    Troopers Arrest Woman for Felony Shoplifting at Newark Area Kohl’s

    Delaware State Police arrested 37-year-old Lamir Harris of Wilmington, Delaware, for a felony shoplifting and drug offenses yesterday afternoon at a Newark area Kohl’s.

    On May 3, 2024, at approximately 4:33 p.m., a trooper responded to Kohl’s, located at 2800 Pulaski Highway in Newark, for a report of a shoplifting. Prior to arriving, the trooper learned the black female suspect was last seen carrying the clothing that she had just shoplifted from Kohl’s while walking eastbound on Pulaski Highway towards a nearby Wawa. The responding trooper searched the area and located the suspect with the unpaid merchandise behind a bush in the parking lot of the Wawa. As the trooper approached the suspect to make contact, the suspect fled and disregarded verbal commands to stop. After a brief foot chase, the suspect, identified as Lamir Harris, was taken into custody without incident. A search of her person led to the discovery of 5 glassine bags containing approximately 0.035 grams of heroin, and one Xanax pill. The trooper returned to the Wawa parking lot and recovered over $2,100 worth of clothing from behind the bush.

    Harris was taken to Troop 2, where she was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and released on an $800 unsecured bond.

    State Police Arrest Man for Shoplifting Turned Robbery at Newark Area Shoprite

    Delaware State Police arrested 22-year-old Lewis Flowers of Newark, Delaware, for a shoplifting turned robbery that occurred yesterday afternoon at a Shoprite in Newark.

    On May 3, 2024, at approximately 2:15 p.m., troopers responded to a shoplifting turned robbery at the Shoprite located at 19 Chestnut Hill Plaza in Newark. The investigation revealed a Shoprite employee confronted the suspect, later identified as Lewis Flowers, after he observed Flowers conceal food in a bag and exit the grocery store without paying for the items. During the confrontation, the employee grabbed the bag from Flowers, and began walking back into the grocery store. Flowers attempted to take the bag back from the employee, which led to a physical altercation between the two. Flowers was ultimately taken into custody by troopers without incident. The Shoprite employee was treated at a local urgent care facility for minor injuries sustained during the altercation.

    Flowers was taken to Troop 2, where he was charged with the crime listed below, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $20,000 cash bond.

    State Police Investigating Single-Vehicle Fatal Crash in Millsboro

    The Delaware State Police are investigating a single-vehicle fatal crash that occurred this morning in Millsboro that left one man dead.

    On May 4, 2024, at approximately 7:08 a.m., a 2002 Toyota Celica GTS was traveling southbound on Parker Road, approaching a sharp curve north of Firemans Road. The preliminary investigation revealed the Toyota was traveling at an apparent high rate of speed and failed to negotiate the sharp curve, which caused it to exit the east edge of the roadway. After it exited the roadway, the Toyota overturned multiple times through an open field, during which, the unrestrained driver was ejected from the car.

    The driver, a 22-year-old man from Frankford, Delaware, was pronounced dead at the scene. His name is being withheld until his family and relatives are notified.

    The roadway was closed for approximately 3 hours while the investigators examined the scene and cleared the roadway.

    State Police Arrest Correctional Officer in Multi-Agency Investigation of Official Misconduct

    The Delaware State Police in a joint investigation with the Delaware Department of Correction (DOC), Delaware Department of Justice (DOJ), and the Federal Bureau of Investigations (FBI) arrested 31-year-old Jahee White of Dover, Delaware, for several felony charges stemming from a misconduct by a Correctional Officer investigation.

    In March 2024, the Delaware State Police Troop 2 Drug Unit partnered with the DOC, DOJ, and FBI, in an investigation stemming from allegations that a Correctional Officer, identified as Jahee White, was conducting unethical behavior by using his position as a Correctional Officer to engage in criminal conduct at James T. Vaughn Correctional Center (JTVCC) located at 1181 Paddock Road in Smyrna. Troop 2 Drug Unit Detectives, investigators from the DOC Special Operations Group, investigators from the FBI, and members from the DOJ Division of Civil Rights and Public Trust, discovered White was utilizing his position as a Correctional Officer to further his drug distribution operations by smuggling illegal contraband into the prison and accepting bribes to do so.

    Department of Correction Commissioner Terra Taylor said: “This alleged conduct is deeply troubling.  We hold our employees to the highest standards of professionalism and integrity, and any breach of that trust must be met with swift and appropriate action.  The joint investigation and arrest underscores our shared dedication to protect the health and wellbeing of incarcerated individuals and correctional staff and to remove the threat of contraband to the safety and security of our correctional facilities.”

    On April 23, 2024, the criminal investigation led to White being taken into custody without incident by Troop 2 Detectives and DOC investigators in the 500 block of Schooner Way in Dover. White was taken to Troop 2, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $95,000 cash bond.

    State Police Investigating Two-Vehicle Fatal Crash in Newark

    The Delaware State Police are investigating a two-vehicle fatal crash that occurred early this morning in Newark that left one man dead.

    On May 1, 2024, at approximately 7:23 a.m., a silver 2014 Toyota 4Runner was traveling eastbound on Capitol Trail approaching the intersection with Brewster Drive. Simultaneously, a white 2006 Cadillac DTS was traveling northbound on Brewster Drive approaching the intersection with Capitol Trail. For reasons under investigation, the Toyota failed to stop at the traffic light as the Cadillac entered the intersection. As a result, the front of the Toyota collided with the left side of the Cadillac in the intersection.

    The driver of the Cadillac, a 61-year-old man from Newark, Delaware, was transported to an area hospital, where he died. His name is being withheld until his family and relatives are notified.

    The driver of the Toyota, a 22-year-old man from Newark, Delaware, was not injured.

    The roadway was closed for approximately 4 hours while the scene was investigated and cleared.

    Troopers Investigating Wilmington Area Bank Parking Lot Theft from Vehicle

    The Delaware State Police are investigating a theft from a vehicle that occurred yesterday afternoon in a bank parking lot in Wilmington.

    On April 29, 2024, at approximately 2:33 p.m., troopers responded to a report of a theft from a vehicle in the parking lot of the Bank of America located at 5215 Concord Pike, Wilmington. The investigation revealed two unknown male suspects distracted the victim by falsely claiming her car’s tire was on fire as she was driving out of the bank’s parking lot. While the victim stopped and checked on her tire, one of the suspects entered her car and stole money that the victim had just withdrawn from the bank. The suspects then fled on foot towards Concord Pike.

    The suspects are described as two Hispanic males. As of now, surveillance video and images of the suspects are not available.

    State Police Arrest Man for Multiple Felony Offenses Following Domestic-Related Pursuit in New Castle County

    Delaware State Police arrested 20-year-old Noah Howell of Seaford, Delaware, for multiple felony offenses after a domestic altercation ended in a pursuit early this morning in New Castle County.

    On April 25, 2024, at approximately 11:39 p.m., troopers responded to a distress call from a woman on her way to Delaware State Police Troop 2, located at 100 Cpl/1 Stephen J. Ballard Way, Newark. The caller reported being pursued by her ex-boyfriend, Noah Howell. She also reported Howell struck her vehicle multiple times with his blue Hyundai Santa Fe on the way to Troop 2. Upon arriving at Troop 2’s parking lot, Howell struck the victim’s vehicle again with his Hyundai, before he climbed onto the hood of the victim’s car. Despite verbal commands from troopers, Howell got back into his vehicle and began accelerating when a trooper tried to stop him through the open driver’s side window. As a result, the trooper was thrown from the SUV. While attempting to flee, Howell’s SUV crashed into two vehicle barrier posts in front of Troop 2.

    Following that, Howell fled from Troop 2’s parking lot, and entered the adjoining property of William Keene Elementary School, located at 200 Cpl/1 Stephen J. Ballard Way. Therein, Howell drove through a metal fence on the school’s property as he fled toward Pulaski Highway. In the ensuing pursuit, Howell committed numerous traffic violations, ultimately culminating in a collision with a Dart bus at the intersection of Route 1 and Route 72. Following the crash, Howell attempted to escape on foot but was quickly apprehended. While taking Howell into custody, troopers smelled an odor of an alcoholic beverage emanating from his person. A subsequent search of his vehicle revealed multiple empty liquor bottles.

    Howell was taken to an area hospital for a non-life-threatening injury sustained during the crash. The driver and sole occupant of the DART bus, and the victim, whose identity will not be disclosed, were not injured during the incident. Three troopers were injured during the incident. The troopers were treated and released from an area hospital with non-life-threatening injuries.

    After Howell was discharged from the hospital, he was taken to Troop 2, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $32,700 cash bond.

    Detectives Arrest Pair for Gun and Drug Offenses Following Search Warrant at Milton Residence

    The Delaware State Police arrested 52-year-old Randolph Gooner, and 47-year-old Carey Rust, both of Milton, Delaware, for several felony gun and drug offenses stemming from a search warrant at a residence in Milton earlier this month.

    On April 12, 2024, at approximately 6:00 a.m., members of the Sussex County Governor’s Task Force, Sussex County Drug Unit, and Delaware State Police Special Operations Response Team executed a search warrant at a residence on the 22800 block of Reynolds Pond Road in Milton. The search warrant was obtained following a drug investigation of Randolph Gooner, who was suspected of the large-scale distribution of narcotics. Upon arriving at the residence, detectives found Gooner in the driver’s seat of a Chevrolet Silverado parked in the driveway. Gooner disregarded verbal commands by troopers to get out of the SUV, and physically resisted as troopers attempted to remove him from the vehicle. After a brief struggle, Gooner was taken into custody, and a search of his person led to the discovery of a loaded handgun, and two oxycodone hydrocholoride pills. Detectives then proceeded to search the home.

    A search of the home led to the discovery of the following items:

    • 14 shotguns
    • 6 rifles
    • 4 handguns
    • Approximately 30.28 grams of cocaine
    • Approximately 51.66 grams of methamphetamine
    • Approximately 8.48 grams of psychedelic mushrooms
    • Various amounts of alprazolam, amphetamine, buprenorphine, clonazepam, homatropine methylbromide hydrocodone, oxycodone, and tramadol pills, for which Gooner was unable to produce a prescription
    • Various paraphernalia to include digital scales and distribution/packaging materials

    Following the search of the home, troopers conducted a K9 scan on the Chevrolet Silverado, and a Toyota Tacoma parked on the property. Troopers discovered the Tacoma belonged to Gooner’s significant other, Carey Rust. Troopers searched both vehicles after the K9 scan positively alerted to the presence of narcotics located within the vehicles. A search of the Silverado led to the discovery of a rifle that was concealed in the trunk. A search of the Tacoma led to the discovery of five amphetamine and dextroamphetamine pills. As a result of the drugs found in the Tacoma, troopers obtained a warrant for Rust’s arrest.


    Randolph Gooner was taken to Troop 4, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 3, and committed to Sussex Correctional Institution on a $453,950 cash bond.

    Troopers Arrest Two Men for Drug Offenses and Resisting Arrest Following Pursuit in New Castle County

    Delaware State Police arrested Zion Adeduwon, 22, of Bowie, Maryland, and Bryce Jenifer, 22, of Silver Spring, Maryland, on drug charges and resisting arrest following a pursuit that took place early yesterday morning in New Castle County.

