Delaware State Police are investigating a road rage incident that occurred Saturday night in the Smyrna area.
On June 15, 2024, at approximately 10:21 p.m., a 30-year-old woman from Chester, Pennsylvania, was traveling northbound on State Route 1 (Korean War Veterans Memorial Highway) in the right lane. A white SUV began drifting into her lane. In an attempt to avoid a collision, the victim honked her horn and continued driving. The unknown driver of the SUV responded aggressively by tailgating her, paralleling her vehicle, flashing high beams, and shouting obscenities from the window.
As the vehicles continued northbound, the suspect briefly pulled onto the right shoulder, allowing the victim to pass. The suspect then re-entered the right lane and fired shots at her vehicle before fleeing the scene near Exit 119. Fortunately, no injuries have been reported.
The suspect vehicle is described as a white SUV, possibly a GMC Yukon.

Delaware State Police arrested 24-year-old Jacob Singleton of Middletown, Delaware, for multiple felony offenses following a pursuit in Newark on Sunday.
On June 16, 2024, at approximately 2:23 p.m., a trooper assisting a disabled motorist on Salem Church Road near East Chestnut Hill Road observed a black Mazda run a red light. With emergency lights already activated, the trooper attempted to stop the vehicle, but it sped away, leading to a pursuit. The Mazda drove recklessly through several streets in Newark, prompting the trooper to discontinue the pursuit for the safety of other motorists.
Shortly thereafter, troopers patrolling the area located the Mazda parked in a driveway on Montrose Drive, dangerously close to an occupied residence. A resident flagged down the troopers and reported that the driver, later identified as Jacob Singleton, had unlawfully entered their home and was hiding in the bathroom.
Troopers found Singleton in the bathroom, where he resisted arrest, resulting in injuries to one of the troopers. Singleton was subsequently taken into custody without further incident. The injured trooper was treated for non-life-threatening injuries at a nearby hospital and later released.
Singleton was taken to Troop 6, charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $13,300 cash bond.

Delaware State Police are actively investigating an early morning robbery that took place on Sunday at Royal Farms, located at 2808 Pulaski Highway in Newark.
On June 16, 2024, at approximately 3:08 a.m., two employees were in the back office when they noticed the store’s camera system had stopped working. Shortly after, one of the employees heard someone enter the store and observed the individual standing at one of the registers as they exited the back office. The unidentified suspect then displayed a firearm and demanded money. As the second employee appeared from the back office, they saw the suspect pointing the gun at the first employee. Following the suspect’s orders, the second employee got on the ground. The first employee then handed over an undisclosed amount of cash to the suspect, who subsequently fled the scene. Fortunately, no injuries were reported during the incident.
The suspect is described as a black male wearing a face mask. Video surveillance footage is unavailable at this time.

Delaware State Police are actively investigating a robbery that occurred last night at Food Lion, located at 4401 Governor Printz Boulevard in Wilmington.
On June 16, 2024, at approximately 8:07 p.m., an unidentified suspect, dressed in a black robe that concealed their body, entered the store. During the incident, an employee was transferring money from the cash registers to the safe. While the safe was open, the suspect approached the employee, sprayed them with pepper spray, and took an undisclosed amount of cash before fleeing the scene on foot. The employee was transported to a nearby hospital and released without any lasting injuries. Video surveillance footage is currently unavailable.

On June 16, 2024, at approximately 11:20 p.m., troopers responded to a shooting on Palmer Road in Dover. When troopers arrived, they found a 36-year-old man suffering from a gunshot wound and gave medical aid. The victim was transported to an area hospital with a non-life-threatening gunshot wound to the thigh. The preliminary investigation revealed that the victim was walking on Palmer Road when an unknown suspect shot him from an unknown location.

The Federal Trade Commission is taking action against software maker Adobe and two of its executives, Maninder Sawhney and David Wadhwani, for deceiving consumers by hiding the early termination fee for its most popular subscription plan and making it difficult for consumers to cancel their subscriptions.
A federal court complaint filed by the Department of Justice upon notification and referral from the FTC charges that Adobe pushed consumers toward the “annual paid monthly” subscription without adequately disclosing that cancelling the plan in the first year could cost hundreds of dollars. Wadhwani is the president of Adobe’s digital media business, and Sawhney is an Adobe vice president.
“Adobe trapped customers into year-long subscriptions through hidden early termination fees and numerous cancellation hurdles,” said Samuel Levine, Director of the FTC’s Bureau of Consumer Protection. “Americans are tired of companies hiding the ball during subscription signup and then putting up roadblocks when they try to cancel. The FTC will continue working to protect Americans from these illegal business practices.”
After 2012, Adobe shifted principally to a subscription model, requiring consumers to pay for access to the company’s popular software on a recurring basis. Subscriptions account for most of the company’s revenue.
According to the complaint, when consumers purchase a subscription through the company’s website, Adobe pushes consumers to its “annual paid monthly” subscription plan, pre-selecting it as a default. Adobe prominently shows the plan’s “monthly” cost during enrollment, but it buries the early termination fee (ETF) and its amount, which is 50 percent of the remaining monthly payments when a consumer cancels in their first year. Adobe’s ETF disclosures are buried on the company’s website in small print or require consumers to hover over small icons to find the disclosures.
Consumers complain to the FTC and the Better Business Bureau about the ETF, according to the complaint. These consumers report they were not aware of the existence of the ETF or that the “annual paid monthly” plan required their subscription to continue for a year. The complaint notes that Adobe has been aware of consumers’ confusion about the ETF.
Despite being aware of consumers’ problems with the ETF, the company continues its practice of steering consumers to the annual paid monthly plan while obscuring the ETF, according to the complaint.
In addition to failing to disclose the ETF to consumers when they subscribe, the complaint also alleges that Adobe uses the ETF to ambush consumers to deter them from cancelling their subscriptions. The complaint also alleges that Adobe’s cancellation processes are designed to make cancellation difficult for consumers. When consumers have attempted to cancel their subscription on the company’s website, they have been forced to navigate numerous pages in order to cancel.
When consumers reach out to Adobe’s customer service to cancel, they encounter resistance and delay from Adobe representatives. Consumers also experience other obstacles, such as dropped calls and chats, and multiple transfers. Some consumers who thought they had successfully cancelled their subscription reported that the company continued to charge them until discovering the charges on their credit card statements.
The complaint charges that Adobe’s practices violate the Restore Online Shoppers’ Confidence Act.
The Commission vote to refer the civil penalty complaint to the DOJ for filing was 3-0. The Department of Justice filed the complaint in the U.S. District Courtfor the Northern District of California.
NOTE: The Commission refers a complaint for civil penalties to the DOJ for filing when it has “reason to believe” that the named defendants are violating or are about to violate the law and that a proceeding is in the public interest. The case will be decided by the court.

