    Narrative: The Dover Police Department is investigating a burglary that occurred at Taqueria El Cabrito, early Tuesday morning. The investigation began at 9:52 a.m., when Dover Police were called to the restaurant for the report of a burglary. Officers responded and made contact with the victim. The ensuing investigation revealed that at 12:15 a.m., a heavy set black male wearing a white t-shirt and gray sweatpants, entered the restaurant by causing damage to the front glass. Once inside the store, the suspect stole an undisclosed amount of money and left.

    Narrative: The Dover Police Department is investigating a shots fired that occurred Monday afternoon in Capital Green. The investigation began at 2:01 p.m., when Dover Police received a call for several shots fired in the 400 block of East Water Street. Officers responded to the area and began to investigate. The ensuing investigation revealed that 3 to 4 black male suspects exited a vehicle and began shooting at a parked vehicle that was occupied. The suspects then fled in a white in color SUV. The person sitting in the vehicle that was shot fled the area as well prior to police arrival.

    No injuries were reported as a result of this incident.

    Delaware State Police Troop 7 has issued a Gold Alert for 60-year-old Michael Brittingham of Millsboro, Delaware. He was last seen at the residence on April 12, 2024, and has not returned. Attempts to contact or locate him have been unsuccessful, and there is a concern for his safety and well-being.

    Michael is described as a black male, approximately 6’1” tall, weighing approximately 220 pounds with brown eyes and black hair. He was last seen wearing gray sweatpants and a white hoodie.

    *Update- Suspect Arrested* Detectives Investigating Armed Robbery at Wilmington Kohl’s

    Delaware State Police arrested 29-year-old Nyejierra Drummond of Wilmington, Delaware, for an armed robbery that occurred last week at a Kohl’s in Wilmington.

    On April 9, 2024, at approximately 11:37 a.m., troopers responded to Kohl’s, located at 4437 Kirkwood Highway, Wilmington, for a report of a robbery. The preliminary investigation revealed a Kohl’s employee approached a black female suspect that he recognized from previous shopliftings. The suspect began walking out of the store as the employee approached her. Once outside, the suspect turned around, pulled out a handgun from her purse, and threatened to kill the employee. The suspect then walked back into the store, stole over $1,300 worth of merchandise, and fled in an unknown direction.

    Through investigative means and with the assistance of Delaware Probation and Parole, Delaware State Police Troop 2 Robbery Detectives developed probationer Nyejierra Drummond as the suspect involved in the robbery and obtained a warrant for her arrest. On April 15, 2024, Drummond was taken into custody without incident by Probation and Parole and transported to Troop 2. Drummond was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Delores J. Baylor Womens Correctional Institution on a $66,000 cash bond.

    Delaware State Police Troop 3 has issued a Gold Alert for 52-year-old James Miller of Magnolia, Delaware. He was last seen near Stevenson Drive in Magnolia on April 15, 2024, and has not been seen since. Attempts to contact or locate him have been unsuccessful, and there is a concern for his safety and well-being.

    James is described as a black male, approximately 6’02” tall, weighing approximately 215 pounds, thin build with brown eyes and bald. He was last seen wearing pajama pants, a white t-shirt, and slippers.

  • FTC Action Leads to Industry Ban for Ringleader of Student Loan Debt Relief Scam

    The ringleader of a student loan debt relief scam will be permanently banned from the debt relief industry and is required to turn over assets as part of a settlement with the Federal Trade Commission.

    The settlement with Marco Manzi resolves FTC charges involving the student loan debt relief scheme. The FTC charged that Manzi, Ivan Esquivel, and Robert Kissinger, operators of Express Enrollment LLC (also doing business as SLFD Processing) and Intercontinental Solutions LLC (also doing business as Apex Doc Processing LLC), pretended to be affiliated with the U.S. Department of Education and used “Biden Loan Forgiveness” or similar names to trick students into signing up for their student debt relief scheme. The FTC said that Apex operators pocketed approximately $8.8 million in junk fees by luring students with false promises of loan forgiveness.

    The FTC announced a settlement in February 2024 with the other defendants in the case, Esquivel, Kissinger and the corporate defendants, which imposed similar requirements as the proposed order against Manzi.

    The FTC has resources on how to avoid student loan debt relief scams at ftc.gov/StudentLoans. Consumers can get assistance with their student loans for free at StudentAid.gov.

    The Commission vote authorizing the staff to file the stipulated final order was 3-0. The FTC filed the final order in the U.S. District Court for the Central District of California. The Court approved the final order on March 15, 2024.

    The staff attorneys for this matter are Carlton Mosley and Gregory Ashe of the FTC’s Bureau of Consumer Protection.

    Check on the Welfare Call Leads to DUI and Weapon Arrest

    The Delaware State Police arrested 47-year-old Samuel Etheridge of Norristown, Pennsylvania, for DUI and gun charges on Sunday morning in Wilmington.

    On April 14, 2024, at approximately 7:39 a.m., troopers were called for a report of an unresponsive driver who had stopped at the stop sign located on Ramsey Road, at the intersection of Thompsons Bridge Road. Upon arriving, troopers contacted the sole occupant of a maroon Acura, identified as Samuel Etheridge, who showed signs of impairment. While he was being taken into custody, a trooper saw a handgun on the driver’s seat in plain sight. Etheridge was transported to Troop 1 where he completed Standardized Field Sobriety Tests. A computer check revealed the loaded gun had been reported as stolen by the Richland Township Police Department in 2006. The computer inquiry showed Etheridge is a convicted felon and is prohibited from possessing a firearm and/or ammunition. He was charged with the below crimes, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $77,000 cash bond.

    Detectives Investigating a Road Rage Shooting on I-495

    The Delaware State Police are investigating a road rage shooting on I-495 near Wilmington.

    On April 14, 2024, at approximately 12:28 a.m., troopers responded to a road rage shooting that occurred on I-495 where one man was shot. The preliminary investigation revealed a man was driving southbound on I-495 near the merge at I-95, when an unknown blue car pulled next to him and shot at his car. The interaction between the two drivers before the shooting is under investigation. The victim, a 47-year-old man, was shot in the wrist. He was taken to an area hospital with non-life-threatening injuries. The driver of the blue car left the scene.

    Currently, there is no suspect information available.

    Troop 2 Criminal Investigations Unit is still investigating this shooting. Detectives are asking anyone who witnessed or has information regarding this case to contact Detective B.     Narrative: The Dover Police Department has arrested Mitchell Harding,39, of Dover, on burglary charges, following an incident late Sunday night. The investigation began at 11:19 p.m., when Dover Police was called for an alarm at Valero. Officers responded and found a front window had been broken, allowing a suspect to make entry. Officers checked the business for the suspect with negative results.

    Through the investigation, it was determined that the suspect forced entry into the business by breaking a front window. Once inside, the suspect removed an undisclosed amount of cigarettes, scratch offs, and vapes before fleeing. Officers were able to obtain a description of the suspect and began to check the area. Officers located Harding, who matched the description of the suspect, and he was taken into custody without incident. Officers were also able to recovers merchandise from the store as a result of the investigation. Harding was transported to Dover Police Department where he was processed and arraigned.

    Harding was released on his ow recognizance on the following charges:

    -Burglary Third Degree
    -Theft $1,500 or Greater
    -Criminal Mischief Less Than $5,000

    Harding is presumed innocent until proven guilty.

    Narrative: The Dover Police Department has arrested Breshawn Best,19, of Dover, on murder charges, following a shooting that occurred Sunday night. The investigation began at 8:33 p.m., when Dover Police Department was called for a shooting in the area of South Governors Avenue and West Reed Street. Officers responded and located the victim, a 15-year-old male of Dover, who had sustained gun shot wounds as a result of the shooting. Sadly, the 15-year-old was pronounced dead on scene. The victim’s name is being withheld pending family notifications.

    The ensuing investigation revealed that the victim was walking in the area of West Reed Street and South Governors Avenue when a group of suspects ambushed him and fired multiple shots at the victim. Through the investigation, Breshawn Best was identified as one of the people responsible for this shooting. Best was located and taken into custody without incident. He was transported to Dover Police Department to be processed and arraigned.

    Best was committed to SCI on $1,086,000 cash bail on the following charges:
    -Murder First Degree
    -Possession of a Firearm During Commission of a Felony
    -Possession of Ammunition By a Person Prohibited
    -Carrying a Concealed Deadly Weapon
    -Conspiracy First Degree

    Best is presumed innocent until proven guilty.

  • Proposed FTC Order will Prohibit Telehealth Firm Cerebral from Using or Disclosing Sensitive Data for Advertising Purposes, and Require it to Pay $7 Million

    Cerebral, Inc. has agreed to an order that, will restrict how the company can use or disclose sensitive consumer data and require it to provide consumers with a simple way to cancel services to settle Federal Trade Commission charges that the telehealth firm failed to secure and protect sensitive health data.

    Under the proposed order, filed by the Department of Justice upon notification and referral from the FTC, Cerebral will also be required to pay more than $7 million over charges that it disclosed consumers’ sensitive personal health information and other sensitive data to third parties for advertising purposes and failed to honor its easy cancellation promises. The order must be approved by the court before it can go into effect.

    “As the Commission’s complaint lays out, Cerebral violated its customers’ privacy by revealing their most sensitive mental health conditions across the Internet and in the mail,” said FTC Chair Lina M. Khan. “To address this betrayal, the Commission is ordering a first-of-its-kind prohibition that bans Cerebral from using any health information for most advertising purposes.”

    Cerebral provides online mental health and related services on a negative option basis, which means consumers are automatically charged unless they cancel those services. Consumers who sign up and use the company’s services provide detailed personal data including their home and email addresses, birthdates, medical and prescription histories, payment account or driver license numbers, as well as information about their treatment plans, pharmacy and health insurance plans, and other personal data, such as their religious or political beliefs, or sexual orientation.

