  • Delaware State Police Investigating Officer-Involved Shooting in Lewes

The Delaware State Police Homicide Unit is investigating an officer-involved shooting that occurred late Sunday night in Lewes.

On June 22, 2025, at approximately 11:00 p.m., troopers were dispatched to a residence in the 32000 block of Cea Dag Circle in Dagsboro to check on the welfare of a 49-year-old armed man who made threats to harm himself and his family. The man was identified as Jason Arnold.

While responding, troopers learned that Arnold was driving a black Honda Pilot and was possibly on his way to the family home on Blackwood Drive in Lewes. An officer from the Millsboro Police Department spotted a vehicle matching the description in town limits and attempted a traffic stop. The Honda did not stop, and a pursuit ensued with the assistance of a trooper. The pursuit ended on Blackwood Drive.

The preliminary investigation revealed that after coming to a stop on Blackwood Drive, Arnold got out of the Honda armed with a firearm and began shooting at the officers. The Millsboro officer and the trooper returned fire. Arnold was hit during the exchange but ran into his family’s house on Blackwood Drive.

Over the next several hours, members of the Delaware State Police Special Operations Response Team and the Crisis Management Team attempted to negotiate Arnold’s surrender. Eventually, officers entered the home and found Arnold dead from what appeared to be a self-inflicted gunshot wound to the upper body. He was pronounced dead at the scene. His family has been notified.

During the incident, a 69-year-old woman in a neighboring home sustained minor injuries. It is unclear at this time whether her injuries were directly related to the exchange of gunfire. She was treated at a local hospital and released. No other injuries were reported.

Per Delaware State Police standard operating procedures, the trooper involved has been placed on administrative leave pending the outcome of a use-of-force investigation conducted in conjunction with the Delaware Department of Justice. New Castle woman charged with fatal carjacking crime spree

Brittallia Semaan, of New Castle, DE – Delaware State Police Dept.

A New Castle woman is behind bars on multiple felony charges, including vehicular homicide, after police say she carjacked a vehicle and struck and killed a man.

According to Delaware State Police, the incident occurred around 9:30 a.m., Sunday, March 13 as troopers were dispatched to the area of 4049 New Castle Avenue for a reported carjacking. The initial investigation determined a female suspect, later identified as Brittallia Semaan, entered the front passenger side of a parked white Chevrolet Trax.

A 67-year-old male and 66-year-old female attempted to remove Brittallia from their SUV but were unsuccessful as she moved into the driver’s seat. As Brittallia attempted to flee the area, the female victim was struck by the SUV and sustained non-life-threatening injuries. At the time of the initial carjacking, two juveniles were seated in the backseat of the SUV but were successfully able to exit before Brittallia fled with the Trax southbound on RT. 9.

Moments later, Brittallia struck a 48-year-old New Castle man just south of Boothhurst Blvd. The victim was transported by EMS to an area hospital where he, unfortunately, died from his injuries. Identification is pending notification to next of kin. This fatal pedestrian collision remains under investigation by the Delaware State Police Troop 2 Collision Reconstruction Unit. Additional information regarding the crash will be released once it becomes available.

After the fatal pedestrian crash, Brittallia flees southbound into Old New Castle and enters the parking lot of the SPCA located in the area of South Street and 6th Street. At the same time, a 19-year-old female pedestrian was walking in the parking lot. For unknown reasons, Brittallia swerved into the pedestrian’s path, striking her. Fortunately, the victim sustained minor injuries.

Brittallia then exited the parking lot and traveled southbound on South Street before turning right onto Washington Street and began traveling northbound. At the same time, a Maserati was traveling southbound on Washington Street, approaching Brittallia’s vehicle.

For unknown reasons, Brittallia crossed over the double yellow line and crashed head-on with the Maserati on Rt 141 just before the intersection of SR 273. The driver, a 34-year-old Wilmington man, and passenger, a 26-year-old Wilmington woman, sustained non-life-threatening injuries during the crash.

After the crash occurred, a good Samaritan stopped at the crash scene to help. At that time, Brittallia entered the backseat of the 62-year-old New Castle man’s Ford Explorer. He confronted her and told her to exit his car. As she complied, she quickly entered the driver’s seat and attempted to flee the scene. The 62-year-old male tried to stop Brittallia but was unsuccessful and was dragged a short distance but was uninjured. As Brittallia fled the scene, a 77-year-old New Castle woman was still seated in the front passenger seat.

With the female passenger still in the Explorer, Brittallia continued traveling onto southbound River Road, where she collided with the rear of a Honda Odyssey in the area of Hamburg Rd. The 52-year-old female driver and the 77-year-old female passenger in Brittallia’s vehicle sustained non-life-threatening injuries.

BREAKING | Magnolia couple charged with murder of their infant who police say they buried in the backyard

22-year-old Angel Toran and 24-year-old Ny’Jier Murphy, both of Magnolia, DE (Left to Right) – Delaware State Police

A Magnolia couple have been arrested and charged with the murder of their infant child who police say they buried in the backyard of their home after the baby died of severe malnourishment.

According to the Delaware State Police Department, on October 10, 2021, troopers responded to the home of 22-year-old Angel Toran and 24-year-old Ny’Jier Murphy, both of Magnolia, in the 400 block of Lambert Drive with the Division of Family Services (DFS) to check on the welfare of an infant.

DFS received information that an infant possibly died at the home and that the death was unreported to authorities. When troopers initially arrived on-scene, Toran and Murphy were not home but arrived a short time later, according to police.

When troopers made contact with Murphy, a concealed Glock 19 model 9mm handgun was spotted in a holster on his hip. A computer inquiry discovered Murphy does not possess a permit for carrying a concealed deadly weapon in the State of Delaware.

Delaware State Police Homicide and Major Crimes Unit conducted an investigation into the infant’s death which determined Toran gave birth at home to a baby girl in April, 2021 and the child’s birth was never reported to the state.

In mid-September, the baby died at the age of five months old. The death was never reported and the baby was buried on the property. The infant’s body was exhumed from the property on October 11, 2021 and turned over to the Division of Forensic Science for an autopsy to be performed.

Through investigative means, police say the infant was determined to be severely malnourished and succumbed to medical issues associated with malnourishment. As a result, the Attorney General’s Office approved charges for both Toran and Murphy and arrest warrants were obtained for their arrests.

On February 10, 2022, both Toran and Murphy responded to Delaware State Police Troop 3. As Ny’Jier Murphy was notified of his arrest warrant by troopers, police say he resisted arrest and was taken into custody after a brief struggle. Toran was arrested without incident.

The investigation remains active and ongoing. Additional charges, including resisting arrest resulting from Murphy’s actions at Troop 3, are forthcoming.

Toran was charged with Murder by Abuse or Neglect First Degree Recklessly Cause Death of Child (Felony) and Conspiracy First Degree (Felony). She was arraigned in the Justice of the Peace Court #2 and committed to Department of Correction custody on a $260,000.00 cash bail.
