    Delaware State Police are investigating an armed robbery that occurred this morning at the Walgreens located at 2719 Pulaski Highway in Newark.

    On December 7, 2025, at approximately 8:00 a.m., an unknown suspect entered the business and approached an employee while displaying a handgun. The suspect directed the employee to the rear office, where another employee was counting money. He then restrained both employees with zip ties before removing an undisclosed amount of cash from the counter and fleeing the store on foot. No injuries were reported.

    The suspect is described as a black male with curly black hair. He was wearing a black face covering and dark clothing. Troopers responded to the scene and searched the area, but the suspect was not located.

Callers reported that he was intermittently lying and sitting in the roadway. The circumstances surrounding why he was in the roadway remain under investigation.

    Shortly after the initial 911 calls, an unknown vehicle traveling eastbound on New Linden Hill Road struck the man and fled the scene. At this time, there is no available description of the fleeing vehicle. Troopers are working to determine the make and model of the vehicle involved.

    The pedestrian, a 42-year-old man from Bear, Delaware, was pronounced dead at the scene. His name is being withheld until his family is notified.

    The roadway was closed for approximately 3 hours while members of the Delaware State Police Troop 2 Collision Reconstruction Unit investigated and cleared the roadway.

    The investigation is ongoing.   • State Police Investigating Single-Vehicle Fatal Crash in Dover

    Delaware State Police are investigating a single-vehicle fatal crash that occurred late last night in Dover.

    On December 5, 2025, at approximately 11:00 p.m., a Chevrolet Silverado was traveling westbound on POW/MIA Parkway, approaching Baden Powell Way. For reasons still under investigation, the truck left the roadway, traveled off the north edge, and struck a signal light support pole.

    The driver, a 43-year-old Dover man, was not properly restrained at the time of the crash. He was transported to an area hospital, where he was pronounced dead. His name is being withheld until his family is notified.

    The roadway was closed for approximately 2 hours while members of the Delaware State Police Troop 3 Collision Reconstruction Unit investigated and cleared the roadway.

  • *Update– Suspect Arrested* State Police Investigating Robbery at Milton Gas Station

    Delaware State Police arrested 29-year-old Donald Tinley, Jr., of Milton, following a robbery investigation that began on Monday morning.

    On November 24, 2025, at approximately 11:00 a.m., troopers responded to the business, located at 25776 Deep Branch Road in Milton, for a reported robbery. The preliminary investigation revealed that an unknown suspect entered the store, went behind the counter, demanded that the clerk remove money from the registers, and took the clerk’s car keys. No one was injured during the incident. The suspect then fled with an undisclosed amount of cash and the clerk’s vehicle. A short time later, troopers located the stolen vehicle unoccupied in the area of New Hope Road in Ellendale. The suspect was described as a white male wearing a face covering.

    Through investigative leads, troopers identified Donald Tinley as the suspect responsible for the robbery. On November 26, 2025, troopers located Tinley at a residence in the Milton area, where he was taken into custody without incident.

    Tinley was transported to Troop 4, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $10,500 cash bond.

    Charges:

    • Robbery Second Degree (Felony)
    • Wearing a Disguise During the Commission of a Felony (Felony)
    • Theft of a Motor Vehicle (Felony)

  • Advisory: Pending Handgun Purchases Not Completed Before Nov. 16 due to NICS delays require a Permit to Purchase

    The Delaware State Police, through the State Bureau of Identification (SBI), advises that handgun transactions not approved and completed before November 16, 2025, due to delays in the federally required National Instant Criminal Background Check System (NICS), must now be completed with a permit to purchase, unless exempt under Delaware law.

     

    Why this is happening

    NICS is administered by the FBI under federal law (18 U.S.C. § 922(t)). NICS determinations and timing are made by the FBI. If a NICS result did not return a ‘Proceed’ and the transfer was not completed before November 16, Delaware law now requires a permit to complete the transfer, unless the transferee has a valid CCDW issued by the Superior Court of Delaware under 11 Del. C. §1441.

  • Delaware State Police Becomes the First State Police Agency to Complete IACP Trust Building Campaign

    The Delaware State Police (DSP) is proud to announce that it is the first state police agency in the country to successfully complete the International Association of Chiefs of Police (IACP) Trust Building Campaign.

    The Trust Building Campaign is an initiative created by the IACP, the world’s largest and most influential professional association for police leaders, to build trust and cooperation between law enforcement and the communities they serve. By joining the campaign, agencies pledge to adopt 25 key policies and best practices aimed at improving transparency, accountability, and community engagement over a 36-month period.

    Under the leadership of Colonel William D. Crotty, Superintendent of the Delaware State Police, the agency committed to the IACP Trust Building Campaign to strengthen DSP’s long-standing dedication to integrity, professionalism, and public service.

    “Our mission has always centered on service and accountability,” said Colonel William D. Crotty. “Completing the Trust Building Campaign reaffirms that commitment by ensuring our policies and practices align with the values of our communities.”

    DSP completed all 25 key practices ahead of schedule, emphasizing six vital areas of modern policing: bias-free policing, use of force, leadership and culture, recruitment and retention, victim services, and community relations. Through this effort, the agency improved its employee wellness programs, expanded its victim services outreach, and increased opportunities for community involvement and feedback.

    “Without trust and transparency, police cannot effectively interact with their communities, carry out investigations, or prevent crimes,” said David Rausch, President of the International Association of Chiefs of Police. “The IACP is encouraged by the steps agencies like the Delaware State Police are taking in their own jurisdictions that demonstrate their commitment to community-oriented policing, which elevates the profession as a whole.”

    The DSP received official recognition and a certificate of completion from the IACP, indicating that it has fulfilled all campaign requirements and shown measurable progress in promoting trust and transparency.

  • Delaware State Police Opens Online Permit to Purchase Application Portal

    The Delaware State Police, through the State Bureau of Identification (SBI), announces that the Permit to Purchase online application portal is now live. Delaware residents who plan to purchase or transfer a handgun on or after November 16, 2025, must first obtain a handgun qualified purchaser permit.

    Applicants can begin the process by reviewing the requirements on the Permit to Purchase website. When ready, they may submit the online application through the Permit to Purchase Portal.

     

    How to Apply

    1. Complete a firearms safety course with an approved instructor.
    2. Schedule fingerprinting with IdentoGO using Service Code 27S8N2.
    3. Submit the online application through the Permit to Purchase Application Portal and upload the required documents.

    Required documents include:

    • Government-issued photo identification
    • Military orders, if applicable
    • Firearms Training Course Certification or proof of exemption

    Individuals who hold a valid Delaware Concealed Carry Deadly Weapon (CCDW) license issued by the Superior Court are not required to apply for a handgun qualified purchaser permit.

     

    If You Do Not Have Internet Access

    Paper applications are available at all Delaware State Police troops. Completed paper applications must be submitted in person at the SBI Dover location for processing. Applications will be processed in the order they are received.

     

    Decision Timeline

    By law, SBI will issue a decision within 30 days of receiving a complete application. Applications submitted without all required steps will not be processed. Applicants will be notified of any missing items and may resubmit once requirements are met. If a legal disqualifier exists under state or federal law, the decision will be a written denial.

     

    Training and Instructor List

    A list of approved firearms instructors is available on the Permit to Purchase website and is updated regularly as instructors are certified.

     

    Exemptions

    Exemptions to the training requirement are outlined in Delaware law.

  • State Police Investigating Fatal Crash in Millsboro

    Delaware State Police are investigating a fatal crash that occurred yesterday morning in Millsboro.

    On October 24, 2025, at approximately 11:00 a.m., a Mazda CX-5 was stopped in the westbound lane on Millsboro Highway, west of Mumford Road, waiting to turn left into a private driveway. An Oldsmobile Ciera was traveling westbound behind the Mazda. For reasons still under investigation, the Oldsmobile attempted to pass the Mazda on the left as the Mazda began turning into the driveway. The Oldsmobile swerved left to avoid a collision, exited the south edge of the roadway, and struck two garbage receptacles before crashing into the left side of the Mazda. That impact forced the Mazda into a standing tree.

    The driver of the Mazda, a 69-year-old woman from Millsboro, Delaware, was wearing a seatbelt. She was transported to an area hospital for non-life-threatening injuries and later released. Her passenger, a 73-year-old man from Millsboro, Delaware, was also wearing a seatbelt and was transported to an area hospital with serious injuries. On October 25, 2025, he died from injuries sustained in the crash. His name is being withheld until his family is notified.

    The driver of the Oldsmobile, a 34-year-old man from Millsboro, Delaware, was wearing a seatbelt and was not injured.

    The roadway was closed for approximately 2 hours while members of the Delaware State Police Troop 7 Collision Reconstruction Unit investigated and cleared the roadway.

