Troopers Arrest Frankford Man for 7th Offense DUI

Delaware State Police have arrested 64-year-old Garry Phillips of Frankford, Delaware, for 7th offense felony DUI and other traffic offenses following a traffic stop last night in Ellendale.

On September 9, 2025, at approximately 9:00 p.m., troopers on patrol saw a silver GMC Yukon traveling eastbound on Milton-Ellendale Highway near Sharon’s Road, slow down, speed up, and driving in the middle of the road. Troopers pulled the Yukon over and spoke to the driver, identified as Garry Phillips, who showed signs of impairment. Troopers administered Standardized Field Sobriety Tests, and after the tests Phillips was arrested for driving under the influence. A computer check showed that Phillips had six prior DUI-related convictions, and a suspended driver’s license.

Phillips was taken to Troop 7, where he was charged with the crimes listed below, arraigned by Justice of the Peace Court 7, and committed to Sussex Correctional Institution on a $8,501 cash bond.
