Another light to moderate snow event is on the table going into later Thursday and Friday all thanks to a Clipper system sliding to our south. And then redeveloping off of our coastlines bringing back a inverted trough through northern Delmarva and Southern New Jersey. Enough to make for a plowable snow event for the region.
Snow could become heavy at times north of Dover once the energy begins to transfer off the coastal of New Jersey. When this happens, a potential inverted trough or “trowal” develops with a corridor of enhanced moisture pointing back towards the coast.
What is a trowal exactly? (warning it’s term heavy) A trowal is a trough of warm air aloft. Typically used during winter weather, it is a “tongue” of relatively warm/moist air aloft that wraps around to the north and west of a mature cyclone. It is best analyzed between 750-550 millibars using equivalent potential temperature (theta-e). Areas of intense lift and frontogenesis are commonly associated with TROWALs, hence they are favored regions for heavy and/or prolonged precipitation. During a winter storm, the heaviest snowfall amounts frequently occur along and north of the TROWAL axis.
This area will have the greatest shot of getting near that 5 inch mark throughout the day on Friday. Snow will move in during the predawn hours Friday and continue into the evening hours.
Still will be seen across much of the region before a big warm up trend will be arriving towards next week. Heaviest amounts of 2-5″ will be likely across Northern Maryland, Northern Delmarva, and most of Southern New Jersey. Further south will be dealing with less precipitation overall with the primary axis of moisture will be positioned just to north. Subsequently with lesser amounts over all but that can change depending on the track of this TROWAL and low placement in later outlooks.
Although the next storm system is another big one moving through the same areas as the last one, this one will not have that extreme punch like this one will. Still will be a nuisance to say the least.
Strong winds will be a issue once again but thankfully we will NOT see those hurricane force wind gusts like we did but still in the higher end of the advisory category. Winds during the later overnight hours Friday into Saturday morning will gust 40-50 MPH on average but at times could gust 55 or higher especially near the coastlines. Which once again can lead to sporadic power outages and tree damage.
Rainfall will once again will be a problem but not a extreme problem. A lot less rain is expected with this storm. Most areas will see upwards to a inch of rain but with saturated grounds, sporadic flooding is possible.
Coastal Flooding will be a issue yet again with the New Moon still in play creating higher than normal tide cycles. At this time most tidal gauge forecasts are showing minor to moderate levels of tidal flooding Friday Night. Main flooding concerns will once again be in the Chesapeake and the mouth of the Delaware River.
Next week’s storm is shaping up to be a very big problem going forward. A powerful 970-980mb low will rapidly develop as it moves into the Great Lakes running into a 1035-1040mb high pressure system (50-60mb difference) generating a major wind storm. Along with other problems like flooding rainfall of another 2-4 inches or more of rainfall.
I am really starting to worry for our coastal communities come Tuesday Night. You have winds of 60 mph coming straight from the south and east onshore, generating swell 25 feet in the Gulf Stream, and astronomical high tides. That’s very bad news. Significant coastal flooding is in place with this scenario. Major beach erosion and inland flooding are going to be plentiful.
Make preparations now ahead of time for sporadic power outages and dealing with flooding once again.
*** FIRST CALL SNOWFALL / RAINFALL OUTLOOK FOR SAT-SUN ***
Been quite some time I’ve had to dust off this map but here we go ladies and gentlemen. North and West of the I-95 Corridor are in the zone for looking at some accumulating snow for this upcoming weekend. Mainly closer to the mountain ranges of the Appalachians. A range of 4 to up to 6 inches are possible through Frederick, Md and Westminster, MD. Mixing is also possible in those areas with temperatures hovering near 32 degrees which can shave some totals off slightly.
Closer to I-95 will be dealing with snow starting off and mixing with rain and ice before changing to all rain towards the overnight hours Saturday. Greatly reducing snowfall totals for them. Extreme northern areas of Delmarva can see up to an inch of snow before melting and changing to all rain.
Those across Central Delmarva, more unneeded rainfall is coming which could lead to some spotty areas of low lying flooding with 1 to 1.5 inches of rainfall.
Winds will not be very bad with this storm but could gust 40-45 MPH along the coastal communities with areas of minor coastal flooding.
This storm will only be a minor inconvenience before the bigger problem arises towards next week with significantly more amounts of rain and higher confidence of a damaging High Wind Event.
To most of you this just looks like a bunch of lines on a graph. To me this is a pure (Mwah Chef’s Kiss) for someone who is a fan of cold and stormy going into the New Year. And right now the forecasted teleconnections across the Northern Hemisphere are as good as it gets.
What are teleconnections? Teleconnections are significant relationships or links between weather phenomena at widely separated locations on earth, which typically entail climate patterns that span thousands of miles. Many teleconnection patterns behave like a seesaw, with atmospheric mass/pressure shifting back and forth between two distant locations.
So going forward we have a -AO (Arctic Oscillation) which promotes something known as Cross-Polar Flow bringing colder air from Siberia down into North America.
A -NAO (North Atlantic Oscillation) which promotes high latitude blocking across Greenland which helps slows down the jet-stream pattern. This allows storm to deepen and strengthen across the country.
A +PNA (Pacific North-American Oscillation) promotes ridging across the Western US, and on the opposite end brings troughs to the east for storm systems to follow.
And we also throw in a -EPO (Eastern Pacific Oscillation) which works with the PNA to promote ridging in the Eastern Pacific which helps allows cross polar flow down in the Eastern US.
All these together is the ingredients to start bringing up the chances for some snowstorms in the east after the New Year! Not to mention, we have a SSW (Sudden Stratospheric Warming) occuring which will help break down the Polar Vortex and displace cold air southward to the Middle Latitudes. This is the response to what the teleconnections are forecasted to do here in the next few weeks.
If you are fan of cold and stormy weather, this is the pattern for you hands down!
Second half of winter just keeps looking better and better. El Nino winter’s alone are notorious for second half winter fun for the country. And now we have another parameter to throw into place. Welcome to Polar Vortex!
“The polar vortex is a large area of low pressure and cold air surrounding both of the Earth’s poles. It ALWAYS exists near the poles, but weakens in summer and strengthens in winter. The term “vortex” refers to the counter-clockwise flow of air that helps keep the colder air near the Poles. Many times during winter in the northern hemisphere, the polar vortex will expand, sending cold air southward with the jet stream. This occurs fairly regularly during wintertime and is often associated with large outbreaks of Arctic air in the United States. The one that occurred January 2014 is similar to many other cold outbreaks that have occurred in the past, including several notable colder outbreaks in 1977, 1982, 1985 and 1989.”
So what is going on is that we are see a potential major warming of the stratosphere near the polar region going into the New Year. So what does that mean and how in the world do we get cold air from a “Warming” event. Think of like a bath tub separated in half with one side of very cold water and one side very warm water. When introducing the warmer water to the very cold side what happens? The cold water gets displaced and in the atmosphere, that cold air sinks south which overall weakens and breaks down this cold vortex in the polar regions.
Sudden Stratospheric Warming events take time to do it’s thing. Typically 2-3 weeks before we can see the influence of the global weather pattern, but the effects can last for 1-2 months. As I have been mentioning or quite awhile now, we just have to be patient this winter. Second half of January into February keeps looking more and more interesting.

Iconic Harriet Tubman Statue Retraces Underground Railroad Trail to Next Destination
CAPE MAY, NJ – On Thursday, November 9, the famed Underground Railroad will once again come alive as the iconic “Beacon of Hope” bronze statue of Harriet Tubman is transported across the Delaware Bay aboard the Cape May – Lewes Ferry (CMLF). Since September 1, 2023, the “Beacon of Hope” has been on exhibit at the Cape May Point Science Center (CMPSC), the first stop on its freedom tour.
“We’re honored to transport the “Beacon of Hope,” said Heath Gehrke, Director of Ferry Operations. “Our ferry route is very similar to one used by escaped enslaved people who would wait for moonless nights to row across the Delaware Bay using the Lighthouse for guidance. It’s fitting and a significant historical moment for this iconic sculpture to cross the Delaware on the Cape May Lewes Ferry.”
The “Beacon of Hope”, which is 13 feet high, is traveling on a 70-foot-long flatbed trailer. The statue and its entourage will board the 10:30 a.m. departure from Cape May, New Jersey on Thursday, November 9.
“To Honor the Underground Railroad, William Still, and Harriet Tubman, the celebrated “Beacon of Hope” sculpture of Tubman was created and now will continue to follow the trail through Maryland, New Jersey, and New York,” said Bob Mullock, President of the Cape May Point Science Center. “Harriet Tubman was very active on Cape Island and William Still, the father of the Underground Railroad, once owned the historic building that today houses the Science Center. We were honored to be the sculpture’s first stop on its travel through time and appreciate the Ferry’s help in getting her to her next destination – Salisbury, Maryland.”
Chronicling the journey of one of our great American heroes, the “Beacon of Hope” has planned stops in Salisbury, Maryland; Rahway, New Jersey; the National Underground Railroad Freedom Center in Cincinnati, Ohio; City of Peekskill, New York; and John Brown Farm State Historic Site in Westport, New York.
Designed and produced by Wesley Wofford of Wofford Sculpture Studio, “The Beacon of Hope” is a monument that tells Harriet Tubman’s continuing story and amplifies her message of equality, so that all may hear it.