    The investigation is ongoing. Troopers ask anyone who witnessed the crash or has relevant information to contact Master Corporal R. Albert at (302) 703-3266.     Delaware State Police are investigating a robbery that occurred yesterday evening in New Castle.

    On October 24, 2025, at approximately 6:00 p.m., troopers responded to a warehouse complex parking lot located in the 2400 block of Bear Corbitt Road for a reported robbery. A preliminary investigation revealed that a 25-year-old man from Newark, Delaware, had arranged to sell a pair of Apple AirPods and an Apple iWatch to an unknown man after communicating with him by text message. The two agreed to meet in the warehouse parking lot.

    When the suspect arrived in a dark-colored SUV, he exited the passenger side of the vehicle and attempted to take the items from the victim forcibly. During the struggle, the suspect displayed what appeared to be a handgun and struck the victim several times in the back of the head. The suspect then returned to the vehicle without the items and fled the scene.

    Emergency Medical Services responded to the scene, and the victim was transported to an area hospital for non-life-threatening injuries.

    The suspect is described as a black male approximately 24-25 years of age, around 5’7″ tall, with curly black hair, and an unshaven face. He was wearing dark clothing.

    Delaware State Police Troop 2 Robbery Unit continues to investigate this incident. Anyone who witnessed the incident or has relevant information is asked to contact Det. J.   • State Police Arrest Dover Man on Drug and Related Charges After Welfare Check

    Delaware State Police arrested 39-year-old Bradley Buchman of Dover, Delaware, following a welfare check Wednesday afternoon that led to the discovery of suspected drugs.

    On October 22, 2025, at approximately 4:30 p.m., troopers were conducting a follow-up on an unrelated investigation at a residence in the 4000 block of Forrest Avenue. While there, they observed a man slumped over and snoring in the driver’s seat of a pickup truck parked in the driveway with the driver’s door open.

    Troopers approached the vehicle to check on the man’s welfare. While attempting to wake him, troopers observed a blue wax bag, consistent with heroin packaging, in plain view on the center console. Once the man woke up, he was identified as Buchman. He was then removed from the vehicle and taken into custody without incident.

    A search of Buchman revealed approximately 33 blue wax bags containing a total of approximately .99 grams of suspected heroin and two bags containing approximately 14 grams of suspected methamphetamine. A search of the vehicle revealed drug paraphernalia and an object that appeared to be a handmade explosive device.

    The Delaware State Police Explosive Ordnance Disposal Team and the Delaware State Fire Marshal’s office responded to the scene and determined that the object was an improvised explosive device.

    Buchman was transported to Troop 3, where he was charged with the following offenses:

    • Possession of a Controlled Substance Tier 2 Quantity (Felony)
    • Possession of a Controlled or Counterfeit Substance
    • Possession of Drug Paraphernalia

    He was arraigned by Justice of the Peace Court 2 and issued a $4,000 unsecured bond for the drug-related charges.

    The Delaware State Fire Marshal’s Office also charged Buchman with one count of Possession of an Explosive Device (Felony).  He was committed to Sussex Correctional Institution on a $5,000 cash bond for that charge at the time.

  • State Police Arrest Maryland Man for Felony DUI and Drug Offenses Following Traffic Stop

    Delaware State Police arrested 61-year-old Oscar Johnson of Salisbury, Maryland, on felony DUI and drug charges following a traffic stop late Wednesday night.

    On October 22, 2025, at approximately 11:00 p.m., a trooper observed a BMW with Maryland registration speeding on Delmar Road. The vehicle failed to maintain its lane, crossing onto the shoulder and into the grass. Troopers initiated a traffic stop and contacted the driver, identified as Oscar Johnson, who showed signs of impairment and emitted a strong odor of alcoholic beverages.

    While troopers conducted Standardized Field Sobriety Tests, Johnson displayed additional signs of impairment. During the traffic stop, troopers observed him attempting to kick a clear plastic bag under his vehicle. The bag was recovered and found to contain a white, rock-like substance consistent with crack cocaine. Troopers also located a pill bottle containing a white powdery substance.

    Johnson was taken into custody and transported to Troop 5, where the substances tested positive for cocaine with a combined weight of approximately 105 grams. A computer inquiry revealed that Johnson had two prior DUI-related convictions. A blood search warrant was obtained, and he was subsequently charged with the following offenses:

    • Possession with Intent to Deliver a Controlled Substance Tier 3 Quantity (Felony)
    • 3rd Offense DUI (Felony)
    • Tampering with Physical Evidence (Felony)
    • Possession of Drug Paraphernalia
    • Driving without a Valid License
    • Multiple Traffic Offenses

    Johnson was arraigned by Justice of the Peace Court 7 and committed to Sussex Correctional Institution on a $30,106 secured bond at the time.

  • Delaware State Police Announce Fingerprinting Process for Permit to Purchase Applicants

    The Delaware State Police, through the State Bureau of Identification (SBI), announces that individuals preparing to apply for a handgun qualified purchaser permit may now schedule fingerprint appointments with IdentoGO as part of the Permit to Purchase process.

    Applicants are required to be fingerprinted as part of the background investigation conducted by SBI under the new Permit to Purchase law, which takes effect on November 16, 2025. The online application portal is anticipated to open next week, and individuals are encouraged to complete the fingerprinting and firearms safety training requirements in advance to avoid delays once it becomes available.

    Fingerprinting services are available by appointment only through IdentoGO. When scheduling, applicants must use Service Code 27S8N2 to ensure their prints are appropriately routed for the Permit to Purchase process.

    Appointments can be made online at https://uenroll.identogo.com.

    Individuals who have not yet completed the required firearms safety training with an approved instructor should do so before submitting their application. A list of approved instructors is available on the Permit to Purchase website and is updated regularly as new instructors are certified.

    SBI will begin processing complete applications once the online application portal goes live. By law, SBI is required to issue or deny a permit within 30 days of the receipt of a fully complete application.

  • Delaware State Police Announce Upcoming Launch of Permit to Purchase Program

    The Delaware State Police, through the State Bureau of Identification (SBI), announces the upcoming launch of the Permit to Purchase Program, which will open for registration in the coming weeks.

    Under Delaware law, a handgun qualified purchaser permit will be required to purchase or transfer a handgun in Delaware. Permits will be issued by the State Bureau of Identification within the Delaware State Police.

    The Delaware State Police encourages Delaware residents planning to buy a handgun to visit the Permit to Purchase website to learn about the training and documentation requirements associated with the new law. The Permit to Purchase law takes effect on November 16, 2025, and individuals are urged to review the process ahead of that date to ensure they are prepared to meet all necessary criteria.

    Although the registration link is temporarily inactive, the webpage offers a complete overview of the program and will be activated once the online application portal is operational.

     

    PERMIT TO PURCHASE PROCESS

     

    To obtain a handgun qualified purchaser permit, applicants must:

    1. Complete a firearms safety course with an approved instructor.
    2. Obtain fingerprints and a photograph through an appointment with IdentoGO.
    3. Pass a background check conducted by SBI.

    Applicants must also submit the following documents when filling out the online application:

    • Government-issued photo ID
    • Military orders (if applicable)
    • Firearms Training Course Certificate or proof of exemption

    Individuals with a valid Delaware Concealed Carry Deadly Weapon (CCDW) license issued by the Superior Court are not required to apply for a handgun qualified purchaser permit.


    Exemptions and Special Circumstances

     

    This process applies to anyone who is not an active or retired law enforcement officer or a current CCDW holder. Qualified law enforcement officers, retired officers, military members, and other specific groups may be exempt from the firearms training course requirement. Proof of exemption must be submitted with the application.

    Exemptions to the firearms training requirement are specified in Delaware law.

    A list of approved firearms instructors is available on the Permit to Purchase website and is updated regularly as new instructors are certified.


    Registration and Contact Information

     

    In the coming week, applicants will be able to access and submit their applications through the Permit to Purchase Portal once it becomes available.

    All application-related correspondence will be managed through [email protected]. Due to the anticipated volume of submissions, SBI staff will not be able to respond to individual questions about the application process. The Permit to Purchase website will be the main source for program updates and detailed information.

  • State Police Arrest Georgetown Woman for Weapon Offenses Following Road Rage Incident

    Delaware State Police arrested 20-year-old Melleca Butler of Georgetown, Delaware, for multiple weapon-related felonies following a road rage incident in Georgetown yesterday morning.

    On October 10, 2025, at approximately 11:30 a.m., troopers responded to the area of Dupont Boulevard and Shortly Road for a report of a road rage incident involving a firearm. The investigation revealed that a GMC Yukon with Delaware registration pulled alongside the victim, a 49-year-old man from Houston, Delaware, while both vehicles were traveling southbound on Dupont Boulevard. Some type of road rage incident occurred, during which the driver of the Yukon displayed a handgun before continuing southbound. The suspect was described as black and wearing a blue hoodie and glasses.

