  • State Police Arrest Man After Stolen Vehicle Pursuit

Delaware State Police arrested 32-year-old Allen Davis of Seaford, Delaware, on multiple charges following a pursuit in a stolen vehicle.

On June 11, 2025, at approximately 6:40 p.m., a trooper observed a black Buick LaCrosse driving erratically on Sussex Highway approaching Norman-Eskridge Highway. When the trooper attempted a traffic stop, the driver failed to stop and began making multiple illegal U-turns, including driving on the wrong side of a turn lane, and running red lights. At one point, the vehicle’s hood flew open, and the driver was seen sticking his head out the window to navigate.

During the pursuit, troopers confirmed the vehicle had been reported stolen. The suspect continued driving recklessly, reaching speeds over the posted limit and nearly causing several crashes. Stop sticks were deployed, and the vehicle eventually crashed into a stationary red Nissan Kicks at Sussex Highway and Concord Road. The 52-year-old driver of the Nissan was taken to a nearby hospital with minor injuries.

The suspect, later identified as Allen Davis, refused to exit the vehicle and resisted arrest but was ultimately taken into custody with the assistance of the Seaford Police Department.

While being transported to Troop 5, Davis attempted to escape by kicking and damaging the interior of the police Tahoe. He was later transported by EMS to a nearby hospital, where he was medically evaluated and subsequently discharged. Afterward, he was taken to Troop 5, where troopers observed signs of impairment, and a legal blood draw was conducted as part of a DUI investigation.

Further investigation revealed Davis had stolen the black Buick LaCrosse just prior to the pursuit. A 40-year-old man from Seaford, Delaware, reported that Davis, an acquaintance, waved him down while he was driving on Front Street Extended in Seaford. After stopping to speak with him, Davis then allegedly implied he had a firearm, took control of the vehicle, and later threatened to kill the man. When the victim tried to jump out of the car, he became caught in the seatbelt as Davis accelerated. Davis also grabbed the victim by the hair to stop him from escaping. The victim was eventually able to free himself and ran to a nearby residence for help. He suffered minor injuries.

Davis was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $4,512 secured bond.

    • Theft of a Motor Vehicle (Felony)
    • Disregarding a Police Officer’s Signal (Felony)

  • Delaware State Police Announces the Retirement of Major Peter Sawyer

The Delaware State Police announces the retirement of Major Peter Sawyer, Special Operations Officer at Headquarters, effective June 8, 2025. Major Sawyer’s distinguished career spans over three decades of dedicated law enforcement service, marked by his leadership, innovation, and a deep commitment to public safety.

“For over thirty years, Major Pete Sawyer has served the citizens of Delaware with purpose, passion, and professionalism,” said Colonel William D. Crotty, Superintendent of the Delaware State Police, reflecting on Major Sawyer’s career. “From his early years with the Rehoboth Beach Police Department to nearly three decades with the Delaware State Police, Major Sawyer has been a voice for the voiceless and a steady presence during difficult times. His commitment to communication, collaboration, and inclusion defined his leadership, whether advancing investigative efforts or championing causes like the Special Olympics. Even in his final year of service, Major Sawyer remained devoted to the well-being of his fellow troopers by joining the DSP Peer-to-Peer Wellness Team. He continued to lead through support, compassion, and a deep investment in those around him. His impact as a law enforcement leader, mentor, and advocate will continue to shape the DSP long after his retirement.”

Major Sawyer began his law enforcement career in 1993 with the Rehoboth Beach Police Department, where he served as a police officer until joining the Delaware State Police on November 1, 1996, as a recruit in the 66th Delaware State Police academy class. He was assigned to Troop 6 as part of the Field Training Officer Program and promoted to the rank of Trooper just weeks later. These early years laid the foundation for a remarkable trajectory of service and leadership.