    The complaint charges that Cerebral and its former CEO, Kyle Robertson, repeatedly broke their privacy promises to consumers and misled them about the company’s cancellation policies. The complaint also charges that Cerebral and Robertson violated the Opioid Addiction Recovery Fraud Prevention Act of 2018 (OARFPA) by engaging in unfair and deceptive practices with respect to substance use disorder treatment services.

    To get consumers to sign up for the company’s services and provide detailed personal data, the company claimed it offered “safe, secure, and discreet” services and that users’ data would be kept confidential, according to the complaint. The complaint charges that Cerebral failed to clearly disclose that it would be sharing consumers’ sensitive data with third parties for advertising and buried disclaimers about its data sharing practices in dense privacy policies. In fact, according to the complaint, the company claimed in many instances that it would not share users’ data for marketing purposes without obtaining consumers’ consent. The complaint alleges that these practices originated under the direction of its former CEO, Robertson, and continued after his tenure.

    Specifically, the complaint charges that Cerebral provided sensitive information of nearly 3.2 million consumers to third parties such as LinkedIn, Snapchat and TikTok by using or integrating tracking tools on its website or apps. These tracking tools collect and send data to third parties so they can provide advertising, data analytics, or other services to the owner of the websites or apps. Through the use of tracking tools, Cerebral gave third parties personal data about its users including names; medical and prescription histories; home and email addresses; phone numbers; birthdates; demographic information; IP addresses; pharmacy and health insurance information; and other health information, according to the complaint.

    The complaint says that Cerebral, and Robertson, while he was CEO, also failed to deploy adequate safeguards for the sensitive data collected from consumers and engaged in sloppy security practices. As described in the complaint, Cerebral’s practices included:

    • Engaging in Careless Marketing: Cerebral sent out promotional postcards, which were not in envelopes, to over 6,000 patients that included their names and language that appeared to reveal their diagnosis and treatment to anyone who saw the postcards;
    • Allowing Former Employees to Access User Data: From May to December 2021, the company failed to block former employees from accessing confidential electronic medical records of Cerebral patients. It also failed to ensure providers only accessed their patients’ records;
    • Using Insecure Access Methods: The company used a single sign-on method for accessing its patient portal that in numerous instances exposed confidential medical files and patient information such as diagnoses, medications, email addresses, and phone numbers, to other patients when those users signed onto the portal at the same time; and
    • Failing to Implement Adequate Policies and Training: The company failed to restrict access to consumer data to only those employees who needed it, implement proper procedures and training related to the handling of sensitive data, and develop and implement adequate information security standards, policies, and procedures.

    In addition to its privacy and data security failures, the complaint alleges that Cerebral also violated the Restore Online Shoppers’ Confidence Act (ROSCA) by failing to clearly disclose all material terms of Cerebral’s cancellation policies before charging consumers. Despite promising that consumers could “cancel anytime,” Cerebral required its clients to navigate a complex, multi-step, and often multi-day process to cancel. The complaint alleges that the company continued to charge consumers while it slow-walked consumers’ cancellation requests, which cost consumers millions in additional charges. When it first implemented an easier cancellation button in April 2020, the company removed it after only two weeks at Robertson’s direction after seeing cancellations rise, according to the complaint.

    The proposed order, which must be approved by a federal court before it can go into effect, only applies to Cerebral. Robertson has not agreed to a settlement, and the charges against him will be decided by the court.

    Under the proposed order, Cerebral will pay nearly $5.1 million, which will be used to provide partial refunds to consumers impacted by its deceptive cancellation practices, as well as a $10 million civil penalty, which will be suspended after a $2 million penalty payment due to the company’s inability to pay the full amount. The proposed order also will:

    • Permanently ban Cerebral from using or disclosing consumers’ personal and health information to third parties for most marketing or advertising purposes, and generally require the company to obtain consumers’ consent before disclosing such information to outside parties;
    • Prohibit the company from misrepresenting its privacy and data security practices;
    • Require the company to implement a comprehensive privacy and data security program that, among other things, addresses the specific problems outlined in the complaint;
    • Require the company to post a notice on its website alerting users to the allegations outlined in the complaint and detail the steps it is required to take under the order;
    • Require the company to implement a data retention schedule and to delete most consumer data not used for treatment, payment, or health care operations unless consumers consent to its retention, and provide consumers with a clear mechanism to request that their data be deleted; and
    • Prohibit the company from misrepresenting any negative option and cancellation policies or practices and also require it to provide consumers with an easy method to cancel services.

    The Commission voted 3-0 to refer the complaint against Cerebral and Robertson and a stipulated final order with Cerebral to the Department of Justice for filing. The DOJ filed the complaint and stipulated order in the U.S. District Court for the Southern District of Florida.

    NOTE: The Commission authorizes the filing of a complaint when it has “reason to believe” that the named defendant is violating or is about to violate the law and it appears to the Commission that a proceeding is in the public interest. Stipulated final orders have the force of law when approved and signed by the District Court judge.

    Narrative: The Dover Police Department has arrested Sadique Ingram, 23, of Dover, on murder charges, following a shooting that occurred on West Loockerman Street early Sunday morning. The investigation began at 1:26 a.m., when Dover Police Department was called for a shooting in the area of Irish Mike’s, where two subjects had been shot. Officers responded and located the victims, Syncere Friends, 25, of Dover, who had sustained a gun shot wound to his chest, and a 30-year-old female of Magnolia, who had sustained a gun shot wound to her lower body. Both victims were transported to Bayheath Kent Campus for treatment. Sadly, Friends died as a result of his injuries while at the hospital.

    The ensuing investigation lead investigators to identify Sadique Ingram as the person responsible for the shooting. Detectives obtained warrants for his arrest and he was taken into custody during a traffic stop in Milford, Delaware late Sunday morning. Ingram was transported to Dover Police Department where he was processed and arraigned.

    Ingram was committed to SCI on $1,000,000 cash bail on the following charges:
    -Murder First Degree
    -Possession of a Firearm During the Commission of a Felony
    -Assault First Degree
    -Possession of a Firearm During the Commission of a Felony

    Ingram is presumed innocent until proven guilty.

    State Police Investigating Single-Vehicle Fatal Crash in Felton

    Delaware State Police are investigating a single-vehicle fatal crash that occurred early this morning.

    On April 14, 2024, at approximately 3:10 a.m., a Chevrolet Silverado was traveling westbound on Paradise Alley Road, approaching a stop sign at the South Dupont Highway intersection. Without stopping, the vehicle proceeded through the intersection, crossing both the north and southbound lanes of South Dupont Highway. It then veered off the southwest edge of the roadway, striking a stop sign located on the eastbound side of Paradise Road. The vehicle continued westbound through a grassy area before side-swiping a large tree.

    The driver, a 20-year-old man from Clayton, was pronounced dead at the scene. The identity of the victim will be released once his family has been notified.

    The roadway was closed for approximately 3 hours while investigators examined the scene and cleared the roadway.

    State Police Apprehend Four Teenagers Following Multi-Jurisdiction Pursuit

    Delaware State Police arrested four teenagers after a high-speed pursuit through multiple jurisdictions in Sussex County Saturday evening.

    On April 13, 2024, at approximately 7:21 p.m., a silver Honda CRV with temporary Delaware registration fled from a traffic stop initiated by Bethany Beach Police Department. Troopers spotted the same vehicle speeding northbound on Coastal Highway near Fred Hudson Road moments later. Despite attempts to pursue the car, troopers discontinued the chase due to safety concerns arising from the excessive speed. The vehicle, which was later discovered to be reported stolen within the Dover Police Department’s jurisdiction, proceeded through Dewey Beach before turning eastbound onto Silver Lake Drive towards Rehoboth Beach.

    Assistance from the Delaware State Police Aviation Unit enabled continuous monitoring of the vehicle from the sky until it eventually crashed near Olive Avenue and the Boardwalk in Rehoboth Beach. Subsequently, all four suspects were observed fleeing the scene on foot. Delaware State Police, with the assistance of the Dewey Beach Police Department and Rehoboth Beach Police Department, apprehended the suspects a short time later near the Henlopen Hotel in Rehoboth Beach.

    Further investigation revealed a firearm within easy reach of where the suspects had been seated inside the vehicle. No citizens were injured during this incident. All suspects, confirmed to be teenagers, were taken into custody and transported to Troop 7, where they were charged with multiple crimes:

    A 15-year-old was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and committed to Stevenson House Detention Center on a $12,500 secured bond.

    • Possession of a Firearm During the Commission of a Felony (Felony)
    • Possession of a Deadly Weapon Persons Under 18 (Felony)
    • Receiving Stolen Property Over $1500 (Felony)
    • Conspiracy Second Degree (Felony)
    • Resisting Arrest

    This suspect was identified as the driver and subsequently charged with multiple traffic violations by additional local law enforcement agencies.


    A 17-year-old was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and committed to Stevenson House Detention Center on a $17,000 secured bond.

    • Possession of a Firearm During the Commission of a Felony (Felony)

    • Receiving Stolen Property Over $1500 (Felony)

    I-95 Drive to Save Lives Commences During National Distracted Driving Awareness Month – April 2024

    The Delaware State Police, in partnership with the Delaware Office of Highway Safety, is joining forces with other law enforcement agencies along the I-95 corridor and across the State of Delaware in the “I-95 Drive to Save Lives/National Distracted Driving Awareness Month -2024” campaign. This multi-jurisdictional initiative aims to increase awareness and safety along the I-95 corridor and throughout Delaware. Over the past five years, Delaware has witnessed 9,569 crashes, resulting in 174 serious injuries and 22 fatalities due to distracted driving. The Delaware State Police will lead this collaborative effort, coordinating with 15 State Police and Highway Patrol agencies along I-95 and numerous participating Delaware law enforcement agencies from Friday, April 19th to Sunday, April 21st, 2024.