    Troopers, assisted by officers from the Millsboro Police Department, patrolled the area and located the suspect vehicle near the intersection of Laurel Road and Dupont Boulevard in Millsboro. A traffic stop was conducted, and the driver, who matched the description provided, was identified as Melleca Butler. She was taken into custody without incident.

    A consent search of the vehicle revealed an unloaded handgun concealed between the driver’s seat and the center console. A computer inquiry revealed that Butler does not have a permit to carry a concealed deadly weapon.

    Butler was transported to Troop 4, where she was charged with the following crimes:

    • Possession of a Firearm During the Commission of a Felony (Felony)
    • Carrying a Concealed Deadly Weapon (Felony)
    • Aggravated Menacing (Felony)

    She was arraigned by Justice of the Peace Court 2 and committed to Baylor Women’s Correctional Institution on a $23,500 cash bond.

  • Delaware State Police Announce Certification Process for Firearms Training Instructors

    The Delaware State Police, through the State Bureau of Identification (SBI), announces the launch of the Permit to Purchase Firearms Instructor Certification Portal, providing a pathway for firearms trainers to become certified to instruct individuals applying for a handgun qualified purchaser permit.

     

    Certification Process for Instructors

     

    To become certified as a Permit to Purchase Firearms Training Instructor, the applicant must:

    1. Review the Permit to Purchase Training Course Guidelines
    2. Complete the instructor application in the Firearms Instructor Portal
    3. Submit all required documents with the application, including:
      • A valid firearms instructor certificate showing expiration date, issued by a nationally recognized organization or law enforcement agency that meets Delaware POST standards
      • Instructor identification card
      • Training course syllabus

    Once instructors are approved and certified, they will be added to a publicly available list of approved trainers on the Permit to Purchase website.


    Training Course Requirements

     

    Certified instructors must conduct courses approved by SBI that include instruction on:

    • Firearms and ammunition knowledge, safe handling, and storage (including child safety)
    • Shooting fundamentals and live fire exercises (minimum 100 rounds)
    • Federal and state firearms laws, including Delaware law on the use of deadly force
    • Techniques for avoiding criminal attacks, conflict resolution, and managing violent confrontations
    • Suicide prevention and awareness

    After successfully completing the firearms training safety course, permit to purchase applicants will receive a signed Firearms Training Course Certification Form from their instructor, which must be submitted with their handgun qualified purchaser permit application.

  • Delaware State Police Announces Promotion of Captain Robert F. Wallace to the Rank of Major

    Colonel William D. Crotty, Superintendent of the Delaware State Police, is proud to announce the promotion of Captain Robert F. Wallace to the rank of Major, assigned as the Executive Staff-Administrative Officer at Headquarters.

    In his new role, Major Wallace is responsible for overseeing the agency’s administrative and support functions, including Human Resources, the Training Academy, the Firearms Training Unit, Budget and Fiscal Control, Purchasing and Supply, Transportation, Building Maintenance, and Victim Services. He also works closely with state agencies to ensure effective and fiscally responsible personnel management.

    Major Wallace brings over 27 years of diverse law enforcement experience to the Executive Staff. He most recently served as the Director of the Delaware Information and Analysis Center (DIAC), the state’s designated fusion center, where he led multi-agency intelligence-sharing efforts and managed the operations of the Real-Time Crime Center in support of the State Police Enhanced Analytic Response, a data-driven strategy used to combat crime. Prior to that, he served as the Troop Commander of Troop 2, where he facilitated capital improvements and coordinated law enforcement response to critical infrastructure events.

    Throughout his career, Major Wallace has held numerous leadership positions, including assignments in the Office of Strategic Development, the High-Tech Crimes and Gang Units, the Division of Gaming Enforcement, and the Kent County Drug Unit. He also served in leadership roles as a Lieutenant at both Troops 6 and 9. He has represented Delaware State Police in high-level security operations during Presidential visits and has been instrumental in developing agency policy, revising promotional processes, and enhancing coordination of cyber and homeland security.

    Major Wallace is a graduate of the FBI National Academy Session #279. He holds a Master of Science in Public Safety Leadership and Administration from Arizona State University and a Bachelor of Science in Law and Justice from The College of New Jersey. He served on several interagency committees, including the Delaware Homeland Security Advisory Council, the Cyber Security Advisory Council, and the FIFA 2025/2026 Intelligence and Threat Analysis Group.

  • State Police Arrest Man for Felony Assault Following Amazon Stabbing

    Delaware State Police arrested 35-year-old Taamir Smith of New Castle for felony assault in connection with a stabbing at Amazon last month.

    On August 28, 2025, at approximately 11:00 a.m., troopers responded to the Amazon delivery center located at 2421 Bear Corbitt Road for a reported stabbing. When troopers arrived, they found a 23-year-old man who had suffered multiple stab wounds. Troopers provided first aid until emergency medical services arrived and transported the victim to an area hospital with serious injuries.

    Through investigative leads, detectives identified Smith as the suspect responsible for the assault and obtained an arrest warrant. On September 23, 2025, members of the Delaware State Police and U.S. Marshals located Smith in the area of 24th Street in Wilmington. He was taken into custody and transported to Troop 2, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $200,000 cash bond.

  • State Police Arrest Wilmington Man for Fifth Offense DUI After Stop on Route 13

    Delaware State Police arrested 52-year-old Salvatore Rothwell of Wilmington for his fifth offense DUI following a traffic stop late Tuesday night.

    On September 23, 2025, at approximately 11:00 p.m., a trooper observed a GMC Envoy traveling northbound on North Dupont Highway (US 13) near I-495. The vehicle was swerving across the roadway and nearly struck another car. The trooper initiated a traffic stop, and the Envoy traveled a short distance before coming to a stop.

    When the trooper contacted the driver, later identified as Rothwell, he was slouched over in the driver’s seat with bloodshot eyes and showed additional signs of impairment.  Standardized Field Sobriety Tests were administered, during which Rothwell continued to display signs of impairment.

    Rothwell was taken into custody and transported to Troop 2. A computer inquiry revealed that he has four prior DUI-related convictions. He was charged with the offenses listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $7,050 secured bond.

  • State Police Arrest Wilmington Man for Fifth Offense DUI

    Delaware State Police arrested 69-year-old Paul Fox of Wilmington for his fifth offense DUI following a traffic stop early Wednesday morning.

    On September 24, 2025, at approximately 1:00 a.m., a trooper observed a Lincoln Town Car traveling southbound on North Dupont Highway (US 13), south of Seven Hickories Road, at a low rate of speed. After observing the vehicle swerve onto the shoulder multiple times, the trooper initiated a traffic stop near Jerome Drive.

    The driver, later identified as Fox, showed signs of impairment. The trooper smelled a strong odor of alcoholic beverages coming from Fox’s breath and observed additional signs of impairment. An open bottle of liquor was also in plain view on the front passenger seat. Standardized Field Sobriety Tests were administered, during which Fox continued to display signs of impairment.

    He was taken into custody and transported to Troop 9. A computer inquiry revealed that he has four prior DUI-related convictions. He was charged with the offenses listed below and committed to Howard R. Young Correctional Institution on an intoxication hold, pending arraignment.

  • State Police Arrest Dover Man Following Road Rage Shooting

    Delaware State Police arrested 33-year-old Joseph Novak of Dover following a road rage incident on Korean War Veterans Memorial Highway on Tuesday morning.

    On September 23, 2025, at approximately 6:30 a.m., troopers responded to Route 1 northbound, just south of South Dupont Highway, for a reported shooting. The investigation revealed that a 64-year-old Delaware man was driving a GMC Yukon Denali northbound near the Roth Bridge when a Chevrolet Silverado, driven by Novak, began following too closely.

    According to statements obtained during the investigation, both vehicles were allegedly involved in aggressive driving as they continued northbound. The vehicles ultimately collided, causing damage to the right rear side of the Denali and the front left side of the Silverado. During the encounter, Novak is alleged to have fired a handgun at the Denali. Troopers observed defects on the Denali that appeared consistent with damage caused by gunfire. No injuries were reported.

    Novak was taken into custody without incident. A search of his vehicle revealed a legally owned handgun. He was then taken to Troop 2, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and released on a $2200 secured bond.

  • State Police Investigating Fatal Crash in Dover

    Delaware State Police are investigating a fatal two-car crash that occurred Saturday afternoon in Dover.

    On September 20, 2025, at approximately 3:30 p.m., a Honda Accord was traveling eastbound on Dyke Branch Road, approaching a moderate curve west of Wheel of Fortune Road. At the same time, a Volvo S40 was traveling westbound on Dyke Branch Road, approaching the same curve.