Over the next two decades, Major Sawyer held key roles within the agency. He worked as a patrol trooper, a detective at Troop 2, and a sergeant assigned to Troop 6, as well as a specialized enforcement unit focused on drug and quality-of-life crimes. He later served as a supervisor in the Governor’s Task Force and held command positions at both Troop 2 and Troop 6 as a lieutenant. He was instrumental in leading statewide initiatives while assigned as the Officer in Charge of the Tactical Control Unit and later as the Deputy Commander of the Criminal Investigations Unit in New Castle County.

In 2010, he was promoted to Captain and assumed leadership of the Intelligence Unit within the Delaware Information Analysis Center, which serves as Delaware’s fusion center. In that role, he oversaw specialized units, including the Maritime Unit, High Technology Crimes/Internet Crimes Against Children Unit, and Electronic Surveillance Unit. His strategic leadership continued as the Commander of the Homicide Unit, and in 2021, upon his promotion to Major, he assumed oversight of all special operations within the DSP.

Major Sawyer is a graduate of the FBI National Academy (253rd session) and a past president of the Maryland-Delaware Chapter of the FBI National Academy Associates. His career has also been marked by passionate service beyond traditional policing. He has been a devoted 30-year member of the Delaware Law Enforcement Torch Run for Special Olympics and currently serves as its State Director. He is also the recipient of the Mothers Against Drunk Driving (MADD) Lifetime Achievement Award for his steadfast commitment to traffic safety and victim advocacy.

The Delaware State Police extends its heartfelt appreciation to Major Peter Sawyer for his exemplary service and wishes him the very best in his retirement and future endeavors.

  • Delaware State Police Join Multi-State Effort to Promote Safe Driving on I-95

The Delaware State Police, in partnership with the Delaware Department of Transportation and the Delaware Office of Highway Safety, is joining forces with other law enforcement agencies along the I-95 corridor and across the First State in the “I-95 Drive to Save Lives” campaign. This coordinated, multi-jurisdictional effort aims to reduce serious crashes and promote safe driving habits throughout Delaware and the I-95 corridor.

From Tuesday, May 13 to Thursday, May 15, 2025, troopers will work alongside 8 other state police and highway patrol agencies to increase enforcement visibility and target dangerous driving behaviors. These include distracted driving, speed, and failure to wear seatbelts, which are leading factors in fatal crashes.  The seatbelt usage rate in Delaware has remained consistently around 92% over the last five years; however, 58% of the fatalities in 2024 involved unrestrained individuals. There is still work to be done to get to the goal of zero fatalities on our roadways.

According to the National Highway Traffic Safety Administration (NHTSA), it can take approximately 4.6 seconds to read a text message. At 55 mph, that is the equivalent of traveling the length of an entire football field blind. In 2023, speeding-related crashes accounted for 29% of traffic fatalities. There are numerous consequences to distracted driving and speeding that affect not only the driver but also everyone else on the road around them.

“Every life lost on our roadways is one too many,” stated Colonel William D. Crotty, Superintendent of the Delaware State Police. “As the First State, we are proud to stand with our public safety partners in support of the Drive to Save Lives Initiative. This campaign is not just about enforcement; it’s a reflection of the work we do every day to protect lives, promote safe driving practices, and prevent tragedies on our roadways.”

“We are proud to partner with the Delaware State Police and the Office of Highway Safety to help educate the community on the dangers of driving while under the influence, driving while distracted and failing to follow other imperative rules of the road like obeying posted speed limits,” shared Secretary of Transportation Shanté Hastings. “I would like to challenge every driver, rider, and pedestrian to do their part and stay alert, stay safe, and stay committed to protecting lives. I challenge everyone to Be DelAWARE and together we can achieve the goal of zero deaths on our roadways.”

“The Delaware Office of Highway Safety continues to support this collaborative initiative for enforcement along I-95. Working with multiple partners creates a broader enforcement that can help save lives in and around the First State” said Sharon Bryson, Director of the Delaware Office of Highway Safety. “We need to remind everyone on the road to put the phone down, slow down, and buckle up every trip, every time. The goal is to protect the lives of Delaware’s residents, visitors, and neighbors.”