    On April 24, 2024, at approximately 1:45 a.m., a trooper patrolling the area of I-95 and the Biden Welcome Center observed a white 2020 BMW 3 series traveling northbound on I-95 with its four-way flashers on. A computer inquiry of the BMW’s Missouri registration revealed the registration was fictitious. The trooper initiated a traffic stop, however, the BMW did not stop and fled at a high rate of speed. In the ensuing pursuit, the BMW drove in a reckless manner as it traveled on multiple Wilmington area roadways. The pursuit was terminated as the BMW approached a construction zone on I-95 southbound in the area of State Route 896.  After the pursuit was terminated, troopers observed the BMW disregard the lane closure and drive into the closed lanes, where active construction was taking place. A short time later, troopers observed the BMW in the area of State Route 4 eastbound and Churchmans Road, and attempted to stop the vehicle. The BMW did not stop and continued to flee at a high rate of speed. The vehicle pursuit ultimately ended on West Newport Pike after the BMW collided with a Delaware State Police Tahoe, then went off the roadway, and crashed into a mailbox. The driver and front passenger fled from the car towards a backyard on Glenmore Drive. After a brief foot chase, the driver, identified as Zion Adeduwon, and the front passenger, identified as Bryce Jenifer, were taken into custody without incident.

    A search of Adeduwon’s person led to the discovery of $6,141 in suspected drug proceeds. A search of the BMW led to the discovery of approximately 1,498 grams of marijuana, and drug paraphernalia.

    Adeduwon and Jenifer were transported to Troop 2, where they were charged with multiple crimes.


    Adeduwon was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and released on a $5,555 unsecured bond.

    *Update – Suspect in Custody* State Police Investigate Attempted Armed Robbery at CVS in Claymont

    The Delaware State Police have identified 47-year-old Shawn Jason of Atlantic City, New Jersey, as the suspect involved in an attempted armed robbery at a CVS in Claymont last month.

    On March 8, 2024, at approximately 7:00 p.m., troopers responded to a report of an attempted armed robbery at the CVS, located at 702 Naamans Road in Claymont. A preliminary investigation revealed that an unknown black male suspect entered the store with a firearm, jumped over the pharmacy counter, and demanded drugs from the pharmacist. While the pharmacist attempted to unlock the safe, the suspect fled the store without any proceeds.

    Troop 2 Robbery Detectives in collaboration with out-of-state law enforcement agencies developed Shawn Jason as the suspect involved in the robbery and obtained a warrant for his arrest. On April 24, 2024, Jason was located and arrested in Pennsylvania, where he is now incarcerated. Upon extradition to Delaware, Jason will be charged with the crimes listed below.

    State Police Issue Gold Alert for Missing Wilmington Teen

    Delaware State Police Troop 1 is issuing a Gold Alert for 16-year-old Jahona Williams of Wilmington, Delaware. Jahona was last seen on April 24, 2024, at Mt. Pleasant High School, located at 5201 Washington Street Extension in Wilmington. Attempts to contact or locate her have been unsuccessful. There is a concern for her safety and well-being.

    Jahona is described as a black female, approximately 5’07” tall, weighing approximately 155 pounds. She was last seen wearing black tights and a black hoodie.

    Anyone with information regarding Jahona Williams’ whereabouts is asked to contact Delaware State Police Troop 1 by calling 302-761-6677, or by dialing 9-1-1. Information may also be provided by contacting Delaware Crime Stoppers at 1-800-847-3333.

    State Police Arrest Teen for Vehicle Theft in Smyrna

    Delaware State Police arrested a 17-year-old male of Townsend, Delaware, for stealing a Ford Explorer from a residence in Smyrna earlier this month.

    On April 4, 2024, at approximately 5:03 a.m., troopers responded to a residence on the 5500 block of Dupont Parkway, Smyrna, for a report of a vehicle theft. Upon arriving, troopers learned an unknown suspect stole the victim’s gray 2020 Ford Explorer from her driveway. During the investigation, troopers discovered the suspect attempted to gain entry into multiple vehicles on Dupont Parkway leading up to him stealing the victim’s unlocked Ford. The Ford was recovered on April 5, 2024, after it was found abandoned on the shoulder of Red Hill Road in Maryland by a deputy with the Cecil County Sheriff’s Office. Through investigative means, Troop 3 Property Crimes Detectives developed the 17-year-old male as the suspect involved in the vehicle theft and obtained a warrant for his arrest.

    On April 24, 2024, the 17-year-old male turned himself in at Troop 9. He was charged with the crime listed below, arraigned by Justice of the Peace Court 11, and released on a $2,000 unsecured bond.

    Troop 2 Collision Reconstruction Unit Investigating Fatal Pedestrian Hit-and-Run Crash in Newark

    The Delaware State Police continues to investigate a Newark area hit-and-run crash that occurred last week after the 53-year-old pedestrian died from injuries sustained in the crash.

    On April 16, 2024, at approximately 8:16 a.m., a pedestrian was walking eastbound across the crosswalk on Kingston Road, at the intersection with East Chestnut Hill Road. At the same time, an unknown vehicle traveling westbound on East Chestnut Hill Road made a right turn onto northbound Kingston Road and struck the pedestrian. The striking vehicle did not remain at the scene and fled in an unknown direction.

    The pedestrian, a 53-year-old man from Newark, Delaware, was taken by ambulance to an area hospital, where he was admitted for life-threatening injuries. On April 23, 2024, he died from injuries sustained in the crash. His name is being withheld until his family and relatives are notified.

    The make and model of the striking vehicle are unknown.

    State Police Arrest Man for Felony Assault at Delaware Park Casino

    Delaware State Police arrested 28-year-old Tavon White of Newark, Delaware, for a felony assault that occurred early Friday morning at Delaware Park Casino in Wilmington.

    On April 19, 2024, at approximately 2:30 a.m., troopers responded to a report of a fight at Delaware Park Casino, located at 777 Delaware Park Boulevard in Wilmington. Upon arriving, troopers made contact with the victim, and the suspect, identified as Tavon White, who were no longer fighting. During the investigation, troopers discovered White got into an argument with the victim after losing a poker game. The argument escalated into a physical altercation after White began punching the victim in the face. White and the victim proceeded to fight, until they were separated after they knocked over a poker table. The victim, an adult man whose identity will not be disclosed, was transported to an area hospital for serious injuries.

    White was not injured and was taken into custody without incident. He was transported to Troop 2, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $10,500 cash bond.

    State Police Arrest Man for Series of Shopliftings from Wilmington Target

    Delaware State Police arrested 40-year-old Bryan Gray of New Castle, Delaware, for a series of shopliftings from a Wilmington area Target that began last month.

    Between March 25, 2024, and April 19, 2024, troopers investigated several shopliftings of a similar nature from the Target located at 3240 Kirkwood Highway in Wilmington. In each shoplifting, an unknown white male suspect shoplifted skincare and cosmetic products from the business. On April 22, 2024, a trooper was at Target conducting an unrelated investigation when he was notified by a Target employee that the white male suspect from the previous shopliftings was in the store and concealing cosmetic products. The trooper made contact with the suspect, identified as Bryan Gray, as he was exiting the business and took him into custody without incident. A search of Gray’s person led to the discovery of several unpaid cosmetic products that were concealed in his pants.

    Troopers identified Gray as the suspect responsible for 5 shopliftings that spanned a little under one month and totaled over $8,200 worth of stolen merchandise. Gray was taken to Troop 2, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $6,000 secured bond.

    Troopers Arrest Man for Aggravated Menacing with Knife in Bear

    Delaware State Police arrested 43-year-old Yonghua Xu of Bear, Delaware, for aggravated menacing with a knife Wednesday morning in Bear.

    On April 17, 2024, at approximately 11:06 a.m., troopers responded to a report of an aggravated menacing at the News Journal Company located at 139 Rickey Boulevard in Bear. Upon arriving, troopers learned the suspect, identified as Yonghua Xu, and the victim work in the same shopping center and have had conflicts in the past. On Wednesday, Xu blocked the victim’s vehicle with his van as the victim was trying to leave the parking space. The victim got out of his vehicle to confront Xu, and saw Xu holding an unfolded pocketknife. The victim backed away as Xu got out of his vehicle and walked towards the victim with the knife in his hand. Xu then returned to his van and fled in an unknown direction. A short time later, Xu returned to the parking lot while troopers were at the scene investigating and was taken into custody without incident.

    Xu was taken to Troop 2, where he was charged with crimes listed below, arraigned by Justice of the Peace Court 11, and released after posting a $66,000 cash bond.

    Troopers Arrest Man for DUI, Drug, and Weapon Charges Following Crash Investigation

    Delaware State Police arrested 46-year-old Richard Butcher of Smyrna, Delaware, for DUI, drug, and weapon charges following a crash investigation in Hartly early Wednesday morning.

    On April 17, 2024, at approximately 12:41 a.m., troopers responded to the Dover Scrap Yard located at 3221 Hartly Road, Hartly, for a single-vehicle crash. Upon arriving, troopers learned a silver 2019 Volkswagen Tiguan with Delaware registration veered off the roadway and struck a tree. Troopers further learned EMS initially found the operator and sole occupant of the Volkswagen, identified as Richard Butcher, unconscious in the driver’s seat from an apparent drug overdose. Butcher became responsive after EMS administered Narcan and was subsequently transported to an area hospital for medical treatment. Troopers conducted a search of the Volkswagen, which led to the discovery of 8 blue wax papers containing approximately 0.056 grams of heroin, 1 small clear bag containing approximately 5.98 grams of cocaine that was found on the dashboard, 1 small clear bag containing approximately 0.70 grams of cocaine that was found near the gas pedal, and one 9mm magazine loaded with 12 rounds of ammunition that was found in the center console.

    A computer inquiry revealed Butcher’s driver’s license is suspended/revoked, and he is prohibited from possessing ammunition due to being a convicted felon. After being discharged from the hospital, Butcher was taken to Troop 3, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and released on his own recognizance.

    Delaware State Police arrested 55-year-old Jane Fencer of Townsend, Delaware, for making several fraudulent credit card purchases through her Middletown-based travel agency, Wanderlust Tours and Travel.

    On January 26, 2024, troopers were dispatched to a report of multiple unauthorized credit card purchases made through Wanderlust Tours and Travel, located at 717 South Cox Street in Middletown. Troopers learned that in December 2023 the travel agency’s owner, identified as Jane Fencer, used a former customer’s credit card for over $19,000 worth of unauthorized purchases. During the investigation, Troop 2 Criminal Investigations Detectives discovered additional former customers of Fencer’s travel agency with unauthorized purchases made by Fencer on their credit cards. Detectives obtained a warrant for Fencer’s arrest.

    On April 19, 2024, Fencer turned herself in at Troop 2, where she was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and released on her own recognizance.

    Delaware State Police arrested 66-year-old Henry Williams, of Bridgeville, Delaware, for selling a stolen car following a vehicle theft investigation that began last week in Bridgeville.

