The Dover Police Department is announcing our 100th Anniversary Commemorative Ceremony to honor a century of service, dedication, and commitment to the community. The event will take place on Wednesday, March 12, 2025, at 1:00 p.m. at the Dover Police Department, located at 400 South Queen Street, Dover, DE. This event is open to the public and media.
The ceremony will honor the department’s rich history and recognize the men and women—both past and present—who have served to protect and uphold the safety of Dover’s residents since 1925.

Narrative: The Dover Police Department has arrested Jaimere Harrison, 24, of Dover, and Kemya Dennis, 21, of Georgetown on drug dealing charges following a traffic stop Friday. The Dover Police Department’s Drug, Vice, and Organized Crime Unit and Street Crimes Unit stopped a vehicle Friday at 4:03 p.m. on State Route 1 in the area of Dover Air Force Base in reference to an ongoing drug investigation. Upon stopping the vehicle, Officers identified the driver as Dennis and the passenger as Harrison. During the traffic stop, Harrison reached over the center console, turned the vehicle on, and attempted to press the gas pedal with his hand in an attempt to get away. Officers successfully deployed a tire deflation device and the vehicle became disabled. Harrison and Dennis were then taken into custody.
During a search of the vehicle, Officers located 1,315.7 grams of cocaine and suspected drug proceeds.
Both suspects were transported to Dover Police Department where they were processed and arraigned.
Harrison was committed to SCI on $103,000 cash bail on the following charges: -Possession with Intent to Deliver a Controlled Substance in a Tier 3 Quantity -Possession of a Controlled Substance in a Tier 3 Quantity -Resisting Arrest -Possession of Drug Paraphernalia

Narrative: The Dover Police Department has arrested Aahren Johnson-Wilder, 22, of Dover, following two burglaries and a pursuit late Wednesday night. The investigation began at 10:13 p.m. when Dover Police Department took the report of a burglary at First State Vape, 470 North DuPont Highway Dover, DE. Officers responded and located the front door shattered. The ensuing investigation revealed that a black male broke the front glass, entered the store, and removed several products before fleeing in a vehicle.
At 11:13 p.m. a Patrol Supervisor was driving in the area of Cosmic Smoke, 515 South DuPont Highway Dover, DE when he observed a black male running northbound from the business. The Officer also heard an audible alarm coming from the store and noticed the front glass to the business was shattered. The suspect entered a vehicle, however the Officer was able to conduct a traffic stop on him shortly after. Upon stopping the vehicle, the suspect was identified as Johnson-Wilder. Johnson-Wilder drove off during this traffic stop and a vehicle pursuit followed. The vehicle pursuit ended when Johnson-Wilder drove into the parking lot of Royal Farms, 6 W Lebanon Road Dover, DE, exited the vehicle, and ran away on foot. He was caught after a brief foot pursuit and it was determined that he was the same suspect that broke into First State Vape earlier in the night.
Johnson-Wilder was committed to SCI on $13,000 secured bail on the following charges: -Burglary Third Degree -Attempted Burglary Third Degree -Resisting Arrest -Failure To Stop On Command -Theft Less Than $1,500 -Attempted Theft Less Than $1,500 -Criminal Mischief (2x)

The Dover Police Department has arrested Rouma Aldonza, 22, and a 17-year-old male, both of Dover, for the shooting that occurred on Village Drive yesterday afternoon.
During the investigation, Detectives identified the suspect responsible for the shooting as the 17-year-old, and determined that he was driven to the scene in a vehicle. Detectives from the Drugs, Vice and Organized Crime Unit located the vehicle in a parking lot of Woodmill Apartments, 1300 South Farmview Drive at approximately 7:18 p.m. The Street Crimes Unit conducted a traffic stop on this vehicle and took the 17-year-old male and Aldonza into custody without incident.
The ensuing investigation led Detectives to obtain a search warrant on an apartment in “A” building of Woodmill Apartments. As a result of the search warrant, Detectives located a 9mm handgun. It was also determined that Aldonza drove the 17-year-old to the scene of the shooting.
The suspects were transported to Dover Police Department where they were processed and arraigned.
The 17-year-old male was committed to Stevenson House Detention Center on $88,000 cash bail on the following charges: -Possession of a Firearm During the Commission of a Felony -Reckless Endangering in the First Degree -Conspiracy in the Second Degree -Possession of a Firearm or Ammunition by a Person Prohibited(2x)

The ensuing investigation revealed that a Capital School District bus was dropping off a group of students from Dover High School on Village Drive. The victim was one of those students getting off the bus and an unknown masked suspect began chasing him. Soon after, the suspect began shooting at the victim as they both were running. The bus driver followed predetermined safety protocols and immediately left the area, ensuring the safety of the children who remained on the bus. Thankfully, no one was injured as a result of this shooting. At the time of this release, the victim is uncooperative with our Detectives and will not provide any additional information or suspect description.
Officers checked the area for the suspect, and any individuals that might be associated with the incident, but they could not locate anyone. Officers responded to Dover High School and confirmed that the bus was not struck, its driver and the remaining students were unharmed, and there were no active threats to the campus.
The Capital School District and the Dover Police Department routinely work together to address school safety. In addition to School Resource Officers, the District has been contracting supplemental Officers to ensure the safety of the schools. Narrative: The Dover Police Department has arrested a 16-year-old male of Dover, and is seeking two additional suspects following an attempted break-in at Cosmic Smoke. The investigation began at 1:03 a.m., when the owner of the store called Dover Police to report people actively trying to break-in the business. Officers responded and located a broken window on an adjacent business, similar to the burglary that occurred on February 14th. Officers checked the area and located a 16-year-old male walking nearby. When Officers contacted him, the suspect ran away but was taken into custody following a brief foot pursuit. The investigation revealed that the 16-year-old was also responsible for the burglary at Cosmic Smoke on the 14th. (Cosmic Smoke Burglary)
The 16-year-old male was transported to Dover Police Department where he was processed.

