  • *Update – Suspect Arrested* State Police Homicide Detectives Investigating Shooting in Seaford

    The Delaware State Police have arrested 22-year-old Andy Dorgilus of Indianapolis, Indiana, as a suspect in the homicide that occurred in Seaford last week.

    On April 8, 2025, at approximately 5:50 p.m., officers from the Seaford Police Department and Delaware State Police responded to a report of a shooting on Clarence Street, between Thomas Street and Chandler Street, within the city limits of Seaford. Upon arriving, officers found Rihem Frisby suffering from apparent gunshot wounds and began life-saving efforts. He was transported by EMS to an area hospital, where he was pronounced dead.

    Due to the nature of the incident, the Seaford Police Department requested the Delaware State Police Homicide Unit assume the investigation. A preliminary investigation revealed that the victim was shot by an unknown number of suspects.

    Through investigative means, detectives identified Andy Dorgilus as a suspect and on April 16, 2025, he was taken into custody without incident.


    Dorgilus was arrested and taken to Troop 5, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $1,132,000 cash bond.

  • State Police Arrest Two Firefighters in Hate Crime Investigation

    Delaware State Police Detectives have arrested 27-year-old Jay Droney of Millville, Delaware and 23-year-old Jordan Hastings of Delmar, Delaware following a hate crime investigation.

    On April 9, 2025, Delaware State Police Troop 4 Major Crimes Detectives were contacted by Millville Volunteer Fire Company administration regarding a previously unreported hate crime that occurred at their station, located at 35554 Atlantic Avenue in Millville. During the investigation, detectives learned that in February 2024, two volunteer firefighters, identified as Jay Droney and Jordan Hastings, chased a Millville Volunteer Fire Company employee around the fire station with a rope tied in the shape of a noose. During the incident Droney made a racist comment to the victim. Further investigation revealed that Droney continued to make additional racist comments to the victim on several occasions following the initial incident.

    After concluding the investigation, detectives obtained warrants for both suspects on April 15, 2025.


    Droney turned himself in at Troop 4, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 3, and released on his own recognizance.

  • Troopers Arrest Georgetown Woman for 7th Offense DUI

    Delaware State Police have arrested 44-year-old Ginger Velasquez (Timmons) of Georgetown, Delaware, for 7th offense felony DUI and related traffic offenses.

    On April 15, 2025, at approximately 3:18 a.m., a trooper on patrol saw a Chevrolet Cruze traveling eastbound on Wilson Hill Road near Downs Road with an improperly displayed license plate. The trooper pulled the car over and spoke to the driver, identified as Ginger Velasquez, and detected an odor of alcoholic beverage coming from her breath. The trooper administered Standardized Field Sobriety Tests, and after the tests, Velasquez was arrested for driving under the influence.

    A computer check showed that Velasquez had six prior DUI-related convictions. She was taken to Troop 4, where she was charged with the crimes listed below, arraigned by Justice of the Peace Court 7, and released on a $7,001 unsecured bond.

  • *Update – Second Suspect Arrested* State Police Investigating Homicide in Seaford

    Delaware State Police Homicide Detectives have arrested 22-year-old Jamal Riddick of Blades, Delaware as the second suspect in the homicide that occurred in Seaford last month, and 20-year-old Dimere Riddick also of Blades, Delaware, for felony gun charges

    On March 12, 2025, at approximately 4:24 p.m., officers from the Seaford Police Department and Delaware State Police responded to a report of a shooting at Nutter Park, located at 712 Collins Avenue within the city limits of Seaford. When officers arrived on the scene, they discovered 23-year-old Schweitzer Dessin, suffering from apparent gunshot wounds and began life saving efforts. Dessin was taken by ambulance to a nearby hospital, where he died from his injuries. Two other men, ages, 19 and 21, self-transported to an area hospital with non-life-threatening gunshot wounds. A 23-year-old man also self-transported to an area hospital with non-life-threatening injuries related to the shooting. Due to the nature of the incident, the Seaford Police Department requested the Delaware State Police Homicide Unit to assume the investigation.

