    State Police Investigating Single-Vehicle Fatal Crash in Felton

    Delaware State Police are investigating a single-vehicle fatal crash that occurred last night in Felton.

    On September 20, 2024, at approximately 8:17 p.m., a 56-year-old man from Felton was driving a GMC Sierra eastbound on Sandtown Road when the vehicle exited a left curve. For unknown reasons, the truck veered off the south side of the roadway near the 4000 block of Sandtown Road. The vehicle continued eastward, partially on the grass and roadway, before the driver swerved left. This caused the truck to rotate counterclockwise and re-enter the road, skidding sideways in a northeastern direction.

    The vehicle eventually left the road again, overturning along a ditch and coming to rest upright in a cornfield on the north side of Sandtown Road. The driver, who was not wearing a seatbelt, was pronounced dead at the scene. His identity is being withheld until his family is notified.

    Sandtown Road was closed for approximately three hours while the Delaware State Police Troop 3 Collision Reconstruction Unit investigated the scene and cleared the roadway.

    Delaware State Police Arrest Pennsylvania Man for Multiple Burglaries at Former Emily Bissell Hospital

    Delaware State Police (DSP) have arrested 56-year-old Francis Rickards of Folsom, Pennsylvania, on burglary and related charges in connection with several incidents at the now-closed Emily Bissell Hospital in Wilmington. DSP is actively searching for a second suspect, 47-year-old Robert Potts of Marcus Hook, Pennsylvania, who remains at large and is also wanted for burglary and related offenses.

    The investigation began in August 2024 after troopers received multiple reports of trespassing and theft from the vacant hospital located at 3000 Newport Gap Pike. As a result, troopers initiated surveillance of the facility and increased patrols in the area.

    On September 4, 2024, at approximately 2:30 p.m., surveillance footage captured a black Ford truck with a Pennsylvania registration arriving at the property. Two white male suspects were seen working together to load what appeared to be stolen copper into the truck’s bed. During this incident, significant damage was caused to the facility.

    On September 5, 2024, at approximately 11 p.m., the same black Ford truck returned to the site. Two white males and one unknown white female were observed leaving with copper wiring in the truck’s bed, once again causing damage to the facility.

    On September 6, 2024, at approximately 11:30 p.m., the black Ford truck was spotted for the third time. Two white male suspects were again seen stealing copper wiring, causing additional damage to the facility. Investigative leads identified Francis Rickards and Robert Potts as the suspects responsible for the thefts and property damage.

    On September 8, 2024, at around 4 p.m., Rickards and Potts were observed arriving at the hospital and entering the facility again.

    On September 19, 2024, Rickards was taken into custody at Troop 2, where he was charged with the offenses listed below.

    Trespassing at the former Emily Bissell Hospital is illegal and will not be tolerated. The Delaware State Police maintain zero tolerance for any unauthorized access or criminal activity on the property. Those caught trespassing or involved in theft or vandalism will be arrested on the spot and face full prosecution. The area is under active surveillance, and patrols have been increased.

    State Police Arrest Lincoln Man on Multiple Felony Charges Following Drug Investigation

    Delaware State Police arrested 26-year-old William Dunning of Lincoln, Delaware, on Friday after a coordinated operation in Sussex County.

    On August 23, 2024, the Delaware State Police Special Operations Response Team, Sussex County Drug Unit, and Sussex County Governor’s Task Force executed a search warrant at a residence in the 9000 block of Greentop Road. This operation followed a several-month-long investigation that identified William Dunning as a key figure in narcotics distribution at the specified residence.

    After entering the home, Dunning was located and detained without incident. The search led to the discovery of the following items:

    • Approximately 22.46 grams of suspected crack cocaine
    • Approximately 150.26 grams of packaged marijuana
    • A loaded 9mm handgun
    • Ammunition
    • Drug paraphernalia

    It was found that both the firearm and the suspected crack cocaine were in an area easily accessible to children residing in the home.

    Dunning was taken into custody and transported to Troop 4, where he was charged with the offenses listed below. He was arraigned by Justice of the Peace Court 2 and subsequently committed to Sussex Correctional Institution on a $34,700 cash bond.

She was last seen near the 90 block of Christiana Road in New Castle around 4:30 p.m. on August 23, 2024. Attempts to contact or locate her have been unsuccessful, and there is concern for her safety and well-being.

    She is described as a black female, approximately 5’1” tall, weighing about 100 pounds, with brown eyes and brown hair. She was last seen wearing gray shorts, a gray hoodie, and a pink baseball hat.

    State Police Arrest Two After Attack on Dollar General Store Employee

    Delaware State Police arrested 23-year-old Matthew Perez and 27-year-old Veronica Coleman, both of New Castle, on multiple charges, including aggravated menacing, following an altercation at Dollar General store in New Castle Sunday afternoon.

    On August 18, 2024, at approximately 4:17 p.m., troopers were dispatched to Dollar General at 1403 Dupont Parkway for a report of a fight. The investigation revealed that Perez and Coleman had been banned from the store due to a prior shoplifting incident. As they were escorted outside, Perez became aggressive with the store employee and threatened harm.

    As the employee attempted to distance themselves by walking toward the back of the complex, Perez pursued on foot while Coleman followed in a black Buick Sedan. Coleman then released a dog from the vehicle, and it began attacking the employee. Perez, armed with a large knife, continued to threaten the employee as they tried to escape. Coleman also attempted to strike the employee with the vehicle.

    During this altercation, a 12-year-old bystander, who attempted to intervene verbally, was threatened by Coleman, who accelerated the vehicle towards the child. The child was able to avoid being struck and witnessed the ongoing attack of the employee. A 15-year-old, who was also present in the parking lot, was nearly hit by the vehicle. Eventually, the employee was able to run back toward the store, where officers arrived on the scene.

    After initially resisting, Perez was taken into custody without incident. Coleman was also taken into custody without incident. A search of their vehicle led to the discovery of a large fixed-blade knife. The dog involved was turned over to animal control. The employee sustained non-life-threatening injuries, and there have been no other reported injuries from this incident. Perez and Coleman were transported to Troop 2, where they were charged with multiple offenses.