    On April 12, 2024, at approximately 11:32 a.m., troopers investigated a report of a vehicle theft from a property on the 4600 block of Dublin Hill Road in Bridgeville. Troopers learned the victim’s gray 2004 Ford Taurus had been parked on his friend’s property with the friend’s permission since 2021. On April 11, 2024, the victim observed the car was no longer on the property, and his friend, identified as Henry Williams, was unable to provide the whereabouts of the car. Through investigative means, Troop 4 Criminal Investigations Detectives discovered Williams falsely claimed to be the owner of the Taurus and sold it to a car dealer in Laurel on April 10, 2024. Subsequently, detectives obtained a warrant for Williams’ arrest.

    On April 17, 2024, Williams turned himself in at Troop 5, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and released on his own recognizance.

    Delaware State Police arrested 29-year-old Nyejierra Drummond of Wilmington, Delaware, for an armed robbery that occurred last week at a Kohl’s in Wilmington.

    On April 9, 2024, at approximately 11:37 a.m., troopers responded to Kohl’s, located at 4437 Kirkwood Highway, Wilmington, for a report of a robbery. The preliminary investigation revealed a Kohl’s employee approached a black female suspect that he recognized from previous shopliftings. The suspect began walking out of the store as the employee approached her. Once outside, the suspect turned around, pulled out a handgun from her purse, and threatened to kill the employee. The suspect then walked back into the store, stole over $1,300 worth of merchandise, and fled in an unknown direction.

    Through investigative means and with the assistance of Delaware Probation and Parole, Delaware State Police Troop 2 Robbery Detectives developed probationer Nyejierra Drummond as the suspect involved in the robbery and obtained a warrant for her arrest. On April 15, 2024, Drummond was taken into custody without incident by Probation and Parole and transported to Troop 2. Drummond was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Delores J. Baylor Womens Correctional Institution on a $66,000 cash bond.

    Delaware State Police arrested 22-year-old Robert Coombes of Dover, Delaware, for felony gun charges following a traffic stop on Saturday afternoon in Dover.

    On April 6, 2024, at approximately 5:57 p.m., a trooper on patrol observed a white Volkswagen Jetta traveling at a high rate of speed on West Lebanon Road in the area of South State Street in Dover. A computer inquiry of the Jetta’s Delaware registration revealed it was expired. The trooper conducted a traffic stop, and made contact with the driver, identified as Robert Coombes. Troopers observed two black handgun magazines in plain view inside the Jetta, and a subsequent probable cause search of the car led to the discovery of a green Polymer 80 ghost gun concealed under the driver’s seat, 102 rounds of ammunition, and 3 handgun magazines (pictured below). Coombes was taken into custody without incident. A computer inquiry revealed Coombes does not have a concealed carry permit.

    Detectives Investigating Home Invasion in Laurel

    The Delaware State Police are investigating a home invasion that occurred early yesterday morning in Laurel.

    On April 6, 2024, at approximately 12:32 a.m., troopers responded to a residence on the 6900 block of Sharptown Road in Laurel for a report of a home invasion. The preliminary investigation revealed approximately five male suspects broke into the home, which was occupied by two teenagers. The suspects ransacked the home and fled with an undisclosed amount of property.

    No one in the home was injured. The suspects are described as approximately five masked and armed black males. Surveillance images and video are not yet available.

    The Troop 4 Major Crimes Unit is investigating this incident. Detectives are asking for anyone with information regarding this case to contact Detective D. Hickman by calling 302-752-3856.     The Delaware State Police are investigating a shooting that occurred on Farmington Road in Harrington on Friday night.

    On April 5, 2024, at approximately 9:43 p.m., troopers responded to a residence on Farmington Road in Harrington for a report of shots fired. The preliminary investigation revealed the home and an unoccupied sedan in the driveway were struck by gunfire. There was one adult in the home at the time of the shooting, and he was not injured. Troopers recovered numerous shell casings at the scene.

    Suspect or suspect vehicle descriptions are unknown at this time. Surveillance video and images are not yet available.

    Troopers Arrest Man for Drug Offenses and Resisting Arrest Following Traffic Stop in Dover

    Delaware State Police arrested 34-year-old George Brinkley of Dover, Delaware, for multiple drug offenses and resisting arrest following a traffic stop in Dover early this morning.

    On April 6, 2024, at approximately 1:51 a.m., a trooper on patrol observed a white 2022 Chrysler Pacifica with Oklahoma registration traveling on President Drive in the area of Bay Road, Dover, at a high rate of speed. As the trooper traveled behind the Pacifica, he observed it fail to maintain its lane as it continued to travel at a high rate of speed. The trooper initiated a traffic stop as the Pacifica came to a stop in a residential driveway on President Drive. A black male driver and a black male passenger exited the van and began walking into the residence. The driver, later identified as George Brinkley, disregarded the trooper’s verbal commands to stop and attempted to close the residence’s door on the trooper. Brinkley then ran out of the residence and fled on foot eastbound on President Drive. After a brief foot pursuit, Brinkley was taken into custody without incident. A search of Brinkley’s person led to the discovery of $2,570 in his back pocket. Troopers subsequently conducted a search of the Pacifica, and discovered approximately 0.714 grams of heroin packaged in 102 baggies, approximately 17.9 grams of marijuana in a clear baggie, two MDMA pills, and one cyclobenzaprine hydrochloride pill.

    A computer inquiry of Brinkley revealed his license is suspended. Brinkley was taken to Troop 3, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and released on a $12,552 unsecured bond.

    Detectives Arrest Pair for Apple Product Thefts from Vehicles in New Castle County

    Delaware State Police arrested Cesar Alzate-Valencia, 37, of Elmhurst, New York, and Lina Martinez-Aristizabal, 31, of Corona, New York, for multiple Apple product thefts from vehicles that occurred in New Castle County.

    Earlier this year, troopers investigated a theft from a vehicle at various locations throughout New Castle County on the following dates: January 17, 2024, January 27, 2024, and February 26, 2024. In each incident, the victims had just purchased Apple electronic products from the Apple store located inside the Christiana Mall at 125 Christiana Mall, Newark. The victims were then followed by the unknown suspects as they drove from the Christiana Mall to their next destination. Once the victims’ vehicle was unoccupied at the new destination, an unknown Hispanic male suspect gained access into the victims’ vehicle by using a pry bar-like tool to shatter one of the vehicle’s windows. After gaining access, the suspect stole the Apple products and fled in a different suspect vehicle for each incident.

    Through investigative means, Troop 2 Criminal Investigations Detectives identified one of the suspect vehicles as a 2010 black Nissan Rogue with Mississippi registration. On April 1, 2024, detectives were notified the Nissan was parked at the Christiana Mall and conducted a traffic stop on the SUV. Troopers made contact with the driver, identified as Cesar Alzate-Valencia, and the passenger, identified as Lina Martinez-Aristizabal. Detectives further identified Alzate-Valencia as the unknown Hispanic male suspect involved in all three theft incidents, and Martinez-Aristizabal as the unknown Hispanic female suspect involved in the theft on February 26, 2024.

    Both were taken into custody without incident and transported to Troop 2, where they were charged with multiple crimes.


    Alzate-Valencia was charged with the offenses listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $16,500 secured bond.

    Troopers Arrest Teen Found in Stolen Durango for Multiple Felony Gun Charges

    Delaware State Police arrested a 17-year-old male of Middletown, Delaware, for multiple felony gun charges following a foot pursuit after he was found in a stolen Dodge Durango yesterday morning in Middletown.

    On April 4, 2024, at approximately 9:49 a.m., troopers responded to the Wawa located at 2398 Dupont Parkway, Middletown, for a report of a stolen 2023 black Dodge Durango with Florida registration in the parking lot. Upon arriving, troopers located the Durango in the parking lot, and observed two unknown black male suspects exit the stolen SUV and flee on foot. The driver fled through a field towards the back of the Wawa and the passenger attempted to return to the stolen SUV before he ran west across US Route 13 northbound towards a wood line. Delaware State Police Aviation Trooper 4 conducted a search of the area for the suspects, and successfully located the passenger (pictured above) hiding near a wood line in a backyard on Jane Court. As ground troopers approached, the suspect jumped over a fence into another backyard, where he was ultimately taken into custody after a brief pursuit. The suspect was identified as a 17-year-old male.

    The driver of the stolen SUV was last seen jumping over a barbed wire fence. He has not been identified and remains at large. He is described as a black male wearing all black. The suspect is possibly armed. During the foot pursuit with the driver, a trooper sustained a serious injury to his upper extremity. The trooper was taken to area hospital, where he was treated and released.

    A computer inquiry of the Durango’s registration confirmed it was reported as stolen within the jurisdiction of West Manchester Township Police Department (Pennsylvania). A search of the Durango led to the discovery of a Polymer 80 ghost gun loaded with 17 rounds of ammunition, an extended magazine containing an additional 18 rounds of ammunition, 19 Oxycodone pills, and approximately 2.57 grams of marijuana.

    The 17-year-old suspect was taken to Troop 9, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and committed to the New Castle County Detention Center on a $28,100 secured bond.

    Delaware State Police arrested 54-year-old Mark Coney of Wilmington, Delaware, for a shoplifting turned robbery that occurred Tuesday afternoon at a Wilmington area Family Dollar.

    On April 2, 2024, at approximately 12:45 p.m., troopers responded to the Family Dollar located at 1311 Newport Gap Pike, Wilmington, for a report of a robbery. The preliminary investigation revealed an unknown black male suspect was confronted by Family Dollar employees for concealing items in his jacket. The suspect became aggressive, and a physical altercation ensued before the suspect fled from the store. Once outside, the suspect retrieved a baseball bat from his black four-door sedan and reapproached the store. He then threatened employees with the bat and placed it between the front doors to prevent employees from closing them. After the employees were able to close and lock the front doors, the suspect fled in his sedan in an unknown direction.

    Through investigative means, Delaware State Police Troop 2 Robbery Detectives developed Mark Coney as the suspect involved in the robbery and identified the suspect vehicle as a black Chevrolet four-door sedan. On April 4, 2024, detectives observed Coney operating the Chevrolet in Wilmington, and conducted a traffic stop. Coney was subsequently taken into custody without incident and transported to Troop 2. Coney was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $32,000 cash bond.

    Detectives Seek Public’s Assistance with Road Rage Assault Investigation in Middletown

    The Delaware State Police are investigating and seeking witnesses for an assault stemming from a road rage incident that occurred Sunday morning on Route 13 in Middletown.

    On March 31, 2024, at approximately 9:31 a.m., troopers responded to an area hospital and made contact with an injured 19-year-old victim from a road rage incident that occurred on Route 13 northbound at Port Penn Road. The preliminary investigation revealed the victim was traveling in an orange Kia Forte on Route 13 in the area of Boyds Corner Road in Middletown, when she was involved in a road rage incident with a silver Jeep Cherokee. After both vehicles came to a stop on Route 13’s left turn lane for Route 1 northbound at Port Penn Road, an unknown male suspect exited the Jeep and approached the victim’s vehicle. The victim’s friend, who was stopped in a blue Nissan Rogue also in the left turn lane a few cars ahead, exited her vehicle as she saw the suspect approaching. The victim exited her vehicle, and a physical altercation ensued between the victim, the victim’s friend, and the suspect. The altercation ended after the victim pushed the suspect while he choked her, which led to the suspect falling into the guardrail. The victim then fled in her vehicle, at which point she noticed she was bleeding, but does not recall how or when she sustained the cut to her upper arm.