    Participating agencies include:

North Carolina Highway Patrol, Maryland State Police, Delaware State Police, Pennsylvania State Police, New Jersey State Police, New York State Police, Connecticut State Police, Rhode Island State Police, and Maine State Police.

    Driver to Save Lives Logo

This year’s “Drive to Save Lives” campaign is funded by the Delaware Department of Transportation (DelDOT), with continued support from the Delaware Office of Highway Safety and partnering law enforcement agencies. The initiative highlights a shared commitment to protecting all who travel throughout our state. Motorists can expect to see increased patrols and enforcement efforts during this collaborative campaign.

The Delaware Department of Transportation also encourages drivers to support safer roadways through the “Be DelAWARE” campaign. Created by DelDOT Leadership Academy participants in 2023, the initiative invites everyone to take the Be DelAWARE pledge at BeDelaware.deldot.gov, with the goal of reducing fatalities on Delaware roadways to zero.

  • Update-Arrests Made in Dover Shooting

Delaware State Police have arrested 18-year-old Leslie McGuire, a 15-year-old male, and a 16-year-old male, all from Dover, in connection with the shooting that occurred last week on Nathaniel Mitchell Road in Dover.

On April 17, 2025, at approximately 6:14 p.m., troopers responded to the 1500 block of Nathaniel Mitchell Road for a report of a shooting. A 19-year-old man had been shot and self-transported to an area hospital with non-life-threatening injuries. Detectives determined that a black male exited a maroon Kia Sportage, fired several rounds at the victim, then fled in the vehicle. A nearby occupied house and two vehicles were also struck by gunfire. Witnesses reported seeing three black male teenagers wearing ski masks inside the vehicle as it fled the area.

Later that night, at approximately 9:05 p.m., troopers located a maroon Kia Sportage that had been reported stolen from the 100 block of Barratts Chapel Road in Felton. The vehicle, which matched the description from the shooting, was seen traveling north on Walker Road near Bicentennial Boulevard in Dover. When troopers attempted a traffic stop, the vehicle fled.  After traveling through multiple area roads, the Kia stopped in the 400 block of Sorrell Circle in Smyrna, where five occupants fled on foot.

A coordinated search by troopers, DSP Aviation, K-9 units, and allied law enforcement agencies resulted in the apprehension of four teenagers. Three of them were charged that night with receiving stolen property and resisting arrest. A 10-year-old child located at the scene was not charged. The fifth person who fled was later identified as Leslie McGuire. Detectives determined that the teenagers arrested after the pursuit were not involved in the shooting. However, they were charged for their actions that night, including being in a stolen vehicle and fleeing from police.

Through investigative efforts and in collaboration with the Dover Police Department, detectives identified McGuire, along with a 15-year-old and a 16-year-old male, as the suspects responsible for the April 17th shooting. On April 24, 2025, detectives obtained warrants for their arrests, and all three were charged with the offenses listed below.

  • State Police Arrest Pennsylvania Man After Pursuit

State Police Arrest Pennsylvania Man After Pursuit

Delaware State Police arrested 22-year-old Thomas Casey of West Chester, Pennsylvania, yesterday afternoon following a pursuit that spanned multiple jurisdictions.

On February 14, 2025, at approximately 12:45 p.m., troopers were notified that the New Castle County Police Department was pursuing a black BMW with a Pennsylvania registration traveling southbound over the Senator William V. Roth Jr. Bridge after the vehicle was observed traveling on a bare rim. Troopers joined the chase as the BMW continued south on State Route 1 (SR1), entering Middletown and Townsend. It failed to stop despite police commands.

As the pursuit continued, vehicle parts flew off the BMW, posing a hazard to motorists. At one point, a metal object hit the hood of a marked DSP vehicle, tearing the middle of the hood. Moments later, the BMW’s metal brake caliper detached and crashed into the windshield of another DSP vehicle, narrowly missing the trooper inside.