    Perez was charged with the offenses listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $25,500 cash bond.

    One Arrest Made; Detectives Seek Public’s Help to Locate Additional Robbery Suspects at New Castle Motel

    Delaware State Police arrested 32-year-old Dametris Graham of Wilmington, Delaware, following his involvement in an armed robbery that occurred at the Red Roof Inn and Suites earlier this summer.

    On July 2, 2024, at approximately 3:18 a.m., troopers responded to an armed robbery at Red Roof Inn and Suites, located at 1612 North Dupont Highway in New Castle. The preliminary investigation revealed that a male suspect, later identified as Dametris Graham, and a female suspect, later identified as Alexis Smith, entered the hotel and demanded money from the desk clerk. During the robbery, Graham jumped over the counter and threatened the clerk with a knife. The clerk complied, and the suspects fled the scene. No one was hurt during the incident.

    Through investigative leads, detectives identified two additional suspects involved in the robbery: 37-year-old Matthew Daniels of Philadelphia and 32-year-old Eric Flowers of Brookhaven, Pennsylvania. Along with 30-year-old Alexis Smith from Wilmington, Delaware, arrest warrants have been issued for all three suspects.

    On August 19, 2024, Graham was apprehended during a pedestrian stop in Wilmington and transported to Troop 2. He was charged with the offenses listed below, arraigned by Justice of the Peace Court 11, and committed to the Howard R. Young Correctional Institution on a $105,000 cash bond.

    Delaware State Police Ask for Public’s Help in Death Investigation

    Delaware State Police are investigating the death of 67-year-old Nathaniel Prenters of Magnolia, Delaware, and are asking for the public’s help.

    On August 14, 2024, at approximately 4:18 p.m., Mr. Prenters was found dead at the Recycling Management Center located at 100 Amer Rd in Wilmington, Delaware. Troopers responded to the recycling center after employees found him in a processing area. It is important to note that Mr. Prenters was not an employee of the recycling center. The cause of death remains unknown, and autopsy results are pending.

    Mr. Prenters was last seen at approximately 6:45 a.m. on Sunday, August 11, at a residence on Juanita Drive in Magnolia, Delaware. His activities and whereabouts between that time and the discovery of his body are currently unknown.

    The Delaware State Police Troop 2 Criminal Investigations Unit is actively investigating this case. Detectives are asking anyone with information regarding Mr. Prenters’ whereabouts or activities before the discovery of his body to contact Detective M. Conway at 302-365-8411.     Delaware State Police Troop 7 has issued a Gold Alert for 18-year-old Damien Tarr of Millsboro, Delaware. He was last seen at his residence around 10:00 p.m. on August 6, 2024. Attempts to contact or locate him have been unsuccessful, and there is a concern for his safety and well-being.

    He is described as a white male, approximately 6’0” tall, weighing about 200 pounds, with blue eyes and red hair. He was last seen wearing a maroon and brown plaid shirt, blue jeans, and brown cowboy boots. Damien may be driving a green Ford F-150 with Delaware registration C493408.

    State Police Arrest Two on Drug and Firearms Charges

    Delaware State Police have arrested 21-year-old Terrence Mears of Dover, Delaware, and 18-year-old Joseph Wilson IV of Smyrna, Delaware, on multiple drug and firearms-related charges.

    On August 5, 2024, at approximately 4:20 p.m., a Kent County Governor’s Task Force detective observed a Dodge Caliber traveling southbound on David Hall Road. The vehicle, driven by Mears, failed to signal as it approached Charles Polk Road. A subsequent computer check revealed that Mears had a suspended driver’s license. The detective initiated a traffic stop and contacted Mears and the front-seat passenger, Wilson. During the interaction, the detective noticed a strong odor of marijuana coming from the vehicle.

    Mears was asked to exit the car, and upon doing so, several bulges were observed in his pockets. Mears consented to a search, which led to the discovery of approximately nine bags (.063 grams) of suspected heroin and marijuana. A further search of the vehicle revealed a loaded firearm, additional ammunition, 30.38 grams of marijuana, and drug paraphernalia. It was determined that Mears and Wilson were prohibited from possessing a gun. They were taken into custody and transported to Troop 3, where they were subsequently charged with multiple offenses.

    Delaware State Police Homicide Unit Continues Investigation of Susan Ledyard’s 2019 Homicide

    The Delaware State Police Homicide Unit continues to investigate the 2019 murder of Susan Ledyard, 50, of Wilmington, Delaware.

    On July 23, 2019, at 7:39 a.m., Susan Ledyard’s body was recovered from the Brandywine River near Northeast Boulevard in Wilmington. She had visible injuries, and a post-mortem examination by the Division of Forensic Science determined the cause of death to be blunt force trauma and drowning. The manner of death was ruled a homicide. At the time of her death, Susan was 5’4″, weighed 130 pounds, had shoulder-length brown hair, and was wearing a purple tank top.

    Later that morning, at 8:54 a.m., Susan’s black 2016 Honda Civic was found parked near the Rising Sun Lane Bridge over the Brandywine River, approximately three miles upstream from where her body was recovered. Based on the timeline and the river’s course, detectives do not believe Susan entered the river where her vehicle was parked.

    Detectives established a partial timeline of Susan’s activities through video surveillance and cell phone records. She was active on her cell phone throughout the night, texting and calling friends until 2:45 a.m. At 3:02 a.m., her car was seen leaving her driveway and was parked on Walkers Mill Road approximately two minutes later. Detectives believe the car was driven directly from her house to where it was found, given the time elapsed.

    Data from Susan’s Fitbit confirmed she was alive until approximately 7:00 a.m., but her whereabouts between 3:00 and 7:00 a.m. remain unknown. Detectives also have not determined why she left her residence.

    The Delaware State Police Homicide Unit has received assistance from multiple law enforcement agencies and civilian experts throughout this investigation. Detectives continue to seek public assistance to gather more information about Susan’s murder and her activities in the hours leading up to her death.