    The suspect is described as an older white male, approximately 5’9″, with a slender build and a long gray beard that reached the top of his chest. The suspect is possibly armed with a black, flip-open style pocketknife. The suspect was wearing a red/white trucker style hat, a red/black long sleeve flannel shirt over a white t-shirt, blue jeans, and black cowboy boots. The suspect’s vehicle (stock image pictured below) is a silver Jeep Cherokee with a hard white registration plate.

    State Police Investigating Fatal Motorcycle Crash in New Castle

    The Delaware State Police are investigating a fatal motorcycle crash that occurred last night in New Castle that left one man dead.

    On April 4, 2024, at approximately 8:03 p.m., a black Harley Davidson motorcycle was traveling southbound on South Dupont Highway from Frenchtown Road in the middle right lane at an apparent high rate of speed with no lights on. At the same time, a gray 2018 Mazda 3 was turning from the northbound lanes of S. Dupont Highway into the private parking lot of the Wawa located at 117 S. Dupont Highway. As the Mazda was crossing the 4 southbound lanes of travel for S. Dupont Highway, it was struck on the right side by the Harley Davidson. As a result, the motorcyclist was ejected from the motorcycle and came to rest in the right lane.

    The motorcyclist, a 33-year-old man from New Castle, Delaware, was transported to an area hospital, where he died. His name is being withheld until his family and relatives are notified.

    The operator of the Mazda, a 16-year-old female from New Castle, Delaware, was not injured.

    The roadway was closed for approximately 3.5 hours while the investigators examined the scene and cleared the roadway.

    State Police Arrest Fugitive for Several Felonies throughout New Castle County

    Delaware State Police arrested 33-year-old Moses Warren of Newark, Delaware, for multiple felonies, including attempted robbery, burglary, and theft from several businesses throughout New Castle County.

    On January 22, 2024, troopers responded to the Royal Farms located at 865 Old Baltimore Pike, Newark, for a report of an attempted shoplifting of cigarettes. Through investigative means, troopers identified the suspect as Moses Warren and obtained a warrant for his arrest. However, troopers were unable to locate Warren. Between March 14, 2024, and March 20, 2024, troopers investigated five incidents involving Warren as the suspect who stole from Rite Aid, Walgreens, Royal Farms, and Wawa. After each incident, troopers obtained a warrant for Warren’s arrest and attempted to locate him. On March 25, 2024, troopers investigated a report of a burglary at the BP gas station located at 1 Jay Drive, New Castle. During the investigation, troopers learned a black male suspect and a white male suspect broke into the BP gas station during the overnight hours and stole nearly $2,000 worth of tobacco products. Troopers recognized the black male suspect as Warren and obtained a warrant for his arrest. Troopers continued their attempts to locate Warren. On March 27, 2024, Warren committed two additional shopliftings from two separate Wawa locations in New Castle County. On March 31, 2024, troopers investigated a report of an attempted robbery at the Royal Farms located at 865 Old Baltimore Pike, Newark, in which Warren engaged in a physical altercation with a Royal Farms employee while attempting to steal cigarettes. Additionally, on April 1, 2024, Warren shoplifted from the Rite Aid located at 2034 New Castle Avenue, New Castle.

    Warren had warrants for his arrest for the crimes above and for two capiases issued by the New Castle County Court of Common Pleas. On April 2, 2024, the Troop 2 Criminal Investigations Unit with the assistance of Troop 2 Patrol, New Castle County Governor’s Task Force, and the Troop 2 Drug Unit, located Warren in an abandoned building in Wilmington and took him into custody without incident.

    Warren was taken to Troop 2, where he was charged with the below crimes, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $21,000 secured bond.

    16-Year-Old Arrested for Felony Charges After Using Taser During Fight at Glasgow High School

    Delaware State Police arrested a 16-year-old student from Newark, Delaware, for multiple felony charges after using a taser during a fight that occurred at Glasgow High School last week.

    On March 26, 2024, the Delaware State Police School Resource Officer assigned to Glasgow High School located at 1901 S. College Avenue, Newark, was notified of a fight that occurred on the morning of March 25, 2024. The investigation revealed a 16-year-old student and two 15-year-old students were involved in a verbal altercation. The altercation escalated to a physical fight after the 16-year-old student removed a black taser from his pocket and walked toward the two 15-year-olds with the device activated. During the fight, the 16-year-old student used the taser on both of the 15-year-old students. School staff separated the students and the constable secured the taser.

    The School Resource Officer obtained a warrant for the 16-year-old student. On March 28, 2024, the 16-year-old turned himself in at Troop 2, where he was charged with multiple crimes. Troopers continue to investigate this incident and charges are pending for the two 15-year-olds.


    The 16-year-old was charged with the offenses listed below, arraigned by New Castle County Family Court and released to a guardian on a $13,250 unsecured bond.

    State Police Arrest Pair for Series of Parcel Thefts in New Castle County

    Delaware State Police arrested 34-year-old Kevin Grove and 31-year-old Kimberly King, both from Elkton, Maryland, on Sunday night for a series of parcel thefts that occurred between January and March in New Castle County.

    Between January 2, 2024, and March 25, 2024, troopers investigated 18 thefts in which a white male suspect and a white female suspect stole parcels from several businesses throughout New Castle County. The investigation revealed the suspects alternated between a Chevrolet Equinox and a GMC Yukon, both with fictitious registrations, for the thefts. Through investigative means, the suspects involved in the thefts were identified as Kevin Grove and Kimberly King.

    On March 31, 2024, at approximately 10:50 p.m., a trooper observed a GMC Yukon with Delaware registration pulling into the parking lot of Delaware Park located at 777 Delaware Park Boulevard in Wilmington. The trooper noted the SUV matched the description of one of the suspect vehicles involved in several parcel thefts in New Castle County over the last three months. The trooper observed a white male and a white female exit the SUV and enter the casino. The trooper conducted a computer inquiry of the Yukon and discovered the registration was fictitious. Shortly after the pair entered the casino, Delaware Park Security notified the trooper that the pair were observed exiting the casino towards a different parking lot and last seen running into a wooded area. The trooper and his K9 partner conducted a track into the wooded area, and the pair, identified as Grove and King, were taken into custody without incident.

    Grove and King were taken to Troop 2, where they were charged with multiple crimes.


    Grove was charged with the offenses listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $49,328.28 secured bond.

    The Delaware State Police are investigating a robbery stemming from a shoplifting that occurred yesterday afternoon at Ulta Beauty in Newark.

    On March 28, 2024, at approximately 5:53 p.m., troopers responded to a report of a robbery at the Ulta Beauty located at 2130 Fashion Center Boulevard in Newark. The preliminary investigation revealed two females requested assistance from an Ulta Beauty employee with products in a locked display case. After the employee unlocked the case, one of the suspects pushed the employee and hit her in the face with her arm. The suspects then placed several products in a bag and fled on foot with the unpaid merchandise. Responding troopers searched the area for the suspects, but were unable to locate them. The employee sustained a minor injury.

    The suspects are described as black females. As of now, surveillance video and images of the suspects are not available.

    The Delaware State Police are investigating a fatal pedestrian crash that occurred last night in New Castle that left one woman dead.

    On March 28, 2024, at approximately 7:45 p.m., two pedestrians began walking across the northbound lanes of New Castle Avenue from the Super Fuel located at 3006 New Castle Avenue. The male pedestrian continued in a westerly direction as the female pedestrian began walking in a northwesterly direction. At the same time, a silver 2012 Nissan Altima was traveling in the left northbound lane of New Castle Avenue, north of West Avenue. For unknown reasons, the female pedestrian stops in the roadway as the Nissan approaches while the male pedestrian jogs to the median. As a result, the front of the Nissan struck the female pedestrian in the left lane.

    The pedestrian, a 56-year-old woman from New Castle, Delaware, was transported to an area hospital, where she died. Her name is being withheld until her family and relatives are notified.

    The driver of the Nissan, a 56-year-old man from Wilmington, Delaware, was not injured.

    The roadway was closed for approximately 2.5 hours while the investigators examined the scene and cleared the roadway.

    Delaware State Police arrested 38-year-old Marvin Hill of Wilmington, Delaware, for an armed robbery that occurred on Saturday night at a Wilmington area 7-11.

    On March 23, 2024, at approximately 6:58 p.m., troopers responded to a report of an armed robbery at the 7-Eleven located at 298 South Maryland Avenue in Wilmington. A preliminary investigation revealed a masked black male suspect walked behind the front counter and pointed a handgun at employees while demanding money from the cash registers. The employees complied and the suspect fled on foot with an undisclosed amount of cash.

    Through investigative means, Delaware State Police Troop 2 Robbery Detectives developed Marvin Hill as the suspect involved in the robbery. On March 27, 2024, Hill was taken into custody at his residence without incident. He was transported to Troop 2, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $186,000 cash bond.

    Riquan is described as a slim black male, approximately 6’01” tall, weighing approximately 175 pounds. His left hand is permanently closed in a fist due to an accident. He has a flame tattooed on his neck and “Quan” on his right forearm. He was last seen wearing a blue coat, blue sweatpants, black sneakers, and a black zip up hoodie. He is known to frequent the area of Canby Park Shopping Center on Maryland Avenue.

    Troopers Arrest Wilmington Man for Felony Drug Offenses Following Traffic Stop on I-95

    Delaware State Police arrested 27-year-old Demetre Dale of Wilmington, Delaware, for felony drug offenses following a traffic stop on I-95 in Newark on Monday afternoon.

    On March 18, 2024, at approximately 12:06 p.m., a trooper on patrol on I-95 northbound in the area of State Route 7 in Newark, observed a dark grey Honda Accord with Delaware registration traveling over 90 MPH in an area with a posted speed limit of 65 MPH. As the trooper traveled behind the Honda, he observed it commit several additional traffic violations as it continued northbound on I-95. The trooper conducted a traffic stop and made contact with the driver of the Honda, identified as Demetre Dale. A computer inquiry of Dale’s license revealed he had a capias for his arrest issued by the Newark Alderman’s Court 40. Dale was subsequently taken into custody without incident. A search of Dale’s person led to the discovery of $655 in suspected drug dealing proceeds, and a plastic bag containing the following:

    • Approximately 0.56 grams of heroin packaged in 80 plastic baggies
    • Approximately 10.8 grams of crack cocaine
    • Approximately 12 doses of suspected MDMA in a clear plastic tube

    The trooper then searched the Honda and recovered a digital scale from the center console. Dale was taken to Troop 2, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $46,650 secured bond.

    Delaware State Police arrested 43-year-old Roslyn Washington of Philadelphia, Pennsylvania, for felony shoplifting charges yesterday morning at Ulta Beauty in Wilmington.

    On March 19, 2024, at approximately 10:43 a.m., a trooper responded to the Ulta Beauty located at 4803 Concord Pike, Wilmington, for a report of a black female suspect wearing black pants and a black puffy jacket shoplifting. Ulta Beauty employees recognized the suspect from previous shopliftings at their location and locations in Maryland, Pennsylvania, and New Jersey. Upon arriving, the trooper observed a black female, whose clothing matched the description for the suspect, exiting the business. The trooper made contact with the woman and observed multiple large bulges under her clothing. The suspect, identified as Roslyn Washington, was questioned about the bulges, which led to her removing over 50 stolen items that were concealed under her clothes. Washington was subsequently taken into custody without incident. The merchandise, which was valued at over $2,000, was returned to Ulta Beauty.