    For reasons still under investigation, the Honda failed to remain in its lane and crossed into the westbound lane. The driver of the Volvo attempted to avoid the collision by swerving left into the eastbound lane. At that time, the driver of the Honda re-entered the eastbound lane, resulting in a head-on crash between the two vehicles.

    The driver of the Honda, a 70-year-old man from Dover, was not wearing a seatbelt. He was transported to an area hospital, where he was later pronounced dead. His name is being withheld until his family is notified.

    The driver of the Volvo, a 16-year-old male from Dover, was wearing a seatbelt and was transported to an area hospital for minor injuries. His passenger, a 45-year-old woman from Dover, was also wearing a seatbelt and was transported to a hospital for non-life-threatening injuries.

    The road was closed for approximately 3 and a half hours while members of the Delaware State Police Troop 3 Collision Reconstruction Unit investigated and cleared the roadway.

  • State Police Investigate Knife-Point Robbery in Milford

    Delaware State Police are investigating a knife-point robbery that occurred Friday evening at the Valero Shore Stop in Milford.

    On September 19, 2025, at approximately 8:00 p.m., troopers responded to the convenience store located at 1885 Bay Road for a reported robbery. A preliminary investigation revealed that an unknown suspect entered the business, brandished a knife, and demanded that the clerk open the cash registers. The suspect stole an undisclosed amount of money and cigars before fleeing the scene. No one was physically injured during the incident.

    The suspect is described as a black male wearing dark clothing.

  • State Police Investigating Fatal Pedestrian Crash in Wilmington

    Delaware State Police are investigating a fatal pedestrian crash that occurred Thursday evening in Wilmington.

    On September 18, 2025, at approximately 6:30 p.m., a Nissan Sentra was traveling westbound in the left lane of West Newport Pike, approaching Rothwell Drive. At the same time, a pedestrian began crossing West Newport Pike from south to north and entered the westbound left lane, just east of Rothwell Drive. As the Sentra entered the intersection, it struck the pedestrian believed to be in the crosswalk. Witnesses reported the traffic light was green when the Sentra entered the intersection.

    The pedestrian, a 64-year-old man from Mexico, was pronounced dead at the scene. His name is being withheld until his family is notified.

    The driver of the Sentra, a 73-year-old woman from Wilmington, Delaware, was not injured.

    West Newport Pike at Rothwell Drive was closed for approximately three hours while members of the Delaware State Police Troop 2 Collision Reconstruction Unit investigated and cleared the roadway.

  • State Police Arrest Pennsylvania Man in Road Rage Incident

    Delaware State Police arrested 30-year-old Robert George, of Wallingford, Pennsylvania, following a road rage incident that occurred on Monday evening in Wilmington.

    On September 15, 2025, at approximately 6:00 p.m., troopers were contacted by a 45-year-old Wilmington man who reported a road rage encounter on Concord Pike in the area of Concord Mall.

    A preliminary investigation revealed that the victim was traveling southbound in the left lane of Concord Pike when a Chevrolet Colorado, driven by George, accelerated and abruptly changed into the same lane, cutting off the victim’s vehicle. Both vehicles continued toward the intersection of Concord Pike and Rocky Run Boulevard, where George entered the left-turn lane to access Widener University Delaware Law School.

    The victim pulled alongside George’s vehicle, and a verbal exchange took place between the two. During the encounter, George displayed a firearm, prompting the victim to contact the police. After the light turned green, George turned into the university’s parking lot.

    Troopers responded to the scene and located the suspect’s vehicle, which was unoccupied. A short time later, George was observed exiting a building on campus and returning to his vehicle. Troopers conducted a traffic stop, during which George was detained without incident. A search of the vehicle led to the discovery of a handgun and a valid concealed carry permit. The victim later positively identified George in a photo lineup.

    George was taken to Troop 1, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $25,000 secured bond.

  • State Police Investigating Fatal Crash in Georgetown

    Delaware State Police are investigating a fatal crash that occurred Monday afternoon in Georgetown.

    On September 15, 2025, at approximately 12:30 p.m., a Nissan Altima was traveling southbound on Dupont Boulevard (US 113), approaching the intersection at Redden Road. At the same time, a Mack Anthem truck pulling an empty grain trailer was stopped northbound on Dupont Boulevard at the intersection, intending to turn left onto Redden Road. A posted yield sign controls this crossover.

    The Mack truck failed to yield the right of way and turned left through the crossover into the southbound lanes. As it did, the Nissan struck the right side of the trailer.

    The driver of the Nissan, a 49-year-old woman from the Bronx, New York, was wearing a seatbelt. She was pronounced dead at the scene. Her identity is being withheld until her family is notified.

    The driver of the Mack Anthem truck, a 76-year-old man from Cambridge, Maryland, was also wearing a seatbelt and not injured.

    The roadway was closed for approximately three and a half hours while members of the Delaware State Police Troop 7 Collision Reconstruction Unit investigated and cleared the roadway.

  • State Police Investigating Fatal Golf Car Crash in Long Neck

    Delaware State Police are investigating a fatal crash involving a golf cart that occurred Sunday evening in the Pot-Nets Bayside community.

    On September 14, 2025, at approximately 7:00 p.m., a Venom EV Golf Cart was traveling north on Piney Crest Lane when the front passenger from the golf cart fell and was critically injured. Although the golf cart did not strike another object and sustained no damage, the incident is being investigated by the Delaware State Police Collision Reconstruction Unit as a fatal crash.

    The passenger, a 35-year-old woman from Millsboro, was not wearing a seatbelt and was pronounced dead at the scene. Her identity is being withheld until her family is notified.

    The driver, a 44-year-old woman from Millsboro, was not injured.

    The Delaware State Police have identified the suspect vehicle involved in the September 8, 2025, fatal hit-and-run pedestrian crash on South Dupont Highway in New Castle as a white Chevrolet Equinox. The vehicle was located unoccupied at a residence and has been secured as part of the ongoing investigation.

  • State Police Arrest Two Following Methamphetamine Investigation

    Delaware State Police Troop 2 Drug Task Force (DTF) arrested 26-year-old Jamiyah Dennis of Boothwyn, Pennsylvania, and 19-year-old Kaliyah Barnes of Newark, Delaware, following a months-long multi-agency drug investigation in New Castle County.

    Over the past several months, detectives from the Delaware State Police Troop 2 DTF, with assistance from Troop 2 Governor’s Task Force, Homeland Security Investigations – Wilmington, and the Delaware County Narcotics Unit, conducted an investigation into Dennis. During that time, Dennis sold investigators multiple quantities of methamphetamine totaling approximately 310 grams. Based on the results of the investigation, detectives obtained a warrant for Dennis’ arrest on September 4, 2025.

    On September 8, 2025, investigators contacted Dennis in the 100 block of West 41st Street in Wilmington. Dennis arrived in the area carrying a large plastic bag believed to contain narcotics, while Kaliyah Barnes drove the Chevrolet Traverse that took her to the location.

    As officers approached to take Dennis into custody on the active warrant, she attempted to flee on foot while carrying the suspected narcotics. After a brief foot pursuit, troopers took Dennis into custody. During the arrest, she resisted and later attempted to force her way out of the police vehicle, during which she kicked a trooper.

    Following a search of Dennis and her belongings, troopers recovered approximately 456 grams (1 pound) of suspected methamphetamine.

    The Chevrolet Traverse was stopped a short time later, and Barnes was taken into custody without incident. The investigation revealed that Barnes assisted Dennis by taking her to Wilmington, knowing Dennis was in possession of methamphetamine.

    Both Dennis and Barnes were transported to Troop 2 and charged with multiple crimes.


    Dennis was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Baylor Women’s Correctional Institution on a $212,000 cash bond.

  • State Police Investigating Fatal Hit-and-Run Crash in New Castle

    Delaware State Police are investigating a fatal hit-and-run pedestrian crash that occurred last night in New Castle.

    On September 8, 2025, at approximately 8:00 p.m., a pedestrian was walking northbound in the southbound lanes of South Dupont Highway, just south of Pulaski Highway. At the same time, an unknown vehicle was traveling southbound on South Dupont Highway in the same area and struck the pedestrian. The impact threw the pedestrian into a wooded area off the roadway, where Emergency Medical Services located the victim a short time later while responding to another call.

    The pedestrian, whose identity is unknown at this time, was pronounced dead.

    The roadway was closed for approximately four hours while members of the Delaware State Police Troop 2 Collision Reconstruction unit investigated and cleared the roadway.