Narrative: The Dover Police Department is investigating a shooting that left a 16-year-old injured Friday night. The investigation began at 9:49 p.m., when Dover Police received a call for shots fired in Simon Circle. Officers responded and located the victim who had sustained gun shot wounds to his lower body. The victim was transported to Bayhealth Kent Campus for treatment and later discharged. The investigation revealed that the suspects entered the Simon Circle neighborhood with firearms and shot the victim. The suspects then fled in a vehicle.

On June 16, 2024, at approximately 3:33 a.m., troopers responded to a shooting at Red Roof Inn & Suites, located at 1612 N. Dupont Highway. When troopers arrived on the scene, they learned that a 20-year-old male victim had been transported to a local hospital for a non-life-threatening gunshot wound to the arm.

Narrative: The Dover Police Department has arrested Brittney Wharton, 32, and Nathaniel Cooper, 42, both of Dover, on firearm and drug charges following an investigation into the illegal purchasing of firearms. The investigation began when members of the Dover Police Departments Drugs, Vice and Organized Crime Unit, in collaboration with the ATF, learned that Wharton had purchased several firearms, high-capacity magazines, and ammunition for Cooper, who is prohibited from possessing firearms or ammunition. Based on their investigation, Detectives obtained warrants for Wharton and Cooper.
On June 13th, 2024 Detectives executed a search warrant on a residence in the unit block of Fair Wind Place associated with Wharton an Cooper. During the search, officers located high capacity firearm magazines, ammunition, Psilocybin mushrooms and drug paraphernalia. Wharton and Cooper were taken into custody without incident at the residence and transported to Dover Police Department to be processed and arraigned.

New Federal Trade Commission data reveals that government impersonation scammers are targeting consumers for payments in cash, with the amount of cash reported lost to these scams nearly doubling from 2022 to 2023.
The FTC data shows that consumers reported losing $76 million when paying cash to government impersonation scammers in 2023, up from $40 million in 2022, an increase of 90 percent. In just the first quarter of 2024, consumers have reported losing $20 million to government impersonation scams when paying with cash.
“The impact of government impersonation scams is massive across the board, costing consumers millions,” said Samuel Levine, Director of the FTC’s Bureau of Consumer Protection. “For consumers who are convinced by scammers to pay cash, the harms are amplified even further. We’re glad to join with other agencies across the federal government to raise awareness of this issue and work to put a stop to it.”
The median loss for consumers who reported paying cash to government impersonation scammers in the first three months of 2024 was $14,740 – far higher than for any other method of payment. Consumers have reported mailing cash as well as handing cash to drivers sent to collect the money.
The FTC, along with the Department of Justice, Federal Bureau of Investigation, U.S. Postal Inspection Service, Internal Revenue Service, Social Security Administration, Customs and Border Protection, Department of Labor, Securities and Exchange Commission, Department of Health and Human Services, Veterans Administration, Americorps and the Federal Reserve Board, among others, are working to raise awareness of these scams and help consumers understand how they can avoid being drawn into handing over their hard-earned money.
Scammers frequently impersonate government agencies, from local police to federal agencies, and while details of the pitch may vary, a common element is that the consumer they are targeting needs to send or transfer money to address an urgent issue or serious problem. This news is usually accompanied with a combination of dire warnings or threats designed to put their target in a state of mind where the urgency of the moment bypasses any doubts they have.
The key fact is this: government agencies will never call, email, text, or message you on social media to ask for money or personal information, and they will never demand a payment. Only a scammer will do that.
Reported losses to government impersonation scammers across all forms of payment reached $618 million in 2023, up from $497 million in 2022 and $428 million in 2021.
The FTC recently put into effect a new rule that gives the agency stronger tools to combat and deter scammers who impersonate government agencies and businesses, enabling the FTC to file federal court cases seeking to get money back to injured consumers and civil penalties against rule violators.

Narrative: The Dover Police Department is investigating a robbery that took place Wednesday evening. The investigation began at 7:53 p.m., when Dover Police were called to Perfume Palace, located in the Dover Mall, for the report of a robbery. Officers responded and contacted the victim. The investigation revealed that two suspects, dressed in all black wearing face coverings entered the store, conveyed that they were armed with a firearm, and demanded the victim turn over property from the store. The suspects then removed an undisclosed amount of property and left the business.
There are no additional leads at this time.

Delaware State Police arrested 78-year-old Delbert Watkins of Seaford, Delaware, for aggravated menacing and other charges yesterday.
On June 12, 2024, at approximately 7:42 p.m., troopers responded to an aggravated menacing on Squirrel Lane in Seaford. When troopers arrived, they learned that the victim was involved in an argument with the suspect, identified as Delbert Wilkins. During the argument, Watkins pointed a gun at the victim and threatened to shoot him. Two children were with the victim when the incident happened, and no one was hurt.
Watkins was arrested and taken to Troop 5, where he was charged with crimes listed below, arraigned by Justice of the Peace Court 3, and committed to Sussex Correctional Institution on a $17,000 secured bond.

Delaware State Police arrested 32-year-old Jacob McCulley of Viola, Delaware, for multiple offenses following a pursuit in a stolen GMC Terrain last night in Dover.
On June 12, 2024, at approximately 10:17 p.m. a trooper on patrol on Route 13 near POW/MIA Parkway, saw a black GMC Terrain fail to stop at a stop sign. The trooper learned that the GMC was reported stolen and tried to pull it over, but it sped away northbound. During the pursuit, the GMC drove in a reckless manner on several Dover area streets and roads until it hit a marked Dover Police Department Tahoe on Wyoming Avenue and New Burton Road. After hitting the police Tahoe, the driver, identified as Jacob McCulley, fled on foot, but was quickly arrested. After a search of McCulley and the GMC, troopers found heroin and drug paraphernalia. No one was injured during the incident.
McCulley was taken to Troop 3, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 7, and committed to Howard R. Young Correctional Institution on a $5,458 secured bond.
The Delaware State Police are investigating a robbery and shots fired that occurred yesterday in Newark.
On June 12, 2024, at approximately 11:31 a.m., troopers responded to a report of shots fired at Salem Village Square Shopping Center. When troopers arrived, they learned that three unknown suspects assaulted and robbed an unknown male victim inside The Smoke Shop, located at 13 Salem Village Square. After the robbery, the suspects fled in a white car and the victim retrieved a gun from his car. The victim fired several shots at the white car as it was leaving the parking lot. The victim fled the scene a short time later. Detectives are working to identify and locate everyone involved.