    Washington was taken to Troop 1, where she was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Delores J. Baylor Womens Correctional Institution on a $5,000 secured bond.

    On March 10, 2024, at approximately 10:12 p.m., troopers responded to a report of an armed robbery at Pat’s Pizza located at 1815 Philadelphia Pike in Wilmington. A preliminary investigation revealed a black male suspect armed with a handgun approached an employee as he was locking up and demanded the employee provide him with money from the business. As the employee complied, the suspect pulled the landline telephone wire out from the wall and stole the employee’s cell phone. The suspect then fled southbound on Philadelphia Pike with an undisclosed amount of cash and the employee’s cell phone.

    Through investigative means, Delaware State Police Troop 2 Robbery Detectives developed Nigel Sykes as the suspect involved in the robbery and obtained a warrant for his arrest. On March 19, 2024, Sykes was taken into custody at the Plummer Center located at 38 Todds Lane, Wilmington. Sykes was transported to Troop 2, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $106,000 cash bond.

    Delaware State Police arrested 25-year-old Najee McNeil of New Castle, Delaware, for multiple offenses following a pursuit in a stolen Ford F-150 on Monday morning in Bear.

    On March 18, 2024, at approximately 11:34 a.m., a trooper on patrol responded to the area of Bear Christiana Road and Newton Road in Bear for a report of a stolen silver Ford F-150 traveling through the area. While canvassing the area, the trooper observed the stolen pickup truck turning onto eastbound Songsmith Drive and traveling towards Bear Christiana Road. The trooper initiated a traffic stop, which the Ford disregarded as it fled at a high rate of speed southbound on Bear Christiana Road towards Pulaski Highway. In the ensuing pursuit, the Ford continued to travel in a reckless manner as it fled westbound on Pulaski Highway. After the Ford turned into a neighborhood, the suspect abandoned the truck on Linn Court and fled on foot. Troopers and New Castle County Police Officers canvassed the area for the suspect and successfully located him in front of a residence on Rawlings Drive. The suspect, identified as Najee McNeil, was taken into custody without incident. A search of McNeil’s person led to the discovery of the stolen Ford’s key, approximately 1.8 grams of marijuana, and drug paraphernalia.

    A computer inquiry was conducted and revealed McNeil does not have a valid drivers license. McNeil was taken to Troop 2, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and released on a $9,500 unsecured bond.

    State Police Arrest Trio for Organized Retail Theft from Multiple Rehoboth Beach Outlets

    Delaware State Police arrested 44-year-old Oscar Mosquera from New York, New York, 48-year-old Alex Toro-Londono from Elmhurst, New York, and 28-year-old Dagoberto Vargas-Hernandez from Corona, New York, for organized retail theft following a series of shopliftings from multiple Rehoboth Beach outlets Saturday evening.

    On March 16, 2024, at approximately 6:39 p.m., a trooper on patrol observed a white Honda Odyssey tailgating another vehicle as it was traveling northbound on Coastal Highway in the area of Wilkins Road in Milford. The trooper conducted a traffic stop and made contact with the driver, identified as Oscar Mosquera, the front passenger, identified as Alex Toro-Londono, and the rear passenger, identified as Dagoberto Vargas-Hernandez. During the traffic stop, Mosquera was unable to provide any proof of insurance for the Honda and a computer inquiry of Mosquera revealed he had a warrant for his arrest issued by the Hudson County Sheriff’s Office in New Jersey. Mosquera was subsequently taken into custody without incident. An inventory search of the Honda was conducted, which led to the discovery of several tools commonly used for shoplifting, and over $20,000 worth of stolen merchandise from Victoria’s Secret, Brooks Brothers, Claire’s, Nike, and The Fragrance Outlet.

    No receipts were located in the Honda and none of the men could provide proof of purchase for the merchandise, many of which still had security tags. After Toro-Londono and Vargas-Hernandez were taken into custody, troopers located a counterfeit $100 bill in Vargas-Hernandez’s pocket. All three suspects were taken to Troop 7, where they were charged with multiple crimes.


    Mosquera was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $4,070 cash bond.

    Troopers Arrest Bethel Man for 6th Offense DUI in Laurel

    Delaware State Police arrested 58-year-old Wade Bowersox of Bethel, Delaware, for a 6th offense felony DUI early Friday morning in Laurel.

    On March 15, 2024, at approximately 12:32 a.m., a trooper on patrol observed a red Ford F-250 fail to maintain its lane as it was traveling westbound on County Seat Highway, west of Sussex Highway in Laurel. The trooper observed the Ford commit several additional traffic violations, and conducted a traffic stop. Upon making contact with the driver, identified as Wade Bowersox, the trooper observed multiple signs of impairment. The trooper administered Standardized Field Sobriety Tests and Bowersox was subsequently taken into custody without incident for driving under the influence.

    A computer inquiry revealed Bowersox had five prior DUI-related convictions. Bowersox was transported to Troop 5, where he was charged with the below crimes, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $6,503 cash bond.

    Troopers Arrest Dover Man for Multiple Drug Offenses Following Pursuit

    Delaware State Police arrested 46-year-old Devin Glover of Dover, Delaware, for felony drug offenses following a pursuit in Dover on Friday night.

    On March 15, 2024, at approximately 10:28 p.m., a trooper on patrol observed a black Jeep Grand Cherokee with no headlights or taillights illuminated as it was traveling eastbound on President Drive in the area of Capitol Park in Dover. The trooper initiated a traffic stop, at which point the Jeep began speeding. In the ensuing pursuit, the Jeep continued to drive in a reckless manner as it fled on N. Governors Boulevard, where it came to a stop after driving off the roadway and striking the corner of a residence. The driver, later identified as Devin Glover, then fled on foot while disregarding all verbal commands to stop. After a brief foot pursuit, Glover was taken into custody without incident. A search of Glover and the Jeep led to the discovery of approximately 153.02 grams of marijuana, approximately 7.62 grams of crack cocaine, approximately 1.48 grams of psilocybin/”mushrooms,” approximately 0.7 grams of MDMA, and $323 in suspected drug dealing proceeds.

    The home was occupied when it was struck by the Jeep, however the resident was not injured.

    A computer inquiry revealed Glover has a suspended drivers license and a capias for his arrest issued by Justice of the Peace Court 3. Glover was taken to Troop 3, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 7, and released after posting a $1,202 secured bond.

    State Police Investigating Fatal Crash on I-495

    The Delaware State Police are investigating a fatal crash that occurred early this morning on I-495 in Wilmington that left one man dead.

    On March 16, 2024, at approximately 2:34 a.m., a 1998 green Honda Accord was traveling behind a Bobtail tractor in the right northbound lane of I-495 on the downward slope of the Christina River Bridge. For reasons under investigation, the green Honda rear-ended the Bobtail tractor and came to rest partially on the shoulder and partially in the right lane. A short time later, a black 2018 Honda Accord was traveling in the right northbound lane of I-495 approaching the unoccupied and disabled green Honda. The front of the black Honda struck the rear of the green Honda. As a result, the driver of the black Honda was ejected from his vehicle and came to rest in the middle lane of I-495. The black Honda continued traveling in a northern direction until it came to rest on the right shoulder, where it became fully engulfed by fire. Due to the collision, the green Honda was pushed forward and came to rest in the middle lane.

    The driver of the black Honda, a 26-year-old man from Newark, Delaware, was pronounced dead at the scene. His name is being withheld until his family and relatives are notified.

    The driver of the green Honda, a 25-year-old man from Wilmington, Delaware, was walking back to his vehicle after making contact with the driver of the tractor at the time of the second collision.

    The roadway was closed for approximately 4 hours while the investigators examined the scene and cleared the roadway.

    The Delaware State Police continues to investigate a Dover area crash that occurred on March 3, 2024, after 85-year-old Joyce Henry of Dover, Delaware, died from injuries sustained in the crash.

    On March 3, 2024, at approximately 8:26 p.m., a 2004 Toyota Corolla was traveling northbound on N. Dupont Highway, north of Rose Bowl Road. The Toyota pulled into the crossover between the northbound and southbound lanes of N. Dupont Highway at the entrance for Pinewood Acres. At the same time, a 2006 BMW 325 was traveling in the left southbound lane on N. Dupont Highway, north of the entrance to Pinewood Acres. For reasons under investigation, the Toyota attempted to cross the southbound lanes of N. Dupont Highway in the BMW’s path of travel. As a result, the BMW struck the Toyota in the left southbound lane of N. Dupont Highway.

    The driver of the Toyota, identified as Joyce Henry, was flown to an area trauma hospital, where she was admitted for life-threatening injuries. On March 15, 2024, she died from injuries sustained in the crash.

    The driver of the BMW, a 20-year-old man from Dover, Delaware, and the passenger, a 17-year-old female, were taken by ambulance to an area hospital, for non life-threatening injuries.

    The roadway was closed for approximately 3 hours while the scene was investigated and cleared.

    State Police Issue Gold Alert for Missing Dover Woman

    Delaware State Police Troop 9 is issuing a Gold Alert for 18-year-old Isabella Twardus of Dover, Delaware. Isabella was last seen at her residence on March 13, 2024. Attempts to contact or locate Isabella have been unsuccessful, and there is a concern for her safety and well-being.

    Isabella is described as a white female, approximately 5’06” tall, weighing approximately 165 pounds with blonde hair and green eyes. She was last seen wearing a red crop top, blue jeans, black and pink high top shoes, and carrying a light blue backpack. She left her residence on foot and may be headed to the Cheswold area.

    Anyone with information regarding Isabella Twardus’s whereabouts is asked to contact Delaware State Police Troop 9 by calling 302-378-5749, or by dialing 9-1-1. Information may also be provided by contacting Delaware Crime Stoppers at 1-800-847-3333.

  • State Police Investigating Fatal Motorcycle Crash in Stanton

    State Police Investigating Fatal Motorcycle Crash in Stanton

    The Delaware State Police are investigating a fatal motorcycle crash that occurred Wednesday afternoon in Stanton that left one man dead.

    On March 13, 2024, at approximately 3:58 p.m., a white 2024 GMC Sierra that was pulling an empty EBY horse trailer, was traveling southbound on Limestone Road, approaching the intersection with Tarry Lane. Once at the intersection, the GMC came to a stop in the left turn lane. When the traffic signal indicated a green left arrow, the GMC entered the intersection and proceeded to make a U-turn. At the same time, a gray 2004 Yamaha YZF R1S sportbike was approaching the intersection as it was traveling northbound on Limestone Road at a high rate of speed. As a result, the front of the Yamaha struck the right side of the GMC’s horse trailer while it was making the U-turn in the intersection.

    The motorcyclist, a 24-year-old man from Claymont, Delaware, who had been wearing a DOT approved helmet, was pronounced dead at the scene. His name is being withheld until his family and relatives are notified.

    The operator of the GMC, a 60-year-old man from Wilmington, Delaware, was not injured.