    The Morrissey family, Susan’s parents, and her siblings have been supportive of this investigation. In partnership with Delaware Crime Stoppers, they are offering a $50,000 reward for information leading to an arrest.     State Police Investigate Late-Night Shooting on New Castle Avenue

    The Delaware State Police are investigating a shooting incident that occurred late Saturday night on New Castle Avenue in New Castle, Delaware.

    On July 20, 2024, at approximately 10:53 p.m., troopers responded to a report of a shooting in the 3100 block of New Castle Avenue. Preliminary investigations revealed that an 18-year-old man and a 17-year-old male, both from Wilmington, Delaware, were riding their bicycles northbound on New Castle Avenue. As they approached the Spice N’ Nice Restaurant, they crossed from the east side of the roadway to the west side.

    During this crossing, the 18-year-old man felt a sudden impact and realized he had been shot. As the shooting continued, he managed to cross back to the east side of the road and then started running after abandoning his bicycle. Meanwhile, the 17-year-old male continued riding northbound on New Castle Avenue. The unidentified suspect(s) fled the scene.

    The 18-year-old victim was transported to a nearby hospital with non-life-threatening gunshot wounds. No other injuries were reported.

    Currently, there is no description of the suspect(s), and no video surveillance or images are available.

    Delaware State Police Investigate Attempted Robbery Leading to Crash

    Delaware State Police are investigating an attempted robbery that resulted in a vehicle crash on Friday night.

    On July 19, 2024, at approximately 8:30 p.m., troopers were dispatched to Railroad Avenue in Townsend for a reported robbery. The preliminary investigation revealed that two young victims, a 19-year-old man from Middletown, Delaware, and an 18-year-old woman from Newark, Delaware, had arranged to sell vape pens to an unknown individual they had met through social media.

    When they arrived at a residence on the 500 block of Railroad Avenue, the victims were approached by two suspects on foot. The suspects entered the vehicle, brandished handguns, and demanded the vape pens and money.

    In response, the 19-year-old driver began honking the vehicle’s horn, causing one suspect to flee. The second suspect remained inside as the driver attempted to escape by driving away. The vehicle veered off Railroad Avenue and collided with a utility pole before crashing into a nearby residence. After the crash, all individuals exited the vehicle. The 19-year-old driver pursued the suspects, at which point one of the suspects fired a shot at him. The suspects then fled the scene.

    The 18-year-old woman was taken to a nearby hospital for minor injuries sustained during the crash. No other injuries were reported, including from the occupied residence that was struck. Currently, there is no description of the suspects, and no video surveillance or images are available at this time.

    The Delaware State Police Aviation Section is excited to announce the opening of the application process for the next session of the “DSP Women in Aviation and Law Enforcement Seminar.” This engaging and educational seven-week program will begin on Thursday, August 15th, at the Delaware State Police Hangar in Middletown, Delaware.

    Participants will meet every Thursday and will have the unique opportunity to explore the various facets of the Delaware State Police (DSP) and witness firsthand how the Aviation Section serves the residents and visitors of the First State. The seminar will emphasize the contributions of pioneering women in aviation and law enforcement, featuring presentations from several dynamic and inspiring speakers.

    The seminar is open to individuals 18 and older. Class size is limited to ensure a personalized and enriching experience. Participation in the program is free.

    State Police Investigating Road Rage Incident on State Route 1

    Delaware State Police are investigating a road rage incident that occurred Saturday night in the Smyrna area.

    On June 15, 2024, at approximately 10:21 p.m., a 30-year-old woman from Chester, Pennsylvania, was traveling northbound on State Route 1 (Korean War Veterans Memorial Highway) in the right lane. A white SUV began drifting into her lane. In an attempt to avoid a collision, the victim honked her horn and continued driving. The unknown driver of the SUV responded aggressively by tailgating her, paralleling her vehicle, flashing high beams, and shouting obscenities from the window.

    As the vehicles continued northbound, the suspect briefly pulled onto the right shoulder, allowing the victim to pass. The suspect then re-entered the right lane and fired shots at her vehicle before fleeing the scene near Exit 119. Fortunately, no injuries have been reported.

    The suspect vehicle is described as a white SUV, possibly a GMC Yukon.

    State Police Investigate Robbery at Newark Royal Farms

    Delaware State Police are actively investigating an early morning robbery that took place on Sunday at Royal Farms, located at 2808 Pulaski Highway in Newark.

    On June 16, 2024, at approximately 3:08 a.m., two employees were in the back office when they noticed the store’s camera system had stopped working. Shortly after, one of the employees heard someone enter the store and observed the individual standing at one of the registers as they exited the back office. The unidentified suspect then displayed a firearm and demanded money. As the second employee appeared from the back office, they saw the suspect pointing the gun at the first employee. Following the suspect’s orders, the second employee got on the ground. The first employee then handed over an undisclosed amount of cash to the suspect, who subsequently fled the scene. Fortunately, no injuries were reported during the incident.

    The suspect is described as a black male wearing a face mask. Video surveillance footage is unavailable at this time.

    On June 16, 2024, at approximately 8:07 p.m., an unidentified suspect, dressed in a black robe that concealed their body, entered the store. During the incident, an employee was transferring money from the cash registers to the safe. While the safe was open, the suspect approached the employee, sprayed them with pepper spray, and took an undisclosed amount of cash before fleeing the scene on foot. The employee was transported to a nearby hospital and released without any lasting injuries. Video surveillance footage is currently unavailable.

    Delaware State Police are investigating a shooting that occurred early Sunday morning at Red Roof Inn & Suites in New Castle.

    On June 16, 2024, at approximately 3:33 a.m., troopers responded to a shooting at Red Roof Inn & Suites, located at 1612 N. Dupont Highway. When troopers arrived on the scene, they learned that a 20-year-old male victim had been transported to a local hospital for a non-life-threatening gunshot wound to the arm.

