    SNEAKY ICING EVENT ON BOXING DAY DEC 26-27TH?

    December 26-27th event has been a model guidance nightmare these past few days so that’s why i haven’t really talked much about it. Because at one moment its a 63 degree day with rain and then next minute its a day with accumulating snow and ice. This is very typical back and forth nonsense that happens in the 84-120hr timeframe so i don’t put a whole lot of weight to it. But we are starting to get into the sub 84 timeframe where they begin to get their act together. So here is the setup.

    We will already have a push of arctic air in place out ahead of a weak disturbance with a warm front nosing into the cold air. This is a classic representation of what we call a “Overrunning Event”

    An overrunning event in winter meteorology occurs when warm, moist air is lifted up and over a shallow layer of cold air at the surface. This setup is common ahead of winter storms and often develops north of a warm front. Because cold air is denser, it remains trapped near the ground while warmer air flows over it along sloping isentropic surfaces.

    As the rising warm air cools, clouds and precipitation develop well in advance of the main storm system. In winter, this frequently leads to widespread, long-duration precipitation, often falling as snow, sleet, or freezing rain, depending on the temperature profile of the atmosphere. Overrunning events are typically associated with stratiform precipitation, lower visibility, and steady rather than convective rainfall or snowfall.

    These events can produce significant winter weather impacts, including heavy snow accumulations, ice accretion, and hazardous travel conditions, especially when cold air is reinforced at the surface by high pressure to the north. Overrunning precipitation often marks the initial phase of a winter storm before stronger dynamics and surface low pressure move in.

    With the latest mid day mid range guidance rolling in they are starting to come into light of a icing scenario beginning to unfold across areas of central and northern Delmarva, northern Maryland, and portions of South Jersey. A lot of factors remain in place like will the cold air remain more locked in and keep the warm nose at bay, will the warm nose make it a widespread icing event, or will the warm nose overwhelm the environment and keep it more of a rain threat in the region. Those are the details we need to iron out going later into the week.

    Another round of accumulating snowfall is on tap for this weekend during the early morning hours Sunday through the late morning hours. Overall snowfall amounts have increased across Central and Northern Delmarva for tonight. A Clipper system approaching from the Mid-west will begin to redevelop a coastal low will bring a band of light to moderate snowfall to the region on Sunday as an arctic frontal boundary moves through bring severely cold temperatures throughout the Eastern US.

    Looks like right now areas across Northern Maryland, Northern Delmarva, and South Jersey will be in the hot seat for seeing the most accumulating snow when the coastal low begins to take over. A widespread swaft of 3-6 inches of snow is likely with areas further south will have lighter precipitation to deal with overall. Making for Sunday morning travel a bit slick with temperatures in the upper 20s to lower 30s and the winds begin to pick up later in the day for some blowing and drifting.

    An Arctic air mass is moving southward, bringing dangerously low temperatures and life-threatening wind chills across a broad swath of the central US, from the Northern Plains towards the Mid-Atlantic

    Temperatures are forecasted to plunge 20 to 30 degrees below normal, with wind chills dropping below -30°F in some areas. This extreme cold poses serious risks to human health, pets, and infrastructure, including the potential for frozen pipes.

    Residents in the affected regions are urged to prepare immediately by taking steps to protect themselves, their animals, and their homes. The agencies emphasize the importance of readiness to mitigate the harsh impacts of this severe weather event.

    As the snow continues to fall across Delaware, state officials are emphasizing safety measures for all residents. The Delaware State Police have issued a series of guidelines aimed at keeping motorists safe during the winter weather:

    • Stay Home if Possible: If you can avoid travel, do so. Conditions can be unpredictable and hazardous.
    • Drive Cautiously: For those who must travel, slow down, keep a safe distance from other vehicles, and ensure your vehicle is free of snow and ice to prevent accidents.
    • Emergency Preparedness: Carry an emergency kit in your car with items like blankets, a flashlight, food, and water. Check road conditions via official channels before setting out.
    • Respect Snow Plows: Do not attempt to pass or crowd snow removal vehicles. The Delaware Department of Transportation (DelDOT) crews are diligently working to clear the roads, and they need space to operate safely.

    DOVER AIR FORCE BASE, Del. – Maj. George S. Welch Elementary School received a bomb threat at 9:50 a.m., November 15, 2023. Welch Elementary and Dover Air Base Middle School were immediately evacuated. All students are safe and have been accounted for.

    The 436th Security Forces Squadron arrived on scene at 10:10 a.m.

    Armed Carjacking At Sam’s Club

    The Dover Police Department is investigating an armed carjacking that occurred Tuesday evening. The investigation began when officers were called to Sam’s Club at 7:11 p.m. for the report of an armed carjacking. Officers responded and contacted the victim, a 26-year-old male of Magnolia, who advised that he was approached by two black males in the parking lot of Sam’s Club, one of which was armed with a handgun. The suspects demanded the victim turn over property, including the victim’s car keys, and he complied.  One suspect fled in the victim’s vehicle, which is a 2019 Dodge Charger Scat Pack with Delaware Registration 223742. The second suspect fled in a white four door sedan with window tint. Officers check the area for the vehicles and suspects with negative results.

    Suspect 1 is described as a skinny black male, approximately 5’6″-5’7″, wearing a black ski mask, dark clothing, with a white scarf with a plaid design armed with a handgun.

    Suspect 2 is described as a skinny black male approximately 6’1″ – 6’2″, with no clothing description provided.

    Four Arrested Following Pursuit of Stolen Vehicle

    The Dover Police Department has arrested Joshua Collins, 38, of Felton, Holly Ramsey,32, of Felton, David Evans,39, of Dover and Katie Miller,31, of Dover, following a pursuit involving a stolen vehicle early Monday morning. The investigation began when Officers observed a stolen GMC van traveling northbound on South DuPont Highway in the area of Lotus Street. Officers attempted to stop the vehicle and the vehicle fled at a high rate of speed. Officers initiated a vehicle pursuit which traveled south to Camden, DE and west on Westville Road into Maryland. Delaware State Police and Maryland State Police were contacted for assistance. The pursuit last approximately 45 minutes and ended in Easton, Maryland where the vehicle pulled into a private drive way. When the vehicle stopped, the driver, Collins, ran from the vehicle into a wooded area. Collins was taken into custody shortly after with the assistance of Dover Police K-9 Jits. The other occupants, Ramsey, Evans and Miller were taken into custody without incident. An 11-month-old child was also located in the vehicle. A search of the vehicle revealed approximately .005 grams of methamphetamine and paraphernalia.

    Further investigation revealed that Collins and Ramsey were currently wanted by the Delaware State Police for charges related to the 11-month-old located in the vehicle.

    The 11-month-old was turned over to the Delaware Division of Family Services.

    All of the defendants will be held in Maryland pending extradition to Delaware.

    Troopers Arrest Camden Woman for Weapon Charges Following Traffic Stop

    The Delaware State Police arrested 34-year-old Autumn Bray of Camden, Delaware, for weapon-related and DUI charges early Sunday morning in Dover.

    On October 1, 2023, at approximately 3:59 a.m., a trooper on patrol saw a white Range Rover traveling northbound on South Dupont Highway with no license plate and the right rear wheel tire missing. While behind it, the trooper observed the vehicle leaving the left edge of the roadway, crossing over the single yellow line, and going onto a curb. The trooper stopped the vehicle on the shoulder of South Dupont Highway, south of Martin Luther King Jr. Boulevard in Dover, Delaware. While in contact with the operator, identified as Autumn Bray, the trooper detected signs of impairment. Bray completed Standardized Field Sobriety Tests and was subsequently taken into custody without incident. During a search incident to an arrest, the trooper located a loaded handgun concealed inside the front of Bray’s jeans. A computer check showed Bray did not have a valid permit to carry a concealed deadly weapon.

    Bray was transported to Troop 3, where she was charged with the following crimes:

    • Carrying Concealed Deadly Weapon (Felony)
    • Possession of a Firearm While Under the Influence
    • Driving Under the Influence of Drug
    • Traffic Offenses

    Bray was arraigned by Justice of the Peace Court 7 and released on her own recognizance.

    *Update – Victim Identified* State Police Investigating Single-Vehicle Fatal Crash

    Delaware State Police have identified 45-year-old Cindy Fisher of Sudlersville, Maryland, as the woman who died yesterday from injuries sustained in a fatal crash that occurred Friday night in Hartly.

    On September 22, 2023, at approximately 11:38 p.m., a silver 2018 Chevrolet Malibu was traveling eastbound on Arthursville Road east of Gunter Road in Hartly. For unknown reasons, the Malibu traveled off the roadway, and in doing so, struck a sign. The Malibu continued traveling in an easterly direction and struck an embankment, which caused it to overturn. The Malibu came to rest right side up south of the roadway, and a short time later, became engulfed in flames. The two occupants of the Malibu had exited the vehicle before it caught on fire.

    The operator of the Malibu, identified as Fisher, was taken by ambulance to an area hospital, where she was admitted for critical injuries. On September 23, 2023, she died from injuries sustained in the crash. The passenger of the Malibu, a 33-year-old man from Hartly, Delaware, was taken by ambulance to an area hospital for non-life-threatening injuries.

    The Delaware State Police Troop 3 Collision Reconstruction Unit continues investigating this incident. Troopers are asking anyone who witnessed this crash to contact Master Corporal J.     Clayton Man Arrested For Three Burglaries

    The Dover Police Department has arrested Scott Ottinger, 53, of Clayton, for three burglaries following an incident Friday evening. Dover Police Department was called to Cinnabon, 1051 North DuPont Highway, for the report of a suspect that had broken into the business. Officers responded and upon arrival, Ottinger was taken into custody without incident. Officers were able to speak with employees of the business who advised that on September 7th, 2023, a suspect broke into the business and stole money. Surveillance from the business confirmed that Ottinger was responsible for the burglary on the 7th as well.  Further investigation led Detectives to determine that Ottinger was also responsible for the burglary at the County Eatery that occurred on September 20th. 

    Ottinger was transported to Dover Police Department where he was processed and arraigned.

    Ottinger was released on $7,700 unsecured bond on the following charges:
    -Burglary Third Degree (3x)
    -Theft Under $1,500 (3x)
    -Criminal Mischief (2x)

    Narrative: The Dover Police Department has arrested Isaac Jones-Riddick, 20, of Magnolia, on drug dealing and firearm charges following a traffic stop Friday afternoon. The Drugs, Vice and Organized Crime Unit and Street Crimes Unit were conducting a firearm investigation related to Jones-Riddick. Members of the Street Crimes Unit stopped him in a vehicle in the area of South DuPont Highway and Lotus Drive at approximately 2:15 p.m. Friday afternoon, and he was taken into custody without incident. A search of the vehicle revealed a loaded 9mm Ruger handgun, a loaded Glock 9mm, 62.4 grams of marijuana and $1,159. Jones-Riddick was transported to Dover Police Department where he was processed and arraigned. 

    Jones-Riddick was committed to SCI on $100,400 cash bail on the following charges:
    -Possessing of a Firearm During the Commission of a Felony
    -Possession of a Firearm by a Person Prohibited
    -Possession with Intent to Deliver a Controlled Substance
    -Carrying a Concealed Deadly Weapon (2x)
    -Possession of Marijuana
    -Possession of Drug Paraphernalia

    The Dover Police Department has arrested Javon Williams, 19, of Magnolia, DE, on Robbery and related charges following an incident at Best Buy Thursday afternoon. The investigation began at 4:22 p.m. when Dover Police Department received a call for an armed robbery that had just occurred at Best Buy. Officers responded to the scene and contacted the victim, an employee of the business, who advised the suspect entered the store, displayed a handgun, and demanded they turn over an iPhone. The employee complied and turned over the iPhone and other property. The suspect dropped the iPhone while running from the scene and fled in a silver Ford Fusion with a Delaware registration. The information was relayed to Officers and the vehicle was located traveling southbound on North Dupont Highway in the area of East Division Street. Officers attempted to stop the vehicle however, the vehicle failed to stop and continued southbound to River Road where it collided with another vehicle. Williams exited the vehicle and fled on foot toward the Relax Inn and surrendered when Dover Police K-9 Asher and his handler arrived on scene.

    Detectives located clothing and property from the robbery inside of Williams’ vehicle following the execution of a search warrant.

    Williams was transported to Dover Police where he was processed and arraigned.

    Williams was committed to SCI on $73,100 secured bail on the following charges:

    Kent County Governor’s Task Force Arrests Two Men for Drug Dealing

    Yesterday the Delaware State Police arrested 51-year-old James Crow of Dover, Delaware and 36-year-old Quinton Perry of Bridgeville, Delaware on drug dealing charges after concluding an extended narcotics investigation.

    In December 2022, detectives from the Kent County Governor’s Task Force began investigating James Crow, who was suspected of dealing drugs in Kent County. On May 23, 2023, at approximately 7:27 p.m., detectives contacted Crow as he met with his drug supplier Quinton Perry. Both Crow and Perry were taken into custody without incident.

    Detectives executed search warrants on Crow’s residence and his Chevrolet Silverado pickup truck and recovered the following evidence:

    • 1 sawed-off shotgun
    • 1 shotgun that had been reported stolen by Randolph County Sheriff’s Office in North Carolina
    • Approximately 15.26 grams of methamphetamine
    • Approximately 6.54 grams of cocaine
    • Approximately 201 small baggies containing approximately 1.407 grams of suspected heroin
    • 13 doses of Oxycodone
    • 4 doses of Suboxone
    • 6 prescription-only pills
    • Numerous items of drug paraphernalia
    • Over $1,000 in suspected drug dealing proceeds

    Crow is a convicted felon prohibited from possessing firearms.

    Detectives also executed a search warrant on Perry’s Hyundai Sonata and found over $2,300 in suspected drug dealing proceeds.

    Both Crow and Perry were taken to Troop 3 and charged with the following crimes:

    James Crow:

    • Possession of a Firearm by a Person Prohibited (Felony) – 2 counts
    • Possession of a Deadly Weapon While Possessing a Controlled Substance (Felony) – 2 counts
    • Possession With Intent to Deliver a Controlled Substance in a Tier 2 Quantity (Felony) – 2 counts
    • Possession With Intent to Deliver a Controlled Substance (Felony)
    • Possession of a Controlled Substance in a Tier 2 Quantity (Felony) – 2 counts

    • Possession of a Controlled Substance – 3 counts
    • Possession of Drug Paraphernalia

    Crow was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on $158,000 cash bond.

