The Dover Police Department has arrested Jimmy Barlow, 34, and Dwayne Brinkley, 46, both of Dover, on robbery charges following an investigation that began Saturday, July 26th. (See below for original release) Through the investigation into the robbery, Brinkley and Barlow were identified as the suspects and warrants were obtained for their arrest. <\/p>\n

Barlow was arrested on July 31st, 2025, and committed to SCI on $31,000 cash bail on the following charges:
-Robbery First Degree
-Assault Second Degree
-Conspiracy Second Degree<\/p>\n

Brinkley was arrested on August 1st, 2025, and committed to SCI on $52,000 cash bail on the following charges:
-Robbery First Degree
-Assault Second Degree
-Conspiracy Second Degree<\/p>\n

Both defendants are presumed innocent until proven guilty.<\/p>\n

Narrative: <\/strong>The Dover Police Department is investigating a robbery that occurred early Saturday morning. The investigation began at 3:44 a.m. when an Officer from the Dover Police Department was contacted by a victim who had obvious injuries to his upper body. The victim was transported to Bayhealth Kent Campus for treatment. The ensuing investigation revealed that the victim was walking near the parking lot near Minor Street and South Governors Avenue when he was approached by two suspects who asked him for money. When the victim did not comply, the suspects assaulted him and stole property belonging to him. The suspects are described as black males.<\/p>\n

This investigation is ongoing and anyone with information is asked to contact the Dover Police Department at (302) 736-7130. Callers may remain anonymous. Tips may also be submitted to law enforcement through Delaware Crime Stoppers at 800-TIP-3333 or online at www.delaware.crimestoppersweb.com<\/a> ; a cash reward is possible for information leading to an arrest.<\/p>\n
