The Delaware State Police have identified 20-year-old Dereck Wong of Georgetown, Delaware, as the man who died in a fatal crash that occurred Sunday morning in Gumboro.
The Delaware State Police Troop 7 Collision Reconstruction Unit continues investigating this incident. Troopers are asking anyone who witnessed this crash to contact Senior Corporal J. The Dover Police Department has arrested Scott Ottinger, 53, of Clayton, for three burglaries following an incident Friday evening. Dover Police Department was called to Cinnabon, 1051 North DuPont Highway, for the report of a suspect that had broken into the business. Officers responded and upon arrival, Ottinger was taken into custody without incident. Officers were able to speak with employees of the business who advised that on September 7th, 2023, a suspect broke into the business and stole money. Surveillance from the business confirmed that Ottinger was responsible for the burglary on the 7th as well. Further investigation led Detectives to determine that Ottinger was also responsible for the burglary at the County Eatery that occurred on September 20th.
Ottinger was transported to Dover Police Department where he was processed and arraigned.
Ottinger was released on $7,700 unsecured bond on the following charges: -Burglary Third Degree (3x) -Theft Under $1,500 (3x) -Criminal Mischief (2x)
On September 16, 2023, at about 0614 hours, Newark Police responded to the 900-block of Pickett Lane for a reported disturbance.
Upon arrival, a resident advised that they had been threatened by a neighbor who pointed a handgun at them. An investigation determined that another area resident, later identified as Mark Tate, 40, of Newark, went to the victim’s residence accusing the victim’s acquaintance of trespassing on Tate’s property. Tate entered the victim’s property and demanded that the victim’s acquaintance come outside, while pointing a handgun at the victim. Tate left the scene before police arrival.
Shortly thereafter, Tate was contacted at his residence and taken into custody without incident. Two handguns were seized by police from his residence.
Tate was transported to Newark Police headquarters where he was charged with Aggravated Menacing and Criminal Trespass Third Degree. Tate appeared before Justice of the Peace Court #11 by video and was released after posting $3,001 secured bail.
A big tone shift with the overnight model runs shows full speed ahead of a tropical system moving in from the Carolinas up into the Chesapeake Bay region. Which is the worst case scenario for any track of a storm system here on the shore.
Many of the high resolution model guidance showing heavy rain beginning to move in starting in the evening hours on Friday from south to north as the winds start to increase from the east. Winds could be gusting as high as 50 mph along the coastlines with 40-50 for the inland locations. Along with the major waves coming ashore of 10-20 feet. Combination of a high tide cycle, heavy rainfall, strong long fetched onshore winds, coastal flooding is going to be a big problem.
Early indications from a few days ago had flooding in the minor to borderline moderate levels. Well with high confidence now with the storm track and overall strength, moderate to potential major levels of coastal flooding exist for all water ways along the Atlantic, Delaware Bay, and of course the inland bays in Sussex, Kent and Worcester counties. Inundation of 1-3 feet are on the table on Saturday.
Rainfall with tropical moisture is surely going to be a issue for areas along coastal Delaware down the Bay Bridge Tunnel. across the mid-shore we will average of 2 to 5 inches of rain. Highest for those farthest south and east.
Now my least favorite topic, tornadoes. If we do have a tropical system on our hands rather than a hybrid or extra tropical cyclone, being on the right side of it is never a good thing. Slight curvature in the hodographs suggest we do have some turning in the atmosphere. Whether we have the little bit of instability remains to be in question. Tornadoes are a possibility but not with very high confidence right now.

On September 19, 2023, at approximately 5:20 p.m., Delaware State Police were called to the 9000 block of Tharp Road, Seaford, Delaware for a stolen motor vehicle report. The 62-year-old victim of Seaford, Delaware, told the arriving trooper that his friend saw and followed the stolen red 1990 Jeep Wrangler in the area of Hastings Farm Road and Concord Pond Road. The trooper located the Jeep traveling southbound on Concord Pond Road. The Jeep accelerated and began to travel at a high rate of speed as the trooper tried to catch up to it with the emergency equipment activated. The operator, identified as Dashaun Truitt, struck a tombstone before striking a tree, disabling the Jeep. He fled from the stolen vehicle in the area of Henry Drive and Church Road, Seaford, Delaware. Truitt has an active warrant for the following crimes:

The Federal Trade Commission has begun notifying people who may be entitled to compensation stemming from a settlement finalized in March 2023 with Epic Games over allegations that the Fortnite video game maker used dark patterns and other deceptive practices to trick players into making unwanted purchases.
In a complaint first announced in December 2022, the FTC alleged that Epic games deployed a variety of design tricks aimed at getting consumers of all ages to make unintended in-game purchases. The company also made it easy for children to rack up charges without parental consent and locked the accounts of consumers who disputed unauthorized charges with their credit card companies.
The money provided as part of the $245 million settlement with Epic Games will go to provide refunds to consumers. The FTC has begun the process of notifying more than 37 million people by email that they may be eligible for compensation, a process that will take one month to complete. Consumers will have until January 17, 2024 to submit a claim.

Confidence continues to increase for some sort of sub-tropical in nature storm system to develop along a stalled out frontal boundary off the coast of Florida and Georgia. With a strong area of high pressure it place towards New England, this will allow this system to intensify and move in towards the Carolina coastlines late Friday through Sunday.
Overspreading heavy rain, gusty winds, and coastal flooding are all expected this weekend. Especially on Saturday when the conditions are expected to be the worst out of this storm. Whether this storm will be tropical in nature or not, impacts are going to be felt like a stronger nor’easter we would see in the winter months.
Rain will begin to overspread the region beginning during the overnight hours on Friday and picking up in intensity on Saturday. Rain will be heavy at times with many operational and ensemble mean totals of 2-5 inches are expected over the weekend. With an area of high pressure to north, a strong pressure gradient will setup with constant strong onshore winds from the east and northeast. Sustained winds of 20-30 MPH with gusts 40-50 mph at times, will help generate waves offshore 10-20 feet. Near the coast, we are looking at swells generating 7-12 feet.
With some of the the tide gauge forecasts as of now showing areas along the Atlantic Ocean and Inland Bay regions for Minor to even Moderate coastal flooding during the high tide cycle Saturday afternoon. I worry for the Inland Bays a lot more with all the water being forced with no where to go given how big the swells will be with the strong long fetched onshore winds.
It’s pretty definitive at this point that we have a coastal storm on the way, it’s just a matter of how much rain will be associated with this system, and if it happens to be tropical or not. Or even a combination of both being a hybrid sub-tropical system. More details will be provided as the week goes on.
The Delaware State Police arrested 61-year-old Norman St. Sauveur Jr. of Frederica, Delaware for felony DUI on Monday morning.
On September 18, 2023, at approximately 8:32 a.m., a motorist, while following a red minivan, reported that it struck several curbs and was all over the roadway in the area of North Main Street and East Walnut Street, Magnolia, Delaware. During the check of the area, the trooper observed a red 2008 Dodge Caravan crossing over the fog line while traveling northbound on South State Street, Magnolia, Delaware. The trooper conducted the traffic stop and the vehicle pulled into the Delaware State Police parking lot. While the trooper was behind it, the minivan attempted to make a U-turn and drove up on the curb. The trooper contacted the driver, identified as Norman St. Sauveur Jr., and observed signs of impairment. Following field sobriety tests, St. Sauveur Jr. was arrested for DUI. A computer check showed that St. Sauveur Jr. has two prior DUI convictions.
While in custody at Troop 3, St. Sauveur Jr. was charged with the following crimes:

With the potential hybrid storm coming this weekend, not only heavy rain and gusty onshore winds are a problem, these are going to be some big waves. Moderate coastal flooding is on the table for Saturday. With onshore winds of 40-50 mph wind gusts generating waves 10-20 feet offshore. That’s going to be driving water hard to the coastal locations. Inland bays will be the bigger issues where water will not have any place to go.
We still have days to go to see the full extent of details but the consistency in model guidance is very good with this one so far. Whether this will be a tropical system or a nor’easter, this will be bringing heavy rains, gusty winds, and coastal flooding.
The Delaware State Fire Marshal’s office is investigating this morning’s house fire in Georgetown, Delaware. One occupant has died, and another occupant is in critical condition.
The Georgetown Fire Company responded to the 200 block of East Market Street shortly before 8:30 am for a report of a house on fire. Firefighters encountered a two-story home engulfed in flames and a bystander reporting two people trapped inside the burning home. Firefighters rescued an 87-year-old victim and an 18-month-old victim from the burning home.
The victims were rushed to the Beebe Hospital. The 87-year-old victim was pronounced deceased in the emergency room. The 18-month-old victim was flown to the Nemours Children’s Hospital in Wilmington, Delaware and is listed in critical condition.
State fire investigators and detectives from the Georgetown Police Department are conducting the investigation into the circumstances of this fire. Heavy fire damage was estimated at $300,000. This fire remains under investigation.

The Investor Protection Unit of the Delaware Department of Justice has issued a Summary Order to Cease and Desist against respondents linked to a cryptocurrency scam known as the “pig butchering scam.” A twist on the typical romance scam, the pig butchering scam is a long-term fraud in which victims are groomed over time to make investments using cryptocurrency, only to find that what they thought was a safe investment was a scam. It is estimated that this international scam involves thousands of victims across the country with losses into the billions of dollars.
The Investor Protection Unit received a complaint from a senior who had invested a significant chunk of his retirement savings in what turned out to be a pig butchering scam. It began when he was contacted online by an unknown person who urged him to purchase cryptocurrency to make investments. At the behest of the scammer, the victim initially invested approximately $275,000 of his retirement funds in cryptocurrency using a website, bybit.us, which tricks users into thinking it is legitimate by mimicking the website of a large cryptocurrency exchange, Bybit.com. Ultimately, the victim was told he had to pay significant fees before being able to withdraw his crypto; he took out a loan and paid the fees, but was still unable to make a withdrawal.
Working with Inca Digital, a data analytics company, the Unit traced the victim’s cryptocurrency to a number of different virtual wallets on the crypto exchange OKX.com. The Order prohibits the persons and entities affiliated with the wallets from withdrawing or otherwise moving assets owned by the victim. Although OKX, the exchange holding the wallets, is named in the Order, it is not accused of any wrongdoing; rather, in its role as the exchange, it is prohibited from permitting parties to move the fraudulently-obtained crypto, thus essentially freezing the accounts holding assets belonging to the Delaware victims.
“High-tech con artists have adapted traditional romance scam methods to take advantage of the hype surrounding cryptocurrency,” AG Jennings said. “The use of crypto to commit fraud, while increasingly common, presents new challenges for law enforcement. Today’s order takes a first step toward protecting Delaware investors from the pig butchering scam by freezing funds belonging to the victim.”
This is the second time the Unit has issued an order intended to freeze cryptocurrency lost by victims of the pig butchering scam. Unfortunately, the scam continues to proliferate, impacting victims in Delaware with increasing frequency.
The Investor Protection Unit offers the following tips for investors:
1. Be wary of someone you don’t know contacting you through any virtual platform looking to engage in frequent conversations.
2. Don’t get drawn into online conversations with unknown people who claim to have made a lot of money in cryptocurrency.
3. Remember that there is no such thing as a risk-free investment. If something sounds too good to be true, it probably is.

Narrative: The Dover Police Department has arrested Isaac Jones-Riddick, 20, of Magnolia, on drug dealing and firearm charges following a traffic stop Friday afternoon. The Drugs, Vice and Organized Crime Unit and Street Crimes Unit were conducting a firearm investigation related to Jones-Riddick. Members of the Street Crimes Unit stopped him in a vehicle in the area of South DuPont Highway and Lotus Drive at approximately 2:15 p.m. Friday afternoon, and he was taken into custody without incident. A search of the vehicle revealed a loaded 9mm Ruger handgun, a loaded Glock 9mm, 62.4 grams of marijuana and $1,159. Jones-Riddick was transported to Dover Police Department where he was processed and arraigned.
Jones-Riddick was committed to SCI on $100,400 cash bail on the following charges: -Possessing of a Firearm During the Commission of a Felony -Possession of a Firearm by a Person Prohibited -Possession with Intent to Deliver a Controlled Substance -Carrying a Concealed Deadly Weapon (2x) -Possession of Marijuana -Possession of Drug Paraphernalia
The Delaware State Police arrested Anthony Morris, 21, Christiana Sturgis, 18, and a 17-year-old male, all of Frankford, Delaware, for multiple drug and gun charges following a search warrant at a residence in Frankford on Friday morning.
On September 15, 2023, at approximately 6:00 a.m., Sussex Special Investigations Detectives with the assistance of the Delaware State Police Special Operations Response Team, Troop 4 Patrol, and Probation and Parole executed a search warrant at a residence on the 34800 block of North Branchwood Place in Frankford. The search warrant was obtained following a multiple-month-long drug investigation of Anthony Morris, who was suspected of the large-scale distribution of narcotics. The home was occupied by five adults and two juveniles. Morris and the 17-year-old male were taken into custody without incident. Christiana Sturgis was taken into custody without injury after she resisted arrest.
A search of the home led to the discovery of the following items:
Approximately 4.88 grams of crack cocaine
Approximately 2.81 grams of cocaine
Approximately 38.87 grams of marijuana
Approximately 551 bags containing approximately 3.875 grams of heroin
Approximately $6,377 in suspected drug dealing proceeds
Four firearms
Numerous rounds of ammunition
Various paraphernalia to include digital scales and distribution/packaging materials
All three suspects are prohibited from possessing firearms and ammunition. They were taken to Troop 4, where they were charged with the following crimes:

Damage looking to be observed as a weak EF-0 Tornado with winds of 80 mph on Adams Road in Dagsboro, DE
Out of surprise to many of residents living east of Dagsboro Delaware yesterday when a quick touchdown of a tornado occurred between Bunting and Piney Neck Road. With the hardest hit area being Adams road. Severe weather wasn’t on the ballet for yesterday but these freak events do happen from time to time when it comes to the microscale details.