    Delaware State Police are investigating a hit-and-run crash that claimed the life of one man early this morning.

    On April 13, 2024, at approximately 12:08 a.m., an unidentified vehicle was traveling eastbound on Christiana Road east of South Brownleaf Road.  A pedestrian entered the eastbound lanes of Christiana Road from an unknown location, just west of the South Gerald Drive intersection. At the same time, the unknown vehicle entered the same area and struck the pedestrian. The vehicle then fled the scene.

    The victim, a 49-year-old man from Newark, was transported to a nearby hospital and pronounced dead. The identity of the victim will be released once his family has been notified.

    Christiana Road was temporarily closed for approximately 3 hours while investigators examined the scene and cleared the roadway.

    The Delaware State Police are investigating a man hit and killed by a train near Newark last night.

    On April 11, 2024, at approximately 5:15 p.m., a CSX train was traveling from New York to Washington, D.C., in the area of 4949 Ogletown Stanton Road in Newark. At the same time, a man was walking on the outside of the railroad tracks with his back to the oncoming train. The preliminary investigation suggests, the man did not move from the track area after the train operator blew the horn. As a result, the front of the train hit the man.

    The victim, a 54-year-old man from Smyrna, Delaware, was pronounced dead at the scene. His name is being withheld until his family is notified.

    State Police Issue Gold Alert for Missing Dover Teenager

    Delaware State Police Troop 3 is issuing a Gold Alert for 13-year-old Kiotti Maldonado of Dover, Delaware. Kiotti was last seen leaving his residence on April 12, 2024. Attempts to contact or locate him have been unsuccessful, and there is a concern for his safety and well-being.

    Kiotti is described as a white male, approximately 5’04” tall, weighing approximately 120 pounds. He was last seen wearing red sweatpants and a gray shirt. He was last seen on a red and black Mongoose bicycle. His destination is unknown.

    State Police Asking for Witnesses Following Fatal Scooter Crash Near Newark

    The Delaware State Police are investigating a fatal crash involving an electric scooter near Newark last night, that left one man dead.

    On April 11, 2024, at approximately 9:45 p.m., a Nissan Altima was driving northbound on Salem Church Road north of Reybold Road. At the same time, a Phantom Commuter electric scooter was driving southbound on Salem Church Road. For reasons under investigation, the driver of the scooter entered the northbound lane of Salem Church Road, into the path of the Nissan. As a result, the Nissan hit the scooter.

    The driver of the scooter, a 32-year-old man from Newark, Delaware, was pronounced dead at the scene. His name is being withheld until his family is notified. The driver of the Nissan, a 16-year-old female from Newark, Delaware was not injured.

    The roadway was closed for approximately three hours while the scene was investigated and cleared.

  • FTC Finalizes Order with X-Mode and Successor Outlogic Prohibiting it from Sharing or Selling Sensitive Location Data

    The Federal Trade Commission has finalized an order prohibiting data broker X-Mode and its successor Outlogic from sharing or selling any sensitive location data to settle allegations that the company sold precise location data that could be used to track people’s visits to sensitive locations such as medical and reproductive health clinics and places of worship.

    In a complaint first announced in January 2024, the FTC charged that X-Mode/Outlogic failed until May 2023 to remove sensitive locations from the raw location data it sold and did not implement reasonable or appropriate safeguards against downstream use of the precise location data it sold, putting consumers’ sensitive personal information at risk.

    In addition to the ban on selling or sharing sensitive location data, the order also imposes several other requirements on X-Mode/Outlogic including mandating that it create a program to ensure it develops and maintains a comprehensive list of sensitive locations, and ensure it is not sharing, selling or transferring location data about such locations.

    It also must delete or destroy all the location data it previously collected and any products developed from this data unless it obtains consumer consent or ensures the data has been deidentified or rendered non-sensitive; develop a supplier assessment program to ensure that companies that provide location data to X-Mode/Outlogic are obtaining informed consent from consumers for the collection, use and sale of the data or stop using such information; implement procedures to ensure that recipients of its location data do not associate the data with locations that provide services to LGBTQ+ people, with locations of public gatherings of individuals at political or social demonstrations or protests, or use location data to determine the identity or location of a specific individual; and establish and implement a comprehensive privacy program that protects the privacy of consumers’ personal information and also create a data retention schedule.

    After receiving three comments on the proposed settlement, the Commission voted 3-0-2 to give final approval of the settlement with X-Mode/Outlogic. Commissioners Melissa Holyoak and Andrew N. Ferguson did not participate.

    Delaware State Police are investigating a fatal crash that occurred in Glasgow last night, resulting in two fatalities.

    On April 10, 2024, at approximately 10:12 p.m., a Nissan Altima was traveling northwest on Wrangle Hill Road, while a BMW 335 was traveling southeast on Wrangle Hill Road. A preliminary investigation suggests that the Nissan was attempting to make a left turn onto Mabel Lane when it collided with the BMW.

    The 38-year-old driver of the BMW, a man from Middletown, was not wearing a seatbelt at the time of the crash and was transported to a nearby hospital for serious injuries. The 57-year-old driver of the Nissan, a woman from Newark, was pronounced dead at the scene. The 38-year-old passenger of the Nissan, a man from Newark, was not wearing a seatbelt at the time of the crash and was pronounced dead at the scene. The identities of the victims will be released once their families have been notified.

    Wrangle Hill Road was temporarily closed for approximately 5 hours while investigators examined the scene and cleared the roadway.

    FTC Sends Refunds to Former AT&T Wireless Customers Who Were Subject to Data Throttling

    The Federal Trade Commission is sending partial refunds to consumers totaling nearly $6.3 million stemming from the FTC’s lawsuit against AT&T Mobility LLC for misleading customers about its unlimited data plans.

    The FTC’s $60 million settlement with AT&T, announced in 2019, resolved allegations that the wireless provider failed to adequately disclose to its unlimited data plan customers that, if they reach a certain amount of data use in a given billing cycle, AT&T would reduce—or “throttle”—their data speeds to the point that many common mobile phone applications, such as web browsing and video streaming, became difficult or nearly impossible to use. In 2020, as a result of the settlement, the company gave a bill credit to current AT&T customers and sent refund checks to former customers, which resulted in $52 million returned to consumers.

    The latest refunds are going to consumers who had not yet received a refund and filed a valid claim with the FTC.

    The FTC is sending 212,893 checks and 54,841 PayPal payments. Recipients should cash their checks within 90 days, as indicated on the check. Consumers who receive a PayPal payment should redeem their payment within 30 days.

  • Alcohol Addiction Treatment Firm will be Banned from Disclosing Health Data for Advertising to Settle FTC Charges that It Shared Data Without Consent

    The Federal Trade Commission has taken action against an alcohol addiction treatment service for allegedly disclosing users’ personal health data to third-party advertising platforms, including Meta and Google, for advertising without consumer consent, after promising to keep such information confidential.

    As part of a proposed order settling the FTC allegations, New York-based Monument, Inc. will be banned from disclosing health information for advertising and must obtain users’ affirmative consent before sharing health information with third parties for any other purpose.

    Despite Monument’s promises to keep users’ personal information private, the complaint, filed by the Department of Justice upon notification and referral from the FTC, alleges that Monument failed to ensure it was complying with its promises and in fact disclosed users’ health information to third-party advertising platforms, including highly sensitive data that revealed that its customers were receiving help to recover from their addiction to alcohol.

    “This action continues the FTC’s work to ensure strict limits on how firms handle sensitive health data, rather than putting the onus on consumers to protect themselves,” said Samuel Levine, Director of the FTC’s Bureau of Consumer Protection. “Following on the heels of actions against GoodRx, BetterHelp, and Premom, the market should be getting the message that consumer health data should be handled with extreme caution.”

    New York-based Monument offers users, depending on membership levels that cost from $14.99 to $249 a month, access to online support groups, community forums, online therapy, and access to physicians who can prescribe medications that assist in treating alcohol addiction. The company collects personal information from consumers when they sign up for the service including their name, email addresses, date of birth, phone numbers, addresses, copies of their government issued IDs, and information about their alcohol consumption and medical history, as well as their IP addresses and device IDs when they start using the service.

    The complaint says that from 2020-2022, Monument claimed on its website and/or in other communications with consumers that users’ personal information would be “100% confidential” and that the company would not disclose such data to third parties without users’ consent. The company also claimed it complied with the Health Insurance Portability and Accountability Act (HIPAA), which protects health information held by entities covered by HIPAA and their business associates, when in fact an outside assessor hired by the company found that it had not fully complied with HIPAA’s requirements.

    According to the complaint, the company contradicted its privacy promises. From 2020-2022, the company allegedly disclosed users’ personal information, including their health information, to numerous third-party advertising platforms via tracking technologies, known as pixels and application programming interfaces (APIs), which Monument integrated into its website. Monument used the information to target ads for its services to both current users who subscribe to the lowest cost memberships and to target new consumers, according to the complaint.

    Monument used these pixels and APIs to track “standard” and “custom events,” meaning instances in which consumers interacted with Monument’s website. The FTC says that Monument gave the custom events descriptive titles that revealed details about its users such as “Paid: Weekly Therapy” or “Paid: Med Management,” when a user signed up for a service. Monument disclosed this custom events information to advertising platforms along with users’ email addresses, IP addresses, and other identifiers, which enabled third parties to identify the users and associate the custom events with specific individuals, according to the complaint.

    Monument disclosed information of as many as 84,000 users, though it did not have a precise number because it did not adequately track or inventory the personal information it collected and disclosed to third-party advertising platforms like Meta, according to the complaint.

