The officer contacted Lake and located an unloaded 9mm handgun inside of a holster on her hip along with a magazine. The ensuing investigation revealed that Lake was at the school attending a prescheduled meeting with staff. It was determined that Lake was prohibited from possessing firearms.
The Dover Police Department is still evaluating the facts of this case to determine how Lake was able to attend the meeting while in possession of the unloaded 9mm firearm.
Lake was taken into custody without incident and transported to Dover Police Department to be processed and arraigned.
Lake was released on $11,000 unsecured bail on the following charges: -Possession of a Deadly Weapon in a School Zone -Possession of a Firearm or Ammunition by a Person Prohibited (2x)

Narrative: The Dover Police Department has arrested Javon Johnson, 19, of Dover, on firearm and related charges following a shooting Monday morning. The investigation began at 10:30 a.m., when Dover Police was called to Harmony Lane for the report of shots fired. Officers responded an began the investigation. The ensuing investigation revealed Johnson was responsible for the shooting, and during the incident, a vehicle that was occupied by a 20-year-old female of Smyrna, DE was struck by gunfire. She was not injured during this shooting. Johnson was taken into custody without incident inside an apartment in the 200 block of Harmony Lane. Detectives obtained and executed a search warrant at the residence. As a result of the search warrant, Officers located a loaded Glock 9mm handgun.
Johnson was transported to Dover Police Department where he was processed and arraigned.

The Dover Police Department held a press conference on Monday, May 6th, 2024 at 10:00 a.m., to announce the arrest of two suspects in the Delaware State University Homicide that occurred on April 21st. Details of the arrest and Chief Johnson’s statement are below.

“Good morning everyone. First, I would like to say thank you to all the participants involved in this briefing and to the members of the media for your attendance.
Most importantly, I want to express my deepest condolences to the family of Camay De Silva. Camay’s family has been in our thoughts from the moment this senseless act of violence occurred and our hope is that these apprehensions can help begin the process of healing.
The Dover Police Department is announcing the arrest of Destry Jones, age 20, and Damien Hinson, age 18, both of Dover, for the murder of Camay Mitchell De Silva.
Mr. Jones and Mr. Hinson are also charged with the attempted murder of a 20-year-old male and a 21-year-old male, also from Dover. For the record, Mr. Jones and Mr. Hinson are not enrolled as students at Delaware State University, they have no affiliation with the School.
As a matter of additional background, the Dover Police Department has been collaborating with the Delaware State University PD with added safety patrols at nighttime on weekends.
On Sunday, April 21, 2024 at 1:40 a.m., the assigned Dover PD team heard what they believed to be shots fired in the area of Gate 3 along College Road and responded to investigate.
At nearly the same time, Delaware State University Police Department received a report of shots fired on the grounds of the Main Campus. This phoned-in report stated the shots were associated with a physical fight in the area of the Tubman-Laws dormitory with the participants fleeing across College Road toward parking lot 16. Neither agency located a fight, nor a crime scene, based on first available information.
After a separate call was made to report a female on the ground near the Warren-Franklin dormitory, Officers responded and located Camay suffering from a gunshot wound to her head. Her body was situated to the north of the breezeway that connects the east and west sections of that dorm. Warren-Franklin dormitory is located in the immediate vicinity of Tubman-Laws dormitory.
Paramedics were immediately called and Camay was transported to Bayhealth Kent Campus for treatment. Tragically, she died from the injuries sustained during this incident.
As we have previously released, Miss De Silva was not involved in this altercation and we do not believe she was the intended target of the gunfire which originated from the breezeway area.
In continued collaboration, it was determined that Dover PD would take the lead in this investigation with DSUPD and many of our other law enforcement partners in support. Our investigation involved several witness interviews, extensive reviews of surveillance video, and forensic crime scene examinations.
Investigators ultimately learned that Mr. Jones and Mr. Hinson were part of a group that participated in the previously described physical altercation outside the Tubman Laws building with the previously noted 20 and 21-year-old males before any shots were fired.
It was also established that Jones and Hinson disengaged from the physical fight and took part in firing the shots that claimed the life of Miss De Silva. Detectives obtained warrants for Mr. Jones and Mr. Hinson and began looking for them.
On May 2nd, 2024, Jones was arrested at an apartment in the 1400 block of Prospect Place, in Brooklyn, New York. The apprehension was conducted by the U.S. Marshalls New York New Jersey Regional Task Force Brooklyn Division, the New York City Police Department, and Detectives from Dover Police.
Later that same day, Hinson was also taken into custody in the parking lot of Gateway West Shopping Center, located at 1030 Forrest Avenue here in Dover, by the US Marshals First State Fugitive Task Force, Dover Police Drugs, Vice and Organized Crime Unit, Dover Police S.O.R.T and Delaware Probation and Parole.
Mr. Jones is being held in New York awaiting extradition on the following charges:

2 Counts of Attempted Murder in the First Degree
1 Count of Possession of a Firearm During the Commission of a Felony

Narrative: The Dover Police Department is investigating a fatal motor vehicle collision that left a 64-year-old Pennsylvania man dead Monday afternoon. At approximately 12:39 p.m., Dover Police received a call for a serious crash involving a Nissan Murano and a motorcycle, in the area of North DuPont Highway and Rustic Lane. Officers responded to the area and located the 64-year-old victim, and immediately began to render aid. The victim was transported to Bayhealth Kent Campus for treatment. Sadly, he was later pronounced deceased as a result of his injuries. The victim’s name is being withheld pending family notification.
The ensuing investigation revealed that a Suzuki Motorcycle, operated by the victim, was stopped at the red light on North DuPont Highway southbound at the intersection of Rustic Lane. At the same time, a Nissan Murano, operated by a 20-year-old black male of Middletown, was traveling Southbound on North DuPont Highway approaching the same intersection. For unknown reasons, the 20-year-old failed to stop for traffic and struck the rear of the motorcycle. The driver of the vehicle was not injured.
The roadway was closed for approximately 3 and a half hours due to this investigation.

Narrative: The Dover Police Department is investigating a Robbery that occurred on West North Street early Sunday morning. The investigation began at 12:43 a.m., when Dover Police were called to the area of West North Street and Saulsbury Road for the report of an attempted Robbery. Officers responded and made contact with the victims, a 53 year-old-male and a 37-year-old female. The ensuing investigation revealed that the victims were walking on West North Street approaching Saulsbury Road when they were approached by a black male, wearing a mask and dark clothing, who was in possession of a firearm. The suspect demanded the victims turn over property. The female victim fled at this point and the male victim did not comply. The suspect then fled westbound on foot.

Narrative: The Dover Police Department has arrested Robert Ulrich, 32, of Dover, on arson charges following a house fire Saturday night. The investigation began at 10:15 p.m., when Dover Fire Department and Officers from Dover Police responded to the report of a structure fire in the 900 block of Schoolhouse Lane. Once the fire was extinguished, an investigation by the City of Dover Fire Marshall’s Officer in collaboration with Detectives from Dover Police determined that the fire was set intentionally. Through this investigation, it was determined that Ulrich was a resident of the home and was responsible for setting the fire.
Ulrich was transported to Dover Police Department where he was processed and arraigned.

Narrative: The Dover Police Department has arrested two 17-year-old black males and John Gregory, 20, all of Dover, following a robbery that occurred Wednesday night. The investigation began at 8:25 p.m., when Dover Police received the report of a robbery in the area of Village of Westover Apartments. Responding officers were advised that the suspects were in a black Dodge Durango that had fled the area. Officers located and attempted to stop the Durango in the area of Liberty Court Apartments however the vehicle failed to stop, turning onto Harmony Lane and accelerating at a high rate of speed. The vehicle reached a dead end in the back of the neighborhood and three suspects, who are currently unidentified, ran from the vehicle on foot. Three suspects remained in the vehicle and were taken into custody without incident.
Officers checked the area where the suspects ran and located a 9mm handgun.
The ensuing investigation revealed that the victim was robbed at gunpoint by the suspects that fled in the black Dodge Durango.
The three suspects were taken back to Dover Police Department where they were processed and arraigned.

The investigation began at 8:33 p.m., when Dover Police Department was called for a shooting in the area of South Governors Avenue and West Reed Street. Officers responded and located the victim, a 15-year-old male of Dover, who had sustained gun shot wounds as a result of the shooting. Sadly, the 15-year-old was pronounced dead on scene. The victim’s name is being withheld pending family notifications.
The ensuing investigation revealed that the victim was walking in the area of West Reed Street and South Governors Avenue when a group of suspects ambushed him and fired multiple shots at the victim. Through the investigation, Breshawn Best was identified as one of the people responsible for this shooting. Best was located and taken into custody without incident. He was transported to Dover Police Department to be processed and arraigned.