Delaware State Police arrested 66-year-old Johnny Diogo, of Greenwood, Delaware, for a 5th offense DUI and drug-related charges on Monday in Milton.
On October 30, 2023, at approximately 3:37 p.m., a trooper on patrol responded to the Valero gas station located at 25772 Deep Branch Road in Milton for a report of a man slumped over the driver’s wheel of a Ford F-150 pick-up truck. When the trooper arrived, he contacted Johnny Diogo, the driver of the F-150. The trooper woke up Diogo, who showed signs of impairment during their interaction. It was determined that Diogo was under the influence after the trooper conducted Standardized Field Sobriety Testing. A search of Diogo and the pick-up truck led to the discovery of drugs and drug paraphernalia.
Diogo was taken into custody and transported to Troop 7, where a computer check revealed that he had four previous DUI convictions. He was charged with the following crimes:
5th offense DUI (Felony)
Possession of a Controlled Substance
Possession of Drug Paraphernalia
Diogo was arraigned at Justice of the Peace Court 2 and committed to Sussex Correctional Institution on a $3,200 secured bond.
The Delaware State Police have arrested 66-year-old Wayne Long of Berlin, Maryland, for multiple counts of felony sexual solicitation of a child as part of an ongoing investigation. Detectives are seeking assistance in identifying potential victims associated with the investigation occurring in the Sussex County area.
On October 19, 2023, Delaware State Police Troop 4 Youth Aid Detectives began investigating the possible sexual solicitation of a child after learning Wayne Long requested sexually explicit images from multiple underage male children through Snapchat in exchange for transportation to and from the beach in Sussex County. At this time, detectives have identified two victims who were targeted by Long on multiple occasions over the course of several months this past summer. Long is a former custodian with the Indian River School District. He supports several athletic teams, including Sussex Central High School, but has been known to attend sporting events and other events at various local school districts. Detectives have reason to believe there are additional unidentified victims who may have been targeted through Snapchat or potentially other social media platforms over the past couple of years.
On October 30, 2023, Long responded to Troop 4 after detectives contacted him by phone. He was charged with the following crimes:
Sexual Solicitation of a Child Under 18 (Felony) – 2 counts
Long was arraigned by the Justice of the Peace Court 2 and committed to Sussex Correctional Institution on an $80,000 cash bond.
The Delaware State Police Troop 4 Youth Aid Unit continues to investigate this incident in conjunction with the Delaware Department of Justice. The Delaware State Police are investigating a homicide that occurred in Laurel on Sunday afternoon.
On October 29, 2023, at approximately 2:47 p.m., troopers responded to a reported shooting on the 500 block of West 7th Street in the town limits of Laurel. Arriving troopers located an 18-year-old male suffering from multiple gunshot wounds on the porch of a residence. The victim was transported to an area hospital, where he was pronounced dead. His name is being withheld until his family and relatives are notified. Two additional victims were located on the porch, suffering from gunshot wounds to the lower extremities. The 15-year-old male and the 13-year-old male were transported to an area hospital, where they remain admitted in stable condition. All three victims are from Laurel, Delaware.
Due to the nature of the investigation, the Laurel Police Department requested that the Delaware State Police Homicide Unit assume the investigation. A preliminary investigation revealed two unknown suspects approached the victims on foot and started shooting. After numerous rounds were fired, the suspects fled on foot in an unknown direction. The investigation has determined that this was not the result of an active shooter situation.
The Homicide Unit is still actively investigating this incident. Detectives are asking anyone with information regarding this case to contact Detective M. Csapo by calling 302-741-2729. Delaware State Police investigated a threatening image reported by Cape Henlopen High School and Sussex Central High School.
On October 25, 2023, at approximately 2:44 p.m., the Cape Henlopen High School staff contacted the Delaware State Police regarding a concerning image of a gun and a threat to the school that is circulating on social media. In addition, Sussex Central High School staff contacted the Delaware State Police regarding the same concerning image. The investigation revealed the image has been circulating nationwide for the last several years. At this time, the Delaware State Police has no intelligence indicating that the threat was credible. Be mindful that the absence of intelligence does not mean the lack of a threat. Always call 911 to report suspicious activity.
Delaware State Police arrested 52-year-old Kelly M. Raabof Frankford, Delaware, for felony theft on Thursday morning.
On January 31, 2023, at approximately 3:14 p.m., the Delaware State Police Financial Crimes Unit met with local Girl Scout Troop representatives regarding a theft. Kelly Raab was identified as the former treasurer of the Girl Scout Troop. Following a ten-month investigation, troopers discovered that Raab issued and cashed fraudulent checks in addition to making unauthorized payment card transactions during her time as treasurer with the Girl Scouts from January 2018 to November 2022. The total loss amounted to more than $12,000.
On October 12, 2023, Rabb turned herself into Troop 4, where she was charged with the following crime:
Theft over $1500 (Felony)
Raab was arraigned by Justice of the Peace Court 2 and released on her own recognizance.
Delaware State Police arrested 63-year-old Ralph Cahall, III, of Greenwood, for 6th offense DUI and other traffic-related charges on Tuesday.
On October 10, 2023, at approximately 8:35 p.m., a trooper on patrol in the area of Unity Lane and Deep Grass Lane in Greenwood observed a black Chevrolet pickup truck that only had only one operable headlight. The trooper attempted to conduct a traffic stop. However, the driver later identified as Ralph Cahall, disregarded the trooper’s signal and began fleeing at what appeared to be a high rate of speed. After a brief vehicle pursuit, the trooper stopped pursuing the vehicle for the safety of the motoring public. The vehicle was later observed by the trooper on a dirt lane near the 14000 block of Staytonville Road.
As the trooper approached the vehicle, Cahall was observed running into a wooded area, where he was taken into custody without incident a short time later. After Cahall was taken into custody, the trooper noticed that he displayed signs of impairment. The trooper conducted Standardized Field Sobriety Testing and determined that Cahall was under the influence.
Cahall was taken to Troop 3, where a computer check revealed he had five previous DUI convictions. He was charged with the following crimes:
6th offense DUI (Felony)
Disregarding a Police Officer Signal
Resisting Arrest
Numerous traffic-related charges
Cahall was arraigned by Justice of the Peace Court 7 and committed to Sussex Correctional Institution on a $7570 secured bond.
Delaware State Police are investigating a fatal crash involving a bicyclist in Bethany on Tuesday morning.
On October 3, 2023, at approximately 10:47 a.m., a bicyclist was traveling southbound on the southbound shoulder of Coastal Highway just south of the Indian River Inlet Bridge. A 2020 Lexus was traveling southbound in the left lane, approaching the bicyclist. The bicyclist turned left, crossing from the right to the left lane in front of the Lexus. This resulted in the bicyclist being ejected after colliding with the front of the Lexus.
The 71-year-old bicyclist from Hockessin, who was wearing a helmet, was taken to the hospital for serious injuries. On October 5, 2023, the bicyclist died from his injuries. His name is being withheld until his family is notified. The driver of the Lexus, a 62-year-old man from Ocean View, was not injured during the crash.
Both southbound lanes of Coastal Highway were closed for approximately 2.5 hours to investigate the crash and remove any obstructions from the roadway.
Delaware State Police Troop 7 Collision Reconstruction Unit continues investigating this incident. Troopers are asking anyone who witnessed this crash to contact Senior Corporal J. Governor Carney signed HB 172, “An Act To Ammend The Charter Of Laurel” 9/21/23. Sponsored by Representative Dukes, and Senator Richardson. This bill increases the amount of money the Town of Laurel is permitted to raise from levying and collecting taxes from $500,000 to $2,500,000. The Bill went into effect immediatly upon the Governor signing.
The Delaware State Police arrested 34-year-old Autumn Bray of Camden, Delaware, for weapon-related and DUI charges early Sunday morning in Dover.
On October 1, 2023, at approximately 3:59 a.m., a trooper on patrol saw a white Range Rover traveling northbound on South Dupont Highway with no license plate and the right rear wheel tire missing. While behind it, the trooper observed the vehicle leaving the left edge of the roadway, crossing over the single yellow line, and going onto a curb. The trooper stopped the vehicle on the shoulder of South Dupont Highway, south of Martin Luther King Jr. Boulevard in Dover, Delaware. While in contact with the operator, identified as Autumn Bray, the trooper detected signs of impairment. Bray completed Standardized Field Sobriety Tests and was subsequently taken into custody without incident. During a search incident to an arrest, the trooper located a loaded handgun concealed inside the front of Bray’s jeans. A computer check showed Bray did not have a valid permit to carry a concealed deadly weapon.
Bray was transported to Troop 3, where she was charged with the following crimes:
Carrying Concealed Deadly Weapon (Felony)
Possession of a Firearm While Under the Influence
Driving Under the Influence of Drug
Traffic Offenses
Bray was arraigned by Justice of the Peace Court 7 and released on her own recognizance.
As we approach closer to the winter months here on Delmarva, we are already looking at the signs ahead for what kind of winter could we have been looking at. The last several years we have been stuck in a La Nina pattern across the Pacific. (colder than normal water temperatures). But this winter we are getting a bigger change. We got a El Nino in place and a decent strength one too.
Right now from the look of the data, we are currently in a moderate strength El Nino. Could go into the strong territory’s during the winter but we shall see as we get closer to December.
Snow lovers last year was extremely disappointed as we pretty much got a “sneeze” of snow which left many of us hungry. Well i have some better news for you based on the climate side of things.
Delmarva usually fairs very well with El Nino winters in the snow department. Going back since the 1940s, the Delmarva region has seen many winters with above average snow. Even recently from 2010 and 2016. Not very cold winters at that but very snowy.
All in all right now, snow lovers should be a bit happier this year. (granted anything was better than last year) A overall super cold winter i highly doubt. Probably end up slight above average for temperatures wise, precipitation should well above average too which leads to better snow chances.
The Delaware State Police arrested 20-year-old, Brandon Thompson, of Delmar, Delaware, for threatening people with a hand grenade early Tuesday morning in Laurel.
On September 26, 2023, at approximately 1:12 a.m., troopers were called to Royal Farms located at 30983 Sussex Highway in Laurel for reports of a man pacing in front of the store with a suspicious object in his pocket. Officers from the Laurel Police Department located the suspect at a business across the street from the Royal Farms. The suspect, identified as Brandon Thompson, was taken into custody without incident. Troopers searched Thompson and recovered a grenade and a knife from his pockets.
During the investigation, troopers discovered Thompson had been at Royal Farms with a group of friends several hours earlier. At that time, a Royal Farms employee overheard Thompson threatening to blow himself and a woman in the group up. Employees were concerned for their safety when Thompson returned to the store hours later and began pacing out front with a suspicious object in his pocket. Through investigative means, troopers identified the woman from earlier as Thompson’s girlfriend and learned Thompson made several additional threats after leaving Royal Farms to blow up and stab his group of friends if they came looking for him.
Members of the Delaware State Police Explosive Ordnance Disposal Team responded to the scene and secured the grenade. The grenade was discovered to be a training grenade that had been modified, similar to a pipe bomb.
Thompson was taken to Troop 5, where he was charged with the following crimes:
Possession of a Destructive Weapon (Felony)
Terroristic Threatening – 3 counts
Disorderly Conduct
Thompson was arraigned by the Justice of the Peace Court 3 and committed to the Sussex Correctional Institution on a $9,100 cash bond.
The Delaware State Police continues to investigate a Rehoboth Beach area crash that occurred earlier this month after 81-year-old Richard Bland of Rehoboth Beach, Delaware, died on September 19, 2023, from injuries sustained in the crash.
On September 2, 2023, at approximately 5:42 p.m., a silver 2010 Honda Cruiser was traveling in the left northbound lane of Coastal Highway just north of Camelot Drive. A black 2018 Jeep Cherokee was stopped in traffic in the left lane directly in front of the Honda. For unknown reasons, the Honda failed to stop and struck the rear of the Jeep. As a result of the impact, the operator of the Honda was partially ejected and came to rest in the middle of the left lane.
The operator of the Honda, identified as Richard Bland, was taken by ambulance to an area hospital, where he was admitted for critical injuries. On September 19, 2023, he died from injuries sustained in the crash. The operator of the Jeep, a 55-year-old man from Randolph, New Jersey, was not injured.
Delaware State Police Troop 7 Collision Reconstruction Unit continues to investigate this incident. Troopers are asking anyone who witnessed the incident to contact Master Corporal K. 1 – Moderate coastal flooding and beach erosion are expected with Tuesday evening’s high tide in the Delaware counties of Sussex and Kent, and in the New Jersey counties of Cape May and Atlantic. For the remaining tidal area in Delaware and New Jersey, and for the tidal Delaware River and its tidal tributaries, widespread minor tidal flooding is anticipated at that time. Those areas are under a Coastal Flood Advisory. Spotty minor tidal flooding is possible through early Tuesday afternoon leading up to the time of the warnings and advisories, with lingering minor tidal flooding possible from late Tuesday night into Wednesday.
2 – A northeast wind may gust as high as 40 mph at times into Tuesday along the immediate coasts of New Jersey and Delaware.
3 – Gale Warnings are in effect for the Atlantic coastal waters of New Jersey and Delaware into Tuesday. Waves are expected to build to 8 to 12 feet.
4 – An enhanced rip current risk and dangerous surf conditions are likely through much of the week.

The Delaware State Police have identified 20-year-old Dereck Wong of Georgetown, Delaware, as the man who died in a fatal crash that occurred Sunday morning in Gumboro.
The Delaware State Police Troop 7 Collision Reconstruction Unit continues investigating this incident. Troopers are asking anyone who witnessed this crash to contact Senior Corporal J. Delaware State Police are seeking the public’s assistance locating Dashaun Truitt, 26, of Lincoln, Delaware.
On September 19, 2023, at approximately 5:20 p.m., Delaware State Police were called to the 9000 block of Tharp Road, Seaford, Delaware for a stolen motor vehicle report. The 62-year-old victim of Seaford, Delaware, told the arriving trooper that his friend saw and followed the stolen red 1990 Jeep Wrangler in the area of Hastings Farm Road and Concord Pond Road. The trooper located the Jeep traveling southbound on Concord Pond Road. The Jeep accelerated and began to travel at a high rate of speed as the trooper tried to catch up to it with the emergency equipment activated. The operator, identified as Dashaun Truitt, struck a tombstone before striking a tree, disabling the Jeep. He fled from the stolen vehicle in the area of Henry Drive and Church Road, Seaford, Delaware. Truitt has an active warrant for the following crimes:

Criminal Mischief More than $5000 (Felony)
Disregard a Police Officer Signal (Felony)

Confidence continues to increase for some sort of sub-tropical in nature storm system to develop along a stalled out frontal boundary off the coast of Florida and Georgia. With a strong area of high pressure it place towards New England, this will allow this system to intensify and move in towards the Carolina coastlines late Friday through Sunday.
Overspreading heavy rain, gusty winds, and coastal flooding are all expected this weekend. Especially on Saturday when the conditions are expected to be the worst out of this storm. Whether this storm will be tropical in nature or not, impacts are going to be felt like a stronger nor’easter we would see in the winter months.
Rain will begin to overspread the region beginning during the overnight hours on Friday and picking up in intensity on Saturday. Rain will be heavy at times with many operational and ensemble mean totals of 2-5 inches are expected over the weekend. With an area of high pressure to north, a strong pressure gradient will setup with constant strong onshore winds from the east and northeast. Sustained winds of 20-30 MPH with gusts 40-50 mph at times, will help generate waves offshore 10-20 feet. Near the coast, we are looking at swells generating 7-12 feet.
With some of the the tide gauge forecasts as of now showing areas along the Atlantic Ocean and Inland Bay regions for Minor to even Moderate coastal flooding during the high tide cycle Saturday afternoon. I worry for the Inland Bays a lot more with all the water being forced with no where to go given how big the swells will be with the strong long fetched onshore winds.
It’s pretty definitive at this point that we have a coastal storm on the way, it’s just a matter of how much rain will be associated with this system, and if it happens to be tropical or not. Or even a combination of both being a hybrid sub-tropical system. More details will be provided as the week goes on.
With the potential hybrid storm coming this weekend, not only heavy rain and gusty onshore winds are a problem, these are going to be some big waves. Moderate coastal flooding is on the table for Saturday. With onshore winds of 40-50 mph wind gusts generating waves 10-20 feet offshore. That’s going to be driving water hard to the coastal locations. Inland bays will be the bigger issues where water will not have any place to go.
We still have days to go to see the full extent of details but the consistency in model guidance is very good with this one so far. Whether this will be a tropical system or a nor’easter, this will be bringing heavy rains, gusty winds, and coastal flooding.
The Delaware State Fire Marshal’s office is investigating this morning’s house fire in Georgetown, Delaware. One occupant has died, and another occupant is in critical condition.
The Georgetown Fire Company responded to the 200 block of East Market Street shortly before 8:30 am for a report of a house on fire. Firefighters encountered a two-story home engulfed in flames and a bystander reporting two people trapped inside the burning home. Firefighters rescued an 87-year-old victim and an 18-month-old victim from the burning home.
The victims were rushed to the Beebe Hospital. The 87-year-old victim was pronounced deceased in the emergency room. The 18-month-old victim was flown to the Nemours Children’s Hospital in Wilmington, Delaware and is listed in critical condition.
State fire investigators and detectives from the Georgetown Police Department are conducting the investigation into the circumstances of this fire. Heavy fire damage was estimated at $300,000. This fire remains under investigation.

The Delaware State Police arrested Anthony Morris, 21, Christiana Sturgis, 18, and a 17-year-old male, all of Frankford, Delaware, for multiple drug and gun charges following a search warrant at a residence in Frankford on Friday morning.
On September 15, 2023, at approximately 6:00 a.m., Sussex Special Investigations Detectives with the assistance of the Delaware State Police Special Operations Response Team, Troop 4 Patrol, and Probation and Parole executed a search warrant at a residence on the 34800 block of North Branchwood Place in Frankford. The search warrant was obtained following a multiple-month-long drug investigation of Anthony Morris, who was suspected of the large-scale distribution of narcotics. The home was occupied by five adults and two juveniles. Morris and the 17-year-old male were taken into custody without incident. Christiana Sturgis was taken into custody without injury after she resisted arrest.
A search of the home led to the discovery of the following items:
Approximately 4.88 grams of crack cocaine
Approximately 2.81 grams of cocaine
Approximately 38.87 grams of marijuana
Approximately 551 bags containing approximately 3.875 grams of heroin
Approximately $6,377 in suspected drug dealing proceeds
Four firearms
Numerous rounds of ammunition
Various paraphernalia to include digital scales and distribution/packaging materials
All three suspects are prohibited from possessing firearms and ammunition. They were taken to Troop 4, where they were charged with the following crimes:

Damage looking to be observed as a weak EF-0 Tornado with winds of 80 mph on Adams Road in Dagsboro, DE
Out of surprise to many of residents living east of Dagsboro Delaware yesterday when a quick touchdown of a tornado occurred between Bunting and Piney Neck Road. With the hardest hit area being Adams road. Severe weather wasn’t on the ballet for yesterday but these freak events do happen from time to time when it comes to the microscale details.

A lot of key features played a role when you dig into the microscale levels. Overall weather synoptic pattern did not support the formation of tornadoes overall but the two colliding outflow boundaries did the trick. Similar to what happened several years ago in Ocean City Maryland when a EF-0 rolled through the city. These two boundaries interacting help creates vertical wind shear which is crucial for tornadogensis. When the storm matured with the very saturated surface with high dew points and extremely low cloud bases (LCL’s) was enough the get the mesocyclone spinning and tighten up down near the surface before dissipating a few minutes later. This tornado was only on the ground for about 5 minutes or less with a damage width of only about 100 yards.

Delaware State Police Troop 7 is issuing a Gold Alert for 40-year-old Jonathan Murray of Lewes, Delaware. Jonathan was last known to be in the Milford area on July 6, 2023. Attempts to contact or locate Jonathan have been unsuccessful, and there is a concern for his safety and well-being.
Jonathan is described as a white male, approximately 6’00” tall, weighing approximately 200 pounds, with brown hair and a beard. He was last known to be wearing a hat, black/neon green shirt, blue shorts, and camouflage Croc shoes.

