    Arrest Made In Village Drive Shooting

    During the investigation, Detectives identified the suspect responsible for the shooting as the 17-year-old, and determined that he was driven to the scene in a vehicle. Detectives from the Drugs, Vice and Organized Crime Unit located the vehicle in a parking lot of Woodmill Apartments, 1300 South Farmview Drive at approximately 7:18 p.m. The Street Crimes Unit conducted a traffic stop on this vehicle and took the 17-year-old male and Aldonza into custody without incident.

    The ensuing investigation led Detectives to obtain a search warrant on an apartment in “A” building of Woodmill Apartments. As a result of the search warrant, Detectives located a 9mm handgun. It was also determined that Aldonza drove the 17-year-old to the scene of the shooting.

    The suspects were transported to Dover Police Department where they were processed and arraigned.

    The 17-year-old male was committed to Stevenson House Detention Center on $88,000 cash bail on the following charges:
    -Possession of a Firearm During the Commission of a Felony
    -Reckless Endangering in the First Degree
    -Conspiracy in the Second Degree
    -Possession of a Firearm or Ammunition by a Person Prohibited(2x)

    Aldonza was committed to SCI on $68,000 cash bail on the following charges:
    -Possession of a Firearm During the Commission of a Felony
    -Reckless Endangering in the First Degree
    -Conspiracy in the Second Degre

    Both suspects are presumed innocent until proven guilty.

The vehicle left the roadway in the 700 block of East Loockerman and struck a tree. The one-year-old was not properly restrained in a car seat which resulted in him being seriously injured. Howard also had a no-contact order with the adult female passenger and Officers located 69 grams of marijuana in the vehicle, along with packaging material.

    Howard was transported to Dover Police Department where he was processed and arraigned.

    The ensuing investigation led Officers to a residence in the 100 block of Haman Drive where they contacted Miller. Miller was taken into custody without incident.

    A search of the residence was conducted and Officers located a loaded Glock 22 .40 caliber handgun with an extended magazine, a Sig Sauer P365 9mm handgun that was reported stolen, and approximately 49.3 grams of crack cocaine.

    On 12/28/2024, the Dover Police Department’s Special Operations Response Team (S.O.R.T) executed a search warrant on a residence in the unit block of Stevenson Drive. The 13-year-old suspect was arrested during this search warrant. He was transported to Dover Police Department to be processed and arraigned.

    Detectives arrested the 15-year-old male suspect at an apartment in the 400 block of Country Drive. He was taken to Dover Police Department to be processed and arraigned.

    The 13-year-old male was committed to Stevenson House Detention Center on $181,000 cash bail on the following charges:
    -Murder Second Degree
    -Conspiracy First Degree
    -Possession of a Firearm During the Commission of a Felony
    -Possession of a Firearm or Ammunition by a Person Prohibited (2x)
    -Reckless Endangering in the First Degree
    -Criminal Mischief Over $1000 under $5000

    The 15-year-old male was committed to Stevenson House Detention Center on $181,000 cash bail on the following charges:
    -Murder Second Degree
    -Conspiracy First Degree
    -Possession of a Firearm During the Commission of a Felony
    -Possession of a Firearm or Ammunition by a Person Prohibited (2x)
    -Reckless Endangering in the First Degree

    At approximately 2:28 a.m., officers on patrol observed the stolen vehicle in the area of North DuPont Highway and College Road. Officers tried to stop the vehicle however it drove away at a high rate of speed. Officers pursued the vehicle which took them to the intersection of North DuPont Highway and Route 42. The suspects were traveling eastbound on Route 42 approaching North DuPont Highway and failed to stop at the red light, causing it to hit the driver’s side of a 2020 Nissan Rogue that was traveling northbound on the highway.

    Both drivers were entrapped in their respective vehicles and had to be removed by first responders.

    The driver of the stolen Honda Accord, a 19-year-old from Camden, DE, and the driver of the Nissan, a 53-year-old female from Hartly, DE were airlifted to a New Castle County Hospital for their injuries.

    A passenger of the Honda, an 18-year-old from New York City, NY, was transported to an area hospital.

    All individuals are still admitted to the hospital receiving treatment for their injuries and are in serious condition.

    A stolen firearm was located in the suspects’ vehicle following a search.

    Dover Police Detectives are still working to determine if this incident is related to the armed robbery that occurred at Wawa on Tuesday. (Click here for details).

    The Dover Police Department is not releasing the names of the suspects until they are formally charged. A separate release will be published at that time.