    Quinton Perry:

    • Possession With Intent to Deliver a Controlled Substance (Felony)
    • Conspiracy Second Degree (Felony)

    Perry was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on $5,500 cash bond.

    Domestic Incident Leads to Vehicle Pursuit and Barricade Causing Major Traffic Delays

    An 18-year-old female of Dover is receiving treatment at an area hospital following a domestic incident that lead to a vehicle pursuit and barricade, causing major traffic delays. The incident began when Officers were called to the unit block of Vera Way for the report of a domestic where a female was in possession of a knife threatening another subject. Upon officers arrival, the female, an 18-year-old of Dover, was still in possession of the knife and when officers confronted her, she entered a vehicle and drove away which prompted officers to pursue her. The 18-year-old drove westbound to McKee Road and College Road where she stopped and officers attempted to take her into custody. While officers were attempting to take her into custody, the 18-year-old pulled out a large knife and reversed her vehicle, striking a Dover Police patrol vehicle. The 18-year-old then drove northbound on McKee Road to Scarborough road, eventually traveling southbound on North DuPont Highway, before coming to a stop in the southbound lanes in the 1100 Block of North DuPont Highway. The pursuit lasted approximately 10 minutes. Officers made contact with the 18-year-old at the window of the vehicle and she expressed the intent to harm herself with the knife while refusing to exit the vehicle. An ambulance was requested and the northbound and southbound lanes of North DuPont Highway were closed in the immediate area. Members of the Dover Police Department’s Crisis Negotiations Team spoke to the 18-year-old for approximately an hour and 29 minutes before she exited the vehicle and was taken into custody without incident. The 18-year-old was transported to an area hospital for an evaluation. No one was injured during this incident and no vehicles were damaged. Given the sensitive circumstances surrounding this incident, the names of the individuals will not be released.

    State Police Investigating Late-Night Shooting

    The Delaware State Police are investigating a shooting that occurred last night in Dover that left one man injured.

    On May 6, 2023, at approximately 11:43 p.m., troopers responded to the 1500 block of South Governors Avenue regarding a shooting. Troopers discovered that a 19-year-old Dover man had been shot once in his leg while he was leaving a nearby party. The man was taken to an area hospital for non-life-threatening injuries and was later released. Troopers learned that several vehicles were struck by rounds during the shooting, as well the nearby Touchdown bar and Valero gas station buildings.

    No other injuries were reported, and detectives recovered numerous bullet casings from the area. There is currently no suspect information available.

    The Troop 3 Criminal Investigations Unit is investigating this incident. Detectives are asking for anyone with information regarding this case to contact Detective J.     State Police Arrest Man on Felony Gun and Drug Charges

    The Delaware State Police have arrested 43-year-old Lenell Abbott of Dover, Delaware on several felony gun and drug charges following an investigation that began Thursday evening.

    On May 4, 2023, at approximately 10:23 p.m., troopers responded to a residence on Cathy Avenue in Dover after the homeowner reported that his house had been struck by gunfire. Troopers discovered that a 13-year-old boy had been in his bedroom earlier that day when a bullet went through his wall. The boy was not injured, and troopers were able to trace the bullet’s trajectory back to the neighboring residence. Detectives contacted the neighbor, identified as Lenell Abbott, and learned that Abbott had accidentally fired a handgun through his kitchen window.

    Computer checks of Abbott revealed that he is a convicted felon prohibited from possessing firearms and/or ammunition. Detectives executed a search warrant at Abbott’s home and found two more handguns, two boxes of ammunition, approximately 34.61 grams of crack cocaine, approximately 15.32 grams of powder cocaine, and over $7,500 in suspected drug dealing proceeds.

    Abbott was taken to Troop 3 and charged with the following crimes:

    • Possession of a Controlled Substance in a Tier 3 Quantity (Felony)
    • Possession With Intent to Deliver a Controlled Substance in a Tier 2 Quantity (Felony)
    • Possession of a Firearm by a Person Prohibited (Felony) – 3 counts
    • Possession With Intent to Deliver a Controlled Substance (Felony)
    • Reckless Endangering First Degree (Felony)
    • Criminal Mischief

    Abbott was arraigned by Justice of the Peace Court 2 and released on $27,700 unsecured bond.

    Troopers Arrest Man for 9th Offense DUI

    The Delaware State Police have arrested 44-year-old Christopher Harris of Cheswold, Delaware for felony DUI following a traffic stop that took place yesterday afternoon in Dover.

    On May 6, 2023, at approximately 4:16 p.m., a trooper on patrol observed a silver Dodge Ram traveling northbound on South Dupont Highway near Walnut Shade Road. The trooper saw the driver of the pickup swerving on the road, cross his lane lines multiple times, and change lanes without using a turn signal. The trooper stopped the Ram and contacted the driver, identified as Christopher Harris. The trooper smelled alcohol coming from Harris’ breath, observed signs of impairment, and saw open alcoholic drinks in the truck. Harris was subsequently taken into custody for DUI.

    Computer checks of Harris showed that his driver’s license was suspended. Checks also showed that Harris has eight prior convictions for DUI. Harris was taken to Troop 3 and charged with 7th Offense or Greater DUI and numerous traffic offenses. Harris was arraigned by Justice of the Peace Court 7 and committed to Sussex Correctional Institution on $21,007 cash bond.

    Dover Man Arrested Following Attempted Robbery at Royal Farms

    The Dover Police Department has arrested Kareem Young, 29, of Dover, on attempted robbery charges following an altercation at Royal Farms early Thursday morning. The investigation began when officers were dispatched to Royal Farms for a theft. Upon arrival, Young was being actively held down by employees of the business. Young was taken into custody by Dover Police without incident. The ensuing investigation revealed that Young entered the store wearing a black ski mask and immediately went behind the counter and removed several packages of cigarettes. Young was confronted by staff, at which time he fought with them, causing a laceration to one of the employees. Further investigation revealed that Young has been banned from Royal Farms due to previous cigarette thefts. Young was transported to Dover Police Department where he was processed and arraigned. Young was committed to SCI on $34,050 secured bail on the following charges:

    Dover Man Arrested Following Stabbing

    The Dover Police Department has arrested Sean Lucas, 46, of Dover, on weapons charges and assault charges following an altercation on South State Street Friday evening. The investigation began when officers were dispatched to the 100 block of South State Street for an unknown altercation. Upon arrival, Officers located the victim, a 53-year-old male of Dover, with a laceration to his upper body that was caused during an altercation with the suspect. While speaking with the victim and witnesses on scene, it was determined that the suspect was still nearby. Officers checked the area and located Lucas, who matched the description provided by witnesses. Lucas was taken into custody without incident and found in possession of a box cutter type knife. The victim was transported to Bayhealth Kent Campus for treatment. Lucas was transported to Dover Police where he was processed and arraigned.

    Lucas was committed to SCI on $122,000 cash bail on the following charges:

    -Possession of a Deadly Weapon During the Commission of a Felony

    Two Arrested Following Stolen Vehicle Pursuit

    The Dover Police Department has arrested Christopher Houck, 25, of Dover, and Ontia Lofland, 25, of Laurel, on several charges following a pursuit in a stolen vehicle Monday night. The investigation began when Officers observed a White Ford Transit van in the area of South State Street and East Water Street. A records check revealed the vehicle was reported stolen. Officers initiated a traffic stop on the vehicle at which time it fled and a pursuit began throughout the City. The pursuit ultimately ended on Savannah Road in Dover when the vehicle got stuck in a field. The occupants were taken into custody without incident and identified as Houck and Lofland. Through further investigation, Houck was linked to stealing a City of Dover vehicle over the weekend. Both individuals were transported to Dover Police where they were processed and arraigned. 

    Houck was committed to SCI on $4,350 cash bail on the following charges:
    -Theft of a Motor Vehicle
    -Criminal Trespass in the Third Degree
    -Receiving Stolen Property
    -Failure To Stop on Police Command
    -Numerous Traffic Offenses

    Troopers Arrest Man for 8th Offense DUI

    The Delaware State Police have arrested 27-year-old Octavio Lopez-Hernandez of Dover, Delaware for felony DUI following a traffic stop that occurred early this morning in Dover.

    On March 25, 2023, at approximately 1:50 a.m., a trooper on patrol observed a silver Nissan Rogue traveling at a high rate of speed southbound on North Dupont Highway near Scarborough Road. The trooper stopped the Rogue and contacted the driver and only occupant, identified as Octavio Lopez-Hernandez. The trooper smelled alcohol coming from Lopez-Hernandez’s breath and detected signs of impairment. Lopez-Hernandez was subsequently taken into custody for DUI. A computer check of Lopez-Hernandez showed that he has seven prior convictions for DUI.

    Lopez-Hernandez was taken to Troop 9 and charged with the following offenses:

    • Driving Under the Influence, 7th Offense or Greater (Felony)
    • Driving While Suspended or Revoked
    • Failure to Have Insurance Identification in Possession
    • Speeding

    Lopez-Hernandez was arraigned by Justice of the Peace Court 7 and committed to Howard R. Young Correctional Institution on $20,201 secured bond.

    The Dover Police Department is investigating a burglary that occurred early Tuesday morning at First State Vape. The investigation began at approximately 2:34 a.m., when Dover Police received a call for a possible burglary in progress at the business. Officers responded and located the front door to the business shattered. Officers checked the business however the suspects had already fled. Officers spoke with the owner who advised that the suspects removed an undisclosed amount of merchandise from the store and fled in an unknown direction. The suspects are described as wearing dark clothing.

    Delaware State Police Issue Gold Alert for Missing Dover Teen

    Delaware State Police Troop 3 is issuing a Gold Alert for 15-year-old Destiny Hastings-Marino of Dover, Delaware. Hastings-Marino was last seen in the Dover area on February 19, 2023. Attempts to contact or locate Hastings-Marino have been unsuccessful, and there is a concern for her safety and well-being.

    Hastings-Marino is described as a white female, approximately 5’01” tall, weighing approximately 110 pounds, with blonde hair and blue eyes. She was last seen wearing gray sweatpants with a pink tank top.

    Eighteen Officers Graduate from Dover Municipal Police Academy

    The Dover Police Department is announcing the graduation of the Dover Municipal Police Academy.  On Friday, March 3, 2023, the department hosted a graduation ceremony at the the Dover High School auditorium to celebrate the end of the 21-week training academy.  Eighteen recruits from thirteen Delaware police agencies successfully completed the training and graduated.  

    Speakers at the ceremony included Lieutenant Governor of Delaware Bethany Hall-Long, Attorney General Kathleen Jennings, City of Dover City of Dover Mayor Robin Christiansen, and City of Dover Police Chief Thomas Johnson.

    Several awards were also presented for outstanding performances by academy recruits:

    Academic Achievement Award
    The Academic Achievement Award is awarded to the recruit who continued to demonstrate a high level of academic proficiency throughout academy training.  Based on a series of tests to prove their understanding of course content, the recruits all received a final academic GPA.  While all of the recruits demonstrated tremendous work in the academic area, this recruit earned the highest average in the class with a 97.8 GPA. 

    The award was presented to Milford Police recruit, Hunter Simpson.

    Top Shot Award
    The Top Shot Award is awarded to the recruit who demonstrated the highest level of marksmanship proficiency and firearms safety throughout a series of day and night firearms training and qualification courses. 

    The Top Shot award was presented to Tyler Mau of the Camden Police Department.

    Physical Fitness Award
    The Dover Police Academy Physical Fitness Award is awarded to the police recruit who demonstrated a high level of physical fitness, strength, and endurance throughout the academy.  This recruits also continued to push themselves to a higher level throughout the 21 weeks of physical training. 

    The Physical Fitness Awards was presented to Dover Police recruit, Jonathan Lopez.

    Francis T. Schneible  Resiliency Award
    The Francis T. Schneible Resiliency Award is given to the police recruit who showed the most resiliency during the academy.  Francis Schneible began his law enforcement career with the Dover Police Department in 1968.  Just one year into his tour, Schneible was shot by a shoplifting suspect who was armed with a shotgun.  Schneible’s resiliency allowed him to continue to serve for four more years with Dover, later joining the Delaware State Police.  Schneible unfortunately lost his life 24 years after the shooting due to difficulties stemming from his injuries he sustained. 

    The recipient of the Francis T. Schneible Award was Hunter Simpson, from the Milford Police Department. 

    Corporal Thomas Hannon Top Recruit Award
    The Corporal Thomas Hannon Top Recruit Award is given to the police recruit who displayed an outstanding effort and demonstrated quality leadership throughout the 19-week academy.  This recruit always gave their best effort and went above and beyond to help their classmates throughout the challenges of the academy.  Corporal Thomas Hannon began his law enforcement career with the New York City Police Department before joining the Dover Police Department in 2005.  Corporal Thomas Hannon was also named the Top Municipal Recruit of his Delaware State Police 76th/64th Academy Class, which made it even more appropriate to name this award in his honor.

    In 2012, Corporal Hannon suffered a leg injury during the arrest of a suspect and continued to suffer from complications as a result.  On September 1st, 2017, Corporal Hannon lost his life as a result of medical complications stemming from the injury and subsequent surgeries.

    The recipient of the Corporal Thomas Hannon Top Recruit Award was Kyle Cox, of the Milton Police Department. 

    In his closing remarks, M/Cpl Ryan Schmid, reminded the recruits of the challenges that lie ahead and of the Core Values of the Dover Municipal Police Academy: “The policing profession continues to face unprecedented change and challenges, to include recruitment of those willing to serve their community.  But because of people like you who stepped up to serve despite those challenges, we have faith that the State of Delaware is in good hands.  As you serve your respective communities, I challenge you to continue to be examples of COURAGE, PROFESSIONALISM, and INTEGRITY.”

    Juvenile Arrested For Arson at YMCA

    The Dover Police Department is investigating an arson that occurred at the YMCA Thursday evening. The investigation began at 4:48 p.m. when Dover Police was notified of a fire at the YMCA. Officers responded and spoke to Dover Fire Department personnel who advised that someone intentionally set a fire in the bathroom which caused damage to the building. City of Dover Fire Marshal’s Office and Dover Police’s Criminal Investigations Unit are investigating.