    The complaint alleges that these practices violated the FTC Act’s prohibition against unfair and deceptive practices and the Opioid Addiction Recovery Fraud Prevention Act of 2018 (OARFPA), which prohibits deceptive acts or practices with respect to any substance use disorder treatment service or substance use disorder treatment product.

    In addition to the ban on sharing data with third parties for advertising, the proposed order with Monument, which must be approved by a federal court before it can go into effect, also prohibits the company from misrepresenting its data collection and disclosure practices and imposes a $2.5 million civil penalty for violating OARFPA, which will be suspended due to the company’s inability to pay. If the company is found to have misrepresented its finances, it will be required to pay the full amount. Other provisions of the proposed order require Monument to:

    • Seek deletion of data: Monument must identify all the user data it shared with third parties and direct those third parties to delete the personal data that was shared with them.
    • Inform Consumers: Monument must inform consumers who have yet to be notified by the company about the disclosure of their health information to third parties for advertising.
    • Implement Mandated Privacy Program: Monument must put in place a comprehensive privacy program that includes strong safeguards to protect consumer data and address the issues the FTC identified in its complaint. The program must include limits on how long Monument can retain personal and health information according to a data retention schedule.

    The Commission voted 3-0 to refer the complaint and stipulated final order to the Department of Justice for filing. The DOJ filed the complaint and stipulated order in the U.S. District Court for the District of Columbia.

    NOTE: The Commission authorizes the filing of a complaint when it has “reason to believe” that the named defendant is violating or is about to violate the law and it appears to the Commission that a proceeding is in the public interest. Stipulated final orders have the force of law when approved and signed by the District Court judge.

    Dover Police Training Exercise At DSU Health Sciences Building

    The Dover Police Department will be participating in an emergency response exercise at the Delaware State University Health Sciences Building, 300 South New Street Dover, DE on Thursday, April 11, 2024. The exercise is scheduled to begin at approximately 8:00 a.m. and is expected to end by 12:00p.m.  Emergency equipment and personnel will be in the area of the facility but should not affect traffic flow or daily operations.

    These exercises are designed to test the capabilities of the Dover Police Department and other participating agencies in the event of a true emergency.  The exercise also allows participants to become more educated about the resources that each individual agency and participant can provide in a true emergency and discuss ways to improve responses to such incidents.  

    This exercise is not expected to disrupt area traffic.  There will be a large gathering of emergency vehicles, equipment, and personnel on site but the public should not be alarmed as this is only a training exercise.

    School Resource Officer Arrests Student Found with Drugs in Georgetown

    Delaware State Police have arrested a 17-year-old student at Sussex Technical High School in Georgetown after drugs were found in his vehicle yesterday morning.

    On April 9, 2024, at approximately 10:50 a.m., the School Resource Officer at Sussex Technical High School, located at 17099 County Seat Highway in Georgetown, was notified by school staff that there was an odor of marijuana coming from a student’s car. The student was working on his car as part of a class. The school staff searched the car and found marijuana and drug paraphernalia. The student was arrested for possession of approximately 5.79 grams of marijuana, approximately 21 grams of individually packaged marijuana, a metal scale, and drug paraphernalia. He was taken to Troop 4, where he was charged with the following crimes, arraigned by Justice of the Peace Court 3, and released to a guardian.

    *Update – Second Suspect Arrested* Detectives Arrest Dover Woman for Residential Burglary

    The Delaware State Police arrested 34-year-old Jennifer Barnes of Dover, Delaware, for the burglary of a Leipsic home last month.

    On March 19, 2024, troopers were called to a home in the 200 block of Main Street in Leipsic for a burglary. When troopers arrived, they found an unknown suspect had entered the occupied home sometime overnight by pushing in a window on a screen door. Once inside, the suspect took the keys to a Dodge Ram truck. The suspect left the house and stole the truck, which has since been recovered. The investigation led detectives to Daniel Rholetter and Jennifer Barnes as the suspects in the burglary, and warrants were obtained for their arrest.

    Rholetter was arrested on April 1, 2024. On April 9, 2024, Barnes was arrested and taken to Troop 3, where she was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Delores J. Baylor Correctional Institution on a $24,100 cash bond.

  • FTC Issues Report to Congress on Collaboration with State Attorneys General

    The Federal Trade Commission today issued a report to Congress detailing the FTC’s law enforcement cooperation with state attorneys general (AGs) nationwide and presenting best practices to ensure continued effective collaboration.

    The report, directed by the FTC Collaboration Act of 2021, “Working Together to Protect Consumers: A Study and Recommendations on FTC Collaboration with the State Attorneys General” makes legislative recommendations that would enhance these efforts, including reinstating the Commission’s authority to seek money for defrauded consumers and providing it with the independent authority to seek civil penalties.

    “Today’s consumer protection challenges require an all-hands-on-deck response, and our report details how the FTC is working closely with state enforcers to share information, stop fraud, and ensure fairness in the marketplace,” said Samuel Levine, Director of the Bureau of Consumer Protection. “We look forward to seeking new opportunities to strengthen these ties and confront the challenges of the future.”

    In June 2023, the Commission announced a request for public information (RFI) seeking public comments and suggestions on ways it can work more effectively with state AGs to help educate consumers about, and protect them from, potential fraud. After reviewing and analyzing the comments received, the agency developed the report to Congress issued today.

    The report is divided into three sections: 1) The FTC’s Existing Collaborative Efforts with State Attorneys General to Prevent, Publicize, and Penalize Frauds and Scams; 2) Recommended Best Practices to Enhance Collaboration; and 3) Legislative Recommendations to Enhance Collaboration Efforts.

    The first section lays out the roles and responsibilities of the FTC and state AGs in protecting consumers from frauds and scams, provides an overview of their respective law enforcement authority, and discusses how federal and state enforcers share their information and expertise to facilitate effective communication and cooperation. It also provides a breakdown of the FTC’s structure and a description of the Consumer Sentinel consumer complaint database, the largest such information-sharing network in the United States.

    The second section details best practices used to enhance strong information-sharing between the FTC and its state law enforcement partners, discusses how the Commission coordinates joint and parallel enforcement actions with state AGs and other state consumer protection agencies, and presents ideas on expanding the sharing of expertise and technical resources between agencies.

    Finally, the third section stresses the legislative need to restore the FTC’s Section 13(b) authority to seek equitable monetary refunds for injured consumers, presents ways to enhance collaboration and conserve resources by providing the Commission with the independent authority to seek civil penalties, and describes the agency’s need for clear authority to pursue legal actions against those who assist and facilitate unfair or deceptive acts or practices.

    The Commission vote approving the report to Congress was 3-0-2, with Commissioners Melissa Holyoak and Andrew N. Ferguson not participating. Chair Lina M. Khan issued a separate statement, in which she was joined by Commissioners Rebecca Kelly Slaughter and Alvaro M. Bedoya. Commissioner Slaughter also issued a separate statement.

    The Delaware State Police are investigating an armed robbery that occurred this morning at Kohl’s in Wilmington.

    On April 9, 2024, at approximately 11:37 a.m., troopers responded to a robbery at Kohl’s, located at 4437 Kirkwood Highway in Wilmington. During the preliminary investigation, detectives learned that a woman came into the store, and employees recognized her as someone who had shoplifted from Kohl’s before. When a store employee approached and followed the woman out of the store, she pulled a gun and threatened him. The woman then went back into the store and stole several items before running away. Troopers searched the area for the woman but were unable to find her.

    The suspect is described as black woman, thin build, wearing a brown Gap shirt and green leggings. As of now, surveillance video and images of the suspect are not available.

    FTC Sends $1.2 Million in Refunds to Consumers Harmed by Deceptive Investment Claims

    The Federal Trade Commission is sending $1.2 million in refunds to consumers who paid for the advice of supposed experts based on deceptive claims of substantial investment profits.

    The FTC sued Wealthpress in January 2023 along with two of its owners, Roger Scott and Conor Lynch, alleging that the company used deceptive claims of likely profits to sell consumers investment advising services—often touting that the services’ recommendations were based on a specific “algorithm” or “strategy” created by a purported expert. The company charged consumers hundreds or even thousands of dollars for access to these services but could not show that services they offered purchasers were likely to reap substantial profits. Indeed, many consumers lost substantial amounts of money in attempting to follow the services’ advice.

    The defendants in the case agreed to a settlement that required them to pay more than $1.2 million in monetary relief along with $500,000 in civil penalties. The settlement also prohibits them from making any claims about earnings without having written evidence to back those claims up.

    The FTC is sending payments to 19,857 consumers. Most consumers will get a check in the mail. Recipients should cash their checks within 90 days, as indicated on the check. Eligible consumers who did not have an address on file will receive a PayPal payment, which should be redeemed within 30 days.

    Delaware State Police arrested 22-year-old Robert Coombes of Dover, Delaware, for felony gun charges following a traffic stop on Saturday afternoon in Dover.

    On April 6, 2024, at approximately 5:57 p.m., a trooper on patrol observed a white Volkswagen Jetta traveling at a high rate of speed on West Lebanon Road in the area of South State Street in Dover. A computer inquiry of the Jetta’s Delaware registration revealed it was expired. The trooper conducted a traffic stop, and made contact with the driver, identified as Robert Coombes. Troopers observed two black handgun magazines in plain view inside the Jetta, and a subsequent probable cause search of the car led to the discovery of a green Polymer 80 ghost gun concealed under the driver’s seat, 102 rounds of ammunition, and 3 handgun magazines (pictured below). Coombes was taken into custody without incident. A computer inquiry revealed Coombes does not have a concealed carry permit.

    State Police Asking for Witnesses Following Fatal Crash Near Magnolia

    The Delaware State Police are investigating a fatal crash near Magnolia that left a woman dead.