Approaching Dover, the suspect’s speed increased significantly, further endangering the public. A trooper deployed stop sticks on SR1 near Frederica to bring the pursuit to a safe conclusion. The BMW hit the stop sticks but then swerved toward the trooper standing on the right shoulder. The trooper was able to avoid being hit by running toward a concrete barrier.

Further south, near Bowers Beach Road, another trooper attempted to deploy stop sticks, but once again, the BMW swerved toward him, forcing him to run toward a concrete barrier to avoid being hit.

As the vehicle merged onto Exit 86 toward Frederica, it ran off the roadway, colliding with a traffic sign before crashing into a utility pole in front of Frederica Pizza. Casey got out of the car and attempted to run away on Market Street, but troopers quickly apprehended him. He resisted arrest, causing minor injuries to troopers and damage to their uniforms. Emergency Medical Services responded to the scene, and Casey refused medical treatment.

Troopers observed continued signs of impairment, and Casey was taken to Troop 3, where a legal blood draw was conducted. Following the investigation, he was charged with the below-listed crimes, arraigned by Justice of the Peace Court 11, and committed to Sussex Correctional Institution on a $50,877 cash bond.

At approximately 12 p.m., members of the Delaware State Police Troop 4 Governor’s Task Force located the stolen vehicle and attempted a traffic stop at the entrance to Pot Nets Lakeside. The driver, later identified as Keemie Adkins, initially stopped but then fled, driving aggressively and committing multiple traffic violations.

The pursuit was discontinued once the Delaware State Police Aviation Section began tracking the vehicle. Adkins eventually abandoned the moving vehicle in Avalon Woods, causing it to crash into a tree while a passenger remained inside. Nearby troopers and an officer from the Department of Natural Resources and Environmental Control apprehended Adkins after a brief foot chase. No injuries were reported as a result of the crash.

Investigators determined that Adkins had picked up the 41-year-old Georgetown passenger, a friend, earlier that morning. He had repeatedly asked Adkins to stop the vehicle during the pursuit but was not allowed to exit. A subsequent search of the vehicle revealed drug paraphernalia and two baggies of suspected heroin. A computer check also revealed that Adkins has a suspended/revoked driver’s license.

Adkins was transported to Troop 7, where he was charged with the following offenses associated with the pursuit:

    • Reckless Endangering First Degree (Felony)
    • Disregarding a Police Officer Signal (Felony)
    • Resisting Arrest
    • Possession of a Controlled/ Counterfeit Substance
    • Possession of Drug Paraphernalia– 2 counts
    • Multiple traffic offenses

Additionally, he was charged with the following offenses associated with the theft of the vehicle:

    • Theft of a Motor Vehicle (Felony)
    • Theft Under $1500 – 2 counts

Adkins was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on a $15,440 cash bond for charges related to the pursuit. He also received a $4,000 unsecured bond for charges related to the stolen vehicle.

The DSP wants to remind the public to take precautions to safeguard their vehicles and belongings. Tips include locking your vehicle and never leaving it unattended while running.

  • It’s Lovely Weather for a Sleigh Ride Together – Holiday Safety Tips

It’s Lovely Weather for a Sleigh Ride Together – Holiday Safety Tips

The Delaware State Police hopes everyone will have the safest and hap-hap-happiest Christmas and holiday season this year. Before families kick off their fun, old-fashioned family adventure by heading out into the country in the old front-wheel drive sleigh to embrace the frosty majesty of the winter landscape, troopers are unwrapping a gift of safety tips with a sprinkle of wordplay.  As we navigate through the twinkling lights and festive delights, let’s keep safety at the top of our wish list.