A lot of key features played a role when you dig into the microscale levels. Overall weather synoptic pattern did not support the formation of tornadoes overall but the two colliding outflow boundaries did the trick. Similar to what happened several years ago in Ocean City Maryland when a EF-0 rolled through the city. These two boundaries interacting help creates vertical wind shear which is crucial for tornadogensis. When the storm matured with the very saturated surface with high dew points and extremely low cloud bases (LCL’s) was enough the get the mesocyclone spinning and tighten up down near the surface before dissipating a few minutes later. This tornado was only on the ground for about 5 minutes or less with a damage width of only about 100 yards.

The Delaware State Police have arrested 44-year-old Travis Driggus of Dover, Delaware for aggravated menacing and other charges after he caused a disturbance at Doverama Bowling in Dover on Saturday night.
On July 8, 2023, at approximately 11:47 p.m., troopers responded to Doverama Bowling at 1600 S. Governors Avenue for a report of a disorderly man chasing customers in the parking lot with a large razorblade. Troopers found the man, identified as Travis Driggus, in the parking lot and attempted to speak to him, but he began to flee from the area on foot. Troopers and officers from the Dover Police Department were able to detain Driggus in the front yard of a nearby residence, but were unable to find the razor. Driggus appeared to be intoxicated and was uncooperative with the investigation. No Doverama patrons were injured.
Driggus was taken to Troop 3 and charged with the following crimes:

In a comment to North Carolina House Health Committee members, the Federal Trade Commission staff opposed a bill pending before the state legislature attempting to prevent antitrust authorities from challenging the University of North Carolina Health Care System for engaging in anticompetitive mergers and conduct.
According to the staff comment, North Carolina Senate Bill 743 would authorize the kinds of acquisitions, market allocation, information sharing, and joint contract negotiations that reduce competition among healthcare providers and lead to patient harm in the form of higher healthcare costs, lower quality, reduced innovation, and reduced access to care, as well as depressed wages for hospital employees.
Senate Bill 743 (S-743) was unanimously passed by the North Carolina State Senate on May 1, 2023 and is now pending before the North Carolina House. It includes a provision purporting to give UNC Health (as well as any private and public entities with which it collaborates) a defense from antitrust enforcement for otherwise unlawful mergers or coordinated activity under the state action legal doctrine. Staff takes no position on whether S-743 satisfies state action requirements, noting in the comment that this would require further investigation.
The FTC has raised concerns about similar legislation in other states that purport to confer broad antitrust defenses to public health entities. In the case of S-743, UNC Health does not need state action protection to engage in beneficial collaborative activities because antitrust laws already permit competitively neutral collaborations among healthcare providers that benefit patients, the comment points out.
The FTC is concerned about the increasing use of state legislation to exempt hospital consolidation that harms patients and workers from law enforcement. The FTC’s recent policy work in this area suggests many reasons to be skeptical that state action protection for such arrangements deliver the benefits promised by the hospitals.

The Dover Police Department has arrested Javon Williams, 19, of Magnolia, DE, on Robbery and related charges following an incident at Best Buy Thursday afternoon. The investigation began at 4:22 p.m. when Dover Police Department received a call for an armed robbery that had just occurred at Best Buy. Officers responded to the scene and contacted the victim, an employee of the business, who advised the suspect entered the store, displayed a handgun, and demanded they turn over an iPhone. The employee complied and turned over the iPhone and other property. The suspect dropped the iPhone while running from the scene and fled in a silver Ford Fusion with a Delaware registration. The information was relayed to Officers and the vehicle was located traveling southbound on North Dupont Highway in the area of East Division Street. Officers attempted to stop the vehicle however, the vehicle failed to stop and continued southbound to River Road where it collided with another vehicle. Williams exited the vehicle and fled on foot toward the Relax Inn and surrendered when Dover Police K-9 Asher and his handler arrived on scene.
Detectives located clothing and property from the robbery inside of Williams’ vehicle following the execution of a search warrant.
Williams was transported to Dover Police where he was processed and arraigned.

The Delaware State Police have identified a second victim that died in the fatal crash that occurred on July 2, 2023 in Felton.
The driver of the Cadillac, 26-year-old Rawan Saleh of Philadelphia, Pennsylvania, died yesterday morning at an area hospital after being seriously injured in the collision.

The Delaware Department of Natural Resources and Environmental Control announced that the use of a gaff to handle any striped bass caught by recreational anglers is prohibited, effective immediately, to ensure Delaware’s compliance with the Atlantic State Marine Fisheries Commission (ASMFC) Amendment 7 to the Atlantic Striped Bass Fishery Management Plan (FMP).
The FMP cited the ban on gaff use as one of a suite of required management measures intended to reduce the mortality of recreationally-caught striped bass. Recent ASMFC striped bass population assessments have shown that recreational release mortality is currently the largest source of mortality for the overfished striped bass population. The ASMFC’s gaff ban is seen as aiding the recovery of striper stocks by helping reduce recreational release mortality of fish that could go on to spawn after they were caught and released by anglers.

Delaware State Police Troop 7 is issuing a Gold Alert for 40-year-old Jonathan Murray of Lewes, Delaware. Jonathan was last known to be in the Milford area on July 6, 2023. Attempts to contact or locate Jonathan have been unsuccessful, and there is a concern for his safety and well-being.
Jonathan is described as a white male, approximately 6’00” tall, weighing approximately 200 pounds, with brown hair and a beard. He was last known to be wearing a hat, black/neon green shirt, blue shorts, and camouflage Croc shoes.

The Delaware State Police have arrested 27-year-old Alan Alcantara of Bridgeville, Delaware for the murder of 52-year-old Troy Scofield of Bridgeville, Delaware.
On June 9, 2023, at approximately 11:14 p.m., the Bridgeville Police Department responded to 309 Cedar Street for a report of a missing person. Officers arrived and saw that a violent confrontation had occurred in the home, and resident Troy Scofield could not be located. The caller had seen fellow housemate Alan Alcantara leaving the residence in a blue 2006 Honda Civic before the police were contacted.
The Delaware State Police Homicide Unit assumed the investigation and linked Alcantara to Scofield’s disappearance and apparent homicide. On June 10, 2023, detectives obtained an arrest warrant for Alcantara, charging him with Murder First Degree.
On June 11, 2023, at approximately 3:30 p.m., detectives located Alcantara’s blue Honda Civic parked on a commercial property on the 20500 block of Dupont Boulevard in Georgetown. Detectives searched the car and found Scofield’s body in the trunk.
On June 13, 2023, at approximately 3:03 a.m., officers from the Dover Police Department responded to the 1000 block of South Little Creek Road for a report of a suspicious person. Officers arrived and found Alcantara hiding in a shed. He was taken into custody without incident.
Alcantara was taken to Troop 3, where he was charged with Murder First Degree. Alcantara was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $1,000,000 cash bond.

The Delaware Department of Natural Resources and Environmental Control (DNREC) has issued warnings of poor air quality in Delaware. Air quality that is unhealthy or very unhealthy is predicted Wednesday, June 7 and Thursday, June 8 by DNREC, and the Delaware Department of Health and Social Services (DHSS), Division of Public Health (DPH) has advised all individuals to limit prolonged or heavy physical activity and time spent outdoors and to stay indoors, preferably in a space with filtered air.
Wildfires in eastern Canada are emitting particulate matter into the atmosphere, affecting air quality throughout the northeast, including in Delaware. The U.S. Environmental Protection Agency provides an Air Quality Index with color codes to inform the public about conditions and how to avoid health effects associated with poor air quality. DNREC has declared a Code Red Action Day for particulate matter for Wednesday, June 7 and Thursday, June 8. These alerts warn of unhealthy particle pollution levels. DNREC also warned effects from the smoke may at times cause purple conditions, meaning the air quality is very unhealthy.
Particle pollution can affect anyone, but it bothers some people more than others. DNREC and DPH have provided the following guidance:
Avoid strenuous outdoor activity. While people with respiratory conditions should stay inside, make sure they have their inhaler or medicine.
Wear a properly fitted (fit tested) N95 for those who must go outside for long periods of time. Typical masks such as cloth, surgical, or KN95 will not provide adequate protection from poor air quality from particulate matter. The best protection is to remain indoors in a cool and clean environment.
Avoid using anything that burns, such as wood fireplaces, gas logs, gas stoves and even candles.
Avoid spraying aerosol products.
Avoid frying or broiling meat.
Avoid smoking cigarettes.
Don’t vacuum while air quality remains unhealthy or very unhealthy since it stirs up particles already inside your home.
Reduce the amount of smoke and particulate matter in your vehicles by keeping the windows and vents closed, and, if available, operating the air conditioning in “recirculate” mode.
Continue to check the air quality for the coming days and sign up for air quality alerts at de.gov/aqi.

DPH warns that certain populations—including young children, older adults, and those with lung conditions—could be more significantly impacted. While canceling outdoor events is not necessary, it is advisable to relocate indoors when possible. Yesterday the Delaware State Police arrested 51-year-old James Crow of Dover, Delaware and 36-year-old Quinton Perry of Bridgeville, Delaware on drug dealing charges after concluding an extended narcotics investigation.
In December 2022, detectives from the Kent County Governor’s Task Force began investigating James Crow, who was suspected of dealing drugs in Kent County. On May 23, 2023, at approximately 7:27 p.m., detectives contacted Crow as he met with his drug supplier Quinton Perry. Both Crow and Perry were taken into custody without incident.
Detectives executed search warrants on Crow’s residence and his Chevrolet Silverado pickup truck and recovered the following evidence:
1 sawed-off shotgun
1 shotgun that had been reported stolen by Randolph County Sheriff’s Office in North Carolina
Approximately 15.26 grams of methamphetamine
Approximately 6.54 grams of cocaine
Approximately 201 small baggies containing approximately 1.407 grams of suspected heroin
13 doses of Oxycodone
4 doses of Suboxone
6 prescription-only pills
Numerous items of drug paraphernalia
Over $1,000 in suspected drug dealing proceeds
Crow is a convicted felon prohibited from possessing firearms.
Detectives also executed a search warrant on Perry’s Hyundai Sonata and found over $2,300 in suspected drug dealing proceeds.

On Friday afternoon, the Delaware State Police arrested 69-year-old Louis Morelli of Lewes, Delaware for felony DUI after a traffic stop that occurred in Lewes.
On May 19, 2023, at approximately 1:00 p.m., a trooper on patrol observed a blue Honda Accord traveling westbound on Lewes Georgetown Highway near the intersection at Dairy Farm Road. The trooper saw the Accord accelerate and pass several vehicles without signaling, and the driver of the Accord nearly caused an accident at the intersection of Dairy Farm Road and Beaver Dam Road. The trooper stopped the Accord and contacted the driver, identified as Louis Morelli. During their interaction, the trooper detected signs of impairment with Morelli, and Morelli was subsequently taken into custody for DUI. A computer check showed that Morelli has four prior convictions for DUI.
Morelli was taken to Troop 7 and charged with 5th Offense DUI (felony) and numerous traffic violations. He was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on $7,000 secured bond.
An 18-year-old female of Dover is receiving treatment at an area hospital following a domestic incident that lead to a vehicle pursuit and barricade, causing major traffic delays. The incident began when Officers were called to the unit block of Vera Way for the report of a domestic where a female was in possession of a knife threatening another subject. Upon officers arrival, the female, an 18-year-old of Dover, was still in possession of the knife and when officers confronted her, she entered a vehicle and drove away which prompted officers to pursue her. The 18-year-old drove westbound to McKee Road and College Road where she stopped and officers attempted to take her into custody. While officers were attempting to take her into custody, the 18-year-old pulled out a large knife and reversed her vehicle, striking a Dover Police patrol vehicle. The 18-year-old then drove northbound on McKee Road to Scarborough road, eventually traveling southbound on North DuPont Highway, before coming to a stop in the southbound lanes in the 1100 Block of North DuPont Highway. The pursuit lasted approximately 10 minutes. Officers made contact with the 18-year-old at the window of the vehicle and she expressed the intent to harm herself with the knife while refusing to exit the vehicle. An ambulance was requested and the northbound and southbound lanes of North DuPont Highway were closed in the immediate area. Members of the Dover Police Department’s Crisis Negotiations Team spoke to the 18-year-old for approximately an hour and 29 minutes before she exited the vehicle and was taken into custody without incident. The 18-year-old was transported to an area hospital for an evaluation. No one was injured during this incident and no vehicles were damaged. Given the sensitive circumstances surrounding this incident, the names of the individuals will not be released.