    On Saturday April 6, 2024, at approximately 11:58 p.m., a Chevrolet Trailblazer SUV was driving southbound on Clapham Road approaching Jury Drive, near the entrance to Barker’s Landing. For reasons still under investigation, the driver lost control of the SUV causing it to leave the road and drive into a retention pond, becoming submerged with her inside. Rescue crews were able the remove the driver from the SUV and begin lifesaving efforts.

    The driver of the Chevrolet, a 46-year-old woman from Magnolia, Delaware was taken to an area hospital with life-threatening injuries. On Sunday April 7, 2024, she died from her injuries. Her name is being withheld until her family is notified.

    The roadway was closed for approximately three hours while the scene was investigated and cleared.

    The Delaware State Police Troop 3 Collision Reconstruction Unit continues to investigate this incident. Troopers are asking anyone who witnessed this crash to contact Master Corporal J.   • FTC Announces Winners of Voice Cloning Challenge

    The Federal Trade Commission has chosen four winning submissions for its Voice Cloning Challenge to promote the development of ideas to protect consumers from the misuse of artificial intelligence-enabled voice cloning for fraud and other harms.

    “Tapping American ingenuity is critical to solving big abuses like deceptive voice cloning,” said Samuel Levine, Director of the FTC’s Bureau of Consumer Protection. “When it comes to AI-driven fraud, the FTC will continue using every tool to deter harmful practices, shut down bad actors, and spur innovative proposals to help protect consumers.”

    “We’re recognizing people who are pushing science forward and proposing different options to ensure a robust landscape of solutions,” said Stephanie T. Nguyen, the FTC’s Chief Technologist. “These exciting solutions show that a multi-disciplinary approach is necessary to prevent the harms posed by voice cloning.”

    The panel of judges—Princeton Computer Science Professor Arvind Narayanan, Britt Paris, assistant professor at Rutgers University’s School of Communication & Information, and Beau Woods, CEO of Stratigos Security and a Cyber Safety Innovation Fellow with the Atlantic Council—chose three top submissions from individuals and small organizations, who will split a total of $35,000 in prize money. They are:

    • AI Detect: The submission from David Przygoda and Dr. Carol Espy-Wilson from the small organization OmniSpeech is aimed at consumer and enterprise apps and devices and would use AI to detect AI. It utilizes AI algorithms to distinguish the subtle differences between genuine and synthetic voice patterns.
    • DeFake: Submitted by Ning Zhang, an Assistant Professor in the Department of Computer Science and Engineering at Washington University in St. Louis, this proposal uses a form of watermarking. Given that voice cloning relies on the use of pre-existing speech samples to clone a voice, which are generally collected from social media and other platforms, the proposal calls for adding carefully crafted distortions to voice samples that are imperceptible to the human ear, but that make it more difficult to accurately clone.
    • OriginStory: Submitted by Dr. Visar Berisha, Drena Kusari, Dr. Daniel W. Bliss, and Dr. Julie M. Liss of the small organization OriginStory, this technology aims to authenticate the human origin of voice recordings at the point of creation. It uses off-the-shelf sensors already integrated into many devices to simultaneously measure speech acoustics and the co-occurring biosignals in the throat and mouth that a person uses when speaking to validate the human origin and embed this authentication as a type of watermark into the audio stream.

    The fourth winning submission is from a large organization, Pindrop Security, which received the Recognition Award. The Pindrop team was comprised of Elie Khoury, Anthony Stankus, Ketuman Sardesai, and Amanda Braun. Pindrop’s Voice Cloning Detection technology detects voice clones and audio deepfakes in real time. The technology evaluates each incoming phone call or digital audio in two-second chunks and flags those that are potential deep fakes. (Large organizations were not eligible for monetary prizes.)

    The four winning submissions demonstrate the potential for cutting edge technology to help mitigate risks of voice cloning in the marketplace. They promote innovative approaches on which key consumer protections can be built. At the same time, the results of the challenge highlight that there is no single solution to this problem. Given this, in addition to the Voice Cloning Challenge, the FTC also has proposed a comprehensive ban on impersonation fraud, and has affirmed that the Telemarketing Sales Rule applies to AI-enabled scam calls. 

    This is the sixth challenge the FTC has launched under the America COMPETES Act aimed at spurring the development of innovative solutions to complex consumer protection issues. Voice cloning technology offers potential benefits by, for example, providing new ways for those who have impaired speech to communicate in their own voice with the help of technology. But it also poses significant risks to consumers and has been utilized by scammers to impersonate others. For example, scammers have used voice cloning technology to impersonate business executives in order to fraudulently obtain money or valuable information.

    The lead FTC staffers on this matter are James Evans and Christine Barker from the FTC’s Bureau of Consumer Protection and Amritha Jayanti and Ben Swartz from the FTC’s Office of Technology.

    Detectives Investigating Home Invasion in Laurel

    The Delaware State Police are investigating a home invasion that occurred early yesterday morning in Laurel.

    On April 6, 2024, at approximately 12:32 a.m., troopers responded to a residence on the 6900 block of Sharptown Road in Laurel for a report of a home invasion. The preliminary investigation revealed approximately five male suspects broke into the home, which was occupied by two teenagers. The suspects ransacked the home and fled with an undisclosed amount of property.

    No one in the home was injured. The suspects are described as approximately five masked and armed black males. Surveillance images and video are not yet available.

    The Troop 4 Major Crimes Unit is investigating this incident. Detectives are asking for anyone with information regarding this case to contact Detective D. Hickman by calling 302-752-3856.     Detectives Investigating Shots Fired at a Harrington Residence

    The Delaware State Police are investigating a shooting that occurred on Farmington Road in Harrington on Friday night.

    On April 5, 2024, at approximately 9:43 p.m., troopers responded to a residence on Farmington Road in Harrington for a report of shots fired. The preliminary investigation revealed the home and an unoccupied sedan in the driveway were struck by gunfire. There was one adult in the home at the time of the shooting, and he was not injured. Troopers recovered numerous shell casings at the scene.

    Suspect or suspect vehicle descriptions are unknown at this time. Surveillance video and images are not yet available.

    Troopers Arrest Man for Drug Offenses and Resisting Arrest Following Traffic Stop in Dover

    Delaware State Police arrested 34-year-old George Brinkley of Dover, Delaware, for multiple drug offenses and resisting arrest following a traffic stop in Dover early this morning.

    On April 6, 2024, at approximately 1:51 a.m., a trooper on patrol observed a white 2022 Chrysler Pacifica with Oklahoma registration traveling on President Drive in the area of Bay Road, Dover, at a high rate of speed. As the trooper traveled behind the Pacifica, he observed it fail to maintain its lane as it continued to travel at a high rate of speed. The trooper initiated a traffic stop as the Pacifica came to a stop in a residential driveway on President Drive. A black male driver and a black male passenger exited the van and began walking into the residence. The driver, later identified as George Brinkley, disregarded the trooper’s verbal commands to stop and attempted to close the residence’s door on the trooper. Brinkley then ran out of the residence and fled on foot eastbound on President Drive. After a brief foot pursuit, Brinkley was taken into custody without incident. A search of Brinkley’s person led to the discovery of $2,570 in his back pocket. Troopers subsequently conducted a search of the Pacifica, and discovered approximately 0.714 grams of heroin packaged in 102 baggies, approximately 17.9 grams of marijuana in a clear baggie, two MDMA pills, and one cyclobenzaprine hydrochloride pill.

    A computer inquiry of Brinkley revealed his license is suspended. Brinkley was taken to Troop 3, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and released on a $12,552 unsecured bond.

    Detectives Arrest Pair for Apple Product Thefts from Vehicles in New Castle County

    Delaware State Police arrested Cesar Alzate-Valencia, 37, of Elmhurst, New York, and Lina Martinez-Aristizabal, 31, of Corona, New York, for multiple Apple product thefts from vehicles that occurred in New Castle County.

    Earlier this year, troopers investigated a theft from a vehicle at various locations throughout New Castle County on the following dates: January 17, 2024, January 27, 2024, and February 26, 2024. In each incident, the victims had just purchased Apple electronic products from the Apple store located inside the Christiana Mall at 125 Christiana Mall, Newark. The victims were then followed by the unknown suspects as they drove from the Christiana Mall to their next destination. Once the victims’ vehicle was unoccupied at the new destination, an unknown Hispanic male suspect gained access into the victims’ vehicle by using a pry bar-like tool to shatter one of the vehicle’s windows. After gaining access, the suspect stole the Apple products and fled in a different suspect vehicle for each incident.

    Through investigative means, Troop 2 Criminal Investigations Detectives identified one of the suspect vehicles as a 2010 black Nissan Rogue with Mississippi registration. On April 1, 2024, detectives were notified the Nissan was parked at the Christiana Mall and conducted a traffic stop on the SUV. Troopers made contact with the driver, identified as Cesar Alzate-Valencia, and the passenger, identified as Lina Martinez-Aristizabal. Detectives further identified Alzate-Valencia as the unknown Hispanic male suspect involved in all three theft incidents, and Martinez-Aristizabal as the unknown Hispanic female suspect involved in the theft on February 26, 2024.

    Both were taken into custody without incident and transported to Troop 2, where they were charged with multiple crimes.


    Alzate-Valencia was charged with the offenses listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $16,500 secured bond.

    Troopers Arrest Teen Found in Stolen Durango for Multiple Felony Gun Charges

    Delaware State Police arrested a 17-year-old male of Middletown, Delaware, for multiple felony gun charges following a foot pursuit after he was found in a stolen Dodge Durango yesterday morning in Middletown.