    The description of the suspects was relayed to working patrol officers and at approximately 2:30 a.m. on November 13th, Officers from “A” Platoon observed two of the three suspects in the area of Capital Green walking on foot. Officers contacted the suspects and identified them as Gibbs and a 17-year-old male of Dover. Gibbs was taken into custody after a brief struggle. The 17-year-old male fled on foot while Gibbs was struggling with Officers and has not been located.

    Gibbs was found in possession of a .38 Caliber revolver and property belonging to the victim.

    The vehicle has not been recovered and is described as a Gray, 2018 Toyota Rav 4 with Delaware Registration PC803720.

    Gibbs was transported to Dover Police Department where he was processed and arraigned.

    Gibbs is presumed innocent until proven guilty.

    Joint Operation Leads To Arrest of Dover Man For Human Trafficking and Drug Charges

    The Dover Police Department’s Drugs, Vice and Organized Crime Unit (DVOC), the Delaware State Police Human Trafficking Unit, and the FBI Delaware Violent Crimes and Safe Streets Task Force (DVCSSTF) collaborated and began a several months long investigation into these acts.

    On Wednesday, November 6, 2024, Dover Police Department, Delaware State Police and members of the FBI DVCSSTF executed a search warrant on the residence in the unit block of South State Street and Paz was taken into custody without incident. A search of the residences resulted in Detectives locating paraphernalia related to heroin and crack cocaine packaging/use and 13 bags of heroin.

    Paz was transported to Dover Police Department where he was processed and arraigned.

    Paz was committed to SCI on the following charges and bail amounts.

    Dover Police Department – $3,400 unsecured bail on the following charges:
    -Maintaining a Drug Property
    -Possession of Heroin
    -Possession of Drug Paraphernalia

    Delaware State Police – $80,000 cash bail on the following charges:
    -Human Trafficking – Sexual Servitude (2x)
    -Trafficking an Individual (2x)

    Paz is presumed innocent until proven guilty.

    Dover Police Officers responded and observed Moran inside of the residence. Moran came to the door and pointed a firearm at Officers and ran back into the house, securing the doors. The Dover Police Department’s Special Operations Response Team(SORT) and Crisis Negotiations Team(CNT) were activated as a result of these actions and responded to the scene. In addition to Dover Police SORT and CNT, the Dover Police Department received assistance from Tactical Units of the Delaware State Police, the Kent County Department of Public Safety, and Ambulnz. During this incident, a statewide alert was sent out to land lines and mobile devices requesting the public remain clear of the area. The Dover Police Department appreciates the public’s support and cooperation with this message, as it allowed first responders to safely and effectively resolve this incident.

    At 10:58 a.m., Moran surrendered and was taken into custody without incident. All six children were located safe and turned over to a family member. Thankfully, no injuries were reported as a result of this incident.

    A search warrant was obtained and executed on the residence. As a result of the search, Officers located a Ruger 9mm Handgun and a Zigana 9mm Handgun along with 9mm ammunition.

    Moran was transported to Dover Police Department where he was processed and arraigned.

    He was committed to SCI on $47,000 cash bail on the following charges:
    -Aggravated Menacing (2x)
    -Possession of a Firearm by a Person Prohibited
    -Felony Resisting Arrest
    -Trespassing First Degree
    -Capias

    The temperatures are dropping, days are shorter, and the leaves are changing which also means the holiday season is quickly approaching.  While this time of year is certainly joyous for most, there are many families that struggle to provide for their children during the holidays.

    The Holiday Heroes program by the Dover Police Department is here to help for the 12th consecutive year, but will need the communities help to raise funds.

    Holiday Heroes allows children from the Dover area to pair up with a Dover Police Officer to go shopping for Christmas gifts at the Dover Target store.  This event not only helps to provide necessities to families such as warm winter clothing, but also gifts for Christmas, and the opportunity for children to connect with an officer one-on-one.

    -How can I sign my child up for this program?
              The Dover Police Department does not take sign-ups or nominations from the public.  In order to identify children most in need and ensure that the selection process is fair, we partner with local school districts.  Teachers, counselors, and other school employees will submit families for the program and they are then contacted by officers managing the program based on the amount of money we are able to raise.  Please do not call the police department or your child’s school asking to be nominated.

    -Will you take donations of physical items (blankets/coats/toys/etc.)?
             Unfortunately we do not take donations other than checks, cash, and Target gift cards.    