The Delaware State Police have arrested 27-year-old Alan Alcantara of Bridgeville, Delaware for the murder of 52-year-old Troy Scofield of Bridgeville, Delaware.
On June 9, 2023, at approximately 11:14 p.m., the Bridgeville Police Department responded to 309 Cedar Street for a report of a missing person. Officers arrived and saw that a violent confrontation had occurred in the home, and resident Troy Scofield could not be located. The caller had seen fellow housemate Alan Alcantara leaving the residence in a blue 2006 Honda Civic before the police were contacted.
The Delaware State Police Homicide Unit assumed the investigation and linked Alcantara to Scofield’s disappearance and apparent homicide. On June 10, 2023, detectives obtained an arrest warrant for Alcantara, charging him with Murder First Degree.
On June 11, 2023, at approximately 3:30 p.m., detectives located Alcantara’s blue Honda Civic parked on a commercial property on the 20500 block of Dupont Boulevard in Georgetown. Detectives searched the car and found Scofield’s body in the trunk.
On June 13, 2023, at approximately 3:03 a.m., officers from the Dover Police Department responded to the 1000 block of South Little Creek Road for a report of a suspicious person. Officers arrived and found Alcantara hiding in a shed. He was taken into custody without incident.
Alcantara was taken to Troop 3, where he was charged with Murder First Degree. Alcantara was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $1,000,000 cash bond.

The Delaware Department of Natural Resources and Environmental Control (DNREC) has issued warnings of poor air quality in Delaware. Air quality that is unhealthy or very unhealthy is predicted Wednesday, June 7 and Thursday, June 8 by DNREC, and the Delaware Department of Health and Social Services (DHSS), Division of Public Health (DPH) has advised all individuals to limit prolonged or heavy physical activity and time spent outdoors and to stay indoors, preferably in a space with filtered air.
Wildfires in eastern Canada are emitting particulate matter into the atmosphere, affecting air quality throughout the northeast, including in Delaware. The U.S. Environmental Protection Agency provides an Air Quality Index with color codes to inform the public about conditions and how to avoid health effects associated with poor air quality. DNREC has declared a Code Red Action Day for particulate matter for Wednesday, June 7 and Thursday, June 8. These alerts warn of unhealthy particle pollution levels. DNREC also warned effects from the smoke may at times cause purple conditions, meaning the air quality is very unhealthy.
Particle pollution can affect anyone, but it bothers some people more than others. DNREC and DPH have provided the following guidance:
Avoid strenuous outdoor activity. While people with respiratory conditions should stay inside, make sure they have their inhaler or medicine.
Wear a properly fitted (fit tested) N95 for those who must go outside for long periods of time. Typical masks such as cloth, surgical, or KN95 will not provide adequate protection from poor air quality from particulate matter. The best protection is to remain indoors in a cool and clean environment.
Avoid using anything that burns, such as wood fireplaces, gas logs, gas stoves and even candles.
Avoid spraying aerosol products.
Avoid frying or broiling meat.
Avoid smoking cigarettes.
Don’t vacuum while air quality remains unhealthy or very unhealthy since it stirs up particles already inside your home.
Reduce the amount of smoke and particulate matter in your vehicles by keeping the windows and vents closed, and, if available, operating the air conditioning in “recirculate” mode.
Continue to check the air quality for the coming days and sign up for air quality alerts at de.gov/aqi.

DPH warns that certain populations—including young children, older adults, and those with lung conditions—could be more significantly impacted. While canceling outdoor events is not necessary, it is advisable to relocate indoors when possible. On Friday afternoon, the Delaware State Police arrested 69-year-old Louis Morelli of Lewes, Delaware for felony DUI after a traffic stop that occurred in Lewes.
On May 19, 2023, at approximately 1:00 p.m., a trooper on patrol observed a blue Honda Accord traveling westbound on Lewes Georgetown Highway near the intersection at Dairy Farm Road. The trooper saw the Accord accelerate and pass several vehicles without signaling, and the driver of the Accord nearly caused an accident at the intersection of Dairy Farm Road and Beaver Dam Road. The trooper stopped the Accord and contacted the driver, identified as Louis Morelli. During their interaction, the trooper detected signs of impairment with Morelli, and Morelli was subsequently taken into custody for DUI. A computer check showed that Morelli has four prior convictions for DUI.
Morelli was taken to Troop 7 and charged with 5th Offense DUI (felony) and numerous traffic violations. He was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on $7,000 secured bond.
The Delaware State Police are investigating a shooting that occurred in Bridgeville last night that left one man dead.
On May 14, 2023, at approximately 7:01 p.m., troopers responded to the 21000 block of Mill Park Drive regarding a shooting that had just occurred. Troopers arrived and found 23-year-old Orbby Holder of Bridgeville, Delaware lying on the front yard of a residence suffering from gunshot wounds. Troopers and EMS personnel rendered medical aid to Holder at the scene, and he was taken to an area hospital for emergency treatment. Holder was later pronounced dead at the hospital, and the Delaware State Police Homicide Unit assumed the investigation.
Detectives learned that Holder had been at a party on Mill Park Drive when he was confronted by an unknown man. The confrontation escalated and the unknown suspect shot Holder with a handgun. The suspect then fled the scene in an unknown direction.
No suspect information is currently available. The Homicide Unit is still actively investigating this incident. Delaware State Police are investigating a fatal single motor vehicle collision that occurred in the Seaford area this morning.
On May 14, 2023, at approximately 5:34 a.m., a 1999 Toyota Corolla operated by a 33-year-old male of Bridgeville, DE, was traveling westbound on Hearns Pond Road at a high rate of speed, approaching the intersection of Conrail Road. The intersection of Hearns Pond Road and Conrail Road is controlled by a four-way stop sign. Immediately west of the intersection of Conrail Road, there is a railroad crossing. The Toyota failed to stop at the stop sign and continued west through the intersection and over the railroad crossing, which caused the vehicle to go airborne. The Toyota then landed in the center of Hearns Pond Road, and began rotating clockwise as it was traveling in a northwesterly direction. The Toyota exited the north edge of the roadway, crossing over a ditch and its front center struck a tree.
The 33-year-old male operator of the Toyota who was not properly restrained, was pronounced deceased on the scene. Identification of the victim is pending notification to the next of kin.
Hearns Pond Road in the area of the collision was closed for approximately 4.5 hours while the crash was investigated, and the roadway was cleared.

The Delaware State Police have arrested 28-year-old Evelio Alvarez of Frankford, Delaware on gun charges following a traffic stop that took place late Saturday night.
On May 6, 2023, at approximately 11:44 p.m., troopers were dispatched to the 36000 block of Robin Hood Road in Delmar regarding a report of a subject with a gun. As troopers were responding to the scene, dispatch advised that the suspect was leaving the area in a silver Dodge Durango. Troopers found the silver Durango on Old Stage Road in Laurel and conducted a traffic stop. During the stop troopers learned that one of the rear seat passengers, identified as Evelio Alvarez, had a gun. Troopers attempted to take Alvarez into custody, but he refused to listen to commands and physically resisted arrest. Alvarez was detained by troopers and placed in a police vehicle, where he began damaging the interior. Troopers searched the Durango and found a handgun that had been concealed under the front passenger seat.
Computer checks showed that Alvarez, who appeared to be drunk, is a convicted drug offender prohibited from possessing a firearm. Alvarez was taken to Troop 5 and charged with the following crimes:

The Delaware State Police have arrested 30-year-old Dane Smith of Ocean View, Delaware for shoplifting, lewdness, and other offenses following an incident that occurred yesterday afternoon in Bear.
On May 2, 2023, at approximately 4:06 p.m., troopers responded to the Lowe’s located at 1030 East Songsmith Drive for a report of a shoplifter in the store. A trooper arrived and was told by employees that there was a man who had passed out in a store aisle after he had intentionally inhaled numerous cans of air duster spray that he did not purchase. The suspect had also exposed his penis and vomited on himself while in Lowe’s, disturbing other shoppers. The trooper contacted the man, identified as Dane Smith, who rose to his feet and made a fist. The trooper attempted to take Smith into custody, but Smith physically resisted arrest and struggled with the trooper. The trooper was able to handcuff Smith after she used her Taser to gain compliance.
Smith was taken to an area hospital for medical treatment. Afterwards, he was taken to Troop 2 and charged with the following crimes:

SMALL BARN ROOF WAS BLOWN OFF. THE TORNADO CONTINUED EAST-NORTHEAST
CROSSING SEASHORE HIGHWAY. ALONG THIS SECTION OF THE DAMAGE PATH, A
COUPLE WOODEN POWER POLES WERE BLOWN DOWN ALONG WITH SEVERAL TREES
UPROOTED OR SNAPPED. ON TREE FELL ONTO A HOUSE CAUSING SIGNIFICANT
COLLATERAL ROOF DAMAGE. THE TORNADO CONTINUED EASTWARD PARALLELING
NEWTON ROAD WHERE A FARMSTEAD SUSTAIN SIGNIFICANT TREE DAMAGE. ABOUT
A HALF DOZEN PARKED SEMI-TRAILERS WERE BLOW OVER ALONG A DRIVEWAY.
FARTHER EAST, MORE TREE DAMAGE AND SNAPPED POWER POLES WERE
OBSERVED. NEAR THE INTERSECTION OF PRECIOUS LANE AND NEWTON ROAD, A
2 STORY HOUSE WAS COLLAPSED AFTER APPEARING TO HAVE SLID OFF ITS
FOUNDATION. A SMALL OUTBUILDING WAS ALSO SEVERELY DAMAGED NEARBY.
DEBRIS FROM THIS AREA WAS BLOWN SEVERAL HUNDRED YARDS EAST INTO
NEARBY FIELDS. ANOTHER FARMSTEAD WAS STRUCK BY THE TORNADO AS IT
CONTINUED EAST ON DALE FARM ROAD. A LARGE BARN HAD 2 EXTERIOR WALLS
BLOWN OUT AND A SMALLER SHED WAS BLOWN OVER. SEVERAL TREES WERE ALSO
SNAPPED OR UPROOTED ON THE PROPERTY.
THE TORNADO CONTINUED EAST, CROSSING A RAILROAD TRACK AND IMPACTING
A DELAWARE DEPARTMENT OF TRANSPORTATION FACILITY. ALONG THE RAILROAD
TRACK, A HALF DOZEN OR MORE WOODEN HIGH TENSION POWER POLES WERE
SNAPPED AND COLLAPSED ALONG WITH 2 STEEL HIGH TENSION POWER POLES.
THIS IS WHERE THE TORNADO'S ESTIMATED PEAK WIND SPEEDS OF 140 MPH
WERE REACHED. THE DE DOT FACILITY SUSTAINED SIGNIFICANT DAMAGE. A
MAINTENANCE GARAGE BUILDING EXPERIENCED A COLLAPSE OF AN EXTERIOR
WALL AND LARGE PORTION OF ITS ROOF. 2 SMALLER GARAGE BUILDINGS
NEARBY EXPERIENCED SEVERAL GARAGE DOORS BLOWN OUT, ROOFING MATERIAL
REMOVAL, AND EXTERIOR WALL DAMAGE. A BUILDING STORING ROAD SALT HAD
IT'S ROOF COMPLETELY DESTROYED. THE FACILITY'S OFFICE BUILDING HAD A
FEW WINDOWS BLOWN OUT, SIDING, AND ROOFING MATERIAL BLOWN OFF. SOME
OF THE SIDING MATERIAL WAS FOUND EMBEDDED INTO THE GROUND
DOWNSTREAM WHERE A DELAWARE ENVIRONMENTAL OBSERVING SYSTEM MESONET
GAUGE MEASURED A 98 MPH WIND GUST AT 3 METERS (~10 FEET) ABOVE THE
GROUND AT 6:05 PM EDT.
THE TORNADO CONTINUED ACROSS A FIELD, THEN CROSSED US ROUTE 13 WHERE
A FEW UTILITY POLES WERE SNAPPED. THE TORNADO CONTINUED EAST INTO A
WOODED AREA WHERE SIGNIFICANT TREE DAMAGE OCCURRED. NUMEROUS TREES
WERE SNAPPED, ONE OF WHICH FELL ONTO A DOUBLE-WIDE MANUFACTURED
HOME. AFTER CONTINUING THROUGH THE WOODED AREA, THE TORNADO EMERGED
INTO A FIELD ALONG SUGAR HILL ROAD. A HOUSE ALONG THE ROAD SUSTAINED
SIGNIFICANT ROOF REMOVAL, EXTERIOR WALL DAMAGE, AND BLOWN OUT
WINDOWS. A SMALL OUTBUILDING SUSTAINED ROOF MATERIAL REMOVAL AND
SEVERAL TREES NEAR THE HOUSE WERE SNAPPED OR UPROOTED. THE TORNADO
CONTINUED ACROSS SUGAR HILL ROAD AND EAST INTO ANOTHER FIELD WHERE 2
IRRIGATION PIVOTS WERE BLOWN OVER. THE TORNADO EMERGED INTO A WOODED
RESIDENTIAL AREA ALONG FAWN ROAD WHERE THE TORNADO APPEARED TO HAVE
INTENSIFIED. THE TORNADO CAUSE SIGNIFICANT UPROOTED AND SNAPPED
TREES IN THE AREA AS WELL AS SIGNIFICANT REMOVAL OF ROOFING MATERIAL
AND BLOWN OUT WINDOWS TO SOME OF THE SINGLE-FAMILY HOUSES ALONG FAWN
ROAD. FARTHER EAST, THE SIGNIFICANT TREE DAMAGE CONTINUED AND A
LARGE DETACHED GARAGE COLLAPSED.
THE TORNADO CONTINUED NORTHEAST TOWARD THE NORTHERN EXTENSION OF
FAWN ROAD WHERE MORE SIGNIFICANT TREE DAMAGE OCCURRED. A SINGLE
STORY SINGLE FAMILY HOME APPEARED TO HAVE SLID OFF ITS FOUNDATION
AND COLLAPSED. A FEW OTHER HOMES SUSTAINED ROOFING MATERIAL AND
OTHER COSMETIC MATERIAL BLOWN OFF. THE TORNADO CONTINUED EAST INTO
ANOTHER WOODED RESIDENTIAL AREA ALONG QUAIL HOLLOW ROAD WHERE MOSTLY
SIGNIFICANT TREE DAMAGE OCCURRED. NUMEROUS TREES WERE SNAPPED OR
UPROOTED. ONE SNAPPED TREE FELL INTO A HOUSE CAUSING SIGNIFICANT
COLLATERAL DAMAGE. ON LARGE DETACHED GARAGE WAS SEVERELY DAMAGED
WITH EXTERIOR WALLS AND ROOF COLLAPSE NEAR TUCKERS ROAD AND QUAIL
HOLLOW ROAD.
THE TORNADO MOVED NORTHEAST FROM THIS AREA INTO A WOODED AREA JUST
SOUTH OF TUCKERS ROAD, EMERGING INTO AN OPEN FIELD. THIS WAS THE
POINT WHERE THE TORNADO REACHED ITS MAXIMUM WITH OF ABOUT 700 YARDS
(~0.4 MILES). THE TORNADO STRUCK A SMALL FARMSTEAD ALONG TUCKERS
ROAD. THE HOUSE APPEARED TO HAVE SLIDE OFF ITS FOUNDATION AND
COLLAPSED. 2 BARNS ON THE PROPERTY WERE COMPLETELY DESTROYED ALONG
WITH SNAPPED TREES AND POWER POLES. FARTHER EAST, SEVERAL HOMES
SUSTAINED DAMAGE FROM FALLEN TREES AND WIND BLOWING OFF ROOF
MATERIAL. A FEW IRRIGATION PIVOTS WERE BLOWN OVER IN THIS AREA.
NUMEROUS TREES WERE SNAPPED OR UPROOTED ALONG OWENS ROAD AND SHARPS
MILL ROAD NEAR TUCKERS ROAD. JUST EAST OF TUCKERS ROAD, A SINGLE
FAMILY HOUSE SUSTAINED SIGNIFICANT STRUCTURAL DAMAGE. A LARGE
SECTION OF ROOF WAS BLOWN OFF AND AN EXTERIOR WALL WAS PARTIALLY
BLOWN OUT. SEVERAL WINDOWS WERE BLOWN OUT AND THE VINYL FENCING ON
THE PROPERTY WAS ALMOST COMPLETELY BLOWN AWAY. A FEW MORE TREES AND
MINOR COSMETIC DAMAGE TO STRUCTURES OCCURRED A FEW HUNDRED YARDS
EAST OF TUCKERS ROAD AS THE TORNADO CONTINUED NORTHEAST. ANOTHER
RESIDENCE WAS STRUCK BY THE TORNADO ON TUCKERS ROAD WHERE A LARGE
PORTION OF EXTERIOR WALL ALONG THE ATTIC WAS BLOWN OFF. THE HOME'S
CHIMNEY WAS ALSO BLOWN OFF AND A FEW WINDOWS WERE BLOWN OUT. A
DETACHED GARAGE ON THE PROPERTY HAD ITS ROOF ALMOST COMPLETELY BLOWN
OFF. A CHICKEN HOUSE BEHIND THE RESIDENCE HAD A SMALL PORTION OF ITS
ROOF BLOWN OFF. SOME TREES WERE UPROOTED ALONG A TREE LINE BEFORE
THE TORNADO MOVED INTO A LARGE AND INACCESSIBLE WOODED AREA.
THE TORNADO APPEARED TO HAVE MAINTAINED A FAIRLY STEADY INTENSITY AS
IT CONTINUED NORTHEAST TOWARD ELLENDALE WHILE CROSSING SEVERAL
ROADS. THE TORNADO CROSSED OAK ROAD, B AND R ROAD, OAKLEY ROAD,
UNION CHURCH ROAD, AND BEAVER DAM ROAD. ALONG THESE ROAD CROSSINGS,
THE TORNADO PRODUCED CONSISTENT TREE DAMAGE AND SOME MINOR COSMETIC
DAMAGE TO SOME HOMES. MORE NOTABLE AREAS OF DAMAGE INCLUDE: A LARGE
CHICKEN HOUSE ALONG B AND R ROAD WAS SEVERELY DAMAGED WITH SOME
COLLAPSE OF THE NORTHERN END OF THE STRUCTURE; A HOUSE ALONG OAKLEY
ROAD HAD AN EXTERIOR GARAGE WALL PUSHED INWARD; MORE SIGNIFICANT
TREE DAMAGE WAS ALSO NOTED ALONG OAKLEY ROAD; AND A SMALL PORTION OF
A SINGLE FAMILY HOUSE WAS BLOWN OFF ON BEAVER DAM ROAD.
THE TORNADO CROSSED US ROUTE 113 INTO ELLENDALE WHERE SPORADIC TREE
DAMAGE OCCURRED IN A RESIDENTIAL AREA ALONG SHARONS ROAD. AN ENTIRE
ATTACHED GARAGE ROOF AND WALLS WERE BLOWN OFF ON A SINGLE FAMILY
HOME ON PINE OAK STREET NEAR SHARONS ROAD. SOME OTHER HOUSES
SUSTAINED ROOF MATERIAL BLOWN OFF IN THIS AREA. THE TORNADO CROSSED
BEACH HIGHWAY/MAIN STREET NEAR OLD STATE ROAD WHERE SOME MINOR TREE
DAMAGE OCCURRED AND SOME SHINGLES WERE BLOWN OFF OF A FEW HOMES. THE
TORNADO CROSSED WASHINGTON AVENUE AND MCCAULLEY AVENUE WHERE A SMALL
PORTION OF ROOF MATERIAL WAS BLOW OFF OF A FREE STANDING GARAGE. THE
TORNADO BEGAN TO WEAKEN CONSIDERABLY MOVING NORTHEAST OF DOWNTOWN
ELLENDALE. IT CROSSED PONDER ROAD WHERE SOME ROOF MATERIAL WAS BLOWN
OFF OF A AUTOMOTIVE SERVICE BUILDING. THE TORNADO CONTINUED INTO A
WOODED AREA THEN CROSSED HOLLY TREE ROAD EMERGING INTO A FIELD. THE
TORNADO CIRCULATION DISSIPATED AROUND 6:19 PM EDT JUST AFTER TURNING
OVER AN IRRIGATION PIVOT NEAR HUMMINGBIRD ROAD AND BENSON ROAD.
ONE FATALITY OCCURRED FROM THIS TORNADO, BUT NO OTHER KNOWN SERIOUS
INJURIES OCCURRED.