    The investigation remains ongoing. Anyone who witnessed the crash or has relevant information is asked to contact Master Corporal R.   • *Update – Suspect Arrested* State Police Detectives Investigating Armed Robbery in New Castle

    Delaware State Police have arrested 21-year-old Hasan Gordon in connection with an armed robbery that occurred on Labor Day at a Gulf gas station in New Castle.

    On September 1, 2025, at approximately 12:22 p.m., troopers responded to a report of a robbery at the Gulf gas station located at 752 West Basin Road in New Castle. The preliminary investigation revealed that the suspect entered the business, displayed a handgun, and demanded money from the register. The employee complied, and the suspect fled the scene with an undisclosed amount of cash. No injuries were reported.

    Through investigative leads, detectives identified the suspect as Hasan Gordon and obtained a warrant for his arrest. On September 7, 2025, he was located by the Wilmington Police Department and taken into custody without incident.

    Gordon was charged with the following crimes:

    • Robbery First Degree (Felony)
    • Possession of a Firearm During the Commission of a Felony (Felony)

    He was arraigned by Justice of the Peace Court 11 and committed to the Howard R. Young Correctional Institution on a $120,000 secured bond.

    The Delaware State Police are investigating a fatal motor vehicle collision that occurred Saturday night in Blades after a suspect fled from an attempted traffic stop and caused a three-vehicle crash.

    On September 6, 2025, at approximately 11:00 p.m., a trooper from Troop 5 attempted to stop a Chevrolet Silverado for a registration violation by activating the patrol vehicle’s emergency lights while on Seaford Road, just outside the town limits of Blades. The vehicle was displaying a temporary tag that had expired in February and had been flagged as not valid for operation on public roads.

    The driver sped north at a high rate of speed. As Seaford Road becomes Market Street within Blades, the suspect vehicle entered the town limits. Less than a minute after the pursuit began, the fleeing Silverado crossed into oncoming traffic on Market Street and crashed.

    The preliminary investigation revealed that the Silverado struck a Ford F-150 head-on in the southbound left turn lane of Market Street, just north of East High Street. The impact pushed the F-150 backward, causing its rear end to hit the front bumper of a Chevrolet Camaro, which had been traveling south behind the F-150.

    The driver of the fleeing Chevrolet Silverado, a 58-year-old man from Seaford, Delaware, was not properly restrained and was pronounced dead at the scene. His name is being withheld until his family is notified.

    The driver of the Ford F-150, a 34-year-old man from Laurel, Delaware, was wearing a seatbelt and was taken to an area hospital with non-life-threatening injuries. He was later released.

    The driver of the Chevrolet Camaro, a 20-year-old man from Delmar, Maryland, was also wearing a seatbelt and declined medical treatment at the scene.

    The roadway was partially shut down for approximately five hours while members of the Delaware State Police Troop 7 Collision Reconstruction Unit investigated and cleared the roadway.

  • State Police Investigating Shooting in Claymont

    Delaware State Police are investigating a shooting that occurred late Friday evening in Claymont.

    On September 5, 2025, at approximately 11:30 p.m., troopers were dispatched to the scene of a shooting in the area of Ridge Liquors, located at 315 Ridge Road in Claymont, after receiving information that a 34-year-old man had arrived at a Pennsylvania hospital with gunshot wounds.

    The preliminary investigation revealed that the victim, who is from Pennsylvania, was in the parking lot of Ridge Liquors when unidentified suspects shot him. He was later able to drive himself to a nearby hospital, where he was treated for non-life-threatening injuries.

    The Delaware State Police Troop 2 Criminal Investigations Unit assumed the investigation and is actively pursuing leads. Anyone who witnessed the incident or has information that could assist with the investigation is asked to contact Detective M. Conway at (302) 365-8411.   • 2nd Update – Both Suspects Arrested in Robbery at Claymont McDonald’s

    Delaware State Police have arrested a 19-year-old Avery Quartlebaum of Claymont in connection with a robbery that occurred last month at a McDonald’s in Claymont.

    Details of the initial investigation and the arrest of a 17-year-old suspect were previously provided in an update.

    On September 2, 2025, Avery Quartlebaum turned himself in at Delaware State Police Troop 1. He was charged with the following offenses:

    • Robbery Second Degree (Felony)
    • Conspiracy Second Degree (Felony)

    Quartlebaum was arraigned by Justice of the Peace Court 2 and released on a $5,000 unsecured bond.

  • Delaware State Police Announce Promotion of Major Jeremiah Lloyd to the Rank of Lieutenant Colonel

    Colonel William D. Crotty, Superintendent of the Delaware State Police, is proud to announce the promotion of Major Jeremiah Lloyd to the esteemed rank of Lieutenant Colonel. In his new role as Lieutenant Colonel, he will oversee all operations of the Delaware State Police and have direct supervision over the Office of Professional Responsibility, Office of Strategic Development, Information Technology, and Criminal Justice Information Services Security, Audit, and Training.

    Lieutenant Colonel Lloyd brings a wealth of experience and a distinguished career to his new position. A 20-year veteran of the DSP, he has demonstrated exceptional leadership, accountability, innovation, and dedication in every role he has undertaken.

    Lieutenant Colonel Lloyd earned a Master of Science in Criminal Justice with a concentration in Homeland Security from Saint Joseph’s University in 2018 and a Bachelor of Science in Criminal Justice from Wilmington University in 2004. He has exemplified a commitment to professional development throughout his career, having completed advanced training, including the prestigious FBI National Academy Session 284.

    Most recently, in his role as DSP’s Administrative Officer, he oversaw a wide range of responsibilities critical to the success of DSP, including managing the division’s budget, training academy, human resources, transportation section, and victim services. These key areas reflect just a portion of his broad responsibilities, as he played a vital role in maintaining the division’s operational excellence. Lieutenant Colonel Lloyd led the initiation of a Crisis Intervention Team pilot program to focus efforts towards specially trained troopers being the primary responders to those suffering a mental health crisis.

    Before joining the Executive Staff, Lieutenant Colonel Jeremiah Lloyd served as a Troop Commander at Troop 6 (Prices Corner), where he led the Troop while enhancing community partnerships, piloting advanced crime analysis technology, and successfully navigating the complex planning and relocation process of the new facility DSP recently opened in the Troop 6 area. He initiated proactive community outreach efforts with the Delaware Health and Social Services Division of Substance Abuse and Mental Health, increasing access to resources for underserved communities. These efforts have since been replicated throughout the state.

    Lieutenant Colonel Lloyd also previously served as the Deputy Commander of the Troop 2 Criminal Investigations Unit in New Castle County, where he oversaw detectives and professional staff, improved investigative accountability, and spearheaded technology upgrades in their facilities. In his various roles, his efforts have contributed to advancing evidence-based policing strategies and fostering collaboration with academic and community partners. As a Lieutenant, he also played a pivotal role in establishing the foundation of the Real Time Crime Center when it was launched in 2017. Leading a team of crime analysts and criminal intelligence officers, Lieutenant Colonel Lloyd spearheaded efforts to develop innovative strategies for statewide crime and traffic reduction. He contributed to the implementation of an upgraded statewide information sharing system, oversaw a substantial grant focused on reducing gun violence, and enhanced the division’s operational communication with cutting-edge software applications. As a Sergeant and Trooper, Lieutenant Colonel Lloyd gained extensive experience in Criminal and Special Investigations, as well as patrol functions, primarily serving communities in Kent County.

    Beyond his professional accomplishments, Lieutenant Colonel Lloyd is deeply committed to community service. He has served on the Camp Barnes Board of Directors, the Appoquinimink School Safety Committee, and volunteered with Special Olympics Delaware. He has been a member of the Odessa Volunteer Fire Company since 1995 and has been a long-standing youth football and Little League coach.

  • Update – One Suspect Arrested, One Still Wanted in Robbery at Claymont Area McDonald’s

    Delaware State Police have arrested a 17-year-old male in connection with a robbery that occurred last month. A second suspect remains at large.

    On July 8, 2025, at approximately 4:30 p.m., troopers responded to a report of a robbery at McDonald’s, located at 2702 Philadelphia Pike in Claymont. The investigation revealed that two unknown males met with the victim inside the restaurant to purchase an item the victim had listed for sale. Before the transaction was completed, one suspect grabbed the victim’s bag, leading to a struggle. During the altercation, one suspect grabbed at his waistband and implied he had a firearm. The victim released the bag, and both suspects fled on foot toward Philadelphia Pike with the victim’s property. The victim was not injured during the incident.

    Through investigative efforts, detectives identified the suspects as a 17-year-old male and 19-year-old Avery Quartlebaum, both of Claymont. Detectives obtained arrest warrants for each.