Delaware State Police arrested 19-year-old Algahgaa Ata, 23-year-old Maddyan Ata, and 52-year-old Khaled Ata, all of Magnolia, Delaware, on multiple drug dealing charges concluding a several-month long drug investigation in Kent County.
Beginning in November of 2023, detectives from the Kent County Drug Unit and Delaware Alcohol and Tobacco Enforcement (DATE) began investigating Ali Baba Smoke Shop, located at 2131 South Dupont Highway, Ali Baba 2 Smoke Shop, located at 1534 South Governors Avenue, both in Dover, and Liberty Happy Gas Station, located at 50 West Birdie Lane in Magnolia for suspected large-scale distribution of drugs. Throughout the investigation, detectives identified Algahgaa Ata, Maddyan Ata, and Khaled Ata, as the suspects and obtained warrants for their arrest.
On June 11, 2024, detectives conducted a traffic stop near Magnolia and arrested M. Ata. During a search of his car, detectives found a loaded handgun, approximately 17 grams of marijuana, and $5,915 in suspected drug proceeds.
On June 11, 2024, detectives executed search warrants at the businesses and a residence on Ponderosa Drive in Magnolia. During the search, detectives located A. Ata and K. Ata at Liberty Happy Gas Station and took them into custody. During the search of the properties, detectives discovered approximately 1025.32 grams of marijuana and THC products, two handguns and ammunition, drug paraphernalia, and $158,523 in suspected drug proceeds.
Algahgaa Ata was arrested and taken to Troop 3, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and released on $2,000 unsecured bond.

Delaware State Police arrested 21-year-old David Kelley of Bridgeville, Delaware, and 23-year-old Colby Lecates of Laurel, Delaware, for felony drug charges following a traffic stop in Seaford early this morning.
On June 12, 2024, at approximately 1:14 a.m., a trooper on patrol was traveling behind a silver Nissan Altima on Concord Road eastbound in the area of Concord Pond Road in Seaford. The trooper observed the Nissan had an equipment violation, and conducted a traffic stop. As the trooper approached the car, he smelled a strong odor of marijuana and observed white smoke billowing out from the car as the passenger window rolled down. Upon making contact with the Nissan’s two occupants, the trooper saw a tray with a green leafy substance in the front passenger’s lap. Additionally, the trooper saw a large bong emanating smoke and 3 bags containing a green leafy substance next to the front passenger’s leg. The front passenger, identified as Colby Lecates, was taken into custody without incident. A search of his person led to the discovery of two plastic bags containing marijuana. The trooper returned to the Nissan and resumed contact with the driver, identified as David Kelley. The trooper observed Kelley exhibiting multiple signs of impairment and conducted Standardized Field Sobriety Tests. After the tests were completed, Kelley was taken into custody without incident. A subsequent search of Kelley’s person, and the Nissan was conducted.
The search of Kelley’s person, Lecates’ person, and the Nissan led to the discovery of the following:
Approximately 211.61 grams of marijuana
Approximately 24.18 grams of psilocybin mushrooms
Approximately 6.62 grams of THC wax
$308 in suspected drug dealing proceeds
Various paraphernalia to include digital scales and distribution/packaging materials
Kelley and Lecates were taken to Troop 5, where they were both charged with multiple crimes.

Farmer suffers from a condition that may pose a risk to his health and safety if not properly monitored and treated. Farmer is described as a black male, 5’11”, 158 pounds, with brown hair and brown eyes. Farmer was last seen in the area of Bayhealth Kent Campus, June 5th at approximately 5:00 a.m.. It is unknown what he was wearing at the time. Attempts to locate him have been unsuccessful.

Delaware State Police have identified 59-year-old David Taylor of Yeadon, Pennsylvania, as the man who died in a two-vehicle fatal crash that occurred yesterday morning on I-495 in Wilmington. Following the investigation, troopers arrested 31-year-old Cameron Devine of Middletown, Delaware, for vehicular homicide and related charges.
On June 10, 2024, at approximately 2:12 a.m., a white 2020 International HV613 truck tractor, operated by David Taylor, was traveling in the right lane on I-495 northbound, north of Edgemoor Road. The truck, which was a United States Postal Service (USPS) truck, did not have a trailer attached. At the same time, a silver 2009 Nissan Altima, operated by Cameron Devine, was traveling on I-495 northbound approaching the rear of the USPS truck. The Nissan struck the left-side rear tires of the USPS truck, which caused the truck to overturn over the guardrail and down an embankment. After the initial impact, the Nissan struck the guardrail along the right shoulder before it came to a stop in the northbound lanes of I-495. Taylor was pronounced dead at the scene.
Devine was taken to an area hospital for non-life-threatening injuries. The investigation determined Devine was under the influence of a combination of alcohol and drugs at the time of the crash. After Devine was discharged from the hospital, he was taken by troopers to Troop 2, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $10,400 cash bond.

Delaware State Police arrested 36-year-old Larry Kelley of Newport, Delaware, for felony assault and additional offenses stemming from a stolen vehicle hit-and-run crash investigation that occurred Saturday morning at Christiana Hospital in Newark.
On June 8, 2024, at approximately 8:12 a.m., troopers responded to Christiana Hospital located at 4755 Ogletown Stanton Road, Newark, for a report of a male patient that fled from the hospital in a stolen vehicle following a hit-and-run crash. Upon arriving, troopers learned the suspect, identified as Larry Kelley, was a patient in the Christiana Hospital Emergency Department, when he became increasingly aggressive, and ran out of the hospital. After running out of the hospital, Kelley evaded being taken into custody by multiple ChristianaCare Constables as he entered an unoccupied and unsecured SUV idling in front of the Emergency Department’s entrance. Kelley then struck a constable with the stolen SUV and drove over him as he fled out of the parking lot towards Churchmans Road. The constable was treated at the hospital for serious injuries.
A short time later, troopers found the stolen SUV abandoned in the area of East Newport Pike and Forest Drive, and learned Kelley had fled on foot from the SUV. Troopers, with the assistance of officers from the Newport Police Department, searched the area and found Kelley attempting to enter a house on Maple Hill Road. He was subsequently taken into custody without incident.
A computer inquiry was conducted and revealed Kelley does not have a valid driver license. After Kelley was medically cleared from the hospital, he was taken to Troop 2, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on an $11,500 cash bond.