The Delaware State Police are investigating a shooting that occurred in Bridgeville last night that left one man dead.
On May 14, 2023, at approximately 7:01 p.m., troopers responded to the 21000 block of Mill Park Drive regarding a shooting that had just occurred. Troopers arrived and found 23-year-old Orbby Holder of Bridgeville, Delaware lying on the front yard of a residence suffering from gunshot wounds. Troopers and EMS personnel rendered medical aid to Holder at the scene, and he was taken to an area hospital for emergency treatment. Holder was later pronounced dead at the hospital, and the Delaware State Police Homicide Unit assumed the investigation.
Detectives learned that Holder had been at a party on Mill Park Drive when he was confronted by an unknown man. The confrontation escalated and the unknown suspect shot Holder with a handgun. The suspect then fled the scene in an unknown direction.
No suspect information is currently available. The Homicide Unit is still actively investigating this incident. Delaware State Police are investigating a fatal single motor vehicle collision that occurred in the Seaford area this morning.
On May 14, 2023, at approximately 5:34 a.m., a 1999 Toyota Corolla operated by a 33-year-old male of Bridgeville, DE, was traveling westbound on Hearns Pond Road at a high rate of speed, approaching the intersection of Conrail Road. The intersection of Hearns Pond Road and Conrail Road is controlled by a four-way stop sign. Immediately west of the intersection of Conrail Road, there is a railroad crossing. The Toyota failed to stop at the stop sign and continued west through the intersection and over the railroad crossing, which caused the vehicle to go airborne. The Toyota then landed in the center of Hearns Pond Road, and began rotating clockwise as it was traveling in a northwesterly direction. The Toyota exited the north edge of the roadway, crossing over a ditch and its front center struck a tree.
The 33-year-old male operator of the Toyota who was not properly restrained, was pronounced deceased on the scene. Identification of the victim is pending notification to the next of kin.
Hearns Pond Road in the area of the collision was closed for approximately 4.5 hours while the crash was investigated, and the roadway was cleared.

Delaware State Police have arrested 42-year-old Reed Messer, a former Delaware educator for multiple counts of rape after accusations of a sexual relationship with a former student.
On December 23, 2022, the Delaware State Police Troop 2, Criminal Investigations Unit, received a report from the Delaware Division of Family Services alleging a former teacher at Stanton Middle School, located at 1800 Limestone Road, Wilmington, had a sexual relationship with a juvenile student, approximately nine years prior. Through further investigation it was determined that the teacher and student had an apparent sexual relationship that began in October 2014 and lasted for approximately two months.
On April 26, 2023, troopers obtained an arrest warrant for Messer. Law Enforcement in South Carolina located Messer at her residence in Greenville, South Carolina and took her into custody. Messer was being held in the Department of Corrections in South Carolina until yesterday when she was extradited back to Delaware.
On May 9, 2023, Messer was transported to Troop 2 where she was charged with the following crimes:
Sexual Abuse of a Child by a Person of Trust 1st Degree (Felony) – 2 counts
Rape 3rd Degree (Felony)- 10 Counts

Reed Messer has not been an employee of the Red Clay Consolidated School District since November 2014.

The Delaware State Police are investigating a shooting that occurred last night in Dover that left one man injured.
On May 6, 2023, at approximately 11:43 p.m., troopers responded to the 1500 block of South Governors Avenue regarding a shooting. Troopers discovered that a 19-year-old Dover man had been shot once in his leg while he was leaving a nearby party. The man was taken to an area hospital for non-life-threatening injuries and was later released. Troopers learned that several vehicles were struck by rounds during the shooting, as well the nearby Touchdown bar and Valero gas station buildings.
No other injuries were reported, and detectives recovered numerous bullet casings from the area. There is currently no suspect information available.

The Delaware State Police have arrested 28-year-old Evelio Alvarez of Frankford, Delaware on gun charges following a traffic stop that took place late Saturday night.
On May 6, 2023, at approximately 11:44 p.m., troopers were dispatched to the 36000 block of Robin Hood Road in Delmar regarding a report of a subject with a gun. As troopers were responding to the scene, dispatch advised that the suspect was leaving the area in a silver Dodge Durango. Troopers found the silver Durango on Old Stage Road in Laurel and conducted a traffic stop. During the stop troopers learned that one of the rear seat passengers, identified as Evelio Alvarez, had a gun. Troopers attempted to take Alvarez into custody, but he refused to listen to commands and physically resisted arrest. Alvarez was detained by troopers and placed in a police vehicle, where he began damaging the interior. Troopers searched the Durango and found a handgun that had been concealed under the front passenger seat.
Computer checks showed that Alvarez, who appeared to be drunk, is a convicted drug offender prohibited from possessing a firearm. Alvarez was taken to Troop 5 and charged with the following crimes:

The Delaware State Police have arrested 43-year-old Lenell Abbott of Dover, Delaware on several felony gun and drug charges following an investigation that began Thursday evening.
On May 4, 2023, at approximately 10:23 p.m., troopers responded to a residence on Cathy Avenue in Dover after the homeowner reported that his house had been struck by gunfire. Troopers discovered that a 13-year-old boy had been in his bedroom earlier that day when a bullet went through his wall. The boy was not injured, and troopers were able to trace the bullet’s trajectory back to the neighboring residence. Detectives contacted the neighbor, identified as Lenell Abbott, and learned that Abbott had accidentally fired a handgun through his kitchen window.
Computer checks of Abbott revealed that he is a convicted felon prohibited from possessing firearms and/or ammunition. Detectives executed a search warrant at Abbott’s home and found two more handguns, two boxes of ammunition, approximately 34.61 grams of crack cocaine, approximately 15.32 grams of powder cocaine, and over $7,500 in suspected drug dealing proceeds.
Abbott was taken to Troop 3 and charged with the following crimes:

The Delaware State Police have arrested 44-year-old Christopher Harris of Cheswold, Delaware for felony DUI following a traffic stop that took place yesterday afternoon in Dover.
On May 6, 2023, at approximately 4:16 p.m., a trooper on patrol observed a silver Dodge Ram traveling northbound on South Dupont Highway near Walnut Shade Road. The trooper saw the driver of the pickup swerving on the road, cross his lane lines multiple times, and change lanes without using a turn signal. The trooper stopped the Ram and contacted the driver, identified as Christopher Harris. The trooper smelled alcohol coming from Harris’ breath, observed signs of impairment, and saw open alcoholic drinks in the truck. Harris was subsequently taken into custody for DUI.
Computer checks of Harris showed that his driver’s license was suspended. Checks also showed that Harris has eight prior convictions for DUI. Harris was taken to Troop 3 and charged with 7th Offense or Greater DUI and numerous traffic offenses. Harris was arraigned by Justice of the Peace Court 7 and committed to Sussex Correctional Institution on $21,007 cash bond.
The Delaware State Police have arrested 30-year-old Dane Smith of Ocean View, Delaware for shoplifting, lewdness, and other offenses following an incident that occurred yesterday afternoon in Bear.
On May 2, 2023, at approximately 4:06 p.m., troopers responded to the Lowe’s located at 1030 East Songsmith Drive for a report of a shoplifter in the store. A trooper arrived and was told by employees that there was a man who had passed out in a store aisle after he had intentionally inhaled numerous cans of air duster spray that he did not purchase. The suspect had also exposed his penis and vomited on himself while in Lowe’s, disturbing other shoppers. The trooper contacted the man, identified as Dane Smith, who rose to his feet and made a fist. The trooper attempted to take Smith into custody, but Smith physically resisted arrest and struggled with the trooper. The trooper was able to handcuff Smith after she used her Taser to gain compliance.
Smith was taken to an area hospital for medical treatment. Afterwards, he was taken to Troop 2 and charged with the following crimes:

The Dover Police Department has arrested Kareem Young, 29, of Dover, on attempted robbery charges following an altercation at Royal Farms early Thursday morning. The investigation began when officers were dispatched to Royal Farms for a theft. Upon arrival, Young was being actively held down by employees of the business. Young was taken into custody by Dover Police without incident. The ensuing investigation revealed that Young entered the store wearing a black ski mask and immediately went behind the counter and removed several packages of cigarettes. Young was confronted by staff, at which time he fought with them, causing a laceration to one of the employees. Further investigation revealed that Young has been banned from Royal Farms due to previous cigarette thefts. Young was transported to Dover Police Department where he was processed and arraigned. Young was committed to SCI on $34,050 secured bail on the following charges:

Delaware State Police are investigating a fatal motor vehicle collision involving two work trucks that occurred in the Smyrna area yesterday morning.
On April 26, 2023, at approximately 11:43 a.m., a 2021 International Box Truck was northbound on Korean War Veterans Memorial Highway (Route 1) in the right lane north of Exit 114. At the time, a 2018 International Flatbed Truck was stopped on the northbound right shoulder of Route 1 north of Exit 114. The operator of the stopped flatbed truck was outside of the vehicle when the operator of the box truck fell asleep and drifted off the east edge of the roadway. The front of the box truck struck the left rear of the flatbed truck. The operator of the flatbed truck was also struck during the collision. The box truck then swerved to the left traveling across both northbound lanes of Route 1 and off the west edge of the roadway, where it struck a guardrail with its left front bumper and into the grass median.
The operator of the box truck, a 24-year-old male from Ranson, WV was transported to an area hospital for minor injuries. There was a 57-year-old male front-seat passenger from Baltimore, MD in the box truck who was pronounced deceased at the scene. Identification of the victim is pending notification to the next of kin.
The operator of the flatbed truck, a 60-year-old male from Somerset, NJ was transported to an area hospital in critical condition.
Northbound Route 1 was closed for approximately four and a half hours while the collision was investigated, and the roadway was cleared.
The Delaware State Police Troop 3 Collision Reconstruction Unit continues to investigate this incident. Troopers are asking anyone who witnessed this collision to please contact Master Corporal J. Delaware State Police have arrested a 17-year-old juvenile male from Newark, DE with criminal charges in connection with a shooting incident that occurred at the Christiana Mall in early April.
On April 8, 2023, at approximately 6:43 p.m., the Delaware State Police responded to the Christiana Mall for a reported shooting at the food court entrance. Investigation revealed that three male suspects confronted an 18-year-old male victim as he was exiting the food court. The three suspects began to physically assault the victim, at which point the victim’s two friends entered the physical altercation and began fighting with the suspects. During the fight, one suspect removed a handgun from his waistband and began firing multiple rounds. The first victim and his friend, a 16-year-old male were both struck by three rounds in the torso and the lower extremities. The suspects then fled the scene.
There was one 18-year-old victim who was standing on the sidewalk outside of the entrance when he was struck by one round in the lower extremity. He was transported to an area hospital for non-life-threatening injuries.
Through investigative means, troopers have identified one of the three suspects. On April 18, 2023, the 17-year-old suspect turned himself in at Troop 2 where he was charged with Facilitate a Riot (Felony), Conspiracy Second Degree (Felony), and Offensive Touching. The juvenile was arraigned in the New Castle County Family Court and committed to a Division of Youth Rehabilitative Services facility on a $15,000 secured bail.
The remaining two suspects have not been identified at this time. This remains an active and ongoing investigation. The Dover Police Department has arrested Sean Lucas, 46, of Dover, on weapons charges and assault charges following an altercation on South State Street Friday evening. The investigation began when officers were dispatched to the 100 block of South State Street for an unknown altercation. Upon arrival, Officers located the victim, a 53-year-old male of Dover, with a laceration to his upper body that was caused during an altercation with the suspect. While speaking with the victim and witnesses on scene, it was determined that the suspect was still nearby. Officers checked the area and located Lucas, who matched the description provided by witnesses. Lucas was taken into custody without incident and found in possession of a box cutter type knife. The victim was transported to Bayhealth Kent Campus for treatment. Lucas was transported to Dover Police where he was processed and arraigned.
Lucas was committed to SCI on $122,000 cash bail on the following charges: -Assault First Degree -Possession of a Deadly Weapon During the Commission of a Felony -Carrying a Concealed Deadly Weapon
WILMINGTON, Del. – Governor John Carney on Thursday announced that he will nominate the Honorable Abigail LeGrow and N. Christopher Griffiths to serve as Supreme Court Justices. If confirmed, the two nominees will take the seat formerly held by Justice Tamika R. Montgomery-Reeves and the seat to be open upon the retirement of Justice James T. Vaughn, Jr..
“I believe both Judge LeGrow and Chris Griffiths have the experience, knowledge, and commitment to public service necessary to serve on the Supreme Court,” said Governor Carney. “Judge LeGrow brings experience from various Delaware courts, and Chris brings extensive litigation expertise. I want to thank these two qualified nominees for their willingness to serve the people of the State of Delaware, and I look forward to the Senate considering their nominations.”
LeGrow serves as a Judge of the Superior Court of the State of Delaware. She was appointed by Governor Markell and began serving in February 2016. Before joining the Superior Court, LeGrow was appointed as a Master in Chancery on the Delaware Court of Chancery by then-Chancellor Leo E. Strine, Jr. Judge LeGrow received her J.D. from the Pennsylvania State University Dickinson School of Law and her B.A. in Political Science from Susquehanna University.