Narrative: The Dover Police Department has arrested Chanel Morris-Wright, 28, of Dover, on robbery charges following an incident that occurred early Tuesday morning. The investigation began at 5:20 a.m., when Dover Police was called to the Sleep Inn, 1784 N DuPont Highway Dover, DE for the report of robbery. Officers responded and contacted the victim, a clerk at the hotel. The ensuing investigation revealed that Morris-Wright approached the front desk, displayed a firearm and demanded money from the victim. The victim ran from the desk and Morris-Wright walked away.
Officers were able to obtain a description of the Morris-Wright and located her walking in the area. She was taken into custody without incident and transported to the Dover Police Department to be processed and arraigned.
The firearm used in this incident was not located.

On Monday at 12:21 p.m., members of the D.V.O.C Unit took Cook into custody without incident in the 100 Block of Linden Court, Dover, DE. Officers recovered a bag that Cook had possessed which contained 12,701 bags of heroin.

Narrative: The Dover Police Department is investigating a robbery that occurred at Towne Point Apartments early Sunday morning. The investigation began at 5:19 a.m. when Dover Police received a call for the report of a robbery. Officers contacted two victims and the ensuing investigation revealed that the victims had gone to Towne Point Apartments to meet someone when they were approached by two black males who displayed firearms. The suspects demanded the victim’s turn over property, including the keys to their vehicle. The victims complied and the suspects left in the victim’s vehicle. The vehicle was located unoccupied on Willis Road shortly after this incident was reported.

Narrative: The Dover Police Department has arrested Tamir Glover, 20, and a 17-year-old male, both of Philadelphia, following a pursuit involving a stolen vehicle. The investigation began at 1:37 a.m., when an Officer on patrol observed a stolen Nissan Sentra with Maryland registration traveling southbound on North DuPont Highway in the area of West Denney’s Road. The Officer was aware that the vehicle had been reported stolen earlier in the evening, and confirmed through the communications center, that this was the stolen vehicle. A traffic stop was initiated in the area of North Governors Avenue and William Street and the vehicle failed to stop. The Officers pursued this vehicle throughout the City of Dover and eventually toward State Route 1. While on a curved portion of the roadway, entering Route 1, the vehicle exited the roadway, struck a guardrail, and eventually struck a tree, coming to a stop. Both suspects were taken into custody without incident and were identified as Glover, who was the passenger, and a 17-year-old male, who was the driver. No injuries were reported as a result of the collision.
Both suspects were transported to Dover Police Department where they were processed and arraigned.
Glover was released on $4,000 unsecured bail on the following charges: -Receiving Stolen Property -Conspiracy Second Degree

Narrative: The Dover Police Department is investigating a shots fired complaint that left a home damaged Tuesday evening. The investigation began at 7:32 p.m., when Dover Police received a call for shots fired in the 100 block of Willis Road. Officers responded and contacted a victim at one of the residences. The ensuing investigation revealed that an unknown suspect/suspects fired several shots into their residence causing damage. Four people were in the house and were unharmed as a result of the shooting.
There are no additional leads to provide at this time.

Narrative: The Dover Police Department is continuing their efforts to address quality of life issues in the City of Dover, which include prostitution. The Dover Police Department has been actively exploring strategies that will help address all of the concerns, including measures to deter patronage. Patronizing or soliciting the services of a prostitute is a crime punishable by law, and both the police and the Delaware Department of Justice are cracking down on offenders in Dover and throughout the State.
On January 28th, 2025, the Dover Police Department, conducted an operation specifically targeting prostitution at an undisclosed Dover area Hotel. As a result of the operation, the following individuals were arrested and charged:

The Dover Police Department has arrested Patience Dodd, 21, of Smyrna, following a continued investigation into Tuesday’s collision that left a 1-year-old boy critically injured. Since the incident, Officers have continued to examine the facts and circumstances surrounding this collision and learned that Dodd also had a no-contact order with Lamar Howard, and was in violation of that order. As a result of their review, Officers obtained a warrant for Dodd for the below-listed charges. The child remains in a New Castle County hospital in critical condition.
On January 23rd, 2025, Dodd was arrested without incident. She was processed and arraigned at Dover Police Department.
Dodd was released on her own recognizance on the following charges: -Endangering the Welfare of a Child -Non Compliance with Bond

Narrative: The Dover Police Department has arrested Lamar Howard, 22, of Dover, on assault and DUI charges, following a serious motor vehicle collision Tuesday afternoon. The investigation began at 1:39 p.m. when Dover Police received a call for a serious crash in the 700 block of East Loockerman Street. Officers arrived on the scene and found a one-year-old male with serious injuries. The child was transported to Bayhealth Kent Campus and later airlifted to a New Castle County Hospital for treatment where he remains in critical condition. An adult female passenger was also in the vehicle, however she sustained no injuries. No other injuries were reported.
The ensuing investigation revealed that the driver, Howard, was under the influence of marijuana while operating a 2012 Dodge Durango. The vehicle left the roadway in the 700 block of East Loockerman and struck a tree. The one-year-old was not properly restrained in a car seat which resulted in him being seriously injured. Howard also had a no-contact order with the adult female passenger and Officers located 69 grams of marijuana in the vehicle, along with packaging material.
Howard was transported to Dover Police Department where he was processed and arraigned.

Narrative: The Dover Police Department is investigating a robbery that occurred at Royal Farms early Wednesday morning. The investigation began at 3:50 a.m., when Dover Police was called to the store for the report of a robbery. Upon arrival, Officers made contact with an employee of the store, who advised that a black male suspect had entered the store wearing a mask, stated he had a gun, and demanded they turn over money. The victim complied and gave the suspect an undisclosed amount of money. The suspect then ran from the store eastbound.
The suspect is described as a black male wearing a black mask, black jacket, black pants, brown boots and gloves.