    A preliminary investigation revealed that several individuals gathered at the motel after attending a local concert. During this gathering, the victim and unknown suspect engaged in an argument. The altercation escalated, and the suspect fired a shot at the victim before fleeing the scene.

    State Police Issue Gold Alert for Missing Pennsylvania Man

    Delaware State Police Troop 4 has issued a Gold Alert for 28-year-old Lorenzo Ramunno of Chadds Ford, Pennsylvania. He was last seen leaving the Dagsboro, Delaware, area on June 14, 2024, around 4:45 p.m.  Attempts to contact or locate him have been unsuccessful, and he made statements causing concern for his safety and well-being.

    He is described as a white male, approximately 5’10” tall, weighing about 160 pounds, with brown eyes, a full beard, and brown hair. He was last seen wearing a yellow shirt with green lettering. He may be driving a black 2020 Toyota Tacoma with Delaware registration C79613.

    State Police Detectives Investigating Officer-Involved Shooting in Wilmington

    Delaware State Police are investigating an officer-involved shooting that occurred in Wilmington last night.

    On May 31, 2024, at approximately 9:19 p.m., troopers responded to a residence on Ferris Road regarding a man who was reported to be suicidal. Preliminary investigation revealed that two teens on Ferris Road observed a man, later identified as 36-year-old Jonathan Kreiser of Smyrna, Delaware, walking in the street and waving a gun. Kreiser made statements indicating that he wanted them to shoot him. One of the teens convinced Kreiser to put the gun down. The teen then removed the magazine and placed both the gun and magazine on the sidewalk. They subsequently called 911 to report the incident.

    Upon arrival, the first trooper on scene began negotiating with Kreiser. The trooper gave numerous commands for him to show his hidden hand, but Kreiser refused to comply. Kreiser then picked up the gun from the sidewalk, continued to ignore the trooper’s commands, inserted the magazine into the gun, and turned toward the trooper, prompting the trooper to discharge his divisional-issued firearm at Kreiser.

    Following the shooting, troopers administered first aid to Kreiser until EMS arrived and transported him to an area hospital by ambulance for non-life-threatening gunshot wounds. He remains hospitalized in stable condition. No one else was injured as a result of this incident. Kreiser was charged with Aggravated Menacing and Possession of a Firearm During the Commission of a Felony. He was arraigned by Justice of the Peace Court 11 and was turned over to the custody of the Department of Corrections on a $21,000 cash bond.

    It was later determined that Kreiser was the subject of a Gold Alert issued by the Smyrna Police Department earlier in the day. The Gold Alert indicated that Kreiser had taken his brother’s gun and was suicidal.

    Per Delaware State Police standard operating procedures, the involved trooper has been placed on administrative leave pending a use of force investigation conducted in conjunction with the Delaware Department of Justice.

    The Delaware State Police Homicide Unit is still actively investigating this incident and asking anyone with information regarding this case to contact Detective D.     State Police Investigate Fatal Crash into Dover Residence

    Delaware State Police are investigating a single-vehicle fatal crash that occurred early this morning in Dover.

    On May 28, 2024, at approximately 2:42 a.m., a Honda Accord was traveling westbound on Forrest Avenue, just east of Artis Drive, at an apparent high rate of speed. As the vehicle negotiated a curve in the roadway, it lost control, veering off the south edge of the roadway. It struck a mailbox before crashing into a residence along Forrest Avenue. The vehicle came to rest inside the residence. The driver fled the scene and has yet to be identified.

    As a result of the crash, a 56-year-old occupant of the residence sustained severe injuries and was transported to a local hospital, where she died. Her name is being withheld until her family is notified.

    The roadway was closed for approximately three hours while investigators examined the scene and cleared the roadway.

    Troopers Arrest Two Teens for Possession of Stolen Vehicle at Christiana Mall

    Delaware State Police arrested two teenagers in connection with a stolen motor vehicle incident at Christiana Mall on Friday evening.

    On May 24, 2024, at approximately 7:58 p.m., security officers at Christiana Mall, located at 132 Christiana Mall in Newark, Delaware, observed a stolen Honda Accord driving recklessly in the parking lot. When the security officers approached the vehicle, the suspects fled on foot. The vehicle, which had damage to its tire and steering column, became disabled.

    The suspects were described as three black male teenagers, all wearing black ski masks. Two were dressed in all-black clothing, while a third one wore a gray sweatshirt. Troopers responded to the scene and apprehended two of the three suspects in the mall parking lot. The third suspect fled in an unknown direction.

    During a search the 16-year-old suspect, was found in possession of approximately 6.18 grams of suspected marijuana and the 14-year-old suspect was found in possession of approximately 3.03 grams of suspected marijuana. Both suspects were transported to Troop 2 and charged with multiple crimes.

    The 16-year-old was charged with the offenses listed below, arraigned by Justice of the Peace Court 11, and committed to Ferris School on a $3030 secured bond.

    • Receiving Stolen Property Over $1500 (Felony)
    • Conspiracy Second Degree (Felony)
    • Possession of Marijuana Under 18
    • Criminal Mischief Over $1000
    • Resisting Arrest

    The 14-year-old was charged with the offenses listed below, arraigned by Justice of the Peace Court 11, and committed to Ferris School on a $2550 secured bond.

    Troopers Arrest Millsboro Man for 5th Offense DUI

    Delaware State Police arrested 40-year-old Antonio Mancilla-Pertuz, of Millsboro, Delaware, for 5th offense DUI, following a traffic stop Friday night.

    On May 24, 2024, at approximately 8:09 p.m., a trooper observed a Volkswagen Jetta speeding eastbound on Millsboro Highway. The trooper initiated a traffic stop and made contact with the driver, Antonio Mancilla-Pertuz. Upon approaching the vehicle, the trooper smelled a strong odor of alcoholic beverages emitting from Mancilla-Pertuz’s breath and observed signs of impairment during their interaction.