The Delaware State Police are investigating a shooting that occurred on Sunday morning in a Royal Farms parking lot in Wilmington.
On June 9, 2024, at approximately 11:17 a.m., troopers responded to the Royal Farms located at 1031 South Market Street, Wilmington, for a report of a shooting. While responding to the scene, troopers received reports of a 20-year-old man suffering from a gunshot wound at a nearby hospital. The preliminary investigation revealed that the victim was in the Royal Farms parking lot when he was struck by gunfire from an unknown suspect. The victim was taken to the hospital by a private vehicle. He remains hospitalized in stable condition.

The Delaware State Police are investigating a two-vehicle fatal crash that occurred early this morning on I-495 in Wilmington that left one man dead.
On June 10, 2024, at approximately 2:12 a.m., a white 2020 International HV613 truck tractor was traveling in the right lane on I-495 northbound, north of Edgemoor Road. For reasons under investigation, the right-side front of the Nissan struck the left-side rear tires of the USPS truck. As a result of the impact, the USPS truck spun towards the eastern edge of the roadway, where it struck a raised metal guardrail and overturned down an embankment. The USPS truck ultimately came to a stop in the grassy area between I-495 and the railroad tracks. After the initial impact, the Nissan struck the guardrail along the right shoulder before it came to a stop in the northbound lanes of I-495.
The driver of the USPS truck, a 59-year-old man from Yeadon, Pennsylvania, was pronounced dead at the scene. His name is being withheld until his family and relatives are notified.
The driver of the Nissan, a 31-year-old man from Middletown, Delaware, was taken to an area hospital for non-life-threatening injuries.
The roadway was closed for approximately 7 hours while the scene was investigated and cleared.

On June 4, 2024, at approximately 10:47 a.m., Millsboro Police Department and Delaware State Police responded to a shooting on Saint Thomas Boulevard in the town limits of Millsboro. When officers arrived, they found 26-year-old Jordaan Brummell suffering from a gunshot wound and began life-saving efforts. He was taken to an area hospital where he died.
A preliminary investigation revealed that the suspect, identified as Malachi Waters, approached the victim with a gun and started shooting, hitting the victim. After shots were fired, Waters fled the scene in a car. A short time later, detectives saw Waters’ car and with the assistance Delaware State Police Special Operations Response Team, troopers stopped the car in Delmar near the Delaware-Maryland line where he fled, and was quickly apprehended in Delmar, Maryland.
On June 10,2024, Waters was extradited to Delaware. He was taken to Troop 4, charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $1,060,000 cash bond.

Delaware State Police are investigating a homicide that occurred in Ellendale yesterday afternoon.
On June 9, 2024, at approximately 4:30 p.m., troopers responded to the Ellendale Community Center, located at 12564 North Old State Road, for a shooting. When troopers arrived, they learned that a 17-year-old female had been shot and taken to the Ellendale Fire Company. The victim was taken by ambulance to an area hospital, where she died. Her name is being withheld until her family is notified. A second victim, a 19-year-old man, later responded to an area hospital with a gunshot wound to the leg and was being treated for non-life-threatening injuries.
The preliminary investigation revealed that a fight broke out between several people at the community center when an unknown suspect pulled a gun and fired shots into the crowd hitting the two victims.

Narrative: The Dover Police Department has arrested a 16-year-old male, and a 17-year-old male, both of Dover, on robbery and related charges following an incident Sunday evening. The investigation began at 6:12 p.m., when Dover Police Department received a call for a robbery that had occurred on a walking path off of Mifflin Road, south of Forrest Avenue. Officers responded and contacted the victim who advised that as he was walking on the path, he was approached by two suspects and one displayed a handgun. The suspects demanded the victim turn over several items and he complied. The suspects then left the area.
While canvasing the area, officers located both suspects walking in the Village of Westover park area. Officers contacted them, however they both ran on foot, and were eventually taken into custody. Officers located a loaded Glock 19 handgun in the path where the suspects ran. Both suspects were transported to Dover Police Department where they were processed and arraigned.
Both suspects were committed to Stevenson House Detention Facility on $56,000 cash bail on the following charges: -Robbery First Degree -Possession of a Firearm During the Commission of a Felony -Possession of a Firearm/Ammo by a Person Prohibited (2x) -Conspiracy Second Degree -Resisting Arrest
Both suspects are presumed innocent until proven guilty.
The Delaware State Police are investigating a robbery that occurred early yesterday morning at a Shell gas station in Newark.
On June 8, 2024, at approximately 5:07 a.m., troopers responded to a report of a robbery at the Shell gas station located at 1148 Christiana Road in Newark. The preliminary investigation revealed 3 unknown suspects used a white van to crash into the gas station’s front glass window while the business was open for service. The suspects then approached a Shell employee, and demanded he open the cash registers. The employee complied and the suspects fled on foot with an undisclosed amount of cash. There were no reported injuries.
The suspects are described as unknown males wearing dark-colored clothing. Surveillance video and images are not yet available.

The Delaware State Police are investigating a single-vehicle fatal crash that occurred yesterday afternoon in Camden that left one woman dead.
On June 8, 2024, at approximately 2:33 p.m., a 1996 Ford F-150 was traveling westbound on Westville Road as it exited a gradual right curve in the area of Probst Lane. For reasons under investigation, the Ford failed to remain in its lane and exited the north edge of the roadway, where it struck a mailbox before it continued in a northwesterly direction and struck a guardrail. The Ford rode the guardrail for a short distance before it fell into a deep tax ditch and struck an embankment. The impact with the embankment caused the Ford to overturn onto its left side, during which the driver was partially ejected from the driver-side window and was pinned under the truck as it came to a stop.
The driver, a 45-year-old woman from Smyrna, Delaware, was pronounced dead at the scene. Her name is being withheld until her family and relatives are notified.
The roadway was closed for approximately 4 hours while the investigators examined the scene and cleared the roadway.

Delaware State Police arrested 50-year-old Willie Anderson, Jr., of Bridgeville, Delaware, for felony gun and drug dealing charges following a search warrant at a residence in Bridgeville this morning.
On June 7, 2024, at approximately 6:02 a.m., members of the Sussex Governor’s Task Force, Sussex Drug Unit, and Delaware State Police Special Operations Response Team executed a search warrant at a residence on Polk Road in Bridgeville. The search warrant was obtained following a two-month long drug investigation of Willie Anderson, who was suspected of the large-scale distribution of narcotics. Anderson was taken into custody at the residence without incident.