Narrative: The Dover Police Department has arrested Kaliph Miller, 25, of Camden, and Darrell Boyd, 23,of Wilmington, on drug and firearm charges following a drug investigation Tuesday night. The investigation began at 10:11 p.m. when members of the Street Crimes Unit contacted Boyd in the 100 block of Haman Drive in reference to a drug investigation that was being conducted. Boyd initially ran from Officers but was arrested after a foot pursuit. Boyd was found in possession of 5.7 grams of crack cocaine and 6 bags of heroin.
The ensuing investigation led Officers to a residence in the 100 block of Haman Drive where they contacted Miller. Miller was taken into custody without incident.
A search of the residence was conducted and Officers located a loaded Glock 22 .40 caliber handgun with an extended magazine, a Sig Sauer P365 9mm handgun that was reported stolen, and approximately 49.3 grams of crack cocaine.
Both defendants were transported to Dover Police Department where they were processed and arraigned.

Narrative: The Dover Police Department has arrested a 16-year-old male, of Dover, and a 15-year-old male, of Chestertown, MD, following a vehicle pursuit in a stolen vehicle. The investigation began at 2:59 p.m. Monday, when it was reported that a red Hyundai Elantra had been stolen. At 3:31 p.m., a Dover Police K-9 Officer and his K-9 partner Jits were in the area of West Loockerman Street and South State Street when he observed the stolen car traveling eastbound on West Loockerman Street. The Officer attempted to stop the car and it drove away, failing to stop for the Officer. The vehicle continued, committing several traffic violations, until coming to a stop in the area of New Castle Avenue in the Capital Green neighborhood. Once the car came to a stop, the driver and passenger exited. The driver surrendered immediately, however, the passenger began to run away. Members of “B” Platoon were able to take both suspects into custody with the assistance of the K-9 Officer and his partner, K-9 Jits.
The driver, a 16-year-old from Dover, and the passenger, a 15-year-old from Chestertown, MD, were transported to Dover Police Department where they were processed and arraigned.

Clark suffers from a condition that may pose a risk to his health and safety if not properly monitored and treated. Clark is described as a white male, 6’01”, 180 pounds, with black hair and hazel eyes. Clark was last seen getting off his bus in the Hamlet neighborhood. At the time, he was wearing a black Hoodie, black sweat pants with white stripe down either pant leg, and white and gray Nike Jordan shoes.

The Dover Police Department has arrested a 15-year-old male, and a 13-year-old male, both of Dover, for the Christmas Eve shooting that led to the death of Juwan Walker.
On 12/28/2024, the Dover Police Department’s Special Operations Response Team (S.O.R.T) executed a search warrant on a residence in the unit block of Stevenson Drive. The 13-year-old suspect was arrested during this search warrant. He was transported to Dover Police Department to be processed and arraigned.
Detectives arrested the 15-year-old male suspect at an apartment in the 400 block of Country Drive. He was taken to Dover Police Department to be processed and arraigned.
The 13-year-old male was committed to Stevenson House Detention Center on $181,000 cash bail on the following charges: -Murder Second Degree -Conspiracy First Degree -Possession of a Firearm During the Commission of a Felony -Possession of a Firearm or Ammunition by a Person Prohibited (2x) -Reckless Endangering in the First Degree -Criminal Mischief Over $1000 under $5000

The ensuing investigation revealed that the victim was sitting in a parked vehicle on Willis Road, just north of North Little Creek Road when two black males approached the vehicle. One of the suspects then fired several rounds at the vehicle, striking the victim, and left the area on foot. The victim was transported to Bayhealth Kent Campus in a privately owned vehicle.

Narrative: The Dover Police Department is investigating a shooting that seriously injured a 14-year-old male of Dover on Tuesday night. The investigation began at 6:50 p.m., when Dover Police received a call from Bayhealth Kent Campus, reporting that a 14-year-old male was at the hospital and had a gunshot wound to his upper body. Due to the nature of his injuries, the victim was flown to a New Castle County Hospital, where he remains in critical condition.
The ensuing investigation revealed that the victim was sitting in a parked vehicle on Willis Road, just north of North Little Creek Road when two black males approached the vehicle. One of the suspects then fired several rounds at the vehicle, striking the victim, and left the area on foot. The victim was transported to Bayhealth Kent Campus in a privately owned vehicle.
There are currently no leads to provide and the circumstances surrounding this shooting remain under investigation.

Hicks was last seen on December 20th, 2024 at approximately 7:00 p.m. at a residence in the 500 Block of N East Ave Dover, DE. Hicks is described as a black female, 5’3”, 115 pounds, with brown hair and brown eyes. At the time, she was wearing a black “Champion” hooded sweatshirt and black tights. Narrative: The Dover Police Department has arrested Deshaun Williams, 31, of Dover, following a shooting Sunday evening. The investigation began at 7:10 p.m., when Dover Police received several calls for a shooting in the 100 block of Maple Glen Drive. Officers responded and located the victim, a 39 year old male, who had been shot in his upper body. Officers provided medical aid to the victim until he was transported to an area hospital for treatment where he was listed as critical but stable condition.
The ensuing investigation revealed that Williams was in a verbal argument with the victim and at some point Williams pulled out a firearm, shot him, then left the area. Williams was later arrested by the Delaware State Police in the Hartly area and turned over to the Dover Police Department to be processed and arraigned.
Williams was committed to SCI on $78,000 cash bail on the following charges: -Assault First Degree -Possession of a Firearm During the Commission of a Felony -Possession of a Firearm by a Person Prohibited (2x) -Reckless Endangering First Degree
Williams is presumed innocent until proven guilty.