The Dover Police Department, in collaboration with the Delaware State University Police Department, is investigating a shooting that resulted in the death of a 18-year-old female, of Wilmington. The investigation began at approximately 1:40 a.m. Sunday morning, when DSU Police received a call for shots fired on campus, in the area Warren-Franklin Hall. Officers responded and located the victim, an 18-year-old female of Wilmington, who had sustained a gun shot wound to her upper body. Officers rendered aid to the victim and she was transported to Bayhealth Kent Campus for treatment. Tragically, the 18-year-old died at the hospital as a result of her injuries. The victim’s name is being withheld pending notification of her family. She was not a registered student of the University. No other injuries were reported. At this time, no suspect description is available.

Narrative: The Dover Police Department has arrested a 17-year-old black male of Middletown, a 17-year-old black male of Newark, and a 15-year-old black male of Middletown, following a traffic stop Saturday night. The investigation began when a Patrol Officer observed a vehicle traveling on North DuPont Highway without any lights on. The officer stopped the vehicle and contacted the occupants. Officers determined that the vehicle would be searched and all occupants exited the vehicle. As the 17-year-old driver exited the vehicle, he attempted to run away however he was taken into custody quickly. All occupants were taken into custody without further incident. A search of the driver revealed he was in possession of a Glock 19 handgun concealed in his pants that was later found to be reported stolen.
As a result of the search, officers located a black and green polymer 80 handgun equipped with a switch, giving it the capability to be fired in an automatic manner. Both firearms located were loaded. The 15-year-old was found in possession of a 3.4 grams of marijuana.
All of the defendants were transported to Dover Police Department to be processed and arraigned.
The 17-year-old of Middletown was committed to Stevenson House Correctional Facility on $100,502 secured bond on the following charges: -Possession of a Firearm During the Commission of a Felony -Possession of a Firearm/Ammunition by a Person Prohibited (2x) -Carrying a Concealed Deadly Weapon -Receiving a Stolen Firearm -Resisting Arrest -Traffic Charges (2x)
The 17-year-old from Newark was committed to Stevenson House Correctional Facility on $100,001 secured bond on the following charges: -Possession of a Firearm During the Commission of a Felony -Possession of a Firearm/Ammunition by a Person Prohibited (2x) -Carrying a Concealed Deadly Weapon -Possession of a Destructive Weapon -Possession of a Marijuana
The 15-year-old of Middletown was released on a criminal summons’ on the following charge: -Possession of Marijuana under 18 years old
All defendants are presumed innocent until proven guilty.

Yingling suffers from a condition that may pose a risk to her health and safety if not properly monitored and treated. Yingling is described as a white female, 5’4″, 140 pounds, blonde hair and hazel eyes. Yingling was last seen in the 800 block of North DuPont Highway Dover, DE. At the time, she was wearing a light colored long sleeve shirt with blue jeans and was operating a gray 2018 Jeep Compass, Delaware registration PC51710.

Narrative:
The Dover Police Department, in collaboration with the Delaware State University Police Department, is investigating a shooting that resulted in the death of a 18-year-old female, of Wilmington. The investigation began at approximately 1:40 a.m. Sunday morning, when DSU Police received a call for shots fired on campus, in the area Warren-Franklin Hall. Officers responded and located the victim, an 18-year-old female of Wilmington, who had sustained a gun shot wound to her upper body. Officers rendered aid to the victim and she was transported to Bayhealth Kent Campus for treatment. Tragically, the 18-year-old died at the hospital as a result of her injuries. The victim’s name is being withheld pending notification of her family. She was not a registered student of the University. No other injuries were reported. At this time, no suspect description is available.
Delaware State University provided the following statement.
“The DSU Police Department and staff will continue to take all necessary actions to ensure the health and well-being of our campus community. Counseling services are available in the Tubman Laws Hall housing office. The campus is closed today, events have been cancelled, and police patrols have been increased. No visitation will be permitted today.”

The ensuing investigation revealed that at 12:15 a.m., a heavy set black male wearing a white t-shirt and gray sweatpants, entered the restaurant by causing damage to the front glass. Narrative: The Dover Police Department is investigating a shots fired that occurred Monday afternoon in Capital Green. The investigation began at 2:01 p.m., when Dover Police received a call for several shots fired in the 400 block of East Water Street. Officers responded to the area and began to investigate. The ensuing investigation revealed that 3 to 4 black male suspects exited a vehicle and began shooting at a parked vehicle that was occupied. The suspects then fled in a white in color SUV. The person sitting in the vehicle that was shot fled the area as well prior to police arrival.