TREES IN THE AREA AS WELL AS SIGNIFICANT REMOVAL OF ROOFING MATERIAL

ROAD. FARTHER EAST, THE SIGNIFICANT TREE DAMAGE CONTINUED AND A

POINT WHERE THE TORNADO REACHED ITS MAXIMUM WITH OF ABOUT 700 YARDS
(~0.4 MILES). THE TORNADO STRUCK A SMALL FARMSTEAD ALONG TUCKERS
ROAD. THE HOUSE APPEARED TO HAVE SLIDE OFF ITS FOUNDATION AND
COLLAPSED. 2 BARNS ON THE PROPERTY WERE COMPLETELY DESTROYED ALONG
WITH SNAPPED TREES AND POWER POLES. FARTHER EAST, SEVERAL HOMES
SUSTAINED DAMAGE FROM FALLEN TREES AND WIND BLOWING OFF ROOF
MATERIAL. A FEW IRRIGATION PIVOTS WERE BLOWN OVER IN THIS AREA.
NUMEROUS TREES WERE SNAPPED OR UPROOTED ALONG OWENS ROAD AND SHARPS
MILL ROAD NEAR TUCKERS ROAD. JUST EAST OF TUCKERS ROAD, A SINGLE

OFF. A CHICKEN HOUSE BEHIND THE RESIDENCE HAD A SMALL PORTION OF ITS

IT CONTINUED NORTHEAST TOWARD ELLENDALE WHILE CROSSING SEVERAL
ROADS. THE TORNADO CROSSED OAK ROAD, B AND R ROAD, OAKLEY ROAD,
UNION CHURCH ROAD, AND BEAVER DAM ROAD. ALONG THESE ROAD CROSSINGS,
THE TORNADO PRODUCED CONSISTENT TREE DAMAGE AND SOME MINOR COSMETIC
DAMAGE TO SOME HOMES. MORE NOTABLE AREAS OF DAMAGE INCLUDE: A LARGE
CHICKEN HOUSE ALONG B AND R ROAD WAS SEVERELY DAMAGED WITH SOME

OFF OF A AUTOMOTIVE SERVICE BUILDING. THE TORNADO CONTINUED INTO A
WOODED AREA THEN CROSSED HOLLY TREE ROAD EMERGING INTO A FIELD. THE
TORNADO CIRCULATION DISSIPATED AROUND 6:19 PM EDT JUST AFTER TURNING
OVER AN IRRIGATION PIVOT NEAR HUMMINGBIRD ROAD AND BENSON ROAD.
ONE FATALITY OCCURRED FROM THIS TORNADO, BUT NO OTHER KNOWN SERIOUS
INJURIES OCCURRED.

The Delaware State Police have arrested 19-year-old Tahvon Hughes of Philadelphia, Pennsylvania after he fled from a traffic stop in a stolen car yesterday morning in Millsboro.
On March 29, 2023, at approximately 10:50 a.m., troopers responded to Gravel Hill Road near Zoar Road regarding a stolen 2018 gray BMW X5 that was traveling through the area. BMW was able to provide GPS coordinates to police dispatchers, and a trooper saw the car headed southbound on Gravel Hill Road. Troopers attempted to stop the BMW on Gravel Hill Road south of Mount Joy Road, but the driver sped away. Troopers briefly pursued the stolen car until a State Police helicopter obtained a view of the BMW. The suspect continued speeding through Millsboro and eventually began traveling northbound towards Milton. With the helicopter still maintaining a visual on the car, the suspect proceeded through Milton and began heading northbound on Coastal Highway towards Milford. The BMW stopped on Coastal Highway just north of Sharps Road, and the driver turned the car off. The driver, identified as Tahvon Hughes, was subsequently taken into custody without incident.
Troopers confirmed that the BMW had been reported as stolen by the Philadelphia Police Department earlier that day.
Hughes was taken to Troop 4 and charged with the following offenses:
Receiving Stolen Property Over $1,500 (Felony)
Disregarding a Police Officer Signal (Felony)
Numerous traffic charges
Hughes was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on $4,150 cash bond.
The Dover Police Department has arrested Christopher Houck, 25, of Dover, and Ontia Lofland, 25, of Laurel, on several charges following a pursuit in a stolen vehicle Monday night. The investigation began when Officers observed a White Ford Transit van in the area of South State Street and East Water Street. A records check revealed the vehicle was reported stolen. Officers initiated a traffic stop on the vehicle at which time it fled and a pursuit began throughout the City. The pursuit ultimately ended on Savannah Road in Dover when the vehicle got stuck in a field. The occupants were taken into custody without incident and identified as Houck and Lofland. Through further investigation, Houck was linked to stealing a City of Dover vehicle over the weekend. Both individuals were transported to Dover Police where they were processed and arraigned.
Houck was committed to SCI on $4,350 cash bail on the following charges: -Theft of a Motor Vehicle -Criminal Trespass in the Third Degree -Receiving Stolen Property -Failure To Stop on Police Command -Numerous Traffic Offenses

The Delaware State Police have arrested 27-year-old Octavio Lopez-Hernandez of Dover, Delaware for felony DUI following a traffic stop that occurred early this morning in Dover.
On March 25, 2023, at approximately 1:50 a.m., a trooper on patrol observed a silver Nissan Rogue traveling at a high rate of speed southbound on North Dupont Highway near Scarborough Road. The trooper stopped the Rogue and contacted the driver and only occupant, identified as Octavio Lopez-Hernandez. The trooper smelled alcohol coming from Lopez-Hernandez’s breath and detected signs of impairment. Lopez-Hernandez was subsequently taken into custody for DUI. A computer check of Lopez-Hernandez showed that he has seven prior convictions for DUI.
Lopez-Hernandez was taken to Troop 9 and charged with the following offenses:
Driving Under the Influence, 7th Offense or Greater (Felony)
Driving While Suspended or Revoked
Failure to Have Insurance Identification in Possession
Speeding

The Delaware State Police have arrested 32-year-old Victor Hammond of Bridgeville, Delaware and 30-year-old Derrious Signey of Seaford, Delaware on numerous felony charges following a drug dealing investigation that took place yesterday.
On March 21, 2023, at approximately 12:00 noon, members of the Delaware State Police Sussex County Drug Unit executed a search warrant at a residence on the 300 block of North Street in Seaford. With assistance from the Special Operations Response Team and the Seaford Police Department, detectives were able to take Victor Hammond and Derrious Signey into custody inside of the residence without incident. The ensuing search led to the discovery of the following:
Approximately 90.83 grams (over 3 ounces) of suspected raw heroin
Approximately 247 baggies containing approximately 1.729 grams of suspected heroin
Approximately 75.11 grams (over 2.5 ounces) of cocaine
Approximately 17.12 grams of crack cocaine
Approximately 13.11 grams of marijuana
4 Oxycodone pills
1 loaded handgun
Various rounds of ammunition
Various items of drug paraphernalia
Over $2,800 in suspected drug proceeds
Computer checks showed that Hammond is a convicted felon prohibited from possessing firearms and/or ammunition. Computer checks also showed that Signey is a convicted drug offender prohibited from possessing firearms and/or ammunition.

The Delaware State Police have arrested 48-year-old Rodney Hearn of Georgetown, Delaware for felony DUI and other offenses following a vehicle pursuit that occurred early this morning in Bridgeville.
On March 20, 2023, at approximately 1:23 a.m., a trooper on patrol observed a silver 2004 Kia Spectra turn left onto Coverdale Road from Mill Park Drive. The driver of the Kia failed to properly signal, and the trooper attempted to stop the car on Coverdale Road at Seashore Highway. However, the driver did not stop on command and began speeding away northbound on Chaplains Chapel Road. The trooper pursued the Kia until it came to a stop on Tuckers Road west of Oak Road. The driver, identified as Rodney Hearn, was subsequently taken into custody without incident. Hearn showed signs of impairment and was found to be in possession of drug paraphernalia and approximately .38 grams of crack cocaine that he had attempted to destroy. Computer checks showed that Hearn has three prior convictions for DUI.
Hearn was taken to Troop 5 and charged with the following offenses:

Tampering With Physical Evidence (Felony)
Possession of a Controlled Substance

Governor John Carney and Lt. Governor Bethany Hall-Long have proclaimed March 20 to March 24 as Severe Weather Awareness Week in Delaware. Yesterday the Delaware State Police arrested a 16-year-old student at Sussex Central High School in Georgetown after he was found to be in possession of a handgun on school property.
On March 15, 2023, at approximately 9:00 a.m., the school resource officer at Sussex Central High School was notified by staff that a student in the building had a firearm in his possession. The trooper contacted the student and removed him from his classroom. A search of the teen’s backpack led to the discovery of an unloaded handgun with accompanying ammunition. The gun was confiscated and the 16-year-old was taken into custody without incident. No students or staff were harmed and the school day proceeded as normal.
The teen was taken to Troop 4 and charged with Possession of a Weapon in a Safe School Zone (Felony). He was arraigned by Justice of the Peace Court 3 and released on $2,500 unsecured bond. He was also issued a no contact order with the Indian River School District.
The Delaware State Police have arrested 18-year-old Michael Flamer and 18-year-old Tajon West, both of Chester, Pennsylvania, for committing an armed robbery early this morning in Laurel.
On March 11, 2023, at approximately 12:50 a.m., troopers responded to the Lakeside Motel in Laurel regarding a robbery that had just occurred. Troopers contacted a 34-year-old man who advised that he works for a ridesharing company and had just given two men a ride to Laurel from the Philadelphia area. When they arrived at the predetermined destination, the two men pushed the driver and took his cell phone from him. Both suspects threatened to shoot the driver if he did not get out of the car, while one of the suspects began pulling what looked like a gun out from his jacket pocket. The suspects got out of the car and tried to open the driver’s door, but the victim was able to leave and drive to the Lakeside Motel to call 9-1-1.
Later at approximately 4:23 a.m., a trooper contacted two men at the Relax Inn, located at 30702 Sussex Highway in Laurel. Both men were looking for a ride to Philadelphia, and both matched the suspect descriptions provided by the victim. The two suspects, identified as Michael Flamer and Tajon West, were taken into custody without incident.
Flamer and West were taken to Troop 5 and both were charged with the following crimes:

Aggravated Menacing (Felony)
Conspiracy Second Degree (Felony)
Terroristic Threatening
Flamer and West were arraigned by Justice of the Peace Court 3 and both were committed to Sussex Correctional Institution on $47,500 cash bond.