Narrative: The Dover Police Department has arrested Jhasir George, 18, of Dover, on weapons charges following a pedestrian stop Monday afternoon. The investigation began at 2:23 p.m. when members of the Street Crimes Unit contacted George in the area of Martin Luther King Jr Blvd and South Bay Road for failing to utilize the crosswalk when crossing the roadway. George ran away when contacted by officers and threw a handgun. George was taken into custody after the foot chase and officers recovered the gun, which was determined to be a loaded Glock 19 with a “switch”, giving the handgun fully automatic capability.
It was learned that George also had an active warrant from the Kent County Superior Court and Dover Police Department.
George was transported to Dover Police Department where he was processed and arraigned.

Gulston is a black male, approximately 6’1″, 190 pounds, with short brown hair and facial hair. Gulston was last seen wearing black sweatpants, brown sweatshirt, and a gray “beanie” hat that he often wears. Narrative: The Dover Police Department is investigating a shooting that injured a 34-year-old Dover man on Tuesday night. Officers responded to the 400 Block of East Water Street at approximately 7:04 p.m. after receiving several calls for shots fired in the area. As officers arrived they located the male victim with multiple gunshot wounds to his torso and lower body. The victim was transported to a local hospital where he underwent surgery and is now stable, but in critical condition. Officers also located multiple shell casings at the scene of the incident.

Narrative:
The Dover Police Department is investigating a fatal pedestrian collision that occurred on Tuesday evening. Officers responded to the area of North DuPont Highway, just north of Leipsic Road for a report of a female pedestrian being struck by a vehicle. The 29-year-old female was pronounced deceased at the scene of the crash. Initial findings show that the female pedestrian was crossing North DuPont Highway from the parking lot of Raceway Liquors. The pedestrian was not in a crosswalk and was wearing dark clothing. As the pedestrian was crossing westbound, a 2004 Nissan Titan pickup truck was traveling northbound on North DuPont Highway in the left most lane. The truck, operated by a 17-year-old male, struck the pedestrian in the travel lane. The driver of the truck continued northbound for a brief period before pulling into a parking lot to call his parents and being contacted by responding officers.
At this time, no charges have been filed, but the incident remains under investigation.

Narrative: The Dover Police Department is investigating a carjacking that led to a vehicle pursuit and a serious motor vehicle collision early Thursday morning. The investigation began at 8:09 p.m. on Wednesday, when the Dover Police Department was notified of an armed carjacking that had occurred at the Wendy’s/Exxon located at 1710 North DuPont Highway Dover, DE. Officers responded and made contact with the victim, who advised that as he was returning to his car he was approached by two black males, wearing masks, and one of them was armed with a handgun. The suspects demanded the victim turn over his keys and he complied. The suspects then left in his vehicle, a 2013 Honda Accord, onto North DuPont Highway.
At approximately 2:28 a.m., officers on patrol observed the stolen vehicle in the area of North DuPont Highway and College Road. Officers tried to stop the vehicle however it drove away at a high rate of speed. Officers pursued the vehicle which took them to the intersection of North DuPont Highway and Route 42. The suspects were traveling eastbound on Route 42 approaching North DuPont Highway and failed to stop at the red light, causing it to hit the driver’s side of a 2020 Nissan Rogue that was traveling northbound on the highway.
Both drivers were entrapped in their respective vehicles and had to be removed by first responders.
The driver of the stolen Honda Accord, a 19-year-old from Camden, DE, and the driver of the Nissan, a 53-year-old female from Hartly, DE were airlifted to a New Castle County Hospital for their injuries.
A passenger of the Honda, an 18-year-old from New York City, NY, was transported to an area hospital.
All individuals are still admitted to the hospital receiving treatment for their injuries and are in serious condition.
A stolen firearm was located in the suspects’ vehicle following a search.
Dover Police Detectives are still working to determine if this incident is related to the armed robbery that occurred at Wawa on Tuesday. (Click here for details).
The Dover Police Department is not releasing the names of the suspects until they are formally charged. A separate release will be published at that time.

Narrative: The Dover Police Department has arrested Cameron Gibbs, 18, of Dover, for a robbery that occurred Tuesday evening in the Wawa parking lot. The investigation began at 5:11 p.m., when Dover Police was called to the business for the report of a robbery. Officers responded and made contact with the victim. The ensuing investigation revealed that the victim was getting gas and was approached by three black males. One of the suspects displayed a firearm and demanded the victim turn over the keys to his vehicle. The victim complied and all three suspects fled in the vehicle.
The description of the suspects was relayed to working patrol officers and at approximately 2:30 a.m. on November 13th, Officers from “A” Platoon observed two of the three suspects in the area of Capital Green walking on foot. Officers contacted the suspects and identified them as Gibbs and a 17-year-old male of Dover. Gibbs was taken into custody after a brief struggle. The 17-year-old male fled on foot while Gibbs was struggling with Officers and has not been located.
Gibbs was found in possession of a .38 Caliber revolver and property belonging to the victim.
The vehicle has not been recovered and is described as a Gray, 2018 Toyota Rav 4 with Delaware Registration PC803720.
Gibbs was transported to Dover Police Department where he was processed and arraigned.
Gibbs was committed to SCI on $90,000 secured bail on the following charges: -Robbery in the First Degree -Possession of a Firearm During the Commission of a Felony -Carrying a Concealed Deadly Weapon -Wearing a Disguise During the Commission of a Felony -Conspiracy Second Degree -Resisting Arrest
The Dover Police Department has arrested James Paz, 62, of Dover, following the conclusion of a joint investigation. This investigation began when Detectives were made aware of illegal drug dealing and prostitution occurring at a residence associated with Paz in the unit block of South State Street.
The Dover Police Department’s Drugs, Vice and Organized Crime Unit (DVOC), the Delaware State Police Human Trafficking Unit, and the FBI Delaware Violent Crimes and Safe Streets Task Force (DVCSSTF) collaborated and began a several months long investigation into these acts.
On Wednesday, November 6, 2024, Dover Police Department, Delaware State Police and members of the FBI DVCSSTF executed a search warrant on the residence in the unit block of South State Street and Paz was taken into custody without incident. A search of the residences resulted in Detectives locating paraphernalia related to heroin and crack cocaine packaging/use and 13 bags of heroin.
Paz was transported to Dover Police Department where he was processed and arraigned.
Paz was committed to SCI on the following charges and bail amounts.