    No suspect description is being released at this time as Detectives are still reviewing surveillance.

    Stolen Vehicle Complaint Leads to Arrest of Wanted Man

    The Dover Police Department has arrested Cameron Vincent, 30, of Dover, following a stolen vehicle complaint early Thursday morning. The investigation began when Dover Police Department received a call that a vehicle stolen from Pennsylvania was currently located at 820 Carvel Drive Dover, DE. Officers responded to the area, located the vehicle, and confirmed it was stolen. While canvasing the area, officers located Vincent and a search revealed he was in possession of the keys for the stolen vehicle. He was taken into custody without incident and a computer check revealed he had a warrant from the State of California for a parole violation. Vincent was transported to Dover Police where he was processed and arraigned.

    Vincent was committed to SCI without bail on the following charges and is awaiting extradition to California:

    Robbery at Shore United Bank

    The Dover Police Department is investigating a robbery that occurred at Shore United Bank on Wednesday, February 15, 2023 at 1:54 p.m. The investigation began when Dover Police received a report of a robbery at the business. Officers responded and contacted the victim at which time it was determined that a white male had entered the business and demanded money. The victim believed the suspect was in possession of a weapon, so they complied and turned over an undisclosed amount of money. The suspect fled the bank on foot prior to police arrival. The suspect is described as a white male, approximately 6’0″, wearing dark clothing.

    Dover Man Arrested For Burglary At Food Lion

    The Dover Police Department has arrested Terrence Jones, 54, of Dover, following a burglary that occurred at Food Lion early Wednesday morning. The investigation began when Dover Police Department received a call for a burglary at the store at 2:04 a.m. It was reported that there was a black male inside of the business causing damage and removing property from the store. Officers responded, however the suspect was gone upon their arrival. Officers confirmed that the suspect had broken into the store by shattering a glass door and that he removed an undisclosed amount of tobacco products from the store.  Officers were able to review store surveillance and obtain a suspect description, later determined to be Jones, which was relayed to other officers working. 

    At 3:42 a.m., Jones was taken into custody without incident on South New Street wearing the exact clothing from the burglary and was in possession of tobacco products. Jones was transported to Dover Police where he was processed and arraigned.

    Jones was released on $3,000 unsecured bail on the following charges:
    -Burglary Third Degree
    -Possession of Burglar Tools
    -Theft Under $1500
    -Criminal Mischief $1000 but less than $5,000

    State Police Investigating Highway Robbery

    The Delaware State Police are investigating an armed robbery that occurred in Dover late yesterday afternoon.

    On February 10, 2023, at approximately 5:30 p.m., a 28-year-old man was walking northbound on North Dupont Highway south of Rose Bowl Road when he was unexpectedly approached from behind by two unknown black males. One of the suspects held what was believed to be a handgun to the victim’s head while one of the suspects took the victim’s wallet from his pocket. Both suspects then fled into a nearby wooded area on foot. The victim was not injured during the robbery.

    There are no further descriptions of the two suspects, and no images or surveillance videos are available at this time.

    The Delaware State Police Troop 3 Criminal Investigations Unit continues to investigate this case. Troopers are asking anyone who witnessed this incident to please contact Detective S.     DOL Announces New Employer UI & Construction Employer Tax Rates for 2023

    WILMINGTON, DE – The Delaware Department of Labor (DOL) announced the revised Taxable Wage Base, Assessment Rate Tables, Cap Earned Rate for Calendar Year 2023, and the New Employer Rates for 2023, effective January 1, 2023. The taxable wage base will be $10,500 in 2023.

    With the unanimous support of the Unemployment Insurance Advisory Council, DOL Secretary Karryl Hubbard issued Emergency Rule 21 to implement new tax rates for 2023 which are estimated to reduce the Unemployment Insurance tax obligation for Delaware employers by an estimated $50 million. DOL was able to take these actions on December 31, 2022 due in part to the $240 million investment in Corona Virus Response Act Funds that were placed in the UI Trust Fund in 2021.

    House Bill 49, signed by Governor Carney on January 26, 2023 codifies the changes enacted by Secretary Hubbard’s 21st Emergency Rule issued on December 22, 2022.

    • For calendar 2023, the average employer assessment rate, the average industry assessment rate, and the average construction industry assessment rate will each be 1%.
    • All other employers will be assigned a basic assessment rate according to the following table in place for 2023:

    WILMINGTON, Del. – Governor Carney on Friday formally extended the Public Health Emergency order another 30 days.

    On Friday February 3rd, Delaware’s Governor John Carney formally extended the “Public Health Emergency”, making it the twelfth extension of the original Public Health Emergency Declaration in March 2022. Governor Carney cited staffing shortages, and capacity issues in Delaware Health Care Facilities, for this most recent extension.

    Four Adults, Two Juveniles, Arrested On Drug Dealing and Weapons Charges Following Search Warrant

    The Dover Police Department has arrested Roderick Dixon, 38, Janita Sullivan, 40, Larry Harris, 23, Khareim Hanzer, 24, a 17-year-old black male, all of dover, and a 13-year-old black male from Camden, on drug dealing and weapons charges following a search warrant Wednesday afternoon. Detectives had been conducting a drug investigation into an apartment in the 200 block of West Reed Street Dover. On 01/18/23 at 1200 hours, members of the Dover Police Department’s Special Operations Response Team, in conjunction with Drugs, Vice, and Organized Crime Unit, Criminal Investigation Unit, and Delaware Probation and Parole, executed a search warrant on the apartment. Prior to the execution of the search warrant, Dixon was observed conducting drug transactions in the area of the apartment and would make contact with Sullivan in a vehicle after the transactions. Upon execution of the search warrant Dixon and Sullivan were taken into custody without incident outside of the residence. Harris was taken into custody inside of the residence without incident, and Hanzer, along with two juveniles, ran from the residence. Hanzer and the two juveniles were taken into custody after a foot pursuit.

    During the execution of the search warrant, officers located 1,304.3 grams of marijuana, 926 bags of heroin, and a loaded Walther CCP 9mm handgun. When the 17-year-old male was taken into custody, he was found in possession of 54.8 grams of marijuana and a Polymer 80 9mm handgun. A search of the vehicle occupied by Sullivan revealed 12.3 grams of crack cocaine, 3.3 grams of marijuana, 64 bags of heroin, glass jar containing suspected cocaine residue inside, two digital scales, and $494.

    All of the above individuals were transported to Dover Police where they were processed and arraigned.

    Dixon was committed to SCI on $49,101 cash bail on the following charges:
    -Possession with Intent To Deliver a Controlled Substance in a Tier 2 Quantity
    -Possession of a Controlled Substance in a Tier 2 Quantity
    -Possession with Intent to Deliver a Controlled Substance
    -Conspiracy Second Degree
    -Possession of Marijuana
    -Possession of Drug Paraphernalia

    Sullivan was committed to BWCI on $45,601 cash bail on the following charges:
    -Possession with Intent To Deliver a Controlled Substance in a Tier 2 Quantity
    -Possession of a Controlled Substance in a Tier 2 Quantity
    -Possession with Intent to Deliver a Controlled Substance
    -Conspiracy Second Degree
    -Possession of Marijuana

    Harris was released on $2,000 unsecured bail on the following charges:

    Dover Juvenile Arrested Following Shooting Investigation

    The Dover Police Department has arrested a 14-year-old black male, from Dover, following a shooting incident that occurred Monday afternoon. The investigation began on Monday, January 16 at 3:00 p.m., when Dover Police took the report of of a shooting in the unit block of South New Street. Upon arrival officers located shell casings confirming there had been a shooting in the area. The ensuing investigation revealed that a the 14-year-old black male from Dover and another black male juvenile fired handguns at a residence in the unit block of South New Street and the residence was occupied at the time. 

    On 01/17/23 the Dover Police Department executed a search warrant on a residence in the unit block of South Governors Avenue and the 14-year-old male was taken into custody without incident. He was transported to Dover Police Department where he was processed and arraigned.

    He was committed to Stevenson House Detention Center on $26,000 cash bail on the following charges:
    -Possession of a Firearm By a Person Prohibited(2x)
    -Reckless Endangering First Degree(10x)
    -Conspiracy Second Degree
    -Criminal Mischief The second suspect is still wanted for this incident and investigators are working to locate him.

    Quentin Parker 40 of Dover

    The Dover Police Department has arrested Quentin Parker, 40, of Dover, following a lewdness investigation late Monday night. The investigation began when an officer on patrol observed Parker urinating outside of a vehicle in the parking lot of Magic Seven at 10:58 p.m. The officer made contact with Parker, at which time Parker got back into his vehicle. The officer detected an odor of marijuana coming from inside of the vehicle and Parker was taken into custody without incident. A search of the vehicle revealed a loaded 9mm handgun concealed in the rear of the vehicle and 24.6 grams of marijuana. Parker was transported to Dover Police where he was processed and arraigned.

    Parker was committed to SCI on $9,150 secured bond on the following charges:

    Magnolia Man Arrested For 6th Offense DUI

    The Dover Police Department has arrested Charles Scott, 63, of Magnolia, for 6th offense DUI, following an accident Saturday afternoon. The investigation began when Dover Police were called to the intersection of Mckee Road and Taylor Drive at 1:44 p.m. for the report of a single vehicle accident with the driver passed out behind the wheel. Officers responded and noted that the driver, Scott, was displaying signs of an overdose, so the officers began life saving efforts. Scott was transported to an area hospital for additional treatment. Further investigation revealed Scott had 5 previous driving under the influence convictions. Scott was released from the hospital and transported to Dover Police where he was processed and arraigned.

    Scott was committed to SCI on a $5,000 secured bail on the following charges:

    Traffic Stop Leads to Drug and Weapon Arrest

    Delaware State Police arrested Raekwon Jackson, 22, of Dover, DE on drug and weapon charges following a traffic stop on Monday night.

    On January 9, 2022, at approximately 8:36 p.m., a trooper on patrol in the area of Route 13 and Main Street in Cheswold, observed a silver Nissan Altima traveling southbound on Route 13 with a headlight out. A traffic stop was initiated, and contact was made with the operator and sole occupant, identified as Raekwon Jackson. Immediately upon contact, the trooper detected an odor of marijuana emitting from inside of the vehicle. Jackson was detained without incident and a probable cause search was conducted. A search of the vehicle led to the discovery of approximately 15.19 grams of marijuana, and a loaded Diamond Back 9mm handgun.

    Jackson was transported to Troop 9 and charged with the following crimes:

    • Carrying a Concealed Deadly Weapon (Felony)
    • Possession of Marijuana (Civil)
    • Failure to Have Insurance Identification in Possession
    • Failure to Have Two Head Lamps
    • Failure to Have License in Possession

    Jackson was arraigned by Justice of the Peace Court # 7 and released on a $2,750 unsecured bond.

    Troopers Arrest Woman for 5th Offense DUI

    The Delaware State Police have arrested 47-year-old Stacy Collins of Dover, Delaware for felony DUI and other charges following a traffic stop that occurred yesterday in Magnolia.

    On January 7, 2023, at approximately 3:32 p.m., a trooper patrolling the Magnolia area observed a 2006 blue Hyundai Sonata stopped at the stop sign on Millchop Lane at Walnut Shade Road. The trooper noticed that the car’s registration had expired, and a traffic stop was conducted on Walnut Shade Road. The trooper contacted the driver of the Sonata, identified as Stacy Collins, and noticed signs of impairment. The trooper conducted a DUI investigation and Collins was subsequently taken into custody without incident. A search of Collins and the vehicle led to the discovery of approximately 0.40 grams of crack cocaine and approximately 1.82 grams of marijuana. Computer checks of Collins also showed that she had four prior convictions for DUI.

    Collins was taken to Troop 3 and charged with the following offenses:

    • 5th Offense DUI (Felony)
    • Possession of a Controlled Substance
    • Possession of Marijuana
    • Numerous traffic charges

    Collins was arraigned by Justice of the Peace Court 7 and released on $6,553 unsecured bond.

    Dover Man Arrested After Firearms Complain

    The Dover Police Department has arrested Luis Nieves, 30, of Dover, following several firearms complaints. The investigation began on 1/4/23 at 9:27 p.m. when Dover Police received the report of a Hispanic male, with a beard, carrying a firearm and walking around the 100 block of North Halsey Road, attempting to locate someone. Officers responded to the area and were advised that the suspect left in a gold Honda with dark tinted windows. The suspect was not located at this time. At 11:32 p.m., Dover Police received another report of the same suspect in the gold Honda shooting a gun out of the vehicle in the 100 block of North Halsey Road. Officers responded to the area and located the vehicle pulling into a driveway in the 100 block of North Halsey Road. Officers conducted a traffic stop on the vehicle and contacted the driver, an adult male, Nieves, who was the front right passenger, and an adult female who was the rear passenger. When Nieves was taken into custody officers noticed signs that he was impaired by alcohol.

    During a search of the vehicle officers located a black Glock 19 9mm handgun concealed under the front passenger seat along with several alcohol bottles in the vehicle. The ensuing investigation determined that Nieves was the suspect from the earlier complaints and was intoxicated. It was also determined that the other two occupants in the vehicle had no involvement with this incident or the firearm.

    Nieves was committed to SCI on $23, 601 cash bail on the following charges:
    -Possession of a Firearm During the Commission of a Felony
    -Carrying a Concealed Deadly Weapon
    -Possession of a Firearm While Intoxicated
    -Disorderly Conduct
    -Dover City Ordinance for Discharging a Firearm within the City.

    Troopers Seek Public’s Assistance with Locating Wanted Subject

    Delaware State Police are seeking the public’s assistance with locating Brian Richardson, who is wanted on felony home improvement fraud charges.

    A substantial amount of time has passed since Richardson received payments to install several inground pools. However, he has not completed the work, returned the payments, or returned any of the victims’ phone calls. He operates under the business name “Advanced Pool Systems.”

    Richardson is known to frequent the Bridgeville and Federalsburg, Maryland, areas. He is described as a white male, approximately 6′ tall, weighing approximately 255 pounds, with brown hair and blue eyes.