    On April 4, 2024, at approximately 9:49 a.m., troopers responded to the Wawa located at 2398 Dupont Parkway, Middletown, for a report of a stolen 2023 black Dodge Durango with Florida registration in the parking lot. Upon arriving, troopers located the Durango in the parking lot, and observed two unknown black male suspects exit the stolen SUV and flee on foot. The driver fled through a field towards the back of the Wawa and the passenger attempted to return to the stolen SUV before he ran west across US Route 13 northbound towards a wood line. Delaware State Police Aviation Trooper 4 conducted a search of the area for the suspects, and successfully located the passenger (pictured above) hiding near a wood line in a backyard on Jane Court. As ground troopers approached, the suspect jumped over a fence into another backyard, where he was ultimately taken into custody after a brief pursuit. The suspect was identified as a 17-year-old male.

    The driver of the stolen SUV was last seen jumping over a barbed wire fence. He has not been identified and remains at large. He is described as a black male wearing all black. The suspect is possibly armed. During the foot pursuit with the driver, a trooper sustained a serious injury to his upper extremity. The trooper was taken to area hospital, where he was treated and released.

    A computer inquiry of the Durango’s registration confirmed it was reported as stolen within the jurisdiction of West Manchester Township Police Department (Pennsylvania). A search of the Durango led to the discovery of a Polymer 80 ghost gun loaded with 17 rounds of ammunition, an extended magazine containing an additional 18 rounds of ammunition, 19 Oxycodone pills, and approximately 2.57 grams of marijuana.

    The 17-year-old suspect was taken to Troop 9, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and committed to the New Castle County Detention Center on a $28,100 secured bond.

    *Update- Suspect Arrested* Detectives Investigating Wilmington Area Family Dollar Shoplifting Turned Robbery

    Delaware State Police arrested 54-year-old Mark Coney of Wilmington, Delaware, for a shoplifting turned robbery that occurred Tuesday afternoon at a Wilmington area Family Dollar.

    On April 2, 2024, at approximately 12:45 p.m., troopers responded to the Family Dollar located at 1311 Newport Gap Pike, Wilmington, for a report of a robbery. The preliminary investigation revealed an unknown black male suspect was confronted by Family Dollar employees for concealing items in his jacket. The suspect became aggressive, and a physical altercation ensued before the suspect fled from the store. Once outside, the suspect retrieved a baseball bat from his black four-door sedan and reapproached the store. He then threatened employees with the bat and placed it between the front doors to prevent employees from closing them. After the employees were able to close and lock the front doors, the suspect fled in his sedan in an unknown direction.

    Through investigative means, Delaware State Police Troop 2 Robbery Detectives developed Mark Coney as the suspect involved in the robbery and identified the suspect vehicle as a black Chevrolet four-door sedan. On April 4, 2024, detectives observed Coney operating the Chevrolet in Wilmington, and conducted a traffic stop. Coney was subsequently taken into custody without incident and transported to Troop 2. Coney was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $32,000 cash bond.

    Detectives Seek Public’s Assistance with Road Rage Assault Investigation in Middletown

    The Delaware State Police are investigating and seeking witnesses for an assault stemming from a road rage incident that occurred Sunday morning on Route 13 in Middletown.

    On March 31, 2024, at approximately 9:31 a.m., troopers responded to an area hospital and made contact with an injured 19-year-old victim from a road rage incident that occurred on Route 13 northbound at Port Penn Road. The preliminary investigation revealed the victim was traveling in an orange Kia Forte on Route 13 in the area of Boyds Corner Road in Middletown, when she was involved in a road rage incident with a silver Jeep Cherokee. After both vehicles came to a stop on Route 13’s left turn lane for Route 1 northbound at Port Penn Road, an unknown male suspect exited the Jeep and approached the victim’s vehicle. The victim’s friend, who was stopped in a blue Nissan Rogue also in the left turn lane a few cars ahead, exited her vehicle as she saw the suspect approaching. The victim exited her vehicle, and a physical altercation ensued between the victim, the victim’s friend, and the suspect. The altercation ended after the victim pushed the suspect while he choked her, which led to the suspect falling into the guardrail. The victim then fled in her vehicle, at which point she noticed she was bleeding, but does not recall how or when she sustained the cut to her upper arm.

    The suspect is described as an older white male, approximately 5’9″, with a slender build and a long gray beard that reached the top of his chest. The suspect is possibly armed with a black, flip-open style pocketknife. The suspect was wearing a red/white trucker style hat, a red/black long sleeve flannel shirt over a white t-shirt, blue jeans, and black cowboy boots. The suspect’s vehicle (stock image pictured below) is a silver Jeep Cherokee with a hard white registration plate.

    State Police Investigating Fatal Motorcycle Crash in New Castle

    The Delaware State Police are investigating a fatal motorcycle crash that occurred last night in New Castle that left one man dead.

    On April 4, 2024, at approximately 8:03 p.m., a black Harley Davidson motorcycle was traveling southbound on South Dupont Highway from Frenchtown Road in the middle right lane at an apparent high rate of speed with no lights on. At the same time, a gray 2018 Mazda 3 was turning from the northbound lanes of S. Dupont Highway into the private parking lot of the Wawa located at 117 S. Dupont Highway. As the Mazda was crossing the 4 southbound lanes of travel for S. Dupont Highway, it was struck on the right side by the Harley Davidson. As a result, the motorcyclist was ejected from the motorcycle and came to rest in the right lane.

    The motorcyclist, a 33-year-old man from New Castle, Delaware, was transported to an area hospital, where he died. His name is being withheld until his family and relatives are notified.

    The operator of the Mazda, a 16-year-old female from New Castle, Delaware, was not injured.

    The roadway was closed for approximately 3.5 hours while the investigators examined the scene and cleared the roadway.

    Delaware State Police arrested 33-year-old Moses Warren of Newark, Delaware, for multiple felonies, including attempted robbery, burglary, and theft from several businesses throughout New Castle County.

    On January 22, 2024, troopers responded to the Royal Farms located at 865 Old Baltimore Pike, Newark, for a report of an attempted shoplifting of cigarettes. Through investigative means, troopers identified the suspect as Moses Warren and obtained a warrant for his arrest. However, troopers were unable to locate Warren. Between March 14, 2024, and March 20, 2024, troopers investigated five incidents involving Warren as the suspect who stole from Rite Aid, Walgreens, Royal Farms, and Wawa. After each incident, troopers obtained a warrant for Warren’s arrest and attempted to locate him. On March 25, 2024, troopers investigated a report of a burglary at the BP gas station located at 1 Jay Drive, New Castle. During the investigation, troopers learned a black male suspect and a white male suspect broke into the BP gas station during the overnight hours and stole nearly $2,000 worth of tobacco products. Troopers recognized the black male suspect as Warren and obtained a warrant for his arrest. Troopers continued their attempts to locate Warren. On March 27, 2024, Warren committed two additional shopliftings from two separate Wawa locations in New Castle County. On March 31, 2024, troopers investigated a report of an attempted robbery at the Royal Farms located at 865 Old Baltimore Pike, Newark, in which Warren engaged in a physical altercation with a Royal Farms employee while attempting to steal cigarettes. Additionally, on April 1, 2024, Warren shoplifted from the Rite Aid located at 2034 New Castle Avenue, New Castle.

    Warren had warrants for his arrest for the crimes above and for two capiases issued by the New Castle County Court of Common Pleas. On April 2, 2024, the Troop 2 Criminal Investigations Unit with the assistance of Troop 2 Patrol, New Castle County Governor’s Task Force, and the Troop 2 Drug Unit, located Warren in an abandoned building in Wilmington and took him into custody without incident.

    Warren was taken to Troop 2, where he was charged with the below crimes, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $21,000 secured bond.

    State Police Apprehend 63-Year-Old Greenwood Resident for Felony DUI

    Delaware State Police have arrested 63-year-old Ralph Cahall, of Greenwood, Delaware, for felony DUI following a pursuit Tuesday evening.

    On April 2, 2024, at approximately 5:32 p.m., a trooper noticed a black Chevrolet Silverado with a fictitious registration plate traveling southbound on Deep Grass Lane. The trooper attempted to initiate a traffic stop, but the vehicle began traveling at a high rate of speed. The vehicle was then observed running a stop sign at the Staytonville Road intersection, at which time the trooper discontinued the pursuit while maintaining a safe distance. A short time later, the vehicle was observed crashing into a tree as it pulled onto a private lane on the 14000 block of Staytonville Road. The driver, identified as Ralph Cahall, fled the scene. After a brief search, Cahall was apprehended in a nearby wooded area.

    Upon contact with Cahall, the trooper noticed signs of impairment. He was taken to Troop 3, where he displayed additional signs of impairment during Standardized Field Sobriety Testing. A computer check revealed Cahall had five previous DUI-related convictions. He was subsequently charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $9700 secured bond.

    Narrative: The Dover Police Department has arrested a 15-year-old black male of Dover following a glass break alarm at First State Vape early Thursday morning. The investigation began at 2:07 a.m., when Dover Police Department was notified of an alarm at First State Vape. Patrol Officers quickly responded and observed two black males running from the business on foot. Officers chased the suspects and were able to take the 15-year-old male into custody. Officers checked the area for the second suspect and could not locate them. The ensuing investigation revealed that the suspects shattered the front glass of the business in an attempt to enter to store and steal items. The suspects were unsuccessful in making entry and did not take anything from the store. The 15-year-old was transported to Dover Police Department where he was processed.

    The 15-year-old was turned over to his guardian after being charged with the following offenses:

    Narrative: The Dover Police Department is investigating an attempted burglary that occurred at Cosmic Smoke, 515 South DuPont Highway Dover, DE, early Thursday morning. The investigation began when Dover Police Department was called to the business for an alarm activation. Officers responded to the store and determined that a front window to the business was damaged by a rock. The investigation revealed that an unknown suspect threw a rock at the window causing damage, in an attempt to gain entry into the business however they were unsuccessful. The suspect fled in an unknown direction.

    The only description available at this time is a male wearing a surgical face mask on a bicycle.

    Detectives Investigating Wilmington Area Family Dollar Shoplifting Turned Robbery

    The Delaware State Police are investigating a shoplifting turned robbery that occurred yesterday afternoon at a Family Dollar in Wilmington.