Narrative: The Dover Police Department has arrested Michael Moran, 36, of Dover, following an incident that began early Wednesday morning. The investigation began at 1:42 a.m., when Dover Police received a call from a victim, advising that Moran was inside of her residence in the 100 Block of Holmes Street, and he was not supposed to be there. The victim knows Moran, however their relationship is not being disclosed in an effort to protect their identity. It was also reported that 6 children were in the residence when this was occurring.
Dover Police Officers responded and observed Moran inside of the residence. Moran came to the door and pointed a firearm at Officers and ran back into the house, securing the doors. The Dover Police Department’s Special Operations Response Team(SORT) and Crisis Negotiations Team(CNT) were activated as a result of these actions and responded to the scene. In addition to Dover Police SORT and CNT, the Dover Police Department received assistance from Tactical Units of the Delaware State Police, the Kent County Department of Public Safety, and Ambulnz. During this incident, a statewide alert was sent out to land lines and mobile devices requesting the public remain clear of the area. The Dover Police Department appreciates the public’s support and cooperation with this message, as it allowed first responders to safely and effectively resolve this incident.
At 10:58 a.m., Moran surrendered and was taken into custody without incident. All six children were located safe and turned over to a family member. Thankfully, no injuries were reported as a result of this incident.
A search warrant was obtained and executed on the residence. As a result of the search, Officers located a Ruger 9mm Handgun and a Zigana 9mm Handgun along with 9mm ammunition.
Moran was transported to Dover Police Department where he was processed and arraigned.
He was committed to SCI on $47,000 cash bail on the following charges: -Aggravated Menacing (2x) -Possession of a Firearm by a Person Prohibited -Felony Resisting Arrest -Trespassing First Degree -Capias

Narrative: The Dover Police Department has arrested Kameron Scott, 27, and Tony Benson Jr, 20, both of Dover, following a large fight/shots fired incident Friday evening. The investigation began at 8:59 p.m., following the Dover High School football game. Officers were on scene assisting with security at the game, when a large fight broke out at the entrance to the football stadium. While responding to break up the fight, Officers observed Scott fire a handgun into the air. Officers attempted to take Scott into custody, however he ran to a nearby apartment complex and was taken into custody after a foot chase. Benson Jr, who was involved in the fight, also ran toward the apartment complex and was taken into custody after a foot chase. Patrol Officers located a Taurus .38 special handgun in the area where Scott ran from Officers.
Thankfully, no one was injured as a result of this shooting incident.
Both defendants were transported to Dover Police Department where they were processed and arraigned

The temperatures are dropping, days are shorter, and the leaves are changing which also means the holiday season is quickly approaching. While this time of year is certainly joyous for most, there are many families that struggle to provide for their children during the holidays.
The Holiday Heroes program by the Dover Police Department is here to help for the 12th consecutive year, but will need the communities help to raise funds.
Holiday Heroes allows children from the Dover area to pair up with a Dover Police Officer to go shopping for Christmas gifts at the Dover Target store. This event not only helps to provide necessities to families such as warm winter clothing, but also gifts for Christmas, and the opportunity for children to connect with an officer one-on-one.

Frequently Asked Questions: -How can I sign my child up for this program? The Dover Police Department does not take sign-ups or nominations from the public. In order to identify children most in need and ensure that the selection process is fair, we partner with local school districts. Teachers, counselors, and other school employees will submit families for the program and they are then contacted by officers managing the program based on the amount of money we are able to raise. Please do not call the police department or your child’s school asking to be nominated.
-Will you take donations of physical items (blankets/coats/toys/etc.)? Unfortunately we do not take donations other than checks, cash, and Target gift cards.
-Can we watch/participate in the shopping event? While the shopping event does occur during regular store hours, we do not announce it in advance and do not use volunteers from outside of the Dover Police Department.
-Why do you only shop at Target? Target is not only one of the few department stores in Dover with a wide selection to fit our families needs, but they have been an incredible partner over the last ten years. Target has donated thousands of dollars in donations and provided team member volunteers for our shopping trips since we launched Holiday Heroes in 2012. Narrative: The Dover Police Department is investigating a fatal motor vehicle collision that resulted in the death of a 78-year-old Clayton woman. At approximately 3:40 p.m., Dover Police received a call for a serious crash involving a GMC Sierra, a Subaru Outback and a Nissan Sentra. Officers responded to the area and located the 78-year-old victim, who was identified as Pauline Parrott and attempted to render aid. Tragically, she was pronounced dead on the scene. The driver of the Nissan, a 71-year-old female of Dover, was transported to Bayhealth Kent Campus for treatment and later released. The driver of the GMC, a 43-year-old male of Newark, refused medical treatment.
The ensuing investigation revealed that the GMC Sierra was traveling Northbound on South DuPont Highway in the right lane, approaching Webb’s Lane. At the same time, the Subaru was stopped in traffic on Webb’s Lane preparing to cross over South DuPont Highway going west. The traffic signal for Westbound Webb’s lane turned green, and the Subaru began crossing South DuPont Highway. At the same time, the GMC failed to stop at the red signal on South DuPont Highway, causing the front of the GMC to strike the driver-side door of the Subaru. After the vehicles collided, they slid north into the left turn lane of Southbound, South DuPont Highway, striking the Nissan.
No charges have been filed at this time. The Dover Police Department is still evaluating the facts of this case and requests that anyone with information contact Dover Police Department at (302) 736- 7130. Alcohol and drugs are not believed to be a factor at this time.

The investigation began at 2:20 a.m., when Dover Police responded to the State Street Alley, in the unit block, in reference to a robbery. Upon arrival, Officers contacted the victim, who had been stabbed with a knife. The victim was transported to an area hospital for treatment.