The Delaware State Police have arrested 19-year-old Tahvon Hughes of Philadelphia, Pennsylvania after he fled from a traffic stop in a stolen car yesterday morning in Millsboro.
On March 29, 2023, at approximately 10:50 a.m., troopers responded to Gravel Hill Road near Zoar Road regarding a stolen 2018 gray BMW X5 that was traveling through the area. BMW was able to provide GPS coordinates to police dispatchers, and a trooper saw the car headed southbound on Gravel Hill Road. Troopers attempted to stop the BMW on Gravel Hill Road south of Mount Joy Road, but the driver sped away. Troopers briefly pursued the stolen car until a State Police helicopter obtained a view of the BMW. The suspect continued speeding through Millsboro and eventually began traveling northbound towards Milton. With the helicopter still maintaining a visual on the car, the suspect proceeded through Milton and began heading northbound on Coastal Highway towards Milford. The BMW stopped on Coastal Highway just north of Sharps Road, and the driver turned the car off. The driver, identified as Tahvon Hughes, was subsequently taken into custody without incident.
Troopers confirmed that the BMW had been reported as stolen by the Philadelphia Police Department earlier that day.
Hughes was taken to Troop 4 and charged with the following offenses:
Receiving Stolen Property Over $1,500 (Felony)
Disregarding a Police Officer Signal (Felony)
Numerous traffic charges
Hughes was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $4,150 cash bond.
The Delaware State Police have arrested 32-year-old Victor Hammond of Bridgeville, Delaware and 30-year-old Derrious Signey of Seaford, Delaware on numerous felony charges following a drug dealing investigation that took place yesterday.
On March 21, 2023, at approximately 12:00 noon, members of the Delaware State Police Sussex County Drug Unit executed a search warrant at a residence on the 300 block of North Street in Seaford. With assistance from the Special Operations Response Team and the Seaford Police Department, detectives were able to take Victor Hammond and Derrious Signey into custody inside of the residence without incident. The ensuing search led to the discovery of the following:
Approximately 90.83 grams (over 3 ounces) of suspected raw heroin
Approximately 247 baggies containing approximately 1.729 grams of suspected heroin
Approximately 75.11 grams (over 2.5 ounces) of cocaine
Approximately 17.12 grams of crack cocaine
Approximately 13.11 grams of marijuana
4 Oxycodone pills
1 loaded handgun
Various rounds of ammunition
Various items of drug paraphernalia
Over $2,800 in suspected drug proceeds
Computer checks showed that Hammond is a convicted felon prohibited from possessing firearms and/or ammunition. Computer checks also showed that Signey is a convicted drug offender prohibited from possessing firearms and/or ammunition.

The Delaware State Police have arrested 48-year-old Rodney Hearn of Georgetown, Delaware for felony DUI and other offenses following a vehicle pursuit that occurred early this morning in Bridgeville.
On March 20, 2023, at approximately 1:23 a.m., a trooper on patrol observed a silver 2004 Kia Spectra turn left onto Coverdale Road from Mill Park Drive. The driver of the Kia failed to properly signal, and the trooper attempted to stop the car on Coverdale Road at Seashore Highway. However, the driver did not stop on command and began speeding away northbound on Chaplains Chapel Road. The trooper pursued the Kia until it came to a stop on Tuckers Road west of Oak Road. The driver, identified as Rodney Hearn, was subsequently taken into custody without incident. Hearn showed signs of impairment and was found to be in possession of drug paraphernalia and approximately .38 grams of crack cocaine that he had attempted to destroy. Computer checks showed that Hearn has three prior convictions for DUI.
Hearn was taken to Troop 5 and charged with the following offenses:

Governor John Carney and Lt. Governor Bethany Hall-Long have proclaimed March 20 to March 24 as Severe Weather Awareness Week in Delaware. In recent years, Delaware has experienced flooding, tornadoes, and winter storms that put lives and property at risk while adversely impacting the health, safety, and economic well-being of families, businesses, and schools. It brought record cold temperatures, heavy snowfall, hurricane-force winds, damaging storm surge, and closed almost every major airport on the U.S. East Coast at some point. It resulted in $5.5 billion in damages, 318 fatalities, and the loss of electric power to more than 10 million households.

Yesterday the Delaware State Police arrested a 16-year-old student at Sussex Central High School in Georgetown after he was found to be in possession of a handgun on school property.
On March 15, 2023, at approximately 9:00 a.m., the school resource officer at Sussex Central High School was notified by staff that a student in the building had a firearm in his possession. The trooper contacted the student and removed him from his classroom. A search of the teen’s backpack led to the discovery of an unloaded handgun with accompanying ammunition. The gun was confiscated and the 16-year-old was taken into custody without incident. No students or staff were harmed and the school day proceeded as normal.
The teen was taken to Troop 4 and charged with Possession of a Weapon in a Safe School Zone (Felony). He was arraigned by Justice of the Peace Court 3 and released on $2,500 unsecured bond. He was also issued a no contact order with the Indian River School District.
The Delaware State Police have arrested 18-year-old Michael Flamer and 18-year-old Tajon West, both of Chester, Pennsylvania, for committing an armed robbery early this morning in Laurel.
On March 11, 2023, at approximately 12:50 a.m., troopers responded to the Lakeside Motel in Laurel regarding a robbery that had just occurred. Troopers contacted a 34-year-old man who advised that he works for a ridesharing company and had just given two men a ride to Laurel from the Philadelphia area. When they arrived at the predetermined destination, the two men pushed the driver and took his cell phone from him. Both suspects threatened to shoot the driver if he did not get out of the car, while one of the suspects began pulling what looked like a gun out from his jacket pocket. The suspects got out of the car and tried to open the driver’s door, but the victim was able to leave and drive to the Lakeside Motel to call 9-1-1.
Later at approximately 4:23 a.m., a trooper contacted two men at the Relax Inn, located at 30702 Sussex Highway in Laurel. Both men were looking for a ride to Philadelphia, and both matched the suspect descriptions provided by the victim. The two suspects, identified as Michael Flamer and Tajon West, were taken into custody without incident.
Flamer and West were taken to Troop 5 and both were charged with the following crimes:
Robbery First Degree (Felony)
Possession of a Firearm During the Commission of a Felony (Felony)
Aggravated Menacing (Felony)
Conspiracy Second Degree (Felony)
Terroristic Threatening
Flamer and West were arraigned by Justice of the Peace Court 3 and both were committed to Sussex Correctional Institution on $47,500 cash bond.

The Delaware State Police have arrested 33-year-old Mikkail Stephens of Georgetown, Delaware on drug dealing and gun charges following a traffic stop that occurred in Lewes early this morning.
On March 12, 2023, at approximately 1:17 a.m., a trooper on patrol observed a silver 2003 Cadillac DeVille traveling westbound on Lewes Georgetown Highway in the area of Minos Conaway Road. The DeVille began swerving on the road and crossed over its lane of travel. The trooper stopped the sedan and contacted the driver, identified as Mikkail Stephens. Stephens displayed signs of impairment, and he was subsequently taken into custody for DUI. An inventory search of the car led to the discovery of a concealed handgun, approximately 260.76 grams of marijuana, drug paraphernalia, and over $700 in suspected drug dealing proceeds. A computer check showed that the handgun had been reported as stolen by Delaware State Police Troop 3 in October 2020.
Stephens was taken to Troop 7 and charged with the following crimes:

The Delaware State Police have arrested 19-year-old Shyheim Drayton-Upshur of Seaford, Delaware on felony gun charges following a traffic stop that occurred in Seaford early this morning.
On March 12, 2023, at approximately 1:05 a.m., a trooper on patrol saw a gray Nissan Altima traveling eastbound on Concord Road in the area of Bethel Concord Road. The trooper observed as the driver of the Altima crossed the double-yellow line and illegally passed the car in front of it. The trooper stopped the Nissan and made contact with the occupants, which included front-seat passenger Shyheim Drayton-Upshur. The trooper smelled marijuana coming from inside of the car, and all occupants were asked to exit the vehicle so a probable cause search could be conducted. During the search, troopers found a loaded handgun that was concealed under the front-passenger seat. Drayton-Upshur was subsequently taken into custody at the scene without incident. A computer check of Drayton-Upshur showed that he is a convicted felon prohibited from possessing firearms and/or ammunition.
Drayton-Upshur was taken to Troop 5 and charged with the following crimes:

The “Stronger Together” mission will be Rocket Lab’s second Electron mission from its dedicated launch pad at Rocket Lab Launch Complex 2 (LC-2) on Wallops Island, Virginia.
The launch is a dedicated mission for Capella Space, a leading U.S. satellite manufacturer and Earth observation company. “Stronger Together” will deliver to orbit two more Synthetic Aperture Radar (SAR) satellites that enable Capella Space to deliver the highest quality, highest resolution SAR imagery commercially available with the fastest order-to delivery time, empowering organizations across the public and private sector to make informed, accurate decisions.
“Stronger Together” will be Capella Space’s second launch with Rocket Lab on Electron and its first from Rocket Lab Launch Complex 2 in Virginia. Supporting Rocket Lab’s vertical integration strategy, Rocket Lab will also supply Capella Space with two of Rocket Lab’s own Motorized Lightbands; separation systems designed to separate the Capella satellites from Electron once in orbit.
Rocket Lab will not attempt to recover Electron for this mission.
The Delaware State Police have arrested five suspects in connection with multiple shopliftings.
On February 27, 2023, at approximately 3:31 p.m., troopers were dispatched to the Cosmetic Company outlet store located at 34986 Midway Outlet Drive, Rehoboth Beach, DE in reference to a shoplifting. It was reported four females and one male fled from the store with stolen merchandise and drove off in a light blue minivan with California registration. Troopers located a vehicle matching the description traveling northbound on Coastal Highway (Route 1) near Broadkill Bridge. A traffic stop was initiated and contacted was made with the operator identified as Vidu Miclescu (20 years-old), and four occupants identified as Mirela Velcu (41), Madalina Pirvu (29), Speranta Dumitru (34), Ancuta Ignat (37) all of Middle River, MD. Upon contact the trooper observed stolen merchandise in plain view inside of the vehicle. All subjects were taken into custody without incident, and a subsequent search of the vehicle lead to the discovery of approximately 92,322.98 worth of stolen merchandise, which included fragrances, clothing, purses, and blankets, $9,866 of US currency, two large fixed blade knives and brass knuckles. At this time, there has been three stores identified with having merchandise stolen by the suspects. The stores included are the Cosmetic Company Outlet, Cracker Barrel, and the Coach Outlet.