Delaware State Police arrested 31-year-old Jasmine Thomas of Bridgeville, Delaware, for felony drug charges following a traffic stop in Seaford yesterday afternoon.
On June 6, 2024, at approximately 1:00 p.m., members of the Sussex County Governor’s Task Force, along with Delaware Probation and Parole officers, were patrolling the area of Concord Road in Seaford when they observed a white Oldsmobile Silhouette traveling westbound on Concord Road. A computer inquiry of the Oldsmobile’s Delaware registration revealed the tag was suspended due to no insurance. Troopers conducted a traffic stop on the Oldsmobile and made contact with the vehicle’s four occupants, one of whom was identified as Jasmine Thomas. A consensual search of the Oldsmobile was conducted after the driver was informed the uninsured and suspended vehicle would be towed. The search led to the discovery of empty bags of suspected heroin, which led to a probable cause search of Thomas’ bookbag. A search of the bookbag revealed:
Approximately 4.26 grams of crack cocaine
Approximately 4.28 grams of cocaine
85 bags containing approximately 0.595 grams of heroin
$2,966 in suspected drug dealing proceeds
Thomas was taken into custody without incident and transported to Troop 5, where she was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and released on her own recognizance.

Narrative: The Dover Police Department has arrested Djerryson Charles, 26, of Milford, on various charges following a major vehicle collision Tuesday afternoon. The investigation began at approximately 3:50 p.m. when the Dover Police Department received a call to assist the Capital Police Department with an erratic driver at the Dover Department of Motor Vehicles. Capital Police attempted to stop the vehicle, operated by Charles; however, the vehicle reversed and intentionally rammed the occupied police vehicle, causing the officer to sustain injuries. The officer was transported to Bayhealth Kent Campus for injuries sustained during this accident. The officer is identified as a 2-year veteran of the Capital Police Department and is assigned to Patrol.
The vehicle left the parking lot and drove northbound on North DuPont Highway. At some point during this incident, the vehicle crossed over the median and was traveling northbound in the southbound lanes and struck multiple vehicles in the area of East Loockerman Street, causing the vehicle to become disabled. Charles ran from the scene on foot after this collision; however, he was taken into custody without incident by Dover Police Officers responding to the scene.
As a result of the collision, a 48-year-old male and a 22-year-old male were transported to Bayhealth Kent Campus for injuries related to the collision.
Upon taking Charles into custody, Officers noticed that he was exhibiting signs of impairment and proceeded with a DUI investigation. After the investigation, Charles was arrested to DUI and related charges.
He was transported to Dover Police Department where he was processed and arraigned.

Delaware State Police arrested 33-year-old Michael Nokes of Magnolia, Delaware, for a robbery that occurred Monday evening at a Dollar General in Magnolia.
On June 3, 2024, at approximately 6:08 p.m., troopers responded to the Dollar General, located at 54 West Birdie Lane in Magnolia, for a report of a robbery. The preliminary investigation revealed that a masked black male suspect approached the cashier to make a purchase. Once the cash drawer opened during the transaction, the suspect forcefully removed an undisclosed amount of cash from the register, and ran out of the store in an unknown direction.
Through investigative means, troopers identified Michael Nokes as the suspect involved in the robbery and obtained a warrant for his arrest. On June 5, 2024, troopers from Troop 3 Patrol and the Kent County Governor’s Task Force located Nokes at a residence in Dover, and took him into custody without incident. Nokes was transported to Troop 3, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $7,500 secured bond.

The Federal Trade Commission is sending more than $2.4 million in refunds to consumers who paid for Lurn’s business consulting programs and were deceived about the amount of money they could make from these services.
The FTC sued Lurn in September 2023, alleging that the online business coaching company made unfounded claims in order to sells its various money making programs. Lurn made outlandish claims about the kinds of money consumers could make through their programs, including that they could become a “Stay-At-Home Millionaire” with one program. For another program, the company claimed consumers could “Fail 98% of the Time & Still Be Able to Make $11,453 Per Month.” According to the complaint, the company had no information to back up these claims and very few, if any consumers actually made money with these programs.
The FTC is sending payments to 1,922 consumers who purchased coaching or mentoring programs from Lurn. Most consumers will get a check in the mail. Recipients should cash their checks within 90 days, as indicated on the check. Eligible consumers who did not have an address on file will receive a PayPal payment, which should be redeemed within 30 days.
Consumers who have questions about their payment should contact the refund administrator, Rust Consulting, at 833-637-3837 or visit the FTC website to view frequently asked questions about the refund process. The Commission never requires people to pay money or provide account information to get a refund.

Delaware State Police arrested 20-year-old Amir Hughes of Dover, Delaware on rape charges resulting from the continuous sexual abuse of a child.
In April 2024, Delaware State Police Detectives began investigating a sexual relationship between Amir Hughes, an airman stationed at Dover Air Force Base, and a 14-year-old girl. During the investigation, detectives learned that Hughes was involved in an on-going sexual relationship with the juvenile.
On 5/30/24, Hughes was arrested and taken to Troop 3, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $600,000 cash bond.

Delaware State Police are investigating a homicide and officer-involved shooting that occurred in Dover yesterday afternoon that left two men dead.
On June 4, 2024, at approximately 5:25 p.m., troopers responded to Harmony at Kent Senior Living Center located at 1435 East Lebanon Road, Dover, for a report of a trespassing that escalated to a shooting. The preliminary investigation revealed the suspect, a 51-year-old man from Camden, Delaware, was on the property visiting a female relative after having been banned from the facility for aggressive behavior in the past. The suspect, accompanied by his female relative, was escorted out of the building by a 59-year-old staff member. Upon exiting the building, the suspect punched the staff member then ran to his vehicle and retrieved a handgun from within. Once armed, the suspect fired one shot into a male relative’s vehicle as they drove through the senior living facility’s parking lot and then shot the 59-year-old staff member. After shooting the victim, the suspect remained by his vehicle alongside his female relative as troopers, and officers from Probation and Parole, Wyoming Police Department, and Dover Police Department arrived at the scene. Troopers attempted to negotiate with the suspect, however, he walked away from his vehicle and raised the handgun, which prompted two troopers to discharge their divisional-issued firearms at him.
Following the shooting, troopers administered first aid to the suspect and the staff member until EMS arrived and transported them to an area hospital, where they were both pronounced dead. The suspect’s and the victim’s names are being withheld until their family and relatives are notified. No one else was injured as a result of this incident.
Per Delaware State Police standard operating procedures, the involved troopers have been placed on administrative leave pending a use of force investigation conducted in conjunction with the Delaware Department of Justice.

Delaware State Police have identified 19-year-old Malachi Waters of Millsboro, Delaware, as the suspect involved in a homicide that occurred yesterday morning in Millsboro that left one man dead. Waters was taken into custody in Maryland shortly after the incident.
On June 4, 2024, at approximately 10:47 a.m., Millsboro Police Department and Delaware State Police responded to a shooting on Saint Thomas Boulevard in the town limits of Millsboro. When officers arrived, they found a 26-year-old man suffering from a gunshot wound and began life-saving efforts. The victim was taken to an area hospital where he died. His name is being withheld until his family is notified.
Due to the nature of the investigation, the Millsboro Police Department requested that the Delaware State Police Homicide Unit assume the investigation. A preliminary investigation revealed that the suspect, identified as Malachi Waters, approached the victim with a gun and started shooting, hitting the victim. After shots were fired, Waters fled the scene in a car.
A short time later, detectives saw the suspect’s car and with the assistance Delaware State Police Special Operations Response Team, troopers stopped the car in Delmar near the Delaware-Maryland line where the suspect fled, and was quickly apprehended in Delmar, Maryland.
Upon extradition to Delaware, he will be charged with the following crimes:

The Delaware State Police have arrested 26-year-old Tyja Best of Ellendale, Delaware, for murder following a homicide that occurred Saturday night in Ellendale.
On June 1, 2024, at approximately 10:47 p.m., troopers were called to a residence on the 13000 block of South Old State Road in Ellendale for a report of a shooting. When troopers arrived, they found 27-year-old Brian Halliday, with a gunshot wound to the chest in the front yard and began life-saving efforts. He was taken to an area hospital where he was pronounced dead.
The preliminary investigation revealed that during an altercation between the victim and a female, the female produced a gun and shot him in the chest. The suspect fled the scene in an unknown direction. Through investigative means, the Delaware State Police Homicide Unit identified Tyja Best as the suspect, and on June 4, 2024, Delaware State Police Detectives and Special Operations Response Team took Best into custody without incident.
Best was taken to Troop 5 where she was charged with the crimes listed below, arraigned by Justice of the Peace Court 3, and committed to Sussex Correctional Institution on $1,060,000 cash bond.

The Federal Trade Commission has issued final amendments to its Amplifier Rule to help consumers make direct comparisons of home entertainment amplifiers.
The Amplifier Rule regulates power output related claims for home entertainment amplifiers so consumers can more easily compare products before purchasing. It was enacted by the FTC in 1974 in response to amplifier advertisements that relied on widely disparate and, at times, deceptive testing methods, leaving consumers without a way to reliably shop for amplifiers. The rule was last reviewed in 2008.
After evaluating the comments received, the FTC has now approved a Federal Register notice announcing a final rule adopting standard test conditions and other improvements related to the power output claims for amplifiers used in home entertainment products. Aside from a minor clarification, the final rule adopts the text of the 2023 SNPRM.
The final rule requires uniform test conditions for amplifiers if sellers make certain claims about power output; improves differentiation between power output disclosures that comply with the rule’s test conditions and those that do not; and modernizes and clarifies language in the rule related to these modifications.
The final rule also formalizes the FTC’s prior guidance on how the rule should be applied to multichannel amplifiers. A more-detailed discussion of these changes can be found in the text of the Federal Register notice, where it is called the Rule Relating to Power Output Claims for Amplifiers Utilized in Home Entertainment Products.
The Commission vote approving publication of the final rule was 5-0. It will be published in the Federal Register shortly.

On June 1, 2024, at approximately 5:41 p.m., troopers responded to the area of Coastal Highway and Wescoats Road for a road rage incident involving a knife. The investigation revealed that a white male suspect operating a moped came to a stop in front of a car at a red light on Coastal Highway. The suspect approached the car and threatened to harm the two occupants while holding a knife. As the victims called 9-1-1, the suspect got back on the moped and fled southbound on Coastal Highway. A short time later, a trooper observed a white male matching the description of the suspect as he was driving southbound near Airport Road. The trooper pulled the moped over, and spoke to the driver, later identified as Tyler Draine. During the traffic stop, the trooper attempted to arrest Draine however, he failed to follow verbal commands and ran across Coastal Highway in front of multiple cars. After a brief foot pursuit, Draine was arrested, and a search of his person led to the discovery of a pocketknife.
Draine was taken to Troop 7 where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 3, and released on a $6,202 unsecured bond.

The Delaware State Police are investigating a robbery that occurred yesterday at a Dollar General in Magnolia.
On June 3, 2024, at approximately 6:08 p.m., troopers responded to a report of a robbery at Dollar General, located at 54 West Birdie Lane in Magnolia. The preliminary investigation revealed that an unknown black male suspect approached the cashier to make a purchase and when the register was open, he forcefully removed the cash and ran from the store. The cashier was not hurt.

The Delaware State Police have arrested 25-year-old Christopher Moran, of Millsboro, Delaware, for the murder of his stepfather, Dennis Harmon.
On June 2, 2024, at approximately 10.33 p.m., troopers responded to the 25000 block of Redwing Lane in the Rehoboth Shores for a stabbing. When troopers arrived, they found 61-year-old Dennis Harmon suffering from stab wounds in a front yard and began life-saving efforts. He was pronounced dead at the scene. The preliminary investigation revealed that during a fight, Moran stabbed Harmon multiple times and fled the scene. Troopers found Moran walking a short time later in the Rehoboth Shores and took him into custody without incident.
Moran was arrested and taken to Troop 7, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on $1,180,000 cash bond.

The Delaware State Police are investigating a fatal motorcycle crash that occurred on Sunday afternoon in Newark that left one man dead.
On June 2, 2024, at approximately 4:11 p.m., a black 2010 Kawasaki motorcycle was traveling at an apparent high rate of speed in the left lane of E. Chestnut Hill Road eastbound approaching the intersection with Gender Road. At the same time, a gray 2016 Nissan Rogue was turning left on a flashing red arrow from the left turn lane on E. Chestnut Hill Road westbound onto Gender Road southbound. As the Nissan was crossing the eastbound lanes of E. Chestnut Hill Road, the front of the Kawasaki struck the front passenger side of the Nissan. After the impact, the motorcyclist was ejected from the motorcycle, and the Nissan struck a blue 2013 BMW 650i that was stopped at a red light on Gender Road northbound.
The motorcyclist, a 21-year-old man from Bear, Delaware, was pronounced dead at the scene. His name is being withheld until his family and relatives are notified.
The driver of the Nissan, a 28-year-old man, and the driver of the BMW, a 24-year-old man, both from Newark, Delaware, were not injured.
The roadway was closed for approximately 5 hours while the investigators examined the scene and cleared the roadway.