UPDATE 10/03/2024 – The Dover Police Department has arrested Alexander Singletary, 21, of Smyrna, for the death of 50-year-old Barry Best of Dover. Through their investigation, Detectives identified Singletary as the suspect responsible for the shooting that occurred on 09/30/24.(Original release below)
On 10/02/2024, the Dover Police Department’s Special Operations Response Team executed a search warrant at a residence in the 400 block of New Castle Avenue Dover, DE. As a result of the search warrant, Singletary was taken into custody without incident. Jaylan Koroma, 18, of Dover, was also taken into custody during this search warrant for charges unrelated to the homicide. During a search of the home Detectives located 2 handguns.
Both suspects were transported to Dover Police Department where they were processed and arraigned.
Singletary was committed to SCI on $1,060,000 cash bail on the following charges: -Murder in the First Degree -Possession of a Firearm During the Commission of a Felony -Possession of a Firearm by a Person Prohibited(3x)
Koroma was committed to SCI on $2,000 secured bail on the following charge: -Non Compliance with Bond

Narrative: The Dover Police Department has arrested Clarence Edwards,63, of Felton, for several charges related to contact he had with a child. During the month of September 2024, the Dover Police Department’s Criminal Investigations Unit was contacted regarding the sexual solicitation of a 13-year-old child. Through the investigation, it was revealed that Edwards had solicited the 13-year-old for sexual contact several times and had sent the victim several inappropriate photographs. It was also determined that Edwards was a registered Tier 2 Sex Offender as a result of a 2005 conviction. Warrants were obtained for Edwards and on September 26, 2024, he turned himself in to the Dover Police Department where he was processed and arraigned.
Because of the sensitivity of this case, and in consideration of the victim, only limited information will be released at this time.

Narrative: The Dover Police Department has arrested a 13-year-old male, of Seaford, DE, after he made threats toward the Dover Middle School Campus on Tuesday afternoon. The investigation began at 2:23 p.m. when the Dover Police Department received three calls through 911 from the same number. The initial calls advised that there was a bomb at the school and the last call advised there was going to be a shooting on the campus. Before these calls were received, the school was already preparing for dismissal as parents were waiting for pick-up and buses had arrived. The School Resource Officers were notified of these threats, and several additional Officers responded to the school to assist. Officers collaborated with Capital School District Staff and the decision was made to dismiss the students on time, with Officers providing extra security.
Once all staff/students had left the school, a thorough search was conducted by Officers from the Dover Police Department with the assistance of K-9 units from the Dover Air Force Base, New Castle County Police Department, Delaware Natural Resource Police Department, and the Capital Police Department. After approximately 2 hours of searching, it was determined that the school was safe.
Detectives immediately began working on this case and their investigation led them to identify the 13-year-old male as the person responsible for making the threats toward the school. The 13-year-old is not a student at Dover Middle School.
On Wednesday, September 18th, 2024, the 13-year-old was arrested and transported to the Dover Police Department where he was processed.
The 13-year-old was turned over to a guardian after being charged with the following: -Terroristic Threatening -Malicious Interference with Emergency Communications
The 13-year-old is presumed innocent until proven guilty.

In October of 2023, Detectives with the Dover Police Department assigned to the First State Fugitive Task began looking into active wanted persons in Delaware. Narrative: The Dover Police Department has arrested Khiheim Hanzer, 29, of Lincoln, following an incident Wednesday evening. The investigation began at 7:04 p.m. when members of the Dover Police Department’s Street Crime Unit contacted Hanzer in a parking lot in the 500 Block of North DuPont Highway. Hanzer had an outstanding Capias for his arrest and officers took him into custody without incident. Officers searched Hanzer and located over $700 in suspected drug proceeds, 22 bags of heroin, 3.2 grams of crack cocaine, and a loaded Glock 42 handgun.
Hanzer was transported to Dover Police Department where he was processed and arraigned.
Hanzer was committed to SCI on $116,400 cash bail on the following charges: -Possession of a Firearm During the Commission of a Felony -Possession of a Firearm by a Person Prohibited (3x) -Carrying a Concealed Deadly Weapon -Possession with Intent to Deliver a Controlled Substance -Possession of a Controlled Substance (2x)
On August 27, 2024, at approximately 3:36 PM, the Dover Police Department received a call from an individual in Albania, reporting that their brother’s boat was sinking in the English Channel off the coast of Dover, England. The caller had conducted an internet search for the “Dover Police Department” and the first search result on the screen proved to be the Dover, Delaware Police Department. The family member thought they were calling Dover, England but was connected with our agency here in the United States.
Recognizing the risks associated with trying to refer the frantic emergency caller, Communications Operator MacKenzie Atkinson kept them on the line and began collecting critical information. The caller provided the latitudinal and longitudinal coordinates of this vessel and C/O Atkinson used the skills obtained from her training through Priority Dispatch and her newly acquired certification from the International Academies of Emergency Dispatch and followed the protocols for a vessel in distress. While C/O Atkinson kept working with the caller on the phone, C/O Connor Logan began making international notifications in an effort to rescue this sinking vessel. Within just four minutes, he established contact with the following domestic and international agencies:
-The Kent County 911/Division of Emergency Communications -Delaware River and Bay Authority Section of the U.S. Coast Guard -U.S. Coast Guard District 5 -The French Coast Guard -His Majesty’s Coast Guard of England -Dover, England Police Stations Maritime and Coastguard Agency’s Coordination Center
Just 15 minutes and 48 seconds after the initial call, the Maritime and Coastguard Agency confirmed they were on their way to rescue the vessel. While all of this was going on, the remaining two dispatchers, C/O Patricia Mazzola and C/O Briana Dozier ensured that all local calls were handled and the citizens of Dover still received emergency services without any delays. On September 5th, 2024, while conducting a follow-up on the incident, we received confirmation that the vessel and all persons on board were safely returned to the Port of Dover, England as part of this rescue effort. As a result, Emergency Communications Manager Matthew Carey has nominated the group for a Dover PD Distinguished Unit Commendation.