    Troopers are asking anyone with information regarding Richardson’s whereabouts to contact Corporal E. Bruette of Delaware State Police Troop 5 at 302-337-1090 or by calling 9-1-1.     The Dover Police Department has arrested Tailah Smith, 21, of Dover, after she resisted arrest and assaulted an officer during a traffic stop Tuesday evening. The incident began when a patrol officer observed Smith commit a traffic violation while she was operating a vehicle. The officer conducted a traffic stop and Smith immediately exited her vehicle and became confrontational with the officer. The officer attempted to detain Smith, at which time she punched the officer in the face and upper body. After a struggle with several officers, Smith was taken into custody without further incident. The officer punched by Smith sustained a minor injury to his lip and his left hand however he refused medical treatment. His watch was also broken during the struggle with Smith. Smith was transported to Dover Police where she was processed and arraigned.

    Smith was released on $9,702 unsecured bond on the following charges:

    The Delaware State Police continually investigate theft from motor vehicle complaints. Many of these thefts have occurred from unlocked cars that were left running to warm up during the chilly morning hours. These crimes have resulted in the loss of money, electronics, personal belongings of value, personal identification, and other items. These types of thefts are avoidable by simply taking the extra time to ensure that your car is locked while parked at work, gas stations, shopping centers, and your residence, especially while it is unattended and running. Delaware State Police want to share the importance of locking your car each and every time to combat this preventable trend.

    The Delaware State Police are offering the following prevention and awareness tips:

    • Always keep the doors of your unattended vehicles locked and the windows shut.
    • Do not leave items of value in your vehicle. These items include purses, wallets, credit cards, electronics, checkbooks, money, Social Security cards, loose change, documents, and paperwork with your printed personal information.
    • Store valuable tools inside your residence. If needed daily for work, create an easy system to load and unload, such as using storage containers to transport.
    • Lock your glove box, which should only store your registration and insurance cards. Do not store your vehicle title in the glove box. Store it in a safe place in your residence.
    • Clear the vehicle of all clutter and personal items. This can give the general impression that other property of value may be kept within the vehicle.
    • Do not keep a spare vehicle key hidden in the same vehicle. Do not store house keys or other keys in your vehicle.
    • If possible, keep your vehicle parked under a lighted area that you can check from your residence.
    • If you have a surveillance security system at home, include your vehicle in the angle of your camera. If you locate a suspicious subject on your property or around your vehicle, do not confront them. Instead, call 9-1-1 immediately.

    And finally, be a good witness for your neighbors, co-workers, and fellow citizens. Pay attention and be aware of what is going on in your neighborhood and other places that you frequent throughout the course of your day.

    Avoid taking a false security mindset. These crimes happen in all communities across the region. Your address will not safeguard your property.

    Additional firearm deer hunting seasons opening in January and the continuing archery deer hunting seasons provide the last chance for hunters to harvest deer during the 2022/23 hunting season, the Delaware Department of Natural Resources and Environmental Control announced today. Deer hunters are encouraged to harvest does (female deer) during deer hunting seasons to help manage the size and quality of Delaware’s deer population.

    Deer hunting seasons opening in January:

    • January handgun deer*: Jan. 7, Jan. 9 through 14 (closed Sunday, Jan. 8**) Hunting permitted only south of the C&D Canal
    • January general firearm deer* (also known as the January shotgun season): Jan. 14 through 22, including Sundays
    • January muzzleloader deer: Jan. 23 through 29, including Sundays

    *Straight-walled pistol-caliber rifles are allowed during the January handgun and general firearm (shotgun) deer seasons only south of the C&D Canal.

    **Hunters may only use archery equipment, including crossbows, to hunt on Sunday, Jan. 8.

    Hunters and trappers are reminded that they must report harvested coyotes by contacting the DNREC Division of Fish and Wildlife at 302-735-3600 by the close of business on the day following their harvest. NOTE: A message also can be left after-hours at the phone number reporting a coyote harvest – the harvest reports are important data used by DNREC biologists to track coyote distribution and numbers across the state. For more information about coyotes in Delaware – including a Depredation Order signed by the DNREC Secretary that allows the animals to be shot if threatening public safety, or livestock and domestic animals – go to de.gov/coyotes.

    Successful deer hunters who wish to donate venison to those in need are encouraged to participate in Delaware’s Hunters Against Hunger Program administered by the DNREC Division of Fish and Wildlife. Field-dressed deer may be donated at participating private butchers or division self-serve, walk-in coolers, with additional information and participating butcher and cooler locations found at de.gov/DHAH. All donated deer will be processed free of charge to the hunter, and the meat will be distributed to participating charitable organizations serving those in need. Last year, hunters donated over 24,000 pounds of venison that provided over 96,000 meals to Delawareans in need.

    The DNREC Division of Fish and Wildlife offers many hunting opportunities on state wildlife areas. Wildlife area maps and rules are available at de.gov/wamaps, with information specific to Sunday deer hunting on state wildlife areas available at de.gov/sundayhunt.     The Delaware State Police hope that everyone is going to have the safest and hap-hap-happiest Christmas and holiday season this year. Before families kick off their fun, old-fashioned family adventure by heading out into the country in the old front-wheel drive sleigh to embrace the frosty majesty of the winter landscape, Troopers are offering the following holiday travel checklist:

    • Plan your trip before you embark on your journey. Map out how you will get there and how you will return home. Then it’s happy trails, Hans! Yippee-ki-yay!
    • Make sure your car is mechanically sound. Check all fluid levels and tire air pressure readings, including the spare tire. It’s not a bad little car. It’s not bad at all, really. Maybe it just needs a little love.
    • Look into road and weather conditions to see if your car can handle them. Inclement weather can leave you stranded or lost in New York.
    • Lock the house doors and set the alarm system. Place lights and “fragile” leg lamps on timers.
    • Do not use your cell phone while driving. A screen light shouldn’t guide your sleigh tonight.
    • Take a break every few hours to stretch and refocus. Maybe snack on some pudding or some carved roast beast.
    • If you stop at a rest stop, park in a well-lit area, stay with your children, and be aware of your surroundings. Don’t let Kevin wander on his own.
    • When your car is parked, lock the doors and don’t leave any valuables or gifts in sight. The Grinch may nearby, staring down from his cave with a sour grinchy frown, at the warm lighted windows below in the town.
    • Do not drive impaired. If you’ve been drinking, call a friend, family member, or ride-sharing service. If you’re driving, avoid consuming alcohol. Instead, be sure to drink your Ovaltine.
    • Avoid posting updates on your location on social media. Harry and Marv will know that no one is home and may try to break in. Save the photo dumps for when you get back.

    Ensuring that all these points are checked can prevent a family trip from being jeopardized. The “obvious” things can be easily overlooked – wouldn’t it be silly for someone to check thousands of tiny little lights, only to see that the extension cord wasn’t plugged in?

    And when it comes to safety, there’s always time to double-check. Even if you still have to brush your teeth, feed the hog, still got some homework to do, still got those bills to pay – make the time! This isn’t charity – it’s family.

    One Man Arrested, One Woman Wanted for Felony Shoplifting

    Delaware State Police have arrested 40-year-old Phillip Plummer of Dover, Delaware for felony shoplifting and other charges following an investigation that began in Dover last week.

    On December 15, 2022, troopers responded to the Walmart located at 36 Jerome Drive regarding a shoplifting that had occurred earlier in the day. Troopers learned that a male suspect, later identified as Phillip Plummer, had left the store through an emergency exit without paying for a cart full of merchandise. A similar incident had also occurred on December 12, 2022, where the same suspect had left the store with a cart full of unpaid items. This time, the suspect was accompanied by a female, who was later identified as 41-year-old Angela Hoffman of Dover, Delaware.

    On December 19, 2022, troopers again responded to Walmart for a report of a shoplifting. It was discovered that Plummer had attempted to push a full cart out of the store’s emergency exit but was apprehended by loss prevention. Plummer was taken into custody by troopers and was found to be in possession of drug paraphernalia. Hoffman had been accompanying Plummer this time as well, but she fled the scene prior to police arrival.

    Plummer was transported to Troop 9, where he was charged with the following crimes:

    • Shoplifting Over $1,500 (Felony)
    • Conspiracy Second Degree (Felony)
    • Possession of Drug Paraphernalia
    • Criminal Trespass Third Degree

    Plummer was arraigned by Justice of the Peace Court # 2 and was released on his own recognizance.

    The Dover Police Department is investigating the shooting death of Jeff Tolson, 28, of Dover, DE, that occurred early Sunday morning. The investigation began at approximately 2:48 a.m., when Dover Police received the call for shots fired in the 900 block of Woodcrest Drive. Officers responded and located Tolson laying on the ground with gunshot wounds. Officers began life saving efforts until Tolson was transported to an area hospital, where he later died. No suspect description is available at this time.

    The Dover Police Department is investigating a stabbing incident that left a 30-year-old Milford man injured. The investigation began at approximately 03:01 a.m., when Dover Police received a report that the victim was at a hospital in Milford, DE advising he was shot. The ensuing investigation revealed that the victim was at a party at St. Andrews Lutheran Church in Dover when he got into an altercation with a black male with long hair, during which time he was stabbed. The victim was transported to the Milford area hospital in a private vehicle and dropped off. The victim was treated at the Milford area hospital and listed as “non critical” condition. 

    No further suspect description was provided.

    Dover Police Investigate Fatal Crash at South DuPont Highway and Webbs Lane

    The Dover Police Department is investigating a fatal motor vehicle crash that left a 36-year-old Dover man dead and a 37-year-old Dover man injured Tuesday evening.  At approximately 6:45 p.m., Dover Police received a call for a crash involving two bicyclists and a vehicle at the intersection of South DuPont Highway and Webbs Lane. Officers responded to the area and located the 36-year-old victim in the roadway suffering injuries from the collision. Officers attempted to render aid, however he was later pronounced dead at the scene. 

    The ensuing investigation revealed that a 2013 Toyota Camry being operated by a 22-year-old male from Maryland was traveling southbound on South DuPont Highway approaching the intersection of Webbs Lane. The traffic light at this intersection had turned red and the vehicle failed to stop for the red light. At the same time, for unknown reasons, the 36-year-old victim was falling off of his bicycle in the middle of South DuPont Highway south of the intersection. The vehicle swerved in an attempt to avoid striking the victim however he could not stop in time to avoid the collision. The vehicle began to slow down and pull to the left side of the roadway, where the 37-year-old man was standing on his bicycle in the median, and struck him in the rear tire, ejecting him from the bike. The 37-year-old man was transported to an area hospital for treatment of non-life threatening inquires.

    Dover Police Investigate Thanksgiving Day Homicide

    The Dover Police Department is investigating the shooting death of Walter Pereira, 29, of Dover, DE, that occurred early Thursday morning. The investigation began at approximately 3:42 a.m., when Dover Police received the call for a shooting at a residence in the unit block of Forest Creek Drive. Officers responded and located Pereira laying on the ground with gun shot wounds. Officers and Paramedics began life saving efforts until Pereira was transported to an area hospital, where he later died. Rayvaughn Jones, 29, of Dover, DE, was arrested leaving the residence where this shooting occurred. Through the ensuing investigation, it was determined that Jones lives at the residence with Pereira. The suspects are described as being two black males. No further description is available at this time. 

    As part of the investigation, Detectives obtained a search warrant for the residence and located the following evidence; AK47 rifle, AR-15 rifle, 12 gauge shotgun, Smith and Wesson 9mm handgun, KBI Inc handgun, Springfield Armory 9mm handgun, Freedom Arms .22 Caliber handgun, 2,130.4 grams of marijuana, 914 doses of M/30 oxycodone pills, 27 grams of methamphetamine, 6.38 grams of cocaine, 30 doses of LSD, $7,186, and several pieces of drug paraphernalia. 

    Jones was arrested without incident and charged with the following:
    -Possession of a Firearm by a Person Prohibited(13x)
    -Possession of a Firearm During the Commission of a Felony(7x)
    -Possession with Intent to Deliver Marijuana
    -Possession with Intent to Deliver Controlled Substance in a Tier 2 
    -Possession of a Controlled Substance in a Tier 2 Quantity
    -Possession with Intent to Deliver LSD in a Tier 2 Quantity
    -Possession of LSD in a Tier 2 Quantity
    -Possession with Intent to Deliver Methamphetamine in a Tier 3 Quantity
    -Possession of Methamphetamine in a Tier 3 Quantity
    -Possession with Intent to Deliver Cocaine in a Tier 1 Quantity
    -Possession of Cocaine in a Tier 1 Quantity
    -Possession of Drug Paraphernalia
    -Conspiracy Second Degree

    The Dover Police Department is investigating a shooting that occurred at The Depot Thursday afternoon, leaving a 23-year-old Dover man injured. At approximately 4:06 p.m., Dover Police responded Bayhealth Kent Campus for the report of a man with a gunshot wound to his hand. Officers went to the hospital and contacted the victim who told them that he was at the Depot earlier in the day and was shot by a black male wearing a black puffy coat. No further description of the suspect is available at this time. No other injuries were reported as a result of this shooting.

Upon arrival, officers determined that a garage door window had been broken by a black male suspect. Once the window was broken, the suspect entered the business, removed property, and fled the area on foot.     Juvenile Arrested with Firearm Following Trespassing Complaint

    The Dover Police Department has arrested a 15-year-old male from Dover, DE on weapons charges following a trespassing complaint early Saturday morning. The investigation began at approximately 1:50 a.m. when Dover Police received a call for a suspect going through a vehicle in the 400 block of Worchester Drive. Officers responded and located the suspect in the area of Thames Drive and Trafalgar Drive and attempted to contact him. The suspect ran from the officer and while running, threw a handgun from his jacket pocket, and continued running. The suspect was eventually taken into custody without further incident and officers recovered a loaded polymer 80 9mm handgun in the area he was observed throwing the firearm. The suspect was identified as a 15-year-old male from Dover, and he was found in possession of screwdriver and wrench. Further investigation revealed the suspect was attempting to steal vehicles however he was unsuccessful.

    The 15-year-old male was transported to Dover Police and arraigned through JP7.

    He was committed to Stevenson House on $12,600 cash bail on the following charges:
    -Possession of a Firearm by a Prohibited Person (2x)
    -Possession of Burglars Tools
    -Tampering with Physical Evidence
    -Possession of marijuana
    -Resisting Arrest
    -Trespassing Second Degree

    Two Juveniles Arrested After Fleeing in Stolen Vehicle

     The Dover Police Department has arrested a 16-year-old male and 17-year-old male, both of Felton, DE, following a stolen vehicle investigation. The investigation began early Friday when the victim, who resides in the unit block of Liberty Drive, reported her vehicle stolen. The vehicle was a 2017 Hyundai Elantra. At approximately 12:50 p.m. on Friday, the victim contacted Dover Police again and advised that her vehicle was in the area of Stevenson Drive. Officers responded to the area and located the vehicle on Fair Wind Place Dover, DE.

    Officers attempted to stop the vehicle at which time it accelerated over a grassy area and fled. The vehicle continued to flee, striking a City of Dover fire hydrant and eventually caused an accident at the intersection of White Oak Road and Bay Tree Drive when it failed to yield the right of way to 2015 Honda Civic. Police were able to take the 16-year-old-male driver and 17-year-old-male passenger into custody. As a result of the collision, both defendants and three other individuals were taken to Bayhealth Medical Center for treatment. Once the juveniles were released from the hospital, they were transported to Dover Police where they were processed and arraigned through JP7.

    The 16-year-old-male was released on OR bond to his guardian on the following charges:
    -Theft $1500 or Greater
    -Disregarding a Police Officer Signal
    -Conspiracy Second Degree
    -Theft Under $1500
    -Criminal Mischief Under $1000
    -Driving without a Valid License
    -Fail to Yield Right of Way when entering or crossing
    -Failure to Stop at a Stop Sign
    -Carless Driving

    The 17-year-old male was released on OR bond to his guardian on the following charges:

    Troopers Arrest Man for 7th Offense DUI

    Delaware State Police have arrested 43-year-old Naquan Bumbrey of Dover, Delaware for felony DUI following a traffic stop that occurred in the Dover area on Saturday evening.

    On October 29, 2022, at approximately 7:06 p.m., a trooper on patrol observed a black 1998 Toyota Corolla traveling eastbound at a high rate of speed on Forest Avenue in the area of Rose Valley School Road. The trooper conducted a traffic stop on the vehicle and made contact with the driver, identified as Naquan Bumbrey. The trooper detected the odor of an alcoholic beverage and observed signs of impairment with Bumbrey. A DUI investigation ensued and Bumbrey was subsequently taken into custody without incident. A computer check of Bumbrey revealed that he had six prior convictions for DUI.

    Bumbrey was transported to Troop 3, where he was charged with 7th Offense DUI (felony) and numerous other traffic offenses. He was arraigned by Justice of the Peace Court # 7 and committed to Sussex Correctional Institution on $20,400 cash bond.

    California Man Shot Multiple Times During Attempted Home Invasion; Homeowner Later Arrested for Drug Dealing.

    The Dover Police Department has arrested John Cook(41), of Dover, DE, for drug dealing following a home invasion that left a 46-year-old male from California critically injured. The investigation began on October 18, 2022 at 11:33 p.m. when the Delaware State Police responded to a call for shots fired in the 2400 block of Whiteoak Road and learned there was a person that had been shot several times in his upper torso in the 2700 block of Whiteoak Road. State Police Units responded and the 46-year-old male was located and transported to an area hospital for his injuries. He was later flown to a New Castle County Hospital for further treatment and was listed in critical condition.

    State Police units canvassed the area for a crime scene which led them to an unoccupied residence in the 2400 block of Whiteoak Road. At the residence, they observed several shell casings and it appeared there was some type of struggle inside of the residence. At this time, Dover Police was contacted because this house is inside the City of Dover and falls within our jurisdiction. 

    Detectives obtained and executed a search warrant on the residence. As a result of surveillance video in the home, it was learned that the homeowner, Cook, met with the 46-year-old male from California and another male on the porch of his residence. The two men began to attack Cook who fled inside of his residence. The two men forced entry into the home, one being armed with a firearm and Cook fired a handgun several times, striking the 46-year-old California man, who then fled the scene and was later located by Delaware State Police.

    As a result of the search warrant Detectives located the following items:
    -Approximately 61.6 grams on fentanyl
    -Approximately 3.1 grams of heroin
    -5.7 Caliber ammunition
    -11 illegal M class explosive devices
    -various drug packaging material

    Cook was located in Middletown, Delaware on the 19th and arrested. He was transported to Dover Police where he was arraigned and committed to SCI on $146,200 cash bail on the following charges:
    -Possession with Intent to Deliver a Controlled Substance Tier 3 Quantity
    -Possession of Controlled Substance Tier 3 Quatity
    -Possession of Ammunition by a Prohibited Person
    -Possessino with Intent to Deliver a Controlled Substance
    -Possesson of Destructive Weapon
    -Possession of Drug Paraphernalia

    The name of the 46-year-old male from California and his current location are being with held at this time to protect the integrity of this investigation. The identity of the second suspect is still unknown.  Any new information will be included in an updated news release when available.

    Dover Man Wanted Following Vehicle Pursuit and Collision That Injured One

     The Dover Police Department is requesting the public’s assistance in locating Tyree Stevens, 30, of Dover, DE following a vehicle pursuit that ended in a collision, injuring one person. The incident began Tuesday when the Dover Police Department’s Street Crimes Unit was conducting a firearms investigation, which lead them to Stevens. Officers from the Street Crimes Unit contacted members of the Delaware State Police Kent Governors Task Force (GTF) to assist with this investigation. Stevens was located in the 200 block of Presidents Drive Dover, DE inside of a vehicle at approximately 11:44 p.m.. Officers from the Street Crimes Unit conducted a traffic stop on Stevens at which time he fled in the vehicle. Stevens struck a light pole at the north east corner of Bay Road and Presidents Drive and continued northbound on Bay Road, leading Street Crimes Officers and officers with GTF on a vehicle pursuit.

    The pursuit ended at Whiteoak Road and North Dupont Highway when Stevens failed to negotiate a right turn, striking another vehicle that was stopped on Whiteoak Road waiting for the light. After the collision, Stevens fled on foot. A perimeter was set up and K-9 track was conducted, however Stevens was not located at this time.

    As a result of the collision, a 31-year-old female of Dover, DE was transported to an area hospital with non-life threatening injuries. No other injuries were reported.

    A search of Stevens’ vehicle yielded a purple and silver Smith & Wesson .380 Caliber handgun.

    Stevens is currently wanted for the following charges:
    -Possession of a Firearm by Person Prohibited (2x)
    -Carrying a Concealed Deadly Weapon
    -Disregarding a Police Officer Signal
    -Resisting Arrest
    -Vehicular Assault Third Degree
    -Leaving the Scene of a Collision Resulting in Injury
    -Failure to Provide Information As Collision Scene Resulting in Property Damage
    -Multiple Traffic Charges

    The Dover Police Department is investigating a shooting at Roma’s Pizza that left a Dover man injured Sunday evening. At approximately 4:41 p.m., the Dover Police Department received a call for a shooting at Roma’s Pizza. Officers responded and located an adult male victim, of Dover, DE, who had been shot in his upper torso. The victim was transported to an area hospital where he received treatment and was listed in stable condition. Detectives arrived on scene and located one .22 caliber shell casing inside of the restaurant and five 9mm casings outside of the restaurant. Through the investigation, it was determined that someone fired the .22 caliber gun inside of the store striking the victim. After this shot was fired, several people ran from the store. After the .22 caliber was fired inside and people began to run, another individual fired the five shots from the 9mm outside of the store. No other victims were located  and the identity of the suspects is currently unknown an. No  suspect description is available at this time.

    Milford Man Arrested With Firearm After Fight Downtown

    The Dover Police Department has arrested Robert Monteagudo-Espinosa, 25, of Milford, DE with a firearm following a fight early Sunday morning. The investigation began when an officer on patrol heard a disturbance in the area of the Golden Fleece Tavern. The officer exited his patrol vehicle and located a fight in a rear parking lot. It was reported by witnesses that someone involved in the fight was in possession of a firearm. The officer was able to successfully break of the fight and take Monteagudo-Espinosa into custody without incident as a result. A black 9mm Taurus handgun was located on the ground in the location where the fight occurred. Through the ensuing investigation, it was determined that Monteagudo-Espinosa possessed the firearm.

    Monteagudo-Espinosa was arraigned through JP#7 and committed to SCI on $4,100 secured bail on the following charges:
    -Carrying a Concealed Deadly Weapon
    -Aggravated Menacing
    -Possession of a Firearm While Under the Influence
    -Disorderly Conduct

    Delaware State Police Investigate Highway Shooting In Dover

    Delaware State Police are investigating a shooting incident that occurred in the Dover area on Tuesday evening.

    On September 27, 2022, at approximately 11:43 p.m., troopers responded to a report of shots fired on Korean War Veterans Memorial Highway (State Route 1) just north of Exit 95. The ensuing investigation revealed that a truck occupied by three subjects had been traveling southbound on Route 1 when the rear window of the vehicle was struck by gunfire. No vehicles were contacted by the victims, and no suspect was located or identified. None of the three occupants, which included a 22-year-old male from Dover, a 21-year-old female from Dover, and an 18-year-old male from Dover, were injured in this incident.

    The Delaware State Police Troop 3 Criminal Investigations Unit continues to investigate this case. Troopers are asking anyone who witnessed this incident to please contact Detective R.     Dover Man Arrested on Weapons Charges Following Traffic Stop

    The Dover Police Department arrested Leroy Fleming, a 39-year-old Dover man, on weapons and drug charges Wednesday afternoon following a traffic stop. At approximately 12:47 p.m., a patrol officer observed Fleming operating a vehicle in the area of West Division Street and South New Street while using a cellular device without utilizing handheld equipment. A traffic stop was conducted and upon contacting Fleming, officers detected an odor of marijuana coming from inside of the vehicle. A search of the vehicle was conducted and officers located 200 grams of marijuana and a stolen .357 revolver. Fleming was taken into custody without incident.

    Fleming was arraigned at Justice of the Peace Court #2 and committed to SCI on $108,000 cash bail on the following charges:

    -Possession of a Firearm by a Person Prohibited (2x)
    -Carrying a Concealed Deadly Weapon
    -Possession of a Stolen Firearm
    -Possession with Intent to Deliver Marijuana
    -Possession of a controlled substance in a Tier 1 quantity
    -Possession of Drug Paraphernalia

    Dover Man Arrested After Four Armed Robberies

    Tyrese Payne, 31, of Dover

    The Dover Police Department has arrested Tyrese Payne, 31, of Dover, following four armed robberies that occurred within the past week. The investigation began on Saturday, September 3, 2022, when a victim contacted Dover Police and advised that he was robbed at gun point in the parking lot of Burlington Coat Factory, 515 North Dupont Highway, by two black males, one of which was armed with a handgun at approximately 12:09 a.m. The suspects obtained an undisclosed amount of money from the victim and fled on foot.

    A second victim contacted Dover Police on the same date and advised that he was robbed at gun point in the parking lot of One Stop, 1102 Whiteoak Road, by two black males, one of which was armed with a handgun at approximately 1:20 a.m. The suspects stole the victim’s vehicle during this incident and fled. The vehicle has since been recovered.

    The third victim contacted Dover Police on the same date and advised that he was robbed at gun point in the parking lot of Lake Club Apartments, 400 North Dupont Highway, by two black males, one of which was armed with a handgun at approximately 2:00 a.m. During this incident, the suspects ordered the victim to drive them around and obtained an undisclosed amount of money from him before being dropped off a local hotel.

    On Sunday, September 11, 2022 at 1:38 a.m., Dover Police took the report of an armed robbery at Lake Club Apartments, 400 North Dupont Highway. It was reported that two black males approached the victim, displayed a firearm, and demanded his property. The victim turned over an undisclosed amount of money and other property to the suspects. The suspects then fled in an unknown direction. The suspects were described as a black males, wearing all black. The victim also described one of the suspects as wearing a black bag across his chest. At approximately 2:51 a.m., patrol officers observed Payne and a currently unidentified black male, matching the description of the suspects, in the parking lot of St. Andrews Church, 425 North Dupont Highway Dover, DE. Officers were able to take Payne into custody without incident, however the second suspect fled on foot and currently has not been identified. A canvas of the area that the suspect fled was conducted, which resulted in officers locating a bag that contained a silver and black BB gun. Officers also recovered a portion of the victim’s property from Payne.

    Payne was transported to Dover Police where he was arraigned and committed to SCI on $110,000 cash bail on the following charges:

    -Robbery First Degree (x4)
    -Possession of a Firearm During the Commission of a Felony (x3)
    -Wearing a Disguise During the Commission of a Felony (x3)
    -Conspiracy Second Degree (x4)

    The Dover Police Department has arrested Bryan Say, 30, of Dover, DE, following a robbery complaint Saturday morning. At approximately 11:44 a.m., Dover Police received a report of a robbery that occurred at a room at the Kent Budget Inn. Officers responded and contacted the victim who told them that Say came to her room, displayed a firearm, and demanded property from her. The victim turned over her cell phone and an undisclosed amount of money, and Say fled toward Towne Point. Officers checked the area and located Say, at which time he was taken into custody without incident. Additionally, officers checked the area Say fled after this incident and located the firearm used.

    Say was committed to SCI on $53,000 secured bail on the following charges:
    -Robbery 1st
    -Possession of a Firearm During the Commission of a Felony
    -Aggravated Menacing

Officers responded to Bayhealth Kent Campus at 9:31 a.m. for the report of a male with a gun shot wound to his leg. Officers contacted the victim, who advised that he was in the 100 block of South New Street Dover, DE when he was shot. The victim was uncooperative with Detectives and would not provide any additional information or suspect description.

    Officers checked the area where this shooting occurred and located a spent shell casing.

    The Dover Police Department is investigating an armed robbery that occurred in a parking lot of Lake Club Apartments early Saturday morning. The victim contacted Dover Police and advised he arrived at the apartment complex in his vehicle and was supposed to be meeting someone. He advised that shortly after arriving at the complex he was approached by two black males. The first suspect was armed with a handgun and wearing a mask. The second suspect did not have a mask on and was wearing a hooded sweatshirt. The victim was ordered out of his vehicle by the suspects and he complied. The suspects entered the victims vehicle and attempted to leave, however they could not operate the manual transmission, so they ordered the victim to drive them around. The suspects obtained an undisclosed amount of money from the victim and were dropped off at a local hotel. The location of this hotel is being withheld at this time to preserve the integrity of this investigation.