The Delaware State Police are investigating a homicide that occurred last night in the town limits of Georgetown.
On February 27, 2023, at approximately 8:28 p.m., the Georgetown Police Department responded to the Dunbarton Apartments for a reported shooting. When officers arrived on the scene, they located a male victim suffering from multiple gunshot wounds inside an apartment. A preliminary investigation reveals that the victim was a visitor at the apartment. A female knocked on the apartment door. The victim answered and let the female in. Once the female was inside the apartment, an unknown male suspect forced the apartment door open and shot the victim several times. The suspect then fled on foot. Emergency Medical Services arrived on the scene and transported the victim to an area hospital, where he died from his injuries.
The victim’s identification is being withheld until notification is made to the family. The Delaware State Police Homicide Unit assumed the investigation at the request of the Georgetown Police Department. No suspect information is available at this time.

Delaware State Police have arrested 26-year-old Damiean Turner of East New Market, Maryland, for firearm and traffic-related offenses.
On February 26, 2023, at approximately 8:34 a.m., a trooper was dispatched to Seaford Road north of Morgan Branch Drive for a single motor vehicle accident. The investigation revealed that a Chevrolet Equinox was traveling northbound on Seaford Road before it exited the east edge of the roadway and struck a guardrail. Damiean Turner, who showed signs of impairment, was identified as the sole occupant and driver of the Equinox. A computer inquiry revealed that the vehicle was stolen from the Salisbury Police Department’s jurisdiction. A subsequent search of the vehicle revealed a loaded firearm and additional ammunition. Turner was transported to an area hospital for non-life-threatening injuries from the motor vehicle accident. He was later charged with the following crimes:

The Delaware State Police are investigating a homicide that occurred yesterday morning in Bridgeville.
On February 17, 2023, at approximately 9:13 a.m., officers from the Bridgeville Police Department responded to Champions Drive in Heritage Shores to check on the well-being of a 57-year-old woman who was residing there. Family members were concerned for the victim when they were unable to recently contact her. Officers entered the home, and when they found the deceased woman it appeared that she was the victim of a homicide.
The Delaware State Police Homicide Unit assumed the investigation at the request of the Bridgeville Police Department. Detectives are attempting to locate the victim’s missing vehicle, a silver 2017 Mercedes-Benz GLS bearing Delaware vanity registration “YCANTI.” A photograph of a similar vehicle is depicted below for reference.
No suspect information is available at this time. Identification of the victim is pending notification to her family and relatives. The Homicide Unit is still actively investigating this incident. The Delaware State Police have arrested 31-year-old Brienna Wildy of Lewes, Delaware for felony assault and other charges after an incident that occurred in Rehoboth Beach yesterday morning.
On February 14, 2023, at approximately 11:00 a.m., troopers responded to a residence on the 37000 block of Burton Avenue regarding a trespassing complaint. Troopers spoke with the 63-year-old homeowner, who advised that his acquaintance Brienna Wildy had entered his shed without his permission, despite her not being welcome on his property. Troopers learned that Wildy also confronted a disabled 57-year-old woman at the shed. Wildy attacked the woman with a wooden board, causing swelling on her arm. Wildy continued arguing with the homeowner after the assault until troopers arrived at the scene.
Troopers located Wildy on foot a short distance away, and she was detained without incident. Wildy was taken to Troop 7 and charged with the following crimes:

Wildy was arraigned by Justice of the Peace Court 2 and was released on $5,000 unsecured bond.
The Delaware State Police are asking for the public’s help with identifying the driver who fled from troopers after he crashed a stolen car last night in Rehoboth Beach.
On February 13, 2023, at approximately 11:08 p.m., a trooper on patrol in Lewes observed a tan 2008 Chevrolet Malibu traveling southbound on Coastal Highway south of Dartmouth Drive. A computer check of the Malibu’s registration showed that the car had been reported as stolen out of Milford Police Department earlier that day. The trooper began following the car and attempted to stop the vehicle, but the driver accelerated into the parking lot of the Hampton Inn, located at 18826 Coastal Highway in Rehoboth Beach. The Malibu collided with an unoccupied parked car, and three occupants fled from the stolen vehicle on foot. Patrol troopers and the Delaware State Police Aviation Unit began searching the surrounding areas and were able to find the two passengers hiding in a yard in the Maplewood development. The driver was not located and has not been identified.
Both passengers, identified as 17-year-old males from Ellendale, were taken to Troop 7 and charged with Resisting Arrest. After being arraigned by Justice of the Peace Court 3, one teen was turned over to a legal guardian, and the other was committed to Stevenson House Detention Center on $1,000 secured bond.

The Delaware State Police are investigating a fatal collision involving a pedestrian that occurred in a Millsboro parking lot on Friday afternoon.
On February 3, 2023, at approximately 12:44 p.m., a white 2013 Jeep Wrangler had come to stop at a stop sign in the parking lot of the Back Bay Shopping Center, located at the intersection of John J. Williams Highway and Bay Farm Road. At this time, a woman walked in front of the Jeep just as the driver began moving forward from the stop sign. As a result, the front of the Jeep struck the woman at a very low speed, causing the victim to fall to the ground.
The driver of the Jeep, a 60-year-old woman from Millsboro, Delaware, was not injured. The pedestrian who was struck, a 62-year-old woman from Georgetown, Delaware, was taken to an area hospital via helicopter for serious injuries. She later died on the evening of February 5, 2023. Identification of the victim is pending notification to her family and relatives.
No other vehicles were involved in this crash. No roadways were closed as a result of the collision.

Delaware State Police have arrested Alton Jones, 71, of Seaford, DE, Daveon Showell, 18, and a 16-year-old juvenile male both of Bridgeville, DE, in connection with a stolen motor vehicle after a traffic stop Saturday morning.
On February 4, 2023, at approximately 9:15 a.m., a trooper on patrol in the area of Coverdale Road and Mill Park Drive, Bridgeville, observed a silver Dodge Grand Caravan with Delaware registration traveling southbound on Coverdale Road. A computer inquiry revealed the Dodge was reported stolen by the Milford Police Department. A traffic stop was initiated, and troopers took the operator, Alton Jones, and two occupants, Daveon Showell and the juvenile male into custody without incident. A subsequent search of the vehicle led to the discovery of approximately .03 grams of crack cocaine, drug paraphernalia, and a pair of nunchucks. Jones and Showell are both convicted felons and prohibited from possessing weapons.

The Delaware State Police have arrested two people for breaking into a Lewes home after troopers responded to a burglary in progress on Sunday night.
On January 29, 2023, at approximately 10:12 p.m., troopers responded to a home on Pecan Court in Lewes regarding subjects who were attempting to break into a residence. The homeowner was not present at the time, but on his security camera he saw a male holding a large knife and walking around the screened-in porch area. Troopers arrived and saw that a screen door and screen window had been cut and a glass window had been shattered. Once troopers and State Police Aviation established a perimeter, the homeowner reported that he could see two suspects inside of his garage. A short time later, two males walked out of the front door wearing face coverings. Troopers attempted to detain one of the suspects at the scene, but he physically resisted arrest. The 17-year-old was taken into custody after a brief struggle, and troopers recovered a large knife that had been concealed in his pocket. The second suspect, identified as 18-year-old Nathan Lagimoniere, was taken into custody without incident.

The Delaware State Police are investigating a report of shots being fired in Seaford where an occupied home was damaged early this morning.
On January 27, 2023, at approximately 12:20 a.m., troopers responded to the 8000 block of Nylon Avenue after receiving a report of shots being fired in the area. When they arrived at the scene, troopers contacted a 19-year-old woman who said that her home had been struck by gunfire. The house was also occupied by two 21-year-old men at the time. No one inside of the residence was injured. Troopers recovered numerous shell casings from the roadway, but there is no suspect information available, and the circumstances and motive surrounding the shooting remain under investigation.

The Delaware State Police have arrested two men on felony drug charges following a traffic stop that occurred in Dagsboro yesterday morning.
On January 24, 2023, at approximately 8:10 a.m., troopers were on patrol on Nine Foot Road west of Blackberry Road when they observed a black 2012 Chrysler 300 with dark window tinting traveling eastbound on Nine Foot Road at a high rate of speed. Troopers conducted a traffic stop on the sedan and contacted the two occupants, identified as driver Tevin Smith and passenger Brian Bell. Troopers detected the odor of marijuana coming from the car, and both Smith and Bell were asked to exit the vehicle at the scene. A search of the Chrysler led to the discovery of approximately 6.37 grams of packaged suspected heroin and approximately 2.38 grams of marijuana. Smith and Bell were subsequently taken into custody without incident.

The Delaware State Police are investigating a fatal crash that occurred yesterday afternoon in Laurel where a school bus collided with a passenger car.
On January 23, 2023, at approximately 3:46 p.m., a gray 2013 Honda Civic was traveling southbound on East Trap Pond Road approaching the intersection at Hardscrabble Road, where there is a posted stop sign. At the same time, a yellow 2009 Bluebird school bus was traveling eastbound on Hardscrabble Road approaching the same intersection. At this juncture, there is no stop sign for traffic on Hardscrabble Road. For unknown reasons, the driver of the Civic failed to stop at the posted stop sign, continued through the intersection, and proceeded directly into the path of the school bus. The school bus driver tried to swerve to avoid striking the Civic but was unable to do so. As a result, the front of the bus struck the passenger side of the Civic, causing the Civic to overturn and exit the roadway. The school bus also exited the roadway and overturned onto its left side.
The school bus driver, a 34-year-old woman from Bridgeville, Delaware, was wearing her seatbelt. She was taken to an area hospital for non-life-threatening injuries and was later released. There were thirteen students from Sussex Montessori Charter School on the bus. Twelve students were taken to a local hospital for non-life-threatening injuries and were later released. One student was airlifted and admitted to an area hospital for serious injuries.
The driver of the Honda Civic, a 21-year-old man from Millsboro, Delaware, was not wearing his seatbelt and was pronounced dead at the scene. Identification of the victim is pending notification to his family and relatives.
No other vehicles were involved in this collision. The roadways were closed for approximately five hours while the scene was investigated and cleared.

The Delaware State Police have arrested 28-year-old Tiffany Webb of Bridgeville, Delaware after she resisted arrest and assaulted a trooper on Saturday afternoon.
On January 21, 2023, at approximately 1:34 p.m., troopers responded to the area of Abbys Way and Valene Drive in Bridgeville after receiving a call of a dark colored Honda Civic being driven recklessly in the neighborhood. Troopers found the car parked in the driveway at a residence on the 11000 block of Valene Drive spoke with the vehicle owner, identified as Tiffany Webb, at the front door. Webb had two active warrants for her arrest and tried to close the door while a trooper was speaking with her. The trooper attempted to take Webb into custody, but she physically resisted until a second trooper arrived at the home. While Webb was being handcuffed, she scratched, grabbed, and twisted the trooper’s hand, causing minor injury.

The Delaware State Police are investigating a fatal accident involving a bicyclist that occurred yesterday evening in Rehoboth Beach.
On January 22, 2023, at approximately 7:23 p.m., a white 2013 Nissan Altima was traveling southbound on Coastal Highway approaching the intersection at Rehoboth Avenue Extension. At the same time, a bicyclist was traveling eastbound from the southbound shoulder of Coastal Highway into the southbound lanes of the road (from the right side of the road to the left side). For unknown reasons, the bicyclist entered the Nissan’s lane and the front of the Altima struck the left side of the bicyclist, causing the victim to leave his bicycle and land in the median. The driver of the Nissan fled the scene, but he and his car were located by responding troopers very shortly afterwards on nearby Martin Street.
The driver of the Altima, a 40-year-old man from Rehoboth Beach, Delaware, was not injured. The bicyclist, a 54-year-old man from Rehoboth Beach, Delaware, was taken to an area hospital, where he was later pronounced dead. Identification of the victim is pending notification to his family and relatives.
No other vehicles were involved in this collision. Possible charges against the Nissan driver are pending the results of the investigation. Coastal Highway was closed for approximately three hours while the scene was investigated and cleared.

The Delaware State Police are investigating a fatal accident that occurred in Laurel late yesterday afternoon that resulted in the deaths of two people.
On January 17, 2023, at approximately 5:09 p.m., a 2019 Chevrolet Silverado 1500 was traveling westbound on Laurel Road just west of Goose Nest Road. At the same time, a 2016 Chevrolet Silverado 2500 was traveling eastbound on Laurel Road in the same vicinity. For unknown reasons, the driver of the Silverado 1500 pickup truck failed to remain in her lane, crossed the center line, and entered the eastbound lane of Laurel Road, directly into the path of the Silverado 2500. This resulted in a head-on collision between the two pickup trucks in the eastbound lane.
The driver of the Silverado 1500, identified as 27-year-old Lillyanne Ternahan of Frankford, Delaware, was wearing her seatbelt. The driver of the Silverado 2500, identified as 38-year-old Jamin Pugh of Laurel, Delaware, was not wearing his seatbelt. Both drivers were pronounced dead at the scene. The two passengers in Pugh’s pickup truck, identified as his 12-year-old daughter and 9-year-old daughter, were both properly restrained. Both girls were taken by ambulance to an area hospital and were admitted in critical condition.
Alcohol involvement in this crash is unknown. No other vehicles were involved in this collision. The roadway was closed for approximately four hours while the scene was investigated and cleared.