Narrative: The Dover Police Department is investigating a robbery that occurred Monday afternoon. The investigation began at 4:08 p.m., when Dover Police received the report of a robbery that had occurred in the area of Kesselring Ave and Haman Drive. Officers responded and contacted the victim. The ensuing investigation revealed that the victim was approached by three black males who demanded money. The victim did not comply, and one of the suspects hit the victim, then stole property from him. The suspects then ran away from the area.
There are no additional leads at this time.
This investigation is ongoing and anyone with information is asked to contact the Dover Police Department at (302) 736-7130. Callers may remain anonymous. The Dover Police Department is offering the following information to better prepare the citizens we serve for Back to School week.
Police in Schools: The Dover Police Department has a full-time officer dedicated to the Dover High School, Dover Middle Schools of Excellence and Innovation, William Henry Middle School, Kent County Secondary ILC, and one SRO assigned to charter/private schools in the City of Dover. These officers are otherwise known as SRO’s or School Resource Officers. We encourage parents to tell their children to communicate concerns with those officers as needed. In addition to our five full-time youth officers, the department will increase their presence at schools across the city during the first days of school to ensure a smooth and safe process for all children and school faculty. There will also be increased presence by the Special Enforcement Unit Motorcycle Division in area school zones, cross walks, and bus routes to crack down on vehicle violations. People who speed in school zones, disobey crossing guards, or pass school buses will be cited accordingly.
H.A.W.K. Traffic Signal at Dover High School The Delaware Department of Transportation (DelDot) installed the new High-Intensity Activated CrossWalK system at the Dover High School main entrance/exit prior to the 2014-2015 school year. This system is designed to maximize the flow of traffic in what is expected to be a congested area before and after school. A video showing how the light works can be viewed below.
Tips for Motorists The Dover Police Department will utilize special enforcement units to increase presence in school zones and on bus routes throughout the city to target speed violations, passing of school buses, and other driving violations that threaten the safety of school children. The beginning of school is also a time when children are at increased risk of transportation related injuries from pedestrian, bicycle, school bus, and motor vehicle crashes because there are many more children on the road each morning and afternoon and many drivers’ patterns change. Shorter daylight hours make it especially difficult to see young pedestrians and bicyclists. So as schools open their doors, it’s time for everyone – motorists, parents, educators, and students – to improve their traffic safety practices. The following tips can help make this a safe and happy school year for the whole community. School Bus Safety:
It is against the law to pass a stopped school bus while its lights are flashing and its stop arm is extended.
On undivided roadways, with no physical barrier or median, vehicles must stop on both sides of the roadway.
Yellow flashing lights indicate that the bus is preparing to load or unload children. Motorists should slow down and prepare to stop their vehicles.
Red flashing lights and extended stop arms indicate that the bus has stopped, and children are getting on or off. Motorists approaching from either direction must wait until the red lights stop flashing before proceeding.
Learn and obey the “alternately flashing warning light” system that school bus drivers use to alert motorists.
School Zone/Bus Stop Safety:
When a school bus or children are present slow down and proceed with caution, obeying all traffic laws and speed limits.
Obey School Zone speed limits & watch for flashing yellow lights, crossing guards, etc.
Be alert and ready to stop. Watch for children walking in the street, especially where there are no sidewalks. Watch for children playing and gathering near bus stops. Watch for children arriving late for the bus, who may dart into the street without looking for traffic. When backing out of a driveway or leaving a garage, watch for children walking or biking to school.
When driving in neighborhoods or school zones, watch for young people who may be in a hurry to get to school and may not be thinking about getting there safely.
Walk/Bike to School:
Practice taking the route your child will walk before school.
Always wear a bicycle helmet, no matter how short or long the ride.
Ride on the right, in the same direction as auto traffic.
Use appropriate hand signals.
Respect traffic lights and stop signs.
Wear bright-colored clothing to increase visibility. White or light-colored clothing and reflective gear is especially important after dark.
Know the “rules of the road.”
Make sure your child’s walk to school is a safe route with well-trained adult crossing guards at every intersection.
Identify other children in the neighborhood with whom your child can walk to school. In neighborhoods with higher levels of traffic, consider organizing a “walking school bus,” in which an adult accompanies a group of neighborhood children walking to school.
Be realistic about your child’s pedestrian skills. Because small children are impulsive and less cautious around traffic, carefully consider whether or not your child is ready to walk to school without adult supervision.
If your children are young or are walking to a new school, walk with them the first week or until you are sure they know the route and can do it safely.
Bright-colored clothing will make your child more visible to drivers.