    Through investigative means, Delaware State Police Homicide Detectives identified Johnathan Dugazon as a suspect and obtained a warrant for his arrest. On March 24, 2025, officers from the Seaford Police Department arrested Dugazon without incident. In the ensuing investigation, detectives identified Jamal Riddick as the second suspect in the homicide and obtained a warrant for his arrest.

    On April 15, 2025, Delaware State Police Homicide Detectives executed a search warrant at a residence on the 800 block of South Market Street in Blades where detectives took Jamal Riddick into custody without incident. During the search warrant, detectives found an AR style rifle and firearm ammunition in a room occupied by Dimere Riddick, who is a convicted felon, and prohibited from possessing a firearm and/or ammunition. He too was taken into custody without incident.


    Jamal Riddick was arrested and taken to Troop 5, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 3, and committed to Sussex Correctional Institution on a $1,340,000 cash bond.

  • Search Warrants in Dover Lead to Arrests for Gun and Drug Offenses

    Delaware State Police have arrested 36-year-old Ian Tolson and 34-year-old Jaaron Tolson, both from Dover, Delaware, for felony gun and drug charges following search warrants at two Dover residences.

    On April 9, 2025, members of the Kent County Drug Unit, Kent County Governor’s Task Force, and the Delaware State Police Special Operations Response Team, executed search warrants at a house on Harmony Lane and a house on State Circle, both in Dover. The search warrants were obtained following an investigation of Ian and Jaaron Tolson for the distribution of illegal narcotics from the properties. Before executing the search warrant on State Circle, detectives saw a red Cadillac Escalade, driven by Jaaron Tolson, leave the residence. Detectives conducted a traffic stop on the Cadillac, and Jaaron Tolson was taken into custody without incident. Ian Tolson was taken into custody at the Harmony Lane residence without incident.

    A search of the State Circle property led to the discovery of the following items:

    • 2 – 9mm handguns and ammunition
    • Stolen .45 caliber handgun and ammunition
    • Approximately .02 grams of crack cocaine
    • Digital scale

    A search of the Harmony Lane property led to the discovery of the following items:

    • 9mm handgun and ammunition
    • Approximately 34.30 grams of crack cocaine
    • Digital scale

    A computer inquiry revealed Ian Tolson is a convicted felon and is prohibited from possessing firearms and/or ammunition. He was arrested and taken to Troop 3, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $105,500 cash bond.

  • State Police Arrest Three on Gun Charges in Bridgeville

    Delaware State Police arrested 36-year-old Dion Garner of Preston, Maryland, a 17-year-old male from Cambridge, Maryland, and a 17-year-old male from Delmar, Maryland, on multiple felony gun charges following an investigation Wednesday night in Bridgeville.

    On April 9, 2025, at approximately 9:56 p.m., troopers responded to the McDonald’s located at 18733 Sussex Highway for a report of individuals in a white car allegedly waving firearms at patrons.

    Troopers located a white Mazda in the parking lot with three males associated with the vehicle. As troopers arrived, one of the suspects walked away from the scene. Troopers retraced the path he had taken through the parking lot and located a loaded firearm with an extended magazine hidden between parked vehicles. With help from the Bridgeville Police Department, troopers searched the area and apprehended the 17-year-old from Cambridge after a foot pursuit. He physically resisted arrest and was ultimately taken into custody.

    The front passenger, later identified as the 17-year-old from Delmar, attempted to flee on foot. He actively resisted arrest and struggled with troopers during apprehension, which resulted in damage to a trooper’s uniform pants. A loaded firearm was recovered from his waistband. He also initially provided a false name and date of birth.

    The rear passenger, identified as Dion Garner, was taken into custody without incident. A loaded firearm was found in a bag on the floor of the vehicle directly in front of Garner’s seat, near his feet. A computer check revealed the firearm was reported stolen within the jurisdiction of the New Kensington Police Department in Pennsylvania. An additional inquiry also revealed that Garner had active warrants for his arrest. Garner, a convicted felon, is prohibited from possessing firearms or ammunition.