NASA’s Wallops Flight Facility will support the launch of Rocket Lab USA’s first Electron rocket from Virginia at 6 p.m. EST, Monday, Jan. 23.
The 59-foot-tall Electron rocket will lift off from Launch Complex 2 at Virginia Space’s Mid-Atlantic Regional Spaceport on Wallops Island. The mission, named “Virginia is for Launch Lovers,” will deploy radio frequency monitoring satellites for HawkEye 360.
The launch window for the mission is 6-8 p.m. with subsequent back-up launch days.
With this mission, NASA is helping foster a growing low-Earth space economy and continues Wallops’ 35-year history of support to the commercial launch industry.
The launch may be visible, weather permitting, to residents throughout much of the east coast of the United States.
Viewing locations on Chincoteague Island include Robert Reed Park on Main Street or Beach Road spanning the area between Chincoteague and Assateague Islands. The Virginia, Maryland and Delaware Atlantic beaches also provide good viewing locations. The NASA Visitor Center at Wallops will be open for this launch, and will open at 4 p.m. on Monday, Jan. 23.
Delaware State Police are seeking the public’s assistance with locating Brian Richardson, who is wanted on felony home improvement fraud charges.
A substantial amount of time has passed since Richardson received payments to install several inground pools. However, he has not completed the work, returned the payments, or returned any of the victims’ phone calls. He operates under the business name “Advanced Pool Systems.”
Richardson is known to frequent the Bridgeville and Federalsburg, Maryland, areas. He is described as a white male, approximately 6′ tall, weighing approximately 255 pounds, with brown hair and blue eyes.

The Delaware State Police are investigating a fatal accident that occurred in Lewes last night that involved a pedestrian.
On December 30, 2022, at approximately 9:53 p.m., a 2004 red Chevrolet Silverado was traveling southbound on Coastal Highway south of Postal Lane. At the same time, a male subject was walking eastbound across the highway in the right lane of the roadway, directly in the path of the pickup truck. The man was not using a crosswalk, carrying a light, or wearing reflective clothing. As a result, the front of the Silverado struck the man, causing him to become trapped underneath the truck. The Silverado came to a stop in the shoulder a short distance later.
The driver of the Silverado, a 34-year-old man from Lewes, Delaware, was not injured. The pedestrian, a 62-year-old man from Glen Mills, Pennsylvania, was pronounced dead at the scene. Identification of the victim is pending notification to his family and relatives.
No other vehicles were involved in this collision. The southbound lanes of Coastal Highway were closed for approximately 2.5 hours as the scene was investigated and cleared.

On December 15, 2022, at approximately 9:48 p.m., an unknown armed suspect entered East Coast Liquors in Millsboro and demanded money. Detectives have obtained photographs of the suspect and vehicle, which are pictured below.

Successful deer hunters who wish to donate venison to those in need are encouraged to participate in Delaware’s Hunters Against Hunger Program administered by the DNREC Division of Fish and Wildlife. Field-dressed deer may be donated at participating private butchers or division self-serve, walk-in coolers, with additional information and participating butcher and cooler locations found at de.gov/DHAH. All donated deer will be processed free of charge to the hunter, and the meat will be distributed to participating charitable organizations serving those in need. Last year, hunters donated over 24,000 pounds of venison that provided over 96,000 meals to Delawareans in need.

The Delaware State Police Aviation Section is proud to announce its first-ever “Women in Aviation and Law Enforcement Seminar.” This program, which will last seven weeks, will strive to inspire others to seek careers in these noble and exciting professions. Participants will primarily meet at the DSP Hanger located at the Summit Airport in Middletown on Thursday evenings from 7 p.m. to 8:30 p.m. starting March 2nd, 2023. Two off-site visits are scheduled, however, are contingent on the weather.
Master Corporal Carol Parton, DSP’s first-ever female pilot explains, “Before joining DSP, I actually worked as a civilian at Summit Airport. One day I watched the State Police Helicopter return to the airport and land after completing a mission. I remember feeling in awe of the aircraft and had an opportunity to speak to the pilot. He was so kind and interesting, ultimately inspiring me to want to become a Trooper and fly a helicopter for DSP. I hope to be as inspiring to someone else and just maybe they will consider a career in police work and aviation.”
Attendees will experience a variety of presentations over the course of the seven weeks, learn about the history of women in aviation, and hear from aviation industry experts. Aviation Unit Commander Captain Jeff Whitmarsh says, “Our goal is to also showcase many of the interesting aspects of the State Police and how we work to positively impact public safety. Participants in this seminar will speak with leaders of several of our special units and learn how the Aviation Unit supports them.”

On December 24, 2022, at approximately 7:59 p.m., a car accident occurred at the intersection of Lewes Georgetown Highway and Minos Conaway Road that resulted in the deaths of three people. The driver of one of the vehicles involved, a 2016 black Land Rover, fled the scene prior to police arrival. Through investigative means, it was determined that Jason Wilcox had been the driver of the Land Rover at the time of the crash. On December 25, 2022, at approximately 4:48 p.m., Wilcox was located at a residence in Millsboro and taken into custody without incident.
Wilcox was transported to Troop 7 and charged with the following offenses:
Leaving the Scene of a Collision Resulting in Death (Felony) – three counts
Leaving the Scene of a Collision Resulting in Injury – four counts
Numerous traffic charges
Wilcox was arraigned by Justice of the Peace Court # 3 and committed to Sussex Correctional Institution on $18,500 cash bond.
Delaware State Police are investigating a fatal motor vehicle collision that claimed the lives of three individuals last night in the Lewes area.
The collision occurred on December 24, 2022, at approximately 7:59 p.m., when a 2016 Land Rover operated by an unknown subject, was traveling westbound on Lewes-Georgetown Highway (Route 9) approaching Minos Conaway Road. At the time, a 2008 Honda Odyssey operated by a 42-year-old male from Temple, PA, was stopped southbound on Minos Conaway Road for a stop sign at the intersection of Lewes-Georgetown Highway. The Honda attempted to turn left at the intersection and pulled into the path of the Land Rover. As a result, the front of the Land Rover struck the driver’s side of the Honda for impact in the westbound lane, within the intersection. After impact, the Land Rover continued westbound as it rotated in a counterclockwise direction coming to rest in the westbound lane. The impact caused the Honda to spin in a counterclockwise direction where it came to a rest in the eastbound lane.
The 42-year-old male operator of the Honda was transported to an area hospital where he was treated for minor injuries. There were six other occupants inside the Honda, three of whom were ejected during the collision. A 35-year-old female from Temple, PA, a 9-year-old female from Temple, PA, and a 74-year-old male from Lewes, DE were all ejected and pronounced deceased at the scene. The identifications of the victims are pending notifications to the next of kin. The other three passengers, a 12-year-old male, a 4-year-old male, and a 67-year-old female were all transported to an area hospital with non-life-threatening injuries.
The operator of the Land Rover fled from the collision scene on foot and has not been identified at this time.
Lewes-Georgetown Highway at Minos Conaway Road was closed for approximately 4 hours while the crash was investigated, and the roadway cleared.

Make sure your car is mechanically sound. Check all fluid levels and tire air pressure readings, including the spare tire. It’s not a bad little car. It’s not bad at all, really. Maybe it just needs a little love.
Look into road and weather conditions to see if your car can handle them. Inclement weather can leave you stranded or lost in New York.
Lock the house doors and set the alarm system. Place lights and “fragile” leg lamps on timers.
Do not use your cell phone while driving. A screen light shouldn’t guide your sleigh tonight.
Take a break every few hours to stretch and refocus. Maybe snack on some pudding or some carved roast beast.
If you stop at a rest stop, park in a well-lit area, stay with your children, and be aware of your surroundings. Don’t let Kevin wander on his own.
When your car is parked, lock the doors and don’t leave any valuables or gifts in sight. The Grinch may nearby, staring down from his cave with a sour grinchy frown, at the warm lighted windows below in the town.
Do not drive impaired. If you’ve been drinking, call a friend, family member, or ride-sharing service. If you’re driving, avoid consuming alcohol. Instead, be sure to drink your Ovaltine.
Avoid posting updates on your location on social media. Harry and Marv will know that no one is home and may try to break in. Save the photo dumps for when you get back.
Ensuring that all these points are checked can prevent a family trip from being jeopardized. The “obvious” things can be easily overlooked – wouldn’t it be silly for someone to check thousands of tiny little lights, only to see that the extension cord wasn’t plugged in?

Delaware State Police are investigating a robbery that occurred Sunday evening at a Rehoboth Beach grocery store.
On November 27, 2022, at approximately 7:35 p.m., troopers responded to the Safeway located at 19283 Coastal Highway regarding a robbery that had just occurred. Troopers learned that an unknown woman had attempted to leave the store without paying for a cart full of personal care items. When the woman was confronted by a store employee, she pushed the cart into the employee and retrieved pepper spray from her shirt. The suspect then sprayed the employee before fleeing from the store with most of the items in the cart. The suspect was last seen traveling westbound on Miller Road in a large older-model black SUV. Responding troopers were unable to locate her or her vehicle following the incident.
The suspect is described as a white female with blonde hair and was last seen wearing dark jeans, a turquoise long-sleeve shirt, black gloves, and a facemask. Photographs of the suspect have been provided for reference.

Delaware State Police have arrested Evan Briscoe, 22, and Joshua Baull, 25, both of Millsboro, DE, for weapon charges following a collision investigation that occurred on John J. Williams Highway (Route 24) in the Millsboro area last night.
On November 21, 2022, at approximately 8:59 p.m., troopers responded to the area of John J. Williams Highway east of Long Neck Road for a motor vehicle collision. The ensuing investigation revealed a 2016 Hyundai Accent, operated by Evan Briscoe, was traveling eastbound on John J. Williams Highway east of Long Neck Road at a reportedly high rate of speed. At the time, a 2022 Lexus RX, operated by a 35-year-old male of Lewes, DE, was also traveling eastbound on John J. Williams Highway in front of the Hyundai. As the Hyundai quickly approached the Lexus, Briscoe attempted to avoid striking the rear of the Lexus by swerving to the left, but ultimately the front right of his vehicle struck the left rear of the Lexus. This impact caused the Lexus to rotate clockwise until it struck a guardrail along the south edge of John J Williams Highway. After striking the guardrail, the Lexus was redirected into the path of the Hyundai, where the vehicles had a second collision.
When troopers arrived at the collision scene, they located two occupants of the Hyundai, Evan Briscoe (driver) and Joshua Baull (passenger), who both displayed obvious signs of impairment. Troopers discovered a handgun with an obliterated serial number inside of the vehicle. Troopers were able to determine the serial number, and a computer inquiry on the firearm revealed it was reported stolen by the Georgetown Police Department in February. Additionally, Baull was located with a gunshot wound to the lower extremity. Baull and Briscoe were transported to an area hospital for medical treatment for non-life-threatening injuries.
The operator of the Lexus and a 28-year-old female passenger were transported to an area hospital for minor injuries sustained from the collision.
After being released from the hospital, Briscoe and Baull were transported back to Troop 7, where they were charged with the following crimes:

On November 21, 2022, at approximately 8:43 p.m., troopers responded to the 30000 block of Ayers Lane regarding a shooting. When troopers arrived, they discovered that the residence had been shot numerous times with an unknown firearm. The homeowner sustained a gunshot wound to the upper torso and was transported to an area hospital for non-life-threatening injuries. No one else was harmed during this incident. The circumstances and motive surrounding the shooting remain under investigation.

Delaware State Police are investigating a shooting incident that occurred in the Ellendale area on Monday afternoon.
On Monday, November 14, 2022, at approximately 4:43 p.m., troopers responded to the 22000 block of Reynolds Pond Road, Ellendale regarding a reported shooting. A 74-year-old male victim present at the residence heard a single gunshot and contacted the police. The ensuing investigation revealed that the residence had been struck by one round. The victim was not injured during this incident.

As troopers arrived on the scene, they learned that a 10-year-old juvenile had sustained a gunshot wound to the upper torso area. The victim was transported to an area hospital where they are being treated for serious injuries. The circumstances and motive surrounding this incident are actively being investigated at this time.

Delaware State Police are investigating a fatal collision involving a pedestrian that occurred in a parking lot in Millsboro on Tuesday afternoon.
On November 8, 2022, at approximately 2:33 p.m., an 82-year-old Lewes man was pushing a shopping cart in a southbound direction through the parking lot of the Weis grocery store, located at 24832 John J. Williams Highway. At the same time, a red 2016 Toyota Corolla was traveling through the same lot in a westerly direction towards the victim. The driver of the Corolla, an 85-year-old man from Millsboro, failed to observe the pedestrian and struck him, causing him to fall to the ground.
The victim was transported via ambulance to an area hospital, where he was later pronounced deceased. Identification of the victim is pending notification to the next of kin. The driver of the Toyota was not injured, and no other vehicles were involved in this incident.

Delaware State Police are investigating an armed robbery that occurred earlier this morning in Lewes.
On November 7, 2022, at approximately 6:24 a.m., troopers responded to the BP gas station located at 17580 Coastal Highway regarding a robbery. The ensuing investigation revealed that an unknown white male suspect had entered the convenience store and demanded money from the cash register. The suspect displayed a sharp object and threatened to harm the cashier if he did not comply. When the cashier refused to comply, the suspect lunged at the victim inside of the store. The cashier defended himself with his own knife, and the suspect fled from the area in a vehicle. The 68-year-old cashier suffered a small cut to his finger in the altercation.

Rise and shine early to catch the next launch of Northrop Grumman’s Antares rocket from NASA’s Wallops Flight Facility on the Eastern Shore of Virginia.
The next Antares launch is scheduled for 5:50 a.m. EST, Sunday, Nov. 6, from the Mid-Atlantic Regional Spaceport’s Pad 0A on Wallops Island.
The launch just before sunrise may be visible, weather permitting, to residents throughout the mid-Atlantic region and possibly the East Coast of the United States.
This will be Northrop Grumman’s 18th commercial resupply services mission for NASA, delivering science investigations, supplies and equipment to the International Space Station.
The time changes from Eastern Daylight Time (EDT) to Eastern Standard Time (EST) at 2 a.m., Nov. 6. Take the change into account when making your plans and remember to turn your clock back one-hour when going to bed the night of Nov. 5.
Viewing locations on Chincoteague Island include Robert Reed Park on Main Street or Beach Road spanning the area between Chincoteague and Assateague Islands. The Virginia, Maryland and Delaware Atlantic beaches also provide good viewing locations.