    1. Plan Your Trip – No Grinches Allowed: Before hitting the road, map out your journey. It’s not just a roadmap; it’s your holiday GPS to ensure you don’t end up ‘Lost in New York.’  Happy trails, Hans! Yippee-ki-yay!
    2. Car Love – Give Your Sleigh a Little TLC: Make sure your ride is more than just ‘not a bad little car.’ Check all fluid levels and tire pressure, and don’t forget the spare tire. It’s not a bad little car. It’s not bad at all, really. Maybe it just needs a little love.
    3. Weather Check – Don’t Let Weather Snow on Your Parade: Look into road and weather conditions to ensure your car can handle them. After all, we wouldn’t want you ‘stranded like a lonely Christmas tree.’
    4. Home Sweet Home Security – Light up the Night: Lock doors, set the alarm, and put those ‘fragile’ leg lamps and lights on timers. It’s not just home security; it’s ‘Grinch-repellent.’
    5. Phone Down, Sleigh Up – No Texting While Sleighing: Don’t let a screen light guide your sleigh tonight. Distracted driving is naughtier than the Grinch!
    6. Pit Stop Pleasantries – Pudding and Roast Beast Approved: Take breaks, stretch, and maybe snack on some pudding or some carved roast beast.
    7. Don’t Let Kevin Go Solo: If you stop at a rest stop, park in a well-lit area, stay with your children, and be aware of your surroundings. Don’t let ‘Kevin’ wander on his own.
    8. Deck the Halls, Not Your Car: When your car is parked, lock the doors and don’t leave any valuables or gifts in sight. The Grinch may be lurking, staring down from his cave with a sour grinchy frown, at the warm lighted windows below in the town.
    9. Ovaltine Over Eggnog – Stay off the Naughty List: Don’t drive impaired. If you’ve been ‘sipping’ on holiday cheer, call a friend, family member, or ride-sharing service. Instead of eggnog, go for Ovaltine!
    10. Social Media Silence – Foil Harry and Mary: Avoid updating your location on social media. Harry and Marv will know when no one is home, and they may try to break in. Save those photo dumps for when you return!
    11. Channel your inner ‘Elf’ on the road: When traffic gets ‘Griswold ‘-y, remember to stay as patient as Santa’s elves and be as flexible as Buddy’s spaghetti recipe!

Ensuring that all these points are checked can prevent a family trip from being jeopardized. The “obvious” things can be easily overlooked – wouldn’t it be quite the bulbous blunder to meticulously check thousands of tiny twinkling lights, only to discover the extension cord was plugged in and the light switch was off?

And when it comes to safety, there’s always time to double-check. Even if you still have to brush your teeth, feed the hog, have some homework to do, and still have those bills to pay – make the time! This isn’t charity – it’s family.

From the Atlantic to the Pacific – travel safely and enjoy the holiday season!

  • Delaware State Police Announces Arrival of New Bell 429 Global Ranger Helicopters

Delaware State Police Announces Arrival of New Bell 429 Global Ranger Helicopters

The Delaware State Police (DSP) Aviation Section is proud to announce the acquisition of two state-of-the-art Bell 429 Global Ranger helicopters. These cutting-edge aircraft, designed to save lives and combat crime, touched down in Delaware on December 3, 2024, following a nearly year-long fabrication process in Mirabel, Quebec, Canada, and Piney Flats, Tennessee.

After years of operating with a reduced fleet of three helicopters, the decision was made to increase the fleet to four. One of the existing aircraft was traded in to facilitate this upgrade as part of the acquisition process. This strategic move ensured the modernization of the fleet without compromising operational readiness. Operating with only three helicopters had previously led to an accelerated maintenance schedule, limited training opportunities, and reduced redundancy during mechanical issues.

In keeping with Delaware’s tradition of valuing unique identifiers, such as low-digit license plates, the tail numbers of these new helicopters— “N2SP” and “N71SP”—pay homage to the proud history of DSP aircraft.

The Bell 429 helicopters come equipped with numerous advancements in aviation technology. These include modern digital gauges, updated monitors, and an enhanced camera system. Notably, these are the first law enforcement Bell 429 helicopters to feature a rear-view camera, providing pilots with an improved field of view during takeoff and landing. Additionally, the aircraft boasts a lightweight interior design, enhancing accessibility and reducing overall weight.

