State Police Arrest Lewes Man for Home Improvement Fraud

Delaware State Police have arrested 63-year-old Jeffrey Brower of Lewes, Delaware for home improvement fraud.

On September 2, 2025, troopers began investigating Jeffrey Brower for home improvement fraud. During the investigation, troopers learned that Brower had signed a contract with a 66-year-old victim from Lewes in October 2024 to do HVAC work. The victim paid Brower $7,000, but the work was never started, and the victim’s money was not reimbursed.

Troopers obtained a warrant for Brower’s arrest, and on September 11, 2025, he turned himself in at Troop 7. He was charged with the crime listed below, arraigned by Justice of the Peace Court 2, and released on a $5,000 unsecured bond.

  • Home Improvement Fraud by False Pretense $1500 or Greater and Victim is 62 Years or Older/Impaired/Disabled (Felony)