The last total lunar eclipse for three years will occur on November 8, 2022, with the next occurring on March 14, 2025 — though we will continue to see partial and penumbral lunar eclipses during that time.
A lunar eclipse occurs when the Sun, Earth, and Moon align so that the Moon passes into Earth’s shadow. In a total lunar eclipse, the entire Moon falls within the darkest part of Earth’s shadow, called the umbra. When the Moon is within the umbra, it will turn a reddish hue. Lunar eclipses are sometimes called “Blood Moons” because of this phenomenon.
How can I observe the eclipse?
You don’t need any special equipment to observe a lunar eclipse, although binoculars or a telescope will enhance the view and the red color. A dark environment away from bright lights makes for the best viewing conditions.
Totality ― the stage of the eclipse where the Moon is entirely in Earth’s shadow ― will be visible across North and Central America and in Ecuador, Colombia, and western portions of Venezuela and Peru. In Puerto Rico, the Moon sets just after totality begins. The eclipse is also visible in Asia, Australia, and New Zealand. Viewers in Alaska and Hawaii will have the opportunity to see every stage of the eclipse.
What if it’s cloudy or I’m not in the viewing region?
Numerous organizations and individuals around the globe present live streams and videos of lunar eclipses. An online search will provide multiple options for viewing from your computer screen. You can also visit NASA’s Dial-a-Moon for a visualization of the eclipse.
The Delaware Department of Natural Resources and Environmental Control announced today changes are to be piloted for the 2023 surf fishing permit program after record interest in the program in 2022. One of the biggest changes will be the elimination of a cap in effect since 2019 on the number of permits sold annually. The DNREC Division of Parks and Recreation will replace the cap for 2023 with a technology-based reservation system for managing capacity on summer weekends, when the state’s surf fishing beaches are in highest demand.
Last spring, the Division of Parks and Recreation initiated a comprehensive review of the program in response to unprecedented permit sales for the 2022 season – including the opening day for sales, when the online permitting system was temporarily overwhelmed and surf fishing permits sold out in just a few hours. The historic sales volume peaked at 742 permits being issued per minute, with the sales cap of 17,000 permits reached in under four hours. DNREC’s review of the program looked nationally at best practices and other states’ models for viable solutions to improve the sales process, delivery of permits, compliance with surf fishing regulations, enforcement and public safety – all with a goal of providing access to surf fishing on state park multi-use beaches while protecting the natural resource.
“Over the last few years, we have implemented changes such as single-stack parking and increased surf fishing check points at the beach crossings, which have improved public safety and the visitor experience. Piloting the changes of dropping the cap requirement, implementing a reservation system for summer weekends, and adding an educational component was the next logical step to better manage the program for the future,” said DNREC Secretary Shawn M. Garvin.
DNREC’s surf fishing permit program review and evaluation also included gathering data and information about the existing surf fishing program from staff and permit-holders, and researching best practices to identify potential strategies. The Division of Parks and Recreation sent surveys to more than 30,000 current and previous surf fishing permit holders, and received more than 7,000 responses.
A stakeholder workgroup was formed in May to evaluate the data and provide feedback on potential solutions. The workgroup comprised members from various backgrounds including four members of the Delaware General Assembly, leadership of a homeowner’s association for a neighborhood bordering state park land, Department of Transportation, Delaware Volunteer Firefighters Association, the Delaware Parks and Recreation Advisory Council, Delaware Mobile Surf Fishermen, a bait and tackle shop owner and experts in environmental science from Delaware universities.
The recommendations were presented and endorsed by the Parks and Recreation Council in August 2022. The Council was formed in 1968 with the purpose of advising the Director of Parks and Recreation concerning matters related to the planning, acquisition, development, management, conservation, and programming of lands and services under the jurisdiction of the Division.
DNREC will implement the following recommendations for the 2023 Surf Fishing Program:
• Remove the existing 17,000-permit sales cap.
“The stakeholder committee did a thorough job of evaluating potential solutions and I am pleased that the existing 17,000 sales cap is being removed,” said State Representative Ron Gray.
“Removal of the cap will eliminate the rush that has occurred in recent years while allowing everyone equal access to purchase a surf fishing permit over a prolonged period,” said State Senator Gerald Hocker.
•Pilot the new surf fishing permit reservation system.
•Reservations will be required Saturdays, Sundays and holidays starting the third weekend in May through Labor Day weekend, from 8 a.m. to 4 p.m. Peak holidays are: Memorial Day, Juneteenth, 4th of July and Labor Day.
• Reservations will be $4 per day and will reserve access from 8 a.m. to 4 p.m.
• Reservations will not be available for Off-Peak surf tag permit holders.
• Reservations will be for a specific beach location and can be made for one of seven different locations.
• Reservations can be made conveniently online (desktop and mobile) or through the Division of Parks and Recreation’s call center. Reservations cannot be made in-person at the state parks or at the DNREC central office in Dover.
• Reservations must be printed and displayed in the vehicle for enforcement verification. Mobile verification may be used as a backup.
• Weekend reservations will be made available weekly. Reservations will be first-come, first-served and will open the same week for the coming weekend, including holidays. Reservations will be accepted starting on the same weekday throughout the peak surf fishing season. The day of the week will be announced by DNREC before the reservation system is launched in May.
• Reservations will continue to be taken through 4 p.m. on the day-of if space allows to accommodate same-day reservations.
• One reservation will be allowed per surf tag permit holder per day, and reservations are non-refundable and non-transferable.
• Even after a park reaches capacity, anglers with surf fishing reservations will be allowed into the park,
• Annual surf fishing permit holders can access the beach without a reservation on weekends and holidays after 4 p.m., but must be off the beach by 8 a.m. the next morning.
• Anglers who previously purchased a two-year permit (2022-23) will be subject to the new reservation system. A full refund of the second year will be available to permit holders upon request no later than March 31, 2023.
“The reservation system will eliminate delays and access issues when state park day-use lots reach capacity by still allowing surf fishing permit reservation holders to access the drive-on beaches. It also allows someone with a reservation to leave and return later if they choose. Reservation systems are being utilized by many state and national park systems as a means to manage overcrowding or capacity concerns,” said Joseph Smack, chair of the state’s Park and Recreation Council.
•Require viewing an instructional surf fishing video for permit holders.
Anyone purchasing a surf fishing permit will be required to acknowledge they have watched an instructional video with beach driving tips, including requisite understanding of airing down vehicle tires, in-vehicle mandatory equipment, and safety requirements for surf fishing on state park beaches.
The surf fishing permit fee remains unchanged for 2023 and sales are anticipated to start in December.

Delmar, DE– The Delaware State Police have arrested 27-year-old William Tulowitzky of Maryland in connection with a domestic incident, which led to him barricading himself at his residence on the morning of Monday, October 31st.
On October 31, 2022, at approximately 9:15 am, Delmar Police Department responded to the 600 block of East Grove Street in reference to a physical domestic-related incident that occurred outside of a residence. The female victim was assisted to safety by a nearby resident while the male suspect, William Tulowitzky, returned inside of the residence where a 2-year-old child was located. Tulowitzky refused to exit the residence when requested to do so by law enforcement and he made threats to the officers if they attempted to enter the residence. Shortly afterward, Tulowitzky began firing shots towards the outside of the residence, where numerous officers were positioned. At that time, a trooper returned fire. There were no injuries resulting from the gunfire. Tulowitzky was barricaded inside the residence for approximately two hours while speaking on the telephone with a member of the Delaware State Police Conflict Management Team. At approximately 1 pm, the Delaware State Police Special Operations Response Team entered the residence and took the suspect into custody without incident.
The female victim and child were transported to an area hospital as a precautionary measure. Additionally, nearby schools were released early for preventive measures. Tulowitzky was transported back to Delaware State Police Troop 5, where he was charged with the following crimes:
Possession of a Firearm During the Commission of a Felon (Felony)
7 counts of Aggravated Menacing (Felony)
Numerous domestic-related charges
Tulowitzky was arraigned at the Justice of the Peace Court # 3 and committed to the Sussex Correctional Institution on a $330,000 cash bond.
Delaware State Police have arrested 32-year-old Michael Waller of Georgetown, Delaware for home improvement fraud following investigations that began earlier this summer.
In June and July of 2022, State Police detectives began investigating Michael Waller, owner of “Waller Precision” company, after they had received complaints of residential construction that was not completed. Detectives discovered that Waller had failed to fulfill contract agreements on two construction projects in Selbyville and Millsboro. The victims had paid Waller a significant amount of money for these projects to be completed earlier in 2022. However, Waller had stopped communicating with the victims and did not reimburse any funds.
On October 25, 2022, Waller turned himself in to Troop 4, where he was charged with the following crimes:

Delaware State Police are investigating a shooting that occurred in the Coverdale area of Bridgeville on Monday night.
On the morning of October 25, 2022, troopers responded to the 21000 block of Mill Park Drive regarding a late-reported shooting. The ensuing investigation revealed that on the evening of October 24, 2022, sometime between the hours of 11:00 p.m. and 11:30 p.m., an unknown suspect had fired numerous shots in the nearby area. This led to a residence and an unoccupied vehicle being struck and damaged by gunfire. The home was occupied by a 25-year-old female and 5-year-old juvenile at the time of the shooting. No one was injured in this incident.
There is currently no suspect information available. The Delaware State Police Troop 4 Major Crimes Unit continues to investigate this case. Delaware State Police have arrested 58-year-old Robert Cooper of Laurel, Delaware for felony DUI following an investigation that occurred yesterday afternoon.
On October 23, 2022, at approximately 12:17 p.m., troopers responded to the parking lot of the Nylon Capital Shopping Center, located at 1023 West Stein Highway in Seaford, regarding a subject who had been reportedly drinking and driving. Troopers located a red 2014 Chevrolet Cruze in the parking lot, which was occupied by Robert Cooper. A DUI investigation ensued after troopers contacted Cooper and noticed signs of impairment. Cooper was subsequently taken into custody at the scene without incident. Computer checks of Cooper showed that he had five prior convictions for DUI.
Cooper was transported to the nearby Seaford Police Department, where he was charged with Sixth Offense DUI. Cooper was arraigned by Justice of the Peace Court # 3 and committed to Sussex Correctional Institution on $50,000 cash bond.
The Delaware State Police are investigating a robbery that occurred at a Dollar General located in Lincoln, DE.
The incident occurred on Monday, October 17, 2022, at approximately 9:55 p.m., when troopers were dispatched to the Dollar General located at 18380 Johnson Road, Lincoln, for a report of a robbery. Upon arrival, it was learned that two male suspects both displaying handguns approached a male and a female employee and escorted them towards the cash register while demanding money. The employees complied and the suspects fled the store with an undisclosed amount of cash. The suspects were last seen entering a white sedan and fleeing the scene.
The victims were not injured during the incident.
The first suspect was described as black male 5’10” approximately 150 lbs., wearing all dark clothing and a mask.

Delaware State Police are investigating a fatal motor vehicle collision involving a tractor trailer that occurred in the Ellendale area last night.
On October 13, 2022, at approximately 7:41 p.m., a white 2015 Freightliner Cascadia pulling a Dorsey flatbed trailer was traveling southbound in the right lane of Dupont Boulevard south of VFW Road. At the same time, a blue 2018 Kia Sportage was also traveling southbound on Dupont Boulevard south of VFW Road, approaching the tractor trailer. The Freightliner had begun to slow down and was turning right onto a private drive. For unknown reasons, the operator of the Kia swerved to his right into the shoulder of Dupont Boulevard to try to avoid striking the trailer, but as he did so the front left of the Kia collided with the rear right axle of the trailer.
Both vehicles came to a stop at the scene. The driver of the Sportage, a 75-year-old man from Hamburg, Pennsylvania, was properly restrained and was transported to an area hospital, where he was later pronounced deceased. Identification of the victim is pending notification to the next of kin. The driver of the Freightliner tractor trailer, a 38-year-old woman from Laurel, Delaware, was also properly restrained and did not report any injuries.
No other vehicles were involved in this incident. The roadway was closed for approximately five hours while the collision was investigated and cleared.
The Delaware State Police Homicide Unit is currently conducting a criminal investigation in the Seaford area that began on Tuesday night.
On October 11, 2022, at approximately 11:53 p.m., troopers responded to a residence located in the 2800 block of West Stein Highway, Seaford, for a reported home invasion with a shooting where two residents were located struck by gunfire. The male victim, a 19-year-old of Seaford, was shot multiple times in the torso. He was transported to an area hospital where he was pronounced deceased. Identification of the victim is pending notification to the next of kin. The second victim, a 19-year-old female of Seaford, was also struck once in her lower extremity. She was transported to an area hospital where she was treated and released.
Investigation determined five suspects made forced entry through the rear door of the residence. Once inside, the suspects brandished handguns and went directly to the victim’s bedroom where he and the female victim were located and demanded an unknown item. The male victim was shot inside his bedroom and the female victim was shot seated on a chair in the same room. Also, inside the residence at the time of this incident was an infant child and two other adults that also reside at this address. They were not injured during the incident.

Delaware State Police are investigating a fatal motor vehicle collision involving a pedestrian that occurred in the Laurel area on Tuesday night.
On October 11, 2022, at approximately 9:45 p.m., a 2011 Chevrolet Malibu, operated by a 17-year-old female was traveling northbound in the left lane of Sussex Highway (Route 13) just south of Chipmans Lane. At the time, a 36-year-old male pedestrian of Laurel, DE was also in the northbound left lane of Sussex Highway. The operator of the Malibu did not observe the pedestrian in the roadway, and the front left of the Malibu struck the pedestrian within the lane of travel.
The pedestrian who did not have a light or any reflective gear, was pronounced deceased at the scene. Identification of the victim is pending notification to the next of kin.
No other vehicles were involved in this incident, and no other injuries were reported. Sussex Highway was closed in both directions for approximately four hours while the collision was investigated, and the roadway cleared.

Delaware State Police have arrested one adult and five juveniles following a felony shoplifting investigation that began yesterday afternoon and ended with a vehicle pursuit.
On October 10, 2022, at approximately 3:45 p.m., troopers were alerted to a shoplifting that had just occurred at the Under Armour outlet in Rehoboth Beach, located at 36698 Bayside Outlet Drive. Dispatchers advised troopers that the suspects had fled from the area in a blue 2013 Chevrolet Equinox that had been seen traveling northbound on Coastal Highway. Troopers located the Equinox on Coastal Highway in the area of Broadkill Road and attempted to conduct a traffic stop on the vehicle. However, the operator of the Equinox failed to stop and a vehicle pursuit ensued. During the pursuit, troopers successfully deployed a tire deflation device near the intersection of Coastal Highway and Bakersfield Road. The Equinox subsequently became disabled and came to a stop in the 10000 block of Coastal Highway. All six occupants then fled from the vehicle on foot. With the assistance of the Delaware State Police Aviation Unit, troopers were able to locate and take all six individuals into custody.
The Chevrolet Equinox was found to have been reported as stolen on October 7, 2022, by Delaware State Police Troop 9. A search of the vehicle led to the discovery of over $2,000 worth of merchandise shoplifted from Under Armour and approximately .019 grams of marijuana. No injuries were reported in this incident, and the stolen vehicle was successfully recovered by the Delaware State Police.