    -Can we watch/participate in the shopping event?
             While the shopping event does occur during regular store hours, we do not announce it in advance and do not use volunteers from outside of the Dover Police Department.

    -Why do you only shop at Target?
             Target is not only one of the few department stores in Dover with a wide selection to fit our families needs, but they have been an incredible partner over the last ten years.  Target has donated thousands of dollars in donations and provided team member volunteers for our shopping trips since we launched Holiday Heroes in 2012.  Target has also been a major contributor to our National Night Out events as well.

    -How much money does the department need for Holiday Heroes?
             No donation is too large or too small, every bit helps!  We don’t set a goal because we want to help as many children as we can.  In our highest fundraising years, we’ve helped over 100 LOCAL children.

             YES!  We accept corporate donations for our program and are happy to e-mail you a letter/receipt for your donation upon request.  You may also request a photo-op and social media shoutout for your business.

    Once all staff/students had left the school, a thorough search was conducted by Officers from the Dover Police Department with the assistance of K-9 units from the Dover Air Force Base, New Castle County Police Department, Delaware Natural Resource Police Department, and the Capital Police Department. After approximately 2 hours of searching, it was determined that the school was safe.

    Detectives immediately began working on this case and their investigation led them to identify the 13-year-old male as the person responsible for making the threats toward the school. The 13-year-old is not a student at Dover Middle School.

    On Wednesday, September 18th, 2024, the 13-year-old was arrested and transported to the Dover Police Department where he was processed.

    The 13-year-old was turned over to a guardian after being charged with the following:

    Recognizing the risks associated with trying to refer the frantic emergency caller, Communications Operator MacKenzie Atkinson kept them on the line and began collecting critical information.  The caller provided the latitudinal and longitudinal coordinates of this vessel and C/O Atkinson used the skills obtained from her training through Priority Dispatch and her newly acquired certification from the International Academies of Emergency Dispatch and followed the protocols for a vessel in distress.  While C/O Atkinson kept working with the caller on the phone, C/O Connor Logan began making international notifications in an effort to rescue this sinking vessel.  Within just four minutes, he established contact with the following domestic and international agencies:

    The Dover Police Department is offering the following information to better prepare the citizens we serve for Back to School week.

    Police in Schools:
    The Dover Police Department has a full-time officer dedicated to the Dover High School, Dover Middle Schools of Excellence and Innovation, William Henry Middle School, Kent County Secondary ILC, and one SRO assigned to charter/private schools in the City of Dover.  These officers are otherwise known as SRO’s or School Resource Officers.  We encourage parents to tell their children to communicate concerns with those officers as needed.  In addition to our five  full-time youth officers, the department will increase their presence at schools across the city during the first days of school to ensure a smooth and safe process for all children and school faculty.  There will also be increased presence by the Special Enforcement Unit Motorcycle Division in area school zones, cross walks, and bus routes to crack down on vehicle violations.  People who speed in school zones, disobey crossing guards, or pass school buses will be cited accordingly.

    H.A.W.K. Traffic Signal at Dover High School
    The Delaware Department of Transportation (DelDot)  installed the new High-Intensity Activated CrossWalK system at the Dover High School main entrance/exit prior to the 2014-2015 school year.  This system is designed to maximize the flow of traffic in what is expected to be a congested area before and after school.  A video showing how the light works can be viewed below.

    Tips for Motorists
    The Dover Police Department will utilize special enforcement units to increase presence in school zones and on bus routes throughout the city to target speed violations, passing of school buses, and other driving violations that threaten the safety of school children.  The beginning of school is also a time when children are at increased risk of transportation related injuries from pedestrian, bicycle, school bus, and motor vehicle crashes because there are many more children on the road each morning and afternoon and many drivers’ patterns change. Shorter daylight hours make it especially difficult to see young pedestrians and bicyclists. So as schools open their doors, it’s time for everyone – motorists, parents, educators, and students – to improve their traffic safety practices. The following tips can help make this a safe and happy school year for the whole community.
    School Bus Safety:

    • It is against the law to pass a stopped school bus while its lights are flashing and its stop arm is extended.
    • On undivided roadways, with no physical barrier or median, vehicles must stop on both sides of the roadway.
    • Yellow flashing lights indicate that the bus is preparing to load or unload children. Motorists should slow down and prepare to stop their vehicles.
    • Red flashing lights and extended stop arms indicate that the bus has stopped, and children are getting on or off. Motorists approaching from either direction must wait until the red lights stop flashing before proceeding.
    • Learn and obey the “alternately flashing warning light” system that school bus drivers use to alert motorists.

    School Zone/Bus Stop Safety:

    • When a school bus or children are present slow down and proceed with caution, obeying all traffic laws and speed limits.
    • Obey School Zone speed limits & watch for flashing yellow lights, crossing guards, etc.
    • Be alert and ready to stop. Watch for children walking in the street, especially where there are no sidewalks. Watch for children playing and gathering near bus stops. Watch for children arriving late for the bus, who may dart into the street without looking for traffic. When backing out of a driveway or leaving a garage, watch for children walking or biking to school.
    • When driving in neighborhoods or school zones, watch for young people who may be in a hurry to get to school and may not be thinking about getting there safely.

    Walk/Bike to School:

    • Practice taking the route your child will walk before school.
    • Always wear a bicycle helmet, no matter how short or long the ride.
    • Ride on the right, in the same direction as auto traffic.
    • Use appropriate hand signals.
    • Respect traffic lights and stop signs.
    • Wear bright-colored clothing to increase visibility. White or light-colored clothing and reflective gear is especially important after dark.
    • Know the “rules of the road.”
    • Make sure your child’s walk to school is a safe route with well-trained adult crossing guards at every intersection.
    • Identify other children in the neighborhood with whom your child can walk to school.  In neighborhoods with higher levels of traffic, consider organizing a “walking school bus,” in which an adult accompanies a group of neighborhood children walking to school.
    • Be realistic about your child’s pedestrian skills. Because small children are impulsive and less cautious around traffic, carefully consider whether or not your child is ready to walk to school without adult supervision.
    • If your children are young or are walking to a new school, walk with them the first week or until you are sure they know the route and can do it safely.
    • Bright-colored clothing will make your child more visible to drivers.

    If You’re Dropping Off

    Schools often have very specific drop-off procedures for the school year. Make sure you know them for the safety of all kids. The following apply to all school zones:

    • Don’t double park; it blocks visibility for other children and vehicles
    • Don’t load or unload children across the street from the school
    • Carpool to reduce the number of vehicles at the school

    Sharing the Road with Young Pedestrians

    According to research by the National Safety Council, most of the children who lose their lives in bus-related incidents are 4 to 7 years old, and they’re walking. They are hit by the bus, or by a motorist illegally passing a stopped bus. A few precautions go a long way toward keeping children safe:

    • Don’t block the crosswalk when stopped at a red light or waiting to make a turn, forcing pedestrians to go around you; this could put them in the path of moving traffic
    • In a school zone when flashers are blinking, stop and yield to pedestrians crossing the crosswalk or intersection
    • Always stop for a school patrol officer or crossing guard holding up a stop sign
    • Take extra care to look out for children in school zones, near playgrounds and parks, and in all residential areas
    • Don’t honk or rev your engine to scare a pedestrian, even if you have the right of way
    • Never pass a vehicle stopped for pedestrians
    • Always use extreme caution to avoid striking pedestrians wherever they may be, no matter who has the right of way

    Sharing the Road with School Buses

    If you’re driving behind a bus, allow a greater following distance than if you were driving behind a car. It will give you more time to stop once the yellow lights start flashing. It is illegal in all 50 states to pass a school bus that is stopped to load or unload children.

    • Never pass a bus from behind – or from either direction if you’re on an undivided road – if it is stopped to load or unload children
    • If the yellow or red lights are flashing and the stop arm is extended, traffic must stop
    • The area 10 feet around a school bus is the most dangerous for children; stop far enough back to allow them space to safely enter and exit the bus
    • Be alert; children often are unpredictable, and they tend to ignore hazards and take risks

    Sharing the Road with Bicyclists

    On most roads, bicyclists have the same rights and responsibilities as vehicles, but bikes can be hard to see. Children riding bikes create special problems for drivers because usually they are not able to properly determine traffic conditions. 

    • When passing a bicyclist, proceed in the same direction slowly, and leave 3 feet between your car and the cyclist
    • When turning left and a bicyclist is approaching in the opposite direction, wait for the rider to pass
    • If you’re turning right and a bicyclists is approaching from behind on the right, let the rider go through the intersection first, and always use your turn signals
    • Watch for bike riders turning in front of you without looking or signaling; children especially have a tendency to do this
    • Be extra vigilant in school zones and residential neighborhoods
    • Watch for bikes coming from driveways or behind parked cars
    • Check side mirrors before opening your door

    By exercising a little extra care and caution, drivers and pedestrians can co-exist safely in school zones.

    Bullying or cyberbullying is when one child picks on another child repeatedly. Bullying can be physical, verbal, or social. It can happen at school, on the playground, on the school bus, in the neighborhood, over the Internet, or through mobile devices like cell phones.  The Dover Police Department has full-time officers dedicated to the Central Middle School, Dover High School, and Parkway Academy with another officer that spends time in William Henry Middle School and the various elementary schools throughout the city.

    When Your Child Is Bullied

    • Help your child learn how to respond by teaching your child how to:
      1. Look the bully in the eye.
      2. Stand tall and stay calm in a difficult situation.
      3. Walk away.
    • Teach your child how to say in a firm voice.
      1. “I don’t like what you are doing.”
      2. “Please do NOT talk to me like that.”
      3. “Why would you say that?”
    • Teach your child when and how to ask a trusted adult for help.
    • Encourage your child to make friends with other children.
    • Support activities that interest your child.
    • Alert school officials to the problems and work with them on solutions.
    • Make sure an adult who knows about the bullying can watch out for your child’s safety and well-being when you cannot be there.
    • Monitor your child’s social media or texting interactions so you can identify problems before they get out of hand.

    When Your Child Is the Bully

    • Be sure your child knows that bullying is never OK.
    • Set firm and consistent limits on your child’s aggressive behavior.
    • Be a positive role mode. Show children they can get what they want without teasing, threatening or hurting someone.
    • Use effective, non-physical discipline, such as loss of privileges.
    • Develop practical solutions with the school principal, teachers, counselors, and parents of the children your child has bullied.

    When Your Child Is a Bystander

    • Tell your child not to cheer on or even quietly watch bullying.
    • Encourage your child to tell a trusted adult about the bullying.
    • Help your child support other children who may be bullied. Encourage your child to include these children in activities.
    • Encourage your child to join with others in telling bullies to stop.

    Teen Driving:

    • Keep Your Cell Phone Off
      Multiple studies indicate using a cell phone while driving is the equivalent of driving drunk―that’s even when using a hands-free phone. Besides, your state may prohibit the use of cell phones while driving. Many do for drivers of certain ages.
    • Don’t Text
      Research shows texting―on average―causes a loss of focus on the road for five seconds. A lot can go wrong in those five seconds.  Don’t try the “texting-while-stopped” approach, either. And, when you have your head down, you won’t notice key developments that may occur, even when you’re stuck at a red light.
    • Turn on Your Headlights
      Doing so can increase your visibility and help other drivers see you, even on sunny days.
    • Obey the Speed Limit
      Speeding causes about 40% of all fatal teen accidents. That’s especially true when driving on roads with lots of traffic or you’re not familiar with.  Don’t feel pressured to keep up with traffic if it seems like everyone else is flying by you. Driving a safe speed helps ensure your well-being, and keeps you away from costly traffic tickets that can cause a sharp hike in your car insurance.
    • Minimize Distractions
      It may be tempting to eat, drink, flip around the radio dial, or play music loudly while you’re cruising around town; however, all can cause your mind or vision to wander, even for a few seconds. And, that can be enough for an inexperienced driver to lose control of your car, or not notice an obstacle in the road.
    • Drive Solo
      Having a single teen passenger in your car can double the risk of causing a car accident. Adding additional teen passengers causes the risk to escalate.
    • Practice Defensive Driving
      Always be aware of the traffic ahead, behind, and next to you, and have possible escape routes in mind. Stay a safe distance behind the car in front of you in slower speeds, and maintain a larger buffer zone with faster speeds.  A good way to judge a proper distance is to count 2 seconds from the time the front of your car passes where the rear of the car in front of you passed

    New Jersey Man Arrested For Stealing Over $100,000 Through Identity Theft

    Detectives set up surveillance in the area and at 3:05 p.m., a suspect matching the description entered the bank and attempted to make the withdraw. The suspect, later identified as Robert Nuccio, was taken into custody without incident. Nuccio provided a fake name when he was taken into custody.

    Nuccio was transported to Dover Police Department where he was processed and arraigned.

    Nuccio was committed to SCI on $132,000 cash bail on the following charges:
    -Theft over $100,000 and Victim over 62 years or Older
    -Attempt to Commit Theft over $100,000 and Victim over 62 years or Older
    -Identity Theft
    -Forgery Third Degree
    -Criminal Impersonation