The DSP Aviation Section has flown 526 patients to area trauma centers in 2024, a number expected to grow as DSP paramedics prepare to carry and administer whole blood to critically ill patients. To support this initiative, the new helicopters are equipped with blood warmers for lifesaving transfusions. They also feature upgraded medical equipment, including Zoll Heart Monitors, advanced airway management devices, ventilators, and infusion pumps.

Captain Jeff Whitmarsh, Aviation Commander, remarked, “These new aircraft represent a significant leap forward in our mission to serve and protect the people of Delaware. I have no doubt that they will save lives from their very first mission. Our highly trained crews are ready to support law enforcement, fire personnel, ground medics, and the general public. These helicopters enhance our capacity, efficiency, and capability to serve the First State from above.”

State Police Arrest Philadelphia Man on Felony Charges Following Road Rage Incident

Delaware State Police arrested 35-year-old Wayne Burnett-Preyer of Philadelphia, Pennsylvania, on multiple felony charges after responding to reports of a fight stemming from a road rage incident on Friday afternoon.

On November 29, 2024, at approximately 3 p.m., troopers responded to North Dupont Highway and School Lane in New Castle, where they began investigating the reported altercation and its connection to a road rage incident. The investigation revealed that two 20-year-old men, one from Texas and the other from North Carolina, were driving north on Route 1 near the Roth Bridge when they switched from the right to the left lane. At that time, the driver of a white Ford pickup truck, later identified as Burnett-Preyer, was allegedly traveling at a high rate of speed behind them and abruptly engaged his brakes, nearly rear-ending the victims’ vehicle in the left lane.

Despite changing lanes multiple times to allow Burnett-Preyer to pass, the victims reported that he continued to follow them aggressively. The pursuit led them through several locations, including Newport, Commons Boulevard, East Basin Road, and North Dupont Highway. At two separate intersections, Burnett-Preyer allegedly used his vehicle to block the victim’s car. He then exited his vehicle, aggressively approached them, and attempted to get them to exit their vehicle. Concerned motorists who witnessed the encounters called 911.

The victims contacted a friend, a 19-year-old man from Newport, for assistance. When the friend arrived, Burnett-Preyer reportedly began pursuing all three individuals in his vehicle. The victims updated 911 about their location, leading troopers to the Dash-In at 154 N. Dupont Highway. Troopers arrived at the scene and took Burnett-Preyer into custody without incident. No injuries were reported.

A search of Burnett-Preyer’s vehicle revealed a loaded 9mm handgun concealed under the driver’s seat and approximately 45.73 grams of marijuana. Burnett-Preyer was transported to Troop 2, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 11, and released after posting a $4,200 secured bond.

  • Delaware State Police Announce the Retirement of Colonel Melissa A. Zebley

Delaware State Police Announce the Retirement of Colonel Melissa A. Zebley

After more than 32 years of dedicated and faithful service, Colonel Melissa A. Zebley will officially retire on November 1, 2024. Throughout her distinguished career, her commitment to the citizens and visitors of Delaware, coupled with her exceptional leadership, has significantly shaped and enriched the agency.

Her calling to public service began as a participant in the State Police Explorer Program, an experience that inspired her lifelong devotion to law enforcement. Col. Zebley joined the DSP on July 16, 1992, completing the 61st Delaware State Police Academy Recruit Class. Following graduation, she began her career as a trooper at Troop 6.

Col. Zebley’s early years showcased her determination and versatility. In September 1997, she served as a drill instructor officer at the DSP Training Academy, where she shaped the future of law enforcement by mentoring recruits from numerous law enforcement agencies. This role set the stage for her to build the foundation of safety and integrity that has defined her career. Promoted to Sergeant in 2002, she served as a shift commander at Troop 1 and became a member of the Critical Incident Stress Management Team, supporting the wellbeing of her colleagues.

Her professional journey was characterized by her passion for personal and organizational growth. She earned a Master of Science from Wilmington University in 2003, and in 2005, she took on the responsibility of Public Information Officer, eventually becoming the unit’s Director. After being promoted to Lieutenant in December 2006, she was assigned to Headquarters as staff support. During that time, she graduated from the prestigious 235th Session of the FBI National Academy, raising the bar for professional standards.

