  • State Police Investigating Multi-County Pursuits Involving Stolen Vehicles

The Delaware State Police arrested 32-year-old Jonathan Bennett, and 20-year-old Hailey Warren, both from Baltimore, Maryland, for numerous felony charges following pursuits involving 2 stolen vehicles on Friday morning. A third suspect, 20-year-old Kyle Norman from Baltimore, Maryland, remains hospitalized as a result of injuries he sustained in a vehicle crash at the end of the pursuit. He will be formally charged once he is released from the hospital.

On June 20, 2025, at approximately 5:00 a.m., a trooper on patrol observed a blue Hyundai Sonata following a blue Hyundai Santa Fe at a close distance as they traveled southbound on Bay Road near President Drive in Dover. Both vehicles had Maryland registration and continued southbound on Route 1. A computer check revealed the Santa Fe had been reported stolen on June 18, and the Sonata had been reported stolen earlier that morning. Both thefts were reported to the Baltimore County Police Department.

After additional troopers responded, a traffic stop was initiated. Both vehicles fled at high speeds, resulting in two separate pursuits: one involving the Santa Fe and the other the Sonata.

    Pursuit Involving the Santa Fe

The Santa Fe was driven recklessly through Kent and Sussex Counties at a high rate of speed. At one point during the pursuit, the driver abruptly slammed on the brakes, causing the pursuing trooper to crash into the rear of the vehicle.

The pursuit ended when the Santa Fe lost control and crashed into a wooded area near South Old State Road and Dupont Boulevard in Georgetown. The driver, identified as Kyle Norman, was seriously injured and flown to a hospital. Three passengers, identified as Hailey Warren, a 13-year-old boy, and a 13-year-old girl, were also taken to an area hospital for minor injuries. The trooper sustained a serious injury as a result of the crash, and was taken to an area hospital.

During a search of the vehicle, troopers found a screwdriver under the driver’s seat, which is consistent with tools commonly used in vehicle thefts.

    Pursuit Involving the Sonata

Simultaneously, troopers were involved in a separate pursuit with the Sonata, which was also driving recklessly through Kent and Sussex Counties. Stop sticks were successfully deployed on Route 1 north of Cave Neck Road in Milton. Shortly afterward, troopers lost sight of the vehicle.

A short time later, troopers responded to Oyster Rocks Road for a report of three suspicious individuals on bicycles knocking on doors and claiming their vehicle was disabled. Troopers located the three individuals, identified as Jonathan Bennett, a 13-year-old girl, and a 10-year-old boy. They were taken into custody without incident.  A screwdriver was found on Bennett during a search.

Troopers later located the stolen Sonata abandoned in the parking lot of Shell We Bounce Trampoline Park in Lewes. The ignition column was damaged in a manner consistent with recent vehicle theft trends involving the use of screwdrivers. Through investigative efforts, including a review of video surveillance, troopers identified the 10-year-old boy as the driver of the Sonata during the pursuit. Jonathan Bennett was determined to be the front passenger, and the 13-year-old girl was seated in the back. The 10-year-old could not be criminally charged under Delaware law due to the nature of the offenses and his age.

Bennett, the 13-year-old, and the 10-year-old were all taken to Troop 7, where Bennett was charged with multiple crimes, and the children were turned over to their respective guardians.

Bennett was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on an $11,000 secured bond.

  • State Police Arrest Man After Stolen Vehicle Pursuit

Delaware State Police arrested 32-year-old Allen Davis of Seaford, Delaware, on multiple charges following a pursuit in a stolen vehicle.

On June 11, 2025, at approximately 6:40 p.m., a trooper observed a black Buick LaCrosse driving erratically on Sussex Highway approaching Norman-Eskridge Highway. When the trooper attempted a traffic stop, the driver failed to stop and began making multiple illegal U-turns, including driving on the wrong side of a turn lane, and running red lights. At one point, the vehicle’s hood flew open, and the driver was seen sticking his head out the window to navigate.

During the pursuit, troopers confirmed the vehicle had been reported stolen. The suspect continued driving recklessly, reaching speeds over the posted limit and nearly causing several crashes. Stop sticks were deployed, and the vehicle eventually crashed into a stationary red Nissan Kicks at Sussex Highway and Concord Road. The 52-year-old driver of the Nissan was taken to a nearby hospital with minor injuries.

The suspect, later identified as Allen Davis, refused to exit the vehicle and resisted arrest but was ultimately taken into custody with the assistance of the Seaford Police Department.