The Delaware State Police have arrested 33-year-old Mikkail Stephens of Georgetown, Delaware on drug dealing and gun charges following a traffic stop that occurred in Lewes early this morning.
On March 12, 2023, at approximately 1:17 a.m., a trooper on patrol observed a silver 2003 Cadillac DeVille traveling westbound on Lewes Georgetown Highway in the area of Minos Conaway Road. The DeVille began swerving on the road and crossed over its lane of travel. The trooper stopped the sedan and contacted the driver, identified as Mikkail Stephens. Stephens displayed signs of impairment, and he was subsequently taken into custody for DUI. An inventory search of the car led to the discovery of a concealed handgun, approximately 260.76 grams of marijuana, drug paraphernalia, and over $700 in suspected drug dealing proceeds. A computer check showed that the handgun had been reported as stolen by Delaware State Police Troop 3 in October 2020.
Stephens was taken to Troop 7 and charged with the following crimes:

The Delaware State Police have arrested 19-year-old Shyheim Drayton-Upshur of Seaford, Delaware on felony gun charges following a traffic stop that occurred in Seaford early this morning.
On March 12, 2023, at approximately 1:05 a.m., a trooper on patrol saw a gray Nissan Altima traveling eastbound on Concord Road in the area of Bethel Concord Road. The trooper observed as the driver of the Altima crossed the double-yellow line and illegally passed the car in front of it. The trooper stopped the Nissan and made contact with the occupants, which included front-seat passenger Shyheim Drayton-Upshur. The trooper smelled marijuana coming from inside of the car, and all occupants were asked to exit the vehicle so a probable cause search could be conducted. During the search, troopers found a loaded handgun that was concealed under the front-passenger seat. Drayton-Upshur was subsequently taken into custody at the scene without incident. A computer check of Drayton-Upshur showed that he is a convicted felon prohibited from possessing firearms and/or ammunition.
Drayton-Upshur was taken to Troop 5 and charged with the following crimes:

Delaware State Police have arrested 40-year-old Michael Moyer of Milford, Delaware following a traffic stop that occurred this morning in Seaford.
On Wednesday, March 8, 2023, at approximately 12:53 a.m., a trooper patrolling Sussex Highway, near Concord Road, conducted a traffic stop on a vehicle that had an expired registration plate. Troopers contacted the driver and only occupant, identified as Michael Moyer. Troopers discovered Moyer was wanted and took him into custody. A search of Moyer and his vehicle revealed he was in possession of approximately .33 grams of methamphetamine, approximately .19 grams of crack cocaine, a concealed shotgun, and ammunition. Moyer is a convicted felon prohibited from possessing firearms and/or ammunition. He was also determined to be driving while under the influence of narcotics.
Moyer was taken to Troop 5 and charged with the following crimes:

The “Stronger Together” mission will be Rocket Lab’s second Electron mission from its dedicated launch pad at Rocket Lab Launch Complex 2 (LC-2) on Wallops Island, Virginia.
The launch is a dedicated mission for Capella Space, a leading U.S. satellite manufacturer and Earth observation company. “Stronger Together” will deliver to orbit two more Synthetic Aperture Radar (SAR) satellites that enable Capella Space to deliver the highest quality, highest resolution SAR imagery commercially available with the fastest order-to delivery time, empowering organizations across the public and private sector to make informed, accurate decisions.
“Stronger Together” will be Capella Space’s second launch with Rocket Lab on Electron and its first from Rocket Lab Launch Complex 2 in Virginia. Supporting Rocket Lab’s vertical integration strategy, Rocket Lab will also supply Capella Space with two of Rocket Lab’s own Motorized Lightbands; separation systems designed to separate the Capella satellites from Electron once in orbit.
Rocket Lab will not attempt to recover Electron for this mission.
The Dover Police Department is investigating a burglary that occurred early Tuesday morning at First State Vape. The investigation began at approximately 2:34 a.m., when Dover Police received a call for a possible burglary in progress at the business. Officers responded and located the front door to the business shattered. Officers checked the business however the suspects had already fled. Officers spoke with the owner who advised that the suspects removed an undisclosed amount of merchandise from the store and fled in an unknown direction. The suspects are described as wearing dark clothing.

Delaware State Police Troop 3 is issuing a Gold Alert for 15-year-old Destiny Hastings-Marino of Dover, Delaware. Hastings-Marino was last seen in the Dover area on February 19, 2023. Attempts to contact or locate Hastings-Marino have been unsuccessful, and there is a concern for her safety and well-being.
Hastings-Marino is described as a white female, approximately 5’01” tall, weighing approximately 110 pounds, with blonde hair and blue eyes. She was last seen wearing gray sweatpants with a pink tank top.

The Dover Police Department is announcing the graduation of the Dover Municipal Police Academy. On Friday, March 3, 2023, the department hosted a graduation ceremony at the the Dover High School auditorium to celebrate the end of the 21-week training academy. Eighteen recruits from thirteen Delaware police agencies successfully completed the training and graduated.
Speakers at the ceremony included Lieutenant Governor of Delaware Bethany Hall-Long, Attorney General Kathleen Jennings, City of Dover City of Dover Mayor Robin Christiansen, and City of Dover Police Chief Thomas Johnson.
Several awards were also presented for outstanding performances by academy recruits:
Academic Achievement Award The Academic Achievement Award is awarded to the recruit who continued to demonstrate a high level of academic proficiency throughout academy training. Based on a series of tests to prove their understanding of course content, the recruits all received a final academic GPA. While all of the recruits demonstrated tremendous work in the academic area, this recruit earned the highest average in the class with a 97.8 GPA.
The award was presented to Milford Police recruit, Hunter Simpson.
Top Shot Award The Top Shot Award is awarded to the recruit who demonstrated the highest level of marksmanship proficiency and firearms safety throughout a series of day and night firearms training and qualification courses.
The Top Shot award was presented to Tyler Mau of the Camden Police Department.
Physical Fitness Award The Dover Police Academy Physical Fitness Award is awarded to the police recruit who demonstrated a high level of physical fitness, strength, and endurance throughout the academy. This recruits also continued to push themselves to a higher level throughout the 21 weeks of physical training.
The Physical Fitness Awards was presented to Dover Police recruit, Jonathan Lopez.
Francis T. Schneible Resiliency Award The Francis T. Schneible Resiliency Award is given to the police recruit who showed the most resiliency during the academy. Francis Schneible began his law enforcement career with the Dover Police Department in 1968. Just one year into his tour, Schneible was shot by a shoplifting suspect who was armed with a shotgun. Schneible’s resiliency allowed him to continue to serve for four more years with Dover, later joining the Delaware State Police. Schneible unfortunately lost his life 24 years after the shooting due to difficulties stemming from his injuries he sustained.
The recipient of the Francis T. Schneible Award was Hunter Simpson, from the Milford Police Department.
Corporal Thomas Hannon Top Recruit Award The Corporal Thomas Hannon Top Recruit Award is given to the police recruit who displayed an outstanding effort and demonstrated quality leadership throughout the 19-week academy. This recruit always gave their best effort and went above and beyond to help their classmates throughout the challenges of the academy. Corporal Thomas Hannon began his law enforcement career with the New York City Police Department before joining the Dover Police Department in 2005. Corporal Thomas Hannon was also named the Top Municipal Recruit of his Delaware State Police 76th/64th Academy Class, which made it even more appropriate to name this award in his honor.
In 2012, Corporal Hannon suffered a leg injury during the arrest of a suspect and continued to suffer from complications as a result. On September 1st, 2017, Corporal Hannon lost his life as a result of medical complications stemming from the injury and subsequent surgeries.
The recipient of the Corporal Thomas Hannon Top Recruit Award was Kyle Cox, of the Milton Police Department.
In his closing remarks, M/Cpl Ryan Schmid, reminded the recruits of the challenges that lie ahead and of the Core Values of the Dover Municipal Police Academy: “The policing profession continues to face unprecedented change and challenges, to include recruitment of those willing to serve their community. But because of people like you who stepped up to serve despite those challenges, we have faith that the State of Delaware is in good hands. As you serve your respective communities, I challenge you to continue to be examples of COURAGE, PROFESSIONALISM, and INTEGRITY.”

Delaware State Police are investigating a fatal single motor vehicle collision that occurred in the Felton area yesterday afternoon.
On March 2, 2023, at approximately 2:45 p.m., a 2013 Mazda 5 was traveling eastbound on Carpenters Bridge Road east of Roesville Road, Felton approaching a moderate right curve. For unknown reasons, the Mazda crossed the westbound lane and traveled off the north edge of the roadway. The front of the Mazda then struck a tree.
The 75-year-old male operator from Frederica was transported by ambulance to an area hospital where he was pronounced deceased. Identification of the victim is pending notification to the next of kin.
Carpenters Bridge Road was closed for approximately 2.5 hours while the crash was investigated and the roadway was cleared.
The Delaware State Police Troop 3 Collision Reconstruction Unit continues to investigate this collision. Troopers are asking anyone who witnessed this collision to please contact Master Corporal J. The Delaware State Police have arrested five suspects in connection with multiple shopliftings.
On February 27, 2023, at approximately 3:31 p.m., troopers were dispatched to the Cosmetic Company outlet store located at 34986 Midway Outlet Drive, Rehoboth Beach, DE in reference to a shoplifting. It was reported four females and one male fled from the store with stolen merchandise and drove off in a light blue minivan with California registration. Troopers located a vehicle matching the description traveling northbound on Coastal Highway (Route 1) near Broadkill Bridge. A traffic stop was initiated and contacted was made with the operator identified as Vidu Miclescu (20 years-old), and four occupants identified as Mirela Velcu (41), Madalina Pirvu (29), Speranta Dumitru (34), Ancuta Ignat (37) all of Middle River, MD. Upon contact the trooper observed stolen merchandise in plain view inside of the vehicle. All subjects were taken into custody without incident, and a subsequent search of the vehicle lead to the discovery of approximately 92,322.98 worth of stolen merchandise, which included fragrances, clothing, purses, and blankets, $9,866 of US currency, two large fixed blade knives and brass knuckles. At this time, there has been three stores identified with having merchandise stolen by the suspects. The stores included are the Cosmetic Company Outlet, Cracker Barrel, and the Coach Outlet.

They were each was arraigned before the Justice of the Peace Court #3 and committed to the Delores J. Baylor Women’s Correctional Institution on a $16,000 secured bond.
The Delaware State Police are investigating a homicide that occurred last night in the town limits of Georgetown.
On February 27, 2023, at approximately 8:28 p.m., the Georgetown Police Department responded to the Dunbarton Apartments for a reported shooting. When officers arrived on the scene, they located a male victim suffering from multiple gunshot wounds inside an apartment. A preliminary investigation reveals that the victim was a visitor at the apartment. A female knocked on the apartment door. The victim answered and let the female in. Once the female was inside the apartment, an unknown male suspect forced the apartment door open and shot the victim several times. The suspect then fled on foot. Emergency Medical Services arrived on the scene and transported the victim to an area hospital, where he died from his injuries.
The victim’s identification is being withheld until notification is made to the family. The Delaware State Police Homicide Unit assumed the investigation at the request of the Georgetown Police Department. No suspect information is available at this time.

The Delaware State Police Homicide Unit is currently conducting a criminal investigation in the Felton area that began early this morning.
On February 27, 2022, at approximately 12:30 a.m., troopers responded to the intersection of Hopkins Cemetery Road and Marshyhope Road for a report of a subject lying in a ditch near the roadway. Troopers arrived on-scene and discovered a 35-year-old male victim from Houston, DE with a gunshot wound to the upper extremity. The victim was transported to an area hospital where he was pronounced deceased. Identification of the victim is pending notification to the next of kin.
Further investigation determined the victim’s vehicle broke down in the area and he utilized a nearby resident’s phone to call for assistance. After returning to his vehicle, a subsequent confrontation occurred, and the victim was shot.

Delaware State Police have arrested 26-year-old Damiean Turner of East New Market, Maryland, for firearm and traffic-related offenses.
On February 26, 2023, at approximately 8:34 a.m., a trooper was dispatched to Seaford Road north of Morgan Branch Drive for a single motor vehicle accident. The investigation revealed that a Chevrolet Equinox was traveling northbound on Seaford Road before it exited the east edge of the roadway and struck a guardrail. Damiean Turner, who showed signs of impairment, was identified as the sole occupant and driver of the Equinox. A computer inquiry revealed that the vehicle was stolen from the Salisbury Police Department’s jurisdiction. A subsequent search of the vehicle revealed a loaded firearm and additional ammunition. Turner was transported to an area hospital for non-life-threatening injuries from the motor vehicle accident. He was later charged with the following crimes:

The Dover Police Department is investigating an arson that occurred at the YMCA Thursday evening. The investigation began at 4:48 p.m. when Dover Police was notified of a fire at the YMCA. Officers responded and spoke to Dover Fire Department personnel who advised that someone intentionally set a fire in the bathroom which caused damage to the building. City of Dover Fire Marshal’s Office and Dover Police’s Criminal Investigations Unit are investigating.
No suspect description is being released at this time as Detectives are still reviewing surveillance.

The Delaware State Police are investigating a homicide that occurred yesterday morning in Bridgeville.
On February 17, 2023, at approximately 9:13 a.m., officers from the Bridgeville Police Department responded to Champions Drive in Heritage Shores to check on the well-being of a 57-year-old woman who was residing there. Family members were concerned for the victim when they were unable to recently contact her. Officers entered the home, and when they found the deceased woman it appeared that she was the victim of a homicide.
The Delaware State Police Homicide Unit assumed the investigation at the request of the Bridgeville Police Department. Detectives are attempting to locate the victim’s missing vehicle, a silver 2017 Mercedes-Benz GLS bearing Delaware vanity registration “YCANTI.” A photograph of a similar vehicle is depicted below for reference.