Delaware State Police are investigating a homicide that occurred in Laurel early this morning.
On June 3, 2024, at approximately 1:22 a.m., the Laurel Police Department and Delaware State Police responded to a large crowd with shots fired at Little Creek Apartments, located in the town limits of Laurel. When officers arrived on the scene, they found a 23-year-old man behind the 400-building suffering from gunshot wounds. The victim was taken to an area hospital where he died. His name is being withheld until his family is notified. A second victim, a 26-year-old man, later responded to an area hospital with a gunshot wound where he was being treated for non-life-threatening injuries.
The Laurel Police Department requested the Delaware State Police Homicide Unit to take over the investigation due to its nature. According to a preliminary investigation, an unknown suspect or suspects fired multiple shots where the crowd had gathered hitting the two victims, several cars, and buildings.

Narrative: The Dover Police Department has arrested a 16-year-old male, and a 15-year-old male, both of Dover, on multiple charges following a burglary early Sunday morning. The incident began when Dover Police received a call for an alarm at Dragon Land Smoke Shop at 2:31 a.m. Officers responded and observed the front glass was broken however the suspects were not successful in making entry into the business. While reviewing surveillance video, officers obtained a description of the suspects and began to check the area. Officers located three suspects and attempted to stop them at which time a they ran from officers. Officers were able to take two of the suspects into custody and identified them as the 16-year-old male and the 15-year-old male. Both suspects were transported to Dover Police Department to be processed.
Through further investigation, it was determined that the 16-year-old male was responsible for a February burglary at Sky Vape Smoke Shop, a February burglary at Cosmic Vape Smoke Shop and an attempted burglary at Cosmic Smoke Vape Shop in April.
The 16-year-old male was turned over to his guardian on the following charges: -Burglary/Attempted Burglary Third Degree (4x) -Wearing a Disguise During the Commission of a Felony -Theft/Attempted Theft (3x) -Criminal Mischief (4x) -Conspiracy Second Degree (2x) -Resisting Arrest

On May 29, 2024, at approximately 6:21 p.m., troopers responded to a home on the 26000 block of Kelly Circle in Seaford for a report of a shooting. When troopers arrived, they learned that two unknown suspects fired several rounds at an occupied house and injured a 15-year-old girl. She was transported to an area hospital with a gunshot wound to her foot. Through investigative means, detectives identified Lukas and Tyler Morrison as the suspects in the shooting. On May 31, 2024, detectives arrested Lukas and continue to search for Tyler.

The Delaware State Police are investigating a homicide that occurred in Ellendale on Saturday night, leaving one man dead.
On June 1, 2024, at approximately 10:47 p.m., troopers were called to a residence on the 13000 block of South Old State Road in Ellendale for a report of a shooting. When troopers arrived, they found a 28-year-old man with a gunshot wound to the chest in the front yard and began life-saving efforts. The victim was taken to an area hospital where he was pronounced dead.
The preliminary investigation revealed that during an altercation between the victim and a female, the female produced a gun and shot him in the chest. The suspect fled the scene in an unknown direction.

On June 1, 2024, at approximately 12:36 a.m., troopers were called for a report of shots fired near a residence on Front Street Extension. The preliminary investigation revealed there was an argument between unknown individuals near the residence followed by shots being fired. A 22-year-old man was hit by gunfire and was taken to an area hospital for non-life-threatening injuries.

The Delaware State Police have arrested 18-year-old Robert Cox 4th of Magnolia, Delaware, for gun-related offenses on Friday evening.
On May 31, 2024, at approximately 10:53 p.m., troopers were called to a residence on Grays Lane in Magnolia for a report of two females being threatened with firearms and a shot being fired. Upon arriving, troopers learned the victims, identified as a 20-year-old woman and a 21-year-old woman, who came to Cox’s residence to retrieve the 21-year-old woman’s property. While they were at the residence, Cox retrieved a long gun from a pick-up truck and pointed it at the 20-year-old woman, who was sitting inside her car. As the 21-year-old woman was approaching the car to leave, Cox pointed the long gun at her and threatened to kill her. Cox then put down the long gun, approached the car, removed a handgun from his pants pocket, and pointed at the 20-year-old woman while threatening to kill her. Cox walked away, retrieved the long gun, and fired one round into the air. The victims were not struck and did not report any injuries.
Cox was taken into custody without incident and transported to Troop 3. A computer search revealed Cox had an active court order from a previous arrest prohibiting him from possessing deadly weapons and/or ammunition. He was charged with the following offenses, arraigned by Justice of the Peace Court 7, and committed to the Sussex Correctional Institution on a $95,020 cash bond.

Delaware State Police are investigating an officer-involved shooting that occurred in Wilmington last night.
On May 31, 2024, at approximately 9:19 p.m., troopers responded to a residence on Ferris Road regarding a man who was reported to be suicidal. Preliminary investigation revealed that two teens on Ferris Road observed a man, later identified as 36-year-old Jonathan Kreiser of Smyrna, Delaware, walking in the street and waving a gun. Kreiser made statements indicating that he wanted them to shoot him. One of the teens convinced Kreiser to put the gun down. The teen then removed the magazine and placed both the gun and magazine on the sidewalk. They subsequently called 911 to report the incident.
Upon arrival, the first trooper on scene began negotiating with Kreiser. The trooper gave numerous commands for him to show his hidden hand, but Kreiser refused to comply. Kreiser then picked up the gun from the sidewalk, continued to ignore the trooper’s commands, inserted the magazine into the gun, and turned toward the trooper, prompting the trooper to discharge his divisional-issued firearm at Kreiser.
Following the shooting, troopers administered first aid to Kreiser until EMS arrived and transported him to an area hospital by ambulance for non-life-threatening gunshot wounds. He remains hospitalized in stable condition. No one else was injured as a result of this incident. Kreiser was charged with Aggravated Menacing and Possession of a Firearm During the Commission of a Felony. He was arraigned by Justice of the Peace Court 11 and was turned over to the custody of the Department of Corrections on a $21,000 cash bond.
It was later determined that Kreiser was the subject of a Gold Alert issued by the Smyrna Police Department earlier in the day. The Gold Alert indicated that Kreiser had taken his brother’s gun and was suicidal.
Per Delaware State Police standard operating procedures, the involved trooper has been placed on administrative leave pending a use of force investigation conducted in conjunction with the Delaware Department of Justice.