    Dover Police To Participate In No Shave Campaign For Charity

    Dover police officers will be sporting a new look for the months of September and October.  In partnership with the Fraternal Order of Police (F.O.P.) Lodge 20 (Middletown Police), the Dover Police Department is allowing officers to grow facial hair as a fundraiser for M/Sgt. Mark MIller who has grade 3 astrocytoma, a very rare form of brain cancer. Officers who wish to participate must contribute $30 ($1 per day) that will directly benefit M/Sgt. Miller’s fight against cancer.

    Participating officers must adhere to the following grooming standards for the month of November:
    Beards, whether full or goatees, are authorized; however they must be worn with a mustache. Beards shall be kept clean, neatly trimmed, and present a conservative, professional appearance. Facial hair of any kind that presents any sort of faddish appearance is prohibited. No portion of the beard may be exceptionally longer than the rest, and beard hair length will not exceed 1/4 inch. The neck must remain clean-shaven.

    The Delaware State Police is issuing the following advisory for a recurring phone scam involving a “spoofed phone number.”

    The Delaware State Police is aware of multiple incidents in which individuals have received phone calls from a Delaware State Police-issued telephone number. Only the number appears on the caller ID; if that number is looked up, it shows that it is a valid Delaware State Police phone number.

    Caller ID spoofing is when a caller deliberately falsifies the information transmitted to your caller ID display to disguise their identity. Spoofing is often used to trick someone into giving away valuable personal information so it can be used in fraudulent activity or sold illegally.

    This is a reminder that the Delaware State Police will never request payment for fines, traffic tickets, or bail. All these transactions are conducted by the respective court systems and never over the phone. Electronic payments are also never requested via phone for court matters.

    If someone calls you regarding a family member, do not offer personal information about yourself or the family member. Immediately attempt to contact the family to verify their status on your own. Indicators of scam calls are threats, orders not to hang up, and other statements where the scammer places urgency on their request for information or money.

    Delaware hunters can start their 2022/2023 hunting season Thursday, Sept. 1 with the opening of mourning dove, archery and crossbow deer, coyote and resident Canada goose hunting seasons, the Delaware Department of Natural Resources and Environmental Control announced today. Teal season opens Saturday, Sept. 10 and gray squirrel season opens Thursday, Sept. 15.

    A Delaware hunting license or License Exempt Number (LEN) is required to hunt, and most waterfowl hunters are required to purchase a Delaware waterfowl (duck) stamp and a Federal Duck Stamp. Dove, goose and teal hunters also need a Federal Harvest Information Program (HIP) number, which can be obtained online at de.gov/digitaldnrec or by calling toll free 1-855-DEL-HUNT (1-855-335-4868). When using the online DNREC permitting system, hunters should either create a profile or use the “Quick Hunting Registration” option.

    Registered motor vehicles used to access designated wildlife areas owned or managed by the Division of Fish and Wildlife are required to have and display a Conservation Access Pass (CAP). Hunters can opt to receive one free annual CAP with the purchase of any Delaware hunting license. To obtain a CAP, hunters will need the registration card for the vehicle to which the pass will be assigned.

    Delaware State Police Homicide Unit Arrests Subject Following Stabbing Incident

    33-year-old Robert Webb-Asare of Dover, DE

    Detectives from the Delaware State Police Homicide Unit have arrested 33-year-old Robert Webb-Asare of Dover, DE for murder following an investigation into a stabbing that occurred Wednesday morning.

    .

    On August 24, 2022, at approximately 4:10 a.m., troopers responded to the Planter’s Run apartment complex in Dover regarding a stabbing incident. Upon their arrival, troopers contacted the 33-year-old male victim in a vehicle in the parking lot who was suffering from stab wounds. The victim was transported from the scene to an area hospital, where he was later pronounced deceased. The ensuing investigation revealed that the victim had been involved in a dispute in the parking lot with another subject, later identified as Robert Webb-Asare. During the confrontation, Webb-Asare produced a knife and stabbed the victim. Webb-Asare subsequently fled the scene into a residence prior to the arrival of police. Webb-Asare was later located by detectives and taken into custody without incident.

    Webb-Asare was transported to Troop 3 and charged with the following crimes:

    • Murder First Degree (Felony)
    • Possession of a Deadly Weapon During the Commission of a Felony (Felony)

    Webb-Asare was arraigned by Justice of the Peace Court # 2 and committed to Sussex Correctional Institution on $1,060,000 cash bond.

    Keon Cornish, 28, of Dover, DE

    The Dover Police Department has arrested Keon Cornish, 28, of Dover, DE for an armed robbery that occurred early Monday morning at the First State Inn. Officers were called to a room at the Inn at approximately 3:46 a.m. for the report of an armed robbery. Detectives determined that a suspect entered a room at the First State Inn with a black in color rifle and demanded money from the victims. The suspect took an undisclosed amount of money from the victims and fled southbound from the hotel. Through their investigation, Detectives were able to positively identify Cornish as the suspect responsible for the robbery.

    On Tuesday, August 23, 2022 at 7:07 P.M. Detectives received information that Cornish was staying in a room at the Kent Budget Inn. The Dover Police Department’s Special Operations Response Team (S.O.R.T) was activated and responded to the hotel. The S.O.R.T team was able to take Cornish into custody without incident. Cornish was transported to Dover Police and arraigned through Justice of the Peace Court #2.

    Cornish was committed to SCI on $138,000 cash bail on the following charges:

    Two Arrested Following Search Warrant on Lexington Place


    The Dover Police Department has arrested George Shaheen (39) and Kamiah Allen (25), both of Dover, DE, following a search warrant in the 100 block of Lexington Place on Monday morning. Dover’s Drugs, Vice and Organized Crime Unit began an investigation into Shaheen during the month of June 2022 for the sale of drugs. On Monday, Detectives contacted Shaheen inside of a vehicle at which time attempted to flee. Shaheen was unable to get away due to the positioning of Police vehicles and was ultimately taken into custody without further incident. Once Shaheen was in custody, officers responded to his residence to execute a search warrant. When officers arrived, Allen was leaving the residence in possession of drugs. Allen was taken into custody without incident.

    As a result of the search warrant officers located 208.6 grams of cocaine, 1,764.5 grams of marijuana, and $12,833 of suspected drug proceeds.

    As a result of this investigation, Detectives also obtained a search warrant for a residence in the 700 block of Willow Wood Drive in Smyrna, DE. During the search of this residence, officers located 9mm ammunition, which Shaheen is prohibited from possessing.

    Shaheen was committed to SCI on $162,200 cash bail on the following charges:

    -Possession with Intent to Deliver Cocaine in a Tier 3 Quantity
    -Possession of Cocaine in a Tier 3 Quantity
    -Possession with Intent to Deliver Marijuana in a Tier 2 Quantity

    The Dover Police Department is seeking the public’s assistance in identifying a suspect that almost struck an officer with a vehicle. A Dover officer was the Walgreen’s located at 1001 Forrest Avenue in Dover Thursday evening, when they observed a white male wearing a hat, gray shirt, light colored shorts, and black sneakers, begin to walk out of the store without paying for merchandise. The suspect fled on foot and the officer chased him. The suspect entered a brown Honda Civic and the officer advised the suspect to exit the vehicle. The suspect then drove the vehicle at the officer, however the officer was able to get out of the way unharmed. A vehicle pursuit ensued and continued for approximately 30 minutes through several towns. The vehicle pursuit was ultimately terminated due to the suspects reckless driving. 

    The suspect is described as a white male, approximately 6’0″, weighting approximately 250 pounds, with black hair.

    The Dover Police Department has arrested Timothy Safford, a 46-year-old Dover man, after he fled from a traffic stop and pointed a handgun at a Dover Police Officer. A Dover Officer conducted a vehicle stop in the area of River Road and Kent Avenue early Thursday morning for a traffic violation. When the vehicle stopped, a passenger later identified as Safford, fled from the vehicle on foot. The officer began chasing Safford on foot, at which time Safford pointed a black handgun at the officer prior to throwing the gun over a fence into a heavily wooded area. Safford was eventually taken into custody and found in possession of .3 grams of MDMA and 4 grams of crack cocaine. Officers conducted an extensive search of the area, however the firearm has not yet been recovered.

    Dover Man Arrested for Rape of Juvenile

    Norman Merritt Dover, DE

    The Dover Police Department has arrested Norman Merritt, a 33-year-old Dover man, for Rape after learning of a sexual relationship he had with a minor between December of 2021 and July of 2022. On August 15th, 2022, Dover Police detectives were contacted by a member of the victim’s family after the child disclosed the incident to them. An interview was conducted with the victim at which time it was determined that Merritt had performed sexual acts with the child on at least two occasions at a Dover residence. The location of the residence is being withheld for protection of the victim.

    Through an investigation, detectives were able to determine that Merritt had engaged in sexual acts with the child on several occasions between December 24, 2021 and July 13, 2022. Merritt turned himself in to Dover Police on August 17, 2022.

    The Dover Police Department is seeking Jeffrey Boatwright (25) of Dover, who is wanted after fleeing from officers during a traffic stop.  Officers stopped Boatwright for a motor vehicle violation in the area of Levy Court Lane and South Little Creek Road on Saturday, August 13, 2022 at 9:49 a.m.  Officers made contact with Boatwright and asked for his identification at which time he put the car in gear and accelerated his vehicle almost striking the Officer’s foot. Officers initiated a vehicle pursuit however the decision was made to discontinue the pursuit due to safety concerns at the time.

    Three Dover Officers were injured Wednesday evening while attempting to arrest a domestic assault suspect. At approximately 8:38 p.m. the Dover Police Department made contact with a female victim who had sustained injuries as a result of a physical altercation with Corey Reyes(40), of Dover, DE. It was discovered that during the physical altercation, Reyes placed his hands around the victim’s neck, impeding her breathing, and caused serious injury to her lower body. The female victim was treated at a nearby hospital for her injuries.

    Officers contacted Reyes at a residence in Dover, at which time he refused to be taken into custody. Reyes began grappling with Officers, causing the officers to fall off of an elevated platform onto concrete, where the struggle continued. Reyes was eventually taken into custody and determined to be intoxicated. During this altercation three officers sustained injuries, however they did not require immediate medical attention. A juvenile was at the residence during this incident.

    The Dover Police Department has issued an AMBER Alert for Taniyah Quail-Marker, a 17-year-old female from Dover. Taniyah Quail-Marker left a relative’s residence at approximately midnight on August 9th with a male subject. Attempts to contact Taniyah Quail-Marker or locate her have been unsuccessful. Based on evidence obtained at this point in the investigation, it is believed that Taniyah Quail-Marker’s safety may be at risk and that her missing status may not be voluntary. Taniyah was last seen wearing a blue cookie monster shirt, shorts, and white crocs. Taniyah was last seen with a light skinny black male, dreadlocks, wearing dark clothing, inside of a blue Nissan Versa with Alaska registration JPL799. Taniyah is described as a black female, 5’04”, approximately 240 pounds. A recent photo of Taniyah and a picture of what the vehicle may look like are below.

    The Dover Police Department has arrested Jonathan Christopher, a 32-year-old Dover man, following two commercial burglaries that occurred Sunday evening. Officers responded to Top Notch Sewing for the report of a burglary, after the business owner called to report a black male, dread locked hair, striped shirt inside of the business, which was currently closed. The business owner advised the suspect had removed items from the store and left walking south. The business owner also advised that the suspect was with a white female, wearing a dress during this incident.

    Officers located Christopher in the surrounding area, matching the above description, and took him into custody without incident. Christopher was found in possession of drug paraphernalia at the time of his arrest. Through this investigation, it was determined that Christopher had broken the dead lock off of an adjoining business, Maxine’s Fashions. Christopher then entered the business and took several articles of clothing before leaving.

During the overnight hours, while the business was closed, a black male wearing a black mask, light colored shirt, and shorts broke a window and entered the business. While inside, the suspect took several cartons of cigarettes, placed them into a bag, and left the store.

    Wilmington Man Arrested For Drug And Firearm Offenses

    The Dover Police Department arrested Zakeer Washington (27) on drug and gun charges early Friday morning after a drug investigation. The Dover Police Department’s Drugs, Vice, and Organized Crime Unit and Street Crimes Unit began an investigation into Washington after learning he was going to be in the parking lot of Bally’s Casino, 1131 North Dupont Highway, Dover, DE with drugs. Officers responded Bally’s and attempted to contact Washington inside of a vehicle. Washington began ramming police vehicles in an attempt to flee, however he was taken into custody shortly after without further incident. A search of Washington’s vehicle led to the discovery of 1.312 grams of heroin/fentanyl, a 9mm handgun, and $2,233 of suspected drug proceeds. It was later found that Washington was also wanted on unrelated charges by the Bridgeville Police Department.

    Joined by Lt. Governor Bethany Hall-Long, House Majority Leader Valerie Longhurst, DHSS Secretary Molly Magarik, Children’s Department Secretary Josette Manning, additional members of the General Assembly, educators and advocates, Governor Carney on Wednesday signed three pieces of legislation related to mental health in the backyard of Sean’s House, a mental health haven in Newark for young people.

    .

    Rep. Longhurst, who is the prime sponsor on all three bills said, “We can no longer choose to look the other way.” According to the National Institute of Mental Health, one in five youth are affected by a mental health disorder. Additionally, 50% of lifetime mental illnesses begin by age 14.

    .

    The bills signed in law are:

    • House Bill 300, which establishes a mental health services unit for Delaware middle schools. The unit will be phased in over three years. “The fact of the matter is that we don’t have the professionals to take the job positions that we’re funding,” Governor Carney said. “To those of you who work in this field, we need your help.”

    .

    • House Amendment 1 for House Bill 301 which implements statewide mental health educational programs for each grade, kindergarten through grade 12. Sen. Sarah McBride, who sponsored the bill in the Senate, thanked advocates for pushing the legislation by turning their pain into purpose. “Today, we turned their purpose into policy and progress.”

    .