    The roadway was closed for approximately 4 hours while the investigators examined the scene and cleared the roadway.

    Troopers Arrest Man for Multiple Felony Gun Charges During Traffic Stop

    Delaware State Police arrested Martell McManus, 34, of Wilmington, Delaware, for multiple felony gun charges during a traffic stop in Newark yesterday afternoon.

    On March 11, 2024, at approximately 1:45 p.m., troopers patrolling the area of I-95 and the Biden Welcome Center, located at 530 John F. Kennedy Memorial Highway, Newark, observed a silver Volvo C70 bearing Delaware registration parked in the lot for several hours. The Volvo’s interior was not visible due to a heavy tint and multiple towels obstructing the windows. Troopers approached the Volvo to check on the safety of any occupants as the service plaza is an area where troopers frequently respond for reports of drug use and drug overdoses. Troopers made contact with the sole occupant of the Volvo, who refused to provide his identification. A computer inquiry of the Volvo’s registration revealed the man, later identified as Martell McManus, was not the registered owner. McManus continued to be evasive about his identity and how he obtained the Volvo. Through investigative means, McManus was identified, and a computer inquiry revealed he had multiple felony warrants for his arrest issued by the New Castle County Police Department. He was subsequently taken into custody without incident. Troopers conducted an inventory search of the Volvo before it was towed and discovered two rifles, one of which had an obliterated serial number, and a rifle magazine with 14 rounds of ammunition in the backseat.

    McManus is a convicted felon and is prohibited from possessing a firearm or ammunition. He was taken to Troop 2, where he was charged with the crimes listed below.

    State Police Investigating Single-Vehicle Fatal Crash in Middletown

    The Delaware State Police are investigating a single-vehicle fatal crash that occurred Monday night in Middletown that left one man dead.

    On March 11, 2024, at approximately 9:05 p.m., a maroon 2008 Saturn Vue was traveling eastbound on Boyds Corner Road, east of Ratledge Road in Middletown. For reasons under investigation, the Saturn failed to negotiate a right curve and continued traveling in an easterly direction as it crossed the westbound lane and shoulder of Boyds Corner Road. The Saturn continued east as it exited the roadway, where it struck a utility pole’s support guy wire, and then the corner of an unoccupied residence. The Saturn ultimately came to rest after striking the residence’s large raised concrete porch.

    The driver, a 66-year-old man from Lebanon, Pennsylvania, was pronounced dead at the scene. His name is being withheld until his family and relatives are notified.

    Boyds Corner Road was closed for approximately 1 hour and the shoulder was closed for approximately 3 hours while the investigators examined the scene and cleared the roadway.

    Detectives Investigating Armed Robbery at Pat’s Pizza in North Wilmington

    The Delaware State Police are investigating an armed robbery that occurred Sunday night at Pat’s Pizza in Wilmington.

    On March 10, 2024, at approximately 10:12 p.m., troopers responded to a report of an armed robbery at Pat’s Pizza located at 1815 Philadelphia Pike in Wilmington. The investigation revealed an unknown male suspect armed with a handgun approached an employee as he was locking up and demanded the employee provide him with money from the business. The employee complied and the suspect fled on foot southbound on Philadelphia Pike with an undisclosed amount of cash.

    The suspect is described as a black male wearing dark clothing and a mask. Surveillance video and images are not yet available.

    State Police Arrest Seaford Man for Felony Assault

    Delaware State Police arrested 19-year-old Jordan Morris of Seaford, Delaware, for multiple felony offenses following an assault that occurred last month in Lincoln.

    On February 23, 2024, at approximately 12:52 a.m., troopers responded to a residence on the 100 block of Holly Drive East in Lincoln for a report of an assault. Upon arriving, troopers learned that a man, identified as Jordan Morris, struck a 25-year-old Lincoln, Delaware man with a car during an argument. The investigation revealed the victim, and his friends were visiting the victim’s relative at the residence on Holly Drive East. After one of the victim’s friends declined an invitation to hang out with Morris, Morris, and an unknown front passenger, arrived at the residence in a Ford Fusion, yelling and honking the horn. The victim went outside and confronted Morris about the noise, which led to an argument between the victim and the Ford’s occupants. As Morris began driving away, he made statements to the victim about coming back to the residence and killing the victim’s relative. This prompted another argument between the victim and the Ford’s occupants, during which Morris drove towards the victim and struck him with the front of the car. Morris fled in the Ford in an unknown direction. The victim was transported to an area hospital by ambulance for serious injuries.

    On March 6, 2024, Morris was taken into custody and transported to Troop 4, where he was charged with the following crimes:

    • Assault First Degree (Felony)
    • Possession of a Deadly Weapon During the Commission of a Felony (Felony)
    • Conspiracy Second Degree (Felony)

    Morris was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on a $122,000 cash bond.

    State Police Arrest Man for Newark Area Warehouse Burglaries

    Delaware State Police arrested Francis Veltre, 51, of Newark, Delaware, for the burglary of two Newark area warehouses in February.

    Last month, troopers responded to two burglaries that occurred overnight between February 4 – 5, 2024. During the investigation, troopers learned that on February 4, 2024, at approximately 10:57 p.m., two unknown suspects arrived in a white pickup truck at AMS Fulfillment, located at 1800 Ogletown Road, Newark. The driver remained in the truck while the passenger entered the business and stole a shirt. The suspects returned to the business at approximately 2:09 a.m. on February 5, 2024, and the passenger again entered the business and stole several items including an HP laptop. Several hours later, at approximately 7:48 a.m., the white pickup truck arrived at Winebow, located at 310 Ruthar Drive, Newark, and stopped next to a cage containing propane tanks. The driver and passenger worked together to pry open the cage, from which they stole four large propane tanks. The suspects fled in the truck in an unknown direction.

    Through investigative means, Troop 2 Burglary Detectives identified one of the suspects as Francis Veltre. Detectives continue to investigate the identity of the second suspect, who was the driver of the truck.  On March 5, 2024, detectives and members of the Delaware State Police Special Operations Response Team executed a search warrant at a residence on the 900 block of Harmony Road, Newark. Veltre was located at the residence and was taken into custody without incident.

    Veltre was taken to Troop 2, where he was charged with the following crimes:

    • Burglary Third Degree (Felony)
    • Theft $1,500 or Greater (Felony)
    • Conspiracy Second Degree (Felony) – 2 counts
    • Theft Under $1,500
    • Criminal Mischief

    Veltre was arraigned by Justice of the Peace Court 2 and committed to Howard R. Young Correctional Institution on a $6,500 secured bond.

    Troopers Arrest Maryland Man for Attempted Theft of Vehicle

    Delaware State Police arrested 18-year-old Dragco Wiggins of Aberdeen, Maryland, for an attempted theft of a Chrysler minivan from a Georgetown residence on Friday night.

    On March 1, 2024, at approximately 8:40 p.m., troopers responded to a residence on the 21000 block of Zoar Road in Georgetown for a report of an attempted vehicle theft. Upon arriving, troopers made contact with the suspect and the victim in the driveway. Troopers learned the victim exited her residence after she heard her Chrysler minivan’s horn sound and found an unknown male in the driver’s seat. The victim confronted the suspect, and discovered he stole cash from the minivan’s center console and damaged the multi-selector switch. This type of damage is consistent with the nationwide trend of vehicle thefts. The suspect, identified as Dragco Wiggins, was taken into custody without incident.

    Wiggins was taken to Troop 4, where he was charged with the below crimes:

    • Attempted to Commit Theft of a Motor Vehicle (Felony)
    • Theft Under $1,500
    • Tampering with Vehicle
    • Criminal Mischief
    • Criminal Trespass

    Wiggins was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on a $750 cash bond.

    State Police Arrest Seaford Man for Felony Drugs and Weapons Charges

    Delaware State Police arrested 51-year-old Gerald Watkins of Seaford, Delaware for felony drugs and weapons charges in Seaford on Friday morning.

    On March 1, 2024, at approximately 10:21 a.m., a trooper responded to the Del-One Federal Credit Union located at 24488 Sussex Highway, Seaford, to check on the welfare of a man reported to be impaired at the ATM. Upon arriving, the trooper observed the man, identified as Gerald Watkins, falling asleep standing upright next to the ATM while holding cash, a bank card, and a receipt. During the ensuing interaction, Watkins exhibited multiple signs of impairment and the trooper observed an ASP baton concealed at his waist. Watkins was taken into custody without incident. A further search of Watkins led to the discovery of 48 bags containing approximately .336 grams of heroin, and two pipes containing approximately .28 grams of methamphetamine. Troopers also located drug paraphernalia and a switchblade longer than 3 inches on the front seat of Watkins’ car.

    A computer inquiry of Watkins revealed he is a convicted felon and is prohibited from possessing a deadly weapon. Watkins was taken to Troop 5, where he was charged with the following crimes:

    • Possession of a Deady Weapon by a Person Prohibited (Felony) – 3 counts
    • Carrying a Concealed Deadly Weapon (Felony)
    • Possession of a Controlled or Counterfeit Substance – 2 counts
    • Possession of Drug Paraphernalia
    • Unlawful Dealing with a Switchblade

    Watkins was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on an $11,700 cash bond.

    State Police Investigating Two-Vehicle Fatal Crash in Georgetown

    The Delaware State Police are investigating a two-vehicle fatal crash that occurred early this morning in Georgetown that left one woman dead.

    On February 29, 2024, at approximately 7:40 a.m., a 2020 Volvo VHD roll-off container truck was traveling westbound on Shortly Road, approaching Bull Pine Road. Simultaneously, a 2008 Honda Civic was traveling southbound on Bull Pine Road, approaching a stop sign at the intersection with Shortly Road, which is a throughway. For reasons under investigation, the Honda failed to stop, and entered the intersection directly in the path of the Volvo. As a result, the front of the Volvo struck the left side of the Honda. The Volvo then overrode the Honda as it continued in a southwesterly direction and overturned as it exited the roadway. After impact, the Honda rotated as it traveled in a westerly direction before coming to a stop in the eastbound lane of Shortly Road.

    The driver of the Honda, a 34-year-old woman from Georgetown, Delaware, was pronounced dead at the scene. Her name is being withheld until her family and relatives are notified. The front passenger of the Honda, a 29-year-old woman, was airlifted to an area trauma hospital, where she was admitted in critical condition.

    The driver of the Volvo, a 59-year-old man from Millsboro, Delaware, was transported by ambulance to an area hospital for non-life-threatening injuries.

    The roadway was closed for approximately 6.5 hours while the scene was investigated and cleared.

    Detectives Arrest Man for Multiple Felony Drug Offenses Following Search Warrant

    Delaware State Police arrested 48-year-old Leon Wilson of Bear, Delaware for multiple felony drug offenses following a search warrant at two Bear area motels yesterday morning.

    On February 28, 2024, at approximately 10:45 a.m., troopers from Troop 2 Drug Unit and Troop 2 Patrol executed search warrants at the West Motel, located at 711 Pulaski Highway, Bear, and the Afton Motel, located at 731 Pulaski Highway, Bear. The search warrants were obtained following a one-month-long drug investigation of Leon Wilson, who was suspected of a drug dealing operation. While executing the search warrant of Wilson’s room at the West Motel, troopers located an unattended infant in the room.