Delaware State Police arrested Chauncey Addison, 19, of Wilmington, DE, Ziare Drummond, 19, of Smyrna, DE, Aryanna Mercado, 18, of Newark, DE, Heaven Mancinelli, 18, of New Castle, DE, Destiny Burkett, 18, of Claymont, DE, and Jashawn McNeill, 18, of Wilmington, DE, for a strong arm robbery and assault that occurred yesterday afternoon at a Wawa in New Castle.
On May 30, 2024, at approximately 2:51 p.m., troopers responded to the Wawa located at 1515 North Dupont Highway, New Castle, for a report of a robbery and assault. Upon arriving, troopers learned the victim was confronted by 3 male and 3 female acquaintances as they were riding on the same DART bus. The suspects continued arguing with the victim and followed him as he got off the bus in the area of the Wawa. The victim attempted to seek safety from the suspects and entered the Wawa, however, the suspects followed him. Once inside, the suspects punched and kicked the victim and stole his property before they fled on foot in an unknown direction. The victim, an adult male whose identity will not be disclosed, was taken to an area hospital for serious injuries.
Troopers and officers with the New Castle County Police Department searched the area for the suspects. A trooper observed all 6 of the suspects walking near Louise Road and Mark Drive. The trooper stopped to make contact with the suspects, at which point the 3 male suspects disregarded verbal commands to stop and ran in different directions into a wooded area. In the ensuing foot chase, the trooper located one of the suspects, who was identified as Jashawn McNeill. McNeill continued to physically resist as the trooper attempted to take him into custody, however, was successfully apprehended after a brief struggle. The remaining 5 suspects, later identified as Chauncey Addison, Ziare Drummond, Aryanna Mercado, Heaven Mancinelli, and Destiny Burkett, were found in a nearby neighborhood a short time later and were taken into custody without incident. The victim’s stolen property was recovered during the search.
Addison, Drummond, Mercado, Mancinelli, Burkett, and McNeill were taken to Troop 2, where they were charged with multiple crimes.

These funds ensure that children and adults with intellectual disabilities receive quality sports training and opportunities for athletic competition. Delaware State Police have identified 26-year-old Keenan Brown-Meads of Claymont, Delaware, as the suspect involved in a sexual assault and carjacking that occurred Wednesday night in Claymont. Brown-Meads was taken into custody in Pennsylvania shortly after the incident.
On May 29, 2024, at approximately 11:55 p.m., troopers responded to a residence on Philadelphia Pike in Claymont for a report of a sexual assault and carjacking. Upon arriving, troopers learned that an unknown black male suspect had approached the victim as she was exiting her parked car. The suspect then sexually and physically assaulted the victim, before dragging her out of her car, and fleeing in the stolen car. The victim, an adult woman whose identity will not be disclosed, was treated and released from an area hospital for non-life-threatening injuries.
On May 30, 2024, at approximately 12:20 a.m., Tinicum Township Police Department Officers (Pennsylvania) observed the stolen vehicle traveling in the area of Philadelphia International Airport and conducted a traffic stop. The driver and sole occupant, identified as Keenan Brown-Meads, was taken into custody by Tinicum Township Police Department. Through investigative means, Troop 2 Criminal Investigations Detectives identified Brown-Meads as the suspect responsible for the assault and carjacking. Upon extradition to Delaware, Brown-Meads will be charged with the following crimes:
Rape 2nd Degree (Felony)
Robbery 1st Degree (Felony)
Unlawful Sexual Contact (Felony)
Attempted Strangulation (Felony)
Assault 3rd Degree

Delaware State Police are investigating a fatal motorcycle crash that occurred in Smyrna on Thursday afternoon.
On May 30, 2024, at approximately 1:12 p.m., a Jeep Cherokee was eastbound on Sweet Corn Lane, stopped for the stop sign at southbound, South Dupont Boulevard. At the same time, a Harley Davidson motorcycle was driving southbound on South Dupont Boulevard in the left lane, approaching Sweet Corn Lane. The preliminary investigation revealed that the Jeep pulled away from the stop sign to travel across South Dupont Boulevard into the path of the motorcycle, as a result, the front of the motorcycle hit the driver’s side of the Jeep.
The driver of the Jeep, a 69-year-old man and a passenger, a 69-year-old woman, both of Smyrna were taken to an area hospital for minor injuries.
The driver of the Harley Davidson motorcycle, a 59-year-old man from Dover, was pronounced dead at the scene. His name is being withheld until his family is notified.
The roadway was closed for approximately three hours while the scene was investigated and cleared.

Delaware State Police arrested a 14-year-old male of Wilmington, Delaware, for multiple burglaries and a robbery that occurred throughout this month at various locations in North Wilmington.
Beginning on May 15, 2024, at approximately 8:56 p.m., troopers responded to the Walgreens located at 802 Philadelphia Pike, Wilmington, for a report of a knifepoint robbery. The investigation revealed an unknown male suspect approached a Walgreens employee at the front counter and demanded money from the registers while pointing a large knife at her. The employee complied, and the suspect fled on foot towards Duncan Road with an undisclosed amount of cash.
On May 17, 2024, at approximately 2:16 a.m., troopers responded to Belak Flowers located at 832 Philadelphia Pike, Wilmington, for a report of a burglary. The investigation revealed an unknown male suspect gained entry into the business by utilizing a rock to break a glass window, and then stole property, money, and a set of keys belonging to a Chevrolet Express van from within. The suspect fled from the property in the stolen van, which was recovered later on the same day after it had been abandoned in the area of the Paladin Club Condominiums in Wilmington.
Between May 22, 2024, and May 27, 2024, troopers investigated 4 burglaries of a similar nature from the following medical centers in North Wilmington: Pure Wellness, Dougherty Dental Solutions, Wilmington Medical Associates, and Synergy Integrated Health. In each burglary, an unknown male suspect gained access into the medical center by utilizing a tool or brick to break glass doors/windows and stole medical supplies and money from within.
Troop 2 Criminal Investigations Detectives in collaboration with the New Castle County Police Department, and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) discovered the suspect responsible for the burglaries and robbery was the same suspect involved in similar incidents within New Castle County Police Department’s jurisdiction. The suspect was identified as a 14-year-old male.
On May 28, 2024, the New Castle County Police Department apprehended the teenager. He has been charged with the following crimes by the Delaware State Police:
Robbery 1st Degree (Felony)
Burglary 3rd Degree (Felony) – 6 counts
Theft of a Motor Vehicle (Felony)
Possession of a Deadly Weapon During the Commission of a Felony (Felony)
Wearing a Disguise During the Commission of a Felony (Felony) – 3 counts
Possession of Burglar Tools (Felony) – 2 counts
Theft Under $1,500 – 6 counts
Criminal Mischief $1,000 but less than $5,000 – 3 counts
Criminal Mischief Under $1,500
The teen was arraigned by New Castle County Family Court and committed to the New Castle County Detention Center on a $25,000 cash bond.