    • House Amendment 2 for House Bill 303, which requires coverage for an annual behavioral health wellness check. “The need for accessible mental health care has never been greater,” said Sen. Nicole Poore, who sponsored the bill in the Senate. The requirement for coverage of the behavioral health well check is effective Jan. 1, 2023.

    .

    Annie Slease, director of advocacy & education for NAMI Delaware, said, “These laws will save lives.” She thanked the Governor for prioritizing children’s mental health care.

    The Delaware State Police would like to warn the public about leaving their cars unattended and unlocked while idling.

    Delaware State Police Criminal Investigative Units have recently been handling numerous vehicle thefts occurring throughout the State of Delaware.  A large majority of the thefts have occurred at gas station and convenience store parking lots where a vehicle was left unattended, idling, and unlocked. Victims often leave their car running while they go into a store to make a purchase. Investigations show that suspects will specifically look for and target unattended vehicles idling in parking lots.

    Additionally, Delaware law states: (Title 21, § 4182) Unattended motor vehicle.  No person driving or in charge of a motor vehicle shall permit it to stand unattended without first stopping the engine, locking the ignition, removing the key and effectively setting the brake thereon. For a first offense, a fine of $25.00 – $75.00 can be imposed.

    Shooting at Cannon Mills Apartment Complex Wed Night

    The Dover Police Department is investigating a shooting that injured a 25-year-old male on Wednesday evening. At approximately 9:58 p.m., officer responded to the Cannon Mills apartment complex on Katrina Way for a report of shots fired. When officers arrived, they located the male victim with a gunshot wound to his leg. The victim was transported by ambulance to Bayhealth Kent Campus for treatment for non-life threatening injuries. The victim advised detectives that he was walking to his vehicle from his apartment when he was approached by an unknown black male that was wearing a black ski mask. The suspect displayed a handgun and fired multiple shots, striking the victim in the back of his leg. The victim stated that the suspect fled in a blue Chevrolet Silverado.

    The Dover Police Department arrested Elyas Tilghman (22) on firearms offenses during a traffic stop on Sunday night. At approximately 11:03 p.m., officers stopped Tilghman in the area of North DuPont Highway and College Road for a motor vehicle violation. During the stop, officers could smell a strong odor of marijuana coming from the vehicle. Tilghman told officers that there was marijuana in the vehicle and later admitted to having a handgun inside of the vehicle as well. During a search of the vehicle, officers located 4.3 grams of marijuana and a .38 caliber revolver under the drivers seat of the vehicle.

    Tilghman was released on a $6,040 unsecured bond on the following offenses:

    Dover Man Arrested After Fighting with Officers During Crash Investigation

    Tony Williams of Dover, DE

    The Dover Police Department arrested a 25-year-old Dover man for DUI and other offenses after fighting with an officer during a crash investigation. Tony Williams (25) was contacted by a Dover officer in the area of South DuPont Highway and East Division Street at approximately 9:04 p.m. on Thursday, July 21st. Williams was contacted after officers responded to a report of a crash between two vehicles in the area. Williams had attempted to from East Division Street onto the southbound lanes of S. DuPont Highway, when he failed to turn properly and entered the northbound lanes, striking another vehicle that was stopped at a red light. Williams then traveled over a concrete median and drove onto a sidewalk alongside South DuPont Highway (southbound). During the investigation, it was determined that Williams was under the influence of alcohol and was acting belligerent with officers. When an officer attempted to take Williams into custody, he attempted to physically fight with several officers, with one sustaining minor injuries (lacerations) during the incident.

    Officers later found three grams of Dilaudid pills, small amount of marijuana, and three grams of opium pills. A blood search warrant was obtained for WIlliams and later executed at Bayhealth Kent Campus. Williams was committed to SCI on an intoxication hold and is pending arraignment on the following offenses:


    -Assault 2nd Degree on Law Enforcement
    -Resisting Arrest with Force/Injure Officer (Felony Resisting)

    The Dover Police Department arrested Angelo Albarran (51) for a 3rd offense DUI following a single vehicle collision on Monday night. Officers responded to the 200 Block of West Division Street after Albarran struck a curb, utility pole, and a residence while operating a gold GMC Sierra. Albarran was transported to Bayhealth Kent Campus for treatment of minor injuries sustained in the crash and officers obtained a blood search warrant after Albarran showed signs of intoxication. Upon release from the hospital, Albarran was committed to SCI on a $5,600 secured bond on the following offenses:

    Desmond Smith of Dover, DE

    The Dover Police Department has arrested a suspect in the July 10th arson that occurred at a Target department store. Through the collection and examination of in-store surveillance footage and physical evidence from the store, Desmond Smith (26), was identified as the sole suspect in the arson. Smith set the fire as a diversion to steal a cart full of merchandise from the business. Detectives obtained an arrest warrant for Smith and executed a search warrant at his residence in the 900 Block of Whatcoat Drive at 11:00 a.m. on Monday, July 18th, 2022. Smith was taken into custody without incident and later committed to SCI on a $137,000 cash bond after being arraigned at Justice of the Peace Court #7 on the following offenses:

    -Arson 1st Degree
    -Reckless Endangering 1st Degree (19x)
    -Criminal Mischief $5,000 or Greater
    -Shoplifting Under $1,500
    -Wearing a Disguise During Commission of Felony

    Arrest Made in Connection with Body Located in Saint Jones River

    The Dover Police Department has made an arrest in connection with the discovery of a body, later identified as Jorge Valladares (30), in the Saint Jones River on July 2nd, 2022. During the investigation, information was obtained that Valladares’ death was possibly the result of a motor vehicle accident. On June 22nd, 2022, officers from the Dover Police Department responded to East Water Street for a single vehicle crash that was approximately 225 off the roadway at 4:17 a.m. The crash involved a red 2013 Jeep Wrangler. While investigating the crash, the driver and a passenger provided conflicting information about the crash, to include the number of persons in the vehicle at the time of the crash, ultimately telling officers there were only two people inside the car. Officers checked the surrounding area and did not locate any additional evidence or persons.

    Both the driver (Luis Coello, 30) and the 41-year-old male passenger were both transported to Bayhealth Kent Campus for treatment of non-life threatening injuries from the crash.

    During the investigation, it was discovered that the crash had actually occurred on June 21st at 11:21 p.m. The first call to police did not occur until 4:17 a.m., nearly a 5 hour delay.

    A review of evidence obtained from the vehicle and surveillance footage from nearby businesses showed that the Jeep Wrangler was traveling eastbound on Water Street, approaching a sharp left curve (in front of Del-One Federal Credit Union). The Jeep did not brake and drove over the curb, traveled down an embankment, turning over multiple times. Evidence obtained from the vehicle shows that none of the three occupants were wearing seatbelts. It is believed that Valladares was ejected from the vehicle and landed in the Saint Jones River. Autopsy results show that Valladares’ had traumatic head injuries as a result of the crash.

    During the 5-hours between the crash and the first notification to police, Valladares’ body moved a significant distance as the result of the river’s current. Valladares’ body was located on July 2nd by a group of kayakers, approximately 197 meters from where he likely entered the river.

    At no point in the investigation did the driver or passenger of the vehicle advised police that Valladares was also in the vehicle.

    During the initial crash investigation, Cuello (30) was charged with Driving Under the Influence and additional traffic offenses.

    As a result of the investigation following the discovery of Valladares’ body, Cuello was also charged with Vehicular Homicide 2nd Degree. Cuello was arrested in Newark without incident and committed to SCI on a $7,000 secured bond.

    Calvin Samuels, 39, of Valley Stream, NY

    Delaware State Police have arrested Calvin Samuels, 39, of Valley Stream, NY, for robbery following an incident in June.

    On June 17, 2022, at approximately 1:43 p.m., troopers responded to the Wells Fargo bank located at 2450 Glasgow Avenue for an alarm activation. Upon their arrival it was discovered that the bank had just been robbed and the suspect had fled the scene. The ensuing investigation revealed that the suspect had entered the bank and presented a teller with a demand note. The teller surrendered money to the suspect, and the suspect exited the building and departed from the area in an unknown direction towards an unknown destination. No one was injured in this incident.

    On July 12, 2022, the Newark Police Department located and arrested Calvin Samuels after a bank robbery at the TD Bank, located at 230 East Delaware Avenue, Newark. Through investigative means officers connected Samuels to a total of 8 bank robberies that occurred throughout New Castle and Kent Counties beginning in May 2022 within the city limits of Wilmington, Newark, Dover, and Middletown.

    Samuels was transported to Newark police station where he was charged with the following crimes:

    • Robbery 2nd Degree (Felony) – 2 counts

    Samuels was arraigned in the Justice of the Peace Court #2 and committed to the Howard R. Young Correctional Institution on $12,000 cash bond.

    DOVER, Del. (July 12, 2022) — Five years after the first confirmed spotted lanternfly was found in New Castle County in 2017, the spotted lanternfly has made its way to Sussex County, creating a statewide quarantine for this invasive pest.

    The spotted lanternfly is a destructive invasive planthopper that attacks many hosts, including trees, shrubs, orchards, grapes, and hops. The insect is detrimental to Delaware’s agricultural industry, forests, and residential areas.

    Effective July 12, the Delaware Department of Agriculture (DDA) will expand the quarantine to include Sussex County due to established populations of spotted lanternfly found in Georgetown, Milford, Seaford, Ocean View, and Rehoboth. Quarantine means that residents, businesses, or municipalities cannot move any material or object that could harbor the pest without taking precautions to prevent the spread. Adults can fly, hop, or drop onto a vehicle – meaning that this pest can be easily transported to new areas where it can create another infestation.

    “It is practically impossible to eradicate the spotted lanternfly because of its status as a hitchhiker bug,” said Deputy Secretary of Agriculture Nikko Brady. “For a small state, our Spotted Lanternfly Program has done an excellent job in fending off the spread of this invasive insect for five years and are just now finding it in Sussex County.”

    Since the initial population of spotted lanternfly was found in 2018, DDA has partnered with USDA to conduct surveys and assessments. Overall, the Spotted Lanternfly Program has treated 23,721 acres with insecticides or herbicides to reduce Delaware’s spotted lanternfly population. Once the females began laying egg masses this past fall, the team scraped 90,147 egg masses with 30-50 eggs in each, significantly reducing this year’s population.

    Due to quarantines in other states, interstate commerce will be impacted if the pest is transported out of the Delaware quarantine area. Therefore, DDA’s Spotted Lanternfly Program is focused on priority properties that are pathways for the movement of spotted lanternfly, including highways, railways, public transportation, and distribution centers. The Program’s inspectors use the tree of heaven, an invasive necessary for spotted lanternfly to reproduce, to search for the insect.

    A 3rd instar spotted lanternfly is black with white spots. When it metamorphizes into a 4th instar, it will be black with red on its body and white spots.

    Managing Spotted Lanternfly
    Homeowners are encouraged to visit Delaware’s spotted lanternfly website at https://de.gov/hitchhikerbug to learn what the quarantine means and how to manage this invasive pest. The Delaware Homeowner Spotted Lanternfly and Treatment Fact Sheet lists pesticides labeled for planthoppers or leafhoppers sold at local home and garden stores, which can be used to kill the insect. Residents can do their part by treating nymphs and adults from May to November and scraping and destroying egg masses from December to May. Homeowners can also hire a commercially licensed turf and ornamental pesticide applicator to treat their properties for these insects.

    In Delaware, spotted lanternfly nymphs are in the third and fourth instar stages and will metamorphize into adults before the end of July. From now until early September, trees are actively moving phloem from the trunk into the branches, which feed the tree’s growth. At this time, using a systemic insecticide is preferred because it is absorbed by tree roots, bark, or leaves and is moved through its vascular system to other parts of the tree. This means that no matter what area the spotted lanternfly feeds on, it will ingest the insecticide and die.

    Eliminating the tree of heaven helps decrease the spotted lanternfly population. The tree of heaven is found in industrial parks, unmanaged areas, or vacant lots, and along highways and railways. Municipalities and businesses should prioritize destroying the female tree of heaven while leaving some male specimens as trap trees. The average homeowner does not have tree of heaven on their properties, but the homeowner should remove it if identified.

    Delaware Spotted Lanternfly Quarantine and Permitting
    The general public is encouraged to download and print the Delaware Resident Spotted Lanternfly Compliance Checklist, indicating that you inspected and know that no living life stage of the spotted lanternfly is present on regulated articles before moving them. The checklist is available online at https://de.gov/hitchhikerbug. DDA recommends keeping the checklist in each vehicle’s glove box and noting the date when specific items on the list are inspected before transport.

    Examples of regulated articles include:
    • Any living life stage of the spotted lanternfly
    • Landscaping, remodeling, or construction materials
    • Firewood of any species
    • Packing materials (e.g., wood crates, boxes)
    • All plants and plant parts, including all live and dead trees, perennial and annual plants, and mulch
    • Outdoor household articles like RVs, lawnmowers, chairs, grills, tarps, tile, stone, deck boards, and other vehicles not stored indoors.

    Any person conducting business for a commercial company, a municipality, or a government agency that requires movement of any regulated item within or from the quarantine area must have a permit, available through the DDA spotted lanternfly website. To obtain a permit, a designated individual from an organization must receive training and pass an online test to demonstrate a working knowledge and understanding of the pest and quarantine requirements. This individual is then required to train other employees to inspect vehicles and products and remove any spotted lanternfly life stages. The permit demonstrates that the individual understands how to identify the pest and ensure the items transported are not carrying the insect.

    Reporting Spotted Lanternfly
    Residents who live near the Dover Air Force Base or in Sussex County are encouraged to report sightings of the spotted lanternfly. Citizen reports help DDA inspectors determine how these insects move and which transportation pathways they utilize. These reports also allow DDA to notify agricultural operations with plants vulnerable to this insect. Residents can make a report by using the online form at https://de.gov/hitchhikerbug or emailing [email protected] and including the location of the find in the subject line. Due to the high level of reporting, DDA inspectors will not respond to emails but will use the information provided to determine if a new spotted lanternfly population is present.

    Dover Police Behavioral Health Unit Launches

    The Dover Police Department is proud to announce the launch of the Behavioral Health Unit.  After months of research, planning, and program development with the contracted vendor (Dover Behavioral Health), the Unit officially hit the streets of Dover on May 24th with two Behavioral Health Clinicians partnered with two Dover Police Officers.  The teams work 12-hour shifts, on opposite days, to ensure 365-day service.