    A search of the motel rooms led to the discovery of approximately 12.2 grams of methamphetamine, 54 bags containing approximately .378 grams of heroin, approximately 3.6 grams of crack cocaine, approximately 90 grams of marijuana, and digital scales.

    Wilson was taken into custody at a nearby convenience store. A computer inquiry revealed Wilson violated a court order that prohibits him from being in the presence of the infant. Wilson was taken to Troop 2, where he was charged with the following crimes:

    • Possession with Intent to Deliver Controlled Substance Tier 2 Quantity (Felony)
    • Possession with Intent to Deliver Controlled Substance (Felony) – 2 counts
    • Possession of Controlled Substance Tier 2 Quantity (Felony)
    • Conspiracy Second Degree (Felony)
    • Endangering the Welfare of a Child
    • Criminal Contempt of a Domestic Violence Protective Order

    Wilson was arraigned by Justice of the Peace Court 2 and committed to Howard R. Young Correctional Institution on a $24,000 cash bond.

    State Police Arrest Teen for Felony Assault at Christiana Mall

    Delaware State Police arrested a 17-year-old New Castle, Delaware teen for a felony assault that occurred at the Christiana Mall in Newark on Saturday evening.

    On February 24, 2024, at approximately 6:07 p.m., troopers responded to the Christiana Mall located at 750 Christiana Mall, Newark, for a report of several teenage males fighting. Upon arriving, troopers learned a 14-year-old teen and a 16-year-old teen were walking around the mall when they were surrounded by a group of unknown teenage males. An argument ensued between the teens, during which one of the suspects hit the 16-year-old victim and then pushed him to the ground as he tried to leave. The suspects proceeded to kick and punch the 16-year-old victim, which led to the 14-year-old teen running over to help his friend. The suspects pushed the 14-year-old teen to the ground next to the 16-year-old and continued kicking and punching both victims before fleeing on foot towards the parking lot as mall security approached. One of the suspects, identified as the 17-year-old New Castle teen, was taken into custody without incident.

    The 14-year-old victim was taken to an area hospital by ambulance for serious injuries. The 17-year-old teen was turned over to a guardian while the extent of the 14-year-old’s injuries were being evaluated at the hospital. The 16-year-old teen sustained non-life-threatening injuries. The remaining 3 suspects are described as teenagers and have not been identified at this time. Surveillance video and images are not yet available.

    On February 25, 2024, the 17-year-old teen turned himself in at Troop 2, where he was charged with the following crimes:

    • Assault Second Degree (Felony)
    • Assault Third Degree
    • Disorderly Conduct – 2 Counts

    The teen was arraigned by Justice of the Peace Court 11 and released to a guardian on a $3,700 unsecured bond.

    State Police Arrest New Castle Man for Aggravated Menacing

    Delaware State Police arrested 54-year-old Ronnie Annane of New Castle, Delaware, for aggravated menacing following a road rage incident that occurred in Claymont yesterday morning.

    On February 28, 2024, at approximately 10:51 a.m., a trooper responded to the Wawa, located at 601 Naamans Road, Claymont, for a report of a road rage incident. Upon making contact with the victim, the trooper learned the victim was involved in a road rage incident on I-95 with a black SUV. After the road rage incident, the black SUV followed the victim as he exited the highway and drove to the Wawa. The black SUV parked behind the victim, and the driver, identified as Ronnie Annane, confronted the victim about cutting him off on the highway. As the argument escalated, Annane returned to his SUV and grabbed a black knife. Annane then walked towards the victim while yelling and holding the unfolded knife behind his back until witnesses intervened. Annane was taken into custody by troopers without incident. A search of his SUV led to the discovery of a black pocketknife that matched the description provided by the victim and witnesses.

    Annane was taken to Troop 1, where he was charged with the crimes listed below.

    Delaware State Police arrested 47-year-old Roger Shade of Middletown, Delaware, for a 5th offense DUI following a crash investigation in Townsend on Friday night.

    On February 23, 2024, at approximately 8:30 p.m., troopers were dispatched to US 13 southbound and Pine Tree Road in Townsend for a report of a black Chevrolet Camaro that crashed into a utility pole. Upon arriving, troopers made contact with the driver and sole occupant of the Camaro, identified as Roger Shade. During the investigation, troopers observed several empty bottles of alcoholic beverages in the driver-side floorboard and multiple signs of impairment. Shade was taken into custody without incident for DUI after completing Standardized Field Sobriety Tests. A search of his person led to the discovery of a plastic baggie containing approximately 0.40 grams of cocaine.

    Shade was taken to Troop 9, where a computer inquiry revealed he had four prior DUI-related convictions. Shade was charged with the below crimes, arraigned by Justice of the Peace Court 11, and released after posting a $6,400 secured bond.

    Troopers Arrest Man for Felony Drug Offenses Following Traffic Stop

    Delaware State Police arrested 36-year-old Matthew Dunham of Frederica, Delaware, for felony drug offenses following a traffic stop in Dover on Thursday morning.

    On February 22, 2024, at approximately 1:39 a.m., a trooper on patrol observed a black Honda CRV with expired Delaware registration traveling northbound on Route 13 in the area of Route 42 in Dover. The trooper conducted a traffic stop and made contact with the driver, identified as Matthew Dunham. Dunham was unable to provide a driver’s license or proof of insurance to the trooper. A computer inquiry revealed his license was suspended. During the traffic stop, Dunham was observed going through a lunchbox on the front passenger seat, inside of which troopers observed drug paraphernalia. Troopers conducted a search of the Honda and discovered a clear plastic bag containing approximately 25.62 grams of methamphetamine. Dunham was taken into custody without incident.

    Dunham was taken to Troop 9, where he was charged with the offenses listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $40,005 secured bond.

    Troopers Arrest Selbyville Man for DUI, Drug, and Gun Charges Following Hit and Run Crash

    Delaware State Police arrested 18-year-old Aidan Cooper of Selbyville, Delaware, for DUI, drug, and gun charges following a hit and run crash investigation in Frankford early Saturday morning.

    On February 17, 2024, at approximately 5:55 a.m., a trooper responded to Old Mill Bridge Road, north of Millers Neck Road in Frankford, for a report of a single-vehicle crash. Upon arriving, the trooper observed an unoccupied and disabled gray Dodge Charger, with temporary Delaware registration, on the shoulder with damage to its rear right side. The trunk of the Charger was open due to the crash and several items from the trunk were strewn in the roadway, including a backpack, a pillow, and fireworks. While investigating the crash, the trooper received a report of a suspicious person in the area of Old Mill Bridge Road and Old Mill Pond Road. The trooper responded to the area, where he observed an individual, who matched the description of the suspicious person, leaving in a Nissan Sentra and conducted a traffic stop. Upon making contact with the Nissan’s occupants, the trooper discovered the front passenger, identified as Aidan Cooper, was the driver of the Charger when it crashed.

    During the investigation, the trooper learned the Charger was traveling southbound on Old Mill Bridge Road in a manner that was not appropriate for the snowy and wet road. As a result, Cooper lost control of the Charger while negotiating a curve, went off the roadway, and struck a mailbox. The Charger continued traveling in a southern direction and struck a tree, before coming to an uncontrolled stop in a ditch on the southbound shoulder of Old Mill Bridge Road.

    Throughout his contact with Cooper, the trooper observed multiple signs of impairment. Cooper refused to perform field tests and was taken into custody without incident. A search of the backpack led to the discovery of a Glock handgun, three loaded Glock magazines, a clear plastic bag containing approximately 0.06 grams of methamphetamine, several additional rounds of ammunition, four bottles of alcohol, THC gummies, and THC wax.

    Cooper was taken to Troop 4, where he was charged with the following crimes:

    • Possession of a Firearm During the Commission of a Felony (Felony)
    • Possession of a Deadly Weapon by Person Prohibited who also Possesses Controlled Substance (Felony)
    • Possession of a Firearm while Under the Influence
    • Possession of a Controlled or Counterfeit Substance
    • Driving a Vehicle Under the Influence of Alcohol and any Drug
    • Possession of Personal Use Quantity of Marijuana – Civil Violation
    • Underage Possession/Consumption of Alcohol – Civil Violation
    • Additional Traffic Violations

    Cooper was arraigned by Justice of the Peace Court 3 and committed to Sussex Correctional Institution on a $26,405 secured bond.

    Troopers Arrest Two Teens for Attempting to Steal Kia and Resisting Arrest

    Delaware State Police arrested a 13-year-old teen and a 14-year-old teen, both from Dover, Delaware, for multiple felony offenses after they attempted to steal a Kia from a residential driveway in Dover on Friday night.

    On February 16, 2024, at approximately 11:27 p.m., troopers responded to a residence on Nobles Pond Crossing in Dover, for a report of two suspicious males dressed in all black attempting to break into vehicles in the neighborhood. Upon arriving, troopers searched the neighborhood for the suspects, during which they observed a Kia Sorento with a shattered window parked in a driveway on Winding Carriage Lane. Troopers discovered the Kia’s rear passenger window had been shattered and the ignition had been ripped out. This type of damage is consistent with the nationwide trend of Kias being stolen using a screwdriver and a USB cable. While searching the area, a trooper observed two males wearing all black walking in the intersection of Colt Lane and Peacock Place. As the trooper attempted to make contact with them, the two males fled in a southeast direction on Peacock Place. In the ensuing foot chase, the suspects did not comply with multiple verbal commands to stop. One of the suspects, identified as the 13-year-old teen, eventually complied and was taken into custody without incident. A short time later, the second suspect, identified as the 14-year-old teen, was located running on Station View Drive, and was taken into custody without incident. A search of the teens led to troopers discovering both of the teens were in possession of a screwdriver and a USB cable.

    The teens were taken to Troop 9, where they were charged with multiple felony crimes.


    The 13-year-old teen was charged with the below crimes, arraigned by Justice of the Peace Court 7, and released into the custody of his parent.

    • Attempted to Commit Theft of a Motor Vehicle (Felony)
    • Possession of Burglar Tools (Felony)
    • Conspiracy Second Degree (Felony)

    Troopers Arrest Dover Woman for Aggravated Menacing and Terroristic Threatening

    Delaware State Police arrested 43-year-old Jennifer Neil of Dover, Delaware, for aggravated menacing and terroristic threatening following an incident that occurred early Saturday morning in Dover.

    On February 17, 2024, at approximately 1:10 a.m., troopers responded to a residence on Diemidio Drive, Dover, for a conflict between neighbors. Upon arriving, troopers made contact with the victim and learned that his neighbor, identified as Jennifer Neil, unplugged a power cord he was using and began taking the cord into her house. The victim grabbed the other end of the cord to stop her, at which point Neil turned towards him with a pair of scissors raised in a stabbing motion and made statements about killing him. The victim immediately went into his house to get away from Neil and to contact the police. Troopers were unable to make contact with Neil at her residence and obtained a warrant for her arrest. A computer inquiry revealed Neil also had a capias for her arrest issued by the Kent County Court of Common Pleas.

    Later that same day, troopers made contact with Neil in Milford and she was taken into custody without incident. Neil was taken to Troop 3, where she was charged with the below crimes.