The Delaware State Police have arrested 18-year-old Joshua Sample of Houston, Delaware for burglarizing a Harrington convenience store earlier this morning.
On February 17, 2023, at approximately 1:38 a.m., troopers responded to the Summit Mart located at 4478 Milford Harrington Highway after receiving reports of multiple alarm activations occurring at the closed business. Troopers arrived and noticed that a side window to the store was broken. Troopers gave announcements for the suspect to exit the business, and Joshua Sample was subsequently taken into custody without incident. Sample was wearing gloves and a mask and provided a false name to troopers. He was also found to be in possession of drug paraphernalia and stolen store merchandise. Further investigation revealed that Sample and a second unknown suspect had burglarized the Summit Mart on both January 13 and January 25 as well.

The Dover Police Department has arrested Cameron Vincent, 30, of Dover, following a stolen vehicle complaint early Thursday morning. The investigation began when Dover Police Department received a call that a vehicle stolen from Pennsylvania was currently located at 820 Carvel Drive Dover, DE. Officers responded to the area, located the vehicle, and confirmed it was stolen. While canvasing the area, officers located Vincent and a search revealed he was in possession of the keys for the stolen vehicle. He was taken into custody without incident and a computer check revealed he had a warrant from the State of California for a parole violation. Vincent was transported to Dover Police where he was processed and arraigned.
Vincent was committed to SCI without bail on the following charges and is awaiting extradition to California: -Receiving Stolen Property -Out of State Fugitive
The Dover Police Department is investigating a robbery that occurred at Shore United Bank on Wednesday, February 15, 2023 at 1:54 p.m. The investigation began when Dover Police received a report of a robbery at the business. Officers responded and contacted the victim at which time it was determined that a white male had entered the business and demanded money. The victim believed the suspect was in possession of a weapon, so they complied and turned over an undisclosed amount of money. The suspect fled the bank on foot prior to police arrival. The suspect is described as a white male, approximately 6’0″, wearing dark clothing.

The Dover Police Department has arrested Terrence Jones, 54, of Dover, following a burglary that occurred at Food Lion early Wednesday morning. The investigation began when Dover Police Department received a call for a burglary at the store at 2:04 a.m. It was reported that there was a black male inside of the business causing damage and removing property from the store. Officers responded, however the suspect was gone upon their arrival. Officers confirmed that the suspect had broken into the store by shattering a glass door and that he removed an undisclosed amount of tobacco products from the store. Officers were able to review store surveillance and obtain a suspect description, later determined to be Jones, which was relayed to other officers working.
At 3:42 a.m., Jones was taken into custody without incident on South New Street wearing the exact clothing from the burglary and was in possession of tobacco products. Jones was transported to Dover Police where he was processed and arraigned.
Jones was released on $3,000 unsecured bail on the following charges: -Burglary Third Degree -Possession of Burglar Tools -Theft Under $1500 -Criminal Mischief $1000 but less than $5,000
Jones was committed to SCI on an outstanding capias.
The Delaware State Police have arrested 31-year-old Brienna Wildy of Lewes, Delaware for felony assault and other charges after an incident that occurred in Rehoboth Beach yesterday morning.
On February 14, 2023, at approximately 11:00 a.m., troopers responded to a residence on the 37000 block of Burton Avenue regarding a trespassing complaint. Troopers spoke with the 63-year-old homeowner, who advised that his acquaintance Brienna Wildy had entered his shed without his permission, despite her not being welcome on his property. Troopers learned that Wildy also confronted a disabled 57-year-old woman at the shed. Wildy attacked the woman with a wooden board, causing swelling on her arm. Wildy continued arguing with the homeowner after the assault until troopers arrived at the scene.
Troopers located Wildy on foot a short distance away, and she was detained without incident. Wildy was taken to Troop 7 and charged with the following crimes:

The Delaware State Police are asking for the public’s help with identifying the driver who fled from troopers after he crashed a stolen car last night in Rehoboth Beach.
On February 13, 2023, at approximately 11:08 p.m., a trooper on patrol in Lewes observed a tan 2008 Chevrolet Malibu traveling southbound on Coastal Highway south of Dartmouth Drive. A computer check of the Malibu’s registration showed that the car had been reported as stolen out of Milford Police Department earlier that day. The trooper began following the car and attempted to stop the vehicle, but the driver accelerated into the parking lot of the Hampton Inn, located at 18826 Coastal Highway in Rehoboth Beach. The Malibu collided with an unoccupied parked car, and three occupants fled from the stolen vehicle on foot. Patrol troopers and the Delaware State Police Aviation Unit began searching the surrounding areas and were able to find the two passengers hiding in a yard in the Maplewood development. The driver was not located and has not been identified.
Both passengers, identified as 17-year-old males from Ellendale, were taken to Troop 7 and charged with Resisting Arrest. After being arraigned by Justice of the Peace Court 3, one teen was turned over to a legal guardian, and the other was committed to Stevenson House Detention Center on $1,000 secured bond.

The Delaware State Police are investigating an armed robbery that occurred in Dover late yesterday afternoon.
On February 10, 2023, at approximately 5:30 p.m., a 28-year-old man was walking northbound on North Dupont Highway south of Rose Bowl Road when he was unexpectedly approached from behind by two unknown black males. One of the suspects held what was believed to be a handgun to the victim’s head while one of the suspects took the victim’s wallet from his pocket. Both suspects then fled into a nearby wooded area on foot. The victim was not injured during the robbery.
There are no further descriptions of the two suspects, and no images or surveillance videos are available at this time.

The Delaware State Police have arrested Demetrius Lyn-Brown, 20, from Bear, DE, and a 15-year-old juvenile male of Middletown, DE in connection with the discharge of a gun inside Appoquinimink High School that occurred Monday night during a high school basketball game.
On February 6, 2023, at approximately 7:16 p.m., troopers responded to Appoquinimink High School, located at 1080 Bunker Hill Road, Middletown, for a report of a shot fired. Two troopers who were working extra duty for a basketball game at the school responded to a hallway outside of the gymnasium where a fight had just occurred. Further investigation revealed that a handgun fell to the ground during a large fight. The gun was stepped on during the physical altercation causing the gun to discharge and strike a wall. Subsequently, the handgun was recovered in the hallway. There were no injuries as a result of the discharged firearm.
Through investigative means, troopers identified the four suspects involved and obtained warrants for their arrest. On February 9,2023 Demetrius Lyn-Brown and the 15-year-old juvenile were located at their residences and taken into custody without incident. The 14-year-old juvenile male of Middletown, DE who dropped the gun during the incident was located hiding at a residence in Pottstown, PA. With the assistance of the Pottstown Police Department, the juvenile was taken into custody and is awaiting extradition back to Delaware to be charged. The fourth suspect, a 16-year-old juvenile male from Middletown, DE has an active warrant for his arrest.

Yesterday the Delaware State Police arrested 18-year-old Tyion George of New Castle, Delaware and two other teenagers after they were found to be in possession of a stolen car.
On February 9, 2023, at approximately 5:07 a.m., a 39-year-old Wilmington woman parked her white 2023 Kia Sportage rental car at the Wawa located at 400 Wilson Road in Wilmington. While the woman was inside of the store, a black 2020 GMC Terrain circled the parking lot and then stopped. A male passenger from the Terrain exited the SUV, walked over to the Kia, got into the driver’s seat, and drove away from the area. Troopers responded to the scene but were unable to locate either the GMC Terrain or the stolen Kia. Later in the morning at approximately 11:15 a.m., officers from the New Castle County Police Department located the GMC parked next to the stolen Kia on Freedom Trail in New Castle. The GMC was occupied by Tyion George and two male teenagers, ages 17 and 16. The ignition keys for the Kia were found under the driver’s seat of the GMC.
George and the two teens were taken to Troop 2, where they were each charged with the following crimes:

The Delaware State Police have arrested 23-year-old John Wyatte of Dover, Delaware and three other people after concluding a drug investigation yesterday in Dover.
On February 8, 2023, at approximately 2:26 p.m., Wyatte was observed participating in a drug transaction in the Dover area. Wyatte then entered the back of a silver 2022 Toyota RAV4 and traveled to the Redner’s Market located at 2500 South Dupont Highway in Camden. Troopers conducted a traffic stop on the Toyota in the parking lot, but the driver, identified as 28-year-old Ronald Maddray, fled from the car on foot. Troopers gave chase and detained Maddray a short time later without incident. Troopers also took Wyatte into custody, along with two other passengers, identified as 21-year-old Briana Winder and 28-year-old Marvin Farlow.
A search of the RAV4 and the immediate surrounding area led to the discovery of the following:
Approximately 91.04 grams of crack cocaine
Approximately 35 Oxycodone pills
Approximately 44 doses of buprenorphine
Approximately 102 glassine baggies containing approximately 0.714 grams of suspected heroin
Approximately 3.01 grams of marijuana
Over $3,600 in suspected drug dealing proceeds
Two loaded handguns
Computer checks showed that both Wyatte and Maddray are convicted felons prohibited from possessing firearms.

The Delaware State Police are investigating a fatal collision involving a pedestrian that occurred in a Millsboro parking lot on Friday afternoon.
On February 3, 2023, at approximately 12:44 p.m., a white 2013 Jeep Wrangler had come to stop at a stop sign in the parking lot of the Back Bay Shopping Center, located at the intersection of John J. Williams Highway and Bay Farm Road. At this time, a woman walked in front of the Jeep just as the driver began moving forward from the stop sign. As a result, the front of the Jeep struck the woman at a very low speed, causing the victim to fall to the ground.
The driver of the Jeep, a 60-year-old woman from Millsboro, Delaware, was not injured. The pedestrian who was struck, a 62-year-old woman from Georgetown, Delaware, was taken to an area hospital via helicopter for serious injuries. She later died on the evening of February 5, 2023. Identification of the victim is pending notification to her family and relatives.
No other vehicles were involved in this crash. No roadways were closed as a result of the collision.

GoodRx is a telehealth and prescription drug discount provider.
The Federal Trade Commission has taken enforcement action for the first time under its Health Breach Notification Rule against the telehealth and prescription drug discount provider GoodRx Holdings Inc., for failing to notify consumers and others of its unauthorized disclosures of consumers’ personal health information to Facebook, Google, and other companies.
In a first-of-its-kind proposed order, filed by the Department of Justice on behalf of the FTC, GoodRx will be prohibited from sharing user health data with applicable third parties for advertising purposes, and has agreed to pay a $1.5 million civil penalty for violating the rule. The proposed order must be approved by the federal court to go into effect.
“Digital health companies and mobile apps should not cash in on consumers’ extremely sensitive and personally identifiable health information,” said Samuel Levine, Director of the FTC’s Bureau of Consumer Protection. “The FTC is serving notice that it will use all of its legal authority to protect American consumers’ sensitive data from misuse and illegal exploitation.”
California-based GoodRx operates a digital health platform that offers prescription drug discounts, telehealth visits, and other health services. The company collects personal and health information about its users, including information from users themselves and from pharmacy benefit managers confirming when a consumer purchases a medication using a GoodRx coupon. Since January 2017, more than 55 million consumers have visited or used GoodRx’s website or mobile apps.
According to the FTC’s complaint, GoodRx violated the FTC Act by sharing sensitive personal health information for years with advertising companies and platforms—contrary to its privacy promises—and failed to report these unauthorized disclosures as required by the Health Breach Notification Rule. Specifically, the FTC said GoodRx:
Shared Personal Health Information with Facebook, Google, Criteo, and Others: Since at least 2017, GoodRx deceptively promised its users that it would never share personal health information with advertisers or other third parties. GoodRx repeatedly violated this promise by sharing sensitive personal health information—including its users’ prescription medications and personal health conditions—with third party advertising companies and advertising platforms like Facebook, Google, and Criteo, and other third parties like Branch and Twilio.
Used Personal Health Information to Target its Users with Ads: GoodRx monetized its users’ personal health information, and used data it shared with Facebook to target GoodRx’s own users with personalized health- and medication-specific advertisements on Facebook and Instagram. For example, in August 2019, GoodRx compiled lists of its users who had purchased particular medications such as those used to treat heart disease and blood pressure, and uploaded their email addresses, phone numbers, and mobile advertising IDs to Facebook so it could identify their profiles. GoodRx then used that information to target these users with health-related advertisements.
Failed to Limit Third-Party Use of Personal Health Information: GoodRx allowed third parties it shared data with to use that information for their own internal purposes, including for research and development or to improve advertising. It also falsely claimed that it complied with the Digital Advertising Alliance principles, which require companies to get consent before using health information for advertising.
Misrepresented its HIPAA Compliance: GoodRx displayed a seal at the bottom of its telehealth services homepage falsely suggesting to consumers that it complied with the Health Insurance Portability and Accountability Act of 1996 (HIPAA), a law that sets forth privacy and information security protections for health data.
Failed to Implement Policies to Protect Personal Health Information: GoodRx failed to maintain sufficient policies or procedures to protect its users’ personal health information. Until a consumer watchdog publicly revealed GoodRx’s actions in February 2020, GoodRx had no sufficient formal, written, or standard privacy or data sharing policies or compliance programs in place.
Health Breach Notification Rule Violation
According to the FTC complaint, as a vendor of personal health records, GoodRx is subject to the Health Breach Notification Rule. GoodRx lets users keep track of their personal health information, including to save, track, and receive alerts about their prescriptions, refills, pricing, and medication purchase history.
GoodRx violated the Health Breach Notification Rule by failing to notify consumers, the FTC, and the media about the company’s unauthorized disclosure of individually identifiable health information to Facebook, Google, Criteo, Branch, and Twilio. The FTC issued a policy statement in September 2021 warning health apps and others that collect or use consumers’ health information that they must comply with the Health Breach Notification Rule. Proposed Order
In addition to the $1.5 million penalty for violating the rule, the proposed federal court order also prohibits GoodRx from engaging in the deceptive practices outlined in the complaint and requires the company to comply with the Health Breach Notification Rule. To remedy the FTC’s numerous allegations, other provisions of the proposed order against GoodRx also:
Prohibit the sharing of health data for ads: GoodRx will be permanently prohibited from disclosing user health information with applicable third parties for advertising purposes.
Require user consent for any other sharing: The company must obtain users’ affirmative express consent before disclosing user health information with applicable third parties for other purposes. The order requires the company to clearly and conspicuously detail the categories of health information that it will disclose to third parties and prohibits the company from using manipulative designs, known as dark patterns, to obtain users’ consent to share the information.
Require company to seek deletion of data: The company must direct third parties to delete the consumer health data that was shared with them and inform consumers about the breaches and the FTC’s enforcement action against the company.
Limit Retention of Data: GoodRx will be required to limit how long it can retain personal and health information according to a data retention schedule. It also must publicly post a retention schedule, and detail the information it collects and why such data collection is necessary.
Implement Mandated Privacy Program: It must put in place a comprehensive privacy program that includes strong safeguards to protect consumer data.
The Commission voted 4-0 to refer the complaint and stipulated final order to the Department of Justice for filing. Commissioner Christine S. Wilson issued a concurring statement. The DOJ filed the complaint and stipulated order in the U.S. District Court for the Northern District of California.
NOTE: The Commission authorizes the filing of a complaint when it has “reason to believe” that the named defendant is violating or is about to violate the law and it appears to the Commission that a proceeding is in the public interest. Stipulated final orders have the force of law when approved and signed by the District Court judge.