    On August 26, 2025, the 17-year-old turned himself in at Troop 1, accompanied by a parent. He was charged with the offenses listed below, arraigned by Justice of the Peace Court 11, and remanded to the Department of Services for Children, Youth & Their Families on a $ 7,000 secured bond.

    • Conspiracy Second Degree (Felony)
    • Robbery Second Degree (Felony)

    Quartlebaum remains wanted on the following charges:

    • Robbery Second Degree (Felony)

  • *Update – Suspect Arrested* State Police Detectives Investigating Shooting in Dover

    Delaware State Police have arrested 19-year-old Brandon Carter of Dover in connection with a shooting last month.

    On July 11, 2025, at approximately 5:20 a.m., troopers responded to Washington Place in Dover for a report of shots fired. When they arrived, troopers learned that unknown suspect(s) had fired multiple rounds at an occupied residence. Five adults and three children were inside the home at the time. Thankfully, no one was injured.

    Detectives from Delaware State Police Troop 3 Criminal Investigations Unit continued their investigation and later identified Carter as the shooter. By that time, he was already being held at Sussex Correctional Institution (SCI) on an unrelated matter. On August 22, 2025, detectives responded to SCI and obtained arrest warrants. The following day, he was formally charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and held at SCI on a $48,050 secured bond.

    • Reckless Endanger First Degree – 8 counts (Felony)
    • Criminal Mischief Under $1000 Damage Property

  • State Police Investigating Fatal Motorcycle Crash in Newark

    Delaware State Police are investigating a two-vehicle fatal crash involving a motorcycle that occurred Saturday evening in Newark.

    On August 23, 2025, at approximately 8:00 p.m., a Harley-Davidson motorcycle was traveling westbound on Chestnut Hill Road, approaching North Kingston Road, in the left lane. At the same time, a Buick LaCrosse was traveling eastbound on Chestnut Hill Road in the left turn lane. As the Buick attempted to turn left onto North Kingston Road, the motorcycle crashed into the rear passenger side of the vehicle. The impact caused the rider to be ejected.

    The rider, 53-year-old Jackie Spicer of Elkton, Maryland, was transported to a nearby hospital with serious injuries. On August 25, 2025, he died as a result of the injuries sustained in the crash.

    The driver of the Buick, a 44-year-old woman from Newark, was not injured.

  • State Police Investigating Fatal Motorcycle Crash in Newark

    Delaware State Police are investigating a two-vehicle fatal crash involving a motorcycle that occurred Saturday evening in Newark.

    On August 23, 2025, at approximately 8:00 p.m., a Harley-Davidson motorcycle was traveling westbound on Chestnut Hill Road, approaching North Kingston Road, in the left lane. At the same time, a Buick LaCrosse was traveling eastbound on Chestnut Hill Road in the left turn lane. As the Buick attempted to turn left onto North Kingston Road, the motorcycle crashed into the rear passenger side of the vehicle. The impact caused the rider to be ejected.

    The rider, 53-year-old Jackie Spicer of Elkton, Maryland, was transported to a nearby hospital with serious injuries. On August 25, 2025, he died as a result of the injuries sustained in the crash.

    The driver of the Buick, a 44-year-old woman from Newark, was not injured.

  • Delaware State Police and Partnering Agencies Launch Blue Envelope Program to Support Drivers with Disabilities

    Delaware has launched the Blue Envelope Program, a new statewide community initiative designed to help drivers with autism and other disabilities navigate interactions with law enforcement more confidently and safely.

    The Blue Envelope Program is a tool that drivers can keep in their vehicles to store important documents such as their driver’s license, registration, and insurance. It also includes clear communication tips for officers, instructions for drivers, and space to list emergency contact information and medical conditions that may impact behavior or responses.

    The University of Delaware Center for Disabilities Studies reviewed and approved the envelope’s content and design to ensure it is inclusive and accessible to the disability community.

    “This program is another example of how Delaware law enforcement is adapting to meet the diverse needs of our communities,” said Colonel William D.     The envelope outlines behaviors a person may exhibit, such as delayed responses, lack of eye contact, or use of a communication device. It also provides quick reminders for first responders to speak calmly, use simple language, minimize physical contact, and reduce background noise whenever possible. These prompts help create a safer, more supportive interaction from the start.

    Drivers are encouraged to inform the officer that they have a Blue Envelope and present it when asked. The envelope also includes practical do’s and don’ts to help the interaction go smoothly.

    The Blue Envelope Program is part of a nationwide initiative to promote understanding, prevent miscommunication, and support the safety and dignity of all individuals.

  • State Police Investigating Fatal Motorcycle Crash in Wilmington

    Delaware State Police are investigating a single-vehicle fatal motorcycle crash that occurred earlier this month in Wilmington.

    On August 10, 2025, at approximately 4:30 p.m., a Kawasaki ZX636 motorcycle was traveling northbound on Barley Mill Road and took the off-ramp going eastbound to Kennett Pike. For unknown reasons, the rider failed to negotiate the curve on the ramp and struck a guardrail on the left side. The impact caused the rider to be ejected from the motorcycle.

    The rider, 21-year-old Zack Napolitano of Wilmington, Delaware, was transported to a nearby hospital with serious injuries. On August 24, 2025, he died as a result of injuries sustained in the crash.

    At the time of the crash, the roadway was closed for approximately 3 hours while members of the Delaware State Police Troop 2 Collision Reconstruction Unit investigated and cleared the roadway.

    The investigation remains ongoing. Troopers ask anyone who witnessed the crash or has relevant information to contact Sergeant J. Jefferson at (302) 365-8484.   • State Police Arrest Man for 4th Offense DUI and Multiple Traffic Violations

    Delaware State Police have arrested 54-year-old Nathaniel Spencer, of Lewes, Delaware, for 4th Offense DUI and numerous traffic-related offenses following a traffic stop last night.

    On August 23, 2025, at approximately 10 p.m., a trooper on patrol observed a white Acura traveling eastbound in the westbound lane of Robinsonville Road near Kendale Road. The vehicle then crossed back over into the correct lane of travel. The trooper initiated a traffic stop, activating emergency lights to pull the car over.

    The driver, identified as Nathaniel Spencer, opened the door and got out of the vehicle as the trooper initiated the stop. The trooper observed signs of impairment and instructed Spencer to return to his car, which he did. Upon contact, the trooper smelled a strong odor of alcoholic beverages and continued to observe additional signs of impairment. The trooper also noticed the Acura had a shredded front tire and was riding on the rim.

    Based on these observations, the trooper conducted Standardized Field Sobriety Tests, which revealed further evidence of impairment. Spencer was taken into custody. A computer inquiry revealed that Spencer was under pre-trial conditions prohibiting him from driving or being in control of a vehicle. In addition, the trooper discovered that the vehicle was uninsured, the registration had expired, and Spencer’s driver’s license was revoked.

    Spencer was taken to Troop 7, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 3, and committed to Sussex Correctional Institution on $8400 cash bond.

  • State Police Arrest Man for Fourth Offense DUI Following Traffic Stop in Clayton

    Delaware State Police have arrested 40-year-old Tarazs Abrams, of Dover, Delaware, for his fourth offense DUI and multiple traffic violations following a traffic stop yesterday afternoon.

    On August 21, 2025, at approximately 3:30 p.m., a trooper observed a Nissan Altima traveling westbound on Seven Hickories Road near White Tail Run at a high rate of speed. A registration check revealed the vehicle’s license plate was fictitious. Before the trooper activated his emergency equipment, the car pulled over to the shoulder of the road.

    The trooper contacted the driver, identified as Tarazs Abrams, who was unable to provide a driver’s license or any vehicle documents. While speaking with Abrams, the trooper smelled an odor of alcoholic beverages and noticed signs of impairment. Abrams refused Standardized Field Sobriety Tests and was placed in the patrol car, where the odor of alcohol and marijuana became stronger.

    A search of Abrams’ car revealed several opened and unopened mini liquor bottles, marijuana residue, and drug paraphernalia. A computer inquiry confirmed that Abrams had three prior DUI-related convictions.

    Abrams was taken to Troop 9, where the trooper obtained a search warrant for a blood draw. He was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $5,551 secured bond.

  • State Police Arrest New Castle Man on Felony Drug and Weapon Charges

    Delaware State Police have arrested 44-year-old Kyrob Smith of New Castle, Delaware, on multiple felony charges following an attempted traffic stop that led to a foot pursuit and the recovery of drugs and weapons.

    On August 20, 2025, at approximately 11:00 p.m., a trooper observed a Chevrolet Malibu stopped at a red light on Northeast Boulevard in Wilmington with expired registration. As the vehicle turned left onto East 26th Street, the trooper activated his emergency equipment to initiate a traffic stop. The vehicle failed to stop and continued traveling until it reached the 1000 block of East 24th Street, where it finally came to a stop.