    On April 2, 2024, at approximately 12:45 p.m., troopers responded to the Family Dollar located at 1311 Newport Gap Pike, Wilmington, for a report of a robbery. The preliminary investigation revealed an unknown black male suspect was confronted by Family Dollar employees for concealing items in his jacket. The suspect became aggressive, and a physical altercation ensued before the suspect fled from the store. Once outside, the suspect retrieved a baseball bat from his black four-door sedan and reapproached the store. He then threatened employees with the bat and placed it between the front doors to prevent employees from closing them. After the employees were able to close and lock the front doors, the suspect fled in his sedan in an unknown direction.

    The suspect is described as a black male wearing dark colored clothing. Surveillance images and video are not yet available.

    16-Year-Old Arrested for Felony Charges After Using Taser During Fight at Glasgow High School

    Delaware State Police arrested a 16-year-old student from Newark, Delaware, for multiple felony charges after using a taser during a fight that occurred at Glasgow High School last week.

    On March 26, 2024, the Delaware State Police School Resource Officer assigned to Glasgow High School located at 1901 S. College Avenue, Newark, was notified of a fight that occurred on the morning of March 25, 2024. The investigation revealed a 16-year-old student and two 15-year-old students were involved in a verbal altercation. The altercation escalated to a physical fight after the 16-year-old student removed a black taser from his pocket and walked toward the two 15-year-olds with the device activated. During the fight, the 16-year-old student used the taser on both of the 15-year-old students. School staff separated the students and the constable secured the taser.

    The School Resource Officer obtained a warrant for the 16-year-old student. On March 28, 2024, the 16-year-old turned himself in at Troop 2, where he was charged with multiple crimes. Troopers continue to investigate this incident and charges are pending for the two 15-year-olds.


    The 16-year-old was charged with the offenses listed below, arraigned by New Castle County Family Court and released to a guardian on a $13,250 unsecured bond.

    Delaware State Police Troop 2 has issued a Gold Alert for 50-year-old Kerney Howell of Mobile, Alabama. On March 29, 2024, at approximately 12 p.m., Kerney dropped his work truck off on the 1500 block of Matassino Road in New Castle. From there, he was supposed to visit his family but never showed up. He has not been seen or heard from since. Attempts to contact or locate him have been unsuccessful, and there is a concern for his safety and well-being.

    He is described as a black male, approximately 6’1” tall, weighing approximately 210 pounds, with brown eyes, a bald head, and a beard. His clothing description is unknown at this time.

  • FTC Issues Third Report on E-Cigarette Advertising and Sales in the U.S.

    The Federal Trade Commission today issued its third report on e-cigarette sales and advertising nationwide, which shows that the combined sales of cartridge-based and disposable e-cigarette products to U.S. consumers by nine leading manufacturers increased by approximately $370 million between 2020 and 2021, while the total topped $2.67 billion. E-cigarette companies also spent $90.6 million more advertising and promoting their products in 2021 than in 2020.

    It examines two main types of e-cigarettes. Some have rechargeable batteries and changeable prefilled cartridges; others are disposable after running out of charge or e-liquid. Reported sales of cartridge products increased from $2.133 billion in 2020 to $2.496 billion in 2021; sales of disposable, non-refillable e-cigarette products increased from $261.9 million in 2020 to $267.1 million in 2021.

    The 2021 report also provides details on some characteristics of e-cigarette products, including flavors and nicotine concentration, as well as the bundling of the components in cartridge systems. The data shows that in 2021, 69.2 percent of e-cigarette cartridges either sold or given away contained menthol-flavored e-liquids, and the rest were tobacco-flavored.

    Disposable e-cigarettes are not covered by the flavor restrictions imposed by the Food and Drug Administration. In 2021 “other” flavored devices made up 71 percent of all disposable devices sold or given away, with the most-popular subcategories being fruit-flavored and fruit & menthol/mint flavored products. These two subcategories alone made up more than half of all disposable e-cigarette devices sold or given away in 2021.

    According to the report, expenditures for the advertising and promotion of e-cigarettes increased from $768.8 million in 2020 to $859.4 million in 2021, with the three largest spending categories being price discounts, promotional allowances paid to wholesalers, and point-of-sale advertising. Together, these three categories accounted for almost two thirds of expenditures in 2021.

    Finally, the report discusses steps that e-cigarette companies took in 2021 to deter or prevent underage consumers from visiting their websites, signing up for mailing lists and loyalty programs, or buying e-cigarette products online. These steps include the use of online self-certification to verify users were at least 21 years old and following state laws requiring an adult signature upon delivery of e-cigarette products.

    The Commission vote approving the FTC’s E-Cigarette Report and related data tables for 2021 was 3-0.

  • FTC Sends Nearly $62 Million in Refunds to Sellers Deceived by Online Real Estate Listing Service Opendoor Labs

    The Federal Trade Commission is sending nearly $62 million in refunds to sellers deceived by advertising and marketing claims made by online real estate business Opendoor Labs, Inc.

    According to the FTC’s August 2022 complaint, Opendoor cheated home sellers by tricking them into thinking that they could make more money selling their home to Opendoor than on the open market using the traditional sales process while saving them money on costs.

    The FTC alleged that Opendoor pitched potential sellers using misleading and deceptive information. In reality, most people who sold to Opendoor made thousands of dollars less than they would have made selling their homes using the traditional process and many paid more in costs than what sellers typically pay. Under a final administrative order, Opendoor agreed to pay monetary relief and stop its deceptive tactics.

    The FTC is sending checks to 54,689 consumers. Recipients should cash their checks within 90 days, as indicated on the check. Consumers who have questions about their payment should contact the refund administrator, Epiq Systems, at 1-888-546-2054 or visit the FTC website to view frequently asked questions about the refund process. The Commission never requires people to pay money or provide account information to get a refund.

    The Commission’s interactive dashboards for refund data provide a state-by-state breakdown of refunds in FTC cases. In 2023, FTC actions led to more than $324 million in refunds to consumers across the country.

    Delaware State Police Troop 6 has issued a Gold Alert for 71-year-old Kevin Nadir of Wilmington, Delaware. He was last seen leaving Christiana Hospital on foot around 1:30 p.m. today and has not been seen since. Attempts to contact or locate him have been unsuccessful, and his medical condition raises concerns for his safety and well-being.

    He is described as a black male, approximately 6’1” tall, weighing approximately 175 pounds, with brown eyes and black and gray hair. He was last seen wearing a gray hospital top, burgundy pants, and hospital socks. He left the hospital on foot, but he may now be driving a black Chevrolet Impala with Delaware registration 416704.

    Detectives Arrest Maryland Man for Residential Burglary

    The Delaware State Police arrested 28-year-old Daniel Rholetter of Marydel, Maryland, for the burglary of a Leipsic home last month.

    On March 19, 2024, troopers were called to a home in the 200 block of Main Street in Leipsic for a burglary. When troopers arrived, they found an unknown suspect had entered the occupied home sometime overnight by pushing in a window on a screen door. Once inside, the suspect took the keys to a Dodge Ram truck. The suspect left the house and stole the truck, which has since been recovered. The investigation led detectives to Daniel Rholetter and Jennifer Barnes as the suspects in the burglary, and warrants were obtained for their arrest.

    Detectives are working to locate Barnes. On April 1, 2024, Rholetter was arrested and taken to Troop 3, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $24,100 secured bond.

    State Police Arrest Pair for Series of Parcel Thefts in New Castle County

    Delaware State Police arrested 34-year-old Kevin Grove and 31-year-old Kimberly King, both from Elkton, Maryland, on Sunday night for a series of parcel thefts that occurred between January and March in New Castle County.

    Between January 2, 2024, and March 25, 2024, troopers investigated 18 thefts in which a white male suspect and a white female suspect stole parcels from several businesses throughout New Castle County. The investigation revealed the suspects alternated between a Chevrolet Equinox and a GMC Yukon, both with fictitious registrations, for the thefts. Through investigative means, the suspects involved in the thefts were identified as Kevin Grove and Kimberly King.

    On March 31, 2024, at approximately 10:50 p.m., a trooper observed a GMC Yukon with Delaware registration pulling into the parking lot of Delaware Park located at 777 Delaware Park Boulevard in Wilmington. The trooper noted the SUV matched the description of one of the suspect vehicles involved in several parcel thefts in New Castle County over the last three months. The trooper observed a white male and a white female exit the SUV and enter the casino. The trooper conducted a computer inquiry of the Yukon and discovered the registration was fictitious. Shortly after the pair entered the casino, Delaware Park Security notified the trooper that the pair were observed exiting the casino towards a different parking lot and last seen running into a wooded area. The trooper and his K9 partner conducted a track into the wooded area, and the pair, identified as Grove and King, were taken into custody without incident.

    Grove and King were taken to Troop 2, where they were charged with multiple crimes.


    Grove was charged with the offenses listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $49,328.28 secured bond.

    State Police Arrest Two Men for Drugs and Gun Charges at New Castle Area Motel

    The Delaware State Police arrested John Gladden, 52, of Philadelphia, Pennsylvania, and an 18-year-old male, of Newark, Delaware, for drugs and gun charges at a New Castle area motel on Saturday evening.

    On March 30, 2024, at approximately 9:07 p.m., troopers were called to the Best Nights Inn, located at 1200 West Avenue, New Castle, Delaware for a report of a domestic dispute. During the investigation, troopers entered the motel room to make contact with the 18-year-old suspect, and observed drugs and drug paraphernalia in plain view throughout the room. Subsequently, the room’s occupants, the 18-year-old suspect and a second male, identified as John Gladden, were taken into custody without incident. A search of Gladden’s person led to the discovery of a loaded handgun, approximately 11.8 grams of crack cocaine, approximately 0.63 grams of heroin, and approximately 5.2 grams of crystal methamphetamine. A search of the 18-year-old’s person led to the discovery of approximately 0.9 grams of crack cocaine, and approximately 0.063 grams of heroin.