    Standardized Field Sobriety Tests were administered, and based on the results, Mancilla-Pertuz was arrested for driving under the influence. A subsequent computer check revealed that he had four prior DUI-related convictions and was driving without a valid license. During a search of his vehicle, an open container of beer was found.

    Mancilla-Pertuz was transported to Troop 4, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 3, and committed to Sussex Correctional Institution on a $6301 cash bond.

    State Police Apprehend Suspect for Drug Dealing

    Delaware State Police arrested 37-year-old Omarr Scott, of Wilmington, Delaware, on multiple felony drug and firearm charges following a months-long investigation.

    On May 23, 2024, members of the Delaware State Police New Castle County Drug Unit, Governor’s Task Force, Special Operations Response Team, and the FBI executed search warrants at two residences: one on East Fourth Street in Wilmington and another on Hickman Road in Claymont. The investigation identified Omarr Scott as a key individual involved in narcotics distribution at these locations. Upon arrival at the East Fourth Street location, Scott was apprehended without incident while inside his vehicle. The investigation and subsequent searches led to the discovery of approximately 95 grams of suspected crack cocaine, approximately 30 grams of suspected cocaine, approximately 900 bags (6.13 grams) of suspected heroin, a stolen loaded 40 caliber handgun, a 9mm handgun with an obliterated serial number, a 10mm handgun, another 9mm handgun, and drug paraphernalia. A computer check confirmed that Scott is legally prohibited from possessing firearms. Scott was transported to Troop 2, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $1,000,000 cash bond.

    Delaware State Police arrested 31-year-old Andre Gershad, of Wilmington, Delaware, on several felony charges stemming from a series of burglaries that occurred throughout New Castle County over the last two months.

    On May 16, 2024, Troop 2 Criminal Investigations Detectives located Andre Gershad at a motel in New Castle, and took him into custody without incident. Gershad was taken to Troop 2, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $122,000 cash bond.

    • Burglary 3rd Degree (Felony) – 13 counts
    • Wearing a Disguise During the Commission of a Felony (Felony) – 3 counts
    • Possession of Burglar Tools (Felony) – 6 counts
    • Attempted Burglary 3rd Degree (Felony)

    Delaware State Police Announce Formation of Highway Safety Unit

    The Delaware State Police (DSP) is proud to announce the creation of the new Highway Safety Unit (HSU), which aims to promote safety on Delaware’s roadways through proactive enforcement measures and public education initiatives. The HSU is the result of a collaborative effort between the Delaware Department of Safety and Homeland Security (DSHS), the Delaware State Police, and the Delaware Department of Transportation (DelDOT).

    “As we remain focused on reducing fatalities and crashes in our state, the new DSP Highway Safety Unit enables us to devote full-time resources to proactively address traffic safety priorities. This dedicated unit will be a visible presence on our highways and instrumental in preventing crashes, minimizing injuries, and saving lives,” said Secretary of Safety and Homeland Security Nathaniel McQueen, Jr.”

    Secretary of Transportation Nicole Majeski commented, “Unsafe driving has become far too commonplace on our roads, especially our highways. Over the past year, new safety legislation has been passed and we’ve launched the Be DelAWARE safety campaign in an effort to make our roads safer for all users. The new Highway Safety Unit sends a strong message to everyone driving on our roads that safety should be everyone’s priority and DelDOT is pleased to support this collaborative effort with DSHS and DSP.”

    The HSU will consist of an eleven-person unit dedicated to statewide traffic enforcement, primarily focusing on designated “High Intensity” roadways. These roadways include:

    • Interstate 95 (from the Maryland line to the Pennsylvania line)
    • Interstate 495 (from the I-95 junction south of Wilmington northbound to the I-95 merge just south of the Pennsylvania line)
    • Interstate 295 (from I-95 to the Delaware Memorial Bridge)
    • State Route 1 (entirety)

    State Police Apprehend Suspect in Drug and Weapon-Related Arrest

    Delaware State Police have arrested 33-year-old Joshua Witty of Lincoln, Delaware, following a traffic stop Sunday morning, resulting in multiple charges related to drugs and weapons possession.

    On May 12, 2024, at approximately 11:09 a.m., a Delaware State Trooper observed a Dodge Charger speeding southbound on Coastal Highway near Eagles Crest Road. Upon initiating a traffic stop, the trooper detected the odor of marijuana coming from the Dodge. When the trooper approached the driver, later identified as Joshua Witty, smoke was observed emitting from the center armrest, and traces of marijuana were visible on Witty’s clothing. He exited the vehicle at the request of the trooper. However, upon the trooper’s engagement, Witty attempted to evade arrest by fleeing back to his vehicle. The trooper was able to apprehend Witty and place him under arrest successfully.

    A subsequent search of Witty and his vehicle revealed a loaded 9mm handgun, a loaded .45mm handgun, approximately $706 in suspected drug proceeds, and various drug paraphernalia. Additionally, the following suspected drugs were located: approximately 863 bags (6 grams) of heroin, approximately 3 Levorphanol Tartrates, approximately 25 grams of crack, approximately 54 grams of cocaine, and approximately 1.6 grams of methamphetamine.

    Witty was transported to Troop 7, where he was charged with the following crimes:

    Delaware State Police are investigating a single-vehicle fatal crash that occurred this morning in Greenwood.

    On May 5, 2024, at approximately 5:49 a.m., a Mercury Mountaineer was traveling northbound on Greenwood Road, north of Tomahawk Branch Road. For unknown reasons, the vehicle veered off the east side of the road and crashed into several trees before overturning on its roof.

    The driver, a 65-year-old man from Felton, Delaware, was not properly seat belted and pronounced dead at the scene. His name is being withheld until his family is notified.

    The roadway was closed for approximately three hours while investigators examined the scene and cleared the roadway.

    State Police Investigating Single-Vehicle Fatal Crash Near Laurel

    Delaware State Police are investigating a single-vehicle fatal crash that occurred yesterday evening just west of Laurel.