Col. Zebley continued to excel through multiple leadership roles, demonstrating her remarkable ability to adapt and lead in different areas of the agency. In August 2009, she was promoted to Captain and assigned to Troop 1.  While serving as Troop 1’s Commander, she was selected as Officer in Charge of the DSP Honor Guard. Her promotion to Major in 2010 brought new challenges, where she oversaw the DSP budget, training academy, and human resources.

In 2012, she was appointed New Castle County Operations Major, where she led critical sections of the DSP, such as the statewide Traffic Section, Criminal Investigations, and Patrol, ensuring the efficiency and effectiveness of county operations. By August 2019, she had ascended to the rank of Lieutenant Colonel, overseeing Internal Affairs, Information Technology, and the Office of Strategic Development. In July 2020, she made history as the agency’s 26th Superintendent—the first woman to hold the position in DSP’s 101-year history.

Col. Zebley’s tenure as Superintendent has been marked by innovation and progress. She co-led the Delaware State Police Leadership Development Program, one of the state’s premier leadership initiatives, which has benefited over 600 participants to date. Under her leadership, the DSP’s first Highway Safety Unit was established, a major step in enhancing safety on Delaware’s roads through strategic enforcement and public education.

Her dedication to public safety and advocacy for traffic safety were recognized when she received the AAMVA Lifetime Achievement in Roadway Safety in Law Enforcement Award. Additionally, she was inducted into the 2024 Delaware Women’s Hall of Fame for her broader contributions to Delaware’s communities.

Prioritizing the well-being of the DSP family, she was instrumental in the creation of the agency’s first-ever Wellness Unit, which includes a confidential peer support team. She also introduced a wellness app to support the mental health and overall well-being of DSP employees, their families, and retirees. Her deep understanding of the challenges faced by law enforcement officers drove these groundbreaking initiatives.

During her tenure as Superintendent in the Centennial year, Col. Zebley honored the legacy of those who served throughout the agency’s rich history. She paid tribute to the generations of public servants who built and expanded the DSP’s legacy, ensuring it continues to thrive and inspire those who follow.

Under her leadership, the DSP brand underwent a significant transformation, including modernizing the agency’s public image, as showcased during the 100th anniversary celebration. DSP’s social media platforms were also expanded to be more engaging under Col. Zebley’s leadership, thereby strengthening the connection with the communities served by the Delaware State Police.

Governor John Carney highlighted her impact, stating, “Throughout her more than 32-year career with the Delaware State Police, Col. Zebley has made a profound impact on our state. She’s a trailblazer who worked to not only protect our residents, but also her fellow officers—always striving to make the Delaware State Police stronger while supporting officer well-being. I want to thank her for taking on the challenge four years ago of leading our largest police agency and serving this state with distinction. I wish her all the best in retirement.”

Secretary of Safety and Homeland Security Nathaniel McQueen Jr. echoed these sentiments, adding, “Colonel Zebley has excelled at every rank and exemplifies what it means to be a Delaware State Trooper. Her countless impactful contributions and accomplishments are sure to leave an indelible mark on the enduring history of the Delaware State Police. She leaves a legacy illustrated by her commitment to leadership, her strength of character, and her empathy and compassion for others. It has been a privilege to serve with Colonel Zebley throughout her career, and I wish her and her family all the best as she enters the next chapter of her life.”

Additionally, she led the celebration of Camp Barnes’ 75th anniversary, recognizing its long-standing role in shaping young lives and fostering leadership, friendship, and confidence for generations of Delaware’s youth.

Colonel Melissa Zebley’s retirement is not only the conclusion of a career defined by extraordinary achievement but also the closing of a chapter for an agency profoundly impacted by her leadership. The Delaware State Police will greatly miss her wisdom, compassion, and unwavering dedication, and we wish her the best in her well-deserved retirement.