If You’re Dropping Off
Schools often have very specific drop-off procedures for the school year. Make sure you know them for the safety of all kids. The following apply to all school zones:
Don’t double park; it blocks visibility for other children and vehicles
Don’t load or unload children across the street from the school
Carpool to reduce the number of vehicles at the school
Sharing the Road with Young Pedestrians
According to research by the National Safety Council, most of the children who lose their lives in bus-related incidents are 4 to 7 years old, and they’re walking. They are hit by the bus, or by a motorist illegally passing a stopped bus. A few precautions go a long way toward keeping children safe:
Don’t block the crosswalk when stopped at a red light or waiting to make a turn, forcing pedestrians to go around you; this could put them in the path of moving traffic
In a school zone when flashers are blinking, stop and yield to pedestrians crossing the crosswalk or intersection
Always stop for a school patrol officer or crossing guard holding up a stop sign
Take extra care to look out for children in school zones, near playgrounds and parks, and in all residential areas
Don’t honk or rev your engine to scare a pedestrian, even if you have the right of way
Never pass a vehicle stopped for pedestrians
Always use extreme caution to avoid striking pedestrians wherever they may be, no matter who has the right of way
Sharing the Road with School Buses
If you’re driving behind a bus, allow a greater following distance than if you were driving behind a car. It will give you more time to stop once the yellow lights start flashing. It is illegal in all 50 states to pass a school bus that is stopped to load or unload children.
Never pass a bus from behind – or from either direction if you’re on an undivided road – if it is stopped to load or unload children
If the yellow or red lights are flashing and the stop arm is extended, traffic must stop
The area 10 feet around a school bus is the most dangerous for children; stop far enough back to allow them space to safely enter and exit the bus
Be alert; children often are unpredictable, and they tend to ignore hazards and take risks
When passing a bicyclist, proceed in the same direction slowly, and leave 3 feet between your car and the cyclist
When turning left and a bicyclist is approaching in the opposite direction, wait for the rider to pass
If you’re turning right and a bicyclists is approaching from behind on the right, let the rider go through the intersection first, and always use your turn signals
Watch for bike riders turning in front of you without looking or signaling; children especially have a tendency to do this
Be extra vigilant in school zones and residential neighborhoods
Watch for bikes coming from driveways or behind parked cars
Check side mirrors before opening your door
By exercising a little extra care and caution, drivers and pedestrians can co-exist safely in school zones.
Bullying:
Bullying or cyberbullying is when one child picks on another child repeatedly. Bullying can be physical, verbal, or social. It can happen at school, on the playground, on the school bus, in the neighborhood, over the Internet, or through mobile devices like cell phones. The Dover Police Department has full-time officers dedicated to the Central Middle School, Dover High School, and Parkway Academy with another officer that spends time in William Henry Middle School and the various elementary schools throughout the city.
When Your Child Is Bullied
Help your child learn how to respond by teaching your child how to: 1. Look the bully in the eye. 2. Stand tall and stay calm in a difficult situation. 3. Walk away.
Teach your child how to say in a firm voice. 1. “I don’t like what you are doing.” 2. “Please do NOT talk to me like that.” 3. “Why would you say that?”
Teach your child when and how to ask a trusted adult for help.
Encourage your child to make friends with other children.
Support activities that interest your child.
Alert school officials to the problems and work with them on solutions.
Make sure an adult who knows about the bullying can watch out for your child’s safety and well-being when you cannot be there.
Monitor your child’s social media or texting interactions so you can identify problems before they get out of hand.
When Your Child Is the Bully
Be sure your child knows that bullying is never OK.
Set firm and consistent limits on your child’s aggressive behavior.
Be a positive role mode. Show children they can get what they want without teasing, threatening or hurting someone.
Use effective, non-physical discipline, such as loss of privileges.
Develop practical solutions with the school principal, teachers, counselors, and parents of the children your child has bullied.
When Your Child Is a Bystander
Tell your child not to cheer on or even quietly watch bullying.
Encourage your child to tell a trusted adult about the bullying.
Help your child support other children who may be bullied. Encourage your child to include these children in activities.
Encourage your child to join with others in telling bullies to stop.
Teen Driving:
Keep Your Cell Phone Off Multiple studies indicate using a cell phone while driving is the equivalent of driving drunk―that’s even when using a hands-free phone. Besides, your state may prohibit the use of cell phones while driving. Many do for drivers of certain ages.
Don’t Text Research shows texting―on average―causes a loss of focus on the road for five seconds. A lot can go wrong in those five seconds. Don’t try the “texting-while-stopped” approach, either. And, when you have your head down, you won’t notice key developments that may occur, even when you’re stuck at a red light.
Turn on Your Headlights Doing so can increase your visibility and help other drivers see you, even on sunny days.
Obey the Speed Limit Speeding causes about 40% of all fatal teen accidents. That’s especially true when driving on roads with lots of traffic or you’re not familiar with. Don’t feel pressured to keep up with traffic if it seems like everyone else is flying by you. Driving a safe speed helps ensure your well-being, and keeps you away from costly traffic tickets that can cause a sharp hike in your car insurance.
Minimize Distractions It may be tempting to eat, drink, flip around the radio dial, or play music loudly while you’re cruising around town; however, all can cause your mind or vision to wander, even for a few seconds. And, that can be enough for an inexperienced driver to lose control of your car, or not notice an obstacle in the road.
Drive Solo Having a single teen passenger in your car can double the risk of causing a car accident. Adding additional teen passengers causes the risk to escalate.
Practice Defensive Driving Always be aware of the traffic ahead, behind, and next to you, and have possible escape routes in mind. Stay a safe distance behind the car in front of you in slower speeds, and maintain a larger buffer zone with faster speeds. A good way to judge a proper distance is to count 2 seconds from the time the front of your car passes where the rear of the car in front of you passed

Narrative: The Dover Police Department has arrested Robert Nuccio, 56, of Spotswood, NJ, on several charges following a theft investigation that began early Wednesday morning. The investigation began at 9:00 a.m., when Dover Police were notified that a fraudulent withdraw from the victim’s account for over $170,000 was scheduled for 11:00 a.m. at Citizen’s Bank, 799 North DuPont Highway Dover, DE. Further investigation into this matter revealed that on August 19th, over $100,000 was removed from the victims account and moved to a separate account, by someone using a fake identification. The suspect was described as a white male, with gray hair and a thing build.
Detectives set up surveillance in the area and at 3:05 p.m., a suspect matching the description entered the bank and attempted to make the withdraw. The suspect, later identified as Robert Nuccio, was taken into custody without incident. Nuccio provided a fake name when he was taken into custody.
Nuccio was transported to Dover Police Department where he was processed and arraigned.
Nuccio was committed to SCI on $132,000 cash bail on the following charges: -Theft over $100,000 and Victim over 62 years or Older -Attempt to Commit Theft over $100,000 and Victim over 62 years or Older -Identity Theft -Forgery Third Degree -Criminal Impersonation