    Gladden and the 18-year-old were taken to Troop 2, where they were both charged with multiple crimes.


    Gladden was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and committed to the Howard R. Young Correctional Institution on a $80,800 cash bond.

    Troopers Arrest Smyrna Woman for 5th DUI Offense

    Delaware State Police arrested 55-year-old Victoria Parker of Smyrna, Delaware, for a 5th offense felony DUI last night.

    On April 1, 2024, at approximately 8:10 p.m., troopers on patrol saw the driver of a black Acura MDX driving erratically northbound on North Dupont Highway near Messina Hill Road in Dover. The troopers saw the driver of the Acura make additional traffic violations and pulled them over. The driver, identified as Victoria Parker, showed signs of impairment. Troopers also saw there was a child in the SUV. The troopers administered Standardized Field Sobriety Tests. After the tests, Parker was taken into custody for driving under the influence.

    A computer check showed that Parker had four prior DUI-related convictions. Parker was taken to Troop 3, where she was charged with the below crimes, arraigned by Justice of the Peace Court 7, and released on a $3,850 unsecured bond.

    Troopers Arrest Georgetown Man for Felony Theft

    Delaware State Police arrested 36-year-old Adam Prettyman, of Georgetown, Delaware yesterday for felony theft that occurred in March.

    On March 29, 2024, troopers were called to a home in the 800 block of West Evens Road in Felton, for a theft. When troopers arrived, they spoke with a 62-year-old victim and the owner of another construction company, who said that several construction tools had been stolen from the house while it was being renovated earlier in March. The investigation led troopers to an employee of the victim, Adam Prettyman, as the suspect involved in the theft. Troopers learned that Prettyman had pawned the stolen tools and obtained a warrant for his arrest.

    On March 31, 2024, Prettyman was arrested and taken to Troop 3, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 7, and released on a $3,500 unsecured bond.

  • FTC To Convene Advisory Group to Fight Scams Against Older Adults April 2

    WHAT: The Federal Trade Commission will host an online meeting of the Scams Against Older Adults Advisory Group on April 2, 2024. The meeting will include reports from the committees formed at the group’s inaugural meeting under the Stop Senior Scams Act of 2022.
    WHEN: Tuesday, April 2, 2024 from 2 p.m. to 3:30 p.m. ET

    WHO: The event will begin with opening remarks by FTC Bureau of Consumer Protection Director Samuel Levine followed by reports from four committees addressing separate areas of interest: expanding consumer education and outreach efforts; improving industry training on scam prevention; reviewing research on effective consumer messaging to prevent scams; and identifying innovative or high-tech methods to detect and stop scams.
  • FTC Announces Impersonation Rule Goes into Effect Today

    As the Federal Trade Commission’s new rule on government and business impersonation goes into effect today, the agency is highlighting new data on the most common ways consumers are targeted by these treacherous scams. Combined, reported losses to these impersonation scams topped $1.1 billion for the year, more than three times what consumers reported in 2020.

    The new data spotlight reveals the five most commonly reported ways that government and business impersonators convince consumers to turn over their hard-earned money: copycat account security alerts; phony subscription renewals; fake giveaways, discounts, or money to claim; bogus problems with the law; and made-up package delivery issues.

    In addition, the spotlight highlights two key trends since 2020 when it comes to government and business impersonation scams: how consumers are contacted by scammers and how they pay scammers. Reports of text messages and email are trending up as phone calls decline. When it comes to payment methods, reported losses by bank transfers and cryptocurrency outrank every other payment method used to pay these scammers. Bank transfers account for about 40 percent of reported losses to government and business impersonators in 2023, followed by cryptocurrency at 21 percent of reported losses. Reported losses using both payment methods have increased many times over since 2020.

    Today marks the effective date of the FTC’s new rule on government and business impersonation, which was finalized last month. The rule gives the agency stronger tools to combat and deter scammers who impersonate government agencies and businesses, enabling the FTC to file federal court cases seeking to get money back to injured consumers and civil penalties against rule violators.

    The FTC is also accepting public comments until April 30, 2024, on a supplemental notice of proposed rulemaking that would prohibit the impersonation of individuals and prohibit providing scammers with the means and instruments to execute such scams.

    Narrative: The Dover Police Department is investigating a burglary that occurred at Exxon. The investigation began at 12:52 a.m., when Dover Police Department took the report of a burglary at the business. Officers responded and contacted the manager of the store. The ensuing investigation revealed that at 12:30 a.m., a white male wearing a purple shirt, jeans and gray sneakers, forced his way into the store by prying the rear gate, and once inside, stole lottery tickets and Newport cigarettes. The suspect fled in an unknown direction

    Narrative: The Dover Police Department is investigating a robbery that occurred Saturday evening. The investigation began at 7:53 p.m., when Dover Police Department was notified of an assault in the parking lot of Cosmic Smoke. Officers responded and contacted the victim, a 33-year-old male, who had sustained injuries from the assault. The victim refused medical treatment. The ensuing investigation revealed that as the victim exited his vehicle he was confronted by a group of 15-20 people, aged approximately 10-years-old to 19 years-old. During the confrontation, several subjects in this group began physically assaulting the victim, and during the assault, they demanded the he turn over property. The suspects stole a key fob belonging to the victim and fled.

    The only description available at this time is the suspects were black males.

    The Delaware State Police have identified 56-year-old Lynn Wilson of New Castle, Delaware as the woman who died in a fatal pedestrian crash in New Castle on March 28, 2024.

    Narrative: The Dover Police Department is investigating a shooting that left an 18-year-old male injured Thursday evening. The investigation began at 7:53 p.m., when Dover Police Department was notified of a loud party in the 400 block of Frear Drive. Officers responded to the area and upon arrival, Officers heard gunshots. Officers checked the area and located the victim who had sustained a gun shot wound to his lower body. He was transported to an area hospital for treatment and listed in stable condition.  There are no leads at this time.

    State Police Arrest Man for Georgetown Residential Burglary

    The Delaware State Police arrested 24-year-old Lester Alcantara of Bridgeville, Delaware, for the burglary of a Georgetown residence that occurred in early March.

    On March 1, 2024, at approximately 7:21 p.m., troopers were called to a residence on Widgeon Road, Georgetown, for a report of a burglary. Upon arriving, troopers discovered an unknown subject had entered the residence through the bedroom window. While inside, the suspect knocked over items and stole money before fleeing. Troopers examined and recovered latent fingerprints at the scene. Through additional investigative means, detectives identified Lester Alcantara as the suspect in the burglary and obtained an arrest warrant on March 29, 2024.

    On the same day, Alcantara was taken into custody by the Seaford Police Department and turned over to Troop 4. While in custody at Troop 4, Alcantara was found to have approximately thirty one Oxycodone pills hidden inside his belt line. Alcantara was charged with the below crimes, arraigned by Justice of the Peace Court 3, and committed to the Sussex Correctional Institution on a $5,000 secured bond.

    Troopers Arrest Seaford Man for 5th DUI Offense

    Delaware State Police arrested 53-year-old Philip Swetz of Seaford, Delaware, for 5th offense felony DUI Thursday morning.

    On March 28, 2024, at approximately 4:51 a.m., troopers responded to a Ford Ranger that had crashed in a ditch on Kaye Road south of Concord Road near Seaford. The troopers spoke to the driver, identified as Philip Swetz and he showed signs of impairment. Swetz was taken to an area hospital for an unrelated medical issue. At the hospital, the trooper administered Standardized Field Sobriety Tests. After he was discharged from the hospital, Swetz was taken into custody for driving under the influence.

    A computer check showed that Swetz had four prior DUI-related convictions. Swetz was taken to Troop 5, where he was charged with the below crimes, arraigned by Justice of the Peace Court 3, and committed to Sussex Correctional Institution on a $10,150 secured bond.

    Detectives Investigating Ulta Beauty Shoplifting Turned Robbery in Newark

    The Delaware State Police are investigating a robbery stemming from a shoplifting that occurred yesterday afternoon at Ulta Beauty in Newark.

    On March 28, 2024, at approximately 5:53 p.m., troopers responded to a report of a robbery at the Ulta Beauty located at 2130 Fashion Center Boulevard in Newark. The preliminary investigation revealed two females requested assistance from an Ulta Beauty employee with products in a locked display case. After the employee unlocked the case, one of the suspects pushed the employee and hit her in the face with her arm. The suspects then placed several products in a bag and fled on foot with the unpaid merchandise. Responding troopers searched the area for the suspects, but were unable to locate them. The employee sustained a minor injury.

    The suspects are described as black females. As of now, surveillance video and images of the suspects are not available.

    The Delaware State Police Troop 2 Criminal Investigations Unit is still investigating this. Detectives are asking anyone with information about this case to contact Detective R.     Detectives Arrest Man for Rehoboth Beach Restaurant Burglary

    Delaware State Police arrested 37-year-old John Ottolini of Lewes, Delaware, for Rehoboth Beach restaurant burglary on Wednesday.

    On February 15, 2024, troopers responded to Agave Mexican Restaurant, located at 19178 Coastal Highway in Rehoboth Beach, for a report of a burglary that occurred in the early hours of February 14, 2024. When troopers arrived, they learned that the suspect gained entry through an unlocked door. Once inside, the suspect removed money, alcohol, and keys to a Ford Transit van from the restaurant. The suspect left the restaurant and stole the van. Troopers recovered the van the next day. The investigation led detectives to John Ottolini as the suspect in the burglary, and they obtained a warrant for his arrest.

    On March 27, 2024, Ottolini was arrested and taken to Troop 4, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and released on his own recognizance.