    On May 4, 2024, at approximately 6:48 p.m., a Chevrolet Trailblazer was traveling westbound on Sharptown Road, west of Mt. Pleasant Road, at an apparent high rate of speed. For unknown reasons, the vehicle veered off the north side of the road. It then struck a drainage ditch, causing it to overturn and crash into a utility pole.

    The passenger, whose identity is unknown at this time, was transported to a local hospital, where he remains in critical condition. The driver, a 27-year-old man from Bloxom, Virginia, was pronounced dead at the scene. His name is being withheld until his family is notified.

    The Delaware State Police (DSP) and the Delaware Department of Health and Social Services (DHSS) continue to urge heightened awareness following a surge in suspected drug overdoses in Sussex County over the past week. DHSS today reports they are now seeing cases in Kent County that require intubation and a level of care seen in Sussex during its recent overdose spike, as well as a suspected fatality related to overdose.

    There have been 42 suspected overdoses in Kent County since April 26. Kent County suspected overdoses were not included in previous safety updates. However, data is now included due to recent activity in Kent County showing similarities to the activity in Sussex County.

    Between April 26 and May 3, 2024, troopers recorded a significant increase in the number of suspected overdoses and the severity of the emergencies in Sussex. To date, there have been 83 suspected overdoses in Sussex County. Toxicology tests are pending to confirm two additional suspected overdose fatalities, bringing the total of suspected overdose fatalities to five over the same time period for Kent and Sussex counties.

    “We are seeing a greater number of patients being treated for suspected overdose but, more notably, a significant increase in the severity of the effects of overdoses,” said Delaware Division of Substance Abuse and Mental Health Director Joanna Champney. “This severity is reflected in a greater percentage of patients needing admission with many of them requiring intubation, ICU level care, and multiple days in the hospital.”

    While the majority of suspected overdoses have been in the greater area of Georgetown, Millsboro, and Milford, incidents are occurring throughout Sussex County. The locations are listed in no particular order and do not encompass all suspected overdoses.

    DSP enlisted the Delaware National Guard to conduct testing on Wednesday, May 1, on a sampling of the drugs found in those who had overdosed to determine the composition of the substance. The Delaware National Guard’s 31st Civil Support Team has the capability to test for a broad spectrum of chemicals.  Initial samples showed packages containing Xylazine, Bromazolam, Fentanyl, Quinine, and Caffeine.

    DHSS and DSP urge the public to exercise extreme caution, refrain from consuming unknown substances, and avoid illegal drugs altogether. Individuals struggling with substance abuse are encouraged to seek immediate assistance from medical professionals or addiction support services. To assist those in need, DHSS offers several avenues for support:

    • 911: In cases of overdose or medical emergencies, dial or text 911.
    • Delaware 211: Dial 2-1-1 or visit delaware211.orgfor free, confidential assistance in multiple languages.
    • Delaware Hope Line: Call 1-833-9-HOPEDE (1-833-946-7333) for 24/7 access to resources, support, and crisis assistance.
    • Bridge Clinics: Explore treatment services and resources in Delaware and neighboring states. In-person assessments are available at locations in New Castle, Kent, and Sussex counties.

    The Delaware Division of Substance Abuse and Mental Health (DSAMH) has ensured that hospitals and community providers have access to Narcan kits. DSAMH has provided 2,000 Narcan kits to Beebe Healthcare to distribute throughout its healthcare system, and an additional 200 doses of Naloxone have been distributed to Beebe Healthcare for use in its Emergency Department. DSAMH is also providing personal protective equipment to community providers in the areas impacted.

    DSAMH’s Opioid Response Center is mapping areas in Sussex County where overdoses are occurring and is coordinating street outreach, community events, and Narcan distribution in those areas with various programs, providers, and Beebe Healthcare.  Providers or advocates wishing to get involved in street outreach or hosting Narcan training/distribution events should contact DSAMH’s Overdose Response Center (ORC) at [email protected]. The ORC’s Post Overdose Response Teams visited Dover today for community outreach and will continue to conduct outreach responses as indicated by the presence of suspected overdoses.

    While many of the affected individuals exhibited symptoms resistant to Naloxone, DSAMH still encourages the use of Naloxone in the case of a potential overdose. Repeat doses of Naloxone may be necessary in these incidents to restore normal breathing. Individuals and organizations seeking to obtain Naloxone kits should visit Help is Here Delaware for training events, community training opportunities, distribution events, community overdose prevention events, and a list of organizations who provide community training opportunities.

    When caring for someone who may have overdosed, be extra cautious with powdered substances as they may increase the risk of substance ingestion or transmission. When using Narcan, call 9-1-1 and remain with the person until first responders arrive.

    The Delaware Office of Emergency Medical Services (OEMS) offers the following recommendations to help prevent emergency responders’ exposure to illicit drugs, including synthetic opiates:

    • Gloves are all that is necessary in suspected overdose and no visible product.
    • Wear a face mask with eye shield if powdered illicit drugs are visible.
    • Do not touch the eyes, nose, or mouth after touching any surface that may be contaminated, even if wearing gloves.
    • Wash hands with soap and water after working in an area that may be contaminated, even if gloves were worn. Do not use hand sanitizer or bleach.

    The safety and well-being of all Delawareans are paramount, and collaborative efforts are underway to address this critical public safety issue. We urge everyone to remain vigilant and take proactive steps to protect themselves and their communities.

    State Police Apprehend Repeat DUI Offender in Wrong-Way Crash with Two Police Vehicles

    Delaware State Police arrested 55-year-old William Geissel Jr. of Camden, Delaware, for third-offense DUI and other traffic-related charges after crashing into two police vehicles last night.

    On May 2, 2024, at approximately 8:45 p.m., a Dover Police Department Tahoe was traveling southbound in the left lane on South Dupont Highway, with a Delaware State Police Tahoe following behind. A Volkswagen, operated by Geissel, was traveling northbound in the left southbound lane of South Dupont Highway, approaching the police vehicles. The Dover PD Tahoe swerved to avoid the crash, but the Volkswagen crashed into its rear fender and then into the right side of the Delaware State Police Tahoe.

    Upon arrival, other responding troopers contacted Geissel and detected signs of impairment. Standardized Field Sobriety Tests were conducted, leading to his arrest. Further investigation revealed Geissel had two prior DUI convictions. He was subsequently transported to Troop 3, arraigned by Justice of the Peace Court 7, charged with the offenses listed below, and committed to Sussex Correctional Institution on a $4101 secured bond.

    • 3RD Offense DUI- Felony
    • Vehicular Assault 2nd Degree (2 counts)
    • Traffic Offenses

    Geissel was uninjured during the crash. Both officers who were on duty during this incident were transported to a local hospital, where they were treated for injuries sustained during the crash and later discharged. South Dupont Highway was closed for approximately three hours while investigators examined the scene and cleared the roadway.

    Preliminary investigations reveal that the substances involved were packaged in small, white wax paper bags typically associated with heroin.  Testing is still ongoing to determine the composition of the substance. Additional information will be provided as it becomes available.

    State Police Investigates Murder-Suicide in Magnolia

    The Delaware State Police are investigating a shooting incident that occurred Monday evening, which resulted in the loss of three lives.

    On April 29, 2024, at approximately 6:18 p.m., troopers were dispatched to the 100 block of Cilento Drive following reports of gunfire. When troopers arrived, they discovered a 38-year-old Magnolia woman suffering from multiple gunshot wounds in the front yard. Troopers attempted lifesaving measures, but the woman succumbed to her injuries.

    The Delaware State Police Special Operations Response Team responded to the scene and entered the residence. Inside the residence, a 43-year-old Magnolia man was found, also fatally wounded by gunfire. The suspect, a 49-year-old man from Magnolia, was found deceased inside the home with an apparent self-inflicted gunshot wound. Three children were found in the residence, and they were physically unharmed. The identities of the victims are being withheld until their families are notified.

    Preliminary findings suggest the suspect contacted a family member, confessed to shooting his wife and her new boyfriend, and expressed an intent to kill himself.

    The Delaware State Police Homicide Unit is actively investigating this incident. Detectives are asking anyone with information regarding this case to contact Detective M.     State Police Investigating Single-Vehicle Fatal Crash in Felton

    Delaware State Police are investigating a single-vehicle fatal crash that occurred early this morning.

    On April 14, 2024, at approximately 3:10 a.m., a Chevrolet Silverado was traveling westbound on Paradise Alley Road, approaching a stop sign at the South Dupont Highway intersection. Without stopping, the vehicle proceeded through the intersection, crossing both the north and southbound lanes of South Dupont Highway. It then veered off the southwest edge of the roadway, striking a stop sign located on the eastbound side of Paradise Road. The vehicle continued westbound through a grassy area before side-swiping a large tree.

    The driver, a 20-year-old man from Clayton, was pronounced dead at the scene. The identity of the victim will be released once his family has been notified.

    The roadway was closed for approximately 3 hours while investigators examined the scene and cleared the roadway.

    State Police Apprehend Four Teenagers Following Multi-Jurisdiction Pursuit

    Delaware State Police arrested four teenagers after a high-speed pursuit through multiple jurisdictions in Sussex County Saturday evening.

    On April 13, 2024, at approximately 7:21 p.m., a silver Honda CRV with temporary Delaware registration fled from a traffic stop initiated by Bethany Beach Police Department. Troopers spotted the same vehicle speeding northbound on Coastal Highway near Fred Hudson Road moments later. Despite attempts to pursue the car, troopers discontinued the chase due to safety concerns arising from the excessive speed. The vehicle, which was later discovered to be reported stolen within the Dover Police Department’s jurisdiction, proceeded through Dewey Beach before turning eastbound onto Silver Lake Drive towards Rehoboth Beach.

    Assistance from the Delaware State Police Aviation Unit enabled continuous monitoring of the vehicle from the sky until it eventually crashed near Olive Avenue and the Boardwalk in Rehoboth Beach. Subsequently, all four suspects were observed fleeing the scene on foot. Delaware State Police, with the assistance of the Dewey Beach Police Department and Rehoboth Beach Police Department, apprehended the suspects a short time later near the Henlopen Hotel in Rehoboth Beach.

    Further investigation revealed a firearm within easy reach of where the suspects had been seated inside the vehicle. No citizens were injured during this incident. All suspects, confirmed to be teenagers, were taken into custody and transported to Troop 7, where they were charged with multiple crimes:

    A 15-year-old was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and committed to Stevenson House Detention Center on a $12,500 secured bond.

    • Possession of a Firearm During the Commission of a Felony (Felony)
    • Possession of a Deadly Weapon Persons Under 18 (Felony)
    • Receiving Stolen Property Over $1500 (Felony)
    • Conspiracy Second Degree (Felony)
    • Resisting Arrest

    This suspect was identified as the driver and subsequently charged with multiple traffic violations by additional local law enforcement agencies.


    A 17-year-old was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and committed to Stevenson House Detention Center on a $17,000 secured bond.

    • Possession of a Firearm During the Commission of a Felony (Felony)
    • Possession of a Deadly Weapon Persons Under 18 (Felony)
    • Receiving Stolen Property Over $1500 (Felony)
    • Conspiracy Second Degree (Felony)
    • Resisting Arrest

    I-95 Drive to Save Lives Commences During National Distracted Driving Awareness Month – April 2024

    The Delaware State Police, in partnership with the Delaware Office of Highway Safety, is joining forces with other law enforcement agencies along the I-95 corridor and across the State of Delaware in the “I-95 Drive to Save Lives/National Distracted Driving Awareness Month -2024” campaign. This multi-jurisdictional initiative aims to increase awareness and safety along the I-95 corridor and throughout Delaware. Over the past five years, Delaware has witnessed 9,569 crashes, resulting in 174 serious injuries and 22 fatalities due to distracted driving. The Delaware State Police will lead this collaborative effort, coordinating with 15 State Police and Highway Patrol agencies along I-95 and numerous participating Delaware law enforcement agencies from Friday, April 19th to Sunday, April 21st, 2024.

    Law enforcement agencies participating in the “I-95 Drive to Save Lives” initiative include Florida Highway Patrol, North Carolina Highway Patrol, South Carolina Highway Patrol, Georgia Highway Patrol, Virginia State Police, Maryland State Police, Delaware State Police, Pennsylvania State Police, New Jersey State Police, New York State Police, Connecticut State Police, Rhode Island State Police, New Hampshire State Police, Massachusetts State Police, and Maine State Police. Simultaneously, local law enforcement agencies in Delaware will conduct the “Drive to Save Lives” initiative, patrolling within their respective jurisdictions to reinforce safety measures.

    State Police Asking for Witnesses Following Fatal Pedestrian Hit-and-Run Crash in Newark

    Delaware State Police are investigating a hit-and-run crash that claimed the life of one man early this morning.

    On April 13, 2024, at approximately 12:08 a.m., an unidentified vehicle was traveling eastbound on Christiana Road east of South Brownleaf Road.  A pedestrian entered the eastbound lanes of Christiana Road from an unknown location, just west of the South Gerald Drive intersection. At the same time, the unknown vehicle entered the same area and struck the pedestrian. The vehicle then fled the scene.

    The victim, a 49-year-old man from Newark, was transported to a nearby hospital and pronounced dead. The identity of the victim will be released once his family has been notified.

    Christiana Road was temporarily closed for approximately 3 hours while investigators examined the scene and cleared the roadway.

    State Police Investigating Fatal Crash in Glasgow

    Delaware State Police are investigating a fatal crash that occurred in Glasgow last night, resulting in two fatalities.

    On April 10, 2024, at approximately 10:12 p.m., a Nissan Altima was traveling northwest on Wrangle Hill Road, while a BMW 335 was traveling southeast on Wrangle Hill Road. A preliminary investigation suggests that the Nissan was attempting to make a left turn onto Mabel Lane when it collided with the BMW.

    The 38-year-old driver of the BMW, a man from Middletown, was not wearing a seatbelt at the time of the crash and was transported to a nearby hospital for serious injuries. The 57-year-old driver of the Nissan, a woman from Newark, was pronounced dead at the scene. The 38-year-old passenger of the Nissan, a man from Newark, was not wearing a seatbelt at the time of the crash and was pronounced dead at the scene. The identities of the victims will be released once their families have been notified.

    Wrangle Hill Road was temporarily closed for approximately 5 hours while investigators examined the scene and cleared the roadway.

    State Police Apprehend 63-Year-Old Greenwood Resident for Felony DUI

    Delaware State Police have arrested 63-year-old Ralph Cahall, of Greenwood, Delaware, for felony DUI following a pursuit Tuesday evening.

    On April 2, 2024, at approximately 5:32 p.m., a trooper noticed a black Chevrolet Silverado with a fictitious registration plate traveling southbound on Deep Grass Lane. The trooper attempted to initiate a traffic stop, but the vehicle began traveling at a high rate of speed. The vehicle was then observed running a stop sign at the Staytonville Road intersection, at which time the trooper discontinued the pursuit while maintaining a safe distance. A short time later, the vehicle was observed crashing into a tree as it pulled onto a private lane on the 14000 block of Staytonville Road. The driver, identified as Ralph Cahall, fled the scene. After a brief search, Cahall was apprehended in a nearby wooded area.

    Upon contact with Cahall, the trooper noticed signs of impairment. He was taken to Troop 3, where he displayed additional signs of impairment during Standardized Field Sobriety Testing. A computer check revealed Cahall had five previous DUI-related convictions. He was subsequently charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $9700 secured bond.

    • 6th Offense DUI (Felony)
    • Disregarding a Police Officer Signal (Felony)
    • Resisting Arrest
    • Traffic-related offenses

    He is described as a black male, approximately 6’1” tall, weighing approximately 210 pounds, with brown eyes, a bald head, and a beard. His clothing description is unknown at this time.

Attempts to contact or locate him have been unsuccessful, and his medical condition raises concerns for his safety and well-being.

    He is described as a black male, approximately 6’1” tall, weighing approximately 175 pounds, with brown eyes and black and gray hair. He was last seen wearing a gray hospital top, burgundy pants, and hospital socks. He left the hospital on foot, but he may now be driving a black Chevrolet Impala with Delaware registration 416704.

    State Police Investigate Attempted Armed Robbery at CVS in Claymont

    Delaware State Police are investigating an attempted armed robbery that occurred at CVS yesterday evening.

    On March 8, 2024, at approximately 7 p.m., troopers responded to reports of an attempted armed robbery at CVS, located at 702 Naamans Road in Claymont. A preliminary investigation revealed that an unidentified male suspect entered the store with a firearm, jumped over the counter, and demanded drugs from the pharmacist. While the pharmacist attempted to unlock the safe, the suspect fled the store without any proceeds.

    The suspect is described as a black male wearing a gray hoodie, dark pants, and dark shoes. Surveillance video and images are not available at this time.

    Delaware State Police Troop 2 Criminal Investigations Unit is actively investigating this incident. Detectives are asking anyone with information regarding this case to contact Detective Rob Strecker by calling (302) 365-8413.     State Police Issue Gold Alert for Missing Frederica Woman

    Delaware State Police Troop 3 has issued a Gold Alert for 64-year-old Kathryn Cubbage of Frederica, Delaware. She was last seen at her residence on March 3, 2024, and has not been seen since. Attempts to contact or locate her have been unsuccessful, and there is a concern for her safety and well-being.

    She is described as a white female, approximately 5’0” tall, weighing approximately 90 pounds, with green eyes and blonde hair. She was last seen wearing grey sweatpants, a black winter jacket, and slippers.

    Anyone with information regarding Kathryn’s whereabouts is asked to contact Delaware State Police Troop 3 by calling (302) 697-4454 or dialing 9-1-1. Information may also be provided by contacting Delaware Crime Stoppers at 1-800-847-3333.