    After getting acclimated to the police department and the City of Dover, the Clinician and Officer teams have been responding to calls for service and initiating proactive support to individuals throughout the city.  The primary responsibility of the Behavioral Health Unit (BHU) is to provide an opportunity for any person suffering from a mental health or substance abuse related issue, or both, the chance to be connected to services to help them.  The behavioral health specialists, working under the title of Clinical Field Partners, are supported and protected by Dover Officers.  They provide definitive care at initial contact when it is more likely the person needing help in that moment will accept it.

    More often than not, the police are the first to respond to a disturbance or criminal incident that may be the result of a behavioral health related issue.  The BHU provides the department, and more importantly the person needing assistance, with the opportunity to be connected to necessary services without a criminal arrest.  Officers and their Clinical Field Partners will then follow-up with those contacted, as necessary, to ensure they are on the right path to improvement or recovery. 

    Patrolman First Class Michael Simpkiss, a four-year veteran, volunteered to take part in the program.  He is joined by Patrolman First Class Thomas Rivera, a six-year veteran of the Department and former Dover Police Cadet.  Both are full-time Community Policing Officers.  Their Clinical Field Partners are Watara Heath and Vasile Mihai Rus, both of whom work with the Dover Behavioral Health (DBH) System and competed for the assignment.  The Officers and Clinicians were formally introduced at a City Council Meeting on June 13th.

    Delaware Division Of Public Health Reports First Case Of Monkeypox In The State

    DOVER, DE (JULY 12, 2022) – The Delaware Division of Public Health’s (DPH) is announcing the state’s first case of the monkeypox virus (MPX). This week, DPH received test results showing a 41-year-old New Castle County man tested positive for MPX. This positive case is considered probable pending confirmatory testing by the Centers for Disease Control and Prevention (CDC). The Delaware man did not report any travel or exposure to someone known to have MPX but is believed to have been exposed to the virus after close intimate contact with an individual in early July.

    The individual is self-isolating and DPH is working with him to identify any possible close contacts. Currently, DPH is working with the CDC to confirm the course of treatment for this individual.  

    “The Delaware Division of Public Health has prepared to respond to MPX cases,” said DPH Interim Director Dr. Rick Hong. “As we work to confirm our first case in the state, we encourage Delawareans to be aware of being in close intimate contact with individuals who have rashes or flu-like symptoms. We will continue to monitor this situation closely.”

    MPX is a rare disease caused through infection with the monkeypox virus. It can make you sick, causing a rash, which may look like pimples or blisters, often with an earlier flu-like illness. Transmission of MPX occurs when a person encounters the virus from an animal, human, or materials contaminated with the virus. The virus enters the body through broken skin (even if not visible), respiratory tract, or the mucous membranes (eyes, nose, or mouth).

    The overall risk of MPX is low, generally caused by close intimate contact. However there are other ways it can spread including:

    • direct contact with the infectious rash, scabs, or body fluids
    • respiratory secretions during prolonged, face-to-face contact, or during intimate physical contact, such as kissing, cuddling, or sex
    • touching items (such as clothing or linens) that previously touched the infectious rash or body fluids
    • pregnant people can spread the virus to their fetus through the placenta
    • It’s also possible for people to get MPX from infected animals, either by being scratched or bitten by the animal or by preparing or eating meat or using products from an infected animal.

    The incubation period of the illness (time from infection to symptoms) is typically seven to 14 days but can as long as 21 days. The illness itself typically lasts two to four weeks and is rarely fatal. People who do not have symptoms cannot spread the virus to others.

    Signs and Symptoms

    The symptoms of MPX are similar to, but milder than, the symptoms of smallpox. Symptoms usually start within 3 weeks of exposure to the virus. Most people who contract MPX will develop a rash, and some will develop flu-like symptoms beforehand. The flu-like symptoms may include fever, headache, muscle aches and backache, sore throat, cough, swollen lymph nodes, chills, or exhaustion. If someone has flu-like symptoms, they will usually develop a rash one to four days later.

    If you suspect you are experiencing any symptoms associated with MPX you should immediately:

    • Contact your health care provider – mention your concerns
    • Self-isolate until all lesions have resolved, the scabs have fallen off, and a fresh layer of intact skin has formed
    • Avoid being intimate with others
    • Make a list of your close and intimate contacts in the last 21 days

    Currently, there is no specific treatment for monkeypox virus infection. Instead, smallpox vaccine, antivirals, and vaccinia immune globulin (VIG) can be used.  CDC recommends vaccination for people who have been diagnosed with or exposed to MPX and people who are at higher risk of being exposed to the virus, including:

    • People who have been identified as a contact of someone with MPX
    • People who are aware that one of their sexual partners in the past 2 weeks has been diagnosed with MPX
    • People who had multiple sexual partners in the past 2 weeks in an area with known MPX
    • People whose jobs may expose them to MPX such as laboratory, and some health care or public health workers

    To prevent infection with MPX:

    • Avoid close, skin-to-skin contact with people who have a rash that looks like MPX.
    • Do not touch the rash or scabs of a person with MPX.
    • Do not kiss, hug, cuddle or have sex with someone with MPX.
    • Do not share eating utensils or cups with a person with MPX.
    • Do not handle or touch the bedding, towels, or clothing of a person with MPX.
    • Wash your hands often with soap and water or use an alcohol-based hand sanitizer.

    The Dover Police Department and City of Dover Fire Marshals Office is investigating an arson that occurred inside of the Target store located at 148 John Hunn Brown Road. Multiple agencies responded to assist in suppressing the fire and ventilating the building, to include fire departments from the following regions: Dover, Little Creek, Leipsic, Camden-Wyoming, Dover Air Force Base, Hartly, Cheswold, South Bowers Beach, St. Francis EMS and Kent County Paramedics. The fire was under control and crews were able to leave the scene by 12:30am, July, 11. Citizen’s Hose Company (Smyrna) covered the City of Dover during the incident.

    Evidence obtained at this point in the investigation has shown the fire was intentionally set in the linen section, near the center of the store. The store was quickly evacuated of customers and employees with no injuries reported. Preliminary damage estimates range between $3 – $4 million dollars in merchandise damage from the fire, smoke, and Estimated damages to the structure were not readily available.

    Dover Police Have Identified A Body Found In The Saint Jones River

    The Dover Police Department has identified the male subject that was located in the Saint Jones River on July 2nd as 27-year-old Jorge Valladares of Dover. The cause of death is still under investigation, but does not appear to be the result of foul play at this time.

    On Saturday, July 2nd, 2022, officers from the Dover Police Department were called to the area of the Saint Jones River, behind Capitol Green for a report of a body being found in the river. A group of kayakers located the body on the shoreline of the river and notified police. With the assistance from the Dover Fire Department, the body was able to be removed from the water. The subject was a male, but additional details are unknown due to the advanced state of decomposition. No obvious signs of trauma were noticed on scene, but the cause of death is unknown. The cause of death and identification of the subject is pending further examination by the medical examiners office.

    Four Arrested in Connection with a Wednesday Afternoon Shooting In Dover

    The Dover Police Department arrested four people following a shooting incident on Wednesday afternoon. Officers responded to the area of White Oak Road and Stevenson Drive for a report of multiple shots fired at a vehicle that also resulted in two homes being struck. Upon arrival, officers located residences on Starboard Court and Fairwind Place that were struck by gunfire and checked to ensure that no occupants were injured. An occupied vehicle was struck by gunfire and was located on East Wind Drive after fleeing the area.

    During the initial investigation, surveillance footage showed a black Hyundai with New Jersey tags turn onto Stevenson Drive from the east. The rear passenger exited the vehicle and fired multiple rounds at a vehicle, striking it at least twice before it fled onto East Wind Drive. The rear passenger/shooter was a tall and skinny black male that was wearing a black hooded sweatshirt with a gray bottom, black jogger style pants with a white stripe in the knee area, white socks over top of the pants, and black/gray sneakers with a white emblem. While the suspect was firing rounds, the operator of the suspect vehicle made a u-turn on Stevenson Drive and struck a curb, causing front end damage.

    While searching the area for the vehicle and suspects, an officer located a black 2012 Hyundai Sonata with New Jersey tags in the area of Long Point Road and North Little Creek Road. The vehicle was disabled and had heavy front end damage from striking the curb, but was unoccupied. The vehicle has previously been reported stolen.

    Officers then reviewed surveillance footage of city cameras and observed a suspect matching the shooters description leaving a residence in the 200 Block of West Reed Street jut over an hour prior to the shooting. At 3:12 p.m., officers watching the same cameras observed the suspect wearing the same clothing as the shooter return to the home in the 200 Block of West Reed Street. Officers were able to identify the suspect as Jaden Jenkins (20). Officers were also able to identify a 12-year-old juvenile and a 17-year-old juvenile that were with Jenkins.

    As a result of this information, officers obtained a search warrant for the residence in the 200 Block of West Reed Street and executed it at approximately 7:30 p.m. During the search warrant, officers took Jenkins, both juveniles suspects, and Daniel Fears (24) into custody. Officers also located the clothing worn by Jenkins during the shooting and a 9mm Taurus handgun.

    As the investigation continued, it was determined that Jenkins fired at the vehicle that was occupied by four people and that the 17-year-old juvenile was the driver of the vehicle, and the 12-year-old juvenile was the front seat passenger of the vehicle at the time of the incident.

    No injuries resulted from this incident.

    A 12-year-old Juvenile from Camden, DE was committed to Stevenson House on a $13,000 secured bond on the following offenses:

    Daniel Fears (24) was committed to SCI on a $20,000 secured bond on a single charge of Possession of a Firearm by Person Prohibited.

    Dover Police responded to a home in the 100 block of Thames Drive this morning on reports of a stolen vehicle. That vehicle was spotted a short time later on Route 8 and Dover High Drive just before 6:00 a.m. and attempted to stop the driver. The pursuit ended when the vehicle crashed into a parked car in the Cannon Mills neighborhood.

    The three juveniles attempted to flee on foot but where apprehended without further incident. The suspects are all 15-year-olds, and face several charged including:

    -Disregard Police Officer Signal
    -Additional traffic violations

    Bond information was unavailable at the time of release. Police are investigating whether or not this theft is related to the other string of Hyundai thefts around Dover.

    Three Juveniles Arrested In Dover For A Stolen Vehicle

    The Dover Police Department has arrested three juveniles after a brief pursuit of a stolen vehicle on Wednesday morning. At approximately 5:41 a.m., officers responded to a home in the 100 Block of Thames Drive for a report of a stolen 2017 Hyundai Sonata. The investigating officer announced details of the stolen vehicle over the police radio while at the scene. An officer on patrol in the area of Route 8 and Dover High Drive observed the stolen vehicle traveling westbound. Officers attempted to stop the vehicle and the suspects fled, resulting in a brief vehicle pursuit that ended when the vehicle crashed into a parked car in the Cannon Mills neighborhood. Three suspects (one white male and two black males) fled the vehicle on foot and were all apprehended without incident. All three suspects are juveniles.

    The Dover Police Department issued an alert on July 3rd, 2022 to Hyundai Sonata and Elantra owners following a string of thefts in the area. At this time, it is unknown if the arrested suspects were involved in previous incidents. Those cases remain under investigation with additional charges pending if the suspects are linked to those prior incidents.

    Dover PD issues alert to Hyundai owners after string of thefts

    Dover Police have issued a warning to Hyundai owners after a string of thefts over the past several days. According to Police, there have been five incidents of thefts in the city on Elantras and Sonatas with the use of hot wiring. While most of the vehicles were left unlock, investigators say two of the vehicles were locked by the owners. The thieves are also striking at all times of the day.

    Tips to Prevent Automobile Theft
    • Park in a garage if possible.
    • Park so that your vehicle is “blocked in” your driveway.
    • Park in well-lit areas/Utilize motion activated lights/cameras outside your home if possible
    • Lock and secure homes and garage doors. Doors left unlocked allow vehicle theft suspects an opportunity to search for keys and steal vehicles undetected.
    • Close and lock all windows and doors when you park. Most vehicle thefts can be prevented by locking your car doors.
    • Secure your valuables.
    • DO NOT leave your keys in your vehicle. Keys and FOBs should NEVER be left in a vehicle, whether at home, work, or running errands. Take your keys with you!
    • DO NOT leave your vehicle running unattended. Warming your car up on a cold winter morning or going inside a convenience store while your car is left running and unattended, make you vulnerable. A car thief is looking for these easy targets!

    The criminal trial of Delaware State Auditor Kathy McGuiness is now in the hands of the jury, who heard closing argument on Thursday.

    Just into the newsroom and breaking, McGuiness has been found guilty of the three misdemeanor charges, but found not guilty on felony theft and intimidation.

    Janice Lorrah, McGuiness’ Republican opponent in the upcoming election, issued a statement shortly after the ruling:

    The Dover Police Department arrested 23-year-old Gregory Scott on firearms charges on Thursday night. It’s an arrest that features two new laws signed by Governor John Carney on Thursday.

    Officers contacted Scott in the 400 Block of North DuPont Highway as the result of a firearms investigation. When officers approached, Scott fled on foot but was apprehended quickly and without incident.

    Officers then located a 9mm handgun with an extended magazine (30 rounds) that Scott was in possession of. The gun had an obliterated serial number and was altered to make it fully automatic. Scott is a person prohibited as the result of two prior felony convictions.

    Gregory Scott was committed to SCI on a $34,400 cash bond on the following offenses:
    -Possession of a Firearm/Ammo by Person Prohibited (2x)
    -Possession of Firearm with Obliterated Serial Number
    -Carry Concealed Deadly Weapon
    -Tampering with Physical Evidence
    -Resisting Arrest
    -Possession of a Destructive Weapon

    The gun safety legislation including bans the sale of assault weapons, raising the age from 18 to 21 to purchase most firearms, stronger background checks by reinstituting the Firearm Transaction Approval Program, limits on high-capacity magazines, legislation that holds gun manufacturers and dealers liable for reckless or negligent actions that lead to gun violence, and a ban on the use of devices that convert handguns into fully automatic weapons.

    Earlier this month Governor Carney and the Senate and House Democratic Leadership announced their commitment to advance multiple gun safety bills before the General Assembly adjourns on June 30.
