One Body Found After SF Bay Boat Sinking, Two Still Missing

SAN FRANCISCO — Authorities have recovered the body of one of three people who went missing after a boat sank in San Francisco Bay earlier this week, but two individuals are still unaccounted for.

The San Francisco medical examiner announced Friday that the recovered body has been identified as Tondra Madruga, 58, who also went by the name Tondra Miller. A police marine unit pulled her body from the water on Thursday, two days after the Volare — a 49-foot cabin cruiser — went down with 20 people on board. The group had gathered on the vessel to scatter the ashes of a loved one.

A family member, Quin Madruga, shared a message on Facebook following the news. “Our family is heartbroken by the loss of our beloved mother, daughter, sister, and aunt, Tondra Madruga,” he wrote. “Our hearts remain with every family impacted, and we sincerely appreciate your kindness and understanding.”

One man, Clifford Boisa, died shortly after being pulled from the cold bay waters. The U.S. Coast Guard called off its rescue operation Wednesday evening, but local police have continued searching for those still unaccounted for.

Ralph Boisa explained that the gathering on Tuesday was meant to honor the memory of his daughter, who passed away more than ten years ago. Madruga had been a friend. The two people still missing are Ralph Boisa’s sister, Carol, and Clifford Boisa’s wife, Jackie.
