The Delaware State Police have arrested 22-year-old Andy Dorgilus of Indianapolis, Indiana, as a suspect in the homicide that occurred in Seaford last week.

On April 8, 2025, at approximately 5:50 p.m., officers from the Seaford Police Department and Delaware State Police responded to a report of a shooting on Clarence Street, between Thomas Street and Chandler Street, within the city limits of Seaford. Upon arriving, officers found Rihem Frisby suffering from apparent gunshot wounds and began life-saving efforts. He was transported by EMS to an area hospital, where he was pronounced dead.

Due to the nature of the incident, the Seaford Police Department requested the Delaware State Police Homicide Unit assume the investigation. A preliminary investigation revealed that the victim was shot by an unknown number of suspects.

Through investigative means, detectives identified Andy Dorgilus as a suspect and on April 16, 2025, he was taken into custody without incident.

Dorgilus was arrested and taken to Troop 5, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 2, and committed to Sussex Correctional Institution on a $1,132,000 cash bond.

• Murder 1^st Degree (Felony)
• Reckless Endangering 1^st Degree (Felony)
• Possession of a Firearm During the Commission of a Felony (Felony) – 2 counts
• Conspiracy 1^st Degree (Felony)