    The driver, later identified as Kyrob Smith, exited the vehicle and fled on foot. The trooper gave multiple commands to stop, but Smith continued running and entered a residence later determined to belong to an acquaintance. The trooper pursued him into the residence and attempted to take him into custody. Smith resisted arrest and repeatedly reached for his waistband. During the struggle, the trooper confirmed that Smith was armed with a firearm. Smith continued to resist and was eventually subdued with a Taser and taken into custody without further incident.

    A loaded .40 caliber handgun was recovered from Smith. A search of the vehicle revealed a 12-gauge shotgun, additional ammunition, and approximately 45 doses of methylenedioxymethamphetamine (MDMA), 30 grams of marijuana, and drug paraphernalia.

    Smith was transported to Troop 1, where he was charged with the following offenses:

    • Possession of a Firearm During the Commission of a Felony (Felony)
    • Possession of a Deadly Weapon by a Person Prohibited – 2 counts (Felony)
    • Possession with Intent to Deliver Controlled Substance Tier 2 (Felony)
    • Possession of a Firearm or Ammunition by a Person Prohibited – 4 counts (Felony)
    • Carrying a Concealed Deadly Weapon – 2 counts (Felony)
    • Possession of Controlled Substance Tier 2 (Felony)
    • Resisting Arrest with Force (Felony)
    • Disregarding a Police Officer Signal (Felony)
    • Driving while Suspended or Revoked
    • Failure to Have Required Insurance
    • Operation of an Unregistered Vehicle

    Smith was arraigned by Justice of the Peace Court 11 and committed to the Howard R. Young Correctional Institution on a $40,850 secured bond.

Colonel Meadows leaves a legacy of service shaped by three decades of transformative leadership, modernizing technology, strengthening critical response, expanding transparency, and guiding DSP through critical incidents.

    Colonel William D. Crotty, Superintendent of the Delaware State Police, stated, “Lt. Colonel Meadows has dedicated his career to ensuring DSP remains a progressive, accountable, and community-focused agency. His thoughtful leadership, forward-thinking approach, and steady presence have strengthened every corner of our agency. It has been an honor to serve alongside him and witness the profound impact of his work.”

    His journey in policing began in 1995 with the New Castle County Police Department. Two years later, he joined the Delaware State Police as a fast-track recruit in the 67th Delaware State Police Academy Class and officially began his DSP service on September 29, 1997.

    After graduating from the Academy, Lt. Colonel Meadows was assigned to Troop 3 for field training and promoted to Trooper that same year. In the early years of his career, he served at Troops 3, 6, and 2, where he responded to both patrol and investigative calls for service. As he advanced in rank, he earned assignments in the Governor’s Task Force, the Special Investigations Unit, and the Intelligence Section, where he contributed to complex investigations. He was also selected as a member of the DSP Pipes and Drums in 2001, reflecting his pride in representing the agency in both ceremonial and operational capacities.

    In 2010, after years of service in criminal investigations and patrol, he was promoted to Lieutenant and assigned to oversee operations in the Criminal Investigative Unit at Troop 2. Two years later, he was promoted to Captain and became the Director of the Delaware State Bureau of Identification, leading approximately 100 sworn and professional staff. In this role, he managed critical functions such as state criminal history records, background checks, and sex offender registration.

    In 2013, he was assigned to lead DSP’s Intelligence and Homeland Security Section, where he provided oversight of multiple specialized units, including the Joint Terrorism Task Force, High Technology Crimes Unit, Internet Crimes Against Children Unit, and the Real-Time Crime Center. He also served as the Director of the Delaware Information and Analysis Center, the state’s Department of Homeland Security-designated fusion center. Under his leadership, the center enhanced its information-sharing capabilities during national events and emerging cyber trends.

    He was promoted to Major in 2016 and became a member of the Executive Staff, leading the Special Operations portfolio. In this role, he was responsible for DSP’s response to large-scale critical incidents by coordinating the operations of specialized units, including Aviation, Homicide, the Special Operations Response Team, SCUBA, Explosive Ordnance Disposal, and the Tactical Control Unit. He served as incident commander during multiple high-profile events, including the James T. Vaughn prison barricade, the armed standoff at the Delaware Veterans Cemetery, and the standoff following the murder of one of DSP’s very own, Corporal Stephen J. Ballard. These moments tested the resolve of the agency, yet Lt. Colonel Meadows remained a steady and compassionate leader throughout.

    In 2020, he was promoted to the rank of Lieutenant Colonel and appointed as Deputy Superintendent of the DSP. In this executive role, he provided direct oversight of all operational components of the agency, including patrol troops, criminal and special units such as aviation, communications, intelligence, and executive protection. He also oversaw internal affairs, police accountability measures, and the agency-wide implementation of the body-worn camera program. Under his leadership, the Public Information Office increased its staffing and digital engagement footprint.

    Lt. Colonel Meadows represented the agency on several statewide and national committees and boards, including the Delaware Police Chief’s Council Legislative Committee, the Homeland Security Advisory Committee, the Delaware Anti-Trafficking Action Council, the Board of Constables, and the Board of Examiners for Private Security. He also served as a member of the International Association of Chiefs of Police and was active in national networks such as the FBI National Executive Institute, Middle Atlantic-Great Lakes Organized Crime Law Enforcement Network, and the National Fusion Center Association.

  • Operation Troopers Have Your BACKpack

    The Delaware State Police Community Engagement Unit’s annual program to assist elementary school-aged children in need with the necessities for school is back! Troopers are asking for help with donations to fill each child’s backpack with school supplies.

    Operation Troopers Have Your BACKpack works with local communities and organizations to collect and donate school supplies for children in need. Donations can be taken to Troop 1, 2, 3, 4, 5, 7, and 9, or Delaware State Police Federal Credit Union locations by anyone wishing to help. Each location will have a box for supplies to be dropped off. The donations will be collected from August 4, 2025 until August 15, 2025, and will be distributed at the start of the school year. The supplies needed for the students are:

  • State Police Investigating Smoke Shop Burglary

    Delaware State Police are investigating a commercial burglary that occurred early yesterday morning at Marley’s Smoke Shop in Millville.

    On July 24, 2025, at approximately 1:00 a.m., officers from the Ocean View Police Department and troopers responded to an alarm activation at Marley’s Smoke Shop, located at 35831 Atlantic Avenue. When the officers arrived, they discovered that the business had been forcibly entered through the front door.

    The preliminary investigation revealed that four unidentified suspects, all wearing gloves and concealing their faces, broke into the store. Once inside, the suspects ransacked the business and stole an undisclosed amount of cash and merchandise. The suspects then fled the scene in two unknown vehicles.

    Troop 4 Criminal Investigations Unit continues to investigate this incident. Detectives are asking anyone who may have witnessed suspicious activity in the area or has information relevant to the case to contact Detective M. Aberman by calling (302) 752-3807. The academy will consist of nine two-hour sessions on Wednesday nights, with the final session on Wednesday, October 29, 2025. Most classes will take place at Delaware State Police Troop 6, located at 3301 Kirkwood Highway in Wilmington, Delaware.

    Participants will learn about a wide range of intriguing police activities consistent with the experiences of the Delaware State Police today. The Academy includes, but is not limited to, classroom instruction on evidence processing, criminal and traffic investigations, tours of DSP facilities, familiarization with special units, and other topics. Additionally, participants will have the opportunity to ride with patrol troopers.

    Class size will be limited to 20 participants, and background checks will be conducted on all applicants.

    Applications can be submitted online through the Citizens Police Academy website from now until August 22, 2025.

  • State Police Arrest Man for Fifth Offense DUI and Drug Charges Following Welfare Check

    Delaware State Police arrested 62-year-old Kurt Faulkner, of Millsboro, Delaware, on Sunday afternoon for fifth offense DUI and multiple other charges following a check on the welfare complaint.

    On July 20, 2025, at approximately 4:00 p.m., troopers responded to the 30000 block of Iron Branch Road in Dagsboro for a report of an unconscious man behind the wheel of a vehicle. Witnesses reported that a Ford Escape was parked on the southbound shoulder with its right turn signal activated, windshield wipers on, and the driver leaning out of the driver’s door.

    When troopers arrived, they observed the vehicle and made contact with the driver, identified as Kurt Faulkner. He was sweating profusely, exhibited signs of impairment, and had an open bottle of whiskey inside the vehicle. Emergency medical services responded and transported Faulkner to a nearby hospital for evaluation.

    A computer check revealed that Faulkner had four prior DUI-related convictions. During an inventory search of the vehicle, troopers located twenty-six baggies of suspected heroin and drug paraphernalia.