Attempts to contact or locate Natalie have been unsuccessful, and there is a concern for her safety and well-being.

    Natalie is described as a white female, approximately 5’01” tall, weighing approximately 101 pounds with light brown straight hair. She was last seen wearing a black hooded sweatshirt and grey sweatpants. She left her residence in a white Nissan Versa with Delaware registration 288516.

    Delaware State Police arrested 33-year-old William Matthews of Seaford, Delaware, for drug offenses and resisting arrest following a traffic stop that occurred in Seaford yesterday morning.

    On February 16, 2024, at approximately 9:59 a.m., a trooper on patrol in the area of Middleford Road and Old Furnace Road observed a tan Ford Crown Victoria with an equipment violation. The trooper conducted a traffic stop and the Ford came to a stop at a residence on Hastings Farm Road. Immediately after stopping, the Ford’s driver, later identified as William Matthews, fled from the car while holding a green container. A foot chase ensued into the residence’s backyard as Matthews disregarded multiple verbal commands by the trooper. Once in the backyard, the trooper observed Matthews attempting to hide the green container under a shed. Matthews continued to not comply with verbal commands and was ultimately taken into custody after a taser deployment was utilized. Troopers recovered the green container, which contained approximately 44 plastic capsules containing crack/cocaine weighing approximately 23.97 grams, a personal use quantity of marijuana, and $111.

    Matthews was taken to Troop 5, where he was charged with the following crimes:

    • Possession with Intent to Deliver Controlled Substance Tier 2 Quantity (Felony)
    • Resisting Arrest (Felony)
    • Tampering with Physical Evidence (Felony)
    • Possession of Drug Paraphernalia
    • Operating a Vehicle with Improper Window Tint

    Matthews was arraigned by Justice of the Peace Court 2 and committed to Sussex Correctional Institution on an $11,000 secured bond.

    State Police Arrest Man for Series of Shopliftings in New Castle County

    Yesterday, Delaware State Police arrested 34-year-old David Buchanan, of Wilmington, Delaware, for several felony shoplifting charges following a series of thefts from multiple businesses in New Castle County that began last month.

    Between January 11, 2024, and February 15, 2024, troopers investigated several shopliftings of a similar nature from New Castle County area Walgreens, Wegmans, Rite Aid, Family Dollar, and Jo Ann Fabrics. In each shoplifting, an unknown white male suspect placed laundry detergent, soap, cleaning products, or other home goods into a shopping cart and left the business without paying. The suspect would then flee in a tan Audi sedan with New Jersey registration.

    On February 15, 2024, troopers patrolling the area of the Walgreens located at 1710 Faulkland Road, Wilmington, observed the suspect’s Audi, operated by a man matching the description of the repeat shoplifter, pull into the parking lot. Troopers conducted a traffic stop on the Audi and made contact with the driver, identified as David Buchanan. As Buchanan was taken into custody, troopers located a bundle of suspected heroin on his person.

    Troopers identified Buchanan as the suspect responsible for 15 shopliftings that spanned a little over one month and totaled over $10,000 worth of stolen merchandise. In two of the shopliftings, an unknown white female shoplifted with Buchanan. Troopers are seeking the public’s assistance in identifying the unknown female suspect pictured below as they continue to investigate these shopliftings.

    Buchanan was taken to Troop 2, where he was charged with the below crimes, arraigned by Justice of the Peace Court 2, and committed to Howard R. Young Correctional Institution on a $3,600 secured bond.

    • Theft – Organized Retail Crime over $1,500 (Felony)
    • Shoplifting Over $1,500 (Felony) – 2 counts

    State Police Investigating Two-Vehicle Fatal Crash in Newark

    The Delaware State Police are investigating a two-vehicle fatal crash that occurred early this morning in Newark that left one woman dead.

    On February 16, 2024, at approximately 5:34 a.m., a red 2019 Kia Forte was traveling westbound in the left turn lane on E. Chestnut Hill Road (State Route 4), approaching the intersection with Augusta Drive. At the intersection, the Kia turned left towards the Augusta Square Shopping Center in the path of travel of a silver 2014 Chevrolet Equinox that was traveling eastbound in the right-thru lane on E. Chestnut Hill Road. As a result, the front of the Chevrolet struck the right side of the Kia in the intersection.

    The driver of the Kia, a 73-year-old woman from Newark, Delaware, was transported to an area hospital, where she died. Her name is being withheld until her family and relatives are notified.

    The driver of the Chevrolet, an 18-year-old man from Newark, Delaware, was transported to an area hospital for non-life-threatening injuries.

    The roadway was closed for approximately 4 hours while the scene was investigated and cleared.

    State Police Arrest Trio for Organized Retail Theft of Cigarettes from New Castle County Area Wawa Locations

    Delaware State Police arrested Robert Wheeler, 47, of Wilmington, Delaware, Kristina Dorsey, 37, Elkton, Maryland, and Amanda Ensor, 39, New Castle, Delaware, for organized retail theft following a series of shopliftings of cigarettes from multiple New Castle County area Wawa locations that occurred yesterday.

    On February 14, 2024, at approximately 1:53 p.m., troopers responded to the Wawa located at 1515 N. Dupont Highway, New Castle, for a report of a shoplifting. A short time later at approximately 2:10 p.m., troopers responded to the Wawa located at 183 Airport Road, New Castle, for another report of a shoplifting. Both of the shopliftings were reported as an unknown masked black male who jumped behind the sales counter, grabbed cigarettes from the display, and then ran out of the business without rendering payment. The suspect fled from both businesses in a gray Chrysler 200 with Delaware registration that was occupied by two unknown white females. At approximately 2:17 p.m., a trooper on patrol observed the Chrysler traveling westbound on Pulaski Highway before it parked at the Wawa located at 1605 Pulaski Highway in Bear. The trooper conducted a traffic stop on the Chrysler, and made contact with the driver, identified as Amanda Ensor; the front passenger, identified as Kristina Dorsey; and the rear passenger, later identified as Robert Wheeler. All three were taken into custody without incident and taken to Troop 2.

    During the investigation, detectives discovered Wheeler had impersonated a family member by providing their name and date of birth to troopers after he was taken into custody. Detectives ultimately positively identified the rear passenger as Robert Wheeler and discovered he was on probation and had an active warrant for his arrest. Detectives also linked Wheeler to two additional cigarette shopliftings at New Castle County area Wawa locations that occurred on February 6, 2024, and February 12, 2024.

    The Delaware State Police has experienced an increase in thefts of cigarettes from New Castle County area Wawa locations since late December 2023. Troop 2 Criminal Investigations Detectives urge anyone with information about this case to contact Detective J. Dempsey by calling (302) 365-8472.     At Troop 2, Wheeler, Dorsey, and Ensor were charged with multiple crimes.


    Wheeler was charged with the below crimes, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $29,000 secured bond.

    State Police Arrest Newark Man for Gun and Traffic Charges Following Crash Investigation

    Delaware State Police arrested 35-year-old Chad Johnson of Newark, Delaware, for gun and traffic charges following a crash investigation that occurred last Thursday in Newark.

    On February 8, 2024, at approximately 12:29 a.m., a trooper on Kirkwood Highway in the area of Harmony Road observed a motorcycle commit a traffic violation as it made a U-turn in the roadway to avoid a partial road closure. The trooper initiated a traffic stop, however, the motorcycle did not stop as it continued traveling at a high rate of speed in a reckless manner. The trooper discontinued the pursuit, shortly after which the motorcyclist failed to negotiate a curve in the roadway and crashed. The trooper responded to the crash and made contact with the motorcyclist, identified as Chad Johnson. Before Johnson was taken to an area hospital by ambulance for injuries sustained from the crash, the trooper conducted a search of Johnson and located a loaded handgun in his pocket. A computer inquiry revealed Johnson is a convicted felon and prohibited from possessing a firearm.

    Johnson was taken to Troop 2, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and released after posting a $15,000 secured bond.

    The Delaware State Police are investigating a single-vehicle fatal crash that occurred in the C & D Canal last night in Delaware City that left one man dead.

    On February 11, 2024, at approximately 11:45 p.m., a red 2014 Chrysler 300 was traveling westbound on a gravel roadway on North Canal Road, west of the Reedy Point Bridge. For reasons under investigation, the Chrysler failed to remain on the roadway and traveled onto the rocky banks of the C & D Canal. The Chrysler then crashed into the water and ultimately became submerged.

    The driver, a 60-year-old man from Elkton, Maryland, was pronounced dead at the scene. His name is being withheld until his family and relatives are notified.

    Suspect in Custody After Stealing Good Samaritan’s Vehicle on I-95

    Delaware State Police have identified 54-year-old Nadeem Cassiem of Keasbey, New Jersey, as the suspect involved in stealing a vehicle yesterday morning on I-95 in Newark.

    On February 7, 2024, at approximately 7:09 a.m., troopers responded to I-95 southbound, in the area of State Route 273, for a report of a collision. Prior to arriving, troopers were notified that one of the drivers involved in the collision had stolen a Good Samaritan’s car and fled southbound on I-95. During the investigation, troopers learned a white RAM pickup truck was traveling in the right southbound lane of I-95 when it was rear-ended by a red Toyota Rav4. A concerned passerby stopped to check on the drivers for injuries, at which point the driver of the Toyota got into the Good Samaritan’s Mercury Mountaineer and fled southbound on I-95 in the stolen SUV.

    Through investigative means, troopers identified Nadeem Cassiem as the driver of the Toyota and the suspect that stole the Mercury. Shortly after fleeing, Cassiem and the stolen Mercury were located in Maryland by Perryville Police Department. Cassiem was taken into custody by Perryville Police Department without incident. Upon extradition to Delaware, Cassiem will be charged with one felony count of Theft of a Motor Vehicle, and multiple traffic violations.

    12-Year-Old Student Arrested for Felony Assault at George Read Middle School

    Delaware State Police arrested a 12-year-old student from New Castle, Delaware, following a felony assault that occurred at George Read Middle School on Monday.

    On February 5, 2024, at approximately 1:35 p.m., Delaware State Police Troop 2 Youth Aid Detectives were notified of an assault that occurred at George Read Middle School located at 314 East Basin Road, New Castle. The investigation revealed a 12-year-old student used a box cutter that she had brought from home and assaulted an 11-year-old student while they were in class. The suspect was removed from the classroom by teachers.

    The victim was taken to an area hospital by his parent, where he was treated for an injury to his face.

    On February 7, 2024, the 12-year-old student turned herself in at Troop 2 for the below charges. She was arraigned by Justice of the Peace Court 11 and released to a guardian on an $8,000 unsecured bond.

    Troopers Arrest Wilmington Man for Employee Theft

    Delaware State Police arrested 27-year-old Taiquan Keith of Wilmington, Delaware for an employee theft that occurred yesterday in Wilmington.

    On January 31, 2024, at approximately 1:46 p.m., troopers responded to GardaWorld, located at 212 East Lea Boulevard in Wilmington, for a report of an employee theft. Upon arriving, troopers learned a GardaWorld employee, identified as Taiquan Ketih, had removed over $5,000 from cash bags while working. The money was recovered during the investigation.

    Keith was taken into custody without incident and transported to Troop 1, where he was charged with the following crime:
