State Police Arrest Fugitive for Several Retail Theft Charges throughout New Castle County

Delaware State Police arrested 33-year-old Moses Warren of Newark, Delaware, for several retail thefts that occurred over the last month at multiple businesses throughout New Castle County.

On June 30, 2024, at approximately 6:42 p.m., a trooper responded to the Kohl’s, located at 401 Rocky Run Boulevard, Wilmington, for a report of two black males and one white female that fled towards Concord Pike after shoplifting. While responding, the trooper observed a man who matched the suspect’s description walking on Concord Pike in the area of Rocky Run Boulevard. The trooper recognized the man as Moses Warren from previous investigations and took him into custody without incident. The trooper searched the bag Warren was carrying and recovered over $2,000 worth of merchandise that had been shoplifted from Kohl’s. Troopers searched the area for other two suspects, however, they were not located.

Warren was taken to Troop 2, where the trooper identified him as the suspect responsible for 18 shopliftings from multiple businesses throughout New Castle County over the last month. Between May 26, 2024, and June 28, 2024, troopers investigated shopliftings involving Warren as the suspect from Giant, Rite Aid, Royal Farms, and multiple Kohl’s, Sunglass Hut at Macy’s, Walgreens, and Wawa locations. The shopliftings totaled over $40,000 worth of stolen merchandise consisting of eyewear, various household goods, and cigarettes. In the shoplifting that occurred on June 6, 2024, at the Wawa located at 274 East Chestnut Hill Road, Newark, Warren shoplifted with an unknown Hispanic male. In the shoplifting that occurred on June 20, 2024, at the Sunglass Hut at Macy’s located at the Christiana Mall, Newark, Warren shoplifted with an unknown black male and unknown black female. After each incident, troopers obtained a warrant for Warren’s arrest and attempted to locate him. At this time, Warren’s accomplices have not been identified, and images of the suspects are not available.

A computer inquiry revealed that in addition to the shoplifting warrants, Warren had a capias for his arrest and an active No Contact Order with all Walgreens properties in Delaware, both of which were issued by the New Castle County Court of Common Pleas. At Troop 2, Warren was charged with the crimes listed below, arraigned by Justice of the Peace Court 11, and committed to Howard R. Young Correctional Institution on a $99,102 cash bond.

  • Organized Retail Theft Over $1,500 (Felony) – 2 counts
  • Shoplifting Over $1,500 (Felony) – 7 counts
  • Wearing a Disguise During the Commission of a Felony (Felony)
  • Conspiracy 2nd Degree (Felony) – 4 counts
  • Possession of Shoplifter Tools (Felony) – 3 counts
  • Organized Retail Theft – 3 counts
  • Attempted Organized Retail Theft
  • Shoplifting Under $1,500 – 4 counts
  • Criminal Trespass 2nd Degree
  • Criminal Trespass 3rd Degree – 2 counts
  • Breach of Release