WILMINGTON, DE – The Delaware Department of Labor (DOL) announced the revised Taxable Wage Base, Assessment Rate Tables, Cap Earned Rate for Calendar Year 2023, and the New Employer Rates for 2023, effective January 1, 2023. The taxable wage base will be $10,500 in 2023.
With the unanimous support of the Unemployment Insurance Advisory Council, DOL Secretary Karryl Hubbard issued Emergency Rule 21 to implement new tax rates for 2023 which are estimated to reduce the Unemployment Insurance tax obligation for Delaware employers by an estimated $50 million. DOL was able to take these actions on December 31, 2022 due in part to the $240 million investment in Corona Virus Response Act Funds that were placed in the UI Trust Fund in 2021.
House Bill 49, signed by Governor Carney on January 26, 2023 codifies the changes enacted by Secretary Hubbard’s 21st Emergency Rule issued on December 22, 2022.
For calendar 2023, the average employer assessment rate, the average industry assessment rate, and the average construction industry assessment rate will each be 1%.

WILMINGTON, Del. – Governor Carney on Friday formally extended the Public Health Emergency order another 30 days.
On Friday February 3rd, Delaware’s Governor John Carney formally extended the “Public Health Emergency”, making it the twelfth extension of the original Public Health Emergency Declaration in March 2022. The Federal Trade Commission today announced an order settling a 2020 federal lawsuit against defendants ZyCal Bioceuticals Healthcare Company, Inc. (ZyCal) and its president James J. Scaffidi, which charged them with deceptively claiming that their products grow bone and cartilage and relieve joint pain.
The order bars the ZyCal defendants from making these claims unless supported by randomized controlled clinical trials. It also bars them from providing anyone else with the means to make false or misleading claims. The FTC filed the orderin the U.S. District Court for the District of Massachusetts, and it must be approved and signed by a judge to become final.
“The Commission sued these defendants to halt bogus claims that their products grow bone and cartilage and relieve joint pain,” said Samuel Levine, Director of the FTC’s Bureau of Consumer Protection. “This settlement is an important reminder that health-related advertising claims require rigorous substantiation in the form of competent and reliable scientific evidence. Unfortunately, the Supreme Court decision in AMG Capital Management prevented us from obtaining refunds for consumers in this case. The Commission has urged Congress to enact legislation to restore the agency’s ability to obtain critical relief for consumers through federal court actions.”
The FTC’s February 2020 complaintalleged the ZyCal defendants marketed oral products containing the ingredient Cyplexinol, which they touted was a stem cell activator that could grow bone and cartilage in users and relieve joint pain, including for people with osteoporosis and osteoarthritis. They also claimed that these health benefits were clinically or scientifically proven. The ZyCal defendants marketed Cyplexinol products directly to consumers under the brand name Ostinol, and indirectly through health practitioners and third-party distributors.
The complaint further alleged that the ZyCal defendants supplied a company, Excellent Marketing Results, Inc. (EMR), with the means and instrumentalities to deceptively market a copycat Cyplexinol product called StimTein. While the Commission announced a settlement with the EMR defendants when the complaint was announced in early 2020, litigation continued against the ZyCal defendants. The consent order announced today resolves the agency’s complaint against ZyCal and Scaffidi.
The settlement bars the ZyCal defendants from making bone and cartilage growth and joint pain claims for any food, drug, or dietary supplement, unless they are not misleading and are substantiated by competent and reliable scientific evidence, including randomized clinical trials. It also prohibits them from making other health benefit claims for the same products unless they are supported by reliable scientific evidence.
Finally, the order prohibits the defendants from misrepresenting that bone and cartilage growth claims, pain claims, and related claims are clinically or scientifically proven; from misrepresenting the existence, contents, or results of any scientific test or study; and from providing anyone else with the means to make false or misleading statements. ZyCal also must send a notice of the settlement with the FTC to a number of consumers, health practitioners, and other purchasers who bought Cyplexinol products from the company on or after January 1, 2018.
The Commission vote approving the stipulated final order was 4-0. The staff attorney handling the case is Mary L. Johnson in the FTC’s Bureau of Consumer Protection.

Delaware State Police have arrested Alton Jones, 71, of Seaford, DE, Daveon Showell, 18, and a 16-year-old juvenile male both of Bridgeville, DE, in connection with a stolen motor vehicle after a traffic stop Saturday morning.
On February 4, 2023, at approximately 9:15 a.m., a trooper on patrol in the area of Coverdale Road and Mill Park Drive, Bridgeville, observed a silver Dodge Grand Caravan with Delaware registration traveling southbound on Coverdale Road. A computer inquiry revealed the Dodge was reported stolen by the Milford Police Department. A traffic stop was initiated, and troopers took the operator, Alton Jones, and two occupants, Daveon Showell and the juvenile male into custody without incident. A subsequent search of the vehicle led to the discovery of approximately .03 grams of crack cocaine, drug paraphernalia, and a pair of nunchucks. Jones and Showell are both convicted felons and prohibited from possessing weapons.

The Delaware State Police have arrested two people for breaking into a Lewes home after troopers responded to a burglary in progress on Sunday night.
On January 29, 2023, at approximately 10:12 p.m., troopers responded to a home on Pecan Court in Lewes regarding subjects who were attempting to break into a residence. The homeowner was not present at the time, but on his security camera he saw a male holding a large knife and walking around the screened-in porch area. Troopers arrived and saw that a screen door and screen window had been cut and a glass window had been shattered. Once troopers and State Police Aviation established a perimeter, the homeowner reported that he could see two suspects inside of his garage. A short time later, two males walked out of the front door wearing face coverings. Troopers attempted to detain one of the suspects at the scene, but he physically resisted arrest. The 17-year-old was taken into custody after a brief struggle, and troopers recovered a large knife that had been concealed in his pocket. The second suspect, identified as 18-year-old Nathan Lagimoniere, was taken into custody without incident.

The Delaware State Police are investigating a report of shots being fired in Seaford where an occupied home was damaged early this morning.
On January 27, 2023, at approximately 12:20 a.m., troopers responded to the 8000 block of Nylon Avenue after receiving a report of shots being fired in the area. When they arrived at the scene, troopers contacted a 19-year-old woman who said that her home had been struck by gunfire. The house was also occupied by two 21-year-old men at the time. No one inside of the residence was injured. Troopers recovered numerous shell casings from the roadway, but there is no suspect information available, and the circumstances and motive surrounding the shooting remain under investigation.

The Delaware State Police have arrested two men on felony drug charges following a traffic stop that occurred in Dagsboro yesterday morning.
On January 24, 2023, at approximately 8:10 a.m., troopers were on patrol on Nine Foot Road west of Blackberry Road when they observed a black 2012 Chrysler 300 with dark window tinting traveling eastbound on Nine Foot Road at a high rate of speed. Troopers conducted a traffic stop on the sedan and contacted the two occupants, identified as driver Tevin Smith and passenger Brian Bell. Troopers detected the odor of marijuana coming from the car, and both Smith and Bell were asked to exit the vehicle at the scene. A search of the Chrysler led to the discovery of approximately 6.37 grams of packaged suspected heroin and approximately 2.38 grams of marijuana. Smith and Bell were subsequently taken into custody without incident.

The Delaware State Police are investigating a fatal crash that occurred yesterday afternoon in Laurel where a school bus collided with a passenger car.
On January 23, 2023, at approximately 3:46 p.m., a gray 2013 Honda Civic was traveling southbound on East Trap Pond Road approaching the intersection at Hardscrabble Road, where there is a posted stop sign. At the same time, a yellow 2009 Bluebird school bus was traveling eastbound on Hardscrabble Road approaching the same intersection. At this juncture, there is no stop sign for traffic on Hardscrabble Road. For unknown reasons, the driver of the Civic failed to stop at the posted stop sign, continued through the intersection, and proceeded directly into the path of the school bus. The school bus driver tried to swerve to avoid striking the Civic but was unable to do so. As a result, the front of the bus struck the passenger side of the Civic, causing the Civic to overturn and exit the roadway. The school bus also exited the roadway and overturned onto its left side.
The school bus driver, a 34-year-old woman from Bridgeville, Delaware, was wearing her seatbelt. She was taken to an area hospital for non-life-threatening injuries and was later released. There were thirteen students from Sussex Montessori Charter School on the bus. Twelve students were taken to a local hospital for non-life-threatening injuries and were later released. One student was airlifted and admitted to an area hospital for serious injuries.
The driver of the Honda Civic, a 21-year-old man from Millsboro, Delaware, was not wearing his seatbelt and was pronounced dead at the scene. Identification of the victim is pending notification to his family and relatives.
No other vehicles were involved in this collision. The roadways were closed for approximately five hours while the scene was investigated and cleared.

The Delaware State Police have arrested 28-year-old Tiffany Webb of Bridgeville, Delaware after she resisted arrest and assaulted a trooper on Saturday afternoon.
On January 21, 2023, at approximately 1:34 p.m., troopers responded to the area of Abbys Way and Valene Drive in Bridgeville after receiving a call of a dark colored Honda Civic being driven recklessly in the neighborhood. Troopers found the car parked in the driveway at a residence on the 11000 block of Valene Drive spoke with the vehicle owner, identified as Tiffany Webb, at the front door. Webb had two active warrants for her arrest and tried to close the door while a trooper was speaking with her. The trooper attempted to take Webb into custody, but she physically resisted until a second trooper arrived at the home. While Webb was being handcuffed, she scratched, grabbed, and twisted the trooper’s hand, causing minor injury.

The Delaware State Police are investigating a fatal accident involving a bicyclist that occurred yesterday evening in Rehoboth Beach.
On January 22, 2023, at approximately 7:23 p.m., a white 2013 Nissan Altima was traveling southbound on Coastal Highway approaching the intersection at Rehoboth Avenue Extension. At the same time, a bicyclist was traveling eastbound from the southbound shoulder of Coastal Highway into the southbound lanes of the road (from the right side of the road to the left side). For unknown reasons, the bicyclist entered the Nissan’s lane and the front of the Altima struck the left side of the bicyclist, causing the victim to leave his bicycle and land in the median. The driver of the Nissan fled the scene, but he and his car were located by responding troopers very shortly afterwards on nearby Martin Street.
The driver of the Altima, a 40-year-old man from Rehoboth Beach, Delaware, was not injured. The bicyclist, a 54-year-old man from Rehoboth Beach, Delaware, was taken to an area hospital, where he was later pronounced dead. Identification of the victim is pending notification to his family and relatives.
No other vehicles were involved in this collision. Possible charges against the Nissan driver are pending the results of the investigation. Coastal Highway was closed for approximately three hours while the scene was investigated and cleared.

The Dover Police Department has arrested Roderick Dixon, 38, Janita Sullivan, 40, Larry Harris, 23, Khareim Hanzer, 24, a 17-year-old black male, all of dover, and a 13-year-old black male from Camden, on drug dealing and weapons charges following a search warrant Wednesday afternoon. Detectives had been conducting a drug investigation into an apartment in the 200 block of West Reed Street Dover. On 01/18/23 at 1200 hours, members of the Dover Police Department’s Special Operations Response Team, in conjunction with Drugs, Vice, and Organized Crime Unit, Criminal Investigation Unit, and Delaware Probation and Parole, executed a search warrant on the apartment. Prior to the execution of the search warrant, Dixon was observed conducting drug transactions in the area of the apartment and would make contact with Sullivan in a vehicle after the transactions. Upon execution of the search warrant Dixon and Sullivan were taken into custody without incident outside of the residence. Harris was taken into custody inside of the residence without incident, and Hanzer, along with two juveniles, ran from the residence. Hanzer and the two juveniles were taken into custody after a foot pursuit.
During the execution of the search warrant, officers located 1,304.3 grams of marijuana, 926 bags of heroin, and a loaded Walther CCP 9mm handgun. When the 17-year-old male was taken into custody, he was found in possession of 54.8 grams of marijuana and a Polymer 80 9mm handgun. A search of the vehicle occupied by Sullivan revealed 12.3 grams of crack cocaine, 3.3 grams of marijuana, 64 bags of heroin, glass jar containing suspected cocaine residue inside, two digital scales, and $494.
All of the above individuals were transported to Dover Police where they were processed and arraigned.

The Delaware State Police are investigating a fatal accident that occurred in Laurel late yesterday afternoon that resulted in the deaths of two people.
On January 17, 2023, at approximately 5:09 p.m., a 2019 Chevrolet Silverado 1500 was traveling westbound on Laurel Road just west of Goose Nest Road. At the same time, a 2016 Chevrolet Silverado 2500 was traveling eastbound on Laurel Road in the same vicinity. For unknown reasons, the driver of the Silverado 1500 pickup truck failed to remain in her lane, crossed the center line, and entered the eastbound lane of Laurel Road, directly into the path of the Silverado 2500. This resulted in a head-on collision between the two pickup trucks in the eastbound lane.
The driver of the Silverado 1500, identified as 27-year-old Lillyanne Ternahan of Frankford, Delaware, was wearing her seatbelt. The driver of the Silverado 2500, identified as 38-year-old Jamin Pugh of Laurel, Delaware, was not wearing his seatbelt. Both drivers were pronounced dead at the scene. The two passengers in Pugh’s pickup truck, identified as his 12-year-old daughter and 9-year-old daughter, were both properly restrained. Both girls were taken by ambulance to an area hospital and were admitted in critical condition.
Alcohol involvement in this crash is unknown. No other vehicles were involved in this collision. The roadway was closed for approximately four hours while the scene was investigated and cleared.

The Dover Police Department has arrested a 14-year-old black male, from Dover, following a shooting incident that occurred Monday afternoon. The investigation began on Monday, January 16 at 3:00 p.m., when Dover Police took the report of of a shooting in the unit block of South New Street. Upon arrival officers located shell casings confirming there had been a shooting in the area. The ensuing investigation revealed that a the 14-year-old black male from Dover and another black male juvenile fired handguns at a residence in the unit block of South New Street and the residence was occupied at the time.
On 01/17/23 the Dover Police Department executed a search warrant on a residence in the unit block of South Governors Avenue and the 14-year-old male was taken into custody without incident. He was transported to Dover Police Department where he was processed and arraigned.
He was committed to Stevenson House Detention Center on $26,000 cash bail on the following charges: -Possession of a Firearm By a Person Prohibited(2x) -Reckless Endangering First Degree(10x) -Conspiracy Second Degree -Criminal Mischief The second suspect is still wanted for this incident and investigators are working to locate him.
The Delaware State Police are investigating a fatal accident that occurred in Harrington last night where a bicyclist was struck and killed.
On January 16, 2023, at approximately 5:42 p.m., a 2009 white Honda Element was stopped at the stop sign on westbound Corn Crib Road at the intersection with northbound South Dupont Highway (US Route 13). At the same time, a 65-year-old man was riding his bicycle southbound in the northbound shoulder of South Dupont Highway at this intersection. The driver of the Element pulled away from the stop sign to cross the northbound lanes of South Dupont Highway, and in doing so he struck the bicyclist in the shoulder of the roadway. The man on the bicycle was propelled into the right northbound lane of South Dupont Highway, and the Element stopped in the median. Very shortly afterwards, the bicyclist was struck a second time by a 2017 Ford F-250 that was traveling northbound on South Dupont Highway in the right lane. The pickup truck dragged the victim a short distance before coming to a stop on the shoulder.
The bicyclist, a 65-year-old man from Harrington, Delaware, was pronounced dead at the scene. Identification of the victim is pending notification to his family and relatives. The driver of the Honda Element, a 30-year-old man from Houston, Delaware, was wearing his seatbelt and was not injured. The driver of the Ford F-250, a 65-year-old man from Dover, Delaware, was also wearing his seatbelt and was not injured.
No other vehicles were involved in this collision. The roadway was closed for approximately 3.5 hours while the scene was investigated and cleared.

The Dover Police Department has arrested Quentin Parker, 40, of Dover, following a lewdness investigation late Monday night. The investigation began when an officer on patrol observed Parker urinating outside of a vehicle in the parking lot of Magic Seven at 10:58 p.m. The officer made contact with Parker, at which time Parker got back into his vehicle. The officer detected an odor of marijuana coming from inside of the vehicle and Parker was taken into custody without incident. A search of the vehicle revealed a loaded 9mm handgun concealed in the rear of the vehicle and 24.6 grams of marijuana. Parker was transported to Dover Police where he was processed and arraigned.

Delaware State Police have arrested 22 suspects involved in marijuana sales from a residence in the Wilmington area.
The Delaware State Police New Castle County Governor’s Task Force and Northern Drug Unit have concluded a six-month investigation into illegal “Pop-Up” marijuana sale events occurring throughout New Castle County. On January 12, 2023, detectives, with the assistance of the Delaware State Police Special Operations Response Team, FBI Violent Crimes Task Force, and Probation and Parole, executed a search warrant in the 2200 block of Kirkwood Highway, Wilmington. During the execution of the search warrant, 22 defendants were located within the establishment and taken into custody without incident. Also located during the execution of the search warrant was approximately 86.1 pounds of marijuana, edibles, and THC related items, 1.6 pounds of Psilocybin Mushrooms, 60 Oxycodone and Alprazolam prescription pills, $9,200 in suspected drug proceeds, 3 firearms one of which was reported stolen out of Pennsylvania State Police, and 1 bullet proof vest.

The Dover Police Department has arrested Charles Scott, 63, of Magnolia, for 6th offense DUI, following an accident Saturday afternoon. The investigation began when Dover Police were called to the intersection of Mckee Road and Taylor Drive at 1:44 p.m. for the report of a single vehicle accident with the driver passed out behind the wheel. Officers responded and noted that the driver, Scott, was displaying signs of an overdose, so the officers began life saving efforts. Scott was transported to an area hospital for additional treatment. Further investigation revealed Scott had 5 previous driving under the influence convictions. Scott was released from the hospital and transported to Dover Police where he was processed and arraigned.
Scott was committed to SCI on a $5,000 secured bail on the following charges: -DUI 6th Offense -Driving While Suspended or Revoked -Failure to Have Insurance Identification in Possession -Operation of an Unregistered Motor Vehicle
Delaware State Police arrested 18-year-old Axl Vangorder of Townsend, DE for assault first-degree and related charges following a shooting incident.
On January 14, 2023, at approximately 7:35 p.m., troopers responded to the 600 block of Cannery Lane, Townsend, for a reported shooting. Upon arrival, troopers learned Vangorder engaged in a verbal argument with a 28-year-old male acquaintance at the residence. During the argument, Vangorder shot the victim once in the upper torso. The victim was transported to an area hospital and treated for non-life-threatening injuries. Vangorder was taken into custody at the scene without incident. Troopers recovered the 9mm handgun used in the incident at the residence.
Vangorder was transported to Troop 2, where he was charged with the following crimes:
Assault First Degree (Felony)
Possession of a Deadly Weapon During the Commission of a Felony (Felony)
Possession of a Firearm by Person Prohibited (Felony)

Delaware State Police have arrested two juvenile males, a 12-year-old, and a 13-year-old both of Wilmington, DE for robbery and related charges following an incident Saturday afternoon.
On January 14, 2023, at approximately 3:43 p.m., troopers responded to Centerville Road in the area of Kirkwood Highway in Wilmington, for a robbery. Upon arrival, it was determined a 55-year-old female victim was walking on Centerville Road when she was approached by two suspects. One of the suspects displayed a black handgun and removed items from her possession. The suspects then fled the area on foot. Troopers searched the area and located two subjects matching the suspects’ description. The two juveniles were taken into custody, and one was located with a BB gun in his possession. It was learned the 12-year-old juvenile is currently on pre-trial supervision for a prior violent felony.
The two juveniles were transported back to Troop 6 and charged with the following crimes:

NASA’s Wallops Flight Facility will support the launch of Rocket Lab USA’s first Electron rocket from Virginia at 6 p.m. EST, Monday, Jan. 23.
The 59-foot-tall Electron rocket will lift off from Launch Complex 2 at Virginia Space’s Mid-Atlantic Regional Spaceport on Wallops Island. The mission, named “Virginia is for Launch Lovers,” will deploy radio frequency monitoring satellites for HawkEye 360.
The launch window for the mission is 6-8 p.m. with subsequent back-up launch days.
With this mission, NASA is helping foster a growing low-Earth space economy and continues Wallops’ 35-year history of support to the commercial launch industry.
The launch may be visible, weather permitting, to residents throughout much of the east coast of the United States.
Viewing locations on Chincoteague Island include Robert Reed Park on Main Street or Beach Road spanning the area between Chincoteague and Assateague Islands. The Virginia, Maryland and Delaware Atlantic beaches also provide good viewing locations. The NASA Visitor Center at Wallops will be open for this launch, and will open at 4 p.m. on Monday, Jan. 23.
Delaware State Police are investigating a gunshot fired inside William Penn High School located at 713 E. Basin Road, New Castle, DE. No injuries were reported, and there is no active threat to the school. While conducting the investigation, troopers searched the exterior of the school and discovered a handgun on the property. The investigation remains active and ongoing, and updates will be provided when made available.

Delaware State Police arrested Raekwon Jackson, 22, of Dover, DE on drug and weapon charges following a traffic stop on Monday night.
On January 9, 2022, at approximately 8:36 p.m., a trooper on patrol in the area of Route 13 and Main Street in Cheswold, observed a silver Nissan Altima traveling southbound on Route 13 with a headlight out. A traffic stop was initiated, and contact was made with the operator and sole occupant, identified as Raekwon Jackson. Immediately upon contact, the trooper detected an odor of marijuana emitting from inside of the vehicle. Jackson was detained without incident and a probable cause search was conducted. A search of the vehicle led to the discovery of approximately 15.19 grams of marijuana, and a loaded Diamond Back 9mm handgun.
Jackson was transported to Troop 9 and charged with the following crimes:
Carrying a Concealed Deadly Weapon (Felony)
Possession of Marijuana (Civil)
Failure to Have Insurance Identification in Possession
Failure to Have Two Head Lamps
Failure to Have License in Possession
Jackson was arraigned by Justice of the Peace Court # 7 and released on a $2,750 unsecured bond.
The Delaware State Police have arrested 47-year-old Stacy Collins of Dover, Delaware for felony DUI and other charges following a traffic stop that occurred yesterday in Magnolia.
On January 7, 2023, at approximately 3:32 p.m., a trooper patrolling the Magnolia area observed a 2006 blue Hyundai Sonata stopped at the stop sign on Millchop Lane at Walnut Shade Road. The trooper noticed that the car’s registration had expired, and a traffic stop was conducted on Walnut Shade Road. The trooper contacted the driver of the Sonata, identified as Stacy Collins, and noticed signs of impairment. The trooper conducted a DUI investigation and Collins was subsequently taken into custody without incident. A search of Collins and the vehicle led to the discovery of approximately 0.40 grams of crack cocaine and approximately 1.82 grams of marijuana. Computer checks of Collins also showed that she had four prior convictions for DUI.
Collins was taken to Troop 3 and charged with the following offenses:
5th Offense DUI (Felony)
Possession of a Controlled Substance
Possession of Marijuana
Numerous traffic charges
Collins was arraigned by Justice of the Peace Court 7 and released on $6,553 unsecured bond.