    A blood search warrant was obtained for DUI. Faulkner was subsequently taken into custody, charged with the offenses listed below, arraigned by Justice of the Peace Court 3, and committed to Sussex Correctional Institution on a $ 8,500 cash bond.

  • *Update – Suspect Arrested* State Police Investigating Attempted Robbery Outside Wilmington PNC Bank

    Delaware State Police have arrested 49-year-old Khar Abdulah, of Philadelphia, following an attempted robbery investigation that began in May at a Wilmington-area bank.

    On May 29, 2025, detectives began investigating a late-reported attempted robbery that occurred two days earlier in the parking lot of the PNC Bank, located at 1704 Marsh Road. The initial investigation revealed that the victim was approached by an unknown suspect who demanded money before fleeing the scene. The victim was not injured.

    The suspect was seen fleeing in a vehicle that was later confirmed to have been stolen from the New Castle County Police Department’s jurisdiction. Shortly afterwards, detectives were contacted by New Castle County Police, who were investigating a kidnapping and robbery involving the same vehicle. Working collaboratively, investigators from both agencies identified Khar Abdulah as the suspect in both cases.

    Through continued investigative efforts, detectives learned that during the attempted robbery, the suspect had identified himself as an FBI agent during the encounter. He claimed to be armed, though no weapons were displayed, and he made statements suggesting he had been following the victim. A GPS tracking device was later discovered on the victim’s vehicle.

    With assistance from the Philadelphia Police Department, Abdulah was arrested in Philadelphia on July 2, 2025, and extradited to Delaware on July 17. He was charged with the offenses listed below, arraigned at Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution.

  • Update – Man Identified in Rehoboth Beach Death Investigation

    Delaware State Police have identified the man found dead inside a parked SUV on Olive Avenue in Rehoboth Beach on June 24, 2025, as 85-year-old Lewis Johnson of Reston, Virginia.

    Through investigative efforts and forensic testing conducted by the Division of Forensic Science, Mr. Johnson was positively identified and determined to have died of natural causes. The investigation further revealed that a family member drove Johnson to Rehoboth Beach after his death.

    Out of concern for the family member’s well-being and after consulting with relatives, a Gold Alert was issued on June 28. The individual was safely located the following day and taken to a medical facility for evaluation.

    No criminal charges are pending, and this case is now closed. The Delaware State Police Homicide Unit extends its appreciation to the Rehoboth Beach Police Department and the Division of Forensic Science for their assistance.

  • State Police Investigating Drowning in Broadkill River

    Delaware State Police are investigating a drowning that occurred in the Broadkill River near Milton on Tuesday afternoon.

    On July 15, 2025, at approximately 4:32 p.m., troopers responded to a water rescue at the boat ramp located at the end of Oyster Rocks Road in Milton. The Lewes Fire Department, mutual aid fire companies, the Department of Natural Resources and Environmental Control, and the U.S. Coast Guard also responded to assist in the search for a missing swimmer in the Broadkill River.

    The investigation revealed that 18-year-old Yorch Niz-Chilel had been crabbing with family near the boat launch when he entered the river as they were preparing to leave. He walked into the river until it reached his neck, at which point he began yelling for help. Family members attempted to rescue him but were unable to reach him before he went under. While calling 911, the family lost sight of Yorch as he drifted away and submerged.

    A coordinated search effort by water and air units from multiple responding agencies was launched but did not locate him. Due to deteriorating safety conditions, search operations were temporarily suspended later that evening.

    On the morning of July 16, 2025, members of the Delaware State Police Aviation Unit, Maritime Unit, and Underwater Recovery Team resumed search operations. The coordinated search operation continued throughout the day but was unsuccessful in locating Yorch.

    That evening, a fisherman called 911 after spotting a body near the Outer Wall, close to the Harbor of Refuge Lighthouse in the Delaware Bay. The body was recovered and positively identified as Yorch Niz-Chilel.

    Yorch’s family has been notified, and his body was turned over to the Division of Forensic Science for further examination.

  • State Police Arrest Four Teens in Dunkin’ Burglary Investigation

    Delaware State Police (DSP) arrested four teenagers early Thursday morning in connection with a burglary investigation at Dunkin’ in Bear.

    On July 10, 2025, at approximately 5:00 a.m., troopers responded to Dunkin’, located at 1923 Pulaski Highway, for a reported burglary. The preliminary investigation revealed that two male suspects entered the business through a window while two others stood outside as lookouts.  An undisclosed amount of money was taken from the registers, and all four suspects fled the area.

    The suspects were described as four black males, appearing to be in their teens, wearing dark athletic-style clothing.

    At approximately 6:20 a.m., the New Castle County Police Department (NCCPD) responded to the area of Scotland Drive and Kildoon Drive for a report of suspicious persons. Officers contacted a 14-year-old male and transported him back to his residence in Newark. While there, officers observed three additional teens matching the suspect descriptions from the burglary and contacted DSP.

    Troopers responded and confirmed that the four teens matched the suspects seen in video surveillance. While at the residence, troopers also observed physical evidence linking the teens to the burglary.

    The suspects were taken to Troop 2, charged with the offenses listed below, arraigned by Family Court, and released to their parents on a $1200 unsecured bond.

In his new role as the New Castle County Operations Officer, Major Lloyd brings more than two decades of experience, strategic leadership, and a long-standing commitment to excellence that continues to strengthen the Delaware State Police (DSP).

    Major Lloyd began his law enforcement career as a patrol trooper at Troops 6 and 7 before being promoted to Sergeant at Troop 9. In that role, he guided patrol troopers, responded to critical incidents, and mentored his subordinates in their professional development.

    He went on to supervise the Criminal Investigations Unit at Troop 2, where he managed the Drug Unit, Property Crimes Unit, and Robbery Unit. He led a joint investigation in collaboration with the New Castle County Police Department, the Wilmington Police Department, and the Drug Enforcement Administration that disrupted one of the largest heroin distribution networks in Delaware’s history. He also led investigations into racketeering and firearms-related crimes, collaborated with federal partners, and was recognized as an expert witness in Superior Court.

    In 2019, he was promoted to Lieutenant at Troop 9, where he led a team of 35 sworn troopers and civilian staff. He coordinated with civic organizations and government agencies, addressed problem areas, and ensured investigative accountability. That same year, Major Lloyd was named a 2019 IACP 40 Under 40 award recipient, an international honor recognizing him as one of the top law enforcement leaders worldwide under the age of 40.

    From 2021 to 2024, Major Lloyd served as Director of the State Bureau of Identification, where he modernized background check systems, improved fingerprint digitization, negotiated major contracts, and advanced Delaware’s participation in the National Fingerprint File. He also led the division’s largest civilian workforce and played a key role in supporting public safety legislation.

    Most recently, Major Lloyd served as the Commander of Troop 3, where he led nearly 100 troopers and civilian staff. Under his leadership, Troop 3 increased proactive enforcement efforts and strengthened community partnerships to support crime reduction initiatives. He also managed DSP’s operational response to major events, such as NASCAR and the Phish Festival, while overseeing the implementation of the High-Risk Violent Offender program.

    Major Lloyd earned a Master of Science in Criminal Justice with a focus on Homeland Security from Saint Joseph’s University in 2018 and a Bachelor of Science in Criminal Justice from Wilmington University in 2004. He is also a graduate of the FBI National Academy, Session 289.

    Beyond his professional duties, Major Lloyd stays actively involved in community service. He has coached youth softball, basketball, and Little League for over ten years, and he continues to volunteer with Special Olympics Delaware.   • State Police Investigating Single-Vehicle Fatal Crash Near Farmington

    Delaware State Police are investigating a single-vehicle fatal crash that occurred early this morning near Farmington.

    On July 6, 2025, at approximately 1:00 a.m., a GMC Sierra pickup truck was traveling southbound on Shawnee Road, just south of Breezy Meadow Lane, at what appeared to be a high rate of speed. For reasons still under investigation, the truck veered off the east side of the roadway, striking a tree with the left rear side of the vehicle. The truck then continued south and crashed head-on with a second tree.

    The driver, a 21-year-old man from Greenwood, was not properly restrained at the time of the crash and was pronounced dead at the scene. His name is being withheld until his family is notified.

    Shawnee Road was partially closed for approximately three and a half hours while members of the Delaware State Police Troop 7 Collision Reconstruction Unit investigated the crash and cleared the roadway.

    The investigation remains ongoing. Anyone who witnessed the crash or has relevant information is asked to contact Senior Corporal J. Smith at (302) 703-3267.     Delaware State Police have identified 76-year-old Ann Skeans of Dover, Delaware, as the woman who died in a fatal crash on Thursday evening in Dover.

    The Troop 3 Collision Reconstruction Unit continues to investigate this crash. We are asking anyone who witnessed the crash or has relevant information to contact Master Corporal W.
