Narrative: The Dover Police Department has arrested Phillip Nelson, 46. of Smyrna, DE, following the investigation into a robbery that occurred late last week. The investigation began on Thursday, October 23rd, at 1:34 p.m., when Dover Police received the call for a robbery at Diamond Valley Jewelers located in the Dover Mall. Officers responded and spoke with the business. The ensuing investigation revealed that a male and female entered the store, expressed they had a firearm, and removed merchandise without paying for it. The male was later identified as Nelson and warrants were obtained for his arrest. The female was identifid as Monifah Carter, 29 of Dover, and warrants are on file for her arrest.
On Wednesday, October 29th, 2025, at 2:00 p.m., the Dover Police Department’s Special Operations Response Team executed a search warrant on an apartment in the unit block of Courtside Drive, Dover, DE. Nelson was taken into custody without incident and transported to the Dover Police Department. Nelson was committed to SCI on $62,000 cash bail on the following charges:
-Robbery First Degree
-Possession of a Controlled Substance
-Conspiracy Second Degree
Nelson is presumed innocent until proven guilty.