While being transported to Troop 5, Davis attempted to escape by kicking and damaging the interior of the police Tahoe. He was later transported by EMS to a nearby hospital, where he was medically evaluated and subsequently discharged. Afterward, he was taken to Troop 5, where troopers observed signs of impairment, and a legal blood draw was conducted as part of a DUI investigation.

Further investigation revealed Davis had stolen the black Buick LaCrosse just prior to the pursuit. A 40-year-old man from Seaford, Delaware, reported that Davis, an acquaintance, waved him down while he was driving on Front Street Extended in Seaford. After stopping to speak with him, Davis then allegedly implied he had a firearm, took control of the vehicle, and later threatened to kill the man. When the victim tried to jump out of the car, he became caught in the seatbelt as Davis accelerated. Davis also grabbed the victim by the hair to stop him from escaping. The victim was eventually able to free himself and ran to a nearby residence for help. He suffered minor injuries.

Davis was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $4,512 secured bond.

  • *Update – Suspects Arrested* State Police Detectives Investigating Officer-Involved Shooting in Townsend

Delaware State Police have arrested 25-year-old James Eaves of Dover, Delaware, for several felony firearm and theft-related offenses, as well as resisting arrest, following a pursuit of a stolen vehicle that culminated in an officer-involved shooting in Townsend last week. Eaves also had an outstanding warrant for a pursuit that occurred in New Castle County last month as well as a warrant from Pennsylvania for theft. Detectives also arrested 18-year-old Iman Houston of Wilmington, Delaware, a 19-year-old woman from Smyrna, Delaware, and a 22-year-old man from Wilmington, Delaware, for offenses related to the incident.

On May 9, 2025, at approximately 9:15 p.m., troopers responded to Dupont Highway in Camden for a report of a stolen white Infiniti QX6 traveling in the area. A trooper observed the Infiniti at Walmart, located at 263 Walmart Drive in Camden, and a computer check confirmed the vehicle had been reported stolen within the jurisdiction of New Castle County Police earlier this month. The trooper initiated a traffic stop, but the driver failed to stop. A pursuit ensued, during which the Infiniti traveled at a high rate of speed and in a reckless manner on Dupont Highway. Due to safety concerns for pedestrians and other motorists, the pursuit was terminated in Dover.

A short time later, a trooper saw the Infiniti traveling northbound on Dupont Highway near the Dover Mall and attempted to pull it over. The driver once again disregarded the police signal, and a second pursuit ensued. The Infiniti exited Dupont Highway and traveled northbound on Route 1 as it continued traveling at a high rate of speed and in a reckless manner. The Infiniti then exited Route 1 and entered the city limits of Smyrna, where it collided with another vehicle. Despite the collision, the driver did not stop and continued northbound until the vehicle became disabled north of Fieldsboro Road in Townsend.

The investigation revealed that the encounter unfolded rapidly after the suspects exited the vehicle. The driver, later identified as James Eaves, dropped a firearm onto the roadway as he exited, then picked it up moments later and briefly turned toward the approaching trooper with the weapon in his hand. In response, the trooper drew his department-issued handgun while moving toward Eaves. Eaves then quickly turned away and attempted to run toward a nearby tree line, still armed.

Despite verbal commands to stop and drop the weapon, Eaves did not comply. The trooper discharged his firearm striking him within seconds of this fast-moving, life-threatening armed encounter.

Troopers rendered first aid until emergency medical services arrived. Eaves was transported to an area hospital with critical injuries and is now in stable condition.

The remaining 3 suspects, later identified as Iman Houston, a 19-year-old woman, and a 22-year-old man, were located in a nearby wooded area and taken into custody without incident. They were taken to Troop 3, where Houston was charged with multiple crimes. The 19-year-old woman and the 22-year-old man were each charged with a misdemeanor offense of Resisting Arrest and released on $1,000 unsecured bond. In accordance with Delaware State Police policy, their names are not being released due to the misdemeanor nature of the charges.

Three of them were charged that night with receiving stolen property and resisting arrest. A 10-year-old child located at the scene was not charged. The fifth person who fled was later identified as Leslie McGuire. Detectives determined that the teenagers arrested after the pursuit were not involved in the shooting. However, they were charged for their actions that night, including being in a stolen vehicle and fleeing from police.

Through investigative efforts and in collaboration with the Dover Police Department, detectives identified McGuire, along with a 15-year-old and a 16-year-old male, as the suspects responsible for the April 17th shooting. On April 24, 2025, detectives obtained warrants for their arrests, and all three were charged with the offenses listed below.