Narrative: The Dover Police Department has arrested Mitchell Harding,39, of Dover, on burglary charges, following an incident late Sunday night. The investigation began at 11:19 p.m., when Dover Police was called for an alarm at Valero. Officers responded and found a front window had been broken, allowing a suspect to make entry. Officers checked the business for the suspect with negative results.
Through the investigation, it was determined that the suspect forced entry into the business by breaking a front window. Once inside, the suspect removed an undisclosed amount of cigarettes, scratch offs, and vapes before fleeing. Officers were able to obtain a description of the suspect and began to check the area. Officers located Harding, who matched the description of the suspect, and he was taken into custody without incident. Officers were also able to recovers merchandise from the store as a result of the investigation. Harding was transported to Dover Police Department where he was processed and arraigned.
Harding was released on his ow recognizance on the following charges:

Narrative: The Dover Police Department has arrested Breshawn Best,19, of Dover, on murder charges, following a shooting that occurred Sunday night. The investigation began at 8:33 p.m., when Dover Police Department was called for a shooting in the area of South Governors Avenue and West Reed Street. Officers responded and located the victim, a 15-year-old male of Dover, who had sustained gun shot wounds as a result of the shooting. Sadly, the 15-year-old was pronounced dead on scene. The victim’s name is being withheld pending family notifications.
The ensuing investigation revealed that the victim was walking in the area of West Reed Street and South Governors Avenue when a group of suspects ambushed him and fired multiple shots at the victim. Through the investigation, Breshawn Best was identified as one of the people responsible for this shooting. Best was located and taken into custody without incident. He was transported to Dover Police Department to be processed and arraigned.

Narrative: The Dover Police Department has arrested Sadique Ingram, 23, of Dover, on murder charges, following a shooting that occurred on West Loockerman Street early Sunday morning. The investigation began at 1:26 a.m., when Dover Police Department was called for a shooting in the area of Irish Mike’s, where two subjects had been shot. Officers responded and located the victims, Syncere Friends, 25, of Dover, who had sustained a gun shot wound to his chest, and a 30-year-old female of Magnolia, who had sustained a gun shot wound to her lower body. Both victims were transported to Bayheath Kent Campus for treatment. Sadly, Friends died as a result of his injuries while at the hospital.
The ensuing investigation lead investigators to identify Sadique Ingram as the person responsible for the shooting. Detectives obtained warrants for his arrest and he was taken into custody during a traffic stop in Milford, Delaware late Sunday morning. Ingram was transported to Dover Police Department where he was processed and arraigned.
Ingram was committed to SCI on $1,000,000 cash bail on the following charges: -Murder First Degree -Possession of a Firearm During the Commission of a Felony -Assault First Degree -Possession of a Firearm During the Commission of a Felony

The Dover Police Department will be participating in an emergency response exercise at the Delaware State University Health Sciences Building, 300 South New Street Dover, DE on Thursday, April 11, 2024. The exercise is scheduled to begin at approximately 8:00 a.m. and is expected to end by 12:00p.m. Emergency equipment and personnel will be in the area of the facility but should not affect traffic flow or daily operations.
These exercises are designed to test the capabilities of the Dover Police Department and other participating agencies in the event of a true emergency. The exercise also allows participants to become more educated about the resources that each individual agency and participant can provide in a true emergency and discuss ways to improve responses to such incidents.
This exercise is not expected to disrupt area traffic. There will be a large gathering of emergency vehicles, equipment, and personnel on site but the public should not be alarmed as this is only a training exercise.

Narrative: The Dover Police Department has arrested David Pryor, 41, of Dover, on robbery charges following an incident Tuesday morning. The investigation began at 7:08 a.m., when Dover Police Department was called for the report of a trespassing in the unit block of West Loockerman Street. The ensuing investigation revealed that the victim, a 60-year-old male of Dover, called Dover Police to report Pryor trespassing in the area. After reporting this, Pryor punched the victim in his face and demanded he turn over property. The victim complied and Pryor fled. The victim declined medical attention.
Warrants were obtained for Pryor and he was taken into custody by Patrol Officers at 10:25 a.m., in the 200 block of South Queen Street.
Pryor was transported to Dover Police Department where he was processed and arraigned.

Narrative: The Dover Police Department has arrested a 15-year-old black male of Dover following a glass break alarm at First State Vape early Thursday morning. The investigation began at 2:07 a.m., when Dover Police Department was notified of an alarm at First State Vape. Patrol Officers quickly responded and observed two black males running from the business on foot. Officers chased the suspects and were able to take the 15-year-old male into custody. Officers checked the area for the second suspect and could not locate them. The ensuing investigation revealed that the suspects shattered the front glass of the business in an attempt to enter to store and steal items. The suspects were unsuccessful in making entry and did not take anything from the store. The 15-year-old was transported to Dover Police Department where he was processed.