Delaware State Police are investigating a fatal hit-and-run collision involving a cyclist that occurred in the Lewes area on Saturday evening.
On September 24, 2022, at approximately 6:40 p.m., a male pedalcyclist was traveling westbound on Fisher Road along the edge of the roadway approximately 0.5 miles west of Beaver Dam Road. At the same time, an unknown make and model white truck with a utility body was traveling westbound on Fisher Road approaching the cyclist’s location. For unknown reasons, the right side of the truck struck the cyclist near the edge of the roadway. The victim was propelled into a grassy area off the road, and the truck continued westbound and failed to stop at the scene.
The pedalcyclist, a 62-year-old male from Milton, Delaware, sustained serious injuries. He was transported via ambulance to a nearby hospital, where he was later pronounced deceased. Identification of the victim is pending notification to the next of kin. The operator of the white truck remains unidentified. The suspect vehicle may possibly be a 2004-2008 Ford utility truck, and it should have damage to its right front headlight assembly and passenger-side mirror.
No other vehicles were involved in this incident, and no other injuries were reported. The roadway was closed for approximately three hours while the collision was being investigated and cleared.

On September 15th, 2022 at approximately 1:30pm Laurel Police Department was dispatched to the Laurel Elementary School in reference to a criminal mischief complaint. The investigation determined that a female subject identified as Crystal Brummell, 36, of Laurel, DE, had allegedly slashed tires of two school employee’s vehicles after a school-related disagreement. During the incident, it is also alleged that Brummell threatened a school official. Brummell was later arrested for the incident, and issued a no-contact order with the school. The criminal mischief case is still pending in court, and Brummell is assumed to be innocent until proven guilty. However, a condition of her release was a no-contact order to ensure victim safety.
On September 20th, 2022 at approximately 7:40am, officers on patrol observed Brummell parked on Evergreen Drive near Laurel Elementary School. Evergreen Drive directly borders the school, constituting a violation of the no-contact order from the above incident. At approximately 8:26am, a Laurel Police officer attempted to conduct a traffic stop on Brummell’s vehicle for the observed violation. Brummell failed to stop for police signal, and fled down multiple residential streets in the area of Little Creek Apartments on W 7th Street in Laurel. The vehicle pursuit was discontinued in the interest of public safety. Officers attempted to have Brummell turn herself in on this incident to avoid any further incident however she declined.
Later that same day at approximately 2:56pm, another officer on patrol observed Brummell’s vehicle in the area of Georgetown Road and Sussex Highway, Laurel. The officer attempted to initiate a traffic stop, and Brummell again fled in her vehicle while disregarding police signal. Brummel failed to stop at the red light at Sussex Highway and fled Eastbound on County Seat Highway from officers. Brummel eventually pulled to the right shoulder, where officers attempted to take her into custody. Brummell failed to follow lawful orders given to her to affect an arrest, and again fled Eastbound in her vehicle. Officers successfully deployed stop sticks in front of Brummell’s vehicle, which deflated three of four tires. The vehicle became disabled after almost colliding with a police vehicle while reversing, and officers again attempted to take Brummell safely into custody. Brummell continued to resist arrest, and was taken into custody after a taser deployment by arresting officers. It was determined that during the pursuit, Brummell had multiple children in the vehicle who were not injured during the incident.
Brummell was evaluated by EMS as a precaution due to the taser deployment and declined further treatment or transport to a medical facility. She was transported to the Laurel Police Department and charged with the following:

Delaware State Police have arrested 18-year-old Alexander Boysie of St. Albans, New York; 19-year-old Justin Ramsaran of South Richmond Hill, New York; and 20-year-old Ronnie Bridgelal of Brooklyn, New York, on numerous charges following a shoplifting investigation on Sunday morning.
On September 18, 2022, at approximately 11:37 a.m., troopers were dispatched to Lowes, located at 20364 Plantation Road in Lewes, for a shoplifting complaint. Two Hispanic males were observed exiting the store with a large quantity of stolen copper wire and getting into a Chrysler 300 with Florida registration. The Chrysler, operated by a third male suspect, fled the area and began traveling northbound on Coastal Highway.
Troopers observed the vehicle traveling northbound on Coastal Highway and attempted to initiate a traffic stop. The vehicle then made a U-turn and began traveling southbound at a high rate of speed on Coastal Highway. Troopers initiated a pursuit after the vehicle failed to stop. For the safety of the public and troopers, the pursuit was terminated. A short time later, troopers observed that the Chrysler had collided with a guardrail on Coastal Highway just south of Milton-Ellendale Highway. The impact of the collision caused the Chrysler to catch fire. The three suspects were observed running away from the collision scene. Troopers quickly apprehended the suspects near the Broadkill River.
The investigation later revealed that a Honda Accord, operated by a 34-year-old male of Frederica, was traveling southbound in the left lane of Coastal Highway when the Chrysler’s front bumper struck the rear bumper of the Honda. The Chrysler then lost control and collided with a guardrail. A piece of the guardrail then impaled the windshield of a Ford Explorer traveling northbound on Coastal Highway. A 69-year-old male of Wilmington was operating the Ford Explorer. The operator of the Honda Accord and Ford Explorer were not injured during the collision. The three suspects did sustain minor injuries from the collision. They were transported to an area hospital, where they were treated and released.

Delaware State Police are currently investigating a fatal motor vehicle collision that occurred in the Millsboro area on Wednesday afternoon.
On September 14, 2022, at approximately 4:48 p.m., a red 2010 Ford F-150 pickup truck was stopped at a stop sign on westbound Beaver Dam Road at the intersection with Indian Mission Road. At the same time, a black Ford F-350 work truck was traveling northbound on Indian Mission Road approaching the intersection with Beaver Dam Road. For unknown reasons, the operator of the red F-150 proceeded into the intersection and into the travel path of the Ford F-350. As a result, the right front of the F-350 struck the left front of the F-150. The F-150 spun in a clockwise direction and came to rest on Indian Mission Road, while the F-350 traveled off the roadway and came to rest in a heavily wooded area.
The operator of the red F-150, an 85-year-old male from Millsboro, Delaware, was transported by ambulance to a nearby hospital, where he was pronounced deceased. Identification of the victim is pending notification to the next of kin. The passenger of the red F-150, an 83-year-old female from Millsboro, Delaware, was transported by ambulance to a nearby hospital, where she was admitted for serious but non-life-threatening injuries. The driver of the black F-350, a 35-year-old male from Lincoln, Delaware, sustained minor injuries but refused medical treatment at the scene.
No other vehicles were involved in this incident. The roadway was closed for approximately three hours while the collision was being investigated and cleared.
Delaware State Police are currently investigating an armed robbery that occurred in the Oak Orchard area of Millsboro on Wednesday evening.
On September 14, 2022, at approximately 6:15 p.m., troopers responded to the River Winds community in Oak Orchard regarding a shooting. The ensuing investigation revealed that two armed suspects had entered a residence in the neighborhood and confronted several victims inside. The suspects demanded money from the victims and threatened to shoot them if they did not comply. While the two suspects were inside of the home, a concerned citizen approached the residence to check on the nature of the disturbance that was occurring. When the man confronted the two suspects, one of them shot several rounds towards him and his vehicle. The victim was not struck by any projectiles, but he suffered minor injuries from shattered windshield glass. The two suspects then fled from the area on foot. It was later discovered that one of the rounds that had been fired had struck a nearby residence that was occupied by two adults and three juveniles. No one in the home was injured.
Troopers and the Delaware State Police Aviation Unit conducted an extensive canvass of the surrounding areas in search of the suspects. One of the suspects, identified as 25-year-old Marquise Bennett of Dover, Delaware, was located and taken into custody without incident. A search of Bennett revealed that he was in possession of approximately 27.67 grams of marijuana. A computer inquiry of Bennett showed that he was a convicted felon prohibited from possessing firearms.
Bennett was transported to Troop 4 and charged with the following crimes:

Bennett was arraigned by Justice of the Peace Court # 3 and committed to Sussex Correctional Institution on $225,100 cash bond.
The second suspect remains unidentified at this time, and is only described as a black male. The Delaware State Police Troop 4 Criminal Investigations Unit continues to investigate this case. Delaware Natural Resources Police State Park officers arrested 48-year-old Donald R. Quill Jr. of Newark, Del. on a charge of driving under the influence (DUI) and additional traffic violations Thursday evening after he drove his vehicle into the ocean on Cape Henlopen.
At approximately 7:20 p.m., on Sept. 8, officers responded to Cape Henlopen State Park’s Navy Beach following a report of a water rescue in progress. Witnesses called 911 after seeing a vehicle driven into the surf. Bystanders quickly entered the water and helped the driver from the vehicle and onto shore.
During the Natural Resources Police investigation, officers observed that Quill displayed signs of impairment. He was then transported to Rehoboth Police Department for further investigation, where he was charged with DUI, a misdemeanor, and inattentive driving and operating a motor vehicle on closed Delaware State Parks areas, both traffic violations.
Quill was video-arraigned at Justice of the Peace Court 2 and was committed to Sussex Correctional Institution on $1,502 cash bond and issued a no-contact order with all Delaware State Parks.
Defendants are presumed innocent and are entitled to a jury trial at which the State bears the burden of proving each charge beyond a reasonable doubt.
The Delaware State Police Homicide Unit is investigating an attempted murder at Royal Farms in Georgetown.
On September 7, 2022, at approximately 9:53 p.m., Georgetown Police Department responded to the Royal Farms, located at 20579 DuPont Boulevard, in reference to an assault complaint. The investigation revealed that the victim, a 38-year-old male from Georgetown, was assaulted by an unknown male with a baseball bat inside the convenience store. The victim, who sustained severe injuries, was transported to an area hospital, where he remains in critical condition.
The Delaware State Police Homicide Unit assumed this investigation at the request of the Georgetown Police Department. Rehoboth Beach, DE —Volunteers with boats are needed to help the Delaware Center for the Inland Bays remove debris from the Bays during the Annual Inland Bays Clean Up from 9 a.m. to 1 p.m. on Saturday, September 17.

The effort will focus on the shores along Rehoboth and Indian River Bays, by boat, with coordinated cleanups occurring on land as well. The water-based cleanup, which has been organized by the Center since the early 2000s, is supported by the Delaware Department of Natural Resources and Environmental Control (DNREC).

Previous cleanup efforts have netted thousands of pounds of trash, including plastic bottles and bags, tires, cans, wrappers, fishing gear and docking lumber. Trash in local waterways is harmful to both Bay users and a variety of coastal and aquatic life, including birds, fish and mammals, such as dolphins.

The Center is in need of boat captains with power boats to collect and transport debris during the clean up. Boat captains who are interested in volunteering should contact Gabriella Fritz at [email protected].

Those interested in volunteering but do not own a boat are encouraged to assist with trash collection on land. Volunteers can register for the 2022 Clean Up online at inlandbays.org. Advance registration is required.

The clean up launch point will be the Massey’s Landing public boat ramp, located at the end of Long Neck Road in Millsboro. Volunteers will be assigned to specific cleanup locations from the launch point on the day of the event.

Volunteers should be prepared for the weather (including potentially cooler, breezy conditions on the water) and should dress for dirty and wet conditions. Work gloves are recommended, and closed-toe shoes are required. Lifejackets will be provided. Volunteers also should bring their own water and snacks or lunch.

The day of, each volunteer must sign a waiver in order to participate. This event is not recommended for children younger than 12, and participants younger than 18 must be accompanied by a parent or guardian.

Delaware State Police Troop 7 is issuing a Gold Alert for 44-year-old Jason Shellenerger of Rehoboth Beach, DE. Shellenerger was last seen on September 5, 2022, at approximately 2:06 p.m. in the Rehoboth Beach area. Attempts to contact or locate Shellenerger have been unsuccessful, and there is a concern for his safety and well-being.
Shellenerger is described as a white male, approximately 6’4” tall, weighing approximately 200 pounds, with black hair and blue eyes. He was last seen wearing a gray t-shirt and brown pants

Delaware State Police are investigating a fatal motor vehicle collision involving a moped in the Milton area on Sunday evening.
On September 4, 2022, at approximately 10:45 p.m., a moped traveling westbound on Lockerman Road was approaching the intersection of North Coastal Highway. A Mazda operated by a 17-year-old male of Lincoln, DE., was traveling northbound in the left lane of Coastal Highway, reportedly behind an unknown vehicle, and was approaching the intersection of Lockerman Road. For unknown reasons, the moped disregarded a “Do Not Enter” sign and began traveling southbound in the left northbound lane of Coastal Highway. At this time, the unknown vehicle swerved to the right to avoid colliding with the moped. The Mazda could not swerve to the right in time, resulting in a head-on collision with the moped.
The operator of the moped, a 23-year-old male of Lewes, DE., was not wearing a helmet and was pronounced deceased at the scene. Identification of the victim is pending notification to the next of kin. The operator of the Mazda was properly restrained and transported to an area hospital, where he was treated and released with non-life-threatening injuries. The passenger of the Mazda, a 17-year-old male, was properly restrained and transported to an area hospital, where he was treated and released with non-life-threatening injuries.
The roadway was closed for approximately 4 hours while the collision was being investigated.
Delaware State Police have arrested numerous subjects following a narcotics investigation that began in June 2022 in the Ellendale and Greenwood areas.

During the months of June 2022 through August 2022, the Delaware State Police corroborated with the Drug Enforcement Administration (DEA) to identify several residences and property lots in the Unity Lane area of Greenwood (informally known as “The Hole”) and the Metz Lane area of Ellendale that were actively involved in the distribution of narcotics. On August 31, 2022, the Delaware State Police, with assistance provided by the DEA, Federal Bureau of Investigation (FBI), Dover Police Department, and Delaware Probation & Parole, executed a series of search warrants at these locations, which resulted in the seizure of the following contraband:
Approximately 9.261 grams of heroin
Approximately 727.49 grams of crack cocaine
Approximately 5.8 grams of powder cocaine
Approximately 1.9 pounds of marijuana
Approximately $8,700 in suspected drug proceeds
3 handguns
1 muzzleloader
2 rifles, one of which was reported stolen out of Troop 3 in August 2022
Numerous rounds of ammunition
Drug paraphernalia
Several subjects were taken into custody at these locations and transported to Troop 3, where they were charged with the following crimes:
