    As the snow continues to fall across Delaware, state officials are emphasizing safety measures for all residents. The Delaware State Police have issued a series of guidelines aimed at keeping motorists safe during the winter weather:

    • Stay Home if Possible: If you can avoid travel, do so. Conditions can be unpredictable and hazardous.
    • Drive Cautiously: For those who must travel, slow down, keep a safe distance from other vehicles, and ensure your vehicle is free of snow and ice to prevent accidents.
    • Emergency Preparedness: Carry an emergency kit in your car with items like blankets, a flashlight, food, and water. Check road conditions via official channels before setting out.
    • Respect Snow Plows: Do not attempt to pass or crowd snow removal vehicles. The Delaware Department of Transportation (DelDOT) crews are diligently working to clear the roads, and they need space to operate safely.

    DelDOT has expressed gratitude towards their crews for their relentless efforts during the storm, urging the public to assist by not crowding the plows.

    The Delaware Emergency Management Agency (DEMA) also reminds everyone to check on neighbors, particularly the elderly or those who might need assistance during this time.

    DOVER AIR FORCE BASE, Del. – Maj. George S. Welch Elementary School received a bomb threat at 9:50 a.m., November 15, 2023. Welch Elementary and Dover Air Base Middle School were immediately evacuated. All students are safe and have been accounted for.

    The 436th Security Forces Squadron arrived on scene at 10:10 a.m.

    Delaware State Police Arrest Suspect for Child Sexual Solicitation in Ongoing Investigation

    The Delaware State Police have arrested 66-year-old Wayne Long of Berlin, Maryland, for multiple counts of felony sexual solicitation of a child as part of an ongoing investigation. Detectives are seeking assistance in identifying potential victims associated with the investigation occurring in the Sussex County area.

    On October 19, 2023, Delaware State Police Troop 4 Youth Aid Detectives began investigating the possible sexual solicitation of a child after learning Wayne Long requested sexually explicit images from multiple underage male children through Snapchat in exchange for transportation to and from the beach in Sussex County. At this time, detectives have identified two victims who were targeted by Long on multiple occasions over the course of several months this past summer. Long is a former custodian with the Indian River School District. He supports several athletic teams, including Sussex Central High School, but has been known to attend sporting events and other events at various local school districts. Detectives have reason to believe there are additional unidentified victims who may have been targeted through Snapchat or potentially other social media platforms over the past couple of years.

    On October 30, 2023, Long responded to Troop 4 after detectives contacted him by phone. He was charged with the following crimes:

    • Sexual Solicitation of a Child Under 18 (Felony) – 2 counts

    Long was arraigned by the Justice of the Peace Court 2 and committed to Sussex Correctional Institution on an $80,000 cash bond.

    State Police Investigating Fatal Hit and Run Crash

    The Delaware State Police are investigating a fatal hit-and-run crash that occurred early this morning in Smyrna that left one man dead.

    On October 30, 2023, at approximately 2:06 a.m., a green 2012 Ford F-150 was traveling eastbound on Wheatleys Pond Road, west of Bryn-Zion Road in Smyrna. Simultaneously, a black 2011 Lincoln Town Car was traveling westbound on Wheatleys Pond Road, approaching the Ford. It is unclear at this time as to which vehicle crossed the centerline causing the right front side of the Ford to impact with the right front side of the Lincoln on the southern part of the eastbound lane. After the impact, the Ford traveled in a southeasterly direction while rotating clockwise and rolled onto the driver’s side. The Ford came to rest in the westbound lane, still on its driver’s side, and became fully engulfed in flames. Post impact, the Lincoln was forced in a northeasterly direction while rotating counterclockwise, where it exited the roadway and struck a utility pole. The Lincoln came to rest in the roadside grass after the impact from the utility pole caused it to deflect westbound.

    The driver of the Lincoln, a 71-year-old man from Henderson, Maryland, was taken by ambulance to an area hospital, where he was pronounced dead. His name is being withheld until his family and relatives are notified.

    The driver of the Ford fled from the scene of the crash and is unknown at this time. The roadway was closed for approximately four hours while the scene was investigated and the roadway was cleared.

    The Delaware State Police Troop 3 Collision Reconstruction Unit continues to investigate this incident.     The Delaware State Police are investigating a homicide that occurred in Laurel on Sunday afternoon.

    On October 29, 2023, at approximately 2:47 p.m., troopers responded to a reported shooting on the 500 block of West 7th Street in the town limits of Laurel. Arriving troopers located an 18-year-old male suffering from multiple gunshot wounds on the porch of a residence. The victim was transported to an area hospital, where he was pronounced dead. His name is being withheld until his family and relatives are notified. Two additional victims were located on the porch, suffering from gunshot wounds to the lower extremities. The 15-year-old male and the 13-year-old male were transported to an area hospital, where they remain admitted in stable condition. All three victims are from Laurel, Delaware.

    Due to the nature of the investigation, the Laurel Police Department requested that the Delaware State Police Homicide Unit assume the investigation. A preliminary investigation revealed two unknown suspects approached the victims on foot and started shooting. After numerous rounds were fired, the suspects fled on foot in an unknown direction. The investigation has determined that this was not the result of an active shooter situation.

    The Homicide Unit is still actively investigating this incident. Detectives are asking anyone with information regarding this case to contact Detective M. Csapo by calling 302-741-2729.     The Delaware State Police are investigating a homicide that occurred in the parking lot of a strip mall last night in Selbyville.

    On October 28, 2023, at approximately 11:56 p.m., troopers responded to a reported shooting in the parking lot of a strip mall located at 36334 Dupont Boulevard in Selbyville. Arriving troopers observed several vehicles fleeing the scene and located numerous shell casings in the parking lot. Shortly thereafter, troopers received reports of a 21-year-old woman suffering from a gunshot wound at a nearby hospital, where she was ultimately pronounced dead. The Milford woman’s name is being withheld until her family and relatives are notified. A second victim, a 30-year-old woman from Seaford, Delaware, was also taken by a private vehicle to a nearby hospital, where she was treated and released for a gunshot wound to her upper extremity.

    A preliminary investigation revealed that a Halloween party took place at a business within the strip mall. At some point during the event, a fight broke out and the party goers were asked to disperse. The fight continued in the parking lot, at which point an unknown suspect displayed a handgun and began shooting. The two victims were not involved in the altercation. The 21-year-old victim was attempting to get to her car when she was struck in the upper torso. The 30-year-old victim was seated in her car in the parking lot when it was struck by gunfire. Following the shooting, the crowd dispersed, and the unknown suspect fled the area in an unknown direction.

    The Homicide Unit is still actively investigating this incident. Detectives are asking anyone with information regarding this case to contact Detective A. Bluto by calling 302-741-2859.     Former Girl Scout Treasurer Arrested for Felony Theft

    Delaware State Police arrested 52-year-old Kelly M. Raab of Frankford, Delaware, for felony theft on Thursday morning.

    On January 31, 2023, at approximately 3:14 p.m., the Delaware State Police Financial Crimes Unit met with local Girl Scout Troop representatives regarding a theft. Kelly Raab was identified as the former treasurer of the Girl Scout Troop. Following a ten-month investigation, troopers discovered that Raab issued and cashed fraudulent checks in addition to making unauthorized payment card transactions during her time as treasurer with the Girl Scouts from January 2018 to November 2022. The total loss amounted to more than $12,000.

    On October 12, 2023, Rabb turned herself into Troop 4, where she was charged with the following crime:

    • Theft over $1500 (Felony)

    Raab was arraigned by Justice of the Peace Court 2 and released on her own recognizance.

    State Police Investigating Fatal Bicycle Crash in Bethany

    Delaware State Police are investigating a fatal crash involving a bicyclist in Bethany on Tuesday morning.

    On October 3, 2023, at approximately 10:47 a.m., a bicyclist was traveling southbound on the southbound shoulder of Coastal Highway just south of the Indian River Inlet Bridge. A 2020 Lexus was traveling southbound in the left lane, approaching the bicyclist. The bicyclist turned left, crossing from the right to the left lane in front of the Lexus. This resulted in the bicyclist being ejected after colliding with the front of the Lexus.

    The 71-year-old bicyclist from Hockessin, who was wearing a helmet, was taken to the hospital for serious injuries. On October 5, 2023, the bicyclist died from his injuries. His name is being withheld until his family is notified. The driver of the Lexus, a 62-year-old man from Ocean View, was not injured during the crash.

    Both southbound lanes of Coastal Highway were closed for approximately 2.5 hours to investigate the crash and remove any obstructions from the roadway.

    The Delaware State Police arrested 34-year-old Autumn Bray of Camden, Delaware, for weapon-related and DUI charges early Sunday morning in Dover.

    On October 1, 2023, at approximately 3:59 a.m., a trooper on patrol saw a white Range Rover traveling northbound on South Dupont Highway with no license plate and the right rear wheel tire missing. While behind it, the trooper observed the vehicle leaving the left edge of the roadway, crossing over the single yellow line, and going onto a curb. The trooper stopped the vehicle on the shoulder of South Dupont Highway, south of Martin Luther King Jr. Boulevard in Dover, Delaware. While in contact with the operator, identified as Autumn Bray, the trooper detected signs of impairment. Bray completed Standardized Field Sobriety Tests and was subsequently taken into custody without incident. During a search incident to an arrest, the trooper located a loaded handgun concealed inside the front of Bray’s jeans. A computer check showed Bray did not have a valid permit to carry a concealed deadly weapon.

    Bray was transported to Troop 3, where she was charged with the following crimes:

    • Carrying Concealed Deadly Weapon (Felony)
    • Possession of a Firearm While Under the Influence
    • Driving Under the Influence of Drug
    • Traffic Offenses

    Bray was arraigned by Justice of the Peace Court 7 and released on her own recognizance.

    Delaware State Police arrested 61-year-old Roy Brown of Millsboro, Delaware, for 7th offense DUI following a traffic stop on Sunday evening in Rehoboth Beach.

    On October 1, 2023, at approximately 9:55 p.m., a trooper on patrol observed a maroon Saturn SUV traveling southbound on Coastal Highway south of Postal Lane, swerving from the right lane into the middle lane and fluctuating speeds. As the vehicle approached the red light on Coastal Highway at Old Landing Road, the operator abruptly made a right turn onto Old Landing Road without activating the right turn signal. The trooper stopped the Saturn, contacted the operator, identified as Roy Brown, and detected signs of impairment. Brown was taken into custody after he partially completed the Standard Field Sobriety Test. A computer check showed a court order resulting from a DUI that prevented Brown from driving a motor vehicle, along with several prior DUI convictions.

    Brown was transported to Troop 7, where he was charged with the following crimes:

    • 7th Offense DUI (Felony)
    • Noncompliance with Bond Conditions (Felony)
    • Traffic Offenses

    Brown was arraigned by Justice of the Peace Court 3 and committed to the Sussex Correctional Institution on a $22,600 cash bond.

    The Delaware State Police arrested 20-year-old, Brandon Thompson, of Delmar, Delaware, for threatening people with a hand grenade early Tuesday morning in Laurel.

    On September 26, 2023, at approximately 1:12 a.m., troopers were called to Royal Farms located at 30983 Sussex Highway in Laurel for reports of a man pacing in front of the store with a suspicious object in his pocket. Officers from the Laurel Police Department located the suspect at a business across the street from the Royal Farms. The suspect, identified as Brandon Thompson, was taken into custody without incident. Troopers searched Thompson and recovered a grenade and a knife from his pockets.

    During the investigation, troopers discovered Thompson had been at Royal Farms with a group of friends several hours earlier. At that time, a Royal Farms employee overheard Thompson threatening to blow himself and a woman in the group up. Employees were concerned for their safety when Thompson returned to the store hours later and began pacing out front with a suspicious object in his pocket. Through investigative means, troopers identified the woman from earlier as Thompson’s girlfriend and learned Thompson made several additional threats after leaving Royal Farms to blow up and stab his group of friends if they came looking for him.

    Members of the Delaware State Police Explosive Ordnance Disposal Team responded to the scene and secured the grenade. The grenade was discovered to be a training grenade that had been modified, similar to a pipe bomb.

    Thompson was taken to Troop 5, where he was charged with the following crimes:

    • Possession of a Destructive Weapon (Felony)
    • Terroristic Threatening  – 3 counts
    • Disorderly Conduct

    Thompson was arraigned by the Justice of the Peace Court 3 and committed to the Sussex Correctional Institution on a $9,100 cash bond.

    The Delaware State Police continues to investigate a Rehoboth Beach area crash that occurred earlier this month after 81-year-old Richard Bland of Rehoboth Beach, Delaware, died on September 19, 2023, from injuries sustained in the crash.

    On September 2, 2023, at approximately 5:42 p.m., a silver 2010 Honda Cruiser was traveling in the left northbound lane of Coastal Highway just north of Camelot Drive. A black 2018 Jeep Cherokee was stopped in traffic in the left lane directly in front of the Honda. For unknown reasons, the Honda failed to stop and struck the rear of the Jeep. As a result of the impact, the operator of the Honda was partially ejected and came to rest in the middle of the left lane.

    The operator of the Honda, identified as Richard Bland, was taken by ambulance to an area hospital, where he was admitted for critical injuries. On September 19, 2023, he died from injuries sustained in the crash. The operator of the Jeep, a 55-year-old man from Randolph, New Jersey, was not injured.

    The Delaware State Police arrested 33-year-old William Timmons of Delmar, Delaware, on weapon charges following a pursuit that occurred yesterday evening in Delmar.

    On September 25, 2023, at approximately 8:55 p.m., a trooper on patrol in the area of Susan Beach Road and White Deer Road in Delmar observed a red Chevrolet Monte Carlo operated by William Timmons. It was known to the trooper that Timmons was wanted for an earlier Troop 4 investigation, and a computer inquiry revealed he had an active capias. The trooper observed the Chevrolet fail to maintain its lane and initiated a traffic stop. Timmons disregarded the police signal, and the Chevrolet began fleeing at a high rate of speed. After a brief vehicle pursuit, the Chevrolet came to a stop in the driveway of a residence on the 6000 block of White Deer Road. Timmons disregarded multiple verbal commands by troopers to exit the car and continued to resist as he was ultimately taken into custody. Troopers searched the car and located drug paraphernalia and a bayonet on the rear seat.

    Timmons is a convicted felon and is prohibited from possessing a deadly weapon. Timmons was taken to Troop 5 and charged with the following offenses:

    • Possession of a Firearm During the Commission of a Felony (Felony)
    • Possession of a Deadly Weapon by a Person Prohibited (Felony)
    • Disregarding a Police Officer Signal (Felony)
    • Resisting Arrest
    • Possession of Drug Paraphernalia
    • Numerous traffic violations

    Timmons was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $26,710 cash bond.

    Troopers Arrest Man for Multiple Thefts from Vehicles in Newark

    Delaware State Police arrested 35-year-old Ramone Shy of Wilmington, Delaware, for multiple thefts from vehicles Saturday morning in the Newark area.

    On September 23, 2023, troopers responded to multiple Newark area hotels for reports of vehicle break-ins with property stolen. The investigation revealed that during the overnight hours of September 22, 2023, and September 23, 2023, an unknown suspect broke into multiple vehicles in the parking lots of the following Newark hotels: Four Points by Sheraton located at 56 S. Old Baltimore Pike, Hilton Inn located at 100 Continental Drive, Town Place Suites located at 410 Eagle Run Road, and Somerford House located at 510 S. Harmony Road. The suspect gained access into the locked vehicles by shattering a window, and then stole property from within to include cash, payment cards, and electronics. Troopers discovered the suspect was operating a gray Chevrolet Traverse with dark window tint after he was captured on surveillance footage using one of the victim’s payment cards at a Newark ShopRite. Through investigative means, troopers located the occupied Chevrolet parked at a Newark Wawa. A vehicle stop was initiated, and the suspect fled on foot through the parking lot. The suspect, identified as Ramone Shy, was taken into custody after a brief foot pursuit.

    Shy was transported to Troop 2, where he was charged with the following crimes:

    • Theft Under $1500 where a Victim is 62 Years of Age or Older (Felony)
    • Theft Greater than $1500 (Felony)
    • Theft Under $1500 – 4 counts
    • Unlawful Use of Payment Card
    • Resisting Arrest
    • Criminal Mischief – 8 counts

    Shy was arraigned by the Justice of the Peace Court 11 and committed to the Howard R. Young Correctional Institution on a $14,000 secured bond.

    Delaware State Police have identified 45-year-old Cindy Fisher of Sudlersville, Maryland, as the woman who died yesterday from injuries sustained in a fatal crash that occurred Friday night in Hartly.

    On September 22, 2023, at approximately 11:38 p.m., a silver 2018 Chevrolet Malibu was traveling eastbound on Arthursville Road east of Gunter Road in Hartly. For unknown reasons, the Malibu traveled off the roadway, and in doing so, struck a sign. The Malibu continued traveling in an easterly direction and struck an embankment, which caused it to overturn. The Malibu came to rest right side up south of the roadway, and a short time later, became engulfed in flames. The two occupants of the Malibu had exited the vehicle before it caught on fire.

    The operator of the Malibu, identified as Fisher, was taken by ambulance to an area hospital, where she was admitted for critical injuries. On September 23, 2023, she died from injuries sustained in the crash. The passenger of the Malibu, a 33-year-old man from Hartly, Delaware, was taken by ambulance to an area hospital for non-life-threatening injuries.

    State Police Arrest Man for Gun Offenses Following Traffic Stop

    Delaware State Police arrested 20-year-old Angel Velazquez-Bedolla of Wilmington, Delaware, on multiple gun offenses following a traffic stop that occurred early this morning in Wilmington.

    On September 25, 2023, at approximately 2:06 a.m., a trooper on patrol observed a blue Toyota Corolla commit multiple traffic violations as it was traveling northbound on South Market Street in the area of Rogers Road in Wilmington. A traffic stop was initiated, and the trooper made contact with the driver and sole occupant, identified as Angel Velazquez-Bedolla.  A computer inquiry of Velazquez-Bedolla revealed he was wanted for an active capias, and he was taken into custody without incident. A consensual search of the Toyota led to the recovery of a loaded firearm from the glovebox. Velazquez-Bedolla is a person prohibited from owning a firearm or ammunition due to his age.

    Velazquez-Bedolla was taken to Troop 2, where he was charged with the following crimes:

    • Possession of an Unfinished Firearm with no Serial Number (Felony)
    • Possession of a Firearm During the Commission of a Felony (Felony)
    • Possession of a Deadly Weapon by a Person Under 18 (Felony)
    • Possession of Ammunition by a Person Under 18 (Felony)
    • Carrying a Concealed Deadly Weapon (Felony)
    • Traffic Offenses

    Velazquez-Bedolla was arraigned by Justice of the Peace Court 11 and committed to Howard R. Young Correctional Institution on a $60,000 cash bond.

    The Delaware State Police have identified 20-year-old Dereck Wong of Georgetown, Delaware, as the man who died in a fatal crash that occurred Sunday morning in Gumboro.

    Clayton Man Arrested For Three Burglaries

    The Dover Police Department has arrested Scott Ottinger, 53, of Clayton, for three burglaries following an incident Friday evening. Dover Police Department was called to Cinnabon, 1051 North DuPont Highway, for the report of a suspect that had broken into the business. Officers responded and upon arrival, Ottinger was taken into custody without incident. Officers were able to speak with employees of the business who advised that on September 7th, 2023, a suspect broke into the business and stole money. Surveillance from the business confirmed that Ottinger was responsible for the burglary on the 7th as well.  Further investigation led Detectives to determine that Ottinger was also responsible for the burglary at the County Eatery that occurred on September 20th. 

    Ottinger was transported to Dover Police Department where he was processed and arraigned.

    Ottinger was released on $7,700 unsecured bond on the following charges:
    -Burglary Third Degree (3x)
    -Theft Under $1,500 (3x)
    -Criminal Mischief (2x)

    Delaware State Police are seeking the public’s assistance locating Dashaun Truitt, 26, of Lincoln, Delaware.

    On September 19, 2023, at approximately 5:20 p.m., Delaware State Police were called to the 9000 block of Tharp Road, Seaford, Delaware for a stolen motor vehicle report. The 62-year-old victim of Seaford, Delaware, told the arriving trooper that his friend saw and followed the stolen red 1990 Jeep Wrangler in the area of Hastings Farm Road and Concord Pond Road. The trooper located the Jeep traveling southbound on Concord Pond Road. The Jeep accelerated and began to travel at a high rate of speed as the trooper tried to catch up to it with the emergency equipment activated. The operator, identified as Dashaun Truitt, struck a tombstone before striking a tree, disabling the Jeep. He fled from the stolen vehicle in the area of Henry Drive and Church Road, Seaford, Delaware. Truitt has an active warrant for the following crimes:

    • Theft of a Motor Vehicle (Felony)
    • Criminal Mischief More than $5000 (Felony)
    • Disregard a Police Officer Signal (Felony)
    • Resisting Arrest
    • Damaging a Burial Place
    • Criminal Mischief Less than $1000
    • Criminal Trespass 3rd Degree
    • Numerous Traffic Offenses

    Attempts to find Truitt have been unsuccessful. He is described as a black male, approximately 6’1”, and approximately 265 pounds. He has brown eyes and black hair.

    State Police Arrest Man for Felony DUI

    The Delaware State Police arrested 61-year-old Norman St. Sauveur Jr. of Frederica, Delaware for felony DUI on Monday morning.

    On September 18, 2023, at approximately 8:32 a.m., a motorist, while following a red minivan, reported that it struck several curbs and was all over the roadway in the area of North Main Street and East Walnut Street, Magnolia, Delaware. During the check of the area, the trooper observed a red 2008 Dodge Caravan crossing over the fog line while traveling northbound on South State Street, Magnolia, Delaware. The trooper conducted the traffic stop and the vehicle pulled into the Delaware State Police parking lot. While the trooper was behind it, the minivan attempted to make a U-turn and drove up on the curb. The trooper contacted the driver, identified as Norman St. Sauveur Jr., and observed signs of impairment. Following field sobriety tests, St. Sauveur Jr. was arrested for DUI. A computer check showed that St. Sauveur Jr. has two prior DUI convictions.

    While in custody at Troop 3, St. Sauveur Jr. was charged with the following crimes:

    • 3rd Offense DUI (Felony)
    • Traffic offenses

    St. Sauveur Jr. was arraigned by Justice of the Peace Court 7 and was release on $5060 unsecured bond.

    Sussex Drug Detectives Arrest Three Suspects Following Search Warrant

    The Delaware State Police arrested Anthony Morris, 21, Christiana Sturgis, 18, and a 17-year-old male, all of Frankford, Delaware, for multiple drug and gun charges following a search warrant at a residence in Frankford on Friday morning.

    On September 15, 2023, at approximately 6:00 a.m., Sussex Special Investigations Detectives with the assistance of the Delaware State Police Special Operations Response Team, Troop 4 Patrol, and Probation and Parole executed a search warrant at a residence on the 34800 block of North Branchwood Place in Frankford. The search warrant was obtained following a multiple-month-long drug investigation of Anthony Morris, who was suspected of the large-scale distribution of narcotics. The home was occupied by five adults and two juveniles. Morris and the 17-year-old male were taken into custody without incident. Christiana Sturgis was taken into custody without injury after she resisted arrest.

    A search of the home led to the discovery of the following items:

    • Approximately 4.88 grams of crack cocaine
    • Approximately 2.81 grams of cocaine
    • Approximately 38.87 grams of marijuana
    • Approximately 551 bags containing approximately 3.875 grams of heroin
    • Approximately $6,377 in suspected drug dealing proceeds
    • Four firearms
    • Numerous rounds of ammunition
    • Various paraphernalia to include digital scales and distribution/packaging materials

    All three suspects are prohibited from possessing firearms and ammunition. They were taken to Troop 4, where they were charged with the following crimes:

    Troopers Arrest Man for Felony Menacing at Bowling Alley

    The Delaware State Police have arrested 44-year-old Travis Driggus of Dover, Delaware for aggravated menacing and other charges after he caused a disturbance at Doverama Bowling in Dover on Saturday night.

    On July 8, 2023, at approximately 11:47 p.m., troopers responded to Doverama Bowling at 1600 S. Governors Avenue for a report of a disorderly man chasing customers in the parking lot with a large razorblade. Troopers found the man, identified as Travis Driggus, in the parking lot and attempted to speak to him, but he began to flee from the area on foot. Troopers and officers from the Dover Police Department were able to detain Driggus in the front yard of a nearby residence, but were unable to find the razor. Driggus appeared to be intoxicated and was uncooperative with the investigation. No Doverama patrons were injured.

    Driggus was taken to Troop 3 and charged with the following crimes:

    • Possession of a Deadly Weapon During the Commission of a Felony (Felony)
    • Aggravated Menacing (Felony)
    • Resisting Arrest
    • Breach of Release
    • Criminal Trespass Second Degree

    Driggus was arraigned by Justice of the Peace Court 7 and committed to Sussex Correctional Institution on $28,100 secured bond.

    The Delaware State Police have identified a second victim that died in the fatal crash that occurred on July 2, 2023 in Felton.

    The driver of the Cadillac, 26-year-old Rawan Saleh of Philadelphia, Pennsylvania, died yesterday morning at an area hospital after being seriously injured in the collision.

    Gold Alert Issued for 40 Year Old Lewes Man

    Delaware State Police Troop 7 is issuing a Gold Alert for 40-year-old Jonathan Murray of Lewes, Delaware. Jonathan was last known to be in the Milford area on July 6, 2023. Attempts to contact or locate Jonathan have been unsuccessful, and there is a concern for his safety and well-being.

    Jonathan is described as a white male, approximately 6’00” tall, weighing approximately 200 pounds, with brown hair and a beard. He was last known to be wearing a hat, black/neon green shirt, blue shorts, and camouflage Croc shoes.

    The Delaware State Police have arrested 27-year-old Alan Alcantara of Bridgeville, Delaware for the murder of 52-year-old Troy Scofield of Bridgeville, Delaware.

    On June 9, 2023, at approximately 11:14 p.m., the Bridgeville Police Department responded to 309 Cedar Street for a report of a missing person. Officers arrived and saw that a violent confrontation had occurred in the home, and resident Troy Scofield could not be located. The caller had seen fellow housemate Alan Alcantara leaving the residence in a blue 2006 Honda Civic before the police were contacted.

    The Delaware State Police Homicide Unit assumed the investigation and linked Alcantara to Scofield’s disappearance and apparent homicide. On June 10, 2023, detectives obtained an arrest warrant for Alcantara, charging him with Murder First Degree.

    On June 11, 2023, at approximately 3:30 p.m., detectives located Alcantara’s blue Honda Civic parked on a commercial property on the 20500 block of Dupont Boulevard in Georgetown. Detectives searched the car and found Scofield’s body in the trunk.

    On June 13, 2023, at approximately 3:03 a.m., officers from the Dover Police Department responded to the 1000 block of South Little Creek Road for a report of a suspicious person. Officers arrived and found Alcantara hiding in a shed. He was taken into custody without incident.

    Alcantara was taken to Troop 3, where he was charged with Murder First Degree. Alcantara was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $1,000,000 cash bond.

    Man Arrested for 5th Offense DUI

    On Friday afternoon, the Delaware State Police arrested 69-year-old Louis Morelli of Lewes, Delaware for felony DUI after a traffic stop that occurred in Lewes.

    On May 19, 2023, at approximately 1:00 p.m., a trooper on patrol observed a blue Honda Accord traveling westbound on Lewes Georgetown Highway near the intersection at Dairy Farm Road. The trooper saw the Accord accelerate and pass several vehicles without signaling, and the driver of the Accord nearly caused an accident at the intersection of Dairy Farm Road and Beaver Dam Road. The trooper stopped the Accord and contacted the driver, identified as Louis Morelli. During their interaction, the trooper detected signs of impairment with Morelli, and Morelli was subsequently taken into custody for DUI. A computer check showed that Morelli has four prior convictions for DUI.

    Morelli was taken to Troop 7 and charged with 5th Offense DUI (felony) and numerous traffic violations. He was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on $7,000 secured bond.

    Domestic Incident Leads to Vehicle Pursuit and Barricade Causing Major Traffic Delays

    An 18-year-old female of Dover is receiving treatment at an area hospital following a domestic incident that lead to a vehicle pursuit and barricade, causing major traffic delays. The incident began when Officers were called to the unit block of Vera Way for the report of a domestic where a female was in possession of a knife threatening another subject. Upon officers arrival, the female, an 18-year-old of Dover, was still in possession of the knife and when officers confronted her, she entered a vehicle and drove away which prompted officers to pursue her. The 18-year-old drove westbound to McKee Road and College Road where she stopped and officers attempted to take her into custody. While officers were attempting to take her into custody, the 18-year-old pulled out a large knife and reversed her vehicle, striking a Dover Police patrol vehicle. The 18-year-old then drove northbound on McKee Road to Scarborough road, eventually traveling southbound on North DuPont Highway, before coming to a stop in the southbound lanes in the 1100 Block of North DuPont Highway. The pursuit lasted approximately 10 minutes. Officers made contact with the 18-year-old at the window of the vehicle and she expressed the intent to harm herself with the knife while refusing to exit the vehicle. An ambulance was requested and the northbound and southbound lanes of North DuPont Highway were closed in the immediate area. Members of the Dover Police Department’s Crisis Negotiations Team spoke to the 18-year-old for approximately an hour and 29 minutes before she exited the vehicle and was taken into custody without incident. The 18-year-old was transported to an area hospital for an evaluation. No one was injured during this incident and no vehicles were damaged. Given the sensitive circumstances surrounding this incident, the names of the individuals will not be released.

    Homicide Unit Investigating Murder in Bridgeville

    The Delaware State Police are investigating a shooting that occurred in Bridgeville last night that left one man dead.

    On May 14, 2023, at approximately 7:01 p.m., troopers responded to the 21000 block of Mill Park Drive regarding a shooting that had just occurred. Troopers arrived and found 23-year-old Orbby Holder of Bridgeville, Delaware lying on the front yard of a residence suffering from gunshot wounds. Troopers and EMS personnel rendered medical aid to Holder at the scene, and he was taken to an area hospital for emergency treatment. Holder was later pronounced dead at the hospital, and the Delaware State Police Homicide Unit assumed the investigation.

    Detectives learned that Holder had been at a party on Mill Park Drive when he was confronted by an unknown man. The confrontation escalated and the unknown suspect shot Holder with a handgun. The suspect then fled the scene in an unknown direction.

    Delaware State Police Investigating Single Vehicle Fatal Collision

    Delaware State Police are investigating a fatal single motor vehicle collision that occurred in the Seaford area this morning.

    On May 14, 2023, at approximately 5:34 a.m., a 1999 Toyota Corolla operated by a 33-year-old male of Bridgeville, DE, was traveling westbound on Hearns Pond Road at a high rate of speed, approaching the intersection of Conrail Road. The intersection of Hearns Pond Road and Conrail Road is controlled by a four-way stop sign. Immediately west of the intersection of Conrail Road, there is a railroad crossing. The Toyota failed to stop at the stop sign and continued west through the intersection and over the railroad crossing, which caused the vehicle to go airborne. The Toyota then landed in the center of Hearns Pond Road, and began rotating clockwise as it was traveling in a northwesterly direction. The Toyota exited the north edge of the roadway, crossing over a ditch and its front center struck a tree.

    The 33-year-old male operator of the Toyota who was not properly restrained, was pronounced deceased on the scene. Identification of the victim is pending notification to the next of kin.

    Hearns Pond Road in the area of the collision was closed for approximately 4.5 hours while the crash was investigated, and the roadway was cleared.

    The Delaware State Police Troop 7 Collision Reconstruction Unit continues to investigate this collision.     Former Teacher Arrested for Multiple Counts of Rape Involving Former Student

    Delaware State Police have arrested 42-year-old Reed Messer, a former Delaware educator for multiple counts of rape after accusations of a sexual relationship with a former student.

    On December 23, 2022, the Delaware State Police Troop 2, Criminal Investigations Unit, received a report from the Delaware Division of Family Services alleging a former teacher at Stanton Middle School, located at 1800 Limestone Road, Wilmington, had a sexual relationship with a juvenile student, approximately nine years prior.  Through further investigation it was determined that the teacher and student had an apparent sexual relationship that began in October 2014 and lasted for approximately two months.

    On April 26, 2023, troopers obtained an arrest warrant for Messer. Law Enforcement in South Carolina located Messer at her residence in Greenville, South Carolina and took her into custody. Messer was being held in the Department of Corrections in South Carolina until yesterday when she was extradited back to Delaware.

    On May 9, 2023, Messer was transported to Troop 2 where she was charged with the following crimes:

    • Sexual Abuse of a Child by a Person of Trust 1st Degree (Felony) – 2 counts
    • Rape 3rd Degree (Felony)- 10 Counts
    • Rape 4th Degree (Felony)- 10 Counts

    Messer was arraigned by the Justice of the Peace Court #2 and committed to the Delores J. Baylor Women’s Correctional Institution on a $310,000 cash bond.

    Reed Messer has not been an employee of the Red Clay Consolidated School District since November 2014.

    Due to the sensitivity of this case, and in consideration of the victim, only limited information will be released.

    State Police Investigating Late-Night Shooting

    The Delaware State Police are investigating a shooting that occurred last night in Dover that left one man injured.

    On May 6, 2023, at approximately 11:43 p.m., troopers responded to the 1500 block of South Governors Avenue regarding a shooting. Troopers discovered that a 19-year-old Dover man had been shot once in his leg while he was leaving a nearby party. The man was taken to an area hospital for non-life-threatening injuries and was later released. Troopers learned that several vehicles were struck by rounds during the shooting, as well the nearby Touchdown bar and Valero gas station buildings.

    No other injuries were reported, and detectives recovered numerous bullet casings from the area. There is currently no suspect information available.

    Troopers Arrest Man on Gun Charges

    The Delaware State Police have arrested 28-year-old Evelio Alvarez of Frankford, Delaware on gun charges following a traffic stop that took place late Saturday night.

    On May 6, 2023, at approximately 11:44 p.m., troopers were dispatched to the 36000 block of Robin Hood Road in Delmar regarding a report of a subject with a gun. As troopers were responding to the scene, dispatch advised that the suspect was leaving the area in a silver Dodge Durango. Troopers found the silver Durango on Old Stage Road in Laurel and conducted a traffic stop. During the stop troopers learned that one of the rear seat passengers, identified as Evelio Alvarez, had a gun. Troopers attempted to take Alvarez into custody, but he refused to listen to commands and physically resisted arrest. Alvarez was detained by troopers and placed in a police vehicle, where he began damaging the interior. Troopers searched the Durango and found a handgun that had been concealed under the front passenger seat.

    Computer checks showed that Alvarez, who appeared to be drunk, is a convicted drug offender prohibited from possessing a firearm. Alvarez was taken to Troop 5 and charged with the following crimes:

    State Police Arrest Man on Felony Gun and Drug Charges

    The Delaware State Police have arrested 43-year-old Lenell Abbott of Dover, Delaware on several felony gun and drug charges following an investigation that began Thursday evening.

    On May 4, 2023, at approximately 10:23 p.m., troopers responded to a residence on Cathy Avenue in Dover after the homeowner reported that his house had been struck by gunfire. Troopers discovered that a 13-year-old boy had been in his bedroom earlier that day when a bullet went through his wall. The boy was not injured, and troopers were able to trace the bullet’s trajectory back to the neighboring residence. Detectives contacted the neighbor, identified as Lenell Abbott, and learned that Abbott had accidentally fired a handgun through his kitchen window.

    Computer checks of Abbott revealed that he is a convicted felon prohibited from possessing firearms and/or ammunition. Detectives executed a search warrant at Abbott’s home and found two more handguns, two boxes of ammunition, approximately 34.61 grams of crack cocaine, approximately 15.32 grams of powder cocaine, and over $7,500 in suspected drug dealing proceeds.

    Abbott was taken to Troop 3 and charged with the following crimes:

    • Possession of a Controlled Substance in a Tier 3 Quantity (Felony)
    • Possession With Intent to Deliver a Controlled Substance in a Tier 2 Quantity (Felony)
    • Possession of a Firearm by a Person Prohibited (Felony) – 3 counts

    Troopers Arrest Man for 9th Offense DUI

    The Delaware State Police have arrested 44-year-old Christopher Harris of Cheswold, Delaware for felony DUI following a traffic stop that took place yesterday afternoon in Dover.

    On May 6, 2023, at approximately 4:16 p.m., a trooper on patrol observed a silver Dodge Ram traveling northbound on South Dupont Highway near Walnut Shade Road. The trooper saw the driver of the pickup swerving on the road, cross his lane lines multiple times, and change lanes without using a turn signal. The trooper stopped the Ram and contacted the driver, identified as Christopher Harris. The trooper smelled alcohol coming from Harris’ breath, observed signs of impairment, and saw open alcoholic drinks in the truck. Harris was subsequently taken into custody for DUI.

    Computer checks of Harris showed that his driver’s license was suspended. Checks also showed that Harris has eight prior convictions for DUI. Harris was taken to Troop 3 and charged with 7th Offense or Greater DUI and numerous traffic offenses. Harris was arraigned by Justice of the Peace Court 7 and committed to Sussex Correctional Institution on $21,007 cash bond.

    Troopers Arrest Man for Shoplifting and Lewdness

    The Delaware State Police have arrested 30-year-old Dane Smith of Ocean View, Delaware for shoplifting, lewdness, and other offenses following an incident that occurred yesterday afternoon in Bear.

    On May 2, 2023, at approximately 4:06 p.m., troopers responded to the Lowe’s located at 1030 East Songsmith Drive for a report of a shoplifter in the store. A trooper arrived and was told by employees that there was a man who had passed out in a store aisle after he had intentionally inhaled numerous cans of air duster spray that he did not purchase. The suspect had also exposed his penis and vomited on himself while in Lowe’s, disturbing other shoppers. The trooper contacted the man, identified as Dane Smith, who rose to his feet and made a fist. The trooper attempted to take Smith into custody, but Smith physically resisted arrest and struggled with the trooper. The trooper was able to handcuff Smith after she used her Taser to gain compliance.

    Smith was taken to an area hospital for medical treatment. Afterwards, he was taken to Troop 2 and charged with the following crimes:

    • Resisting Arrest With Force or Violence (Felony)
    • Offensive Touching of a Law Enforcement Officer
    • Shoplifting Under $1,500
    • Lewdness
    • Menacing
    • Inhaling Intoxicating Fumes or Vapors
    • Disorderly Conduct

    Smith was arraigned by Justice of the Peace Court 2 and committed to Howard R. Young Correctional Institution on $6,000 secured bond.

    Delaware State Police Investigating Fatal Collision Involving Two Work Trucks

    Delaware State Police are investigating a fatal motor vehicle collision involving two work trucks that occurred in the Smyrna area yesterday morning.

    On April 26, 2023, at approximately 11:43 a.m., a 2021 International Box Truck was northbound on Korean War Veterans Memorial Highway (Route 1) in the right lane north of Exit 114. At the time, a 2018 International Flatbed Truck was stopped on the northbound right shoulder of Route 1 north of Exit 114.  The operator of the stopped flatbed truck was outside of the vehicle when the operator of the box truck fell asleep and drifted off the east edge of the roadway.  The front of the box truck struck the left rear of the flatbed truck. The operator of the flatbed truck was also struck during the collision. The box truck then swerved to the left traveling across both northbound lanes of Route 1 and off the west edge of the roadway, where it struck a guardrail with its left front bumper and into the grass median.

    The operator of the box truck, a 24-year-old male from Ranson, WV was transported to an area hospital for minor injuries. There was a 57-year-old male front-seat passenger from Baltimore, MD in the box truck who was pronounced deceased at the scene. Identification of the victim is pending notification to the next of kin.

    The operator of the flatbed truck, a 60-year-old male from Somerset, NJ was transported to an area hospital in critical condition.

    Northbound Route 1 was closed for approximately four and a half hours while the collision was investigated, and the roadway was cleared.

    One Suspect Arrested* Delaware State Police Investigating Shooting at the Christiana Mall

    Delaware State Police have arrested a 17-year-old juvenile male from Newark, DE with criminal charges in connection with a shooting incident that occurred at the Christiana Mall in early April.

    On April 8, 2023, at approximately 6:43 p.m., the Delaware State Police responded to the Christiana Mall for a reported shooting at the food court entrance. Investigation revealed that three male suspects confronted an 18-year-old male victim as he was exiting the food court. The three suspects began to physically assault the victim, at which point the victim’s two friends entered the physical altercation and began fighting with the suspects. During the fight, one suspect removed a handgun from his waistband and began firing multiple rounds. The first victim and his friend, a 16-year-old male were both struck by three rounds in the torso and the lower extremities. The suspects then fled the scene.

    There was one 18-year-old victim who was standing on the sidewalk outside of the entrance when he was struck by one round in the lower extremity.  He was transported to an area hospital for non-life-threatening injuries.

    Through investigative means, troopers have identified one of the three suspects. On April 18, 2023, the 17-year-old suspect turned himself in at Troop 2 where he was charged with Facilitate a Riot (Felony), Conspiracy Second Degree (Felony), and Offensive Touching. The juvenile was arraigned in the New Castle County Family Court and committed to a Division of Youth Rehabilitative Services facility on a $15,000 secured bail.

    The remaining two suspects have not been identified at this time. This remains an active and ongoing investigation.     Troopers Arrest Man for Fleeing in a Stolen Car

    The Delaware State Police have arrested 19-year-old Tahvon Hughes of Philadelphia, Pennsylvania after he fled from a traffic stop in a stolen car yesterday morning in Millsboro.

    On March 29, 2023, at approximately 10:50 a.m., troopers responded to Gravel Hill Road near Zoar Road regarding a stolen 2018 gray BMW X5 that was traveling through the area. BMW was able to provide GPS coordinates to police dispatchers, and a trooper saw the car headed southbound on Gravel Hill Road. Troopers attempted to stop the BMW on Gravel Hill Road south of Mount Joy Road, but the driver sped away. Troopers briefly pursued the stolen car until a State Police helicopter obtained a view of the BMW. The suspect continued speeding through Millsboro and eventually began traveling northbound towards Milton. With the helicopter still maintaining a visual on the car, the suspect proceeded through Milton and began heading northbound on Coastal Highway towards Milford. The BMW stopped on Coastal Highway just north of Sharps Road, and the driver turned the car off. The driver, identified as Tahvon Hughes, was subsequently taken into custody without incident.

    Troopers confirmed that the BMW had been reported as stolen by the Philadelphia Police Department earlier that day.

    Hughes was taken to Troop 4 and charged with the following offenses:

    • Receiving Stolen Property Over $1,500 (Felony)
    • Disregarding a Police Officer Signal (Felony)
    • Numerous traffic charges

    The Delaware State Police have arrested 27-year-old Octavio Lopez-Hernandez of Dover, Delaware for felony DUI following a traffic stop that occurred early this morning in Dover.

    On March 25, 2023, at approximately 1:50 a.m., a trooper on patrol observed a silver Nissan Rogue traveling at a high rate of speed southbound on North Dupont Highway near Scarborough Road. The trooper stopped the Rogue and contacted the driver and only occupant, identified as Octavio Lopez-Hernandez. The trooper smelled alcohol coming from Lopez-Hernandez’s breath and detected signs of impairment. Lopez-Hernandez was subsequently taken into custody for DUI. A computer check of Lopez-Hernandez showed that he has seven prior convictions for DUI.

    Lopez-Hernandez was taken to Troop 9 and charged with the following offenses:

    • Driving Under the Influence, 7th Offense or Greater (Felony)
    • Driving While Suspended or Revoked
    • Failure to Have Insurance Identification in Possession
    • Speeding

    State Police Arrest Two Men for Drug Dealing

    The Delaware State Police have arrested 32-year-old Victor Hammond of Bridgeville, Delaware and 30-year-old Derrious Signey of Seaford, Delaware on numerous felony charges following a drug dealing investigation that took place yesterday.

    On March 21, 2023, at approximately 12:00 noon, members of the Delaware State Police Sussex County Drug Unit executed a search warrant at a residence on the 300 block of North Street in Seaford. With assistance from the Special Operations Response Team and the Seaford Police Department, detectives were able to take Victor Hammond and Derrious Signey into custody inside of the residence without incident. The ensuing search led to the discovery of the following:

    • Approximately 90.83 grams (over 3 ounces) of suspected raw heroin
    • Approximately 247 baggies containing approximately 1.729 grams of suspected heroin
    • Approximately 75.11 grams (over 2.5 ounces) of cocaine
    • Approximately 17.12 grams of crack cocaine
    • Approximately 13.11 grams of marijuana
    • 4 Oxycodone pills
    • 1 loaded handgun
    • Various rounds of ammunition
    • Various items of drug paraphernalia
    • Over $2,800 in suspected drug proceeds

    Computer checks showed that Hammond is a convicted felon prohibited from possessing firearms and/or ammunition. Computer checks also showed that Signey is a convicted drug offender prohibited from possessing firearms and/or ammunition.

    Hammond and Signey were taken to Troop 4 and charged with the following crimes:

    Troopers Arrest Man for Felony DUI Following Pursuit

    The Delaware State Police have arrested 48-year-old Rodney Hearn of Georgetown, Delaware for felony DUI and other offenses following a vehicle pursuit that occurred early this morning in Bridgeville.

    On March 20, 2023, at approximately 1:23 a.m., a trooper on patrol observed a silver 2004 Kia Spectra turn left onto Coverdale Road from Mill Park Drive. The driver of the Kia failed to properly signal, and the trooper attempted to stop the car on Coverdale Road at Seashore Highway. However, the driver did not stop on command and began speeding away northbound on Chaplains Chapel Road. The trooper pursued the Kia until it came to a stop on Tuckers Road west of Oak Road. The driver, identified as Rodney Hearn, was subsequently taken into custody without incident. Hearn showed signs of impairment and was found to be in possession of drug paraphernalia and approximately .38 grams of crack cocaine that he had attempted to destroy. Computer checks showed that Hearn has three prior convictions for DUI.

    Hearn was taken to Troop 5 and charged with the following offenses:

    • 4th Offense DUI (Felony)
    • Disregarding a Police Officer Signal (Felony)
    • Tampering With Physical Evidence (Felony)
    • Possession of a Controlled Substance

    School Resource Officer Arrests Student Found With Gun At Sussex Central High School

    Yesterday the Delaware State Police arrested a 16-year-old student at Sussex Central High School in Georgetown after he was found to be in possession of a handgun on school property.

    On March 15, 2023, at approximately 9:00 a.m., the school resource officer at Sussex Central High School was notified by staff that a student in the building had a firearm in his possession. The trooper contacted the student and removed him from his classroom. A search of the teen’s backpack led to the discovery of an unloaded handgun with accompanying ammunition. The gun was confiscated and the 16-year-old was taken into custody without incident. No students or staff were harmed and the school day proceeded as normal.

    The teen was taken to Troop 4 and charged with Possession of a Weapon in a Safe School Zone (Felony). He was arraigned by Justice of the Peace Court 3 and released on $2,500 unsecured bond. He was also issued a no contact order with the Indian River School District.

    The Delaware State Police have arrested 18-year-old Michael Flamer and 18-year-old Tajon West, both of Chester, Pennsylvania, for committing an armed robbery early this morning in Laurel.

    On March 11, 2023, at approximately 12:50 a.m., troopers responded to the Lakeside Motel in Laurel regarding a robbery that had just occurred. Troopers contacted a 34-year-old man who advised that he works for a ridesharing company and had just given two men a ride to Laurel from the Philadelphia area. When they arrived at the predetermined destination, the two men pushed the driver and took his cell phone from him. Both suspects threatened to shoot the driver if he did not get out of the car, while one of the suspects began pulling what looked like a gun out from his jacket pocket. The suspects got out of the car and tried to open the driver’s door, but the victim was able to leave and drive to the Lakeside Motel to call 9-1-1.

    Later at approximately 4:23 a.m., a trooper contacted two men at the Relax Inn, located at 30702 Sussex Highway in Laurel. Both men were looking for a ride to Philadelphia, and both matched the suspect descriptions provided by the victim. The two suspects, identified as Michael Flamer and Tajon West, were taken into custody without incident.

    Flamer and West were taken to Troop 5 and both were charged with the following crimes:

    • Robbery First Degree (Felony)
    • Possession of a Firearm During the Commission of a Felony (Felony)
    • Aggravated Menacing (Felony)
    • Conspiracy Second Degree (Felony)
    • Terroristic Threatening

    Flamer and West were arraigned by Justice of the Peace Court 3 and both were committed to Sussex Correctional Institution on $47,500 cash bond.

    The Delaware State Police have arrested 33-year-old Mikkail Stephens of Georgetown, Delaware on drug dealing and gun charges following a traffic stop that occurred in Lewes early this morning.

    On March 12, 2023, at approximately 1:17 a.m., a trooper on patrol observed a silver 2003 Cadillac DeVille traveling westbound on Lewes Georgetown Highway in the area of Minos Conaway Road. The DeVille began swerving on the road and crossed over its lane of travel. The trooper stopped the sedan and contacted the driver, identified as Mikkail Stephens. Stephens displayed signs of impairment, and he was subsequently taken into custody for DUI. An inventory search of the car led to the discovery of a concealed handgun, approximately 260.76 grams of marijuana, drug paraphernalia, and over $700 in suspected drug dealing proceeds. A computer check showed that the handgun had been reported as stolen by Delaware State Police Troop 3 in October 2020.

    Stephens was taken to Troop 7 and charged with the following crimes:

    The Delaware State Police have arrested 19-year-old Shyheim Drayton-Upshur of Seaford, Delaware on felony gun charges following a traffic stop that occurred in Seaford early this morning.

    On March 12, 2023, at approximately 1:05 a.m., a trooper on patrol saw a gray Nissan Altima traveling eastbound on Concord Road in the area of Bethel Concord Road. The trooper observed as the driver of the Altima crossed the double-yellow line and illegally passed the car in front of it. The trooper stopped the Nissan and made contact with the occupants, which included front-seat passenger Shyheim Drayton-Upshur. The trooper smelled marijuana coming from inside of the car, and all occupants were asked to exit the vehicle so a probable cause search could be conducted. During the search, troopers found a loaded handgun that was concealed under the front-passenger seat. Drayton-Upshur was subsequently taken into custody at the scene without incident. A computer check of Drayton-Upshur showed that he is a convicted felon prohibited from possessing firearms and/or ammunition.

    Drayton-Upshur was taken to Troop 5 and charged with the following crimes:

    • Possession of a Firearm by a Person Prohibited (Felony)
    • Possession of Ammunition by a Person Prohibited (Felony)

    Delaware State Police have arrested 40-year-old Michael Moyer of Milford, Delaware following a traffic stop that occurred this morning in Seaford.

    On Wednesday, March 8, 2023, at approximately 12:53 a.m., a trooper patrolling Sussex Highway, near Concord Road, conducted a traffic stop on a vehicle that had an expired registration plate. Troopers contacted the driver and only occupant, identified as Michael Moyer. Troopers discovered Moyer was wanted and took him into custody. A search of Moyer and his vehicle revealed he was in possession of approximately .33 grams of methamphetamine, approximately .19 grams of crack cocaine, a concealed shotgun, and ammunition. Moyer is a convicted felon prohibited from possessing firearms and/or ammunition. He was also determined to be driving while under the influence of narcotics.

    Moyer was taken to Troop 5 and charged with the following crimes:

    Delaware State Police Troop 3 is issuing a Gold Alert for 15-year-old Destiny Hastings-Marino of Dover, Delaware. Hastings-Marino was last seen in the Dover area on February 19, 2023. Attempts to contact or locate Hastings-Marino have been unsuccessful, and there is a concern for her safety and well-being.

    Hastings-Marino is described as a white female, approximately 5’01” tall, weighing approximately 110 pounds, with blonde hair and blue eyes. She was last seen wearing gray sweatpants with a pink tank top.

    Delaware State Police are investigating a fatal single motor vehicle collision that occurred in the Felton area yesterday afternoon.

    On March 2, 2023, at approximately 2:45 p.m., a 2013 Mazda 5 was traveling eastbound on Carpenters Bridge Road east of Roesville Road, Felton approaching a moderate right curve.  For unknown reasons, the Mazda crossed the westbound lane and traveled off the north edge of the roadway. The front of the Mazda then struck a tree.

    The 75-year-old male operator from Frederica was transported by ambulance to an area hospital where he was pronounced deceased. Identification of the victim is pending notification to the next of kin.

    Troopers Arrest Five Subjects for Organized Retail Theft

    The Delaware State Police have arrested five suspects in connection with multiple shopliftings.

    On February 27, 2023, at approximately 3:31 p.m., troopers were dispatched to the Cosmetic Company outlet store located at 34986 Midway Outlet Drive, Rehoboth Beach, DE in reference to a shoplifting. It was reported four females and one male fled from the store with stolen merchandise and drove off in a light blue minivan with California registration. Troopers located a vehicle matching the description traveling northbound on Coastal Highway (Route 1) near Broadkill Bridge. A traffic stop was initiated and contacted was made with the operator identified as Vidu Miclescu (20 years-old), and four occupants identified as Mirela Velcu (41), Madalina Pirvu (29), Speranta Dumitru (34), Ancuta Ignat (37) all of Middle River, MD. Upon contact the trooper observed stolen merchandise in plain view inside of the vehicle. All subjects were taken into custody without incident, and a subsequent search of the vehicle lead to the discovery of approximately 92,322.98 worth of stolen merchandise, which included fragrances, clothing, purses, and blankets, $9,866 of US currency, two large fixed blade knives and brass knuckles. At this time, there has been three stores identified with having merchandise stolen by the suspects. The stores included are the Cosmetic Company Outlet, Cracker Barrel, and the Coach Outlet.

    The suspects were transported to Troop 7 where they were each charged with the following crimes:

    Delaware State Police Conduct Homicide Investigation In Georgetown

    The Delaware State Police are investigating a homicide that occurred last night in the town limits of Georgetown.

    On February 27, 2023, at approximately 8:28 p.m., the Georgetown Police Department responded to the Dunbarton Apartments for a reported shooting. When officers arrived on the scene, they located a male victim suffering from multiple gunshot wounds inside an apartment. A preliminary investigation reveals that the victim was a visitor at the apartment. A female knocked on the apartment door. The victim answered and let the female in. Once the female was inside the apartment, an unknown male suspect forced the apartment door open and shot the victim several times. The suspect then fled on foot. Emergency Medical Services arrived on the scene and transported the victim to an area hospital, where he died from his injuries.

    The victim’s identification is being withheld until notification is made to the family. The Delaware State Police Homicide Unit assumed the investigation at the request of the Georgetown Police Department. No suspect information is available at this time.

    The Delaware State Police Homicide Unit is currently conducting a criminal investigation in the Felton area that began early this morning.

    On February 27, 2022, at approximately 12:30 a.m., troopers responded to the intersection of Hopkins Cemetery Road and Marshyhope Road for a report of a subject lying in a ditch near the roadway. Troopers arrived on-scene and discovered a 35-year-old male victim from Houston, DE with a gunshot wound to the upper extremity. The victim was transported to an area hospital where he was pronounced deceased. Identification of the victim is pending notification to the next of kin.

    Further investigation determined the victim’s vehicle broke down in the area and he utilized a nearby resident’s phone to call for assistance. After returning to his vehicle, a subsequent confrontation occurred, and the victim was shot.

    Maryland Man Arrested After Crashing Stolen Vehicle

    Delaware State Police have arrested 26-year-old Damiean Turner of East New Market, Maryland, for firearm and traffic-related offenses.

    On February 26, 2023, at approximately 8:34 a.m., a trooper was dispatched to Seaford Road north of Morgan Branch Drive for a single motor vehicle accident. The investigation revealed that a Chevrolet Equinox was traveling northbound on Seaford Road before it exited the east edge of the roadway and struck a guardrail. Damiean Turner, who showed signs of impairment, was identified as the sole occupant and driver of the Equinox. A computer inquiry revealed that the vehicle was stolen from the Salisbury Police Department’s jurisdiction. A subsequent search of the vehicle revealed a loaded firearm and additional ammunition. Turner was transported to an area hospital for non-life-threatening injuries from the motor vehicle accident. He was later charged with the following crimes:

    • Possession of a Firearm or Ammunition by a Person Prohibited (Felony) – 2 counts
    • Carrying a Concealed Deadly Weapon (Felony)
    • Receiving Stolen Property > $1500 (Felony)
    • Possession of a Firearm While Under the Influence (Misdemeanor)

    Turner was arraigned by the Justice of the Peace Court 3 and committed to the Sussex Correctional Institution on a $33,400 cash bond.

    Delaware State Police Investigating Homicide

    The Delaware State Police are investigating a homicide that occurred yesterday morning in Bridgeville.

    On February 17, 2023, at approximately 9:13 a.m., officers from the Bridgeville Police Department responded to Champions Drive in Heritage Shores to check on the well-being of a 57-year-old woman who was residing there. Family members were concerned for the victim when they were unable to recently contact her. Officers entered the home, and when they found the deceased woman it appeared that she was the victim of a homicide.

    The Delaware State Police Homicide Unit assumed the investigation at the request of the Bridgeville Police Department. Detectives are attempting to locate the victim’s missing vehicle, a silver 2017 Mercedes-Benz GLS bearing Delaware vanity registration “YCANTI.” A photograph of a similar vehicle is depicted below for reference.

    Troopers Arrest Man During Burglary-in-Progress

    The Delaware State Police have arrested 18-year-old Joshua Sample of Houston, Delaware for burglarizing a Harrington convenience store earlier this morning.

    On February 17, 2023, at approximately 1:38 a.m., troopers responded to the Summit Mart located at 4478 Milford Harrington Highway after receiving reports of multiple alarm activations occurring at the closed business. Troopers arrived and noticed that a side window to the store was broken. Troopers gave announcements for the suspect to exit the business, and Joshua Sample was subsequently taken into custody without incident. Sample was wearing gloves and a mask and provided a false name to troopers. He was also found to be in possession of drug paraphernalia and stolen store merchandise. Further investigation revealed that Sample and a second unknown suspect had burglarized the Summit Mart on both January 13 and January 25 as well.

    Sample was taken to Troop 3 and charged with the following crimes:

    • Burglary Third Degree (Felony) – 3 counts
    • Wearing a Disguise During the Commission of a Felony (Felony)
    • Theft Over $1,500 (Felony)

    Dover Man Arrested For Burglary At Food Lion

    The Dover Police Department has arrested Terrence Jones, 54, of Dover, following a burglary that occurred at Food Lion early Wednesday morning. The investigation began when Dover Police Department received a call for a burglary at the store at 2:04 a.m. It was reported that there was a black male inside of the business causing damage and removing property from the store. Officers responded, however the suspect was gone upon their arrival. Officers confirmed that the suspect had broken into the store by shattering a glass door and that he removed an undisclosed amount of tobacco products from the store.  Officers were able to review store surveillance and obtain a suspect description, later determined to be Jones, which was relayed to other officers working. 

    At 3:42 a.m., Jones was taken into custody without incident on South New Street wearing the exact clothing from the burglary and was in possession of tobacco products. Jones was transported to Dover Police where he was processed and arraigned.

    Jones was released on $3,000 unsecured bail on the following charges:
    -Burglary Third Degree
    -Possession of Burglar Tools
    -Theft Under $1500
    -Criminal Mischief $1000 but less than $5,000

    Jones was committed to SCI on an outstanding capias.

    Troopers Arrest Woman for Assault and Burglary

    The Delaware State Police have arrested 31-year-old Brienna Wildy of Lewes, Delaware for felony assault and other charges after an incident that occurred in Rehoboth Beach yesterday morning.

    On February 14, 2023, at approximately 11:00 a.m., troopers responded to a residence on the 37000 block of Burton Avenue regarding a trespassing complaint. Troopers spoke with the 63-year-old homeowner, who advised that his acquaintance Brienna Wildy had entered his shed without his permission, despite her not being welcome on his property. Troopers learned that Wildy also confronted a disabled 57-year-old woman at the shed. Wildy attacked the woman with a wooden board, causing swelling on her arm. Wildy continued arguing with the homeowner after the assault until troopers arrived at the scene.

    Troopers located Wildy on foot a short distance away, and she was detained without incident. Wildy was taken to Troop 7 and charged with the following crimes:

    • Burglary Second Degree (Felony)
    • Assault Second Degree (Felony)
    • Aggravated Menacing

    Wildy was arraigned by Justice of the Peace Court 2 and was released on $5,000 unsecured bond.

    Troopers Attempting to Identify Driver of Stolen Car

    The Delaware State Police are asking for the public’s help with identifying the driver who fled from troopers after he crashed a stolen car last night in Rehoboth Beach.

    On February 13, 2023, at approximately 11:08 p.m., a trooper on patrol in Lewes observed a tan 2008 Chevrolet Malibu traveling southbound on Coastal Highway south of Dartmouth Drive. A computer check of the Malibu’s registration showed that the car had been reported as stolen out of Milford Police Department earlier that day. The trooper began following the car and attempted to stop the vehicle, but the driver accelerated into the parking lot of the Hampton Inn, located at 18826 Coastal Highway in Rehoboth Beach. The Malibu collided with an unoccupied parked car, and three occupants fled from the stolen vehicle on foot. Patrol troopers and the Delaware State Police Aviation Unit began searching the surrounding areas and were able to find the two passengers hiding in a yard in the Maplewood development. The driver was not located and has not been identified.

    Both passengers, identified as 17-year-old males from Ellendale, were taken to Troop 7 and charged with Resisting Arrest. After being arraigned by Justice of the Peace Court 3, one teen was turned over to a legal guardian, and the other was committed to Stevenson House Detention Center on $1,000 secured bond.

    The Delaware State Police are investigating an armed robbery that occurred in Dover late yesterday afternoon.

    On February 10, 2023, at approximately 5:30 p.m., a 28-year-old man was walking northbound on North Dupont Highway south of Rose Bowl Road when he was unexpectedly approached from behind by two unknown black males. One of the suspects held what was believed to be a handgun to the victim’s head while one of the suspects took the victim’s wallet from his pocket. Both suspects then fled into a nearby wooded area on foot. The victim was not injured during the robbery.

    There are no further descriptions of the two suspects, and no images or surveillance videos are available at this time.

    Delaware State Police Investigate the Discharge of a Gun During High School Basketball Game

    The Delaware State Police have arrested Demetrius Lyn-Brown, 20, from Bear, DE, and a 15-year-old juvenile male of Middletown, DE in connection with the discharge of a gun inside Appoquinimink High School that occurred Monday night during a high school basketball game.

    On February 6, 2023, at approximately 7:16 p.m., troopers responded to Appoquinimink High School, located at 1080 Bunker Hill Road, Middletown, for a report of a shot fired. Two troopers who were working extra duty for a basketball game at the school responded to a hallway outside of the gymnasium where a fight had just occurred. Further investigation revealed that a handgun fell to the ground during a large fight. The gun was stepped on during the physical altercation causing the gun to discharge and strike a wall. Subsequently, the handgun was recovered in the hallway. There were no injuries as a result of the discharged firearm.

    Through investigative means, troopers identified the four suspects involved and obtained warrants for their arrest. On February 9,2023 Demetrius Lyn-Brown and the 15-year-old juvenile were located at their residences and taken into custody without incident. The 14-year-old juvenile male of Middletown, DE who dropped the gun during the incident was located hiding at a residence in Pottstown, PA. With the assistance of the Pottstown Police Department, the juvenile was taken into custody and is awaiting extradition back to Delaware to be charged. The fourth suspect, a 16-year-old juvenile male from Middletown, DE has an active warrant for his arrest.

    Upon the 14-year-old juvenile’s extradition to Delaware, he will be charged with Possession of a Firearm by Person Prohibited (Felony)- 2 counts, Possession of a Firearm in a Safe School Zone (Felony), and Assault Third Degree.

    None of the suspects involved in the incident attend Appoquinimink High School.

    Troopers Arrest Three Teens for Possessing a Stolen Car

    Yesterday the Delaware State Police arrested 18-year-old Tyion George of New Castle, Delaware and two other teenagers after they were found to be in possession of a stolen car.

    On February 9, 2023, at approximately 5:07 a.m., a 39-year-old Wilmington woman parked her white 2023 Kia Sportage rental car at the Wawa located at 400 Wilson Road in Wilmington. While the woman was inside of the store, a black 2020 GMC Terrain circled the parking lot and then stopped. A male passenger from the Terrain exited the SUV, walked over to the Kia, got into the driver’s seat, and drove away from the area. Troopers responded to the scene but were unable to locate either the GMC Terrain or the stolen Kia. Later in the morning at approximately 11:15 a.m., officers from the New Castle County Police Department located the GMC parked next to the stolen Kia on Freedom Trail in New Castle. The GMC was occupied by Tyion George and two male teenagers, ages 17 and 16. The ignition keys for the Kia were found under the driver’s seat of the GMC.

    George and the two teens were taken to Troop 2, where they were each charged with the following crimes:

    • Receiving Stolen Property Over $1,500 (Felony)
    • Conspiracy Second Degree (Felony)

    George was arraigned by Justice of the Peace Court 2 and released on $4,000 unsecured bond.

    The 17-year-old and 16-year-old were both arraigned by Justice of the Peace Court 11, and both teens were committed to the New Castle County Detention Center on $4,000 cash bond.

    State Police Arrest Four People on Drug Dealing and Gun Charges

    The Delaware State Police have arrested 23-year-old John Wyatte of Dover, Delaware and three other people after concluding a drug investigation yesterday in Dover.

    On February 8, 2023, at approximately 2:26 p.m., Wyatte was observed participating in a drug transaction in the Dover area. Wyatte then entered the back of a silver 2022 Toyota RAV4 and traveled to the Redner’s Market located at 2500 South Dupont Highway in Camden. Troopers conducted a traffic stop on the Toyota in the parking lot, but the driver, identified as 28-year-old Ronald Maddray, fled from the car on foot. Troopers gave chase and detained Maddray a short time later without incident. Troopers also took Wyatte into custody, along with two other passengers, identified as 21-year-old Briana Winder and 28-year-old Marvin Farlow.

    A search of the RAV4 and the immediate surrounding area led to the discovery of the following:

    • Approximately 91.04 grams of crack cocaine
    • Approximately 35 Oxycodone pills
    • Approximately 44 doses of buprenorphine
    • Approximately 102 glassine baggies containing approximately 0.714 grams of suspected heroin
    • Approximately 3.01 grams of marijuana
    • Over $3,600 in suspected drug dealing proceeds
    • Two loaded handguns

    Computer checks showed that both Wyatte and Maddray are convicted felons prohibited from possessing firearms.

    The Delaware State Police are investigating a fatal collision involving a pedestrian that occurred in a Millsboro parking lot on Friday afternoon.

    On February 3, 2023, at approximately 12:44 p.m., a white 2013 Jeep Wrangler had come to stop at a stop sign in the parking lot of the Back Bay Shopping Center, located at the intersection of John J. Williams Highway and Bay Farm Road. At this time, a woman walked in front of the Jeep just as the driver began moving forward from the stop sign. As a result, the front of the Jeep struck the woman at a very low speed, causing the victim to fall to the ground.

    The driver of the Jeep, a 60-year-old woman from Millsboro, Delaware, was not injured. The pedestrian who was struck, a 62-year-old woman from Georgetown, Delaware, was taken to an area hospital via helicopter for serious injuries. She later died on the evening of February 5, 2023. Identification of the victim is pending notification to her family and relatives.

    No other vehicles were involved in this crash. No roadways were closed as a result of the collision.

    Delaware State Police have arrested Alton Jones, 71, of Seaford, DE, Daveon Showell, 18, and a 16-year-old juvenile male both of Bridgeville, DE, in connection with a stolen motor vehicle after a traffic stop Saturday morning.

    On February 4, 2023, at approximately 9:15 a.m., a trooper on patrol in the area of Coverdale Road and Mill Park Drive, Bridgeville, observed a silver Dodge Grand Caravan with Delaware registration traveling southbound on Coverdale Road. A computer inquiry revealed the Dodge was reported stolen by the Milford Police Department. A traffic stop was initiated, and troopers took the operator, Alton Jones, and two occupants, Daveon Showell and the juvenile male into custody without incident. A subsequent search of the vehicle led to the discovery of approximately .03 grams of crack cocaine, drug paraphernalia, and a pair of nunchucks. Jones and Showell are both convicted felons and prohibited from possessing weapons.

    The Delaware State Police have arrested two people for breaking into a Lewes home after troopers responded to a burglary in progress on Sunday night.

    On January 29, 2023, at approximately 10:12 p.m., troopers responded to a home on Pecan Court in Lewes regarding subjects who were attempting to break into a residence. The homeowner was not present at the time, but on his security camera he saw a male holding a large knife and walking around the screened-in porch area. Troopers arrived and saw that a screen door and screen window had been cut and a glass window had been shattered. Once troopers and State Police Aviation established a perimeter, the homeowner reported that he could see two suspects inside of his garage. A short time later, two males walked out of the front door wearing face coverings. Troopers attempted to detain one of the suspects at the scene, but he physically resisted arrest. The 17-year-old was taken into custody after a brief struggle, and troopers recovered a large knife that had been concealed in his pocket. The second suspect, identified as 18-year-old Nathan Lagimoniere, was taken into custody without incident.

    The Delaware State Police are investigating a report of shots being fired in Seaford where an occupied home was damaged early this morning.

    On January 27, 2023, at approximately 12:20 a.m., troopers responded to the 8000 block of Nylon Avenue after receiving a report of shots being fired in the area. When they arrived at the scene, troopers contacted a 19-year-old woman who said that her home had been struck by gunfire. The house was also occupied by two 21-year-old men at the time. No one inside of the residence was injured. Troopers recovered numerous shell casings from the roadway, but there is no suspect information available, and the circumstances and motive surrounding the shooting remain under investigation.

    The Delaware State Police have arrested two men on felony drug charges following a traffic stop that occurred in Dagsboro yesterday morning.

    On January 24, 2023, at approximately 8:10 a.m., troopers were on patrol on Nine Foot Road west of Blackberry Road when they observed a black 2012 Chrysler 300 with dark window tinting traveling eastbound on Nine Foot Road at a high rate of speed. Troopers conducted a traffic stop on the sedan and contacted the two occupants, identified as driver Tevin Smith and passenger Brian Bell. Troopers detected the odor of marijuana coming from the car, and both Smith and Bell were asked to exit the vehicle at the scene. A search of the Chrysler led to the discovery of approximately 6.37 grams of packaged suspected heroin and approximately 2.38 grams of marijuana. Smith and Bell were subsequently taken into custody without incident.

    State Police Investigating Fatal Accident Involving School Bus

    The Delaware State Police are investigating a fatal crash that occurred yesterday afternoon in Laurel where a school bus collided with a passenger car.

    On January 23, 2023, at approximately 3:46 p.m., a gray 2013 Honda Civic was traveling southbound on East Trap Pond Road approaching the intersection at Hardscrabble Road, where there is a posted stop sign. At the same time, a yellow 2009 Bluebird school bus was traveling eastbound on Hardscrabble Road approaching the same intersection. At this juncture, there is no stop sign for traffic on Hardscrabble Road. For unknown reasons, the driver of the Civic failed to stop at the posted stop sign, continued through the intersection, and proceeded directly into the path of the school bus. The school bus driver tried to swerve to avoid striking the Civic but was unable to do so. As a result, the front of the bus struck the passenger side of the Civic, causing the Civic to overturn and exit the roadway. The school bus also exited the roadway and overturned onto its left side.

    The school bus driver, a 34-year-old woman from Bridgeville, Delaware, was wearing her seatbelt. She was taken to an area hospital for non-life-threatening injuries and was later released. There were thirteen students from Sussex Montessori Charter School on the bus. Twelve students were taken to a local hospital for non-life-threatening injuries and were later released. One student was airlifted and admitted to an area hospital for serious injuries.

    The driver of the Honda Civic, a 21-year-old man from Millsboro, Delaware, was not wearing his seatbelt and was pronounced dead at the scene. Identification of the victim is pending notification to his family and relatives.

    No other vehicles were involved in this collision. The roadways were closed for approximately five hours while the scene was investigated and cleared.

    The Delaware State Police have arrested 28-year-old Tiffany Webb of Bridgeville, Delaware after she resisted arrest and assaulted a trooper on Saturday afternoon.

    On January 21, 2023, at approximately 1:34 p.m., troopers responded to the area of Abbys Way and Valene Drive in Bridgeville after receiving a call of a dark colored Honda Civic being driven recklessly in the neighborhood. Troopers found the car parked in the driveway at a residence on the 11000 block of Valene Drive spoke with the vehicle owner, identified as Tiffany Webb, at the front door. Webb had two active warrants for her arrest and tried to close the door while a trooper was speaking with her. The trooper attempted to take Webb into custody, but she physically resisted until a second trooper arrived at the home. While Webb was being handcuffed, she scratched, grabbed, and twisted the trooper’s hand, causing minor injury.

    Webb was taken to Troop 5, where she was charged with the following crimes:

    The Delaware State Police are investigating a fatal accident involving a bicyclist that occurred yesterday evening in Rehoboth Beach.

    On January 22, 2023, at approximately 7:23 p.m., a white 2013 Nissan Altima was traveling southbound on Coastal Highway approaching the intersection at Rehoboth Avenue Extension. At the same time, a bicyclist was traveling eastbound from the southbound shoulder of Coastal Highway into the southbound lanes of the road (from the right side of the road to the left side). For unknown reasons, the bicyclist entered the Nissan’s lane and the front of the Altima struck the left side of the bicyclist, causing the victim to leave his bicycle and land in the median. The driver of the Nissan fled the scene, but he and his car were located by responding troopers very shortly afterwards on nearby Martin Street.

    The driver of the Altima, a 40-year-old man from Rehoboth Beach, Delaware, was not injured. The bicyclist, a 54-year-old man from Rehoboth Beach, Delaware, was taken to an area hospital, where he was later pronounced dead. Identification of the victim is pending notification to his family and relatives.

    No other vehicles were involved in this collision. Possible charges against the Nissan driver are pending the results of the investigation. Coastal Highway was closed for approximately three hours while the scene was investigated and cleared.

    Four Adults, Two Juveniles, Arrested On Drug Dealing and Weapons Charges Following Search Warrant

    The Dover Police Department has arrested Roderick Dixon, 38, Janita Sullivan, 40, Larry Harris, 23, Khareim Hanzer, 24, a 17-year-old black male, all of dover, and a 13-year-old black male from Camden, on drug dealing and weapons charges following a search warrant Wednesday afternoon. Detectives had been conducting a drug investigation into an apartment in the 200 block of West Reed Street Dover. On 01/18/23 at 1200 hours, members of the Dover Police Department’s Special Operations Response Team, in conjunction with Drugs, Vice, and Organized Crime Unit, Criminal Investigation Unit, and Delaware Probation and Parole, executed a search warrant on the apartment. Prior to the execution of the search warrant, Dixon was observed conducting drug transactions in the area of the apartment and would make contact with Sullivan in a vehicle after the transactions. Upon execution of the search warrant Dixon and Sullivan were taken into custody without incident outside of the residence. Harris was taken into custody inside of the residence without incident, and Hanzer, along with two juveniles, ran from the residence. Hanzer and the two juveniles were taken into custody after a foot pursuit.

    During the execution of the search warrant, officers located 1,304.3 grams of marijuana, 926 bags of heroin, and a loaded Walther CCP 9mm handgun. When the 17-year-old male was taken into custody, he was found in possession of 54.8 grams of marijuana and a Polymer 80 9mm handgun. A search of the vehicle occupied by Sullivan revealed 12.3 grams of crack cocaine, 3.3 grams of marijuana, 64 bags of heroin, glass jar containing suspected cocaine residue inside, two digital scales, and $494.

    All of the above individuals were transported to Dover Police where they were processed and arraigned.

    Dixon was committed to SCI on $49,101 cash bail on the following charges:

    The Delaware State Police are investigating a fatal accident that occurred in Laurel late yesterday afternoon that resulted in the deaths of two people.

    On January 17, 2023, at approximately 5:09 p.m., a 2019 Chevrolet Silverado 1500 was traveling westbound on Laurel Road just west of Goose Nest Road. At the same time, a 2016 Chevrolet Silverado 2500 was traveling eastbound on Laurel Road in the same vicinity. For unknown reasons, the driver of the Silverado 1500 pickup truck failed to remain in her lane, crossed the center line, and entered the eastbound lane of Laurel Road, directly into the path of the Silverado 2500. This resulted in a head-on collision between the two pickup trucks in the eastbound lane.

    The driver of the Silverado 1500, identified as 27-year-old Lillyanne Ternahan of Frankford, Delaware, was wearing her seatbelt. The driver of the Silverado 2500, identified as 38-year-old Jamin Pugh of Laurel, Delaware, was not wearing his seatbelt. Both drivers were pronounced dead at the scene. The two passengers in Pugh’s pickup truck, identified as his 12-year-old daughter and 9-year-old daughter, were both properly restrained. Both girls were taken by ambulance to an area hospital and were admitted in critical condition.

    Alcohol involvement in this crash is unknown. No other vehicles were involved in this collision. The roadway was closed for approximately four hours while the scene was investigated and cleared.

    Delaware State Police have arrested 22 suspects involved in marijuana sales from a residence in the Wilmington area.

    The Delaware State Police New Castle County Governor’s Task Force and Northern Drug Unit have concluded a six-month investigation into illegal “Pop-Up” marijuana sale events occurring throughout New Castle County. On January 12, 2023, detectives, with the assistance of the Delaware State Police Special Operations Response Team, FBI Violent Crimes Task Force, and Probation and Parole, executed a search warrant in the 2200 block of Kirkwood Highway, Wilmington. During the execution of the search warrant, 22 defendants were located within the establishment and taken into custody without incident. Also located during the execution of the search warrant was approximately 86.1 pounds of marijuana, edibles, and THC related items, 1.6 pounds of Psilocybin Mushrooms, 60 Oxycodone and Alprazolam prescription pills, $9,200 in suspected drug proceeds, 3 firearms one of which was reported stolen out of Pennsylvania State Police, and 1 bullet proof vest.

    Delaware State Police arrested 18-year-old Axl Vangorder of Townsend, DE for assault first-degree and related charges following a shooting incident.

    On January 14, 2023, at approximately 7:35 p.m., troopers responded to the 600 block of Cannery Lane, Townsend, for a reported shooting. Upon arrival, troopers learned Vangorder engaged in a verbal argument with a 28-year-old male acquaintance at the residence. During the argument, Vangorder shot the victim once in the upper torso. The victim was transported to an area hospital and treated for non-life-threatening injuries. Vangorder was taken into custody at the scene without incident. Troopers recovered the 9mm handgun used in the incident at the residence.

    Troopers Arrest Two Juveniles for Robbery

    Delaware State Police have arrested two juvenile males, a 12-year-old, and a 13-year-old both of Wilmington, DE for robbery and related charges following an incident Saturday afternoon.

    On January 14, 2023, at approximately 3:43 p.m., troopers responded to Centerville Road in the area of Kirkwood Highway in Wilmington, for a robbery. Upon arrival, it was determined a 55-year-old female victim was walking on Centerville Road when she was approached by two suspects. One of the suspects displayed a black handgun and removed items from her possession. The suspects then fled the area on foot. Troopers searched the area and located two subjects matching the suspects’ description. The two juveniles were taken into custody, and one was located with a BB gun in his possession.  It was learned the 12-year-old juvenile is currently on pre-trial supervision for a prior violent felony.

    The two juveniles were transported back to Troop 6 and charged with the following crimes:

    • Robbery First Degree (Felony)
    • Conspiracy Second Degree (Felony)
    • Noncompliance with Conditions of Bond (Felony)
    • Carrying a Concealed Dangerous Instrument

    The 12-year-old juvenile was arraigned in the Justice of the Peace Court #11 and committed to the New Castle County Detention Center on a $65,000 cash bond.

    Traffic Stop Leads to Drug and Weapon Arrest

    Delaware State Police arrested Raekwon Jackson, 22, of Dover, DE on drug and weapon charges following a traffic stop on Monday night.

    On January 9, 2022, at approximately 8:36 p.m., a trooper on patrol in the area of Route 13 and Main Street in Cheswold, observed a silver Nissan Altima traveling southbound on Route 13 with a headlight out. A traffic stop was initiated, and contact was made with the operator and sole occupant, identified as Raekwon Jackson. Immediately upon contact, the trooper detected an odor of marijuana emitting from inside of the vehicle. Jackson was detained without incident and a probable cause search was conducted. A search of the vehicle led to the discovery of approximately 15.19 grams of marijuana, and a loaded Diamond Back 9mm handgun.

    Jackson was transported to Troop 9 and charged with the following crimes:

    • Carrying a Concealed Deadly Weapon (Felony)
    • Possession of Marijuana (Civil)
    • Failure to Have Insurance Identification in Possession
    • Failure to Have Two Head Lamps
    • Failure to Have License in Possession

    Jackson was arraigned by Justice of the Peace Court # 7 and released on a $2,750 unsecured bond.

    Troopers Arrest Woman for 5th Offense DUI

    The Delaware State Police have arrested 47-year-old Stacy Collins of Dover, Delaware for felony DUI and other charges following a traffic stop that occurred yesterday in Magnolia.

    On January 7, 2023, at approximately 3:32 p.m., a trooper patrolling the Magnolia area observed a 2006 blue Hyundai Sonata stopped at the stop sign on Millchop Lane at Walnut Shade Road. The trooper noticed that the car’s registration had expired, and a traffic stop was conducted on Walnut Shade Road. The trooper contacted the driver of the Sonata, identified as Stacy Collins, and noticed signs of impairment. The trooper conducted a DUI investigation and Collins was subsequently taken into custody without incident. A search of Collins and the vehicle led to the discovery of approximately 0.40 grams of crack cocaine and approximately 1.82 grams of marijuana. Computer checks of Collins also showed that she had four prior convictions for DUI.

    Collins was taken to Troop 3 and charged with the following offenses:

    • 5th Offense DUI (Felony)
    • Possession of a Controlled Substance
    • Possession of Marijuana
    • Numerous traffic charges

    Collins was arraigned by Justice of the Peace Court 7 and released on $6,553 unsecured bond.

    Troopers Seek Public’s Assistance with Locating Wanted Subject

    Delaware State Police are seeking the public’s assistance with locating Brian Richardson, who is wanted on felony home improvement fraud charges.

    A substantial amount of time has passed since Richardson received payments to install several inground pools. However, he has not completed the work, returned the payments, or returned any of the victims’ phone calls. He operates under the business name “Advanced Pool Systems.”

    Richardson is known to frequent the Bridgeville and Federalsburg, Maryland, areas. He is described as a white male, approximately 6′ tall, weighing approximately 255 pounds, with brown hair and blue eyes.

    Troopers are asking anyone with information regarding Richardson’s whereabouts to contact Corporal E. Bruette of Delaware State Police Troop 5 at 302-337-1090 or by calling 9-1-1.     State Police Investigating Fatal Pedestrian Accident

    The Delaware State Police are investigating a fatal accident that occurred in Lewes last night that involved a pedestrian.

    On December 30, 2022, at approximately 9:53 p.m., a 2004 red Chevrolet Silverado was traveling southbound on Coastal Highway south of Postal Lane. At the same time, a male subject was walking eastbound across the highway in the right lane of the roadway, directly in the path of the pickup truck. The man was not using a crosswalk, carrying a light, or wearing reflective clothing. As a result, the front of the Silverado struck the man, causing him to become trapped underneath the truck. The Silverado came to a stop in the shoulder a short distance later.

    The driver of the Silverado, a 34-year-old man from Lewes, Delaware, was not injured. The pedestrian, a 62-year-old man from Glen Mills, Pennsylvania, was pronounced dead at the scene. Identification of the victim is pending notification to his family and relatives.

    No other vehicles were involved in this collision. The southbound lanes of Coastal Highway were closed for approximately 2.5 hours as the scene was investigated and cleared.

    Troopers Arrest Milford Man for Shooting Incident

    The Delaware State Police have arrested 65-year-old E. Keith Hudson of Milford, Delaware on numerous felony charges following a shooting incident that occurred Wednesday evening in Milford.

    On December 28, 2022, at approximately 6:38 p.m., troopers responded to the area of Knollac Drive and Surrey Court regarding a subject shooting a gun several times in the Knollac Acres neighborhood. Troopers learned that this subject, identified as E. Keith Hudson, had walked away from his home while carrying a firearm in a bag. Hudson then called a relative and told him that he was going to shoot somebody. When Hudson was approached by two family members, he pointed a gun at their vehicle and threatened to shoot them. Hudson then shot at three different cars that were being driven by a 50-year-old woman, a 30-year-old woman, and a 51-year-old woman, respectively. No one was struck by gunfire and no one was injured.

    Troopers and officers from the Milford Police Department arrived and took Hudson into custody without incident. The firearm was recovered, and Hudson was found to be intoxicated. Hudson was taken to an area hospital for treatment. While at the hospital, Hudson threatened to shoot and kill three troopers. After Hudson was medically cleared, he was transported to Troop 7 and charged with the following crimes:

    • Possession of a Firearm During the Commission of a Felony (Felony)
    • Aggravated Menacing (Felony) – 3 counts
    • Reckless Endangering First Degree (Felony) – 3 counts
    • Terroristic Threatening – 3 counts
    • Possession of a Firearm While Under the Influence
    • Criminal Mischief

    Hudson was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $94,100 cash bond.

    Delaware State Police have arrested Markice Lincoln, 30, of Wilmington, DE following a traffic stop that occurred on Wednesday night.

    On December 28, 2022, at approximately 8:39 p.m., New Castle County Governor’s Task Force (GTF) was on patrol in the area of the Wawa, located at 4651 Ogletown-Stanton Road. During this time, members observed a black Ford Expedition, pull into a handicapped parking space without a handicap placard displayed. A traffic stop was initiated, and contact was made with two occupants, identified as Markice Lincoln and a 28-year-old male from Wilmington. Upon contact with the occupants, a strong odor of marijuana was detected. A subsequent probable cause search led to the discovery of 6 firearms, approximately 1 gram of marijuana, and 5.5 Oxycodone pills. A computer search of the firearms revealed they were all reported stolen in a criminal investigation by the Wilmington Police Department.

    Lincoln and the 28-year-old male occupant were taken into custody without incident and transported back to Troop 2 where they were charged with the following crimes:

    • Receiving a Stolen Firearm (Felony)- 6 counts
    • Possession of a Controlled Substance

    Lincoln was arraigned by Justice of the Peace Court # 11 and committed to the Howard R. Young Correctional Institution on a $29,201 cash bond.

    The 28-year-old male was released with a civil violation for possession of marijuana.

    On December 15, 2022, at approximately 9:48 p.m., an unknown armed suspect entered East Coast Liquors in Millsboro and demanded money. Detectives have obtained photographs of the suspect and vehicle, which are pictured below.

    The Delaware State Police continually investigate theft from motor vehicle complaints. Many of these thefts have occurred from unlocked cars that were left running to warm up during the chilly morning hours. These crimes have resulted in the loss of money, electronics, personal belongings of value, personal identification, and other items. These types of thefts are avoidable by simply taking the extra time to ensure that your car is locked while parked at work, gas stations, shopping centers, and your residence, especially while it is unattended and running. Delaware State Police want to share the importance of locking your car each and every time to combat this preventable trend.

    The Delaware State Police are offering the following prevention and awareness tips:

    • Always keep the doors of your unattended vehicles locked and the windows shut.
    • Do not leave items of value in your vehicle. These items include purses, wallets, credit cards, electronics, checkbooks, money, Social Security cards, loose change, documents, and paperwork with your printed personal information.
    • Store valuable tools inside your residence. If needed daily for work, create an easy system to load and unload, such as using storage containers to transport.
    • Lock your glove box, which should only store your registration and insurance cards. Do not store your vehicle title in the glove box. Store it in a safe place in your residence.
    • Clear the vehicle of all clutter and personal items. This can give the general impression that other property of value may be kept within the vehicle.
    • Do not keep a spare vehicle key hidden in the same vehicle. Do not store house keys or other keys in your vehicle.
    • If possible, keep your vehicle parked under a lighted area that you can check from your residence.
    • If you have a surveillance security system at home, include your vehicle in the angle of your camera. If you locate a suspicious subject on your property or around your vehicle, do not confront them. Instead, call 9-1-1 immediately.

    And finally, be a good witness for your neighbors, co-workers, and fellow citizens. Pay attention and be aware of what is going on in your neighborhood and other places that you frequent throughout the course of your day.

    Avoid taking a false security mindset. These crimes happen in all communities across the region. Your address will not safeguard your property.

    Should old acquaintance be forgot? Should all cold car doors be kept locked? Yes! Lock your doors each time, so you can safely and happily welcome the New Year!

    Delaware State Police Announce “Women in Aviation and Law Enforcement Seminar”

    The Delaware State Police Aviation Section is proud to announce its first-ever “Women in Aviation and Law Enforcement Seminar.”  This program, which will last seven weeks, will strive to inspire others to seek careers in these noble and exciting professions.  Participants will primarily meet at the DSP Hanger located at the Summit Airport in Middletown on Thursday evenings from 7 p.m. to 8:30 p.m. starting March 2nd, 2023.  Two off-site visits are scheduled, however, are contingent on the weather.

    Master Corporal Carol Parton, DSP’s first-ever female pilot explains, “Before joining DSP, I actually worked as a civilian at Summit Airport. One day I watched the State Police Helicopter return to the airport and land after completing a mission.  I remember feeling in awe of the aircraft and had an opportunity to speak to the pilot.  He was so kind and interesting, ultimately inspiring me to want to become a Trooper and fly a helicopter for DSP. I hope to be as inspiring to someone else and just maybe they will consider a career in police work and aviation.”

    Attendees will experience a variety of presentations over the course of the seven weeks, learn about the history of women in aviation, and hear from aviation industry experts.  Aviation Unit Commander Captain Jeff Whitmarsh says, “Our goal is to also showcase many of the interesting aspects of the State Police and how we work to positively impact public safety. Participants in this seminar will speak with leaders of several of our special units and learn how the Aviation Unit supports them.”

    The Delaware State Police have arrested 46-year-old Jason Wilcox of Millsboro, Delaware on several felony charges after he fled the scene of a fatal motor vehicle collision that occurred in Lewes on Saturday evening.

    On December 24, 2022, at approximately 7:59 p.m., a car accident occurred at the intersection of Lewes Georgetown Highway and Minos Conaway Road that resulted in the deaths of three people. The driver of one of the vehicles involved, a 2016 black Land Rover, fled the scene prior to police arrival. Through investigative means, it was determined that Jason Wilcox had been the driver of the Land Rover at the time of the crash. On December 25, 2022, at approximately 4:48 p.m., Wilcox was located at a residence in Millsboro and taken into custody without incident.

    Wilcox was transported to Troop 7 and charged with the following offenses:

    • Leaving the Scene of a Collision Resulting in Death (Felony) – three counts
    • Leaving the Scene of a Collision Resulting in Injury – four counts
    • Numerous traffic charges

    Wilcox was arraigned by Justice of the Peace Court # 3 and committed to Sussex Correctional Institution on $18,500 cash bond.

    Delaware State Police Investigating Crash Resulting in Three Fatalities

    Delaware State Police are investigating a fatal motor vehicle collision that claimed the lives of three individuals last night in the Lewes area.

    The collision occurred on December 24, 2022, at approximately 7:59 p.m., when a 2016 Land Rover operated by an unknown subject, was traveling westbound on Lewes-Georgetown Highway (Route 9) approaching Minos Conaway Road. At the time, a 2008 Honda Odyssey operated by a 42-year-old male from Temple, PA, was stopped southbound on Minos Conaway Road for a stop sign at the intersection of Lewes-Georgetown Highway. The Honda attempted to turn left at the intersection and pulled into the path of the Land Rover. As a result, the front of the Land Rover struck the driver’s side of the Honda for impact in the westbound lane, within the intersection. After impact, the Land Rover continued westbound as it rotated in a counterclockwise direction coming to rest in the westbound lane. The impact caused the Honda to spin in a counterclockwise direction where it came to a rest in the eastbound lane.

    The 42-year-old male operator of the Honda was transported to an area hospital where he was treated for minor injuries. There were six other occupants inside the Honda, three of whom were ejected during the collision. A 35-year-old female from Temple, PA, a 9-year-old female from Temple, PA, and a 74-year-old male from Lewes, DE were all ejected and pronounced deceased at the scene. The identifications of the victims are pending notifications to the next of kin. The other three passengers, a 12-year-old male, a 4-year-old male, and a 67-year-old female were all transported to an area hospital with non-life-threatening injuries.

    The operator of the Land Rover fled from the collision scene on foot and has not been identified at this time.

    Lewes-Georgetown Highway at Minos Conaway Road was closed for approximately 4 hours while the crash was investigated, and the roadway cleared.

    The Delaware State Police hope that everyone is going to have the safest and hap-hap-happiest Christmas and holiday season this year. Before families kick off their fun, old-fashioned family adventure by heading out into the country in the old front-wheel drive sleigh to embrace the frosty majesty of the winter landscape, Troopers are offering the following holiday travel checklist:

    • Plan your trip before you embark on your journey. Map out how you will get there and how you will return home. Then it’s happy trails, Hans! Yippee-ki-yay!
    • Make sure your car is mechanically sound. Check all fluid levels and tire air pressure readings, including the spare tire. It’s not a bad little car. It’s not bad at all, really. Maybe it just needs a little love.
    • Look into road and weather conditions to see if your car can handle them. Inclement weather can leave you stranded or lost in New York.
    • Lock the house doors and set the alarm system. Place lights and “fragile” leg lamps on timers.
    • Do not use your cell phone while driving. A screen light shouldn’t guide your sleigh tonight.
    • Take a break every few hours to stretch and refocus. Maybe snack on some pudding or some carved roast beast.
    • If you stop at a rest stop, park in a well-lit area, stay with your children, and be aware of your surroundings. Don’t let Kevin wander on his own.
    • When your car is parked, lock the doors and don’t leave any valuables or gifts in sight. The Grinch may nearby, staring down from his cave with a sour grinchy frown, at the warm lighted windows below in the town.
    • Do not drive impaired. If you’ve been drinking, call a friend, family member, or ride-sharing service. If you’re driving, avoid consuming alcohol. Instead, be sure to drink your Ovaltine.
    • Avoid posting updates on your location on social media. Harry and Marv will know that no one is home and may try to break in. Save the photo dumps for when you get back.

    Ensuring that all these points are checked can prevent a family trip from being jeopardized. The “obvious” things can be easily overlooked – wouldn’t it be silly for someone to check thousands of tiny little lights, only to see that the extension cord wasn’t plugged in?

    And when it comes to safety, there’s always time to double-check. Even if you still have to brush your teeth, feed the hog, still got some homework to do, still got those bills to pay – make the time! This isn’t charity – it’s family.

    One Man Arrested, One Woman Wanted for Felony Shoplifting

    Delaware State Police have arrested 40-year-old Phillip Plummer of Dover, Delaware for felony shoplifting and other charges following an investigation that began in Dover last week.

    On December 15, 2022, troopers responded to the Walmart located at 36 Jerome Drive regarding a shoplifting that had occurred earlier in the day. Troopers learned that a male suspect, later identified as Phillip Plummer, had left the store through an emergency exit without paying for a cart full of merchandise. A similar incident had also occurred on December 12, 2022, where the same suspect had left the store with a cart full of unpaid items. This time, the suspect was accompanied by a female, who was later identified as 41-year-old Angela Hoffman of Dover, Delaware.

    On December 19, 2022, troopers again responded to Walmart for a report of a shoplifting. It was discovered that Plummer had attempted to push a full cart out of the store’s emergency exit but was apprehended by loss prevention. Plummer was taken into custody by troopers and was found to be in possession of drug paraphernalia. Hoffman had been accompanying Plummer this time as well, but she fled the scene prior to police arrival.

    Plummer was transported to Troop 9, where he was charged with the following crimes:

    • Shoplifting Over $1,500 (Felony)
    • Conspiracy Second Degree (Felony)
    • Possession of Drug Paraphernalia
    • Criminal Trespass Third Degree

    Plummer was arraigned by Justice of the Peace Court # 2 and was released on his own recognizance.

    The Delaware State Police have arrested 57-year-old George Elliott of Ocean View, Delaware for sixth-offense DUI following a traffic stop that occurred in Lincoln last night.

    On December 20, 2022, at approximately 9:05 p.m., a trooper on patrol observed a 2018 black Ford pickup truck traveling northbound on Dupont Boulevard in the area of East Hudson Pond Road. The trooper observed as the truck driver failed to maintain travel within a single lane, and a traffic stop was conducted. The trooper contacted the driver, identified as George Elliott, and detected signs of impairment. A DUI investigation ensued, and Elliott was subsequently taken into custody without incident. A computer check of Elliott revealed that he had five prior DUI convictions.

    Dover Police Investigate Homicide on Woodcrest Drive

    The Dover Police Department is investigating the shooting death of Jeff Tolson, 28, of Dover, DE, that occurred early Sunday morning. The investigation began at approximately 2:48 a.m., when Dover Police received the call for shots fired in the 900 block of Woodcrest Drive. Officers responded and located Tolson laying on the ground with gunshot wounds. Officers began life saving efforts until Tolson was transported to an area hospital, where he later died. No suspect description is available at this time.

    Troopers Seek Public’s Assistance With Identifying Robbery Suspect

    Delaware State Police are investigating a robbery that occurred Sunday evening at a Rehoboth Beach grocery store.

    On November 27, 2022, at approximately 7:35 p.m., troopers responded to the Safeway located at 19283 Coastal Highway regarding a robbery that had just occurred. Troopers learned that an unknown woman had attempted to leave the store without paying for a cart full of personal care items. When the woman was confronted by a store employee, she pushed the cart into the employee and retrieved pepper spray from her shirt. The suspect then sprayed the employee before fleeing from the store with most of the items in the cart. The suspect was last seen traveling westbound on Miller Road in a large older-model black SUV. Responding troopers were unable to locate her or her vehicle following the incident.

    The suspect is described as a white female with blonde hair and was last seen wearing dark jeans, a turquoise long-sleeve shirt, black gloves, and a facemask. Photographs of the suspect have been provided for reference.

    Dover Police Investigate Thanksgiving Day Homicide

    The Dover Police Department is investigating the shooting death of Walter Pereira, 29, of Dover, DE, that occurred early Thursday morning. The investigation began at approximately 3:42 a.m., when Dover Police received the call for a shooting at a residence in the unit block of Forest Creek Drive. Officers responded and located Pereira laying on the ground with gun shot wounds. Officers and Paramedics began life saving efforts until Pereira was transported to an area hospital, where he later died. Rayvaughn Jones, 29, of Dover, DE, was arrested leaving the residence where this shooting occurred. Through the ensuing investigation, it was determined that Jones lives at the residence with Pereira. The suspects are described as being two black males. No further description is available at this time. 

    As part of the investigation, Detectives obtained a search warrant for the residence and located the following evidence; AK47 rifle, AR-15 rifle, 12 gauge shotgun, Smith and Wesson 9mm handgun, KBI Inc handgun, Springfield Armory 9mm handgun, Freedom Arms .22 Caliber handgun, 2,130.4 grams of marijuana, 914 doses of M/30 oxycodone pills, 27 grams of methamphetamine, 6.38 grams of cocaine, 30 doses of LSD, $7,186, and several pieces of drug paraphernalia. 

    Jones was arrested without incident and charged with the following:
    -Possession of a Firearm by a Person Prohibited(13x)
    -Possession of a Firearm During the Commission of a Felony(7x)
    -Possession with Intent to Deliver Marijuana
    -Possession with Intent to Deliver Controlled Substance in a Tier 2 
    -Possession of a Controlled Substance in a Tier 2 Quantity
    -Possession with Intent to Deliver LSD in a Tier 2 Quantity
    -Possession of LSD in a Tier 2 Quantity
    -Possession with Intent to Deliver Methamphetamine in a Tier 3 Quantity
    -Possession of Methamphetamine in a Tier 3 Quantity
    -Possession with Intent to Deliver Cocaine in a Tier 1 Quantity
    -Possession of Cocaine in a Tier 1 Quantity
    -Possession of Drug Paraphernalia
    -Conspiracy Second Degree

    Troopers Arrest Two Subjects for Weapon Charges Following Collision Investigation

    Delaware State Police have arrested Evan Briscoe, 22, and Joshua Baull, 25, both of Millsboro, DE, for weapon charges following a collision investigation that occurred on John J. Williams Highway (Route 24) in the Millsboro area last night.

    On November 21, 2022, at approximately 8:59 p.m., troopers responded to the area of John J. Williams Highway east of Long Neck Road for a motor vehicle collision. The ensuing investigation revealed a 2016 Hyundai Accent, operated by Evan Briscoe, was traveling eastbound on John J. Williams Highway east of Long Neck Road at a reportedly high rate of speed. At the time, a 2022 Lexus RX, operated by a 35-year-old male of Lewes, DE, was also traveling eastbound on John J. Williams Highway in front of the Hyundai. As the Hyundai quickly approached the Lexus, Briscoe attempted to avoid striking the rear of the Lexus by swerving to the left, but ultimately the front right of his vehicle struck the left rear of the Lexus. This impact caused the Lexus to rotate clockwise until it struck a guardrail along the south edge of John J Williams Highway. After striking the guardrail, the Lexus was redirected into the path of the Hyundai, where the vehicles had a second collision.

    When troopers arrived at the collision scene, they located two occupants of the Hyundai, Evan Briscoe (driver) and Joshua Baull (passenger), who both displayed obvious signs of impairment. Troopers discovered a handgun with an obliterated serial number inside of the vehicle. Troopers were able to determine the serial number, and a computer inquiry on the firearm revealed it was reported stolen by the Georgetown Police Department in February. Additionally, Baull was located with a gunshot wound to the lower extremity. Baull and Briscoe were transported to an area hospital for medical treatment for non-life-threatening injuries.

    The operator of the Lexus and a 28-year-old female passenger were transported to an area hospital for minor injuries sustained from the collision.

    After being released from the hospital, Briscoe and Baull were transported back to Troop 7, where they were charged with the following crimes:

    Delaware State Police are investigating a shooting that occurred in the Millsboro area on Monday night.

    On November 21, 2022, at approximately 8:43 p.m., troopers responded to the 30000 block of Ayers Lane regarding a shooting. When troopers arrived, they discovered that the residence had been shot numerous times with an unknown firearm. The homeowner sustained a gunshot wound to the upper torso and was transported to an area hospital for non-life-threatening injuries. No one else was harmed during this incident. The circumstances and motive surrounding the shooting remain under investigation.

    On November 16, 2022, at approximately 3:00 a.m., the pictured suspect burglarized the Oaks Outdoors at the Williamsville Country Store, located at 3544 Williamsville Road in Houston. The suspect has yet to be contacted or identified.

    Traffic Stop Leads to Felony Drug Arrest

    Delaware State Police arrested Dawune Boardley, 31, of New Castle, DE, on felony drug charges following a traffic stop Tuesday night.

    On November 15, 2022, at approximately 10:45 p.m., Delaware State Police New Castle County Governor’s Task Force (GTF) members were on patrol in the area of North Market Street, Wilmington. A unit member observed a gold Chevrolet minivan traveling southbound on Market Street in the area of 26th Street failing to signal properly while turning. A traffic stop was initiated and after the suspect vehicle initially stopped, it then reversed into the state police vehicle. Troopers gave commands for the operator identified as Dawune Boardley to exit the vehicle, but he refused. Troopers attempted to take Boardley into custody, but he resisted arrest and attempted to flee on foot. Boardley was ultimately taken into custody. Subsequently, a search of the vehicle led to the discovery of approximately 15 grams of marijuana, 2 Ecstasy pills, and drug paraphernalia. Additionally, troopers discovered Boardley was in possession of approximately 19.18 grams of crack cocaine and over $1,800 of suspected drug proceeds on his person.

    Boardley was transported to Troop 2 where he was charged with the following crimes:

    • Possession with Intent to Distribute a Controlled Substance Tier 2 Quantity (Felony)
    • Possession of a Controlled Substance Tier 2 Quantity (Felony)
    • Possession of a Controlled Substance
    • Resisting Arrest

    Boardley was arraigned in the Justice of the Peace Court #11 and committed to the Howard R. Young Correctional Institution on a $27,400 cash bond.

    Troopers Investigate Shooting Incident

    Delaware State Police are investigating a shooting incident that occurred in the Ellendale area on Monday afternoon.

    On Monday, November 14, 2022, at approximately 4:43 p.m., troopers responded to the 22000 block of Reynolds Pond Road, Ellendale regarding a reported shooting. A 74-year-old male victim present at the residence heard a single gunshot and contacted the police. The ensuing investigation revealed that the residence had been struck by one round. The victim was not injured during this incident.

    At this time there is no suspect information or surveillance images available.