    All three suspects were taken to Troop 5, where they were each charged with multiple crimes.


    Garner was charged with the crimes listed below, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $52,500 secured bond.

  • Detectives Arrest Man for Felony Gun and Drug Related Charges Following Search Warrant in Harrington

    The Delaware State Police arrested 54-year-old James Shelton of Harrington, Delaware, for felony gun and drug charges following a search warrant at a residence in Harrington on Tuesday.

    On April 8, 2025, members of the Kent County Drug Unit, Kent County Governor’s Task Force, and Delaware State Police Special Operations Response Team executed a search warrant at a residence on Kings Court in Harrington. The search warrant was obtained following a drug investigation of James Shelton, who was suspected of the large-scale distribution of narcotics. Shelton and a 35-year-old Harrington woman were taken into custody at the residence without incident.

    A search of the property led to the discovery of the following items:

    • Approximately 41.88 grams of cocaine
    • Approximately 23.88 grams of crack cocaine
    • 76 oxycodone hydrochloride pills
    • A loaded Glock 17 9mm firearm
    • A loaded Ruger LCR firearm with the serial number obliterated
    • A loaded Kahr CW45 firearm
    • Multiple firearm magazines and rounds of ammunition
    • Approximately $7,156 in suspected drug dealing proceeds
    • Various paraphernalia to include digital scales, and distribution/packaging materials

  • State Police Detectives Arrest Two Men for Thefts in Kent County

    State Police Detectives Arrest Two Men for Thefts in Kent County

    Delaware State Police have arrested 40-year-old Ronald Keiser of Hartly, Delaware and 39-year-old Joseph Jackson, of Marydel, Delaware, for multiple felonies following a series of thefts throughout Kent County.

    Beginning in March 2025, Troop 3 Criminal Investigations Unit began investigating several thefts of a similar nature in Kent County. In each of the thefts, unknown suspects trespassed onto various properties and stole landscape trailers and the property on them. During the investigations, detectives identified a light-colored Toyota 4-Runner as the suspect vehicle. Through investigative means, detectives identified Ronald Keiser as a suspect involved in the thefts. On March 25, 2025, detectives executed a search warrant at a property on Brittney Lane in Hartly and recovered a stolen John Deere zero turn lawnmower and Keiser was taken into custody without incident.

    Further investigation led detectives to develop Joseph Jackson as the second suspect involved in the thefts. A subsequent search warrant was executed at the same property, which led to the recovery of reported and unreported stolen property, including landscape trailers and a stolen Kia Sorento.


    On March 25, 2025, Keiser was arrested and taken to Troop 3, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and released on a $3,100 unsecured bond. On April 1, 2025, Keiser was charged with additional theft related crimes, arraigned by Justice of the Peace Court 7, and released on a $31,400 unsecured bond.

  • State Police Arrest Man for New Castle Area Shell Gas Station Burglary

    The Delaware State Police arrested 59-year-old David Ramos of Wilmington, Delaware, for a burglary that occurred at a New Castle area Shell gas station on Friday.

    On April 4, 2025, at approximately 6:58 a.m., troopers responded to the Shell, located at 3001 New Castle Avenue, New Castle, for a report of a burglary that occurred overnight. Upon arriving, troopers observed multiple holes in the roof of the business that caused water damage and flooding inside of the business following heavy rainfall overnight. In the ensuing investigation, troopers learned that at approximately 12:33 a.m., a masked male suspect cut multiple holes in the roof of the gas station, and entered the closed business. Once inside, the suspect removed over $6,000 worth of tobacco products. The suspect then fled on foot in an unknown direction with the stolen products.

    Through investigative means, troopers identified David Ramos as the suspect involved in the burglary, and obtained a warrant for his arrest. On April 6, 2025, troopers located Ramos at a motel in New Castle, and took him into custody without incident. Troopers also executed a search warrant for the room, which led to the discovery of several of the stolen tobacco products.

    Ramos was taken to Troop 2, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $16,000 cash bond.

  • State Police Arrest Wilmington Man for Robbery

    Delaware State Police have arrested 22-year-old Anthony Ortiz of Wilmington, Delaware, for a robbery that occurred yesterday in Wilmington.

    On April 6, 2025, at approximately 2:15 p.m., troopers responded to CVS, located at 1605 Telegraph Road in Wilmington, for a report of a robbery. When troopers arrived, they learned that a 16-year-old male was riding his bicycle near Delaware Park when he was approached by the suspect. The victim walked away from the suspect who then began following the victim and threatened him with a pair of hedge clippers. The victim dropped his bicycle, and the suspect ran away with it. The victim followed the suspect from a distance, called 9-1-1, and provided a description of him. Troopers canvassed the area and found the suspect, identified as Anthony Ortiz, a short time later. He was taken into custody without incident. The victim was not hurt.


    Ortiz was taken to Troop 2, where he was charged with the crime listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $30,000 secured bond.

    Delaware State Police have arrested 30-year-old Joshua Bostic of Newark, Delaware for a strong-arm robbery that occurred in December at a Wawa in Bear.

    On December 2, 2024, at approximately 5:41 p.m., troopers responded to a report of a strong-arm robbery at the Wawa, located at 1605 Pulaski Highway in Bear. The preliminary investigation revealed an unknown male suspect approached a victim at the ATM inside the store. After the transaction was completed, the suspect attempted to grab the money from the victim, which led to a physical altercation. The victim held onto his money and began leaving the store; however, the suspect followed the victim, and another physical altercation ensued near the front of the store. The suspect ultimately grabbed an undisclosed amount of the victim’s money and fled on foot toward Salem Church Road. The victim was not injured.

    Through investigative means, detectives identified Joshua Bostic as the suspect and obtained a warrant for his arrest. Bostic was arrested in Cecil County, Maryland and on April 4, 2025, he was extradited to Delaware.

    Bostic was taken to Troop 2, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $2,600 secured bond.

    On March 31, 2025, at approximately 11:19 p.m., troopers responded to Sherwood Forest Way in Hartly for a report of a shooting. When troopers arrived, they learned that a 35-year-old male had been shot and taken to the Hartly Volunteer Fire Company. The victim was taken by ambulance to an area hospital with serious injuries. The preliminary investigation revealed that the victim was visiting a female when the suspect, who is known by the female and identified as Myreon Lindsey, forcefully entered the house. Lindsey was involved in a verbal and physical altercation with the victim, before shooting him.

    On April 4, 2025, Lindsey was arrested in Caroline County, Maryland. Upon extradition to Delaware, he’ll be charged with the following crimes:

    • Attempted Murder 1st Degree (Felony)
    • Assault 1st Degree (Felony)

  • Search Warrant in Milton Leads to Arrest for Gun and Drug Offenses

    Delaware State Police have arrested 29-year-old Deion White, of Millsboro, Delaware, for felony gun and drug charges following a search warrant at a Milton residence.

    On April 3, 2025, members of the Sussex County Drug Unit and Sussex County Governor’s Task Force, executed a search warrant at a house on the 30000 block of Stockley Road in Milton. The search warrant was obtained following an investigation of White for the distribution of illegal narcotics. Before executing the search warrant, detectives saw a white Ford Fusion, with improper window tint and driven by White, leave the residence and fail to stop at the stop sign at Beaver Dam Road and Stockley Road. Detectives pulled the Fusion over and White was detained.

    A search of White and the property led to the discovery of the following items:

    • Approximately 196.95 grams of heroin
    • .357 handgun
    • $2,324 in suspected drug proceeds

    White was arrested and taken to Troop 4, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $203,002 cash bond.

  • Traffic Stop Leads to Arrest of Magnolia Man for Felony Drug Charges

    Delaware State Police have arrested 27-year-old Troy McNally of Magnolia, Delaware, for felony drug charges following a traffic stop in Magnolia.

    On April 3, 2025, at approximately 1:45 a.m., a trooper on patrol saw a Nissan Rogue fail to stop at the stop sign at Walnut Shade Road and Peachtree Run and pulled the Nissan over on Terry Drive. While stopping, the driver of the Nissan, identified as Troy McNally, was seen throwing items from the vehicle and troopers recovered the following items:

    • Approximately 2.25 grams of heroin
    • Approximately 6.9 grams of crack cocaine
    • 10 acetaminophen and oxycodone hydrochloride pills

    McNally was arrested without incident and taken to Troop 3. He was charged with the crimes listed below, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $35,000 cash bond.

    The Delaware State Police arrested 40-year-old Charles Blackshear of Wilmington, Delaware, for felony drug and weapon offenses following a traffic stop that occurred in New Castle last night.

    On April 1, 2025, at approximately 8:26 p.m., a trooper on patrol in the area of South Market Street and Millside Drive observed a red Toyota Camry traveling southbound on South Market Street before it quickly entered the Royal Farms parking lot. The Toyota traveled through the lot at a high rate of speed before it exited onto North Dupont Highway, where it continued to commit multiple traffic violations. The trooper conducted a traffic stop on the Toyota, and made contact with the driver, identified as Charles Blackshear, who was wearing a black mask obstructing his face. A computer inquiry of Blackshear’s driver’s license revealed it was suspended. During the traffic stop, troopers learned the Toyota was a rental vehicle, and Blackshear was not an authorized operator. Blackshear was directed to exit the vehicle, after which a consensual search revealed a knife concealed in his waistband. A subsequent search of the Toyota was conducted, which led to the discovery of multiple cell phones, and approximately 21.78 grams of cocaine packed in clear, plastic knotted sandwich bags that were submerged in a bottle of iced tea in the center console.

    Blackshear was taken into custody without incident. An additional computer inquiry revealed Blackshear is a convicted felon and is prohibited from possessing deadly weapons. Blackshear was taken to Troop 2, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and was released after posting a $30,302 secured bond.

  • Search Warrant of Millsboro Residence Leads to Drug and Gun Arrests

    Delaware State Police have arrested 45-year-old Jason Wilz, 19-year-old Xavier Gibbs, and 23-year-old Brandon Gibbs for drug and gun related charges following a search warrant at a residence in Millsboro on Friday morning.

    On March 28, 2025, members of the Sussex County Drug Unit, Sussex County Governor’s Task Force, and Troop 4 Property Crimes Unit executed a search warrant at a residence on the 27000 block of Clover Lane in Millsboro. The search warrant was obtained following a drug and theft investigation of Jason Wilz. As detectives were executing the search warrant, a woman closed and locked the door. A man, later identified as Xavier Gibbs, attempted to flee through a back door, but was quickly apprehended. During the search warrant, six individuals located on the property were detained, including Jason Wilz, Xavier Gibbs, and Brandon Gibbs.

    A search of the home led to the discovery of the following items:

    • A loaded .22 caliber handgun
    • Approximately 2.31 grams heroin
    • Approximately 2.69 grams cocaine
    • Approximately 1.40 grams crack cocaine
    • Digital scale
    • Drug paraphernalia

    Jason Wilz was taken Troop 4 where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $35,000 secured bond.

  • Troopers Arrest Millsboro Man for DUI and Drug Offenses

    Delaware State Police arrested 38-year-old Brandon Myers of Millsboro, Delaware, on Friday evening in Millsboro for DUI and drug charges.

    On March 28, 2025, at approximately 7:10 p.m., a trooper on patrol observed a silver Ford Flex entering Mount Joy Road in Millsboro from a Royal Farms parking lot. The trooper conducted a traffic stop after seeing the driver of the Ford, later identified as Brandon Myers, was not wearing a seatbelt and the passenger side front headlight was not working. During the contact with Myers, the trooper noticed Myers appeared to be drowsy and saw drug paraphernalia in the center console. A search of Myer’s pocket revealed several waxed bags suspected to be heroin. The trooper administered Standardized Field Sobriety Test and Myers was taken into custody without incident for driving under the influence. A subsequent search of the Ford led to the discovery of 105 bags (approximately 3.15 grams) of heroin and additional drug paraphernalia.

    Myers was taken to Troop 4, where he was charged with the crimes below, arraigned by Justice of the Peace Court 3, and released on a $7,875 unsecured bond.

  • State Police Arrest Three Teenagers for Robbery in Wilmington

    The Delaware State Police have arrested a 15-year-old male and two 16-year-old females, all from Wilmington, Delaware, for a robbery that occurred Thursday afternoon at a Wilmington 7-Eleven.

    On March 27, 2025, at approximately 1:15 p.m., troopers responded to 7-Eleven, located at 4865 Governor Printz Boulevard, for a report of a robbery. When troopers arrived, they learned that the three teenage suspects were not allowed in the store because of previous shopliftings. When the store clerk told them to leave, they refused and began removing items from the shelves. When the clerk confronted the suspects again, she tried to take the items from them. The suspects assaulted her and fled the store. The victim was taken to an area hospital with minor injuries.

    While Troop 2 Robbery Detectives were at the scene investigating the robbery, they saw the three suspects, identified through video surveillance, walking back to the 7-Eleven, and were taken into custody without incident.

    All three suspects were taken to Troop 2 and charged with multiple crimes.


    The 15-year-old male was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and released to a guardian on a $2,000 unsecured bond.

  • *Update – Suspect Arrested* State Police Investigating Homicide in Seaford

    Delaware State Police Homicide Detectives have arrested 23-year-old Johnathan Dugazon of Seaford, Delaware as a suspect in the homicide that occurred in Seaford earlier this month.

    On March 12, 2025, at approximately 4:24 p.m., officers from the Seaford Police Department and Delaware State Police responded to a report of a shooting at Nutter Park, located at 712 Collins Avenue within the city limits of Seaford. When officers arrived on the scene, they discovered 23-year-old Schweitzer Dessin, suffering from apparent gunshot wounds and began life saving efforts. Dessin was taken by ambulance to a nearby hospital, where he died from his injuries. Two other men, ages, 19 and 21, self-transported to an area hospital with non-life-threatening gunshot wounds. A 23-year-old man also self-transported to an area hospital with non-life-threatening injuries related to the shooting. Due to the nature of the incident, the Seaford Police Department requested the Delaware State Police Homicide Unit to assume the investigation.

    Through investigative means, Delaware State Police Homicide Detectives identified Dugazon as a suspect and obtained a warrant for his arrest. On March 24, 2025, officers from the Seaford Police Department arrested Dugazon without incident. He was taken to Troop 5, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $2,156,000 cash bond.

  • State Police Arrest Man for Gun Offenses Stemming from Shots Fired Incident in Millsboro

    The Delaware State Police arrested 56-year-old Harry Hudson of Millsboro, Delaware, for gun offenses stemming from a shots fired incident that occurred on Saturday night in Millsboro.

    On March 22, 2025, at approximately 11:25 p.m., troopers responded to Gravel Hill Road, Millsboro, for a report of disorderly conduct and shots fired. Upon arriving, troopers learned the suspect, later identified as Harry Hudson, approached a social gathering at a neighboring residence on Gravel Hill Road and behaved in a disorderly manner with several attendees. Hudson was then asked to leave by the homeowner; however, he returned a short time later with a large dog, and made threatening statements. Following multiple requests to leave, Hudson left the property a second time. While leaving, Hudson removed a handgun that was concealed under his clothes, and kept it in his hand as he walked away from the residence. A few minutes later, the party attendees heard possible gunshots from the area of Hudson’s property followed by Hudson yelling threats. Troopers located Hudson in his driveway shouting obscenities and took him into custody without incident. While taking Hudson into custody, troopers observed a loaded firearm on the ground near Hudson.

    A computer inquiry of Hudson revealed he is a convicted felon and is prohibited from possessing firearms and ammunition. Hudson was taken to Troop 4, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 7, and released on a $21,050 unsecured bond.

  • Homicide Detectives Arrest Two Men Following Death Investigation in Dover

    Delaware State Police arrested 38-year-old Brandon Holland, and 43-year-old Edward Jobes, both of Dover, Delaware, for murder and other related charges following a death investigation that occurred in Dover last week.

    On March 20, 2025, troopers responded to a residence on the 1300 block of Wyoming Mill Road, Dover, to check on the welfare of the resident following a report from a healthcare facility that caused concern for the resident’s safety and well-being. Upon arriving at the residence, troopers found the victim, 77-year-old Lynda Carson-Fizer, deceased with physical injuries. Due to the unknown circumstances surrounding the victim’s death, the Delaware State Police Homicide Unit assumed the investigation.

    In the ensuing investigation, Homicide Detectives discovered an acquaintance of the victim, identified as Brandon Holland, had assaulted the victim during an argument on March 17, 2025. Following the assault, Holland, and a second suspect, identified as Edward Jobes, fled from the residence, rendering the victim with no means to care for herself or seek aid due to her injuries.

    On March 23, 2025, Holland and Jobes were taken into custody without incident. Both suspects were taken to Troop 3, where they were each charged with murder.


    Holland was charged with the crimes listed below, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $1,001,000 cash bond.

  • State Police Arrest Correctional Officer for Drug Charges and Official Misconduct

    The Delaware State Police, in collaboration with the Delaware Department of Correction, have arrested 27-year-old Yesenia Martinez-Morales of Wilmington, Delaware, for felony drug charges following an official misconduct investigation.

    On March 16, 2025, Delaware State Police Troop 2 Drug Unit responded to James T. Vaughn Correctional Center, located at 1181 Paddock Road in Smyrna, for a drug investigation initiated by the Department of Correction. The investigation revealed that a Correctional Officer, identified as Yesenia Martinez-Morales, had smuggled approximately 5.82 grams of methamphetamines into the prison.

    Department of Correction Commissioner Terra Taylor said: “The action taken by the Department of Correction to initiate this criminal investigation and to expand the investigation through Delaware State Police demonstrates our commitment to protecting the health and safety of our employees and incarcerated individuals and the facilities in which they work and live.  Illicit and illegal contraband cannot be tolerated, and we are determined to reduce the threat by enforcing our high standards of professional integrity and by holding those responsible accountable for their conduct.”

    State Police Detectives arrested Martinez-Morales, and she was taken to Troop 2. She was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and released on a $3,500 unsecured bond.

  • State Police Detectives Arrest Georgetown Man for Home Improvement Fraud

    Delaware State Police have arrested 58-year-old Dave Moncavage of Georgetown, Delaware for home improvement fraud.

    Beginning in October of 2024, Troop 4 Financial Crimes Detectives began investigating Dave Moncavage for home improvement fraud who operated under the business name of Advanced Interiors. During the investigations, detectives learned that Moncavage had signed contracts with 2 victims to do construction work and received over $24,000 in payments. In both cases, Moncavage never completed these projects and detectives obtained warrants for his arrest.

    On March 12, 2025, at approximately 2:59 p.m., a trooper on patrol saw a white Ford F-150 traveling southbound on Mount Zion Road near Sussex Highway in Seaford. The trooper saw that the truck had lost a load of material from the bed and pulled it over. The trooper contacted the driver, identified as Dave Moncavage, and a computer check revealed the home improvement warrants as well as capias warrants. He was taken into custody without incident and during a search of Moncavage and the truck, the trooper found drug paraphernalia.

    Moncavage was taken to Troop 5, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and released on a $5,000 unsecured bond.

  • State Police Detectives Arrest Maryland Man for Home Improvement Fraud in Sussex County

    Delaware State Police have arrested 26-year-old Dylan Crew of Westminster, Maryland for home improvement fraud following multiple investigations.

    Beginning in October of 2024, Troop 4 Financial Crimes Detectives began investigating Dylan Crew for home improvement fraud. Crew operated under the business name of Coastline Contractors Group, LLC. During the investigations, detectives learned that Crew had signed contracts with 6 victims to do residential renovations and other construction. Crew received over $1,000,000 in payments and in all cases, the projects were never completed.

    Detectives obtained warrants for his arrest and on March 13, 2025, Crew turned himself in at Troop 4. He was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and released on a $132,000 unsecured bond.

  • State Police Arrest Man for Shoplifting Turned Robbery at Wilmington Area Royal Farms

    The Delaware State Police arrested 26-year-old Luis Andino of New Castle, Delaware, for a shoplifting turned robbery that occurred at a Royal Farms in Wilmington on Friday afternoon.

    On March 14, 2025, at approximately 12:07 p.m., troopers responded to a report of a robbery at Royal Farms, located at 1031 South Market Street in Wilmington. The preliminary investigation revealed that the suspect, later identified as Luis Andino, entered the business, grabbed a fountain drink, and concealed merchandise on his person. A Royal Farms employee confronted Andino as he passed the cash registers with the unpaid merchandise. After the initial confrontation, Andino briefly left the business before he returned with a box cutter, and confronted the employee. Andino and the employee engaged in a verbal argument, during which Andino threw the fountain drink at the employee. Andino then began to leave the business; however, he turned around and confronted the employee a second time with the box cutter in hand. A physical altercation ensued between Andino and the employee. Shortly after, troopers arrived at the business, and Andino was taken into custody without incident. The employee was not injured.

    Andino was taken to Troop 2, where he was charged with the crime listed below, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $25,000 cash bond.

    Kent County men arrested on multiple drug felonies in Dover

    A pair of Kent County men were arrested and charged with multiple drug-related felonies after police say they were found with heroin, crack cocaine, over 140 MDMA pills, and other drugs in Dover.

    According to the Delaware State Police Department, on Tuesday, Jan. 11, a search warrant was executed at a residence in the 200 block of President Drive. As a result of the search, police say the following items belonging to 41-year-old Elijere Ingram, of Dover, were located inside: 330.15 grams of marijuana, 2.43 grams of heroin, 3.61 grams of crystal meth, drug paraphernalia, and approximately $711 in suspected drug proceeds.

    When troopers initially responded to the home, Ingram, 44-year-old Donald Demby, of Magnolia, and a 40-year-old Magnolia man were located in the front yard.

    Discovered on Demby’s person were 149 MDMA Pills, 13.89 grams of cocaine, 64.39 grams of marijuana, drug paraphernalia, and $482 in suspected drug proceeds, according to police.

    Both Ingram and Demby were taken into custody without incident and transported to Delaware State Police Troop 3. The 40-year-old Magnolia man was not charged with any crimes.

    Ingram was charged with Possession With Intent to Deliver a Controlled Substance Tier 2 Quantity (Felony), Two Counts- Possession With Intent to Deliver a Controlled Substance (Felony), Possession of a Controlled Substance Tier 2 Quantity (Felony), Possession of a Controlled Substance Tier 1 Quantity (Felony), Possession of a Controlled Substance, and Possession of Drug Paraphernalia. He was arraigned and committed to the Sussex Correctional Institution on $16,700 cash bond.

    Demby was charged with Possession With Intent to Deliver a Controlled Substance Tier 3 Quantity (Felony), Possession of a Controlled Substance Tier 3 Quantity (Felony), Possession With Intent to Deliver a Controlled Substance Tier 2 Quantity (Felony), Possession of a Controlled Substance Tier 2 Quantity (Felony), Possession of a Controlled Substance, and Possession of Drug Paraphernalia. He was arraigned and committed to the Sussex Correctional Institution on $46,000 cash bond.
